`REJECT STRATEGIC PLAN' •

It's really a very sad document, comment from Chamber meet
CAPRICORN Coast Chamber of Commerce and Industry members this week called on Livingstone Shire councillors to reject the Strategic Plan that has been a controversial issue since the early 1980s. Andrew McClelland, a former chamber president and the man asked by new president Trevor White to head a sub-committee to investigate both the Strategic and Town Plans, said of the Strategic Plan: "It's really a very sad document". The report followed up this remark with the comment: "If this is the state of developmental planning in the shire one must wonder if the financial planning of the shire is just as bad". The chamber's attitude to the strategicplan • was expressed in a variety of ways; "the rank amateurishness of this plan shows through"; "this plan will perpetuate the gap in the map or the concept that Yeppoon is a suburb of Rockhampton"; "there are no action plans, no targets, no plans for social, infrastructure or economic development". Other comments were: "It is not a document which can be shown to potential developers, investors, retirees or residents. It gives no hope to the business community, nor to residents who want to know where the shire is going". The chamber report absolutely slammed the Strategic Plan by saying it was not a strategic plan "and, whatever the cost (probably tens of thousands of dollars), it was excessive. This • document is about zoning posing as planning to satisfy statutory requirements". It suggested that having the councillors locked in a room for three days with a professional corporate planner would be "worth • more than all that is written in this plan". The chamber even suggested it would be more than happy to help pay for the planner. The final slap came in the final two paragraphs: "To have this document accepted as a planning document to guide our shire into the 21st century would be the ultimate in negligence and irresponsibility. "We urge our representatives, the councillors of Livingstone Shire, to reject this document." The chamber of commerce, representing the Capricorn Coast business community, has been calling for the release of the strategic plan for years. In the early 1980s, when Pat Andersen was chamber president, members were calling on Livingstone Shire Council to release details of the plan. Over the years the plan has been treated as something of a joke at chamber meetings because of the length of time taken to produce it. • CONTINUED ON PAGE 2

amber paying to have reports published uncut • By John and Suzv Watson IT has taken years for Livingstone Shire Council to bring its new Town Plan and Strategic Plan to the public's eye and, in a matter of weeks, the Capricorn Coast Chamber of Commerce and Industry has studied both and reported. If individual councillors feel a sense of satisfaction at the two reports they prepared, over years, with professional help, then, in return, the chamber members should have a similar sense of satisfaction in their reports. The chamber reports were presented at a meeting held at the Strand Hotel on Monday night. They were comprehensive reports and are the result of many hours' work, all voluntary, by a committee. A number of people were invited to read the council reports and pass on their findings at committee meetings.
Notes made at these meetings were compiled into the final reports presented on Monday night. The reports were considered matters of importance that should be presented to shire residents in uncut form. As a result, it was proposed that a contribution be made to the Capricorn Coast Mirror to present both reports, uncut, in the form of an advertisement. Cr Mike• Prior said he was prepared to second this motion on condition the number of people attending the chamber meeting be published. Chamber president Trevor White had no objections to Cr Prior's suggestion and accepted his wording, however he suggested the chamber might want to publish the names of the many people who were involved in, or had input into, preparation of the reports. flatly refused to name the people he co-opted into helping him ... and the Capricorn Coast Mirror agrees with Mr McClelland's decision. As he puts it, the people whose help he sought are professionals who may well have future dealings with the council on matters pertaining to both plans. "Ever since it was announced that I was preparing the reports, I have had dozens of phone calls from people wanting information about the council plans," he said. "When I suggested the callers should simply contact council for that information, I was left in no doubt that many people were suspicious, or frightened, of the council." Mr McClelland said he knew there was nothing to be concerned about but many people in the community were concerned about having face-to-face dealings with council. • CONTINUED ON PAGE 2
