Coastal landowners face a variety of budget increases LIVINGSTONE Shire's division one and two coastal ratepayers will pay more to council following the adoption of a $13.8 million budget on Tuesday. While the amount paid in the dollar remains the same at $1.66, land valuation variations earlier this year will modify amounts to be paid in general rates ... while water charges have increased $47.44 per household. In addition, sewerage and garbage charges have increased. Rural coastal dwellers also face a rise in the rural road levy of between 23 and 24 per cent. It's a brighter picture for division three and four rural landholders where payments for rates, charges and road levies are almost unchanged or only slightly more. Livingstone Shire Council adopted a $13,805,386.95 1989/90 budget on Tuesday and the shire's total rateable value on 8095 valuations is $239 million. Land valuations after the latest annual review by the Valuer-General's Department are up about five per cent from $228 million. Urban and rural rates are the same as 1988/ 89: urban, 1.66 cents in the dollar; 48 cents in the dollar on all occupied rural home sites; and balance of rural sites, 64 cents in the dollar. Council decided to leave rural home sites at the 1988/89 rate because of the high valuations for and considered some relief should be given. The minimum general rate levy remains at $180 on all lands except for pump sites and road licences. Ogmore water charges also remain at $88 per service. Sewerage charges are up $3.04 to $33.52 per unit (each residence is charged for eight units). 1988/89 cost: $243.84; 1989/90, $268.16. Garbage collection charges are up $5.90 (1988/89, $73.84; 1989/90, $79.74). Capricorn Coast water charges are up $11.86 per unit (each residence is charged for four units - each unit is 130 K1). 1988/89 cost: $90.12; 1989/90, $101.98. _ Marlborough and The Caves water charges remain at the 1988/89 rate: $80 and $62.60 per unit. Excess water charges remain at the 1988/89 rate: 40 cents for the Capricorn Coast and 37 cents at The Caves. Rural Road Construction and Maintenance charges are up in division one, two and four. Area A (division two) budget is 5420,462 with rate of 1.18 cents in the dollar (1988/89, 96 cents).. Area B (division three) budget is $415,377.92 with rate of 1.59 cents in the dollar. Area C (division four) budget is S403,077 with rate of $1.80 in the dollar (1988/89, $1.59). Area D (division one) budget is 5186,780 with rate of $1.24 cents in the dollar (1988/89, Si). Fifteen per cent discount be allowed on payment in full of all current rates and charges received within 30 days of the issue of the respective rate notice. Interest will be charged on arrears at the rate of 14 per cent per annum.

Subject to receipt of the respective application for, and sighting of pensioners medical entitlement card by a responsible officer, a 50 per cent rebate of the amount paid for general and separate rates (where applicable) will be allowed. Council budgeted $1,997,090.64 for sewerage/cleansing. The Capricorn Coast Water Fund budget is 52,404,050.83; Marlborough, $46,364.59 and The Caves, 5275,356.84. Council voted $3,472,018.82 for the general reserve fund budget. The Commonwealth Aid Local Authority Roads Trust Fund budget is $582,256.72. Consolidated Loans Fund budget is S5,461,857.80.

Council decides to extend sewerage

LIVINGSTONE Shire Council voted to extend the Yeppoon Sewerage Scheme at Tuesday's budget meeting. The area will include Statue Bay, Rosslyn Bay, Emu Park and Zilzie. The new areas will pay sewerage rates on the next rate notice issued by council. The unit charge of four units per rateable property assessment will be applied.

VALUATIONS VARY RATE FEE SOME Livingstone Shire landowners will pay considerably more general rate than last year but some will pay the same. The fourth annual valuations were released in January this year by the Valuer-General's Department. The 8095 new valuations have been used by council from July 1, 1989 to calculate its new general rate. "Under the annual valuation system Local Authorities have been given extended powers to strike different general rates in the dollar for . different land categories," Land Management Minister Bill Glasson said. "This allows councils to take local priorities and industry conditions into account when setting rates." Mr Glasson said due to an increase in demand, good residential allotments with beach or esplanade frontage had increased in value at Yeppoon and Emu Park and now ranged from S35,000 to 580,000. Residential values in part of Taranganba and behind Lammermoor Beach had reduced and now range up to 535,000.

Values for rural residential homesites remained static throughout the 12 month period and range from S12,000 to 550,000. He said the market for grazing land was buoyant during the period which resulted in an increase in value throughout the shire. "Values now range from S2 to S85 for forest and S14 to S85 for scrub country."

Councillors vote to raise meeting fees LIVINGSTONE Shire budgeted S119,013.52 for chairman, deputy chairman and members allowances and expenses at Tuesday's budget meeting. Councillors will collect S100 per day meeting fees and the 50 cents a kilometre mileage charge remains the same. The deputy chairman will receive 51613.52 plus meeting fees. The chairman's allowance is now 532,400 plus meeting fees and out-ofpocket expenses.
