“Be Right: Know your Consumer Rights,” Laila Suhail, CEO of DEPE

DED & DEPE launch consumer rights awareness programme for retailers.

The Dubai Events and Promotions Establishment (DEPE), under the auspices of the Department of Economic Development (DED), recently announced it is conducting a comprehensive training programme for sales staff at retail outlets.

The move is aimed at strengthening the awareness and implementation of the UAE Consumer Code of Rights that was enacted into a law in 2006 which seeks to promote competition and fair trade in the market place to benefit consumers, retailers and businesses alike.

Laila Suhail commented on the initiative: “Our meeting today comes in line with our commitment to ensure that the retail sector embraces the laws related to consumer protection, in order to promote higher levels of customer service and build customer loyalty and satisfaction.”

“Hence, we are stepping up our cooperation through the Consumer Protection Campaign, for it should be very clear that by protecting our consumers, we are in fact protecting our retail industry,” she added.

Speaking on behalf of Dubai’s Shopping Malls, Majid Al Ghurair, Chairman, Dubai Shopping Malls Group (DSMG) said: “The Retailer awareness campaign is an important segment of the Consumer Rights Protection Programme, and will go a long way towards educating and informing the retail sector about the rights of the consumer. The DSMG is happy to support this key initiative from DED, as it will raise Dubai’s customer service levels and bring it on par with world class standards, thereby generating long term sustainable benefits for the retail sector in the country.”

DED and DEPE’s mutual initiative could not have come at a better time. A recent survey conducted by a major credit card service provider says consumers in the UAE are increasingly bullish about the first half of 2010, with confidence level among consumers being the highest in the Middle East.This and the expected upsurge in retail activity during the shopping festival period provide further impetus to raise customer service standards in Dubai’s malls and retail outlets.

More than 1500 retail sales staff from across the various shopping malls in Dubai have received comprehensive training on the UAE Consumer Code of Rights as part of an ongoing awareness campaign entitled: “Be Right: Know your Consumer Rights,” according to an announcement from the Dubai Shopping Malls Group (DSMG).

The retailer awareness campaign which was supported by the DSMG member malls generated an enthusiastic response from retail sales staff with the turnout at most malls averaging about 200.

The range and depth of questions and the initial feedback from the participating retailers also indicated the crucial need for such workshops and training programmes.

Majid Al Ghurair, Chairman, DSMG, said: “This initiative underlines the Government’s focus on the emirate’s retail sector and is in keeping with DSMG’s mission to position Dubai as a leading global mall-based shopping centre offering shoppers an unparalleled mall experience with the right retail mix. More importantly, it is a significant example of the close cooperation between Dubai’s public and private sector, which is essential for the success of any large scale project.”

“Retail is a crucial component of Dubai’s economy, and it is imperative to implement world class industry standards at all levels across the sector,” said Ms Laila Suhail CEO, Dubai Events and Promotions Establishment (DEPE). “These training workshops were organised to familiarise retailers about the rights of the consumer and ensure competition and fair trade in the market place to benefit consumers, retailers and business alike.

Feedback from these workshops have given us an indepth insight into the day to day problems and challenges faced by retailers in dealing with customers and will enable us to better formulate our policies and regulations.”

The retailer-focused workshops were held ahead of the Consumer Rights Protection Programme, launched on March 1st 2010, in honour of the GCC Consumer Day, in order to ensure that the retail sector is fully geared to respond appropriately to customers.

Topics discussed included the rights of the consumer and the benefits for the retailer through awareness of these rights. Retailers were given a detailed presentation on the conditions they need to comply with inside the retail outlets and the retailer’s responsibilities vis a vis the consumer.

They were also informed about the rules and regulations governing in-store signage and display and the necessity of having a standard store policy for all forms of customer interaction.

Work shops reiterated the idea that UAE laws governing the retail sector are fair to both the retailer and the consumer and that awareness of consumer rights will enable retailers to better service their customers, leading to enhancement in customer service levels in the emirate.

We’ve spoken to some recent Outlet Mall customers about their shopping experiences and here’s what they had to say: Vazira Mambetakunova is from Kyrgyzstan, lives in Dubai and visits Outlet Mall with her family at least once a month!

Her favourite stores are Columbia Outlet, Timberland Outlet and Adidas Outlet. She likes casual clothing and saved 30% to 70% in this trip to Outlet Mall. She is always telling her friends and visitors to Dubai to come to Outlet Mall for shopping!

Jose Manuel Lugo visits the mall with his family. They are from Venezuela and live in Dubai. They come to Outlet Mall every weekend and are regular and loyal customers who love to shop and save here. Some of their favourite stores are Guess Outlet, Aldo Outlet, Sketchers Outlet, Nine West Outlet and Adidas Outlet. They had saved around 50% to 70% so far and still had a lot more shopping to do.

Fredrick Carloss is from the Philippines, living in Abu Dhabi, and this is his second visit to Dubai Outlet Mall.
