Coastal landowners face a variety of budget increases LIVINGSTONE Shire's division one and two coastal ratepayers will pay more to council following the adoption of a $13.8 million budget on Tuesday.

While the amount paid in the dollar remains the same at $1.66, land valuation variations earlier this year will modify amounts to be paid in general rates ... while water charges have increased $47.44 per household.

In addition, sewerage and garbage charges have increased. Rural coastal dwellers also face a rise in the rural road levy of between 23 and 24 per cent.

It's a brighter picture for division three and four rural landholders where payments for rates, charges and road levies are almost unchanged or only slightly more.

Livingstone Shire Council adopted a $13,805,386.95 1989/90 budget on Tuesday and the shire's total rateable value on 8095 valuations is $239 million.

Land valuations after the latest annual review by the Valuer-General's Department are up about five per cent from $228 million.

Urban and rural rates are the same as 1988/ 89: urban, 1.66 cents in the dollar; 48 cents in the dollar on all occupied rural home sites; and balance of rural sites, 64 cents in the dollar.

Council decided to leave rural home sites at the 1988/89 rate because of the high valuations for and considered some relief should be given.

The minimum general rate levy remains at $180 on all lands except for pump sites and road licences.

Ogmore water charges also remain at $88 per service.

Sewerage charges are up $3.04 to $33.52 per unit (each residence is charged for eight units).

1988/89 cost: $243.84; 1989/90, $268.16.

Garbage collection charges are up $5.90 (1988/89, $73.84; 1989/90, $79.74).

Capricorn Coast water charges are up $11.86 per unit (each residence is charged for four units - each unit is 130 K1). 1988/89 cost: $90.12; 1989/90, $101.98. _ Marlborough and The Caves water charges remain at the 1988/89 rate: $80 and $62.60 per unit.

Excess water charges remain at the 1988/89 rate: 40 cents for the Capricorn Coast and 37 cents at The Caves.

Rural Road Construction and Maintenance charges are up in division one, two and four.

Area A (division two) budget is 5420,462 with rate of 1.18 cents in the dollar (1988/89, 96 cents)..

Area B (division three) budget is $415,377.92 with rate of 1.59 cents in the dollar.

Area C (division four) budget is S403,077 with rate of $1.80 in the dollar (1988/89, $1.59).

Area D (division one) budget is 5186,780 with rate of $1.24 cents in the dollar (1988/89, Si).

Fifteen per cent discount be allowed on payment in full of all current rates and charges received within 30 days of the issue of the respective rate notice.

Interest will be charged on arrears at the rate of 14 per cent per annum.

Subject to receipt of the respective application for, and sighting of pensioners medical entitlement card by a responsible officer, a 50 per cent rebate of the amount paid for general and separate rates (where applicable) will be allowed.

Council budgeted $1,997,090.64 for sewerage/cleansing. The Capricorn Coast Water Fund budget is 52,404,050.83; Marlborough, $46,364.59 and The Caves, 5275,356.84.

Council voted $3,472,018.82 for the general reserve fund budget. The Commonwealth Aid Local Authority Roads Trust Fund budget is $582,256.72. Consolidated Loans Fund budget is S5,461,857.80.

Council decides to extend sewerage

LIVINGSTONE Shire Council voted to extend the Yeppoon Sewerage Scheme at Tuesday's budget meeting.

The area will include Statue Bay, Rosslyn Bay, Emu Park and Zilzie.

The new areas will pay sewerage rates on the next rate notice issued by council. The unit charge of four units per rateable property assessment will be applied.

VALUATIONS VARY RATE FEE SOME Livingstone Shire landowners will pay considerably more general rate than last year but some will pay the same.

The fourth annual valuations were released in January this year by the Valuer-General's Department.

The 8095 new valuations have been used by council from July 1, 1989 to calculate its new general rate.

"Under the annual valuation system Local Authorities have been given extended powers to strike different general rates in the dollar for . different land categories," Land Management Minister Bill Glasson said.

"This allows councils to take local priorities and industry conditions into account when setting rates."

Mr Glasson said due to an increase in demand, good residential allotments with beach or esplanade frontage had increased in value at Yeppoon and Emu Park and now ranged from S35,000 to 580,000.

Residential values in part of Taranganba and behind Lammermoor Beach had reduced and now range up to 535,000.

Values for rural residential homesites remained static throughout the 12 month period and range from S12,000 to 550,000.

He said the market for grazing land was buoyant during the period which resulted in an increase in value throughout the shire.

"Values now range from S2 to S85 for forest and S14 to S85 for scrub country."

Councillors vote to raise meeting fees LIVINGSTONE Shire budgeted S119,013.52 for chairman, deputy chairman and members allowances and expenses at Tuesday's budget meeting.

Councillors will collect S100 per day meeting fees and the 50 cents a kilometre mileage charge remains the same.

The deputy chairman will receive 51613.52 plus meeting fees. The chairman's allowance is now 532,400 plus meeting fees and out-ofpocket expenses.

ALP Broadsound candidate Jim Pearce believes the Capricorn Coast needs a through road to the Bruce Highway north of Rockhampton.

The party has undertaken a thorough investigation into developing a road to the highway from Yeppoon via Byfield.

Capricorn Coast ALP branch president David Timbs discussed the proposal with State Opposition Leader Wayne Goss. He said Mr Pearce had asked for it to be treated as a matter for priority consideration.

Mr Pearce said he had raised the through-road proposal earlier and knew it had support from many Coast individuals and groups.

"Yeppoon, and the Capricorn Coast, has been by-passed for far too long," Mr Pearce said in a Press release.

"Tourists and the general public have been reluctant to venture off Bruce Highway on an round trip of about 95km just to arrive back at Rockhampton, where they started.

"Whether travelling north or south, tourists have missed an opportunity to visit one of Queens-

Mr Pearce said the through-road would make the Coast a natural stop-over.

"Businesses will thrive once they're discovered," he said.

"I admit there are those who want to see Yeppoon stay as it is; that we have learned from the mistakes of other over-exploited parts of coastal Queensland.

"Our best feature is our breath-taking natural beauty.

"Where else in Queensland between Cairns and the Gold Coast would the traveller see such an outstanding coast."

Mr Pearce said he had discussed the idea with colleagues and it was agreed it deserved further investigation.

"Once elected, this objective will have my priority consideration," Mr Pearce said.

Pivot EIS 'had better be good' QUEENSLAND Premier Mike Ahern will not sanction sand mining in the Shoalwater Bay Army area by Pivot Group without an independent Environmental Impact study.

"And it had better be good," Member for Broadsound Denis Hinton said this week.

"Statements by Queensland ALP Leader Wayne Goss did not go far enough and ignored the region's specific problems.

"I have insisted from day one that Livingstone Shire Council's infrastructure requirements must be met and that the Byfield road would have to be constructed at a cost of $6 million by Pivot, before the State Government would sanction mining in the area," Mr Hinton said.

"I have confirmed with Mr Ahern his full support for my position. We will protect Byfield and Farnborough residents.

"I would prefer to see the Army area, one of the unique wilderness areas of Queensland, remain just that - a wilderness, with the objective of declaring the area a National Park should the Army relinquish the area.

"It is unique and beautiful and the surrounding wetlands are vital to the fishing industry," he said.

"It's regrettable Mr Goss comes into our area, without checking his facts on local issues, such as roads.

"It is also a fact he is completely at odds with Federal Member for Capricornia Keith Wright who announced the Pivot project and has supported it from the outset."

STATE Opposition Leader Wayne Goss said the ALP was opposing the "phony referendum" because it a "cynical move to keep the Nationals in power until July next year".

"The reason they are attempting this, of course, is because they're staring defeat in the face in an election held this year. That's why they've gone for this cynical manoeuvre," Mr Goss said during a visit to Yeppoon on Tuesday for a meeting with conservationists.

He said if the Nationals had been genuine about electoral reform they would have started the process rolling when they got the Fitzgerald Report.

There would have been time for reform to take place before the scheduled 1989 election.

He said his party had to oppose the referendum because it was effectively on the basis of the Nationals saying "trust us".

"It's on the basis of a promise from Sir Robert Sparkes and Mike Ahern and the Nationals to do the right thing next year," Mr Goss said.

"Now they've been rigging and rorting the sys- • tem for 32 years. How can we believe that they'll do the right thing next year once they're out of this trouble they're in at the moment."

Asked whether the ALP was going to spend a minor amount of money on the "no" campaign all the while hoping a "yes" vote was the result, Mr Goss said his party would spend about $100,000.

He expected the National Party to spend $500,000 on the "yes" campaign.

"The question that remains to be answered is how much public money the Nationals will spend," he said. "The money that we're going to spend is money from raffles and branch fund-raising ... the hard way.

"The Nationals are talking about spending public money. It will be interesting to see how much public money they spend on a referendum and secondly, whether they give equal funding to a yes case and a no case."

Asked whether he expected the Nationals to publicly call for a"yes" vote while telling branches to vote "no", Mr Goss said he fully expected Nationals, particularly in the north and west, to vote against it, as would diehard Nationals.

He was confident the referendum would be defeated and was confident the ALP could win government before the end of this year on present boundaries.

Asked whether the ALP would be better off waiting for new boundaries, Mr Goss said his party would have a better chance on honest boundaries but "we still do not believe the Nationals would actually give us an honest electoral system even if they get this referendum passed," he said.

"We believe they will look for another backdoor route to try and keep themselves in.

"Can anyone really believe the Nationals are going to throw out a rigged system that has kept them in power for so long?

"No they won't. What they'll try and do is refine it or pull some other rort. But we're not going to give them the opportunity. That's why we want the election to be held this year.

"Let's get it over and done with."

Medical staff from Yeppoon Hospital, Blue Nursing Service and experienced volunteers will help with readings and advice on results.

"Qualified people will be on hand," Lions president Don Knowles said.

"They will take a small sample of blood, just a pin prick, which will be tested on the glucometers and then the patient will see the digital reading.

"The glucometer tests the amount of sugar in , your system. You will be advised if you need to see your medical practitioner."

Wacky fun for Cooee Contest COOEEING camels and a wack-y bush dinner function are part of the magic to celebrate the 20th World Cooee Contest at Cooee Bay on the weekend of August 12 and 13.

Reigning World Cooee Champion of Champions is Greg McCamley but he won't have to compete against the camels.

The organisers said a special section was included for camels but they would have the same performance rules of three consecutive cooees for each entry.

Camel owner John Richardson is entering Capricorn, Keppel and Sapphire, little known for cooeeing but popular for camel rides. Mr Richardson said he was sure his camels would cooee if he handled them the right way.

The Cooee contest is a big promotion for the Capricorn Coast and is well supported by the tourist industry accommodation houses, attractions and dining places.

Organisers said there was no chance the camelswouldwin a weekend at a motel or hotel unless the sponsor made a request.

A world champion section has been re-introduced for disabled contestants this year and entrants will be welcome to join in the fun of the day.

Proceeds from the world cooee contest will help reduce a loan of 534,000 outstanding on the progress association's court complex at Cooee Bay.

Two-day phone-in about adoption A TWO-DAY phone-in on Saturday and Sunday (July 29 and 30) has been organised by Jigsaw-Queensland Inc to assist adopted people to be reunited with their birth families.

It is part of a Queensland-wide phone-in to help adoptees and their birth families.

Jigsaw is an organisation with branches in all Australian States that helps people affected by adoption.

"Many adoptees have identity problems, low self esteem and a strong need to know something of their origins," Jigsaw-Queensland president Alice Fairley said.

"While birth parents suffer a sense of loss and pain through relinquishment, they also have a need to know something of the children they gave for adoption.

"We have about 10,000 Queensland related entries on our register waiting to be reunited with missing family members lost in the world of adoption."

In the last 18 months Jigsaw-Queensland has reunited 300 adopteeswith their birth families.

Vallis Park trail?

THE impending gazettal of Vallis Park on the Bluff at Yeppoon as a national park will be the forerunnner to the creation of a superb nature walking trail,using the old Kanaka Trail which has considerable historical significance, Member for Broadsound Denis Hinton said on Wednesday.

"I have been advised the 13.4 hectares on the Bluff, known as Vallis Park, can be gazetted with minimal delay because it is Crown Land, without impediments and simply requires a change to gazettal status," he said.

"Council owns land immediately to the south of the Park and could develop a lookout and picnic tables that would provide an excellent recreational area adjacent to the park."

Byfield Road upgrade details BYFIELD Road will be upgraded from Byfield Creek to Polka Creek to a two-lane, eight metre wide bitumen road including a metre wide apron suitable for bicycles.

Member for Broadsound Denis Hinton inspected the road on Monday with Main Roads engineers Kevin Kerr and Peter Evans and Livingstone Shire Council engineer Pat Murphy after receiving submissions on priorities from the Byfield Fruitgrowers Association, Byfield Historical Society and Byfield School Parents and Citizens Association.

Mr Hinton said 5500,000 had been allocated and would be sufficient to upgrade the section of 400 metres between Byfield Creek and the existing bitumen in front of the school as well as the section between the existing bitumen and Polka creek ... a total distance of 2.1 kilometres.

Council's day labour gang will start as soon as the construction job at Farnborough School is completed. The estimated starting date is September 1.

It is estimated the road construction within Byfield will be completed by the start of 1990, if weather conditions are reasonable.

"The old bitumen section at the school will be improved, but not widened at this stage, our fundswill not stretch that far," Mr Hinton said.

Coast host to conference

THE Capricorn Coast is hosting a statewide Community Development Conference at Cooee Bay from August 11 to 13.

Representatives from local government, housing and welfare organisations will present workshops.

The conference will focus on how communities can work together to build a better future.

Community development is about the partnership between communities and all levels of government.

It is development that asks people what is needed in their neighbourhoods and involves them in the development and management of services and projects.

New Act to aid koala survival

ENVIRONMENT and Conservation Minister Geoff Muntz this weeks announced an initiative aimed at securing koalas survival.

Amendments to the Fauna Conservation Act have been ratified by the Queensland Government which will enable the properly organised and sensitive breeding in captivity of koalas.

"One of the threats to the wild koala population has been the increasing demand for animals to be exhibited both here and overseas," Mr Muntz said.

"The simple fact is the creature is unique and adored by millions of people world-wide. This has meant urgent action has to be taken to ensure that the wild koala population was not further depleted.

"To this end we have now brought down legislation that enables koalas to be bred in captivity and sent to authorised sanctuaries.

"The captive bred koalas are ear tagged to distinguish them from wild koalas which will continue to be guarded by our conservation parks and wildlife rangers," he said.

"A pilot koala breeding programme closely monitored by officers of my department on the Gold Coast has already successfully bred about one hundred disease-free koalas.

"Such breeding programmes for wildlife are already recognised under the international cities convention."

THIS is a big weekend for Yeppoon State High School ... the official opening of the new hall/stadium.

The Zonal System Re the Queensland Zonal System.

‘•.'In 1901 when the Commonwealth of Australia came into existence, the Constitution of Australia became the bastion of laws to regulate the power of the national Parliament. It is therefore, quite interesting to look carefully at the fundamental philosophy behind the establishment of a Senate and a House of Representatives.

The Australian Senate was established very specifically to protect the smaller states from encroachment by the centralisation of power in New South Wales and Victoria.

Thus, our founding fathers specifically recognised that smaller, weaker members of the Commonwealth must be protected against the stronger, more populous members. Hence, each State, while electing different numbers of members, elected equal numbers of senators.

All States are thus equal in the Senate.

It is the States' watchdog, specifically designed to protect the smaller weaker states.

This principle is thus enshrined and respected in the Constitution of the Commonwealth of Australia.

The Senate specifically reflects that principle in so far as 'one vote, one value' does not apply because it does not protect the weak from the strong in a vast continental Federation.

In 1922, the Queensland Legislative Council was abolished by the ALP under Premier

Theodore. The abolition was made possible only when the ALP promised that, with the abolition of the Council, a new system of voting would be introduced into the Legislative Assembly to compensate for the loss of the protection afforded distant parts of Queensland.

The problem was to consolidate in a single chamber the principles of both the Senate and the House of Representatives model.

Hence, the first oblique reference was made to a zonal system, subsequently refined and fine-tuned by ALP Premiers T J Ryan - Wayne Goss's super hero - and Ned Hanlon.

It is worth nothing that the ALP also promised in 1922 to introduce Citizen Initiated Referenda to Queensland in order to strengthen even further the power of the people to control a Parliament centred on Brisbane.

They broke this promise.

The zonal system, like the six zones in the Senate, that is, each State is a separate zone, reflects the constitutionally accepted and respected principle of protecting the weaker, more distant, less populous areas from the stronger regions of Queensland.

Queensland does not have an upper house to act as a watchdog. The Legislative Assembly has to reflect both the Federal Houses in a single chamber. That is why the zonal system exists and that is why it must continue to exist.

The ALP was right in 1922. The ALP is wrong today.

Van park vandalism ANYONE who argues for caravan parks to be on the beachfront, either private or council operated, is insane.

Our beaches are precious, our beautiful sandy coastline is our major asset. All along the southern coast we read of how beachfront dunal systems are being eroded into the sea, beachfront land lost because of over development.

Beaches are fragile, unable to cope with the demands of high density occupation of caravan park type situations right on top of them.

It is sheer stupidity to put at risk our glorious coastline for a few dollars. It's the golden goose syndrome. It's reckless vandalism.

We are a beach resort town, it is because of our beaches that tourists are first attracted here.

Now listen, there are several caravan park approvals been granted by the shire. They are waiting to build when demand is there. Now, if they were given a guarantee that the shire operated parks would close by a specified date, private enterprise would build new ones where they would be suitable. They are already in the pipeline, it's just a matter of demand causing a need for them. They would be better parks, modern profitable ones, money coming in which the shire would share in.

Just think councillors of all the little fees you put on us beleaguered caravan park operators.

I'm sure that the loss of revenue would be offset in some degree by such fees and we would still have our beaches. It's so simple.

John (Bowen) I have to add this bit. I remember in the early '70s after Cyclone David, you were our first `greenie'. You used to measure the loss of sand dune and told us it was caused by high density population on the beachfront, mainly caravan parks.

What's happened? You're shire chairman now. Environment issues are now paramount and you must be aware that we will lose our beaches if we don't protect them. So, Mr Chairman, what do you think?

Reply to rip-off idea WE would like to take the opportunity of replying to the suggestion that privately run caravan parks are rip offs.

We stay at the Poinciana Tourist Park which we have frequented for many years and find this privately-owned, family-orientated park affordable as well as friendly. The people who run this park (our hosts Doug and Sylvie Belot) are obliging and caring people.

Moura Soccer returned the Coast-based club's visit on the weekend and it was an enjoyable weekend.

The fun kicked off with a coaching clinic by Clive Haddow and other coaches and fathers assisting with about 70 children involved.

Afternoon tea was laid on by the Byfield women followed by a barbecue indoors.

Yeppoon Youths and Moura Youths put on an exciting game with Yeppoon winning. After that game the children participated in games until a curfew was called.

A few of the adults played impromptu table tennis and basketball until they called it a night.

Sunday morning tea was provided by Emu Park women whose catering skills were excellent.

A great day followed with Moura again being defeated by the Coast representative teams and the highlight of the day was the Old Crocs v Moura Old Crocs won, of course.

On Saturday Zilzie golfers welcomed Emu Park bowlers who were anxious to have an 18 hole stroke event.

Judging by the close scores they all seemed to be fit and competent golfers and those who had short handicaps only just sneaked in.

Men's winner was D Campbell 63 nett and runner up J Webb on countback from J Aitken who won the pinshot.

Ladies winner G Hicks on 67 nett. Runner up was D Webb 73. Pinshot (on draw) G Hallet.

Junior League side beats Rockhampton UNIOR rugby league started again on the J Coast last weekend after a two week break due to wet weather.

Capricorn Coast Junior Rugby League 11 and 12-year-old combined teams came up with another win when they defeated a Rockhampton team by 10-5 in a close but interesting game at Victoria Park.

Coast scored two tries ... one a three point try and one five point. Rule in modified rugby league is a try scored after less than two passes isworth 3 points. After two or more passes a try is worth five points.

Try scorers were Shannon Gholliti, two conversions by Leslie Anderson.

Mini league was played at the Tanby Road field on Saturday between Seagulls and Tigers.

Try scorers for Tigers were Gavin Wogan, Ryan Brooks, Jake Brooks and Harley Wogand. Seagulls: Drew Pearson and Chris Thorpe.

1-point wins for first-class bowls BIG WINS TO SAINTS, SINNERS TWO games were played in the Yeppoon Bowls Club Championship fours and both were won by one point and this resulted in some first class bowls.

Barry Quigley's four - Fred Baker, Ernie O'Sullivan and Des Ryan - were successful in L.,,e first from Norm Myler, Goldie Corbett, Arnie Petersen and Peter Cowie.

After five ends Norm led 9 nil but Fred picked up and at the 10th led 9-8. By the 18th the score was level 19 all and with two to play Norm was once again in front by one point.

The other game was on similar lines with Manthey taking an early lead from Roberts 113 by the eighth. On the 17th the scores were equal 14 all. With three to play Manthey led by two and Roberts scored three singles to win.

Bill Roberts played with Barry Atkinson, John Ware and George Cavanagh. Bill Manthcy's team was Frank Birkett, Peter Brown and Frank O'Brien.

The graded fours was a one sided contest with Frank Birkett beating Reg Gibbins 29-13.

Frank scored an all-the-way win. The closest Reg was to him was in the middle stages when Frank led 12-10. Two fours after that helped seal the win for Frank.

Sportsmanship in junior rules YEPPOON junior Swans and Brothers each had a win in last weekend's Australian rules game between the two sides.

Under lls didn't field a full team, so Brothers lent two players, Lindsey Twigg and Dwayne Berry, so a game could be held.

The Coast organisers thank Brothers for being good sportsmen.

Final score was Brothers 8-4-52 to Yeppoon 3-8-26. Best Yeppoon players: Nathan Hirning, Damien Cervai and Owen Battersby. Man-of`he-match went to Nathan Hirning.

4.../Under 13s showed their true strength with a convincing win over Brothers, although Brothers didn't give in until the final siren.

Swanies fought hard in the first quarter gaining a three goal lead and keeping there till the final siren.

In the graded triples semi final Frank O'Brien led 8-1 and 20-9 before running out a winner from Barry Atkinson 24-13.

Jim Quinn and Arnold Halfpenny with Frank O'Brien 24 defeated Jack Garner, Key Thompson and Barry Atkinson 13.

The open pairs saw Eric Austin and Peter Brown score an easy win over Brendan Croese and Brendan Williams 30-15. At the halfway mark they led 16-5 and further increased their lead at the finish.

Norm Richards and Graham McCosker scored a surprise win over Cliff Martin and Clarry Hinton who, on paper, looked the stronger combination.

Hinton was down 8-6 on the eighth but a 5 on the 11th saw him take the lead 13-9. By the 14th Hinton led 17-10 then lost the next six ends trailing 19-17 with one to play. Hinton could score only a single so lost by one.

On Sunday morning there were seven full rinks for trophy triples. The winning combination was Jack Hoare, Bill Fotheringham and Frazer Freeman with a total of 24 points and margin of 17 from G Hoskins, B Fault and Kev Thompson on 24 points, but their margin was 5.

Lester Findlay, Les Taylor and Peter Brown took out the money for third with 23 points.

Three sportsman prizes were awarded: Ces Redinger, Mat Matthews and Geoff Lambert; Jim Quinn, Greg Hogg and Frank O'Brien; Des Ryan, George Cavanagh and Graham McCosker.

A BIG 4-0 win by A grade team Saints and Sinners against Professionals launched them from last to fourth in the Capricorn Coast Squash competition on Wednesday night at the Capricorn Coast Squash Centre.

Professionals loss dropped them from fourth to last but they could consider themselves unlucky as three of the matcheswere lost in five and the fourth in four.

Reserve Mike George should be pleased with his win in five against Paul Murphy. Reserve Val Odell survived a 10-9 result in the fourth to go on and win the fifth against Larry Owens while Joe Foat was happy with his win in five and Kathy Dale is still getting back her form.

Yeppoon Indoor Bowling Club Coast residents preparing for big celebrations winners again YEPPOON Indoor Bowling Club president Bernie Robson presented his 15th annual report to members at last Tuesday's annual meeting held in the club's Yeppoon Showground hall.

Thirty-five members attended the meeting.

Mr Robson succeeded to the presidency on the death of Bill Richardswho had been president for five years.

In his 1988/89 report Mr Robson reminded members the club would come of age on June 5, 1990 and plans were in hand for a big celebration on that weekend.

Mr Robson said the club had continued upgrading the hall by painting the inside at a cost of $2000 and also the purchase of new curtains (S554). New crockery and teapots were also purchased.

Congratulations were extended to winners of all club and association events through the year under review and he also congratulated the losers for their participation in games.

"Without losers there would not be winners," Mr Robson said.

The Christmas party was a big success, as was the free barbecue for members and friends' on

Sunday, March 5.

Ten new members were received into the club during the year and Mr Robson expressed sorrow at the death of member Evie Cowie.

Mr Robson thanked his executive for the support given to him over the year and he also thanked all members who had contributed to the healthy state of the club.

No ballots were necessary, executive and minor officers being elected unopposed.

Following is the 1989/90 executive: patron Evelyn Seeman; president Bernie Robson; vice presidents Vera Farlow and Florence Collins; secretary Mavis Brown; treasurer Phyl Shepherd; auditor Steve Cowie.

COAST residents Gary James and Yeppoon Amateur Racing Club president John Millroy with Emerald resident Margaret Coyne won the Ascot Hotel Capricorn Stakes over 1200m with their champion horse On The Road Again at Tyrer Park on Wednesday.

On The Road Again followed a great win at Emerald on Saturday over speedster Red Roxy by downing the heavily-backed Loaded Copper by two lengths in the smart time of 1.10.7 sec.

He was settled mid-field by Moura jockey Darryl Kolpin until the field entered the straight where an inside run came and from that stage on there was no doubt about the winner.

Yeppoon bookmakers sponsored the opening event, the Restricted Handicap 1440m, and received two great results in the first two races.

The winner of their first sponsored event was Mackay horse Bush Spirit t12/1) when he gained a winning break over favourite Ivanimage (6/4).

Skirling Chief (20/1) provided their second result when he won the Wayne Kitchener Engineering/Greg Hogg Carpet and Vinyl Services Maiden Handicap (1200m) from another outsider Starry Challenge (12/1).

Starry Challenge is trained by Tyrer Park's new on-course trainer Judy Dixon.

However the bookmakers' day ended on a losing note when the even money favourite Pelican Dancer proved too strong for King's Love in the final event, the Bill Thomson Real Estate/Rainbow Video Restricted Handicap (1000m).

The meeting was not on Tyrer park's regular schedule, it was a replacement day and the committee was pleased with the large crowd who travelled from all over Central Queensland.

PENSIONERS' honcho Bill Shuttlewood is one of those blokes who gets a bee in his bonnet and can't rest until until he's fixed whatever it is. A bee that has been driving him mad was the need for a pedestrian crossing in James Street, opposite Woody's. He's had meetings, written letters, badgered councillors and, probably, knowing Bill, thoroughly enjoyed himself. On Monday, he rang the Capricorn Coast Mirror to ask whether the new shopping complex at the old skateway complex had been asked to provide a pedestrian crossing. A quick check of the conditions showed that, no, it seemed the council had not made a crossing mandatory. Bill immediately rattled on about his members not owning cars and therefore needing crossings while all the councillors owned cars and so on ... then he sat down to write his annual report, as president, for the pensioners. Wednesday morning, bright as a button, Bill popped in at the office to announce that he'd had to scrap his report ... "I went into town late yesterday (Tuesday) and there was a gang of council workmen putting in the crossing just where we'd asked for it," he said. Ah well, Bill, you had to scrap that part of the report ... but no doubt you found something else to write about!

ON the subject of the new shopping centre ... last week's Have Your Say advertisement was a master stroke. The letters have been written and make interesting reading. There have been some solid suggestions and indicate a lot of interest in the proposal. Bob Melaney, who's holding the mail for developer Frank Beckinsale, said he was still interested in receiving more suggestions.

• • • WOMAN went to the post office this week and stood, patiently, in a queue. Very patiently. With only one on the counter the queue moved slowly ... very slowly. After being served she moved outside and remarked to a friend that while she was waiting she noticed a sign saying Electronic Mail is Here ... "all the post office needs is electronic people to man it," she said!

•• • LOCAL Government is such an exciting field ...people involved get to do things the rest of us wouldn't dream about. An example came up during Livingstone Shire Council's budget meeting on Tuesday when outsiders learned the Gold Coast City Council had for tender "2x5000 person package Sewerage Treatment Plants". In other words the Gold Coast has a couple of secondhand "stirrers" for sale. The interesting part is that these things have to be inspected, like any secondhand goods, to ensure they will do the job. How does a bloke (being sexist) who gets the job to inspect these things answer the inevitable question from his wife: "What did you do today dear?"

• • • ON the same subject ... the report to council on the treatment plant said the effective cost "per person for treatment" is $30 versus $200 for a new plant. What a wonderful way of expressing such sensitive matters!

• • • BY the way, council decided to send the shire engineer and the design engineer to the Gold Coast to inspect the treatment plant. See how going to university pays off in the end!!!
