lot. At the town’s mid-year review presentation, town staff told council that 850 new homes have already been occupied with that number likely to double by the end of the year, engineering direc-

tor Paul Neumann said. "That is a huge growth for our municipality," he said. According to staff, there are 26 active development sites being monitored and enforced by staff.

The news looks good financially as the town is forecasting a modest surplus for the end of the year and continues to be debt free. l See TOWN, page 8

PART TWO CHRIS SIMON chris.simon@simcoe.com This child-care institution needs a tear down, not a renovation. With wait-lists, poorly compensated early childhood educators, a separate market of unlicensed child-care operators and parents who either essentially work to pay daycare bills or put careers on hold to stay home and look after their children becoming part of the rule, not the exception, it’s clear several structural problems plague the current system. How should the foundation be fixed? And where can Ontario look for inspiration? Jill Leckie is a Scottish businesswoman who used to live in Toronto and now resides in Sweden with her partner. They are working professionals. She built a website that helps newcomers to the county adjust to life in Stockholm. The couple has an outgoing and chatty two-year-old, Stella, who is enrolled in the country’s preschool system. Leckie pays the equivalent of $125 per month in child-care costs, which she describes as "not even a percentage" of her family’s income. "It’s that small," she said. "It’s ridiculous." In Sweden, lowincome

families pay nothing for child care while the cost for more affluent parents is capped at just over $200 per month. Government policy states: "Parents should only have to spend one to three per cent of the family’s income on child care." Their model is heavily subsidized by government and administered by municipalities. It’s been in existence for decades. There are a variety of preschools to choose from; they’re all licensed and regulated and listed on government websites. A one-child family with two working parents is automatically entitled to about 30 hours per week of daycare. Families are also granted 480days of paid parental leave. For the first 390 days, parents receive nearly 80 per cent of their normal pay. "This child-care system works because it’s so well provisioned for," Leckie said. "It’s a well thought through system that starts as soon as your child is born. I don’t understand why other governments around the world don’t see it like that. It seems like a nobrainer. Not everybody does it equally, but it gives you that choice without having to worry about struggling." There is a similar but some-

what more conservative model in place in Quebec. That system requires a basic contribution of between $7.75 and $21.20 per child, per day. The rate is set based on annual income. Ontario has promised to review the affordability issue as part of its larger child-care strategy, which includes 100,000 new daycare spaces in the coming years. "Child-care deserves real attention from the government," said Carolyn Ferns, public policy and government relations co-ordinator for the Ontario Coalition for Better Child Care. "We’re happy they’re looking at it, but we’re asking them to go further and really create a system that addresses the crisis we have in Ontario. We need to be looking at the system as a whole. We need to look at a system that brings equity and grows to really support everybody. Right now, it’s leaving child care to the market. That’s not really working for anybody. We’re worried new funds are going into child care without really addressing how to set up a system." According to the coalition, there are currently about 330,000 regulated child-care spaces for school-aged and younger children in the province. But wait-lists and

affordability issues are also forcing parents to consider the competing ’grey’ market of available unlicensed child care. "What kind of choice do parents have? They pounce at the first opportunity they get," Ferns said. "There aren’t options." One of the coalition’s concerns is the growth of "big corporate players" in the system. Ferns said the province should place a moratorium on the licensing of new forprofit child-care spots, adding about 25 per cent of spaces in Ontario are for-profit. Ontario should also put accountability mechanisms in place that ensure government funding is used to lower fees and raise wages of child educators, she said. Right now, it’s incredibly difficult for many ECEs to make a good living at their profession. That’s forcing several out of the field entirely. "(ECEs) earn notoriously low wages," Ferns said, noting the province will need to hire about 20,000 new ECEs to reach its childcare expansion plan goals. "They’re professionals with degrees and diplomas. The government wants to expand child care but we know

Swedes rarely complain about their preschool model, which has led to a variety of positive societal benefits, from equal opportunity for men and women to high quality of life index ratings. They’re constructing a stable society beginning with the ground floor, not patching an aging building, Leckie said. "I would not be doing what I’m doing if I had to look after Stella," she said. "I would not have been able to start my own business or regain my confidence, in terms of being a mom and businesswoman. It’s so liberating. It keeps the economy stable."

Overhaul of the current child-care system needed It’s not enough, Premier Wynne. While we appreciate the sentiment behind Ontario’s decision to add 100,000 child-care spaces in the next few years, it won’t fix a broken system. Failures of Ontario’s daycare system include a lack of affordability for parents, unlicensed care competing against licensed centres, as well as the inability to consistently attract and retain quality early-childhood educators. Adding more spaces to this foundation means the system will limp on and nothing will be fixed. It has become apparent, in our eyes of this media organization and many of the experts we’ve interviewed for our child-care series, that a reform of the current structure will fail. We need a heavier government investment and a complete overhaul of the system. This must come now. There are parents who feel the financial pinch each month. They fret about paying daycare bills and are forced to cut back in other areas. Perhaps they try to shave a few dollars off the weekly grocery bill, avoid an occasional dinner out or hold off on vacation. They may sink a bit further into credit card debt just to pay daycare bills. The implications of a poorly subsidized child-care model are far-reaching. But quality child care is too often viewed as a privilege in this province. The government’s belief that 20 per cent of a parent’s income should go toward paying for daycare is absurd and archaic - other jurisdictions around the world have proven affordable daycare can improve overall living standards without bankrupting an economy. Our current system forces well-educated Ontarians to make tough choices. Some put careers on hold because a large portion of their income would go toward paying for their children to be in daycare. Let them practice their craft. They may be loving, nurturing parents, but most are not professional educators adept at preparing children for higher learning. Ontario must also give ECEs the same financial dignity as teachers. ECEs are trained professionals responsible for the well-being of some of the most vulnerable people in our society. They shape young minds when those children are most eager to learn and yet their paycheques reflect jobs of a low skill level. Most parents want safe, affordable care that best positions their children for success. Quebec and Sweden offer great examples of how this can be offered to and paid for by families. Revolutionizing daycare, overhauling what is delivered and how, is the best way to improve the system.

• LETTERS & COMMENTARY • Long-term care not management heavy RE: Caregiver crisis: One personal support worker’s story, yorkregion.com, Aug. 10 I read with interest your article about "Janice," the PSW. For your information/ consideration, I have the following feedback: 1. Long-term care homes (the 630 in Ontario) do not know when Ministry of Health inspectors will be visiting. Janice may be referring to the voluntary process of accreditation (done by CARF or Accreditation Canada). These are entirely two different things. When ministry inspectors are in homes to do inspections, it is their requirement that homes post signs to advise everyone

(notably resident and families) that they are on site. 2. In point of fact, illness (e.g., colds, flu, etc.) among residents is often spread by those bringing it in from the community, such as staff or family and other visitors. So, it is more likely that residents "catch sickness" from staff, rather than the other way around. 3. The long-term care industry is not "top heavy" with management. My home (a typical long-term care home) would have six managers to 200-plus frontline staff. The long-term care industry is challenged by an inordinate amount of legislation, unlike hospitals, for example, and with far less financial resources than hospitals. Obviously, I don’t know what other work experience Janice has, other than long-term care, but I would

Encourage refugees to become farmers I appreciate that refugees have been known to place a serious problem for the host country: What to do with them and for them. Canada is a very large country with increasingly congested cities adjusting with influx of people by building ever more subdivisions which in turn lead to problems of local transportation, roadways. Perhaps we could consider offering the refugees work on the farms and fo-

cus on using manual labour instead of heavy large machines. One method of enabling the refugees to become selfsupporting would be to lease them plots of land and small equipment to grow their requirements of organic food sustainably. This would require no more than one-acre plots with a farmhouse. Instead of heavy machinery requiring use of oil and other additives, destroying the soil, requiring use of chemical fertilizers, aligning rows of plantings to facilitate use of the heavy equipment, the use of small farming households would provide a lower-cost producer/farmer who would in turn become consumers and create an economic market. A year after an extensive electoral review, with public consultations held across town, council wants more public consultations before ultimately decided on the future of the town’s electoral system. Public open houses have been scheduled for the first week of September. Each session runs from 7 to 9 p.m. and residents can drop in anytime. The meetings will be held: Tuesday, Sept.

5 at the Ross Family Complex in Mount Albert, Wednesday, Sept. 6 at the Civic Centre in Sharon and Thursday, Sept. 7 at the Holland Landing Community Centre. While the public consultations held during the electoral review were light on specific models, council is bringing three different options to public to hear feedback. Option 1 is a four-ward hybrid model with a mayor, four ward councillors and two councilors elected at large. Option 2 is a threeward model with a mayor and six ward councilors two in each ward. Option 3

is an at-large model with a mayor and six councilors elected at large, with council transitioning to a fiveward model in the 2022 election with one councillor elected at large. If you can’t attend the public consultations, you can provide feedback via an online survey on eastgwillimbury.ca. Mayor Virginia Hackson’s main concern is for the size of council to increase, as the population of the town is set to double by 2020. were put on hold. The change was not entirely unforeseen. Councillor James Young told council in June that he got the impression they were making things up as the they went along. The electoral review consultants the town hired recommended council move to a ward system that would feature three wards Holland Landing, Queensville-Sharon and Mount Albert-rural - in the 2018 election. In addition to three ward councillors, there would be three atlarge councilors elected.

In the following election in 2022, there would be five wards, as the Holland Landing and QueensvilleSharon wards would be split and the Mount Albert rural ward would remain intact. Town staff responded to the consultants’ report earlier this year with a report recommending East Gwillimbury not move to a ward system in 2018, but add two more at-large councillors. At the time, Lamanna said the preferred option of a ward system was confusing because boundaries had to change after one election.

Former CAMH fundraiser joins Southlake Foundation Susan Mullin, CFRE, starts new role Aug. 28

Susan Mullin - a certified fundraising executive (CFRE) - will serve as president and CEO of the Southlake Regional Centre Foundation starting Aug. 28. Mullin brings to the foundation 30 years of fundraising experience in a variety of sectors including health care and higher education. In many of her roles, she has been the executive lead responsible for campaigns, major gifts, and community giving programs and fundraisers.

Susan Mullin Her last role as the senior vice president for philanthropy at the Centre for Addiction and Mental Health (CAMH) Foundation. She was heavily involved and "drove" a fundraising campaign soon to

reach its mark of $200 million. Mullin also received the Association of Fundraising Professionals Greater Toronto Chapter’s Outstanding Fundraising Professional Award in 2010.

As far major infrastructure projects, more information is expected to come in the near future on the Health and Active Living Plaza with an update expected at council in September. The town announced a memorandum of understanding with the YMCA of the Greater Toronto Area on the project last September, but little has been made public since the town signed the MOU. The memorandum was the first step in the plan to bring the multi-functional plaza offering a recreation centre, pool, health and community services and a library to town.

The plaza is scheduled to open once the population of the town reaches 40,000 people which the town estimated for 2020. The town estimated the cost savings of the partnership would be $30 million over the next 50 years. Based on preliminary designs, the projected construction cost of the plaza is $38 million. The town portion of the cost is to be funded through development charges. Another major infrastructure project the town has on the docket this year is a new operations centre with a tender anticipated for the project late this year. In terms of important

Aurora’s Ribfest bringing food, music, fun LAURA FINNEY lfinney@yrmg.com Get your bibs out, it is time for Aurora’s Ribfest. "It is, bar none, the tastiest event of the year," said Shelley Ware, recreation supervisor with the town

of Aurora. The event will feature mouth-watering ribs, food, beer gardens, vendors, children’s activities, entertainment, and more. This year, there will also be a mobile escape game.

Successful participants will have a chance to win free wristbands for the haunted forest, and other prizes. Ware said organizers make efforts to make the event fresh and exciting. "Charge your phones so

you can take endless selfies," she said, adding photos can be shared on social media using #AuroraRibfest. "And make sure your shoes are comfortable because of the live entertainment - there will be lots of

dancing." The headliners of Ribfest are Harlequin Friday night and David Wilcox Saturday night. The Magna Hoedown Showdown semifinals will be on stage starting at 1

p.m. on Saturday. Ribfest runs Aug. 25 to 27 at Machell Park from 11 a.m. to 11 p.m. on Friday and Saturday; and 11 a.m. to 8 p.m. Sunday. For more information, visit aurora.ca.

You approach the Type R with trepidation because it looks so purposeful, especially in black as tested. “The resonator gets stuffed with air, stalling the airflow; the resulting backpressure diverts the exhaust to flow exclusively through the larger outboard mufflers, reducing the cabin noise at highway speeds.” Noise reduced or not, the Type R emits a throated growl that turns into a howl at highway speeds. Also evident was a whine coming from somewhere when backing off and probably due to the engine braking effect on the turbo. All this takes place with the driver very firmly planted in the high bolstered red and black sports seats with large main instrument cluster directly in sight of the view ahead. The driver information display is great fun to play with, but the nifty thing is a switch on the left side of the centre console with three modes – Comfort, Sport and +R. By changing response times, the Type R can go from mild to wild with the touch of a toggle. On a usually deserted, straight stretch of back road I know, I let the Type R go — finding boost built up so fast I was changing gears every two seconds until it hit fifth and the two turbos came in at full song. What a ride! The engine takes about a second to fire up after the start button is pushed and then you’re treated to the almost Honda signature like lightness of the clutch and transmission. The spring loading results in the shifter slotting to exactly when you want it, while the clutch pedal has a nice, graduated travel that’s easy to use in heavy traffic or when in spirited motoring mode. The spirited part is made possible by stand-

ard active damping, limited slip differential and rev matching technology. Besides the large ventilated and crossdrilled brake rotors, the Type R rides on P245/30Z summer tires that look more like rubber bands on the Type R specific 20-inch alloy wheels. Amazingly, being a Honda, there is a temporary spare beneath the cargo floor. And it is a Civic Hatchback after all, with the same 727.7 litres behind rear 60/40 seat, 1,308.2 litres, seat folded cargo volume as the stock model hatch. The 2017 Civic Type R takes what Honda has learned from turbo racing victories and distills it into a very exciting family hatchback. There won’t be many coming to Canada. So at the price, it’s already (in my opinion) a collector car. Buy one while you can.

The Gift of Hospice Three years ago Mom was welcomed into the Oasis Day Program at Doane House Hospice. Mom lived with me but when I was at work, she spent her days at home alone. Following her surgery for lung cancer, Mom no longer had her licence so she was unable to attend other programs due to her lack of transportation. When Thursdays became “Doane House” days, life brightened up for us both. Not only did the Oasis group open their hearts and doors to Mom, they also made sure she always had a drive to and from the program, giving her back some of her independence. Mom was always up extra early on Thursday mornings to get ready and she eagerly watched for the generous volunteers, like Gary, to pick her up. She couldn’t wait to spend the day with her special friends. They could talk, laugh, cry and most of all understand each other because they determined to celebrate life while living with a terminal diagnosis. Mom said that when she was with her Oasis friends, cancer was the furthest thing from her mind. She enjoyed the meals that were generously donated by local restaurants and retirement homes. She would tell us about the wonderful volunteers who attended the program to share their talents of massage, art, music or nutrition, to name but a few. I mentioned earlier that Doane House Hospice brightened up both of our lives. Although I didn’t attend Doane House, it was a tremendous gift to me also. Doane House gave me joy and peace knowing that for one day a week when I was at work, my Mom was not

alone. I knew she was in a place where she was loved and happy. Two weeks before Mom died we visited Doane House Hospice together and Kerri took the time to talk with me and cry with me, something many people are uncomfortable to do. Two days before Mom died, Juliet visited our home bringing us love and support. When the Doane House staff and clients attended Mom’s funeral, I was overcome. They are true friends. How special that even after Mom passed, everyone showed up with hugs and support. Words are not sufficient to express what Doane House meant to Mom and to me. Friends of the Greenbelt Foundation are making it easier to explore the Greenbelt as it ripples through York Region. Greenbelt Explore is a new online tool which allows cyclists and hikers for the novice and experienced alike - to customize routes and tours. With a collection of different itineraries and tourist attractions, Greenbelt Explore encourages residents to get out of their cars and experience the best nature has to offer, from beaches and hiking to beer and local food experiences. "We want people to get out of their cars and make contact with nature," said Susan Murray, communications and operations vice president with Friends of the Greenbelt Foundation. "The itineraries provide the best of nature that’s protected. It’s the best of what already exists." As a cyclist herself, Murray has been working on the online collection for the last several years. With thousands of

points of interest and pins on a map, there is something for everyone - onroad routes and child- and family-friendly trials. And it’s all curated and mapped with a click of a button. "We wanted to do the work for people," Murray said. "It’s about a curated Greenbelt experience and the experience of place." There’s no better way to experience this great place than on a bike, said Shawn Smith, active and sustainable transportation manager for York Region. "You see a lot more on a bike than in a car," said the avid cyclist from Vaughan. "On a bike, you use all your senses. You can feel the hills, feel the wind on your face." There are more than 470 kilometres contained within in the Oak Ridges Moraine, and about 70 km of those are in York Region. There are several unique Greenbelt routes and tours in the region featuring quaint small-town charm, rich agricultural history, forest trails, and wildlife. The Tour de Holland comes highly recommended. "It’s a unique agricultural area," Smith said. "When riding through,

there is rich, dark soil on either side. You can’t find that elsewhere." Thornton Bales Greenbelt walk - a 1.2 km moderate hike featuring the infamous 99 Steps and showcasing a number of headwater types. Whitchurch Robinson tract - a 4.4 km easy hike showcasing low forest trails and plenty of signs of wildlife. Saints and Sinners - a multi-day 595 km trip that starts in Bradford and travels through Georgian Bay, home to a number of breweries, wineries, and cider houses.

Lions’ Warren Craney is selling, players are buying People might consider Warren Craney to be a cockeyed optimist. More accurately, he is a cockeyed optimist with a game plan. Both are necessary ingredients for the head coach in a football program that averages barely one win per season over six seasons on the job. It has been the Newmarket resident’s task to turn around the York University Lions, a program that has carved out dubious status as a most futile Ontario University Athletics program. Despite Craney’s confidence the Lions are headed in the right direction, there is no harsher referee than reality. A defensive co-ordinator and defensive line coach at a successful Concordia University program for 11 seasons, Craney arrived at York prior to the 2010 season. He inherited a team that had and has not won more than two games in a season in more than a decade. The Lions’ record under Craney is 8-48, including a 2-6 mark in 2016, matching a Lions’ best under his leadership. Yet don’t tell the 49-year-old all is lost. When he speaks of York Lions football, he does so with a vision that one day it will be as a championship coach. "The plan definitely hasn’t changed," said Craney this week during a break in preparation for the Lions’ regular season opener Aug. 27 against the powerful Western Mustangs. "We knew coming in it would be difficult. York was open about that and knew this wouldn’t be an overnight success. We needed to blow everything

"In football you win with fourth and fifth year players," said Craney. "We’re competing with the McMasters and Westerns that have been doing it for 20 years. We’re entering the third year in a five-year plan. "What gets me up every day - and the scores can be frustrating - is that the plan is still to bring a championship to York. I think this year will look like a coming out for this program, at least to the people close to it. We are looking to make a mark. "We’re not ready yet to win a Yates (Cup), but are pleased where we are at. We can’t rest on that because there are still some rungs to be climbed on this ladder. We’re not trying to take down Western, but want to get up there with them." It took a couple of seasons for Craney to figure out exactly what the York program was all about. Installing an infrastructure,

plan and approach were part of the restructure, too. A Pan Am legacy stadium looms somewhere in the future. Recruiting beyond the GTA became a priority. Alberta is a favoured target, as are British Columbia and Quebec. "We started bringing in talent from across Canada and still try to do well in our backyard," said Craney. "We’ve realized a lot of kids want to go away to school. We decided to recruit nationally and that has made the difference. Where we were and still are means we have got to recruit better than anyone else. "What our peers say about us means a lot. We’re recruiting kids now where their top three final choices include York. We’re in that mix and starting to win some battles. "Western is an easy choice for a kid," said Craney. "Deciding you want to go to York University and make change is much more difficult. We’re looking for kids not afraid of what their friends will say and put this on their backs and carry it." Changing minds, one play at a time.

Chinese entry makes it official for Brooke Webster JOHN CUDMORE jcudmore@yrmg.com There is nothing quite like making it official. Thus, when Brooke Webster’s name was called in the third round of the Canadian Women’s Hockey League (CWHL) draft on Sunday, it was a bit of a relief for the Aurora resident. Brooke Webster The Vanke Rays, based in the city of Shenzhen, China, used the 21st overall pick to make it official that Webster would be part of a program to help China develop its women’s hockey program ahead of the 2022 Olympic Games to be hosted in Beijing. Webster, an Aurora resident, was among a handful of female North American hockey players identified earlier this year to serve as sport ambassadors for China as it prepares to host the Winter Olympics. Two teams based in Shenzhen are competing starting with the 2017-18 season in the CWHL with games to be played in that country and North America. Vanke, said Webster, was identified only recently as one of the Chinese teams, along with Kunlun Red Star. A graduate of St. Lawrence University in Canton, N.Y., Webster was declared an ambassador for the Chinese hockey project earlier this year. However, Sunday’s proceedings made it official. "Now I know more details and we know there will be two teams and playing in the CWHL," said the 22-year-old. "It’s no surprise, but it is still nice. It just makes it official. We knew we were going but nothing was set in stone. Vanke came about only a week ago." Webster was a top 10 finalist for the Patty Kazmaier Award for top player in National Collegiate Athletic Association Division 1 women’s hockey for the 2016-17 season.

MOONEY, Judy Nancy It is with great sadness we announce that Judy passed away peacefully on August 15, 2017 in Southlake Regional Health Centre due to complications arising from leukemia. Gordon Morrison, her husband of 31 years, was at her side. Predeceased by her father, John, and by her brothers John and Ron (Marlene), Judy is survived by her mother, Annie; her beloved niece, Donna; her sister; cousins; nephews; grandnieces and grand-nephews. Born in Ottawa, Judy moved to Toronto and worked at ManuLife for 27 years. Judy will be remembered for her gentleness, and for her love of art, delicious recipes, travel, and the outdoors.
