RATES UP 4.5%, SEWERAGE 4.8% LIVINGSTONE Shire Council adopted a $14.8 million budget for 1992/93 on Tuesday. The general urban rate was increased by 4.5 per cent on the 1991/92 rate; sewerage is up 4.8 per cent; garbage collection up 3 per cent; Capricorn Coast water charges increased by 5.4 per cent and The Caves water by 10 per cent. Council also voted to accept a more even distribution of rating and adopted the following categories of land and criteria for rating purposes. Category A (all urban residential land within the shire so classified by council and having a land use code of either 01 or 02 with a valuation exceeding $45,000) will pay 1.82 cents in the dollar, with a minimum rate of $837. Category B (all other land within the shire also classified as urban) will pay 1.86 cents in the dollar, with a minimum rate of $245. Category C (all land within the shire classified as rural) will pay .49 cents in the dollar, with a minimum rate of $224. Category D (all other land not included in categories A, B or C) will pay 1.86 cents in the dollar. Water charges for Ogmore will be be levied

at $115 per service. Excess water charges over the allowed 520k1 will be charged at 60 cents per additional kilolitre in The Caves area and on the Capricorn Coast. Sewerage charges will be $46.12 per unit (average home cost $368.96 per year); garbage $102.90 per year, Capricorn Coast water, $129.36 per unit (four units per residence per year = $517.44); The Caves water, $82.50 per unit. Rural road construction and maintenance. Area A: totalling $532,614.94 was adopted, and a separate charge was made and levied on rural lands on the basis of 1.19 cents in the dollar for the first $250,000 of valuation; 1.08 cents in the dollar for each dollar of valuation in excess of $250,000, on the basis that in the opinion of council there is an economy of scale in the provision of road services which generally reduces the unit cost of servicing larger holdings. Area B: $590,017.73, and a separate charge made and levied on rural lands on the basis of 2.50 cents in the dollar for the first $2000 of valuation; 0.95 cents in the dollar for each dollar of valuation in excess of $2000 and up to $250,000; 0.85 cents in the dollar for each dollar of valuation in excess of $250,000, on the basis that in

the opinion of the council there is an economy of scale in the provision of road services which generally reduces the unit cost of servicing larger holdings. Area C: $507,609.52, and a separate charge made and levied on rural lands on the basis of 2.50 cents in the dollar for the first $2000 of valuation; 1.75 cents in the dollar for each dollar of valuation in excess of $2000 and up to $40,000; 1.40 cents in the dollar for each dollar of valuation in excess of $40,000 and up to $250,000; 1.25 cents in the dollar for each dollar of valuation in excess of $250,000, on the basis that in the opinion of council there is an economy of scale in the provision of road services which generally reduces the unit cost of servicing larger holdings. Area D: $386,000, and a separate charge made and levied on rural lands on the basis of 4.00 cents in the dollar for the first $5000 of valuation; 1.20 cents in the dollar for each dollar of valuation in excess of $5000 and up to $250,000; 1.05 cents in the dollar for each dollar of valuation in excess of $250,000, on the basis that in the opinion of council there is an economy of scale in the provision of road services which

generally reduces the unit cost of servicing larger holdings. The sewerage/cleansing fund budget for $2,865,186.30 was adopted. General reserve fund budget: $3,694,527.15. Capricorn Coast water fund: $3,225,344.72; Marlborough, $51,656.15; The Caves, $445,426.77. Commonwealth Aid Local Authority roads trust fund budget: $917,277.46. Consolidated loans fund budget: $5,738,764.12. The total amount for the 1992/93 budget adopted by council was $14,874,103.29. Fifteen per cent discount will be allowed upon payment in full of all current rates and charges received within 30 days of the issue of the respective rate notice and interest will be charged on arrears at the rate of 14 per cent per annum. Subject to receipt of an initial application, and sighting of the pensioners medical entitlement card by a responsible officer, and subsequent verification by the appropriate Federal Department, a 50 per cent rebate of the amount paid for general and separate charges (where applicable) be allowed. • MORE RATES NEWS INSIDE

Police seek help after 8 break-ins

YEPPOON police called for more public support this week after another spate of breakand-enters. Yeppoon Police S tation officer-in-charge Sgt Ken Tanzer said this week the Capricorn Coast had to become security conscious. "We are having more tourists through the area and with the benefit of the tourists also comes the parasites who follow," Sgt Tanzer said. "If the parasites miss out on the tourists, they have a go at the locals and unless your property is properly secured they'll have a go at you. "Even with 50 police we wouldn't be able to stop all the crimes but with security awareness and public support we might be able to prevent some." Since Sunday, eight businesses have been broken-and-entered in Yeppoon and attempts were made on three others. The cost of crime for the week in Yeppoon was about $5330 ... not including the damage and the inconvenience. On Sunday, between 11.30pm and 2.30am, Keppel Bay Sailing Club was broken into, had its safe cracked and money stolen. The thieves entered by cutting a hole in the roof and cutting the security alarms. The door to an office was jemmied open and the safe cut with oxy equipment. They stole the takings from three poker machines after finding the keys in the safe. Det Sgt Jim Hayes said this week police did not think it was a local job. "The method used at the sailing club is the same used by thieves at the Rockhampton Jockey Club on Sunday, except they didn't get into the

The thieves seemed to know exactly where to cut the safe, unlike last week's Mitre 10 break-in where the vandals tried to melt the safe rather than cut it. 24 break-ins over 9 weeks AT LEAST 24 Coast businesses have made the news for break-and-enters in the past nine weeks. Four businesses, in Tanby Road and McBean Street, were broken-and-entered last week, including Mitre 10 which was extensively vandalised. The week before, Mobil Emu Park was broken into and the safe was cracked. Tanby Road is often the scene of robberies. The thieves seem to travel along the street breaking into shops as they go. Two months ago Beaches Bistro was broken into and damage worth $3500 was caused after thieves broke a glass door and a cash register. Around the same time, an owner of a newsagency chased a would-be-thief around his shop, then locked him in until police arrived.
