ABOUT MSME MSME stands for MICRO, SMALL and MEDIUM Enterprises. It is governed by MSMED Act 2006 under the Ministry of Micro, Small & Medium Enterprises It is also known by the name of Udyog Aadhar, since Aadhar card plays an important role to register under the MSME. It is a passport for small scale businesses in India MSMEs not only play crucial role in providing large employment opportunities at comparatively lower capital cost than large industries but also help in industrialization of rural & backward areas, thereby, reducing regional imbalances, assuring more equitable distribution of national income and wealth. MSMEs are complementary to large industries as ancillary units and this sector contributes enormously to the socio-economic development of the country. What is Micro, Small & Medium Enterprises?

The Micro, Small and Medium Enterprises (MSME) are classified in two classes:

Manufacturing Enterprises For

The enterprises engaged in the manufacture or production of goods or value addition to the final product pertaining to any industry. The Manufacturing Enterprise is defined in terms of investment in Plant & Machinery.

As regards a Manufacturing concern, • Micro Enterprises It is an enterprise whose investment in manufacturing sector in its Plant & Machinery is <Rs.25 lakhs. • Small Enterprises It is an enterprise whose investment in manufacturing sector in its Plant & Machinery is >Rs.25 lakhs but <Rs. 5 Crore. • Medium Enterprises It is an enterprise whose investment in Manufacturing sector in its Plant & Machinery is >5 Crore but <Rs.10 Crore

Service Enterprises For

The government, under the Capital Aid for technological up gradation scheme, helps these enterprises upgrade their equipment through latest technology by helping them get low-interest loan from banks. • MSME market development assistance for Micro and Small enterprises Apart from the reserved products that government has promised to buy from theses MSMEs, they are given marketing assistance even to those products, manufactured by them, which do not fall under the purview of Reservation Policy. • Low-Interest rate All banks and other financial institutions recognize MSMEs and have created special schemes for them. They get the privilege of lower interest rate over the non-registered entities.

• Relaxation in Trademark Government Fees Government has given relaxation to MSME registered entities in their fees, for example, the fees of for other than small enterprises is ₹9000/- and for small enterprises under MSME is ₹4500/• Tender Eligibility There is a 10% Quota fixed for MSME Registered Entity in government tender participation. • Reimbursement of ISO certification expenditure: In order to inculcate the awareness regarding the ISO certification, and to urge MSMEs to conform to global quality standards, the government reimburses 75% of the total cost of ISO certification 18001, 22000 and 27000. • Reimbursement of Bar code registration expenditure: As to create awareness among the MSMEs towards product quality and safety, the government extends Reimbursement of the expenditure incurred on of Bar code registration. • Enhancement of creditworthiness: The government has initiated credit rating schemes as to boost the credibility of the MSMEs and providing them ease to avail cheaper credit from financial institutions. • Subsidized interest to the Khadi Udyog: With a view to uplift the Khadi and Village Industries, government has initiated schemes to provide them loans at very concessional rate of interest.

PMEGP and other Credit Support Schemes PMEGP stands for Prime Minister’s Employment Generation Programme. This scheme is implemented by Khadi and Village Industries Commission (KVIC). The KVIC routes a government subsidy through designated banks for eventual disbursal to the beneficiaries / entrepreneurs directly into their bank accounts.

The maximum cost of the project/unit admissible • In manufacturing sector is ₹ 25 lakhs • In the business/service sector, it is ₹ 10 lakhs.

Who can apply? ✓ Any individual, above 18 years of age. ✓ At least VIII standard pass ✓ Cost of projects is above Rs.10 lakh in the manufacturing sector or above Rs. 5 lakh in the business / service sector. ✓ Only new projects are considered for sanction under PMEGP. ✓ Self Help Groups (including those belonging to BPL provided that they have not availed benefits under any other Scheme), Institutions registered under Societies Registration Act-1860; Production Co-operative Societies, and Charitable Trusts are also eligible. Performance and Credit Rating Scheme The government has initiated this scheme for enhancing creditworthiness of the micro and small enterprises (MSEs). The objective of the credit rating scheme is to give reliable opinion of a mediator on the strengths and credibility of the micro and small enterprises (MSEs), as to create knowledge amongst MSEs about their current strengths and weakness. This gives them an opportunity to develop their organizational strengths and credibility, so that they can avail cheaper credit and on easy terms. Besides, it assists them in building their support from clients as well as Vendors. Evaluation under this scheme is purely based on credit and performance. Evaluation criteria are standardized and uniformly followed by all Credit Rating Agencies.

Salient features: • The basic fee payable by the MSEs for credit rating is highly subsidized by the Government. • The Government of India has subsidized the fee by 75% subject to ceiling of ₹ 1,500/-, ₹ 30,000/- or ₹ 40,000/-, based on the turnover of the enterprise. • However, this subsidy can be availed during the first year of rating of a new micro and small enterprises. • Credit evaluation is done with assistance from highly attributed credit rating agencies empanelled under this Scheme. MSEs can choose any of these Rating Agencies.

Benefits: • This scheme gives an opportunity to the small entrepreneurs to develop their organizational strengths and credibility. • Apart from that, this scheme allows them to avail cheaper credit from the bank and on very easy terms.

Procedure to apply: • An MSE that wants get rated under the PRCS Scheme, must fill an online application form that can be downloaded from the Ministry of MSME or NSIC government portal, or obtained from the Office of DC-MSME. • This application is to be submitted directly to the rating agency, along-with prescribed documents and the total amount of rating fee.

Interest Subsidy Eligibility Certificate (ISEC) The government of India has undertaken the Interest Subsidy Eligibility Certificate (ISEC) Scheme as a tool for funding of the Khadi Programme undertaken by Khadi Gramodyog. It was introduced to gather the funds from banking and other financial institutions for filling the gap between the actual requirement of funds and available funds. ✓ Salient features: • Credit is available to the Khadi institutions at very concessional interest rate, which is just 4% of working capital per annum. • Moreover, the gap between the actual lending rate and the prescribed 4% rate is filled by the Central Government through KVIC and is paid to the lending banks. • The Khadi and Village enterprises, that possess a valid Khadi certificate and are certified under the Khadi Programme, or those registered under the KVIC, or under State Khadi and Village Industries Boards (KVIBs) can opt for the ISEC Scheme. ✓ How to apply: • The Khadi institutions can apply for this scheme with any financing institution for the ISEC certificate issued by KVIC along with imbursement of working capital. • Based on the working capital provided, the concerned bank will raise the claim for reimbursement to the nodal branch of that bank at a differential interest rate over and above 4%. ✓ Benefits: • The interest subsidy will be admissible on the funds raised on the development of the Khadi institutions. • Those industries that are specified form time to time inder KVIC act will also be eligible for this scheme.

CREDIT GUARANTEE SCHEME (CGTMSE) Objectives: To make available credit to Micro and Small Enterprises for loans up to Rs. 2 crore without collateral/ third party guarantees. CGTMSE has been set up to strengthen credit delivery system and facilitate flow of credit to the MSE sector. The credit Guarantee under CGTMSE seeks to reassure the lender that, in the event of a MSE unit, which availed collateral free credit facilities, fails to discharge its liabilities to the lender; the CGTMSE would make good the loss incurred by the lender. About the Scheme: • The Scheme covers collateral free credit facility (term loan and/ or working capital) extended by eligible lending institutions to new and existing micro and small enterprises up to Rs. 2Crore per borrowing unit. • Generally, Banks asked for collateral security when you apply for business loan. In cases MSME’s does not have collateral then CGTMSE scheme help you to provide guarantee in favour of bank on your behalf so that MSME’s can avail loans from banks and financial institutions.

Candidates meeting the eligibility criteria may approach banks / financial institutions, and select Regional Rural Banks which are eligible under the scheme. Web links are www.dcmsme.gov.in/schemes/sccrguarn.htm. Benefits: Very less guarantee fee is charged under this scheme and that too only at first time, i.e. while applying for the scheme. This guarantee fee is only 1% in case the credit facility is up to ₹ 5 Lakh and 1.5% in the case of credit facility above ₹ 5 Lakh. For North Eastern Region including State of Sikkim, this guarantee fee is only 0.75%, in case of case the credit facility is up to ₹ 50 Lakh. There will be nominal annual service fee, only 0.50% in the case of credit facility up to ₹ 5 Lakh and 0.75% in the case of credit facility above ₹ 5 Lakh on pro-rata basis for the first and last year and in full amount during that time on the credit facility sanctioned. This service fee shall be paid at specified rate by the lending bank within 2 months.

Financial Support to MSMEs in ZED Certification Scheme Objectives: The main aim of this scheme is to introduce Zero Defect and Zero Effect practices in manufacturing processes as to ensure consistent improvement and supporting the Make in India initiative. The ZED Certification scheme is an positive step to create awareness in MSMEs about ZED manufacturing and encourage them for assessment of their enterprise for ZED and support them. MSME SAMADHAAN It is a government programme where any MSME entity gets support from government when there are a delayed payments or non-payment by customers to Micro and Small Enterprises under Micro, Small and Medium Enterprise Development (MSMED) Act, 2006

Nature of assistance MSEFC of the State after examining the case filed by MSE unit will issue directions to the buyer unit for payment of due amount along with interest as per the provisions under the MSMED Act 2006.

Salient Features • The buyer is required to pay compound interest with the monthly rests to the MSME’s supplier on the amount thrice of the bank rate notified by RBI if he fails to make payment to the MSME’s supplier for his supplies of goods or services within 45 days of the acceptance of the goods/service availed by him. • All States and UTs have notified the Authority for Filing Entrepreneur's Memorandum (EM) 33 States/UTs (i.e. except Arunachal Pradesh, Assam and Manipur) have Notified rules of. • MSEFC and all the 36 States/UTs have constituted MSEFCs, as per provisions laid down under MSMED Act 2006.

• Every reference made to MSEFC shall be decided within a period of ninety days from the date of making such a reference as per provisions laid in the Act. • If the Appellant (not being the supplier) wants to file an appeal, no application for setting aside any decree or award by the MSEFC shall be entertained by any court unless the appellant (not being supplier) has deposited with it, the 75% of the award amount. (Section 19)

Women Entrepreneurship (TREAD) There is a provision for Government of India Grant up to 30% of the loan/ credit maximum up to Rs. 30.00 lakh as appraised by lending institution/ banks.

The lending institutions/ banks would finance loan assistance for women through NGO for undertaking non-farm activities, who usually have no easy access to credit from banks due to cumbersome procedures and because of their inability to provide adequate security demanded by banks in the form of collaterals.

GOI Grant and the loan portion from the lending agencies to assist such women shall be routed through NGOs engaged in assisting poor women through income generating activities.

While the loan amount will be passed on to women beneficiaries, the Grant shall be utilized by the NGOs for activities accepted as grant activities in the appraisal report of the lending agency and capacity building of the NGOs. NGO which has been selected for Government Grant will not be considered for GoI grant again in the subsequent two years from the date of release of GoI grant.

Cluster Development Programme Introduction The Ministry of Micro, Small and Medium Enterprises (MSME), Government of India (GoI) has adopted the cluster development approach as a key strategy for enhancing the productivity and competitiveness as well as capacity building of Micro and Small Enterprises (MSEs) and their collectives in the country. A cluster is a group of enterprises located within an identifiable and as far as practicable, contiguous area and producing same/similar products/services. The essential characteristics of enterprises in a cluster are (a) Similarity or complementarities in the methods of production, quality control and testing, energy consumption, pollution control, etc. (b) Similar level of technology and marketing strategies/practices (c) Channels for communication among the members of the cluster (d) Common challenges and opportunities.

How to apply? For getting the benefits under the scheme, the beneficiaries are required to apply for Common Facility Center (CFC) & Infrastructure Development (ID). The process of the same is given below• STEP 1.) The state government will forward the same to the concerned MSME-DI for their recommendation/verification and further, submission to the office of DC-MSME, within 30 days failing which the applications, will be deleted from the system automatically. • STEP 7.) The applicant is also provided with an option to enter his comments online regarding routine of his completed application, so that monitoring can be done on the flow of the applications.

REIMBURSEMENT TO ISO 18000, 22000, 27000 CERTIFICATION AboutThe Government of India will provide financial assistance by the way of one-time reimbursement of expenditure to such MSME manufacturing units which acquire ISO 18000, 22000, 27000 Certification to the extent of 75% of the expenditure subject to a maximum of Rs 1.00 lakh. About 300 units are expected to derive benefits under this component.

Objectives•

To improve potential in the field of export and marketing, it is proposed for one time reimbursement of expenditure to the enterprises that have acquired ISO Certification on Health, Food Safety, and IT excellence.

The reimbursement of charges will be towards; consultant fee certification fee, training of MSME employees in ISO adoption if required, etc. The amount of subsidy/financial support if already received from the state Govt./financial institution shall be adjusted against the admissible reimbursement under this scheme.

Financial Assistance on Bar Code In order to improve the competitiveness in marketing for the MSEs in domestic and international market, Office of Development Commissioner (MSME), Ministry of MSME, has sanctioned the financial assistance for reimbursement of 75% of one-time registration fee (Under SSI-MDA Scheme) with effect from 1st January, 2002 and 75% of annual recurring fee for first 3 years as notified under NMCP Scheme, with effect from 1st June, 2007 paid by MSEs to GS1 India for using of Bar Coding. The responsibility of reimbursement is decentralized and is delegated to field offices, i.e. MSME-DIs with effect from 1st April, 2009 as to ensure prompt & timely and extensive implementation of the scheme.

OBJECTIVEThe basic objective of financial assistance is to enhance the marketing competitiveness of Micro & Small Enterprises (MSEs) by way of: •

Providing 75% of one-time registration fee and annual recurring fee (for first three years) paid by MSEs to GS1 India.

Popularizing the adoption of bar codes on large scale amongst MSEs, and

Motivating and encouraging MSEs for use of bar codes through conducting seminars on Bar Code, etc.

Who are eligible? Only those MSEs who have Entrepreneurial Memorandum Part-II (EM-2) acknowledgement number from Directorate of Industries, District Industries Centres and also have registration with GS1 India for use of Bar Codes are eligible for 75% reimbursement of one-time registration fee and annual recurring fee (for first three years) paid by them to GS1 India.

How to apply? • All the Eligible MSEs may apply to the Director of Micro, Small & Medium Enterprises-Development Institute of the region specified in prescribed application form for claiming reimbursement on Bar codes. • Application Forms along with formats for the supporting documents will be submitted to the Director, MSME-DI of that region. • Application Forms are also available on this office Website: www.dcmsme.gov.in.
