What is

LGBTQ+

LGBTQ is an acronym for Lesbian, Gay, Bisexual, Transgender, and Queer. These abbreviations are used to determine a person's sexual orientation or gender identity. The "+" symbol simply stands for all of the other sexualities, sexes, and genders that aren't included in these few letters.

Gay people whose enduring physical, romantic, and/or emotional attractions are to people of the same sex. Sometimes lesbian is the preferred term for women.

Bisexual A person who has the capacity to form enduring physical, romantic, and/or emotional attractions to those of the same gender or to those of another gender.

Transgender people whose gender identity and/or gender expression differs from what is typically associated with the sex they were assigned at birth. One of the factors that one can determine a transgender is when they are prescribed hormones by their doctors to bring their bodies into alignment with their gender identity, but not all transgender people can or will take those steps, therefore transgender identity is not dependent upon physical appearance or medical procedures.

Queer Queer/Questioning. Queer is an umbrella term for all of those who are not heterosexual and/or cisgender. Questioning is when a person isn't 100% sure of their sexual orientation and/or gender, and are trying to find their true

Relevance of their existence.

Everyone should be able to feel proud of who they are and who they love. We all have the right to express ourselves freely. According to Article 19 of the Universal Declaration of Human Rights, we are all entitled to express ourselves freely and fully.

Bringing an end to homophobia and transphobia will save lives. By embracing LGBTQ+ people and understanding their identities, we can learn how to remove many of the limitations imposed by gender stereotypes. These stereotypes are damaging across society, defining and limiting how people are expected to live their lives. Removing them sets everyone free to achieve their full potential, without discriminatory social constraints.

LGBTI people, especially transgender and gender non-conforming people, are often at risk of economic and social exclusion. Fighting for laws that are more inclusive of people regardless of their sexual orientation and gender identity will allow them access to their rights to health, education, housing and employment.

What are their

challenges?

Over the past decades, LGBT issues have become a matter of interest in global politics and in sociological knowledge. The Philippines is considered as a gay-friendly country. However, it is reported that Filipino Lesbian, Gay, Transgender and Bisexual (LGBT) community, especially LGBT students are struggling with bullying and discrimination from families, communities and schools.

The most pressing issue for many in the community remains the lack of an anti-discrimination bill. Since the 1990s numerous proposals have been made without success. On the policy level there are both pro- and anti-LGBT policies in offices, institutions and private establishments. There are a number of edicts against discrimination and a code of ethics that promote the respect of diversity and LGBT well-being.

However, people can be discharged from the military on the basis of sexual orientation and cross dressers can be barred from nightclubs.

Acceptance of the LGBT community varies among differing groups. The young are most accepting but there remains a widely held view that acceptance is based on LGBT Filipinos conforming to stereotypes and a narrow set of occupations.

There is some LGBT representation on television and electronic media but there are still problems for the community in the country. A striking example of this can be seen in the higher murder ratea; in the first half of 2011 there were 28 LGBT related killings.

Some of the LGBT laws regarding family issues can be regarded as regressive in westerner’s eyes. LGBT persons do not have the right to marry someone of the same sex. While adoption is allowed by a single LGBT person, it is not permitted for a same-sex couple.

Discrimination is common in the workplace both during the recruitment process and during employment. Sexual harassment has been reported and concern over HIV discrimination in the workplace is palpable.

HIV is the primary health issue for the gay community. There is a national HIV strategy but there are challenges with lack of resources and problems with access to HIV testing.

For the transgender community, information on hormone replacement therapy is hard to come by. In general there is a need for the psychosocial health needs of LGBT Filipinos to be addressed through supportive service providers.

History of LGBTQ+ Related Incidences On June 26, police in Manila arrested at least 20 people at an LGBT Pride event protesting an anti-terrorism bill that threatens rule of law in the Philippines. The police did not explain why they were arresting the protesters, only telling them that their actions were prohibited by law.

There were no allegations of violence. The protesters were subsequently charged under the Law on Reporting of Communicable Diseases (2019) and the Public Assembly Act (1985).

US soldier Joseph Scott Pemberton, convicted of killing transgender Jennifer Laude in October 2014, is pardoned

by Philippine President Rodrigo Duterte almost 6 years later. Laude, 26, and Pemberton, 19, meet in Ambyanz Nightlife Bar in Olongapo City. Soon after, the pair leave with Laude’s friend Barbie Gelviro for Celzone Lodge, a motel not too far away. Laude, Pemberton, and Gelviro arrive at the motel at around 10:55 pm. After checking in, Gelviro leaves the pair in the room. Approximately 30 minutes later, Pemberton walks out of the room alone.

Elias Gallamos, the lodge’s cashier, discovers Laude’s body and reports it to the police.

July 6 - The Family Code of the Philippines is passed.

Article 1 states, "Marriage is a special contract of permanent union between a man and a woman entered into in accordance with law for the establishment of conjugal and family life. Pacquiao feels compelled to issue an apology for his choice of words, though he maintains his convictions.

Geraldine Roman Bemz Benedito The first transgender congresswoman in the Philippines advocating for LGBTQ+ rights in congress. Elected as the Representative of the 1st District of Bataan following the 2016 Philippine elections, further on becoming part of congress. Roman attended Ateneo de Manila University in her formative years, and enrolled in the University of the Philippines as a college student. She managed to secure a scholarship to pursue journalism at the University of the Basque Country in Spain and attained two master's degrees. She worked in Spain as a senior editor for the Spanish News Agency before returning to the Philippines

A beacon of transgender light and an LGBTQ rights advocate, Bemz can proudly say she was Chairperson of the LGBTQ political party in the Philippines, Ang Ladlad. In 2016 she received the Global Transgender Heroes award for challenging the LGBTQ status quo and gender stereotypes. The award was conferred by the True Colours Fund, a New York-based LGBTQ organization co-founded by international pop star Cyndi Lauper in celebration of International Women’s Day.

Senator Risa Hontiveros Senator Sonny Angara The Senate, author of SOGIE BILL, which stands for Sexual Orientation and Gender Identity and Expression Bill, promotes rightful treatment for members of the LGBT community.

Recognising the cultural disparity that is oftentimes at play in many levels of Philippine society, the bill has been a figural, cultural, and political step forward for the community. Pride Month platforms continue to support it with the hopes that it will be passed sooner rather than later.

The senate, author of the AntiDiscrimination Bill No. 948, Angara opened up the conversation for equal treatment regardless of age, racial or ethnic origin, religious belief or activity, political inclination or conviction, social class, sex, gender, sexual orientation, gender identity and expressions, marital or relationship status, disability, HIV status, health status or medical history, language, physical features, or other status. Meant to be a comprehensive and penalizing bill, Angara hopes that this is a step forward for the Filipino people, as a whole.

What is

SOGIE Bill?

The Sexual Orientation and Gender Identity Expression Equality Bill, also known as the Anti-Discrimination Bill (ADB), is a bill that was proposed by the Congress of the Philippines. It is intended to prevent various economic and public accommodationrelated acts of discrimination against people based on their sexual orientation, gender identity or expression. The current version of the bill is sponsored by Kaka Bag-ao, Geraldine Roman, Tom Villarin in the House of Representatives, and Risa Hontiveros in the Senate. The version in the House of Representatives passed its third reading most recently on September 20, 2017, but died in the Senate. It has been refiled for the 18th Congress.

The Founders The bill was first filed in congress in 2000 by former Senator Miriam Defensor-Santiago and former Akbayan party-list Representative Etta Rosales. The bill passed a third reading in the House but stalled in the Senate. Similar measures were filed by other senators in the 15th and 16th congresses without success.

Miriam Defensor Santiago GCS QSC (born Miriam Palma Defensor; June 15, 1945 – September 29, 2016) was a Filipina academic, lawyer, judge, author, and stateswoman, who served in all three branches of the Philippine government: judicial, executive, and legislative. Defensor Santiago was named one of The 100 Most Powerful Women in the World in 1997 by The Australian. She was known for being a long-serving Senator of the Republic of the Philippines, an elected as judge of the International Criminal Court, and the sole woman recipient of the Philippines' highest national recognition, the Quezon Service Cross.

Manila Luzon is more than the runner-up from the third season of RuPaul’s Drag Race. She’s one of the few queens from earlier seasons to increase her profile throughout her career and remain adored throughout the world.

Vice Ganda is a multitalented force of nature and the reigning LGBTQ king of media. He’s a comedian, show host, singer, and film star. He starred in three of the highest grossing films in the Philippines, all of which have made over 500 million pesos.

Problems the LGBTQ+ Community face until today.

Lesbian, gay, bisexual and transgender people are more likely to experience intolerance, discrimination, harassment, and the threat of violence due to their sexual orientation, than those that identify themselves as heterosexual. This is due to homophobia (the fear or hatred of homosexuality). Some of the factors that may reinforce homophobia on a larger scale are moral, religious, and political beliefs of a dominant group. In some countries, homosexuality is illegal and punishable by fines, imprisonment, life imprisonment and even the death penalty.

Human sexuality is diversely experienced, and can be fixed or fluid. Male/female sexuality is blurred further with the existence of transgender, transsexual and intersex identified people.

Heterosexuality should no longer be assumed; this assumption is called heterosexism.

Although many societies have made significant strides in human rights advocacy, LGBT rights struggle to find universal acceptance. Despite these encouraging realities, Deeply-embedded homophobic and transphobic attitudes, often combined with a lack of adequate legal protection against discrimination on grounds of sexual orientation and gender identity, expose many lesbian, gay, bisexual and transgender (LGBT ) people of all ages and in all regions of the world to egregious violations of their human rights. They are discriminated against in the labour market, in schools and in hospitals, mistreated and disowned by their own families. They are singled out for physical attack – beaten, sexually assaulted, tortured and killed. Lesbian, gay, bisexual, transgender (LGBT) people face tremendous difficulties growing up in a society where heterosexuality is often presented as the only acceptable orientation and homosexuality is regarded as deviant. They continue to face discrimination and exclusion across the world in all spheres of life. Homophobic violence and abuse targeting LGBT people occur on a regular basis. Same-sex couples do not enjoy the same rights and protections as opposite sex couples, and consequently suffer from discrimination and disadvantage in access to social protection schemes, such as health care and pensions. In the labour market, a majority of LGBT people continue to hide their sexual orientation or to endure harassment out of fear of losing their job. Particularly vulnerable are young LGBT people who experience estrangement from family and friendship networks, harassment at school and invisibility. LGBT students face harassment in schools. Being a teenager is tough enough without fearing harassment in a place where you‘re supposed to feel safe. All over the country lesbian, gay, bisexual and transgender (LGBT) students get harassed every day in school. Students who may be even just perceived as being LGBT also get harassed. LGBT communities have an important stake in legal injustice issues. Specific groups within the LGBT community are disproportionately affected by violence and discrimination, sometimes at the hands of law enforcement officials. Many police departments continue to be accused of insensitivity, including not appropriately responding to violence directed at LGBT people people of color, youth, and sex workers are particularly vulnerable to police misconduct and abuse; transgender people are also at greater risk of being targeted by police and treated inappropriately or abusively while in police custody. Once imprisoned, LGBT people are frequently targeted for additional harassment in an already inhumane prison system. In many instances LGBT individuals are not legally protected from abusive and discriminatory actions, as many oppressive legal ordinances and laws restrict LGBT-identified individuals from sharing the same basic human rights and privileges as those who do not identify as LGBT.

Social Media: utilization of freedom of speech.

Students Moving America and Jonny Drubel of E!’s #RichKids of Beverly Hills launched a social media campaign that aimed to celebrate ‘coming out’ in the LGBT community. The hashtag #ComingOutMatters became a social media movement where gay individuals were encouraged to share and spread their coming out stories through Facebook, Twitter, YouTube and Instagram, where they were later gathered on the #ComingOutMatters website. Users can browse the stories of people coming out to family and friends, or share their own coming out experiences. The goal was to launch an awareness effort to educate and support communities with LGBT specific issues, and the movement is continuing to gain support and recognition today.

Started in 2010, the “It Gets Better Project” was one of the first social media campaigns to successfully reach out to teenagers. The campaign was prompted by the suicides of Justin Aaberg and Billy Lucas, two teenage boys bullied for being gay. Sexual health columnist Dan Savage and his partner Terry Miller went to YouTube and posted a video where Savage articulated his own struggles, including how he overcame his own experiences with bullying and intolerance. The video spread and other members of the community went to the social media platform to speak about their own experiences and how it “got better” as an adult. Within three years, the project accumulated over 50,000 testimonies, including those from celebrities and politicians and continues to grow to this day.

the road to self-acceptance is a long way indeed.

“I realized something about myself that actually was somewhat unique, and that changed everything. I became the opposite of who I thought I once was. I stayed in my room instead of socializing. I stopped engaging in clubs and leadership activities. I didn't want to stand out in the crowd anymore. I told myself it was because I was growing up and maturing not that I was suddenly looking for acceptance.

I had always assumed I was immune to needing acceptance. After all, I was a bit unconventional. But I realize now that the moment I realized something was different about me was the exact same moment that I began conforming and hiding. Hiding is a progressive habit, and once you start hiding, it becomes harder and harder to step forward and speak out. In fact, even now, when I was talking to people about what this talk was about, I made up a cover story and I even hid the truth about my TED Talk. So it is fitting and scary that I have returned to this city 16 years later and I have chosen this stage to finally stop hiding. What have I been hiding for 16 years?

I've struggled to say those words, because I didn't want to be defined by them.Every time I would think about coming out in the past, I would think to myself, but I just want to be known as Morgana,uniquely Morgana, but not "my lesbian friend Morgana," or "my gay coworker Morgana." It may seem strange that I have suppressed the truth and hidden this for so long.But I was paralyzed by my fear of not being accepted.

Pronouns are used in everyday speech and writing to take the place of people's names. We frequently use them without thinking about it. Often, when speaking of someone in the third person, these pronouns have a gender implied. These associations are not always accurate or helpful.

Mistaking or assuming peoples' pronouns without asking first, mistakes their gender and sends a harmful message.

Using someone's correct gender pronouns is one of the most basic ways to show your respect for their identity.

Discussing and correctly using gender pronouns sets a tone of allyship. It can truly make all of the difference, especially for new community members that may feel particularly vulnerable in a new environment.

You can't always know what someone's gender pronoun is by looking at them. When someone is referred to with the wrong pronoun, it can make them feel disrespected, invalidated, dismissed, alienated, or hurt.

Remember to ask about pronouns when you meet someone or introduce yourself using your pronouns to let others know your pronouns preference. Using pronouns creates safer and more inclusive spaces for people to be themselves knowing that other people are going to respect their identity. Asking about a person's pronouns may initially feel awkward or uncomfortable, but it is preferable to making hurtful assumptions and using the wrong pronoun. The Philippines has been ranked one of the most gay-friendly nations in the world and is the most gayfriendly in Asia.

In a survey of 39 countries (only 17 of which had a majority accepting homosexuality), the Philippines were the 10th most gayfriendly.

In July 2013, Pope Francis was quoted: saying (in Italian), "If someone is gay and he searches for the Lord and has good will, who am I to judge?"

The English word "gay" was used in the statement.

He also demoted Cardinal Raymond Burke, the highest-ranking American at the Vatican, in November 2014 after the priest condemed LGBTQ+s as "committing acts which are always and everywhere wrong, evil."

Local church networks also became more tolerant and accepting. In December 2014, the United Church of Christ in the Philippines released a statement that "affirms that all of us regardless of any category are under the grace of God" and that means "that LGBTs should not be discriminated against but should be unconditionally accepted in the fellowship and membership of the Church."

a 20-year-old gay man in Manila who was bullied throughout his education, said, “I was depressed, I was bullied, I didn’t know my sexuality, I felt unloved, and I felt alone all the time. And I had friends, but I still felt so lonely. I was listing ways to die.”

Felix P. a 22-year-old gay high school student in Legazpi, said, “I’ve skipped school because of teasing. In order to keep myself in a peaceful place, I tend not to go to school. Instead, I go to the mall or a friend’s house. I just get tired of the discrimination at school.”

Carlos M. a 19-year-old gay student from Olongapo City, said: “When I was in high school, they’d push me, punch me. When I’d get out of school, they’d follow me [and] push me, call me ‘gay,’ ‘faggot,’ things like that.”

Gabby W. a 16-year-old transgender girl at a school in Bayombong, described a series of incidents that she experienced, including other students attempting to strip off her clothes in public, being forced into a restroom and sexually assaulted, and—on a separate occasion—being locked in a cubicle in a men’s restroom and sexually assaulted.

Ruby S. a 16-year-old transgender girl who had attended high school in Batangas, described “students acting like they were raping me, and then my friends saying, oh you enjoyed it, he’s cute. One of my classmates even said that LGBT people are lustful in nature, so it’s because you’re a flirt.”

Gabriel K. a 19-year-old gay student who attended high school in Manila, similarly noted his classmates would “grab my hands, and they’d touch them to their private parts, and they’ll say to me that’s what gay is, that’s it.”

a 19-year-old gay man from Cebu City, recalled: “The worst thing, physically speaking, is they would—ironically, they hate gays, but they would dry hump me.… It was like rape to me. I felt violated.”

Sean B. a 17-year-old gay student in Bayombong, recalled how other students would shout “50 pesos, 50 pesos!” as he walked past, because “they think that we’re prostitutes.” Gabby W., a 16-year-old transgender girl at the same school, said: “I feel bad about it—it’s so embarrassing. You’re walking around hundreds of people, and they shout that… and that shapes the perception of other people about us, that yelling by other people.”

Melvin O. a 22-year-old bisexual man from Malolos, recalled how in high school “people, especially the guys, would just sexually harass you, like you’re gay, you want my dick, stuff like that.”

Leon S. a 19-year-old gay student from Malolos, said: “They would post things online, which is a far easier thing to do than say it personally.... I would post something, and they would comment about my sexual orientation. It was the usual, bakla, bading.”

Jack M. a 18-year-old gay high school student in Bayombong, was a victim of rumors spread through social media: “They’ll make up stories.

People will tell others [online] that I had sex with a person, even if it’s not true.”

Jennifer Laude a 26-year-old woman, was a victim of murder, when his murderer learned that she is a transgender. Mary Jo Añonuevo, a 55-year-old transgender woman, was found dead in a bar she owned in Lucena City.
