INTRODUCTION 1.

Binance is a Cayman Islands corporation that operates the world’s largest

cryptocurrency exchange, Binance.com. Binance was founded by Changpeng Zhao. Zhao maintained majority ownership of Binance and served as its CEO until November 2023, amassing a fortune that made him the 69th richest person in the world, according to Forbes Magazine. For years, however, Binance and Zhao knowingly and willfully operated the Binance exchange in flagrant violation of United States criminal statutes, including anti-money laundering statutes and statutes prohibiting unlicensed money transmitting businesses.
