Residents have their say about Charles St floods CHARLES Street residents this week had their say about life with regular floods ... and they made it quite clear they want a change. They were invited to attend a meeting at Livingstone Shire Council chambers on Tuesday, before the monthly meeting, to discuss the Fig Tree Creek drainage problem. Acting chairman Cr Brian Dorey introduced the councillors to the group of residents and invited Member for Broadsound Jim Pearce to sit at the council table. Long-time Charles Street resident Judy Heslin told councillors residents had "had it". "The fill on Mr Austin's land; (in Charles Street) that's when we really got angry. We don't need any more land built up in that area because we've got such a problem," Mrs Heslin said. "That's why we are here today because we are getting flooded too often. (There were ) two inches of rain on Sunday and we flooded. We just want to know why. Referring to what she sees as one of the problems, she said: "I was told the fill where the football field is now was only a stockpile from around The Bluff (from when the four-land road was built. Then Cr Bowen (Livingstone Shire chairman Cr John Bowen) said it would be a football field. "That was without any drainage or anything else. We just want to know why and when it was passed by council to be a football field. "I think it is one of our biggest problems," she said. Shire clerk Jim Brown said there were a number of resolutions on the books about the allocation of that land. Mrs Heslin asked why there wasn't any drainage put through. Mr Brown acknowledged there should be drainage at the back of those houses along Whitman Street. He said there was to be a pipe drain between the field and Whitman Street. Another Charles Street resident, Bev Nutley said: "Is there the equivalent amount of drainage to compensate for the area that has been filled? Like the roundabout? Tanby Road industrial estate? The caravan park and the motel? "When I was a girl it used to be all saltpans." Cr Dorey said there were drains wherever filling had recently been done. "But the rain we have had is in excess of what we normally
have," he said. "Talking about history will not achieve anything today. What we are talking about today is having drainage that will help to compensate for the problems that have occurred. "I think everyone will accept the fact that there are lands filled that might not necessarily should have been filled or should have greater drainage put in when they were done. Well now we are attempting to do that." Gaye O'Brien said it was good to hear Cr Dorey say what he did because council had not previously acknowledged that the fill had caused the problem. Cr Dorey said he believed the drainage that was put in was considered satisfactory at the time. Gaye O'Brien: "Do you believe the Aussie Rules ground is the straw that broke the camel's back?" Cr Dorey: "I don't think so. I don't think that was the overall complicating factor." Cr Roy Wall said that at the time the dump was put in a wide drain was supposed to be built but it wasn't. Vicki Stockley said the creek went into a bottle-neck after the bridge (Arthur Street) and the water had to go somewhere. She said the Showground had been filled and had created a sharp corner. "It washes toward Heslin's, who are losing land all the time. They are paying rates and are losing their land ... they've lost about six feet." Mrs Heslin said the water came up in minutes on Sunday and they had to race around moving cars and other things. Cr Kev Hinz asked if the tides were high or low tides on the Sunday and Mrs Heslin said it was two hours before the tide, which was a small one. Mrs Heslin said it never used to happen before the football field \vent in. "When the tide came up it used to spread there." Mrs Nutley asked why wasn't the groundwork done before the fill? Cr Dorey said the planning was done, but was now being reinitiated. "The money wasn't there to do the drainage. We updated because we decided we could afford to do it and we had to get the plans approved by the government," he said. Mrs Stockley said the residents had lost thousands of dollars and council had done the • CONTINUED ON PAGE 8
