LSC serves log of claims on Govt for sand mining A DEPUTATION led by Livingstone Shire chairman Cr Barbara Wildin presented a submission yesterday, Thursday, to State Government on Bayfield National Park and the mineral sands proposal. Cr Wildin, with shire clerk Jim Brown, acting shire engineer Michael Paine and planner Bill Gannon, met Environment and Heritage Minister Pat Comben and Resource Industries Minister Ken Vaughan. The submission was addressed to Premier Wayne Goss, but he was unable to see the deputation because of prior commitments. The group will see deputy Premier and Housing and Local Government Minister Tom Burns on another visit. The submission is as follows. "Council has considered the joint press statement of August 9 issued by Environment and Heritage Minister Pat Comben and Resource Industries Minister Ken Vaughan. The proposal to extend the area of national park in the Byfield area has been anticipated for several years and we are most appreciative that it will shortly become a reality. There are two potential areas of conflict with the proposed national park, namely: Town planning. In view of the fact that our draft strategic plan has been on public display and is currently with the Department of Housing and Local Government awaiting gazettal, we would anticipate that the boundaries of the proposed national park area are consistent with the land use designations on our plan. Confirmation of same is requested. Water supply. We are in the process of establishing a weir on Sandy Creek at an estimated cost of $450,000 in this financial year. While our initial application for a site was made to the Department of Lands in November last, we have yet to receive written approval in that regard. We are also seeking to establish what concerns Queensland National Parks and Wildlife Service may still have with the proposal. Early resolution of siting and other requirements is urgently needed to allow this work to proceed. Council is dismayed at the manner and implications of the announcement concerning the invitation to joint venturers RZM Pty Ltd and Bayfield Mineral Sands Pty Ltd to apply for a mining lease for mineral sands at Byfield, hence the urgency of deputations to yourself and the responsible Ministers. Council believes this initial response is both well principled and pragmatic and will foster a more informed and consultative relationship in the future, as well as ensure that local concerns and decision making processes are not unduly usurped and that significant and tangible benefits accrue to our community from any mining which eventuates. Our primary concerns relate to: 1 lack of liaison with council; 2 inconsistency of Government's actions with earlier advices and policies;

THE Capricorn Coast Youth Issues Forum held its first meeting on Monday and decided the group needed to reach further into the young community. Spokesman Daniel Stevens said a meeting was organised at Yeppoon State High School for Monday, August 26, to invite high school students to join the forum. "We want enough people to form committees directly related to what they want in the community," Mr Daniels said. "Young people are invited to join the group so they can have input and decide what they want in the community. The ones who have shown interest are mainly high school age and up. But that won't stop our interest in younger people. "We have had a youth forum here on the Coast for a while and it is has been successful in running under 18 discos. "Now it is time to involve as many young people as possible in the decision-making. Discos aren't the be-all and end-all for us ... we have to look to the future and now is the time," he said. "We will still run the under 18 discos and they have to be organised. The group will have discussions on special needs, methods and ideas on fund-raising and grant applications to fund particular projects." The committees will be under the guidance of a board made up of members. All ideas for projects and ideas will go through the board and then, on a vote of the majority, will be attempted. "Any money raised through fund-raising or grants will be channelled to the chosen projects. We need to address particular things in the community to assist the youth of the Capricorn Coast and, hopefully, will raise enough funds to bring them to fruition," Mr Stevens said. "We have to go further into the youth community to fmd out what they want. Everyone has different ideas on what is needed ... but we have to collate those ideas and make sure they are for the majority. "This group will not be run by adults ... it is for the youth and they will be answerable to each other. We can have support from adult organisations if required, but they will only be advisors, not members." Besides the high school meeting there is an open meeting at the Livingstone Shire Community Centre, John Street, Yeppoon, on Monday, September 2, at 4.30pm. Anyone interested in assisting or joining the youth group is welcome to attend the meeting. Tea, coffee and biscuits are offered after the meeting.
