”Polis at the Palace” Alan Watson, B.E.M. (retired police sergeant) received further recognition for his continuing services to young people, when he was awarded the M.B.E. (Member of the British Empire) by Her Majesty The Queen in her Birthday Honour’s list of June 2011.

On Thursday 26th January 2012, with his wife Ann, he attended an investiture at Buckingham Palace, where he received his medal from His Royal Highness, The Prince of Wales.

Our sincere congratulations are also extended to the Durham Constabulary Chief Constable, Jon Stoddart Q.P.M., B.A. (Hons) on his recent investiture and presentation by H.R.H. Prince Charles on behalf of H.M. Queen Elizabeth II, the Order of the British Empire. (O.B.E.) for services to policing.

Alan Thanks for the copies of your magazine that you sent over with Stan EDWARDS. Makes interesting reading looking at the challenges and some of the changes that the Durham Constabulary have undergone over the years.

The Australian Federal Police, as an organisation is relatively young, having been established in 1979. It was made up by merging the then Commonwealth Police, who covered national based crime, protection work , and Security for government buildings and Foreign Embassies and consulates, and the ACT Police Force, which provided Community Policing for the Australian Capital Territory (Canberra).

The AFP is currently separated into 2 streams, one being referred to as Outcome 1, which incorporates.

Policing of Federal Offences (with offices based in most state capitals), VIP Protections services, Airport Security, basic protection services for Government facilities & Embassies (covered by Australian Protective Services Unsworn Uniformed Security). The International Deployment Group, services various overseas missions, the oldest being the UN mission in Cyprus. In addition to Cyprus, we have Police in Afghanistan, the Sudan, the Solomon Islands, Christmas Island, the Ciocos island, PNG and various liaison officers in other Asian, American and European countries.

Outcome 2, the provision of Community Policing for the Australian Capital Territory, is just what it says, the provision of all Policing services to the community including general Policing, Investigative areas – (incorporating major crime, fraud, drugs etc.) Water police, Police Divers, K9 units, Police tactical Team, Traffic Operations - incorporating pursuit vehicles both bikes and cars, and a collision investigation area contingent.

Currently I work in the Traffic Operations area looking after the motorcycles and pursuit cars. We have a team of 20 incorporating 12 motorcyclists and 8 pursuit car drivers. To become a member of Mobile Traffic you 1st have to complete a pursuit Motorcycle course (6 weeks), you then spend a minimum of 2 years as a Police Motorcyclist and then when selected you undergo a further 3 weeks of training to become a pursuit car driver. This is different to all other states in Australia in that you have to be a motorcyclist before you can become a driver. We believe that this is the right way forward - our stats in relation to collisions both in cars and on bikes would back this up. .

We currently utilise the Yamaha FJR 1300 Motorcycles and a combination of Ford XR6 Turbo Sedans and SS Commodore 6.0i V8*s V8s for our pursuit cars Anyway thanks once again for the copies of the Peeler. Mick Gordon

Always Look On The Bright Side? (Dare we?)

Now is the time to blow away those “winter blues!” Forget the gloomy and often distorted headlines

by the ‘harbingers of doom’. Ignore the political posturing, brinkmanship and all the other depressing “downers”- HERE COMES SUMMER. Time for holidays, warm sunshine, fun and lots of things that make you feel good.. There now, doesn’t that cheer you up already? Why not make the effort to enjoy life for the hell of it? Always look on the bright side of life. We really do have a lot to look forward to and count our blessings (metaphorically speaking?) My philosophy is always to think that my glass is half -full rather than half empty. I know some people are just naturally cynical and miserable – their choice, but does that make them any happier?

2012 is a historical year. As a nation, we are hosting the Olympic Games- an opportunity to show the rest of the World our “shop window”. Just for once can we be proud to show the nicer & more attractive side of British communities and society. It is all too easy to run ourselves down. Let’s hope we make the most of this opportunity to gain the highest respect of others in the world.

This is also the historic year of celebrations to commemorate the Diamond Jubilee Anniversary of Her Gracious Majesty, Our Monarch Queen Elizabeth II’s Ascension to the Throne (only the second time that a British monarch has achieved such longevity) and ‘oh boy’ does it make me feel proud to be British!

Sadly, amidst this adulation and confidence, we should acknowledge and reflect that many colleagues have passed away in recent times, naturally causing untold anxiety and pain to loved ones . The NARPO Committee members extend their sympathies to those who mourn and offer our comfort support and advice on most aspects of welfare issues, wherever possible. Please don’t suffer in silence- friendship is just a call away. In particular, our Welfare Representative, Angie Crawford is always a first point of friendly contact. Indeed all of our committee members are only too pleased to help. Contact details are listed below.

So it’s also farewell to our Police Committees throughout the country. On 15th November, every county will be electing a Police & Crime Commissioner for a four year tenure in Office! Successfully elected candidates will take up their responsibilities on 22nd November. The new personnel, who need have no knowledge of policing incidentally, will be charged with ensuring the efficient and effective policing of their areas (sounds familiar? H.O. Circular 114/83?). Commissioners will appoint Chief Constables (and can also dismiss them…!) Personally I do not see it as democratic or a panacea to policing problems.

Theoretically, this makes the police more accountable through the Commissioner (who will allegedly be subjected to strict checks and balances by locally elected representatives (unspecified…) ( Imagine- Lord John Prescott?). Investing individuals with unfettered powers AND only answerable to Parliament is nothing less than a self- fulfilling prophesy of even deeper trouble ahead! This allegedly received Royal Assent in September, 2011 recommendations of the Police Reform and Social Responsibility Bill (whilst we were sleeping?) Can you remember it? Watch this space!

Update

Chief Constable, Jon Stoddart O.B.E., Q.P.M. B.A. (Hons.)

It is good to be able to update all NARPO members again for this edition of “The Peeler”.

Members will be pleased to hear that reported and recorded crime are now at their lowest levels since 1983 and the trend continues with an anticipated 3% crime reduction this year. Detection rates run at 37% which is one of the best in the country.

Many of you will be aware of the national problem of metal theft which has impacted locally as well. The phenomenon is as a result of the high metal prices on the worlds markets – the impact is on our rail systems, electrical cabling, disrupted public services and missing manhole covers to name but a few. Working with our neighbouring forces and the British Transport Police we have influenced national thinking in preventing the problem and locally thanks to some excellent policing tactics we have arrested a large number of suspects, recovered hundreds of thousands of pounds worth of property and await the outcome of trials later this year.

One of my biggest personal priorities has been to influence the Government on alcohol policy. Now I like a pint of beer as much as the next man and I’m certainly not a kill-joy but the problems of alcohol related crime and disorder are huge. Over 50% of all violent crime is alcohol related. It is similar figures for anti-social behaviour and domestic violence. Assaults on my staff and health employees are unacceptable, and one of the main causes of this has been the very low price of alcohol from supermarkets.

Both adults and children are accessing cheap strong cider and lager and as a result committing crime, exposing themselves to danger and damaging their health. At the same time drinking habits are changing. More people drink in the home and go out much later. “Pre-loading” on cheap alcohol is making people very drunk and extending the time my officers spend dealing with drink related crime. A side effect of this cheap supermarket alcohol is that pubs cannot compete and something like seven pubs a week are closing in England.

I have lobbied hard for the Government to introduce a Minimum Unit Price for alcohol and as I write this update I am about to speak with Sky and BBC Television as a result of the Government’s decision to include Minimum Unit Price in the new Alcohol Strategy. Excellent news.

It won’t impact on members significantly unless you drink very cheap cider or supermarket lager. A pint in a pub won’t change and a typical bottle of wine will not cost less than £3.60. Hardly expensive!?

On Tuesday I give evidence to the Leveson Inquiry looking at the role of the media and their relationship with the police.

This is as a result of my leading the review into Operation Weeting the phone hacking investigation. Should be challenging to say the least! A bit late to go on a diet for the TV cameras!

I must dash – Police Authority meeting starts in an hour – will speak again soon.

Annual General Meeting by Alan S. Watson (Chairman)&Barry Crawford (Sec.) National Association Retired Police Officers (Durham Branch) 19th March, 2012. Durham Indoor Bowling Club.

Our Durham Branch A.G.M. was once again a very well attended occasion, graced and enhanced by quality contributions by distinguished speakers from Durham Constabulary and enthusiastically discussed and debated throughout by the membership and committee.

Mr Jon Stoddart, C.C. gave an enlightening overview of the Force, which has endured great difficulties in trimming and reorganising personnel due to harsh & demanding economic cuts from Government. A total of 200 Police staff have been made redundant in the last 12 months (including 50 retirees). In the last 9 years, the Durham Constabulary has been reduced from 1720 to 1370 officers.

Having achieving financial stability, we are the only Force in the North recruiting, having appointed 10 new Police Officers this year and a further 30 in the next 12 months. .

The Headquarters building and land is to be sold to finance the costs of the planned new HQ, without any cost to the taxpayers. It should be completed in time for the 175th Anniversary Celebrations of the Durham Constabulary in 2015.

The Police Authority is to be disbanded and on 15th November, a Police & Crime Commissioner will be elected, taking up Office on 22nd November. The new Executive Officer will responsible for the efficient running of the Force – even the Chief Constable being answerable to him!!) The new Commissioner will receive approx. £76,000/annum and to be elected every four years. (The Commissioner is accountable only to Parliament!)

Assistant Chief Constable discussed the Windsor Report which has far reaching consequences to policing, including the direct entry of Senior Officers and some internal changes. The Durham Constabulary Historical Society has just been formed and is open to police officers and civilian support staff, past and present. An ambitious research project will be to write an updated version of the history of the Force- to coincide with the 175th Anniversary of its formation in 2015.

Chief Superintendent Ian MacDonald pointed out that the number of Chief Superintendent and Superintendent rank have been reduced throughout the country. In Durham we now have 5 Chief Superintendents and 10 Superintendents who are on call one week in four, ‘24 -7’to supervise any emergency in the Force area such as Serious Crime, Firearms & Critical Incidents. The improved deployment of P.C.S.O.’s has resulted in closer integration with regular officers.

P.C. Andrew Metcalfe, Secretary of the Federation sees morale being low due to cutbacks and the likely implementation of the Windsor report which seems to be intrusive, suggesting that police Officers fitness should be regularly tested and the unable to achieve the required fitness (Windsor2) they could suffer a reduction of up to £4,000 in pay – which could lead to a reduction in Pension. Much higher educational qualifications seem likely to be introduced for new applicants, whilst entry salary will be reduced.

The existing Committee was re-elected en bloc and following the recent death of our Honorary President, Derek Harrison, Chief Constable Jon Stoddart was invited to become Honorary President (ex officio), until his retirement in October. He duly accepted.

It was unanimously agreed the current Chief Constable of the Durham County Force would be invited to take on this Office.

The Treasurer, Colin Appleby presented the annual report, showing that the Branch continues to be financially sound, efficient and resourceful in the support of its membership. The report was well received and he was commended on his continued efficient efforts. A vote of thanks was extended to David James for his sterling and intense voluntary work in auditing the accounts.

Tony Story the northern representative of the National Executive Committee shared the common concern regarding the Windsor Fitness levels recommendation. He pointed out that in accordance with the Equality Act, everyone would have to participate. The recent .Appeal by Brian Simpson (Northumbria) at Leeds Crown Court in February, contesting the legality of reductions arbitrarily made in Injury on Duty Awards had a national consequence. It appears that the guidance by Home Office circular on this matter should no longer be pursued and those claimants affected are being reinstated to their original award.

A Journey through Historical South Africa. Part II. ByGeorge Hartley.

Ready to go again? I know Freda (Brown) has enjoyed her journey so far, she very kindly written and told me so!

Before leaving Cradock, we can make a visit to the museum, where I find a picture of Redvers Bullerone of the Generals commanding the British Forces in South Africa. This is an exact copy of this one that hangs in the dining room of the Wykeham Arms in Winchester (U.K.) There are also pictures here of two further Boer Generals, De la Rey and Christian de Wet Leaving Cradock, we travel north, passing Middleburg, an area of the Karoo – semi desert, straight roads, lots of mountains and noted for the Trans Karoo Hiking Trail (We won’t bother with that…..), passing on to Nourpoortwhich is just over the border and into the Northern Cape. Nourpoort appears to be a graveyard of trains, engines and railway stock – masses of the stuff just rusting away- a remarkable sight.

We press on to a town called Colesberg named after Sir Lowery Cole, the Cape Governor in 1830. As a matter of interest, it was captured by the Boers during the Anglo Boer War and so has an interesting museum full of artefacts from the period – including a copy of the same picture of Redvers Buller. It was at the museum that I met a most interesting lady of Scottish descent. She gave me some roughly typed papers entitled Colesberg Actions November, 1899 – March, 1900 by Belinda Gordon. I still have her papers and I also remember her warning drawn from Shakespeare’s Midsummer Night’s Dream: “Ghosts wandering here and there, troop home to churchyards…”

She told me that people believe that a ghostly Highlander may still be seen on the road, trying to hitch a lift back north to be with his dead comrades in the military cemetery at Kimberley and whimsically that I should look out for him….

Luckily for me, I was already acquainted with the story of General Andy Wauchope’s demise at the Battle of Magersfontein, so we don’t need to be scared of that…. Alas, space does not permit me to tell his tale today (another time perhaps- if people are interested?).

We are now back in the Orange Free State, travelling on secondary roads (dirt) across beautiful open country.

No people. No vehicles, broken termite mounds (damaged by Honey Badgers) and many small eagles at the roadside. I must have counted at least 20 of these beautiful predators (Palid Falcons I believe), as we travel on to Philippolis, named after Dr. John Philip of the London Missionary Society. I think he was Minister to the Zulu Chief, Dingaan At one time – I don’t think he was very successful there! This area was called Griqualandby the Afrikaaners, although the original Griquas (the word means bastard in Afrikaans) moved off to the Eastern Cape/Kwa Zulu Natal border, where their capital is called Kokstad. Their origins are of mixed blood due to early associations before the arrival of white women in the Cape.

On we go to Koffiefontein. It has a large kettle, pouring water into a cup as its emblem at the entrance to the town. The town is dirty, full of drunken, noisy people who are generally badly behaved and walking in front of the car! It was explained that it was benefits day and therefore this was quite usual. It reminded me of what I used to call “Doley Drunks Day” when I was policingat Stanley, County Durham….

We were happy to leave that area, passing on to the Bloemfontein (A spring of flowers), once a beautiful city and capital of the Free State… it still has a museum, many fine monuments and buildings, but alas, horror of horrors – Voortrekker Straat, that I knew so well, had been renamed Nelson Mandela Straat!

We leave on the N8 Road, passing Thaba Spruit where we are always made welcome. It is now just a short journey passing through the wonderful farm country and woods and kopjes, before dropping down the sweeping road to Ladybrand. This of course is where we started our tour quite some time ago. I have to say that it is probably my favourite town – because I am so well fed and cared for there. I hope you agree Freda?

The Leaving Do

Thirty years is a long time. Here you are at the end of your police service and you are about to leave us. It is a pleasure for me to stand before this large audience of colleagues to say a few words and to reminisce about old times and the personal contributions you have made to this Constabulary during your career.

I remember when you arrived at the Police Station. You were a tall gangling spotty faced youth. You had been sent to us with another young male colleague, I cannot recall his name, you were both fresh from Training School. You were inseparable in those days. The old Police Station, now long gone, was a pretty grim building and it had seen better days.

Can you remember the Guardroom where each shift stood around that very large wooden table while the Sergeant took the Parade. It was only your second day and he let out a roar like a lion when he caught you two holding hands. I have had many a good laugh about that.

They were tough old cookies those Sergeants. The majority were veterans of the Second World War. Many of them had been on the Normandy beaches and some of us young probationers wished they were still on them or under them.

Never mind you soon found your way around the town and within a week you knew all of the tea spots, all of the free eating emporiums and every friendly publican who would respond to your kicks on his back door with a couple of pints of beer.

It is true to say that you excelled in one or two other things, you never caught any criminals, and never persecuted any motorists. In fact no one can remember you prosecuting anybody full stop.

However not many men in the force had the gift that you possessed. I soon understood why they called you mousy because your big ears could detect a patrolling Sergeant at five hundred yards.

I wonder how many people here tonight are aware of your incredible stamina. You could stand in the same shop doorway for hours without moving anything but your right boot in order to stub out another cigarette.

You also hold a record with this Constabulary and may I tell you it cannot be taken lightly. I can confirm that your personal cost to the force for torch batteries is a record that has never been exceeded.

Let it be known that I do not suffer fools gladly and I try to see the lighter side of most things. Do you recall the night when I failed to turn up for night shift suffering with an upset stomach. How considerate you were to my family and me when you provided us with an extra toilet from the skip on the nearby building site. You left it in the middle of my front lawn suitably equipped with a loo roll unwound to my front door. It was not the most desirable area where we lived and how nice it was for me to know that most of the residents had seen my presents before I had even opened the bedroom curtains. I was known as Constable Crapper after that.

I recall one particular night shift when you failed to turn in for your meal break. Nobody in the domino school could think where you might be as you were always first in and last out. I learned sometime later that you had gone to the railway station and had volunteered to help the men unload the morning papers from the night train in the hope of being gifted a copy of the Sun. Perhaps you could enlighten us. How did you get back from Newcastle?

Some years ago the then Chief Constable promoted you. Do you recall that he was dead within days of this momentous occasion being announced? Some jealous men inferred that it was the shock of realising what he had done that caused his demise. We must not allow petty jealousies to cloud our judgement. The fact is the three stripes were yours; here was the opportunity to make your mark and many supervisors held their breath in anticipation. Does a Leopard change its spots? Within weeks you were known as the Olympic flame because you never went out. In fairness you did utilise the resources available to you. The patrol car driver had to get your newspaper and cigarettes, and pick up an early morning loaf from the Bakers and place bets at the Bookies as and when required.

So there we are, our walk down memory lane is coming to an end. It has also been a moment that I have looked forward to for a very long time. I hope you have enjoyed it as much as I have. Finally may I leave you with the immortal words of Sir Winston Churchill “never in the field of human conflict has so much been paid to one man for so little and for so long�.

The 3rd Retirees Reunion and Social Afternoon Spectacular - Sunday 20th May, 2012 Durham Constabulary H.Q. Aykley Heads, Durham. 1.30pm to 5pm.

In view of two other important attractions i.e. the Queen’s Jubilee and the Olympic Games in July, 2012, we have decided to avoid divided loyalties in attending the three very important events, we have re scheduled our “curtain raiser”, to the new date of Sunday, 20th May, 2012 We invite ALL members of Durham Constabulary, police and police support staff both serving and retirees past and present, to come along and enjoy a truly friendly and sociable afternoon. A great deal of planning by the Force Strategic Management team, the N.A.R.P.O. Committee members and a host of willing volunteers once again promises to make it an afternoon to remember. A number of you have in the past missed out, believing that you don’t know many people now, but here you have the opportunity to renew old acquaintances and friends. It is also an opportunity to socialise with serving officers and Staff who continue the proud traditions of Durham Constabulary.

There will be entertainment by the Durham Constabulary Band and Choir, demonstrations by the Dog Section and Motor Patrols, displays by Durham H.Q. Archives, N.A.R.P.O. Beamish Museum , the Blue Knights and more.

Light refreshments will be provided (but please don’t expect a full meal – times is hard…!); a superb raffle organised by N.A.R.P.O.; a souvenir programme and your own personal photograph to commemorate the occasion and best of all, the friendly atmosphere and “war stories” that only old friends can generate between each other. You’re only here once, so why not make the most of this joyous and friendly event.

Derek was a long standing member of NARPO, rising to be the Branch Chairman, later elected to the National Executive where his outstanding abilities were recognised and he was elected President of the National Executive for 3 years, well respected and admired as a leader who ruled firmly but fairly.

Derek & I were co-authors of “Policing in the Land of the Prince Bishops” commemorating the 150th Anniversary of Durham Constabulary in 1990 (all of which was researched selflessly in our own time). We owed a lot to the co-operation of H.Q. Photography Department, in the reproduction of many fading original photographs saved for posterity. This was yet another pioneering foundation stone in recording the endeavours of our great Force.

Derek was later recognised for his tremendous contribution to the welfare and well- being of his fellow pensioners and invested by H.M. Duke of Edinburgh, as a Member of the Order of the British Empire (M.B.E.) of which his supportive wife, (the late Ruth) and family were so justly proud - (so too were we all).

Undaunted by the advancing years, Derek together with the late Bob Allison (past Chairman of 25 years) continued to be Branch Secretary. The duo introduced a modest but invaluable publication, The Durham Peeler magazine, from whence the little acorn has now grown to the publication you are now reading. He recruited me as co-editor some 9 years ago before passing on the mantle completely six years ago as his health failed. Sadly, after a long illness, he died on 22nd December, 2011 Derek, you served your beloved Durham County, (later the Durham Constabulary) with distinction and honour.

Certainly you will always be remembered in the annals of the history of the Force and Durham Branch of NARPO for your dedication and invaluable contributions. Please don’t attempt to re-organise ‘them upstairs, they have a lot more experience…’” Rumour has it that on passing through the gates of Heaven, he addressed God “Excuse me, but I think you’re sitting in my chair…..” (R.I.P.)

News from Lesotho

The year 2011 was a very difficult year for the Staff and pupils of Masite Nek Primary school. In early April a devastating storm ripped through the village of Ha Majane and the surrounding area. As a result a block of two classrooms had their roofs ripped off. A lot of text books and stationery were lost with water damage. Fortunately no one was hurt or injured. As you can imagine the disruption was enormous with 60 children displaced from their classrooms having to be relocated within the other four classes. Unlike here in England the thought of closing the school never arose and they laboured on as best they could.

On being informed of the problem, we set about releasing funds from here in England to buy the materials that would be needed to carry out the repairs. It was then necessary to find a builder to do the work. Not easy when we are 5,000 miles away. However Me Matete, the Head teacher, managed to arrange with the local Skills College to carry out the repairs free of charge. The materials were delivered to the school and kept by the staff until the work could start. (This included 12 bags of cement). Time passed through to October and nothing was heard about the work starting. We decided that I should go out to expedite progress. I had only ten days to sort things out and 4 days were taken up with travel. On arrival, I found that the Skills College was no longer in existence! A builder would have to be found even more urgently, if we were to retrieve the situation from total disaster…!

Within 12 hours of my arrival, I had procured a builder on site to look at the problem. He was in fully committed with work at the Lodge in Morija where I was staying. Nevertheless, he promised to schedule for the work to be carried out at weekends. I also managed to negotiate with a company called “Africam”,a charity operating in Lesotho to supply 120 bags of cement free of charge (the cement bought in April was unusable)- sufficient materials to enable the classrooms to be rendered inside and out. I am pleased to say that the builder was true to his word- the work was completed in time for the school to re start after the summer holidays on 16th January, 2012.

Paint will be purchased as soon as funds become available, for the inside to be decorated. Whilst it was quite hectic over the ten day period (definitely not a holiday), we can look back with satisfaction having helped to bring back some degree of normality and stability to the pupils and staff of Masite Nek Primary school.

MY NAME IS ISAAC. (As told to Alan Gardner) My name is Isaac Makana and I am 12 years old. I am a Basotho boy and I live in the village of Morija, Lesotho in Southern Africa. I live in a small block built house with my mother and father and younger brother. My father is a farmer and he has one cow a few sheep and a goat. We have no electricity in my home and our water has to be carried from the pump every day. That is my job before I have to go to school.

My school is Morija Primary School and I am in class 4. My teacher is called Mrs Tschana I like her and the Head teacher Mrs Kholema. My best friend is Matjato Mokaleand we play football together - I am the goalkeeper. When my team score I shout “letanta” which means goal. I sometimes have to try and save a “penyalit”, a penalty, but I do not have to move until the “moletsaphala”, referee blows the “phaiaphala” his whistle. I do not always save it.

Recently I made friends with Ntaty Alan who came to stay. I used to visit him in the morning sometimes and he gave me an apple and some porridge and juice. I do not always have breakfast before school. My mother cooks food in a pot outside with the firewood we collect. In the evening after school I went to see ‘Ntaty’ Alan. I had some peaches and juice.

He showed me how to write and I tried to learn my times tables but I only got up to times 5. He said that he came from England and that it was a very long way away. He said he came in a big aeroplane I have never seen a big aeroplane only a small one. Ntaty Alan says he lives near the sea in England. I have never been to the sea but have seen pictures of it in my books at school. I showed him my exercise book with my work and he said that it was good but that the teacher had marked some of my work wrong when it was right.

There are no lights in my house and we go to bed when it gets dark. Sometimes in the winter it is very cold and I sleep with my brother under blankets and coats. We get up when it gets light and then I have to go for water. Many of my friends have only one parent or none at all so I am lucky because my mother and father are looking after me and my brother. Ntaty Alan asked me what I would like to be when I leave school and I told him I want to go to Durban and be a policeman. He said that he had been a policeman in England but he did not have a gun.

Now in Lesotho it is spring and we need it to rain to help us in the fields so we can plough and plant our seeds. The days are very hot and when the wind blows from the mountains it is very dusty. ‘Ntaty’ Alan is leaving tomorrow he says he will come and see me again in the future. I hope he does because I told him “my name is Isaac”.

Book Review:

“‘Dust and dreams’ A Window on The United Arab Emirates”by Robin Trounson .

Robin recently returned to the U./K. after serving a 2 year contract as an ex. pat in The United Arab Emirates. This is an eloquently written diary cum travelogue which in spite of the “dusty” title, captures the imagination, following his experiences and journeys of discovery throughout Dubai, Oman and the United Arab Emirates of the Middle East. Unless you have witnessed it, it is difficult to appreciate that mediaeval tribalism and simple culture remained unbridled in this quarter of the World until the last 50 years, when the populous generally have dashed headlong into the wealth of culture, sport and tourism , not to mention (in some parts) oil. In parallel, the Bedouin tribesmen maintain their desert creed and customs of their ancient ancestors. The whole area is a paradox wrapped up in an enigma.

The spectacular transformation and the multi facets of its consequences inevitably have changed their culture for many years to come, albeit the elders are canny enough to recognise that one day, things will inevitably revert to the old ways. The wealth of Arab Proverbs used as an introduction to each chapter reveals a deeper philosophy of this ancient culture than most of us in the west can comprehend. The magnificence of the developing States, the competing sky high buildings, the sheer lavishness of its own opulence attracts so many tourists and ex pats seeking to make their fortunes.

The converse is also true that the majority of the natives are warm, friendly good natured and kindly to their fellow man –within limits! Certainly the descriptive prose of the Sultanate of Oman, where I worked in 1988, sounded very familiar and yet they too have advanced into the modern world apace (Well I did warn them…) whilst resisting the more immodest extravagances of its neighbour, the prosperous and exciting Dubai. I enjoyed the eye witness accounts of the author almost as though he was describing this world with such clarity and vitality that it will surely fire any traveller’s romantic imagination. Well done Robin. I do hope that you are well rewarded and appreciated for your really excellent works.

Another Policeman’s Story by Ken Thurlbeck

My reasons for transferring to Teesside Constabulary (later to become Cleveland Constabulary), have already been documented and as it is unlikely that the less discerning readers of “Durham Peeler”, who may have followed the story so far, will be interested in details of my service in foreign forces. The next seventeen years, therefore, have been condensed in as short a space as possible.

Shortly after my transfer I was promoted to Inspector and after a brief time at South Bank, moved to Force Headquarters as Communications Officer, from where I emerged eight years later in the rank of Superintendent. It seems that an earlier attachment to Durham Communications Department spent mainly on washing the departmental transport, coupled with a deep fund of ignorance for all things electrical and mechanical, had paid dividends after all.

Between 1976 and April 1981, as a Superintendent I served first at Thornaby then Middlesbrough as Sub. Divisional Commander. The latter move was somewhat historical in that I was the first to be appointed to a post normally occupied by former Middlesbrough officers. I then took charge of Complaints and Discipline Department for a short while, following which I was appointed Deputy Commander of Traffic Division.

On 21st. April 1981 I was promoted to Chief Superintendent in charge of Traffic Division, and a year later became head of a newly formed Operations Department. My final posting as Commander of Middlesbrough Division took place in April 1983. On this occasion I was not the first “outsider” to be appointed. The distinction fell to another former Durham officer, Frank Burge.

Although I was happy in my work and enjoying the confidence of my superiors, at the beginning of 1985 I was just under 54 years of age, with no wish for further advancement, and thought that perhaps the time was right for me to move on, relax and enjoy a new way of life. Also, there were widespread rumours that lump sum commutation payments would be taxable in the near future. As a result, on 12th. February I saw the Deputy Chief Constable, Jack Ord, son of Insp. Ord who growled at me for being late on duty in 1952, and in what turned out to be an emotional moment for me told him of my intention to retire on 15th. March.

My last day on duty was 28th. February and when I reached my office I was confronted by a procession of officers and a mountain of paperwork on my desk relating to an incident which happened in the early hours of that morning. A chase of a suspect vehicle resulted in two patrol cars being written off, two dog vans and another traffic car severely damaged and one police officer injured. For some unaccountable reason, during the course of the chase the offending vehicle drove into the police station yard where it collided with one personnel carrier, one prison van and a privately owner car, the driver of which had been previously arrested for a drink/driving offence. The driver of the pursued vehicle was arrested and immediately complained that he had been assaulted and his vehicle damaged by police officers. Not a bad day’s work to finish on and almost as memorable as my first day of duty at West Hartlepool thirty-three years earlier.

On 15th March 1985 I said farewell to a service that had been kind to me from a career point of view for over 37 years in total, offered comradeship, life-long friendships and given me opportunities to enjoy so many memorable experiences. While not claiming to be a crime buster, a thief taker or even a ‘copper’s copper’, nevertheless I felt I had made a worthwhile contribution to my chosen profession, perhaps not on the same scale as Col. St. Johnston who inspired me to write these memoirs, but I have the satisfaction of knowing that I always gave to the best of my ability.

To this day I still don’t know why I joined the police service in the first place but my late parents always said it was because I liked the uniform. Ambition and the prospects of a worthwhile career aside, they may have been right but for whatever reason, I am truly pleased that I did.

Married Twice, buried twice and both husbands hanged (story courtesy Northern Echo) Mary Jane Dodds married twice, she was buried twice and both husbands were hanged… The curious story of murder and punishment in Hamsterley, County Durham is told in a rhyme. It also features the investigative skills of Superintendent John Patrick Daley of Bishop Auckland Police (Another of his murder investigations featured in the summer 2005 issue of the Peeler) The unfortunate Mary Joan Dodds misfortune began when she was widowed when her husband committed suicide by hanging himself. She went on to marry Matthew James Dodds when in her mid- 40s. They were married for some three years until that fateful day, Thursday, 20th February 1908, when her husband, Matthew allegedly returned home to find Mary Jane lying in the fender, her clothes on fire and her body badly burned.

It was assumed that she had been drunk, toppled over and bashed her head and fell into the fire. At the Inquest two days later, coroner J.T. Proud returned an Open Verdict. And she was buried in Hamsterley graveyard on February, 23rd.

Stories soon swept the village. Tales of domestic violence, sounds of fighting, the doctor who attended having grave doubts whether or not the death had been an accident, three different Wills and a scarf tied tightly round her neck. Two weeks later, Superintendent John Patrick Daley arrested Mattew James Dodds “on suspicion of having been concerned in the death of his wife”. On 10th March, Mary’s body was exhumed and a post mortem carried out by Dr Mark Wardle, confirmed that death had been from suffocation caused by strangulation. He was unable to establish whether the burning of her body had occurred before or after death. On 24th March, Matthew Dodds was formally charged with his wife’s murder.

The motive soon became apparent. Mary owned seven properties in Hamsterley and in February, 1907, 18 months after their marriage, she had made out a will leaving all her property to him. However by August,1907, the marriage had deteriorated and she made out a second will, leaving him only £40 and giving all the property to her cousin Margaret Pattison of Bishop Auckland. On 2nd January, 1908 – less than 50 days before the murder - Matthew had written a third will for her, in which he again became the sole beneficiary.

In June, 1908, Dodds was found guilty of Murder at Durham Assizes and sentenced to death by Judge Grantham. An appeal was subsequently heard by the Lord Chief Justice in London under the new Criminal Appeal Act, but the appeal failed.

On Wednesday, 5th August, 1908, the executioners, the Pierrepoint brothers Henry and Tom carried out their grim task, “launching Dodds into eternity, death being instantaneously”.

Harrison’s Hospital ‘Hangouts’ Twas the night in late October, the time just after four, When the nurses saw four policemen walk through their canteen door.

They took their caps and helmets off, then settled down to rest And try a cup of nurses’ brew - which is the very best.

The nurses’ talk was general, of abortions and such like, Of cutting rings off ‘you know what’, of coming out on strike.

When suddenly the talk went dead, as framed within the door, There stood Inspector Harrison who gaped down on the four.

They cringed down in their seats to hide, then staggered to their feet, When a shout shattered the silence, with “Get back on your beat !”

And there was Andy, John and Barry, with Gary at the rear..

They all trouped out in single file – heads bowed with inward fear.

Then right outside the exit, stood Napier with a grin, They all trudged past in single file and could have run him in!

There’s only one thing fellas and you’ll hardly need to ask When you’re dry in future, just bring along your flask….

Applied Common Sense the good old fashioned way Harry Wise died in February, 2012. A bus load of rowdy and boisterous supporters were travelling back to Sedgefield from Durham after a “boozy” night. One of the passengers kicked out a bus window and the police were called to attend. As a young and keen P.C., I responded from Ferryhill and was first one there, considering the awesome prospect of locking up about 20 drunken and rowdy people. Harry arrived soon afterwards and knowing all of them, he quickly organised a whip round of £10.00 each, to pay for the damage. Everyone was satisfied, job done and none of the tedious paperwork to start on…”

WORKING IN THE GULF by Robin Trounson, Abu Dhabi Police Advisory Team 2008-2010 I start with a confession. When a chance email just days before I was due to retire alerted me to a job opportunity as an advisor to Abu Dhabi Police, I had only a rough idea of where to look for Abu Dhabi on the map. In the Persian Gulf – or so I thought. It turned out I was half-right. Abu Dhabi, capital of the United Arab Emirates (UAE), is indeed on the lower shore of the Gulf – but not, according to the Arabs, the Persian Gulf.

For centuries this strategic front has taken its name from the historic reality of a vast Persian empire on its northern shore. In recent times, however, emboldened by oil wealth, the Arab states of the lower shore have challenged tradition. So while Persia’s modern manifestation, i.e. Iran, sticks to the original rendering, Arabs insist on calling it the Arabian Gulf – reflecting not only their growing self-confidence but racial and religious differences and growing political tensions, too. Given contemporary concern about Iran’s nuclear ambitions and warnings of a regional arms race and potential Cold War in the Gulf, perhaps the ancient Babylonians chose the most fitting name of all: for them it was the Sea of Bitterness.

Apart from Sheikh Mohammed of Dubai’s global reputation for horse-racing and Abu Dhabi’s new fondness for English premiership football, I knew little about the UAE when I accompanied Durham colleague Barry Knevitt on an Etihad flight from Manchester to Abu Dhabi in October 2008. We had been invited to join a team of some fifty former UK police officers tasked with reforming the capital’s police: to draw on our experience to advise and coach its officers and, in the language of T. E. Lawrence (of Arabia), ‘batter and twist them into something they, of their own accord, would not have been.’

Steve Barker was there to welcome us. Next day I was re-united with Kim Hunter, a colleague from Darlington and HMIC days. Stuart Maughan, Ian Applegarth and Paul Ewart were subsequent additions. Meanwhile Denny Pygall arrived in Dubai, where he was later joined by Jamie McAloon.

Dependency on foreign labour and expertise has long been a fact of life and a mere 20% of the population are Emirati nationals. Extraordinary as it may seem, slavery was not abolished until 1963! Now, expats are paid to do most of the work…. ‘The United Arab Emirates is a land of opportunity,’ says the Minister of Economy, ‘People come here to realise their dreams’ – whether money, experience, lifestyle or the chance to explore an unfamiliar culture.

Ostensibly the purpose of our team was to advise on themes ranging from planning and performance to intelligence, firearms, community policing and crime management. In practice advisors are often expected to be hand-on and our true contribution was only ever acknowledged obliquely when, in the translation of a document on the theme of Abu Dhabi Police being driven to improve performance, the English word driven was rendered in Arabic as chauffeured – which is as good a description of the advisor’s role as I’ve heard.

Like many a visitor I was immediately struck by the scale and pace of change. Within living memory there were few permanent buildings in the emirates, no schools or surgeries, let alone universities or hospitals, and not a yard of tarmac road. Now the UAE boasts the tallest building in the world and dreams of becoming a global hub for knowledge, culture, sport and tourism.

But scratch the surface and little has changed. For all their urban sophistication the descendants of the Bedouin still live by a desert

creed and cling to customs fashioned by distant ancestors. On our first morning, for example, we were introduced to a ritual rooted in the Bedouin code of hospitality. Traditionally the guarantee of coffee, food and a bed for the night in the scattered communities of the desert ensured the health, safety and protection of travellers. In today’s air-conditioned government offices tradition persists and only after bitter cardamom-flavoured coffee is served from a tall long-spouted pot can business begin.

Above all society is still tribal. When conflict was endemic members of a tribe had a right to protection and a duty to serve. To insult or injure one was to insult or injure a whole tribe and would incur collective revenge. Similarly dishonour by one would bring shame on all and could lead to the culprit being cast out. Today the tribes are united in an extended national family. Loyalty and service to the state ensure not only protection (for example, a well-paid job, free housing, education and healthcare) but advancement and reward. In government and business nepotism is institutionalised and relationships and reputations are critical to success – not only for locals but expatriates too.

Abu Dhabi and Dubai are but two of the seven emirates which constitute the UAE. For centuries they all existed as independent, feuding sheikhdoms. The turning point came in 1971 when Britain withdrew all military forces east of Suez and so ended 150 years of maritime protection in the Gulf. Sandwiched between bigger and more powerful neighbours bent on expansion the vulnerable sheikhs chose to put differences aside and unite under the leadership of Abu Dhabi, which alone of the seven is rich in oil. Since then the country has not only confounded sceptics by remaining united but has thrived to a degree unrivalled in the modern Middle East.

Mindful that the oil will one day run out, however, Abu Dhabi is seeking to diversify its economy by developing renewable energy technology and expertise. Culture, sport and tourism are other key growth areas. Luxury hotels, theme parks and beach resorts proliferate and soon the emirate will have its own Louvre and Guggenheim museums on an island dedicated to culture. In the meantime the exploits of Manchester City football club, international cricket, golf and tennis competitions and the annual Grand Prix are helping to raise Abu Dhabi’s global profile.

While huge construction projects address infrastructure improvements (e.g. public utilities, roads, bridges and transport, etc), key social policies include freedom and justice, safety and security, national health, skills and employability. Within this framework a modernising government has set Abu Dhabi Police targets to reduce crime (albeit official records suggest it is one of the safest cities in the world), improve road safety (here the converse is true, the UAE’s roads being among the world’s most dangerous) and increase public confidence (with expatriates from over 200 countries constituting some 80% of the population, few countries can be more diverse) – much the same goals as police forces in the UK. If differences in language, law, legal systems and policing practices are not challenges enough for the Western advisor, cultural disparities make certain of it, and even the legendary Lawrence admitted to being caught in a gulf between ‘two customs, two educations, two environments.’ From working in Durham Constabulary’s highly devolved, serviceoriented culture committed to continuous improvement, I found myself advising a highly secretive, internally-focused organisation resistant to change and reluctant to take risks. Forget openness and transparency, integrity, fairness and equal opportunities: leadership is patriarchal, pomp triumphs over circumstance, boundaries blur between personal and professional interests and rules exist not to enhance services but to protect individuals from having to make decisions that might damage their reputation. ‘Life on Mars’ is how one colleague described it, alluding to the television drama in which a policeman finds himself trapped thirty years in the past.

In the next thirty years, given its extraordinary capacity for construction, Abu Dhabi will likely transform its infrastructure out of all recognition. As to whether its police force will ever adopt principles commensurate with Durham’s Aiming for Excellence is rather more open to question.

Help Wanted With Photographs Alan, Can I throw some light on the photograph which appeared in the last summer edition of the Durham Peeler magazine (page 12). The photograph showed a line of motor cycles outside the old ammo dump at the rear of the old Police H.Q. , Aykley Heads.

The motor cycles are of 1949/50 vintage, Norton 500cc side valve, model 16H. They were well known for their puling power – not speed. I am surprised at the selection of that particular model because they were primarily designed for use with a sidecar| They were real “sloggers”.

The man in charge is Inspector Laurie Lee (brother of the then A.C.C. “Matey” Lee). The only P.C. that I can put a name to is Bill Gore, ex. drill sergeant in the Brigade Guards (he is 6th from left in the line of 28). Retired Superintendent Frank Cooper informs me that he was a Cadet on traffic at the time of this photograph and remembers Laurie very well. Laurie later transferred to Stores Dept. due to ill health, from whence he retired. What memories!

One of the big problems facing society at present is how to deal with the estates of people who are alive but have lost the ability to manage their affairs as a result of alzheimer, dementia, stroke and the like (time bombs) If you do not make any provision as to who can deal with your affairs in these circumstances then usually a member of your family and sometimes a Professional person would have to apply to the Court of Protection for the appointment of a Deputy. The Deputy would on appointment be in a position to deal with your affairs subject to approval of the Court of Protection and is required to submit annual accounts. The cost of making an application for an appointment of a Deputy is an initial fee of £400.00 plus an annual insurance fee, an annual fee for submission of the annual accounts and fees when any action is required which involves the Court. The system is pitifully slow and the appointment of a Deputy can take six months to a year to be put in place, after you have become incapable.

Lasting Powers of Attorney (Financial) The alternative, is that you can take matters into your own hands and make what is now called a Lasting Power of Attorney appointing a person or persons you trust with authority to act on your behalf in circumstances where either you do not wish to continue to deal with your own affairs, or you have lost the ability to deal with your own affairs. A number of safeguards are incorporated within the legislation putting these Powers of Attorney in place (The Mental Capacity Act) which obliges the Attorney or Attorneys acting on your behalf to always act in your best interest.

The Powers of Attorney must be registered before you become mentally incapable and whilst this is a bit of a chore, because even though the Powers of Attorney might never be used, they must be registered and therefore the costs of registration are effectively payable up front. Nonetheless, the delay in registering the Power of Attorney which is usually in the region of three to four months is out of the way if the Power of Attorney has to be used and if you were for example to suffer a stroke and be incapable your Attorney could ensure that your affairs were attended to without delay.

Lasting Powers of Attorney cost £120.00 to register and usually cost around £150.00 to £200.00 plus VAT to make. It can therefore be seen that in one sense it is as important if not personally more important to make a Power of Attorney than to make a Will, as this allows your affairs to be managed whilst you are alive but incapable and for bills and expenses to be paid.

You could also make, (although these are not so common) a Lasting Power of Attorney (Personal &Welfare) so that person or persons close to you have power to deal with personal welfare issues concerning you if you are incapable. This includes dealing with such issues as medical treatment.

Advance Medical Directives (Living Will) It is a fact that you cannot instruct another person to positively bring your life to an end.That would lead to criminal charges against the third party. However you can put in place an advanced medical directive explaining to Doctors that in the event that you suffer from an illness or condition from which there is no prospect of recovery and you would have to be kept artificially alive by tube feeding and artificial respiration or the like that you wish such treatment either to be withheld or removed so that your life can come to a close. Such directions are common but it is important that when made a copy is produced to your Doctor to ensure that your wishes are known.

This announcement followed Ferrari's decision to take advantage of the British government's 'Work for your Dole' scheme and employ some Geordie youngsters. The decision to hire them was brought about by a recent documentary on how unemployed youths from Swalwell were able to remove a set of wheels in less than 6 seconds without proper equipment, whereas Ferrari's existing crew could only do it in 8 seconds with millions of pounds worth of high tech equipment. It was thought to be an excellent, bold move by the Ferrari management team as most races are won and lost in the pits, giving Ferrari an advantage over every other team.

However, Ferrari got more than they bargained for! At the crew's first practice session, not only was the Geordie pit crew able to change all four wheels in under 6 seconds but, within 12 seconds, they had resprayed, re-badged and sold the car to the McLaren team for 8 cases of Stella, a bag of weed, 6 Greggs pasties and some photos of Lewis Hamilton's bird in the shower…..
