CWC/COUNCIL HIGHLIGHTS Fire Master Plan - A presentation was made outlining the development of the new Fire Master Plan which will guide emergency services over the next 10 years. The plan looks at three main areas: education, inspection and enforcement, and emergency response. The final Fire Master Plan is anticipated to be brought to Council in September for adoption. Mid-year Review - Staff provided a detailed overview of Town operations for the first half of 2017. Highlights included major projects and accomplishments. Active Trails and Transportation Master Plan (ATTMP) Update - The Town’s current ATTMP was put in place in 2012. A report was provided to outline the trails that have been completed so far as part of the plan and outlines the trails planned until 2023. Next CWC/Council Meetings Committee of the Whole Council - September 6th at 10 a.m. Special Council - September 6th following CWC Council - September 6th at 3 p.m. Agendas for the September 6th meetings will be available at noon on August 31st at www.eastgwillimbury.ca/agendas. A Three-Ward Model, with a Mayor elected at-large and six-ward Councillors (two Councillors per ward) 3. An At-Large Model, with all seven members of Council elected at-large for 2018, transitioning to a Five-Ward Model for 2022 with a Mayor elected at-large, five-ward Councillors, and one Councillor elected at-large Council is asking for your feedback and input to help make this important decision. Volunteers have been the cornerstone of Newmarket’s Doane House Hospice since 1989, assisting this fully-accredited community hospice with its mission to enhance the quality of life of area residents who are affected by, or caring for an individual with, a life-threatening illness. Doane House Hospice also offers grief and bereavement programs for children and adults. Volunteers are the ‘workforce’ of this vibrant hospice, taking on a variety of nonmedical roles, supporting our clients and families, directly or indirectly, as meets their talents, interests and availabilities. For Trudy Schneider, being a Doane House Hospice Volunteer has been a rewarding and enriching experience for 23 years. “It has been a “life-changing privilege,” she says. “I’ve met so many wonderful people. It’s been an honour to hear their stories, learn about their accomplishments and be a witness to their resilience.” From her perspective, the hospice has “bloomed” since its inception with additional programs for clients, and professional training programs for its Volunteers. Not only has she seen the benefits hospice care brings to clients and family, she’s found it’s brought

purpose, meaning and personal growth in her own life too.” Trudy believes, “I became the person I am now because of my volunteering.” Each volunteer and their story is unique and special. Trudy is one of over 600 individuals volunteering across all 5 York Region hospices, providing essential support to our communities. Doane House Hospice has long-recognized the benefits of community-based hospice services and its philosophy of care for the whole family. Now, in partnership with the new 10-bed residential hospice the continuum of hospice care in York Region will be further enhanced. Volunteers with Doane House Hospice and the Margaret Bahen Hospice for York Region will have additional opportunities to further the positive difference they make as part of an integrated team offering a seamless continuum of palliative and bereavement care support. Entrepreneurial skills vital for young people The world young people have grown up into over the past decade or so bears little resemblance to the one the generations immediately preceding it inherited. Rather than graduating from high school or a postsecondary education program and smoothly transitioning into a career that would see them from first-day jitters through to gold watch at retirement, the job market today is marked by fierce competition and seismic changes. Uncertainty, it seems, is the new certainty. And while the employment landscape may never have been quite as straightforward or simple as the second paragraph suggests -perhaps only when viewed through the rose-tinted lenses of nostalgia - the fact remains that charting a career path in today’s job market is an increasingly daunting task. And with many traditional sectors already experiencing disruption from new technologies (bricks-and-mortar retail stores and taxi operations among them) and several others poised for a major shake-up from innovations such as automation (the trucking industry being but one example) navigating a career path will only become more challenging. In fact, nearly 42 per cent of the jobs for which Canadians are currently being paid could be automated using only the technology we have today, according to the Brookfield Institute for Innovation + Entrepreneurship. As such, it’s good to see that there are programs such as the new Youth by Design course offered by the York Region District School Board and York University’s Innovation York, out of its new YSpace innovation centre in Markham, that are encouraging high school students to embrace the spirit of entrepreneurship and "follow their passion." The program allows students to research their ideas and learn about subjects such as business leadership, intellectual property and patent law, while earning school credit at the same time. The teens involved in the Youth by Design course are working on some impressive projects to be sure. Markham’s Natalie Shafik, for example, is creating an app to help students access recipes based on the ingredients they have available, while Bur Oak student Yu Mao is making an app to help keep people connected with their friends and family living abroad. These are great examples of young people turning challenges into opportunities and that kind of can-do spirit will serve them regardless of what the future of work holds. The Youth by Design course and other programs like it, such as Summer Company and the resources offered through the York Small Business Enterprise Centre, should be promoted and made readily available to youth. Jobs and. indeed, entire employment sectors may come and go but entrepreneurial skills are irreplaceable.

• LETTERS & COMMENTARY • Power reports don’t boost conservation Power Stream Hydro efforts in producing the periodic Power Stream Power Report, which ranks my hydro usage against a selection of similar residences, in addition to costing money to produce, has other consequences: One, it makes me feel less caring when I have in fact done many things to help address usage. Two, the report apparently ignores lifestyle differences in the neighbour comparison. Three, it makes me wonder how committed the provincial government is to reducing rates that have increased dramatically over the last number of years, this from recent news reports.

When the effort seems to try to make hydro usage my fault, it seems like obfuscation of the real problem of rates. We are seniors, living in a small house, with limited capacity to update and renew everything, but we have made basic accommodations: Almost all the lights in the house are CFLs or LEDs, and attic insulation has been improved. Our older working air conditioner is connected to the Peaksaver system which allows hydro to switch it off. A powered attic fan is installed to reduce heat buildup and improve cooling performance. We need day comfort at 25.5 Celsius and a running furnace fan to distribute cool air. We cook on our schedule and some of our entertainment is home

So, to the hydro executives that thought they could shame me and others into further conservation, I say not likely. Your efforts could be much better spent in contracting for much cheaper power imports, say from Quebec, or by better handling infrastructure decisions with your provincial partners, like cancelling half-built facilities or retaining ownership of other parts of the infrastructure. Talk improved understanding of autism RE: What is autism really, June 15 Many years ago, I had the good fortune to attend a very impressive talk addressed to teachers and service providers that Daniel Share-Strom gave at Kerry’s Place. Part of my work involved the authorization of occupational therapy for children with similar issues to his, and I believe his talk improved my understanding of autism, and thus my practice, which in turn affected some children who were considered to be autistic. I wish everyone could hear this man talk because he is unforgettable. Joyce Morris

Notice of Public Community Open House for a Project Proposal for Incremental Regulation Capacity The proponent identified below is proposing to submit a proposal to the Independent Electricity System Operator (IESO) to design, build, and operate a facility for Incremental Regulation Capacity (IRC). The IESO is seeking to expand the breadth of its Regulation market and expand its capacity to schedule Regulation. This will be achieved by increasing the amount of scheduled regulation from 100MW to a range of between 150 to 200MW for each hour, and developing sufficient market breadth to allow it to schedule between 250 to 300MW of Regulated capacity on an as-needed basis by 2020. IRC is a competitive process and is a critical step towards reaching these targets. This notice is to inform the public of a community open house to discuss this specific IRC project. Information regarding the proponent, the Project proposal, and the open house details are described below. YRT Dial-A-Ride service changes effective Aug. 1 York Region Transit’s Dial-a-Ride service has a few changes. Dial-a-Ride, an on-request transit service for certain routes during specific hours, is offered as part of the full YRT system. Its new changes won’t disrupt service, but are important to note: customers

must now call 60 minutes in advance of the trip instead of 30 minutes, small adjustments have been made to service hours for each diala-ride service, and Routes 10, 40, 41, 52, and 58 will be renamed. The phone number for Dial-a-Ride is posted on YRT bus stops. Additional updates have

been made to payment forms. All forms of payment will now be accepted on Dial-a-Ride routes including PRESTO, paper tickets, monthly passes, Pay app, and exact cash. Riders can visit yrt.ca/ servicechanges to review changes that may affect travel plans.

With the same underpinnings as the C Class Sedan, the 2017 GLC 300 4Matic has been a success story for Mercedes-Benz Canada. Winner of the Best New Premium Utility Vehicle category in the 2017 Canadian Car of the Year Awards by the Automobile Journalists Association of Canada (AJAC) last fall, the GLC has been one of the front-runners in sales among compact luxury SUVs after the first four months of the calendar year, trailing only the Audi Q5. Compact luxury crossovers are a fast-growing area of the market, now with more than a dozen entries, including the Acura RDX, BMW X3 and Lexus NX, which also sit near the top of the sales charts. The GLC came online in 2015 as a replacement for the GLK, with the ‘C’ in the name a reference to its C Class roots. Less edgy and more refined than the outgoing model, the GLC 300 isn’t quite as distinctive as its predecessor, yet it has nice, rounded lines, creating a more aerodynamic, stylish look. In fact, its coefficient of drag is down to 0.31 from 0.34 in the GLK. With a 2.0-litre turbocharged four-cylinder engine under the hood, the GLC has adequate power with 241 hp and 273 lb/ft of torque. It is mated with a nine-speed automatic transmission with steering wheel mounted paddle shifters and features permanent four-wheel-drive, great for the snowy winter months we have in most parts of the country. This drive system splits the torque 45:55 front/ rear. During AJAC testing last year, the GLC 300

was timed at 6.7 seconds for the 0-100 km/h run and 5.1 seconds 0-120. Braking distance from 100 km/h was 41.2 metres. Fuel efficiency and performance have been improved over the GLK in part because of a weight reduction of more than 100 kg. The body itself is 50 kg lighter due to more extensive use of aluminum and high- to ultra-high strength steels. The GLC 300 is geared more to comfort than performance and delivers one of the best rides I have encountered among small and mid-size crossovers. Drivers can choose from among five drive programs in the Drive Select handling control system— Eco, Comfort, Sport, Sport+ and individual. Starting at $45,150, our tester was loaded with optional features, taking the as-tested price to $57,450. Most expensive was the $4,900 Premium Package featuring power tailgate, navigation system, panoramic sunroof, illuminated doorsill plates, ambient lighting, rear view camera and DVD drive. The $2,700 Intelligent Drive Package would be on my checklist, adding items such as blind spot assist, lane-keeping and cross-traffic assist, and an advanced cruise control system with emergency braking. The AMG Night Package ($2,100) included several black-finished exterior styling features and 19-inch five-spoke AMG wheels. Stand-alone options such as a trailer hitch ($750), LED high-performance headlamps ($1,100) and aluminum running boards ($750) rounded out the add-ons on our test car. Inside, the GLC 300 is nicely packaged, comfortable and reasonably roomy. The cabin is distinctively Mercedes-Benz with the familiar round HVAC vents that swivel from side to side sitting high on the dash. numbers, it didn’t make sense to seek another full-time job. So for now, Liam stays home with the kids and hopes to pick up part-time work in the fall. "When I pictured my life, I pictured working the job I trained for and am passionate about," Liam said, sitting in the family’s living room as Ethan flipped through Pokemon trading cards nearby. "There’s a feeling of being held back in my career just because of daycare. How are we, as two people who have post-secondary education (and) good careers, struggling to make daycare payments? We’re paying into the system, why can’t it turn around and help us? Financially, it’s not even a conversation. We want to work." Finding the perfect fit when it comes to cost, location and programming is challenging for today’s parents. Experts attribute that to a system that fails to deliver. Ontario’s child care model is so far behind, according to Professor Yvonne Bohr of La Marsh Centre for Child and Youth Research at York University. With the mountains of research data showing the importance of providing quality care for children from 0 to 4 years of age, it leaves her wondering why the government waited until this year to take steps toward a universal child care model. "What we have is not in line with what we know," she added. "Those early years are just as important as Kindergarten so daycare should be an extension of the school system, absolutely." The current child-care model isn’t working because it’s not affordable for all families, low wages make it difficult to attract and retain professional child care employees, and the sector lacks regulation. field. "There is actual evidence and economic research that shows child care is worth the investment," Bohr said. "Children who are professionally cared for in the early years have better mental health, lower incarceration rates, require less poverty support and contribute more to the economy." In June, Ontario Child Care Minister Indira Naidoo-Harris unveiled a seven pillar plan including 100,000 more licensed child-care spaces, subsidy funds and no parent paying more than

20 per cent of their income on care. The plan would also offer 20,000 more early childhood educators, plus wage increases and professional development opportunities, defining of quality child care, inclusion plan, annual tracking of system performance and public education on available child-care options. But experts say it’s not enough and that the five-year plan could potentially be abolished should the Liberal government not be re-elected next year. The daycare sector is currently facing a recruitment and re-

tention crisis, according to Association of Early Childhood Educators Ontario’s Lyndsay Macdonald. The child-care sector has become one that is difficult to afford to remain working in. "Many of these early childhood educators go to work and can’t afford child care for their own children," she added, pointing out that the AECEO’s current campaign is advocating for fair wages. The median pay for Ontario ECEs is $17.20 per hour but 24 per cent are below that at $15 per hour. Those who have managed to obtain employment with a school board are making $26 per hour, get full benefits and a pension, work fewer hours in a day and get summers off. "This disparity makes it difficult to recruit and retain educated child-care workers and when turnover is high, the quality of care decreases," she said. "Learning happens through care and consistent relationships. If there is turnover, there is no consistency." While she applauds the government for releasing a five-year action plan for child care, she says it falls short. More funding is needed to fill the gaps that have grown so large because 100,000 new licensed child-care spaces are moot without trained staff and parents who can afford those spaces. "You know the system is broken when parents are forced to choose between work and staying home to care for their children," she added. "The funding announcements are a step in the right direction but much, much more is needed. Parents, children and the child-care sector deserve better."

Barrie Rail Corridor Expansion Transit Project Assessment Process The Project Metrolinx, an agency of the Province of Ontario, has completed an Environmental Project Report (EPR) in accordance with Ontario Regulation 231/08 for the Barrie Rail Corridor Expansion. Metrolinx intends to proceed with the project in accordance with the EPR. Metrolinx, an agency of the Province of Ontario, is upgrading its commuter rail system into Regional Express Rail. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 10 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement Regional Express Rail and make other improvements to the GO system. By 2025, electrified trains will be running every 15 minutes or better, all day and in both directions, within the most heavily travelled sections of the GO network. To support this service increase, Metrolinx is undertaking the Barrie Rail Corridor Expansion (BRCE) Project which includes the following: • Provision of a second track between Lansdowne Avenue in the City of Toronto to Allandale Waterfront GO Station in the City of Barrie; • Upgrades to existing GO Stations along the corridor: Rutherford, Maple, King City, Aurora, Newmarket, East Gwillimbury, Bradford, Barrie South and Allandale Waterfront; and • A new train layover facility within the Town of Bradford West Gwillimbury for overnight storage of trains. 30-day Public Review Period Begins August 9 The environmental effects of this transit project were assessed and an EPR prepared according to the Transit Project Assessment Process as prescribed in Ontario Regulation 231/08, Transit Projects and Metrolinx Undertakings. In fact, the Newmarket Hurricanes are helping ignite the 2017-18 pre-season when they visit the Toronto Jr. Canadiens at Scotiabank Pond on Aug. 17 for the league’s first prep match. The game kicks off a package of five pre-season games for the Hurricanes. The Aurora Tigers, who are spending oodles of money this off-season to turn around a disastrous
