$836,000 budget blow-out Visitors relax at wish-list for pruning Kemp Beach • By Rhett Watson LIVINGSTONE Shire Council is slashing an $836,000 blow-out from it's proposed 1993/94 budget. According to shire 'clerk Jim Brown, every council department will be involved in finding ways to reduce expenditure. During a pre-budget meeting on Tuesday the job of pruning the $836,(0X) blow-out from council's proposed $16 million works programme was given to shire accountant Denis Murphy. He immediately warned that anything he pruned could wind up as emergent expenditure later in the year. Shire chairman Cr Barbara Wildin told councillors the blow-out pruning job would be best left to the accountant because "he would be more objective". But the following day, Mr Brown said the pruning decision was something the whole council administration would tackle. Cr Wildin said on Wednesday each department would know where it could cut back. "Then they will come back to us and we will then look at it again," she said. "If we (the councillors) had tried to cut off the excess we could have been there a long time." She said the money that was to be slashed was from what she called the "wish list". She said the wish-list jobs were generally requests from the public and things councillors and the staff felt were needed. On Tuesday, a day when rates were the main topic of debate, a figure of an overall increase of four percent emerged as a possible rate rise after pruning, but Cr Lloyd Webber said he would be happy to see the rise as high as six percent so long as the $836,000 was left in the budget. Cr Barbara Wildin said five percent would be the most she would allow. Cr Mike Prior said the ratepayers would accept whatever rate increase council handed down ... as long as everything was necessary. Mr Brown said on Wednesday council wasn't seriously looking at increases of five or six percent because "it would only produce around $170,000 ... still leaving us with a large gap to fill". Cr John Dowie asked why council was so sensitive about emergent expenditure. One councillor said it was because no-one knew what it was. Cr Dowie: "It's the only way you can run a business." Cr Hubert Murray agreed saying "it is how you run your everyday life". During discussion, Cr John Smith jokingly asked if the budget could be put off until after the upcoming council elections. He was met with a cool response from Cr Wildin who said he should not even be thinking of the elections ... "it would be dishonest". Cr Wildin said on Wednesday the pre-budget meetings were only preliminary discussions ... "What finally corner down-could bediffeTeirt". Council is expected to bring down the 1993/ 94 budget on July 27.

Neighbour watch group calls for more vigilance ORGANISERS of the Cooee Bay Neighbourhood Watch have asked residents to notify police of all suspicious incidents after a number of "reportabler.cases in the area were ignored. The group released unofficial figures this week which showed three sightings of a prowler and one attempted garage break-in occurred in June with only one prowler sighting reported to police. Neighbourhood Watch secretary Jane Hilliard said apathy was the group's greatest enemy, with the police, and her organisation, helpless without information. "People don't think it will happen to them and that their homes are safe," Mrs Hilliard said. "Many of these incidents are considered too small to bother the police. People see a prowler, watch him leave, and forget about it. "It's quite possible for this person to return later so it's important people report anything they consider suspicious.

"Our group, or the police, cannot help if we don't know what's happening. The neighbourhood watch programme works because people help each other." As part of the group's effort to make their neighbourhood safer, a newsletter has been written by Watch members and is being distributed throughout the area. The Cooee Bay Neighbourhood Watch covers 400 homes in the area between the Yeppoon/ Emu Park Road and the ocean. It has been operating for the past 12 months but now is concerned with a dwindling membership. The group's most recent monthly meeting was attended by 12 people after having 30 on the books a year ago. "The newsleter is an attempt to remind people of the dangers of complacency and that we need community support to function efficiently," Mrs Hilliard said. the Watch, perhaps as block co-ordinators, just 'being a member or distributing the newsletters, I'll be very pleased to hear from them. "We live in a safe, pleasant area and a careful watch, and co-operation between residents, will help keep it that way." Regular meetings are held at the Rose Street Scout Hall on the first Tuesday of every month and special meetings are held every second month for those who cannot attend at night. The group has also installed noticeboards at the two Cooee Bay area stores to help keep residents informed. The newsletter will be published every second month and hand-delivered to homes. The Regional Neighbourhood Watch Conference of all groups in Central Queensland will be held at the Capricorn International Resort on Saturday, August 14.
