Hartwig 'looking into' running for chairman's job MEMBER for Callide Lindsay Hartwig is "looking into" running for chairman of Livingstone Shire next year ... but he says his main concern is the shire's debt. Mr Hartwig said he wanted to spend some time at the council before he would commit himself any further. "I have told several leading identities who have asked me to run for chairman that I will have a look at it without committing myself," Mr Hartwig said on Wednesday afternoon. He would not commit himself because he wanted to see what the shire's debt situation was like. "The last time I looked, which was a few years ago, there was something like 44 per cent of rate revenue being spent on administration and another 40 per cent going on interest payments on loans," Mr Hartwig said. "There was only 15 or 20 per cent left to do anything with." He said this meant the council had to take out a loan every time it wanted to do some work. "They've created a monster ... the council is living on borrowed money," Mr Hartwig said. When asked directly would he be running for chairman, Mr Hartwig said: "Who'd want to inherit a mess like that at 65. I'd love to do it, I could really make this place kick, but ..." He said the council had a lot of problems. "Their public relations leaves a lot to be desired. The council has to talk to people. It has to sit down with the people and talk to them." Another problem involved staffing: "They've • got three men doing one man's

work. People have to be given something for their rates," he said. He did more than detail the council's problems; he gave some hints as to what he might do to "give the place a kick" if he decided to stand and is elected. "We've got to get more people to come here to live," he said. "The only way to do that is to keep rates and charges down and at the sme time , you have to keep the workforce working. You can't let an area stagnate." He said a woman spoke to him about wanting to retire on the Coast but she decided against it when she found out about the rates.

Residents can't meet council bills A man building a block of units told him he had never run into so much obstruction in his life. "He's 'building a block of units that will be a boost to the area but he said every time he wanted to know, about something involving the council he was given the answer about `that's council policy'," Mr Hartwig said. "We've got to give sub-dividers their head, help them to develop the Coast so that more people can come here to live. The problem is that the people who are living here can't meet the costs that are being imposed now." Mr Hartwig did not say when he would be looking into the council debt situation nor when he expected to make a decision on whether _to- run as chairmaii:

eoPle' need not apply 2Yes p THE outspoken minority in the Livingstone' Shire Council is aiming to boost its numbers and form a majority in the March council election "in a bid to peg rates". Cr Mario Cresta said on Wednesday he was not prepared to comment on whether he had a "like-thinking team" ready to stand at the election. But he said all that was needed for a "majority" was seven people who were not "yes people". He said he gladly admitted that he formed part of a minority of three in council which frequently split from the other 10 councillors over issues. "I don't mind being called a stirrer," he said. But while Cr Cresta said he hoped to "peg rates" he admitted they would not go down ... "they're here to stay", he said. Cr Cresta said he would not comment on

whether a "leader" had been chosen to stand as chairman, but he was looking for people with "more busines acumen" to go into council. He said he would not stand as chairman, because he had only been in council for one term and did not feel qualified at this stage. He was "looking for people that are not `yes' people who can make up their own minds and not rely on professional decisions". Cr Cresta said the professional people in council, such as engineers, health surveyors and people in other speciality areas, should be kept as advisers, but should not be allowed to enter into debate. "Council was itself to blame (for the 1984/85 rates increase) because we aren't running a tight ship," Cr Cresta said. He said there was a need for a "reputable firm to carry out an investigation into each

department in council” to look into efficiency. "Loan repayments were a major money matter, but council could not just jump off the loan market, instead it had to graduate off it." The issue of loans is one which , drew comment from various councillors following . the new budget. Chairman Cr Roy Wall said some loans went back 30 or 40 years and interest has escalated from 5 per cent to 16 or 17 per cent. But he said "if we don't have loans, we con't have development." He suggested a solution might lie in cutting back loans and containing development in the shire to within the town plan. Cr Nev Welfare said council had to "get off the loan market".
