Chairman fights back when four push for 'gag' A MOVE to stop Livingstone Shire . chairman Cr Lindsay Hartwig, MLA, making "unauthorised" statements to the media backfired this week when two of its backers voted against it. Four councillors, Brian Dorey, Geoff Cue, Mario Cresta and Jim Anderson, in a notice of motion lodged last week, called for a special meeting to seek answers from Cr Hartwig about "mischievous" statements made to the media. After a debate lasting more than an hour, a vote was taken on a motion moved and seconded by Crs Cresta and Anderson ... it was defeated, and Crs Dorey and Cue were among those who voted against it. Only Crs Cresta and Anderson voted for the motion. Prior to the vote, a wide-ranging debate showed that the split in council's ranks, which has been evident since the new council took office, has developed into a gulf separating one "team" from the rest of the councillors. The council that was going to "heal the rift" and "get things going" degenerated into brawling in public. The four councillors who had called Cr Hartwig to publicly account for his statements appeared to take a soft line in their statements ... but Cr Hartwig, who took the attack personally, fought back, boots and all. Cr Hartwig called on each of the four to state their reasons for calling the special meeting. He asked Cr Dorey to lead. Cr Dorey described the notice of motion as "a healing movement, not a conflict movement". He said statements being published were "not benefiting our cause as a whole". He suggested councillors "put their swords back into their scabbards". Speaking to Cr Hartwig, Cr Dorey said "it may appeal:" that the motion was directed at Cr Hartwig but he assured him it wasn't. He asked council to try and stop "generating a storm" that made things worse than they were. He sat down, apparently finished, but Cr Hartwig was not satisfied with Cr Dorey's remarks. He asked him to elaborate on paragraph two of the motion which described statements made by Cr Hartwig as "mishievous" and "confusing to the public". Cr Cresta was next. He said a ratepayer had told him a news item on the ABC had quoted Cr Hartwig as saying that "a majority of councillors were in favour of a closed inquiry" (into allegations made about shire engineer' Tony Rowe). said Cr Hartwig had referred to "accusations" made by Cr Cresta. Cr Hartwig: "I never said that, I used 'allegations'. Accusation is a very strong word." Cr Cresta, reiterated that 'accusations' had been used in an article and said he would produce it. He said it was possible "the Press might have misquoted you". Cr Cue took the floor while Cr Cresta was seeking the article. He said Cr Hartwig had said "council would not have a barrister" (for the Rowe Inquiry). Cr Hartwig: "I beg your pardon." Cr Cue went on to say that what was in question was whether Cr Hartwig had been issuing a personal opinion or whether he had been speaking as a member of the council. He said it should be clarified as to how Cr Hartwig was speaking ... as shire chairman, Member for Callide or personally. Cr Cresta took the floor and produced a copy of the Morning Bulletin which, in a part he read to the council said: "accusations made by Cr Cresta". Cr Hartwig: "That's fair enough." Cr Cresta: "I, like you, will have to check with my legal people over this." Cr Hartwig next called Cr Ann Giorgi, realised she had not signed the letter, so then called on Cr Anderson. Cr Anderson said part of the Local Government Act made it clear that it was a duty of the chairman to uphold the resolutions of the table. "There have been occasions when resolutions at this table have been brushed aside and staternents made," he said. "That, in my opinion, is a recipe for disaster." Cooee contest for National TV programme THE World Cooeing Contest to be staged this weekend at Cooee Bay will appear on nation-wide television on Monday. Television personalities John Crooks (best known for his Down Under show) and Di Morrissey (from the Good Morning Australia programme) will test their cooeeing power at the unusual contest. Cooeeing starts seriously on Sunday morning but the festivities started last night (Friday) when the Cooee Caper Night was held at Yeppoon Town Hall. To put people in the mood for Sunday's events, a procession along James Street today will stir the bushman in everyone. It will be led by swaggie Joe Barlow carrying and original linen declaration. Tonight (Saturday), Coast residents are

invited to have dinner with the guest celebrities at Kanangra Restaurant ... but people are advised to book early The Cooee Contest starts at 9am tomorrow (Sunday) with competitors cooeeing from Wreck Point. There will be further celebrations in Daniel Park. Capricorn Coast Tourist organisation president Brian Hooper said his members were "delighted" with the response from Channel TEN 10 Sydney, who arranged for Di Morrissey to attend at the organisation's request. While they are on the Coast they will be staying at Como Units and will be looked after by CCTO members. Mr Hooper said the national television exposure on Monday would be the second this month for the Capricorn Coast, following stories appearing on the Simon Townsend Wonder World show. He said an approach had already been made to another feature TV show. He said the CCTO hoped it would have even more success in having this show visit the Coast.
