Provincial Tories express anger over leadership KIM ZARZOUR kzarzour@yrmg.com Is the Ontario Progressive Conservative party imploding? With a strong lead in the polls, PC Leader Patrick Brown appeared to be cruising to an easy victory in the next provincial election. Now some say the party is in danger of collapse. Disgruntled and disillusioned PC supporters are reportedly dropping out in droves following months of allegations of improprieties, intimidation, ballotstuffing and fraud by Brown’s supporters during local votes to nominate PC candidates. PC Party president Rick Dykstra seems undeterred by the loss

of supporters, saying the party has grown from 10,000 members to more than 100,000 in the past two years since Brown became leader. "We are gaining new members daily and we will continue to work with all of our current members as well," Dykstra said. But longstanding, card-carrying members of the party, expressing their disappointment and "disgust" with the party’s tactics under Brown, are vowing to withhold their votes or marshalling forces to defeat their leader. Several splinter parties and organizations have mobilized, hoping to derail the PCs in the next provincial election. Brown has said the controversy is evidence of the party’s

dered moot. "Rather than constantly looking in the rear-view mirror, we simply need to move forward," he said. But not everyone is prepared to ignore the rear view, and the fallout continues among longtime members of the party.

"We can honestly say that the environment now is as toxic and destructive as we ever have seen it," Tim Broschuk, president, Dr. Richard Bonato, VP, Carl Arsenault, CFO, and Vel Velauthanillai wrote in their letter of resignation from the executive of the Kanata Carleton riding association June 11. The executive quit en masse; the executive board of nearby riding of Ottawa West-Nepean executive board quit days later. Council backtracks on hybrid ward system SIMON MARTIN smartin@yrmg.com You could say East Gwillimbury council got a case of cold feet at its council meeting on July 18. After all, it was only last month that council proposed to move forward with a new electoral system for the 2018 election that would move the town to a hybrid ward system with four ward councillors and two at-large system. The decision wasn’t without disagreement. The vote to endorse the hybrid system passed 3-2 with Couns. James Young and Marlene Johnston voting against the move. But when town clerk Fernando Lamanna presented different ways to slice and dice East Gwillimbury into four wards, council did not like what they saw. "They are splitting communities," Mayor Virginia Hackson

system in East Gwillimbury at the altar. Instead of giving direction on what ward alignment they pre-

ferred, council has asked for more public consultations with options originally proposed by the consultants who performed the electoral review and town staff. The four-ward system council endorsed last month was not one suggested by consultants who performed an extensive electoral review or town staff. The electoral review consultants the town hired recommended council move to a ward system that would feature three wards - Holland Landing, Queensville-Sharon and Mount Albertrural - in the 2018 election, with two councillors each. In the following election in 2022, there would be five wards, as the Holland Landing and QueensvilleSharon wards would be split and the Mount Albert rural ward would remain intact. Town staff responded to the consultants’ report earlier this

year with a report recommending East Gwillimbury not move to a ward system in 2018, but add two more at-large councillors. At the time, Lamanna said the preferred option of a ward system was confusing because boundaries had to change after one election. This change of course from council wasn’t entirely unforeseen. Last month, Young voiced his concern that council endorsed a recommendation that hadn’t looked at ward boundaries for four wards. "I’m getting the feeling like we are making it up as we are going on," he said in June. "I find it a little bit concerning." Hackson’s main concern is for the size of council to increase, as the population of the town is set to double by 2020. CWC/COUNCIL HIGHLIGHTS East Gwillimbury Public Library Board 2012-2017 Strategic Plan Report Card - The library presented a summary of their accomplishments over the last five years related to their three strategic pillars. Electoral Review - Council requested that staff prepare a report to be presented at the August 15th meeting outlining three electoral system options for public review. The three options which will be reviewed are: 1. A hybrid system with four wards and two at-large Councillors 2. A three ward system with two at-large Councillors within each 3. An at-large system with two additional Councillors for the 2018 election and then the creation of a five ward system for the 2022 election These options will be outlined at the August 15th Committee of the Whole meeting and then will be presented to the public for feedback. The provincial government is giving three York Region hospitals a combined cash injection of nearly $900,000 for repairs and upgrades. Mackenzie Health, which oversees the Richmond Hill hospital (formerly York Central) and the future Vaughan hospital, scored $757,128, according to a news release. Markham Stouffville Hospital and Southlake Regional Health Centre, in Newmarket, are getting $64,086 and $75,068 respectively. The funds will enable the hospitals to make improvements including upgrades or replacements to roofs, windows, heating, and air- conditioning systems, fire alarms, and backup generators, the news release said. The investment in York Region’s hospitals is part of $175 million being given to hospitals across Ontario this year for repairs and upgrades through the Health Infrastructure Renewal Fund.

Marie Leone, VP of membership with the Aurora-Newmarket executive, said she and others like her, who have supported the PC party for years, are stunned. "The party absolutely is imploding," she said. "I’ve never seen anything like this. There’s always internal scrapping, you expect that, but I don’t know about this blatant breaking of the rules...[Brown] can’t win at the rate he is going - he’s losing support of the people the party has always had." Newmarket resident Anne Leroux also believes the party is in danger of collapse. Leroux said she resigned from the Aurora-Newmarket board and executive, after 12 years’ involvement, because the party parachuted in a candidate from outside the community and cheated to let her win - after letting the local riding association "go through the agonizing process of doorknocking, signing up members, identifying a good person to spend time and money putting his name forward...That is just so wrong on so many levels". Leroux has joined the Trillium party, one of two splinter groups gaining strength from PCers that have abandoned ship. A new Facebook group, "GTAers Interested in Politics", has enlisted a graphic designer to create whiteboard videos and is polling "concerned conservatives" to find out how to fix their party’s problem. Other groups are organizing spin-off parties - Ontario Blue - is reportedly making itself known in coming weeks and another fledgling party, Ontario Alliance, is currently seeking official party status. "This is our party and it was stolen from us for his own personal serfdom. That’s not what Conservatives are all about. We are about integrity. "If this problem isn’t avoided, if Brown gets elected, he will likely be in that position for four years and never get elected again, harming the party’s reputation for a long time to come." The I’m Out group hopes to help elect a minority government, which would prompt a leadership review and re-evaluation of the entire executive. "This will allow the party to remove the cancer that currently makes it impossible for any thinking conservative to support."

If the unit rented for $1,000 a month, it would pay for itself in two and a half years, significantly less time than creating a basement apartment built to code, Johnstone said. Johnstone, a father of two daughters, is worried about the region’s dire lack of affordable housing. "My kids are still in school, but that doesn’t mean they don’t have friends that are stuck in that position," he said. "And I have other friends of mine who have kids that have had to move back home because they can’t afford to move out." That’s what drove Johnstone

With the Canadian Mortgage and Housing Corp. pegging York Region’s rental vacancy rate at 1.5 per cent, meaning there is only one and a half apartments available to be rented for every 100 rental units in the region, there’s a wide pool of potential tenants out there. Now comes the hard part. Getting the permits, doing the construction, ensuring it conforms to the building code and facing a price tag of tens of thousands of dollars. But there could soon be another option. Part of an ongoing challenge to brainstorm practical solutions to the region’s affordable housing crisis, a York Region team has come up with an idea for a modular apartment kit. Speeding-related deaths on the rise For a few minutes on a Sunday afternoon in April, a stretch of Highway 400 in Barrie resembled a scene from one of the (seemingly endless) Fast and Furious movies. A dozen vehicles, including a Lamborghini, a RollsRoyce, a BMW and a Porsche, were reported speeding "erratically" and "dangerously" northbound toward the city. Fortunately, they sped right into a police blockade. Twelve people were charged with stunt driving, their vehicles impounded for a week, and their licences suspended for a week. Was that a one-off, unique circumstance? Hardly. Last winter, Toronto police caught a driver doing 203 km/h in a 60-km/h zone. In another incident, radar clocked a 22-year-old man doing 183 km/h on Highway 401. There have been about 110 stunt driving charges laid in Toronto so far in 2017. About 200 charges were laid in all of 2016. School crosswalks, construction zones, it doesn’t seem to matter when it comes to reckless, dangerous driving. And the tragic consequences are adding up. As of June 26, speeding has been linked with 30 road deaths on OPP-patrolled roads, compared to 17 by this time in 2016. The OPP cites speeding drivers as the No. 1 cause of road fatalities so far this year, with the death toll in this category up by 76 per cent. Of the speeding tickets handed out this year by the OPP, more than 1,400 charges were against drivers clocked at 50 km/h or more over the posted speed limit. "For some drivers, instances of speeding and other forms of aggressive driving are frequent and for others, they are part of their everyday driving behaviour, said OPP Deputy Commissioner Brad Blair in a media statement. Much like drunk driving, it seems that existing penalties simply aren’t stiff enough to amount to a deterrent. The maximum penalties for an aggressive driving conviction include a jail term of up to six months, fines of up to $10,000, and extended licence suspension. But, in non-tragic circumstances, are those penalties ever invoked? Would it make a difference if they were? Somewhere in between simply losing a car for a week and spending six months in jail, there must be a penalty severe enough to make people think twice before trying to emulate Hollywood stunt drivers on our roads. This deadly behaviour needs to be stopped before more people are killed.

Raising awareness of drunk driving tragedies

Alarming some so eager to limit free speech

Re: LETTER TO THE EDITOR: Free speech not a licence to spread falsehoods, July 6. It is alarming that some people in Canada are so eager and willing to limit the free speech of those whose ideas and opinions run counter to their own. Contrary to letter writer David Kempton’s assertion, free speech does give licence to individuals and the free press to say whatever they like, as long as it is not outside existing limitations; e.g. it is not libellous or hate speech. As support for his recommendation that YRMG "apply journalistic standards," Mr. Kempton has apparently marshaled the facts on climate change and determined that anything that does not align with his appraisal falls into the realm of "misinformation," is "anecdotal" or is a "false claim" and, as such, constitutes "harmful speech." This hardly seems sufficient grounds for stifling the opinions of others. The Liberal is to be applauded for entertaining and publishing diverse opinions and allowing readers the freedom to judge for themselves the veracity and worth of the facts and points of view presented. Free speech in Canada is already compromised in a number of ways; we should all strive to protect this important cornerstone of our democracy from being eroded incrementally. Mr. Kempton is accusing YRMG of publishing lies, or in his politically correct speech "alternate facts" about alleged climate change. Now, most people have an opinion on this subject, most probably formed by reading reports or papers published by scientists or people who present themselves as being knowledgeable and qualified to offer such opinions. David Kempton may be one of those people that are trained and qualified to speak with certainty on climate change or lack of it; if so, he didn’t identify himself as such in his letter. It is fascinating that David Kempton in his letter tries to discredit Scholar Dr Micheal Crichton as merely a fiction writer. Just like saying the Prime Minister of Canada is only a drama teacher. Actually Crichton has far more on his resume! Obvious that Mr Kempton did not research the speech "Fear & Complexity & Environmental Management" which highlighted expert mismanagement of Yellowstone National Park. A speech with all verifiable data. However I’d like to thank YRMG and this letter writer for spurring me on to research Michael Crichton. Turns out the speech quoted was only an excerpt from a longer speech given at the Independent Institute entitled "State of Fear Science or Politics". This speech detailed the complexities of natural processes in Science. Not alternate facts but real science. Pointing out past "scientific consensus" most notably (among countless others) that many believed the Earth was flat. Not an alternate fact but historical fact. It is those brave enough to challenge popular beliefs that push science forward! Where a person gets their funding whether it be from oil& gas or the trillions spent by NGO’s & Gov, is noteworthy and must be taken into account,but there is no defence for not using critical thinking. There is also no defence for any scientific study not to be held up and analyzed by skeptics. That is the definition of Scientific Procedure! It is unfortunate that many can’t separate the environment, a worthwhile cause from the climate frenzy gripping our prosperity. Unfortunate that we search for irrelevant personal attacks then actually debating facts. There is nothing more irresponsible or harmful then this letter writer asking for Media to step up and

Reports of the $10.5 million dollar secret (blood money) payout by the Trudeau Liberals to Omar Khadr, a convicted terrorist, is a slap in the face to the family of U.S. Army Sergeant Christopher Speer and hard working Canadian taxpayers. My thoughts continue to be with the family of Sergeant Speer. Khadr admitted that he killed this brave unarmed U.S. Army Medic, notwithstanding the fact that he is alive today because of the medical treatment he received from Sergeant Speer’s colleagues also present on the battle field. To better understand the absurdity of this decision by the Trudeau Liberals, the Canadian Government provides a lump payment up to a maximum of $360,000 when a Canadian soldier is killed or injured in battle. Despite this, the Liberals are willing to dole out $10.5 million to a convicted terrorist. Let me clear, Canadian service personnel and veterans should be treated with greater respect than a convicted terrorist who fought against our soldiers and our Allies. Make no mistake; this secret payment is a choice, a Justin Trudeau choice, apparently another attempt to embrace the "hug a thug" belief system that he subscribes to. And what this all adds up being is an affront to the brave men and women who bravely serve our country, often in the face of incredible danger, as with Sergeant Speer, to keep us safe and uphold our values of freedom, democracy and the rule of law. Given Khadr’s admission of guilt, in the interest of natural justice and morality, he ought to give any settlement money to Sergeant Speer’s family. Canadians far and wide and the people of Vaughan in particular know that Prime Minister Trudeau’s decision is morally wrong and about which this Government should end this insult to the conscience of the nation. MADD York Region is comprised of a group of volunteers who put their efforts into bringing awareness to the effect impaired driving has on our region. Fundraising is a key initiative for our chapter. The funds we raise remain solely in our chapter and are utilized to support victims of impaired driving. The recent alarming number of impaired drivers charged in York Region is pushing us to find more ways to share our message and bring awareness. 25 impaired charges in a week is unacceptable. In Canada, four people are killed on our roads every day and 174 are injured daily as well. Last week, York Regional Police held a very moving start to their anti-impaired driving initiative. The young boys that drew pictures and told their stories of their friends were very brave and wise beyond their years. These children were forced to think like adults; no child should remember their friend as the one with whom they would never have a sleepover. MADD York Region hopes that their powerful message will be heard by the citizens of York Region and a decrease in impaired driving will be seen. One would think that the news of a family losing four people would make people think twice. Any family that has been affected by a selfish decision of an impaired driver knows an indescribable pain and the loss of a life they once knew. You are never the same after such a senseless act changes you forever. With the beautiful weather finally here and the long weekends, we encourage everyone to plan ahead, have a designated driver, call a cab, or plan to spend the night. For people that are planning a function, arrange for drivers or provide places for people to stay. Call 911 if you suspect an impaired driver; York Regional Police have shown positive statistics of how many impaired drivers are stopped due to 911 calls. We all can do our part! For less than the price of an Imax movie, you can take in six different plays during the Newmarket National 10-Minute Play Festival. The festival takes over Old Town Hall and Pickering College Theatre July 22 and 23, with 24 different plays divided into four play pods: Set/Reset, Check/ Mate, Lost/Found and Bare/Bones. "Think of peas in a pod," said festival executive and artistic director Michael Halfin. The six plays in a pod are linked thematically, he said. The festival features plays written by Canadians found around the world, including a Canadian expat living in Beijing and others from across the United States and Mexico. Ten real-time minutes is plenty of time to tell a story and have audience members on the edge of their seats. "It’s not sketches," Halfin said. "This is theatre for this generation. Think YouTube: this is how the message is delivered and then they move on to the next."

The wet weather in 2017 has made for ideal conditions for mosquitoes, and three mosquito traps in The Regional Municipality of York have tested positive for West Nile virus (WNV). The traps were located in Aurora near Yonge Street and Murray Drive, Markham near McCowan Road and Hwy. 7, and Whitchurch-Stouffville close to Main Street and Tenth Line. "Ongoing surveillance tells us West Nile virus is present in the community and protection against mosquitos remains important," Dr. Karim Kurji, York Region’s Medical Officer of Health, said. "By taking simple precautions, residents can reduce the risk of West Nile virus and exposure to mosquitos." According to the United States Centres for Disease Control and Prevention website, 70 to 80 per cent of people who contract West Nile virus have no symptoms. About one in five people infected with West Nile virus develop a fever with other symptoms such as headache, body aches, joint pains, vomiting, diarrhea, or rash, and most of these people fully recover. Fewer than one per cent of people infected develop a serious neurological illness such as encephalitis or meningitis. To protect yourself and family from WNV, the region said you should follow these tips: Get rid of mosquitofriendly areas at home

Without a response, they carefully entered the home not sure what they were walking into as they responded to a report of a domestic incident. Slowly walking down the front hall, they were greeted with hostility from a male sitting on a couch. "Get out of my house! You can’t come in," the male screamed, hurling a beer bottle at the officers. "You don’t have a warrant, get out!" The male could not be calmed and the officers decided to deploy a Taser to incapacitate the man who had allegedly assaulted his wife who was hiding in the

The idea for the facility has been brewing since 2004 and will be the solution to outgrowing the Vaughan training facility at District 4. YRP will no longer have to use the Sharon Gun Club to train in the use of rifles now that the gun range is long enough to meet training standards nor the old school in Nobleton for tactical training, which can now be done in house. Offerings on a Buddhist tradition Devotees observe daily Pooja service in Markham MIKE BARRETT mbarrett@yrmg.com Puja or pooja is a devotional service practiced regularly by Buddhists around the world. It derives from sanskrit and is roughly translated as offering reverence or honour. At the Mahamevnawa Buddhist Monastery and Meditation Centre of Greater Toronto, Monks and devotees alike offer small gifts to the Buddha three times daily. Weather permitting, those assembled form a slow procession to the stupa, a shrine located at the front of their Markham property. Offerings of fruit juices and other simple foods, flowers and candles are made as a sign of devotion to the Buddha and his teachings. The service is usually followed by chanting and prayer. The Mahamevnawa Centre is located at 11175 Kennedy Rd. and offers Buddhist teachings and meditation in several languages, including classes in English every Thursday, Friday and Saturday evenings. Golf industry constantly on watch for boozy overindulgence JOHN CUDMORE jcudmore@yrmg.com A round of golf and an icy cold beer afterwards is par for the course. Just as surely any golfer doesn’t want to record too many strokes over 18 holes, golf facilities similarly do not want patrons to stray over par at the 19th hole. A reported incident at Bloomington Downs Golf Club in Richmond Hill on July 8, in which facility management restricted the serving of alcohol drinks to a group of golfers, drew attention when the guests complained about the course’s decision to limit their purchases. According to news reports, the golfers questioned a one beer/drink per

"That’s when we started to get pressure from insurance companies for liability insurance." Golf may be the backdrop, but many facilities are multiuse properties with services beyond golf, including conferences, wedding receptions and other large gatherings. But golf and alcohol are a readily identifiable tandem, although it would be wildly unfair to suggest all golfers are staggering their way around courses.
