East Peoria’s Festival of Lights:

A Proud History

or the last 36 years, the holiday season has been a big part of East Peoria’s history due to the amazing displays of the Festival of Lights. What started in 1984 as a one-time event has grown into one of the largest nighttime holiday celebrations in the Midwest.

One of the most exciting developments in 2020 is that the Festival of Lights is going national as a contender on ABC TV’s The Great Christmas Light Fight!

We are competing against three other cities in a community displays division, for top prize of a coveted trophy. Our episode will air December 16th at 7pm. We will publicize this date on our social media accounts and on www.folepi.org to remind you to tune in.

How did it all start? Way back in 1984, the very enthusiastic, original organizers of the festival wondered what the reaction would be to an outdoor nighttime parade and other light displays placed around the city. Would people go out in the cold to see them? So, they got to work and created some amazing works of light. And what did the people of the community do? They came, in droves, so much so that before the first festival ended the organizers were already planning what they could do the following year. The organizers and volunteers knew they had a yearly festival for East Peoria.

Our Festival of Lights today looks very different from that first one in 1984. Initially the Parade of Lights consisted of daytime floats with lights attached, but as the creativity and ingenuity flowed, the floats and displays became more amazing. During the festival’s third year our first pencil steel float, the E.P. Noel Riverboat, made its debut, and it was a hit. From that point, all floats were made from pencil steel with lights attached, giving them their beautiful shapes at night.

This is the method our dedicated volunteer Folepi Construction Crew continues to use today and, as lighting effects have improved, we have enhanced many floats with animated features.

The Parade of Lights has never been cancelled, even in 2015, when East Peoria had a measurable

snowfall of 4.6 inches on parade day. The snow stopped mid-afternoon and the parade went on that night to the parade watchers’ delight.

The Festival’s signature attraction, Folepi’s Winter Wonderland drive-through display, started in 1993 and hosts an average of 25,000 vehicles annually. All the parade floats, as well as many other lighted and animated displays, are part of the attraction in VFW Park. People enjoy driving under our Ski Jumper as the skier leaps over their car, and later driving under arches featuring animated leaping reindeer. The drivethrough display features themed areas such as the Western Town where our longest float, the 160-foot giant Steam Engine Train, is located. The Space Travel area hosts the Space Shuttle Discovery float, and Star Wars favorites the Tie-Fighter and X-Wing Starfighter, surrounded by other vessels for exploring among a backdrop of stars. Among the amazing displays is a collection of cars and trucks made of lights including a giant ’57 Chevy, a Hook and Ladder Fire Truck, a Trolley and even the Batmobile. The Giant Blue Whale and Baby Shamu reside in the Sea World area, and as you wind your way through the park, we pay tribute to the military with lighted emblems of each branch.

The amazing true-to-scale Clydesdales and Wagon float is also a must-see in Folepi’s Winter Wonderland.

Inspired by the famous Budweiser Clydesdales, it took almost a year to construct and consists eight horses and the replica Studebaker wagon, making this float 84 feet long.

A question we are often asked is if the Winter Wonderland drive-through display has ever closed due to weather. We have indeed closed due to severe winter weather five times since 1993. The first two closures were on Dec. 11 and Dec. 13, 2000 when two separate storms dumped almost a foot of snow throughout the area. The third and fourth times, Dec. 1 and Dec. 2, 2006, were caused by a major ice and snow storm. It was closed for a fifth time due to a blizzard on Dec. 12, 2010.

The parade and drive-through display are not the only things that have seen changes over the years.

The Festival Wreath, which sits high above the city on Fon du Lac Drive, was a Ferris wheel with fluorescent light tubes attached to the frame for the Festival’s first 29 years. The current wreath, which was unveiled in 2014, has a welded frame and 80 tube-shaped lights, 1,000 light bulbs and rope lights. All the lights are LED providing additional brightness and energy savings.

The wreath is attached to a trailer, and the sides of the wreath fold in allowing for easy transport to and from the hill. The wreath is one of the first displays to be lit and signals the beginning of the Festival of Lights.

A star shining over the City has been part of the Festival since 1985, and since has become a community favorite. In 2017, the old wood and fluorescent light star was replaced with one made of aluminum and illuminated with LED lights. This beautiful display was named the Henricks Star to honor the memory of festival volunteers Andrew and Cecelia Henricks. The star, located on the bluff of VFW Park, overlooks the City and Interstate 74, and as son Alan Henricks says, “It is high and bright to inspire people.”

Folepi’s Winter Wonderland features the majority of the Parade of Lights floats and many other lighted displays. This year will feature the return of some favorite displays from the past 36 years.

You can also pick up dinner for the evening at the East Peoria Historical Society’s Chicken Noodle Dinner Fundraiser, just a short drive down the street from the Historic Four Corners District. For just $10 each you’ll get a homemade chicken noodle dinner complete with biscuit, corn and dessert. The carry-out dinner will be sold in a drive-through set up in the main parking lot of the East Peoria Civic Plaza, 400 Richland St. Delivery will be available for orders of four or more dinners by calling 309-397-0962. Proceeds from the fundraiser will benefit the East Peoria Historical Society.

Those spending $25 or more at the Shop and Stroll participating businesses, including the chicken noodle dinner fundraiser, will receive a coupon to enter the Folepi’s Winter Wonderland drive-through display for free!

CARRIAGE RIDES AT WINTER WONDERLAND Take a horse-drawn carriage ride through Folepi’s Winter Wonderland! Hileman Carriage will provide the rides in a carriage decorated for the holidays, giving visitors a new way to experience the Festival of Lights.

Carriage rides will occur from 5-8 p.m. Monday through Wednesday nights, beginning Nov. 30 and ending Dec. 16.

Passengers will board the carriage in the parking lot of the

Fon du Lac Golf Course Club House which is adjacent to the Winter Wonderland admission booth. The carriage will travel through the display along with the flow of motorized vehicles.

Cost is $65 for groups of up to six people and reservations are required. Reservations are available online only through Eventbrite.com at http://bit.ly/FOL-carriage-rides.

All carriage hard surfaces will be sanitized between rides.

In the event of bad weather with temperatures below 20 degrees or in the event of ice, carriage rides will be rescheduled for Dec. 28 through Dec. 31.

Folepi’s Enchanted Forest Open nightly from Dec. 5 through Dec. 31, 2020 Location: The Levee District downtown area outside of the East Peoria Civic Plaza, 401 W. Washington St. Free admission ake a stroll through Folepi’s Enchanted Forest with its 35-foot tall Christmas tree, real lighted trees and displays, and the Terry the Tractor parade float. The tree lighting event will be from 5:45 to 6:15 p.m. Saturday, Dec. 5, with carols by the Caterpillar Employees Mixed Chorus. The giant tree is a popular backdrop for taking photos of the kids and selfies of the kids at heart.

Fondulac District Library will sponsor 3 holiday story walks in the Reading Garden at the forest entrance Dec. 4-10, Dec. 11-17 and Dec. 18-27.

Note: There will be no indoor activities at the forest or visits with Santa due to COVID-19 restrictions.

NARRATED NATIVITY SCENE RECREATES FIRST CHRISTMAS njoy the artistry and beauty of the inspiring scenes of this nativity and tune in to radio station 87.9 FM for a 2-minute narration of the original Christmas story! The narrated Nativity Scene at the intersection of Taylor Street and Springfield Road is open 24 hours a day throughout the holidays. It features five realistic scenes. The original structures were created on plywood by local artists for the first Festival of Lights in 1985.

Because of deterioration in storage, the scenes were restored as vinyl prints mounted to aluminum backing in 1999, giving the added advantage that the displays take on a three-dimensional appearance at night.

Unlike the rest of the Festival of Lights, the nativity project is funded exclusively by private donations through the Nativity Display Association. The maintenance annually is about $1,200. Those wishing to

oyalty abounds each year as a young woman is chosen to reign over the Festival of Lights during a lunch pageant. She is selected based on poise, appearance and personality. In addition to the crown and title, she receives a college scholarship.

The queen, first runner-up and second runner-up will make an appearance riding on the ’57 Chevy float in the Parade of Lights November 21st.

The Queen appears at many Festival of Lights and community events throughout the year before crowning her successor the following year.

20th Annual Get Lit Celebration New Year’s Eve Folepi’s Winter Wonderland •F olepi’s Winter Wonderland, on Par 3 Lane off Springfield Road.

Saturday, November 28, 2020 he annual FOLEPI River Trail Classic is celebrating its 30th anniversary and in 2020 will utilize a staggered start. This and some additional changes to the 4-mile race are due to COVID-19 social distancing requirements.

Transportation will be provided to the starting line from 7:45-8:40 a.m. Face masks are required to be worn on the bus but do not need to be worn while running. Runners will be in 40-person groups and start between 8 and 9 a.m.

The bus for walkers will leave the park district administration building at 8:15 a.m. The walkers will start on the route once they have departed the bus. Mickie’s Pizzeria, East Peoria, will have pizza ready for all runners and their supporters, and beer for those age 21 and older from 8:45-11 a.m.

Those who want to see the Festival of Lights floats and displays up close can run, walk, or ride the lighted Trolley float through the Folepi’s Winter Wonderland display during the Get Lit New Year’s Eve Celebration.

Get Lit activities will occur from 9 p.m. until midnight Dec. 31. Now in its 20th year, Get Lit is a fun way to celebrate the new year with the traditional run/walk and family activities.

There will be no vehicular traffic in the Winter Wonderland during the event, and dogs are not allowed.

Families can celebrate the New Year with a bonfire with campfire treats from 9 p.m. until midnight, and rides through the display on the lighted Trolley float from 9 until 9:45 p.m. and again after the completion of the run/walk until midnight. The Get Lit’s traditional run/walk through the Winter Wonderland starts at 10 p.m. and is a way for people to “run” in the new year.
