KENTUCKY Fried Chicken has been told it would need to pay Livingstone Shire Council $36,000 for parking requirements to open a shop in Normanby Street. Council was told last week the franchise chicken chain was interested in opening a restaurant at the corner of Normanby and Adelaide Streets, Yeppoon, where Bill Thomson Real Estate is now located. Shire planner Bill Gannon said "at this initial stage" the proposed restaurant raised parking and service delivery issues. He said the introduction of the chain was a "supportable initiative bringing jobs and another food outlet". The proposal did not require a specific town

planning application (rezoning or consent) because it was in the Tourist, Business and Residential zone But it did raise questions on requirements under the planning scheme to do with parking and amenity. The chain had submitted these matters (through Kinhill Cameron McNamara) to council before the lodgement of a building application for council's assessment and advice. The proposal was for a restaurant with a gross floor area of 172.5m2 comprising 56m2 for dining, 116.5m2 for toilets and the balance for kitchen and storage. The parking requirement would be at the rate of one space for every 15m2 or part and, accordingly, 11.5 spaces were required.

Mr Gannon noted that a recently prepared guideline from the Housing and Local Government Department suggested the rate of one space for 11m2 requiring at least 15 spaces. Councillors were advised that a consultant had prepared a report showing that 111 parking spaces were available "within a short walk" and, as a result, any parking requirements could be reduced. But Mr Gannon said the bulk of these parking spaces could not be "safely and readily accessed". Pedestrian crossings were not available ... and to provide them would be a major job. The consultant argued that Chirpy Chick had operated from the same premises about six years ago (under the life of the current planning re-

quirements) and that no further parking provisions should apply. Mr Gannon said this was not accepted. What happened several years ago was unclear and the proposal would most likely be subject to a building application which meant it would come under the new town planning scheme. He recommended that the consultant be told that car parking requirements would be eight spaces and a cash-in-lieu payment of $36,000 would be needed. These funds would be used for creating efficient legal pedestrian access to and from the site and for parking bays. The council also advised the consultant that the issue of truck delivery services be addressed.

Neighbourhood Watch available for Cooee Bay COOEE Bay has been chosen as the first area on the Capricorn Coast to gauge interest in starting Neighbourhood Watch ... a self-help programme to improve personal and property safety in a neighbourhood. Yeppoon Police Sgt Tony Arnold has organised the inaugural meeting in the Queensland Recreational Council hall in Cooee Bay on Monday, December 2 at 7.30pm. The Neighbourhood Watch programme is designed to encourage householders to join together in small informal groups for the purpose of improving the safety of their families and property as well as their neighbourhood residents. It is run by a community committee with the designated area formed into four zones. A-resident is responsible for each of those zones, then it's broken down into blocks of eight to 12 homes and then another person is responsible for those homes. "It is not a Police scheme," Sgt Arnold said. "We only lend our expertise to enable residents to organise themselves for the purpose of minimising crime in their community. "It will only work if the community supports

"Due to an incredible amount of interest and the number of people who wanted to be involved, it was difficult to organise for tomorrow," co-ordinator Dusan Cech said. The committee has decided the craft days will be on the first Saturday of each month.

The Cooee Bay area chosen by Sgt Arnold to take part in the pilot scheme is east of the Yeppoon-Emu Park Road from Wattle Grove to Ivey Street ... about 500 residences. At the December 2 meeting, a steering committee will be formed if interest is shown and after receiving a boundary map, the area will be canvassed to determine the amount of interest shown by residents. Before police will endorse and approve a scheme, the community must clearly illustrate its support for the programme. Seventy per cent or more of residents in the designated area must be agreeable to the scheme before it can be implemented. "Participation in the programme is simple. All the householders have to do is follow these guidelines: take simple steps to improve the household security - while home and away; watch out for one another's property and take a little more care for their own neighbourhood," he said.
