Whats New?

Meet TIA, the DTI Chatbot: Your Trade & Industry Assistant, 24/7

Through the initiative of the BNRD, the DTI began the development of a chatbot that can provide 24/7 service and interact with customers regarding their inquiries and complaints about the services offered by the department.

After months of development, the chatbot named TIA (Trade and Industry Assistant) was officially introduced to the public in 7 October 2022. Powered by Artificial Intelligence and Natural Language Processing (NLP) technology, TIA is designed to improve the response and resolution time of inquiries/complaints. The chatbot is also targeted to enhance the client satisfaction rating and review and analyze the profile and nature of the inquiries/ complaints for policy and process improvement.

Currently, TIA caters to questions and concerns related to various DTI programs and services especially business name registration and consumer complaint, which are the most frequent concerns received from the customers. Language translations of the frequently asked questions in Tagalog, Cebuano and Ilocano are already uploaded in the chatbot system. This is to enable TIA to converse with clients in other local languages.

BMBE Online System launched

The Business Name Registration Division (BNRD) led the development of the Barangay Micro Business Enterprises Online Registration System (BMBE ONLINE) which aims to automate the registration processes in securing BMBE Certificate of Authority. Section 5(b) of RA 10644, or the Go Negosyo Act, states that “the DTI, through the Negosyo Center in the City or Municipal level, shall have the sole power to issue the Certificate of Authority for Barangay Micro Business Enterprises (BMBE) to avail of the benefits provided under the BMBE act of 2002. Upon the approval of registration of the BMBE, the Negosyo Center shall issue the Certificate of Authority renewable every two years. The DTI, through the Negosyo Center may charge a fee which shall not be more than One Thousand Pesos (P1,000.00) to be remitted to the National Government”. Under the BMBE Act of 2002, barangay micro business enterprises issued a Certificate of Authority shall be exempt from tax for income arising from the operations of the enterprise. They are also exempted from coverage of the Minimum Wage Law, provided that all employees shall be entitled to the same benefits given to any regular employee.

The BNRD and the Bureau of Small and Medium Enterprise Development (BSMED) worked with a third-party developer, Sagesoft Solutions Inc. (SSI) in developing BMBE ONLINE, an automated system designed to provide a faster and more convenient registration process. Registrations of sole proprietorship businesses for BMBE can be processed in the system without the need to upload and verify the Certificate of Business Name Registration. This is made possible by integrating BMBE ONLINE with the Business Name Registration System Next Generation (BNRS Next Gen) via Application Programming Interface (API). BMBE ONLINE system was launched to the public last 8 October 2022. Since It was launched, a total of 1550 BMBE applications were processed.

ONE DTI QMS: BN Check Launched

On 19-26 October 2022, a composite team comprising representatives from Business Name Registration Division (BNRD) and Regional Offices and Provincial Offices was deployed to local DTI Offices across the country to conduct the first leg of BN Check. This monitoring program was initiated to determine the inefficiencies in the business name registration, verify issues and problems encountered, determine areas for improvement, and solicit recommendations from key personnel on the ground. In turn, BN Check is seen to improve both the BN registration process and Quality Management System (QMS) implementation, which will eventually lead to better client satisfaction. For the pilot run of BN Check, the team consolidated points of concerns in specific areas of the business name registration, including queueing time, processing time, receipt of online application, verification of proposed business names, payment, and issuance of certificate, among others. To address these, the BNRD committed to prioritize the review of DAO 18-07, S2018, or the Revised Implementing Rules and Regulations of the Business Name Law enhancement of the BNRS, intensify promotion of online application, and conduct trainings for BN Processors.

The Department of Trade and Industry (DTI) announced recently that a total of 937,492 business names were registered this year, surpassing the highest record reported in 2020. According to the DTI Business Name Registration Division (BNRD), new BNs registered (832,105) accounted for 88.8% of overall registrations. The remaining 105,387 were renewal of BN registrations. The business activity of most of the BN registrations, based on the Philippine Standard Industrial Classification (PSIC), is into Retail Selling in Sari-Sari Stores with 180,406 processed applications. This is followed by Other Restaurants and Mobile Food Services Activities and Real Estate Buying, Selling, Renting, Leasing, and Operating of SelfOwned/Leased Apartment Buildings, NonResidential and Dwellings with 75,391 and 32,764 registrations respectively. In 2020, DTI reported total business names registered 916,164, followed by 867,647 in 2021.

This year, 2022, the total number of business names was 8% higher compared to last year, and is a record-breaking year as the BNRS registered the highest annual number of BN registrations for the past 10 years.

Since the development and launching of the BNRS Next Gen in 2019, BN applications registered and processed online grew from 35% to 75% based on the payment collections received. BN Applicants do not need to visit DTI Offices and Negosyo Centers to register their business names. They can register their BNs using their computers or mobile phones with internet connections anytime at the comfort of their homes within 8 minutes. Applicants may avail of various digital payment options including Gcash, Maya, Credit Cards and LandBank LinkBiz portal for fund transfers. This year, 25% paid via DTI Teller.

Applicants for business name registration may now use the Philippine Business Hub and proceed their registration with other regulatory agencies to start their business. DTI’s BNRS was fully integrated with DICT’s Central Business Portal (CBP) on 15 March 2022 which allows the end-to-end business name registration (new) of sole proprietors. Applicants who wish to register their business may lodge their application through the Central Business Portal, and may also apply for the following:

1. Online Registration with BIR (interim API of BIR’s IRIS for TIN validation and issuance of pre-generated TIN including COR only for those without TIN) 2. Online Generation of Employer Numbers for SSS, PhilHealth, Pag-IBIG 3. Unified Employee Reporting Module for SSS, PhilHealth, Pag-IBIG 4. Online Application for Mayor’s Permit with the Local Governments of Quezon City and Valenzuela City 5. Issuance of Secondary license (FDA’s License to Operate from Center for Drugs Prior to the relaunching of the portal, the DTI proposed the rebranding of the CBP to reflect a country look and feel. The CBP was changed to Philippine Business Hub (PBH) and the design of the website and logo were also enhanced. As of November 2022, based on the report provided by DICT, 9,994 BN registrations were initiated in the PBH.

The DTI and the Procurement Services-Department of Budget Management (PS-DBM) signed a Data Sharing Agreement (DSA) in June, allowing the agencies to link their respective systems and expedite the bidding process. Signed by former Secretary Lopez and PS-DBM OIC-Executive Director Jasonmer Uayan, the agreement is seen to speed up the validation, curb red tape and corruption, and help improve the overall transparency of the bidding process. In accordance with the agreement, DTI and PS-DBM agreed to exchange data of the registrants from their respective system databases. This is done by integrating DTI’s Business Name Registration System (BNRS) with the Philippine Government Electronic Procurement System (PhilGEPS) via Application Programming Interface (API).

In August, the Business Name Registration Division (BNRD) held the second webinar for BN Processors for 2022. Targeted to improve the knowledge of new BN processors onboarded on January 2021 or later, the three-day webinar was joined by 558 participants on the first day. The discussions were led by BNRD Senior TradeIndustry Development Specialist, Mr. Theoperr Ian Empis, who talked about the topics: Guidelines and Procedures on New and Renewal BN Application during the first day; Updating of BN Information and Requests for Certification and Reconsideration during the second day; and Cancellation/ Revocation of BN Registration during the last session. The participants took the opportunity to clarify points in the registration process and asked specific questions based on their everyday encounters in the frontline of BN registration. The webinar was well-received by the attendees, garnering a 98.14% average score in the client satisfaction survey. The pre- and post-webinar examination also showed improvement in the knowledge of the participants, as the scores increased from an average of 7.78 before the sessions to 8.69 after.

From the total respondents of the pre-webinar test, 60% or 272 got scores of at lteast 80%, while a marked improvement was seen when 80% or 280 takers scored of at least 80% after attending the webinar. The Business Name Registration Division launched a retooling program in 2021 to capacitate

BN Processors on identified skillsets essential for their work and in turn, improve the

service rendered to business name registration clients. This year, the BNRD expanded the program to include seven (7) skills, each conducted in three (3) levels: basic, intermediate, and advanced. These skills were Customer Orientation/ Relation, Decision Making Skills, Process Improvement Skills, Data Management and Analysis Skills, Communication Skills, Digital Skills, and Business and Work

Ethics. All sessions were already completed with an average number of participants of 48 per session This is equivalent to more than 1,000 total attendees in all 21 sessions. Average Client Satisfaction Rating for all sessions was 91.36.

CTRL BIZ Reboot Now – DTI’s e-commerce flagship Program to assist SMEs transform their business from offline to online continued in 2022, and the program recorded a total of 241 CTRL BIZ sessions conducted and attended by 43,363 participants with 262 topics on e-commerce discussed. The sessions covered regular CTRL BIZ Reboot Now, as well as partnerships with Globe through the Saludo SME and AppiGo Philippines Webinar Series.

The CTRL BIZ Reboot Now 2022 Edition focused on topics on Setting Up your Business Online, Inventory Management, Omnichannel, Data Analytics, and Cybersecurity for MSMEs. The webinar series aims to improve the digital and e-commerce competence of micro, small, and medium enterprises (MSMEs) to encourage upskilling, reskilling and upscaling, which is Strategic Priority #1 of Secretary Alfredo Pascual.

Government Agencies to Collaborate on Advocacy, Effective Monitoring through Digitalization

On March 04, 2022, the Department of Trade and Industry (DTI), together with the Intellectual Property Office of the Philippines (IPOPHL), the National Privacy Commission (NPC), the Department of Agriculture (DA), the Department of Health (DOH), and the Department of Environment and Natural Resources (DENR), issued the Joint Administrative Order (JAO) 22-01, Series of 2022: Guidelines for Online Businesses Reiterating the Laws and Regulations Applicable to Online Businesses and Consumers to increase consumer confidence in businessto- consumer (B2C) E-Commerce transactions.

The Consumer Protection Group (CPG) and the E-Commerce Office (ECO) collaborated on the issuance as a proactive engagement to remind consumers and merchants that existing laws that apply to brick and mortar stores, also apply to e-commerce enterprises. The JAO ensures that the e-commerce platforms, electronic retailers (e-retailers), and online merchants are properly guided about the rules, regulations, and responsibilities in the conduct of their online business.

DTI Completes Pivot... Embrace Technology (PET) Project Round 2….

To aid job skills mismatch and enable skills upgrading, the DTI, in partnership with Xplore Philippines, Inc., developed and implemented a selfpaced digital skills certification programme under the DTI’s Pivot: Embrace Technology Project. The PET Project aims to make displaced workers, students, and MSMEs productive during the quarantine periods through the provision of new learning and training opportunities and the development of their e-Commerce skills to allow them to use and leverage technology for their trade and industry.

The first round (April to October 2021) covered 1000 participants with 32,913 learning hours recorded, 55,572 completed courses, and 23,434 course titles accessed. Due to the success of the program, DTI funded Round 2 for 1,800 registered participants. Social media marketing, marketing management, e-bookkeeping, technical support (Java/Python programmers), and mobile app development were the most popular courses. On July 22, 2022, 342 scholars were recognised as they completed their programmes and acquired certification. As of September 12, 2022, there are already 687 scholars who have completed 85,115 courses, earning a total of 86,780 digital badges.

… And Joins Forces with Google for its Career Certification Program

Google in partnership with DTI will be offering a scholarship program for the digital upskilling of the workforce where the learners shall be given the opportunity to be certified in 4 areas namely:

1. Data Analytics (Google Data Analytics Certificate)

2. IT Support (Google IT Support Certificate)

3. Project Management (Google Project Management Certificate)

4. UX Design (Google UX Design Certificate)

There are 39,000 scholarships offered by Google, of which 9,000 are allocated for the Philippine government (5,000 slots for DICT and 4,000 slots for DTI). As of December 9, 2022, the DTI x Google Certification Program had garnered a total of 97,287 registrants, of which 883 were regionally endorsed.

During the 1st State of the Nation Address (SONA) of President Ferdinand Marcos Jr., the Internet Transactions Act, or E-Commerce Law, was mentioned as the administration’s 6th priority legislative measure under the 19th Congress. He stressed that the bill aims to establish an effective regulation of commercial activities through the internet or electronic means to ensure that consumer rights and data privacy are protected, innovation is encouraged, fair advertising practices and competition are promoted, online transactions are secured, intellectual property rights are protected, and product standards and safety are observed.

The Department of Trade and Industry has been an active partner agency of the Congress in pushing for the enactment of the Internet Transactions Act and a series of consultation meetings were conducted to ensure that the provisions of the proposed bill shall have a fair and equitable application to both consumers and sellers online.

The House of Representatives approved the proposed bill on its third and final reading during its plenary session on December 12, 2022. Meanwhile, at the Senate, it is still on first reading.

Philippines Ratifies UNECC to Bolster Cross-Border Digital Trade

Six (6) months after its signing on March 4, 2022, the DTI convened the regulatory agencies (DA, DENR, IPOPHIL, NPC and SEC) to further discuss the implementation status and updates on the provisions of the JAO. As part of its implementation, the DTI is currently exploring the possibility of jointly developing a system to exchange intelligence/information on prohibited, restricted, and regulated items monitored online. DTI-ECO has initiated the development of the Inter-Agency Regulatory Information System (IRIS) relative to the implementation of JAO 22-01. A local start-up is responsible for the development of IRIS as a means to exchange information that will be used as a collaborative tool to facilitate exchange of monitoring and tracking prohibited, restricted, and regulated items. The system is also viewed as promoting process accountability and efficiency.

DTI also partnered with Globe to assist the government in its advocacy and information campaign on the JAO. Globe has offered a free subscription for six months to its M360 (SMS) service to promote responsible online business practices.

DTI shall use the Globe M360 SMS Platform to inform online merchants about good practices in online selling and ensure the appropriate warnings are provided to e-retailers and online sellers/ merchants to ensure they are compliant with the JAO.

A targeted social media campaign anchored on the key message of building trust between online buyers and sellers is being prepared. Information, education, and communication (IEC) materials are currently being developed, including the production of 30-second explainer

the United Nations Convention on the Use of Electronic Communications in International Contracts (UN ECC) during the Digital Week of the 55th annual session of the United Nations Commission on International Trade Law (UNCITRAL) which took place in the UN Headquarters in New York last 7 July 2022.

February 2022, the Department of Foreign Affairs (DFA) endorsed to the President the UNECC, after receiving the certificates of concurrence from the Bangko Sentral ng Pilipinas (BSP), Department of Budget and Management (DBM), Department of Information and Communications Technology (DICT), Department of Finance (DOF), Department of Justice (DOJ), Department of Science and Technology (DOST), and the Department of Trade and Industry (DTI).

The Department of Trade and Industry (DTI), through the E-Commerce Office (ECO), spearheaded the ratification process in close collaboration with the DFA, which saw the ratification of the UNECC by President Rodrigo Duterte as an executive agreement. Signed by the Philippines on 25 September 2007, the Convention aims to advance cooperation on cross-border digital trade by addressing trade issues concerning electronic communications thereby facilitating the faster flow of goods and services within the regional network. Further, the UN ECC creates a modern and enabling legal framework for electronic commercial exchange as it reinforces the level of uniformity in electronic transactions by establishing common rules across jurisdictions.

Cited for Effective Support to e-Commerce Division

DigitalPH Assistant Secretary Mary Jean Pacheco acknowledged the invaluable support of development partners, citing the ongoing partnership with World Bank, USAID and the BTCA.

In the year 2022, the DTI e-Commerce Division worked closely with USAID and WB on technical -

assistance relative to the implementation of the e-commerce roadmap. Several meetings were conducted with the World Bank on the digitalization of MSMEs (SME Internationalization), and in the conduct of the regulatory review of e-commerce related policies.

The various USAID projects also provided full support to the DTI e-Commerce Division. USAID RESPOND, led by Chief of Party Dr. Henry Basilio provided technical assistance of the proposed Internet Transactions Act, and

After a year of implementation, the Intellectual Property Office of the Philippines (IPOPHIL) and the Department of Trade and Industry met with different Online Platforms, Brand Owners, Industry Associations, and Chambers of Commerce to review the memorandum of understanding on eCommerce on May 12, 2022, at the IPOPHIL office in Taguig.

the development of the Online Dispute Resolution System. USAID – DELIVER led by its Infrastructure Team Lead Prof. Ronilo Balbieran, was instrumental in the development of the logistics convergence program with DPWH (ROLL IT: LETS EAT - and DOTR (LETS GO).

The e-Commerxe division also cited thr Better Than Cash Alliance (BTCA) particularly Ms Isvary Sivalingam for initiatives on digital payments.

More than 40 participants attended the meeting, where leading e-commerce platforms and brand owners discussed their companies’ IP policies and provided recommendations on how to further improve the implementation of the MOU.

The signatories, including Globe Telecom, ZALORA Group, Shopee, Lazada, Solar Entertainment Corporation, Unilever, UKIPO-Rouse, GSK, Daniel Wellington, and the Philippine Retailers Association, reaffirmed their commitment to the MOU.

The MOU was signed in March 2021 in collaboration with the British Embassy under the UK Prosperity Fund. It aims to curb counterfeiting and piracy online.

Philippines 2022 Roadmap Surpasses Targets of 2021

Secretary Ramon Lopez convened the 1st e-Commerce Promotion Council meeting on 18 February 2022. It was attended by private sector representatives from marketplace platforms, digital payments, last mile delivery services, logistics service providers, telcos, e-retailers, PCCI, PRA, SCMAP, and Tech Alliance as well as representatives from government agencies, particularly the BSP, DICT, DOLE, PhilPost PSA, NPC, NEDA, BIR, BOC, DOTr, DOJ, NTC, and IPOPHL.

At the 2nd e-Commerce Promotion Council meeting held last 08 April 2022, the DTIECO reported that the Roadmap hit the 2021, surpassing even the 2022, targets set in the Plan and recommended a shift to a high growth scenario. During the Council meeting, Assistant Secretary Jean Pacheco reported on the status of several interventions implemented by the government as action agenda enumerated under the e-Commerce Philippines 2022 Roadmap. Accordingly, 100% of the strategies have ongoing projects and are in various stages of progress.

The e-Commerce Philippines 2022 Roadmap focuses on market access, digitalization of MSMEs, government and human capital, and logistics integration, using the tagline “Basta e-commerce, MADALI”. The Roadmap rests on a simple framework: Speed, Structure, and Security resulting in Sales.

DTI Bares e-Commerce Index

(ECI) 2021 Baseline of 86.7%

Good news for job hunters. According to a DTI study, 75% of HR practitioners interviewed say that the e-commerce sector is thriving and job opportunities abound. An 86.7% Ecommerce Job Outlook Index (ECI) was recorded for the first time in this baseline study which show positive business outlook. The DTI commissioned AAI/Tangere, a market research start-up, which created a diusion index similar to the Purchasing Manager’s Index. E-commerce job outlook is defined as the forecast of the rate of employment growth or decline in occupation. The study highlighted some of the key findings based on the key informant interviews:

1) The requirement for digital talents will steadily increase in the next five years because of adaptive consumer behaviour and the need of businesses to keep up or be left out.

2) Smaller companies going into e-commerce are doing it in order to survive while bigger companies are using e-commerce for omnichannel coverage. The talent reeds are dierent to certain extent.

3) Philippine companies are competing for talent amongst themselves and with foreign companies at the same time. There is enough supply of digital talent for those who are willing to pay but there is an issue of talent quality.

4) Because of their agile nature, digital platforms add new features and discard old ones fast almost six months. Knowledge in digital programs and tools need updating at the same, fast pace.

5) Even if companies have experienced only minor problems in sourcing digital talent, the bigger problems seem to occur after candidates were hired.

DTI Initiates e-Commerce Model Trade Agreement

The DTI, as the agency responsible for international trade negotiations including e-commerce, need to ensure that the Philippines is fully prepared during such negotiations. To operationalize strategy under e-commerce roadmap Agenda #17: Enhance - cross-border cooperation with key trading partners , the DTI-ECO has initiated the development of a model agreement that can guide government trade negotiators in international negotiations to promote cross-border e-commerce. Elements of the model agreement are: a) Empowering consumers for electronic commerce; b) Promoting e-commerce enterprises; c) Facilitating crossborder e-commerce; and d) Enabling a conducive environment for domestic and cross-border e-commerce. DTI was assisted by former Senior Undersecretary Thomas Aquino, international trade expert.

DTI Website discoverability boosted through Google Ad Credits

In 2021, the total unspent ad credits of the Department of Trade and Industry was $600,000 which was extended to be utilized until the end of 2022. Moreover, Google offered to increase ad grants to an additional $500,000, having a total of $1.1 million of ad credits allocated this year of 2022. To further maximize the given ad credits, DTI through the e-Commerce Division have collaborated with the involved offices – Business Name Registration Division (BNRD), Supply Chain and Logistics Management Division (SCLMD), and Center for International Trade Expositions and Missions (CITEM) for contribution of keywords that are submitted to the consultant in charge of running search engine optimization to DTI’s website and microsites.

By leveraging on the digital space through the utilization of Google Ads and search engine, the DTI will have more exposure and have a wider reach of audience. This will aid the agency in further promulgating its programs, as well as its offered services and materials to the public.

As of 31 December 2022, the total spend of ad credits is $2,922,557 giving a 97% utilization rate.

Digital talents in the Philippines can either have formal or informal education or training. While recruiters are open to non-degree holders, college graduates are still preferred for entry-level jobs. The respondents also revealed that Facebook, and job websites such as LinkedIn are their major talent sourcing channels.

The E-Commerce Job Outlook Study employed both qualitative and quantitative approaches with Key Informant Interviews conducted from 10 January - 11 Feb 2022 among e-commerce merchants, intermediaries, training institutions, professional organizations, and a survey of HR Heads or Managers of companies engaged in e-commerce conducted from 22 February – 11 March 2022.

The 86.7% ECI shows an improved e-commerce job outlook in the Philippines in 2021

The ECI is a diffusion index like the Purchasing Managers Index (PMI). Readings above 50% show improvement in job outlook, while below 50% shows deterioration. Respondents from e-commerce companies, agencies, and other businesses are asked the question:

Is your e commerce business progressing positively that you intend to add more digitally skilled workforce?

Answers to the question will simply be: (1) Yes, it is improving; (2) Not really since No Change as of now; or (3) No intention because it is Deteriorating.

DTI Launches “e-Bayad Mo” Social Media Campaign to Promote Digital Payments

To operationalize Agenda #11: Implement the Digital Payments Transformation Roadmap 2022-2023 of the BSP, the DTI initiated a social media campaign to encourage consumers and online merchants to use digital payments. Under the Digital Payments Transformation Roadmap, BSP targets 70% of Filipino adults are financially included (access to credit, bank account, digital wallets) and 50% of total retail payments volume is digital. Based on 2021 records, 53% are banked, and 47% are unbanked, and substantial progress is seen in the increase of digital payments share to total transactions now at 30.3%

With the goal to promote financial inclusion and digitize merchant payments, the “e-bayad mo campaign” consists of online posters, GIFs, and AVPs, that aims to raise consumer protection awareness, digital literacy to mitigate risks on online transactions and encourage businesses and consumers to adopt digital payments.

DTI Develops Digital Maturity and Digital Mindset (DM2) Toolkit for MSMEs

Are you a curious observer or a progressive innovator? The Department of Trade and Industry developed a self-assessment toolkit for micro, small and medium enterprises to measure their level of digital maturity and readiness or mindset to proceed with its digital transformation. During the 2nd Meeting of the e-Commerce Promotion Council, Secretary Ramon Lopez informed the government and private sector representatives of the MSME diagnostic developed for the DTI by Thames International. The diagnostic has been designed to help MSME’s assess their organization’s use of technology, their mindset on people, processes, product that will be processed to provide a pathway for capacity building.

The DM2 toolkit is a 3-minute, free, and easy to use test where instant scorecards and recommendations can be received after submission. Specific interventions will be provided to guide each MSME on the type of training or learning sessions required to start their digital transformation journey.

Joel Santos, President of Thames International, developed the DM2 toolkit for DTI and described the four sections available: 1) An information section to gather basic information such as email address, location, type of business, and classification; 2) The technology section, which asks about the current and available tools used by entrepreneurs; 3) The 3Ps section, which is designed to define entrepreneurs’ perceptions towards digital transformation on people, product, and process; 4) The final section is the scorecard, which will show the digital transformation type of the business (conventional, curious, open, driven, and progressive) vis-à-vis its technological persona (observer, experimenter, collaborator, and innovator).

Philippines and China Signs MOU on e-Commerce Cooperation

In 2020, the DTI eCommerce office conducted a Baseline Survey on Digitalization of MSMEs. The survey identified the level of digitalization of Philippine Micro, Small and Medium Enterprises (MSMEs) aligned with the categories defined under the ASEAN SME Digitalization study (ie. Basic, Intermediate, and Advanced). The Philippine baseline study revealed that 23% of SMEs do not use digital tools (Level 0); while 51% utilize business email (Level 1); 21% make use of business email and website (Level 2); and 6% employ business email, website, and advanced tools in their business (Level 3).

In this presentation, Thames International Managing Director TJ Parpan shared that the project, initiated by DTI-ECO, will serve as a guide for MSMEs and is not intended to be prescriptive. A training framework has been developed, and a list of appropriate capacity-building programs will be recommended. After answering the questions in the DM2 toolkit, the MSME will have access to various learning resources, including those from the DTI website and the NegosyoCenter.online

The DTI-ECO facilitated the drafting of the Memorandum of Understanding (MOU) which was signed by DTI Secretary Pascual and Chinese Minister of Commerce Wang Wentao during President Marcos’ state visit to China on 04 January 2023. During the signing ceremony, the DTI Secretary cited that the MOU is the operationalization of Agenda #17 of the e-Commerce Philippines 2022 Roadmap concerning the enhancement of crossborder cooperation and market access through trade agreements and economic cooperation with major e-commerce trading partners.

Last November 2022, the ECO, led by Asec Jean Pacheco, , received officials from the Embassy of China to discuss the -

proposed MOU. The ECO also organized an inter-agency meeting to solicit inputs from relevant government agencies on said MOU.

The MOU aims to strengthen the established strategic cooperative relationship between the Philippines and China, focusing on the growth of electronic commerce between the two countries. It further encourages cooperation in the area of electronic commerce by means of:

• Promoting trade of high-quality featured products and services from their respective countries by capacitating exporters and exchanging market information

• Pursuing business exchanges between MSMEs and e-commerce platforms, startups, and logistics service providers; and

• Sharing of best practices and innovative experiences utilizing e-commerce.

The recently issued report by Google, Temasek, and Bain & Company revealed the Philippines and Vietnam as the frontrunners in the digital economy, with sustained growth expected.

As countries in Southeast Asia have returned to “pre-pandemic normality,” the study identified global headwinds that have impacted the digital economy such as supply chain disruptions, mobility restrictions, and geopolitical tensions. These have resulted in reduced disposable income for consumers, increasing process, and less product availability. The Google, Temasek and Bain study notes that after years of acceleration, digital adoption growth is normalizing.

Nevertheless, the digital economy in Southeast Asia is poised to grow by 20% Y-O-Y. Urban affluent users and young digital natives are-

the heaviest adopters of digital services.

In the case of the Philippines, the study notes the country as one of the “clear hotspots for growth and investments.” In terms of Gross Merchandise Value (GMV), the study projects a 20% growth for the Philippines with GMV reaching $35B in 2025 and US$100-150B by 2030.

Attended by the members of the DTI Executive Committee, Directors, Regional Directors, Assistant Directors, Heads of Attached Agencies and Corporations, and the Foreign Trade Service Corps, the briefing helped to raise awareness as the study will serve as a statistical resource for the department and delve deeply into the Philippines’ internet economy and its ecosystem challenges.

DTI Vows to Formulate a More Inclusive Blueprint

The DTI-ECO has initiated the formulation of the e-Commerce Philippines 2023-2025 Roadmap, updating the 2021-2022 MADALI roadmap. The three-year roadmap (2023-2025) is characterized by a strong stakeholder engagement that is envisioned to build from the success of the past two years to ensure an e-commerce growth that is more inclusive and sustainable.

Initial forecasts remain positive. Based on the 2022 e-Conomy SEA Report of Google, Temasek, and Bain & Company, the Philippines and Vietnam are the two frontrunners, with the digital economy expected to grow 2x as fast as the GDP through 2030. The report says the SEA digital economy could reach up to $1T Gross Merchandise Value (GMV) by 2030, depending on how economies manage against macroeconomic headwinds, such as price increases, cost optimization measures, and rising cost of capital.

The e-Commerce Philippines 2023-2025 Roadmap is envisioned to reinforce the MADALI strategy of improving market access; promoting digitalization; and logistics integration, hinged on building trust between buyers and sellers, ensuring greater financial inclusion and digitizing merchant payments, and investing in skills and workforce development for the sector. The updated roadmap will also consider regional and sectoral strategies, focusing on women, youth, senior citizens and persons with disabilities, and the government.

UP Law Center Hosts e-Commerce Regulators’ Conference

The UP Law Center has been the partner of the DTI-ECO since 2018, when a MOA was signed. Among the assistance provided by the UP Law Center are technical and legal advice on the Internet Transactions Act, the UN ECC, amendments to the Electronic Commerce Act of 2000, and a review of the issuances on digital signatures. On September 27, 2022, the UP Law Center, in partnership with the DTIECO, brought various government agencies together for an inter-agency meeting on e-commerce policy. In attendance were representatives from ARTA, BOC, BSP, DICT, DOJ, DOT, DTI, IPOPHL, NPC, PHLPost, and SEC to discuss and identify each agency’s priority legislative bills and measures on e-commerce and the digital economy.

Incentives for the use of digital payments and facial recognition payments linked to digital accounts were also suggested.

The DTI-ECO, in partnership with the Philippine Bar Association, hosted the first e-Commerce Congress last 04 November 2022 with DTI Secretary Alfredo Pascual as the keynote speaker and BIR Commissioner Lilia Guillermo as guest speaker. In attendance were private sector representatives who served on the panel as discussants. A total of 114 participants joined the Congress, composed of members of the Philippine Bar, other lawyers, and private sector representatives.

Last 12 December 2022, several representatives from DTI regional offices convened for the first E-Commerce Regional Powwow. The meeting was organized for regions to present outputs from their respective FGDs on the state of e-commerce and to solicit suggestions and provide a regional lens in the formulation of the e-Commerce Philippines 2023-2025 Roadmap. A total of 40 representatives from the regional offices, DTI-ECO, and the Roadmap consulting team attended the Powwow. Most of the recommendations focused on internet access, need to capacitate MSMEs on the use of digital tools, and capacity building for DTI focal persons on e-commerce.

In consideration of safety protocols, the DTI-ECO organized several focused group discussions (FGDs) dubbed as Brown Bag Meetings (BBMs), with the objective of tackling specific concerns affecting players in the e-commerce ecosystem. Among the recently concluded meetings are the E-Marketplace, Digital Payments, Last Mile Delivery Services (LMDS), and Telcos, ISPs, and Cybersecurity. In addition, BBMs on Cross-Border E-Commerce, Online Media, Women, and Senior Citizens and Persons with Disabilities were likewise organized for the sectors’ key players and stakeholders to discuss prevailing issues and emerging trends in e-commerce. A total of 237 participants attended the eight (8) BBMs held between 11 November 2022 to 11 January 2023.

The sessions were facilitated by Dr. Romulo Romero and Mr. Christian Vallez, who adapted the Eliminate-ReduceRaise-Create (ERRC) Grid, an essential tool of Blue Ocean Strategy. Participants were asked to assess the current state of e-commerce focused on their specific sectors and identify factors to Eliminate, Reduce, Raise, and/or Create.

During the meeting on digital payments, the topline issues raised were related to the proliferation of fraud and scams, which results in increased misconceptions and

Last July 28, DTI was awarded by Maya (former PayMaya) the Outstanding Partner for Digital Commerce in a ceremony dubbed “Make Big moves with Maya Business”. DTI Secretary Alfredo Pascual delivered the keynote together with BSP Governor Felipe Medalla. PLDT Chairman Manny Pangilinan and Maya CEO and Founder Orlando Vea presented DTI the award which was received by e-Commerce lead Assistant Secretary Mary Jean Pacheco.

Telcos, Internet Service Providers (ISPs), and cybersecurity experts focused on the ease of doing business and the need to make government accreditation procedures easier, including LGU requirements. The Common Tower Policy, the sale of illegal repeaters on digital platforms, text scams, and a regulatory review of cybersecurity data protection were all discussed.

When asked to assess the e-commerce sector based on the Four Classifications identified by author Michael Watkins, namely (1) Start-up, (2) Turn Around, (3) Re-alignment, and (4) Sustaining Success, majority of the attendees agreed that the Philippines is currently in the Start-up phase.

Representatives of the Women sector raised issues on digital entrepreneurship, while those from the sector of senior citizens and persons with disabilities focused on improved accessibility on marketplace platforms and more efficient enforcement of RA 9994 or the “Expanded Senior Citizens’ Act of 2010”.

Remaining consultations in the pipeline are meetings on E-Retailers, Online Merchants, Trust Services/ Digital Signatures, Startups, Online Travel, and Youth.

Meanwhile in another ceremony hosted by GCash in December the DTI e-Commerce won a special award as Digital Financial Inclusion Champion during the 2nd GCash Digital Excellence Awards in ceremonies held at The Blue Leaf Pavillion, McKinley Hill Village, Taguig City.

The DTI was also acknowledged for Excellence in Digital Advancement for MSMEs. RD Joel Valera received for DTI MIMAROPA the Excellence in Digital Ecosystem Innovation; while SB corporation was recognized for Excellence in Digital Advancement.

The Congress provided an avenue for lawyers and e-commerce partners to reflect on the immense potential of e-commerce in the country and to discuss the biggest challenges and possible policy recommendations related to the e-commerce ecosystem. Breakout sessions also tackled the following topics:

(ii) Pivot to Cash-light Society, (iii) The Gig Economy, and (iv) Consumer Protection in the

The Department of Trade and Industry (DTI) signed three agreements with the Department of Transportation (DOTr) and the Department of Public Works and Highways (DPWH) to improve logistics efficiency in the country last December 19, in simple ceremonies held at the Philippine International Convention Center (PICC).

Trade and Industry Secretary Fred Pascual through his representative Undersecretary Carol Sanchez signed the Memorandum of Agreement with DPWH Secretary Manuel Bonoan that will renew and reformulate the working arrangement between DTI and DPWH on the planning, budgeting, implementation, and monitoring of road projects that will enhance food security and improve the movement of cargo in the country.

The first MOA between the two agencies was signed during the administration of former President Rodrigo Duterte, creating the Roads Leveraging Linkages of Industry and Trade (ROLL IT Program). From 2018 to 2023, the total budget allocated for this program has reached PHP60 billion for road upgrading projects that support priority industries under the Comprehensive National Industrialization Strategy.

Under the new MOA, the ROLL IT Program shall be reformulated to ROLL IT 2.0—Logistics Efficiency and Transport Seamlessness to Enhance Agribusiness Trade -

(LETS EAT Progam), that is highly focused on improving road infrastructure along truck routes which are used to transport food and agribusiness products to markets, manufacturing centers, ports and airports, and logistics facilities such as warehouses and cold chain storages.

In the same event, DTI Usec Carol Sanchez and DOTR Usec Elmer Sarmiento also signed a similar convergence program on Logistics Efficiency and Transport Seamlessness for Growth Outcomes (LETS GO) that will identify logistics related infrastructure such as ports, airports, rails that DOTR will prioritize and implement to help increase trade, reduce logistics costs, and improve efficiency.

The prime directive from the President is to reduce logistics costs and establish the Philippines as a logistics hub in Asia. That is clear, and when DTI conducted supra-regional consultations nationwide, it was also clear what the private sector is saying—we need better and more infrastructure. ”, said DTI Secretary Fred Pascual.

The MOA Signing Ceremony was also attended by the Logistics Services Philippines (LSPH), an informal aggrupation of private sector associations representing truckers, shipping lines, freight forwarders, customs brokers, warehouse operators, port users, and supply chain professionals.

SOON TO LAUNCH: National Logistics Strategy

In preparation for the 3rd LSPH Conference, on 14 December 2022 at the PICC, the DTI conducted its LSPH Pre-Conference Workshop, where DTI presented the initial draft of the National Logistics Strategy (NLS).

Strong Stakeholder Engagement: DTI conducts 5 Supra Regional Consultations, 5 Brown Bag Meetings 2 NLS dialogue to craft National Logistics Strategy

To ensure a blueprint that will contain breakthroughs and measurable outcomes that are relevant to the industry, the DTI collected inputs from private sector stakeholders through several public consultations. With stakeholder engagement as a key feature of the proposed National Logistics Strategy, the DTI aims to develop an action agenda to operationalize President Ferdinand Marcos, Jr directive to reduce logistics cost and build the Philippines as a Logistics Hub in Asia.

Five Supra Regional Consultations (SRCs) were held in Cagayan de Oro (West Mindanao), Davao City (East Mindanao), Iloilo City (Visayas), Batangas (South Luzon), and Isabela (North Luzon), to identify issues that hamper logistics efficiency, identify investments in logistics, and select commodities to focus on relative to studying transport and logistics cost.

The top 10 agri-commodities identified during the SRCs include banana cardava, coconut, broiler chicken, mango, pork, cacao, live hogs, coffee, banana saba, and egg. Various investment opportunities in the logistics services sector were also determined, which include cold storage, seaports, warehouses, transport logistics facilities, roads and bridges, railways, airports, ICT infrastructure, and economic zones.

Meanwhile, the most critical issues in the transport and logistics sector that stakeholders from the regions highlighted include lack of infrastructure, new rates imposed by the Philippine Ports Authority (PPA), red tape (e.g., extortion by traffic enforcers and port personnel), limited vessel space, lack of reefer containers (e.g., foodgrade), truck ban, fuel costs, slow digitalization in the government, high freight cost, and stringent customs requirements.

Infrastructure was identified as the priority issue as public and private sector identified infrastructure that must be built in the regions, and these include agri-industrial hubs, airports, bagsakan centers, cargo handling equipment, cold storage, container vans, fishports, ICT Infrastructure, transport and logistics facilities, railways, roads and bridges, seaports, slaughterhouses, telco towers, and warehouses. Meanwhile, special topics were also tackled through Brown Bag Meetings (BBMs). All inputs gathered from the SRCs and BBMs will form part of the National Logistics Strategy that will be officially launched during the 3rd Logistics Services Philippines (LSPH) Conference.

DTI, DA-BAFE collaborate on Farm-to-Market Road Development Program (FMRDP)

In response to the Department of Agriculture’s (DA) call for assistance for its Farmto-Market Road Development Program (FMRDP) Strategic Plan 2022-2031, the DTI-SCLMD, with the assistance of the DTI Regional Operations Group, consolidated a total of 11,623 logistics infrastructure projects from various government agencies, as well as 1,277 public and private markets operating in the country. An ongoing activity with the DA, the DTI Supply Chain and Logistics Mangement Division (SCLMD) continues to collaborate with the DTI Regional Offices in the identification of warehouses, markets, bagsakan, etc. so these can be mapped out by the DA.

The DTI Secretary expressed full support and signed the Joint Administrative Order (JAO) on the Formulation, Implementation and Updating of the National Network of Farm-toMarket Roads. DA is now formulating the FMR Master Plan 2023-2028.

Following the directive of the President to make the Philippines a Logistics Hub in Asia, the workshop served as an avenue for logistics stakeholders to share their inputs for the (NLS). The break-out sessions for land sector, sea sector and air sector resulted to an in-depth discussion and validated the current issues and concerns of the Philippine supply chain and logistics sector earlier identified.

The initial draft of the National Logistics Strategy stand on 5 Pillars:

(1) Technology Upgrade and Digital Transformation (2) Public and Private Investments (3) Policy and Regulatory Reform (4) Ease of Doing Business, and (5) Skills and Workforce Development.

The DTI and DOTR are jointly formulating the roadmap together with industry representatives from LSPH, exporters, importers. The-USAID, specifically through its RESPOND and DELIVER projects are providing the DTI and DOTR with technical support.

The event was attended by 190 participants from various logistics services sectors (i.e., truckers, freight forwarders, port operators, customs brokers, shipping lines, air cargo operators, container depot operators, among others), as well as industry associations, business heads, importers, exporters, and representatives from different national government agencies (NGAs).

Addressing truckers concerns on Candaba viaduct repairs

The Department of Trade and Industry (DTI), in cooperation with Rep Anna York Bondoc of the 4th District of Pampanga conducted the National Logistics Strategy (NLS) Dialogue focusing on the issues surrounding the Candaba viaduct.

Last August, truck associations raised with the DTI the “truck chaos” that happened on August 1 due to the sudden ban on the entry of southbound trucks. Imports from Subic and Bataan port, oil refineries in Bataan, and manufacturing plants in Bataan, Pampanga and Tarlac were affected. Vehicles weighing more than 33 tons were barred from plying the North Luzon Expressway (NLEX) Southbound side of the viaduct due to its repairs.

The Candaba Viaduct, which carries the North Luzon Expressway (NLEX) across the Candaba Swamp in the provinces of Bulacan and Pampanga, is a critical 5-kilometer trade route connecting Metro Manila and Central Luzon. It is currently undergoing a two-year rehabilitation plan that started on 11 July 2022 and will be completed in the fourth quarter of 2024.

During the dialogue, stakeholders agreed with the proposed plan to construct the third viaduct. Rep. Bondoc also strongly recommended the construction of series bypass roads and bridges (North South Vital Interlink Project) as alternate routes.

High-Level Meeting between DTI-DOTR-DPWH-DA-DILG hosted by DTI to discuss 3-yr food logistics Plan

On 7 December 2022, top officials of the DTI, DOTR, DPWH, and DA met to discuss the directive of the President to formulate a 3-year Food Logistics Plan. The meeting was attended by DOTR Usec Elmer Sarmiento, DPWH Usec Catalina Cabral, DPWH, Div Chief, Engr. Nanette Jimenez, DA-BAFE Dir Ariodear Rico and AD Jane Tapel, DTI Usec Carolina Sanchez and Asec Mary Jean Pacheco.

The DTI and DOTR jointly proposed an agro-logistics plan setting the following objectives:

1) Ensure unhampered movement of cargo, especially on food; 2) Reduce Transport and Logistics Cost of Agri-Commodities; (3) Expand the connectivity of the country’s land nautical highway from Luzon all the way to Mindanao; (4) Promote ease of doing business in transport and logistics sector; and (5) Upskill and accelerate workforce development to increase the competence and quality of logistics workers.

NLS dialogues are issue- specific discussions designed to provide solutions to address existing concerns. The first NLS dialogue covered the TABS – Terminal Appointment Booking System. Other issues to be tackled are the problem on the return of empty containers, issues of food exports, and port digitalization.

BUILD BETTER MORE LOGISTICS INFRASTRUCTURE DTI inks MOA with DOTr and DPWH

Harmonization of Sea and Air Freight Accreditation Happening Soon

The DTI, through the University of the Philippines Public Administration Research and Extension Services Foundation, Inc. (UPPAF), conducted the 2022 Logistics Efficiency Indicator (LEI) Survey to see how the country’s logistics performance has progressed.

The LEI Survey measures the performance of the logistics services sector using three indicators: time, cost, and reliability. Results showed that the most important logistics performance dimension has shifted, with 77.5% of logistics service providers (LSPs) now prioritizing reliability and timeliness as compared to 37% in the 2017 LEI Survey. The uncertainty brought about by COVID-19-related disruptions is a direct result of this need for businesses to be able to plan around definite timelines.

While in previous surveys, delays in customs processes were considered the most problematic issue for LSPs at that time, the 2022 edition saw a rise in perceptions that COVID19-related supply chain delays were the main source of problems in the industry. The volatile community quarantine statuses implemented together with strict quarantine measures when infections began to rise, it became a major source of manpower shortages not only in government agencies processing the necessary documentation but also among LSPs.

FOCUS: WAREHOUSING AND STORAGE SECTOR

LSPH Commitment No. 9 of the Ten Commitments of the Logistics Services Sector, seeks to promote and encourage investments in infrastructure in critical areas and strategic points in the country. DTI sought the assistance of USAID DELIVER in conducting a study on the warehousing and storage sectoral landscape in the Philippines, including regulatory review, and identifying sectoral gaps, areas for improvement, as well as investment opportunities.

The study provided the DTI a snapshot of the state of the warehousing and storage sector by accessing industry reports and primary data to the extent feasible and focusing on critical issues that include: (a) types and number of warehouse and storage facilities operating within the country, (b) demand and supply for warehousing and storage services, (c) sectoral strength, weaknesses, opportunities, and threats, (d) level of automation and digital transformation initiatives.

The key findings of the study are:

• There are 6,500 total warehouse and storage facilities operating across the Philippines;

• The growth of e-commerce in the past two years has created greater demand for warehouse and storage services; and

• There is a need for additional investment in infrastructure, technology, and manpower to enhance sector efficiency and accommodate market growth.

Last December, the DTI and DOTr agreed to jointly promote ease of doing business by signing a MOA to harmonize sea freight and airfreight accreditation. As a result of Project Streamlining, the DTI and DOTR agreed to harmonize its accreditation requirements and processes for sea and air freight forwarders by DTI’s Fair Trade Enforcement Bureau (FTEB) and the DOTR’s Civil Aeronautics Board (CAB)—two agencies mandated to issue licenses to operate.

DTI’s shared objective is to reduce documentary requirements, fees, and processing time and align with the standards set under RA 11032. More importantly, government must make the accreditation process easy and eliminate steps and repetitive requirements.

DTI launches Logistics Services Philippines (LSPH) Project Streamlining Phase 1

On May 2022, DTI-SCLMD launched the project called Logistics Services Philippines (LSPH) Project Streamlining: Promoting Ease of Domestic Shipping Services Sector, Phase 1: Inventory of Permits and Licenses issued to Cold Storage, Customs Brokerage, Domestic Sea Shipping, Freight Forwarding, Trucking, and Warehousing Enterprises.

Phase 1 of Project Streamlining formulated an “inventory of permits and licenses” required by government agencies. It contains the list of documentary requirements, steps, processing time, and associated fees and covers the entire business life cycle of logistics enterprises, from Starting a Business, Operating a Business, to Closing a Business (SAB2CAB).

To validate all the information gathered and confirm the actual processes on the ground, several meetings were held with private sector representatives and 45 government agencies and offices. After the validation meetings, the entire regulatory environment of the six (6) logistics subsectors was mapped and assessed. Choke points and redundant requirements and processes were identified and appropriate recommendations were proposed.

Phase 2 of the project is the actual streamlining. The Anti-Red Tape Authority (ARTA) shall carry out the reduction of documentary requirements, processes, time, and costs. Ultimately, the goal is to reduce the cost of compliance and encourage efficiency through the automation of government services.

With the accelerated adoption of e-commerce and the launching of the E-Commerce Philippines 2022 Roadmap last January 2021, the DTI-ECD and the DTI-SCLMD, initiated the inclusion of Last Mile Delivery Services (LMDS) Study in the 2022 LEI Survey. The study covered various topics such as regulatory environment, market conditions, competition, and pricing.

The study notes that there is no specific legal framework that governs the LMDS. Several regulations cover the different types of LMDS providers. Philippine Shippers’ Bureau (PSB) Administrative Order No. 06, s. 2005 regulates freight forwarders and third-party logistics providers. On the other hand, the DICT regulates courier and messengerial services through the Department of Transport and Communications (DOTC) Department Circular No. 2001-01, which was later fully adopted by DICT with the issuance of Department Order No. 2017-01. This regulation gives DICT the authority to grant licenses to the courier and messengerial service providers as well as the messengers. The licenses given to service providers can either be national or regional in scope.

The market for last-mile delivery services is estimated at PHP 58.24 billion in 2020 based on the revenues generated. According to a case study conducted for a food franchise business, last-mile delivery to customers (including platform fee) is 23.6% of the cost of goods sold.

With E-commerce expected growth of 20% in the following years as projected by Google Temasek, and Bain & Company (2022), consequently, there will also be an increase in the demand for LMDS. The study on the last mile delivery sector’s current state will help government understand the landscape, identify gaps and issues, and develop proactive measures to enhance the sector in support of e-commerce and trade in general.

NLS Dialogue #1: TABS Review Mulled

In response to the findings of the LEI Survey 2022, calling for a review of the Terminal Appointments Booking System or TABS, the Supply Chain and Logistics Management Division (SCLMD) organized the first dialogue as inputs to the National Logistics Strategy (NLS) currently being drafted.

Skills Initiative for Freight Forwarding Operations:

A Short Course for Shipping Coordinator is the first training program initiated by the DTI that is aligned with the Philippine Skills Framework for Supply Chain and Logistics (PSF-SCL).

Three batches of training from 28 February 2022 to 18 March 2022 were conducted. A total of 314 freight forwarders and logistics service providers participated in the training.

The short course is a 20-hour training designed for Import-Export Administrative Assistants and Shipping Assistants or any similar occupation in the freight forwarding operation.

Through this, logistics professionals were able to learn how to apply the principles of multimodal shipping and cross-border trade, recognize legislative and documentary requirements at origin, transit, and destination, establish the acceptability of goods being imported or exported, inspect the quality and quantity of shipment, verify shipment condition and quantity versus the presented documents, handle specific types of cargo according to established standards, and identify any cargo requiring special handling or loading.

The “Developing Your Logistics Plan” Training is a strategic course designed for managers and leaders, business owners, and anyone working in a supply chain or logistics setting. The course focused on the strategic importance and value of logistics as it explores a series of strategy options and potential effects on the business. Participants learned to design, develop, and implement an effective logistics strategy – a blueprint for better business performance and efficiency.

The four batches of this training conducted between January to February of 2022 were attended by a total of 454 logistics professional. It was initiated based on the recommendations from the Logistics Efficiency Indicator (LEI) Survey 2020. Providing small firms with virtual training and a self-help manual for developing a logistics plan would create significant ripple effects on the firm’s ability to manage its logistics costs.

The following are the training modules used during the training:

• Module 1: Introduction to Supply Chainand Logistics Management;

• Module 2: Current Supply Chain Strategies;

• Module 3: Planning Framework for Logistics;

• Module 4: Logistics Management and Organization; and

• Module 5: Outsourcing Trends and Best Practice.

Joined by the importers, exporters, and freight forwarders, the NLS Dialogue on TABS held on 29 November 2022 at the Rizal Hotel was sponsored by the terminal operators, International Container Terminal Services, Inc. (ICTSI), and Asian Terminal Inc. (ATI).

Highlighted by the presentation of ICTSI and ATI, which was also observed, is that the efficiency is delivered by TABS at the gate/yard as it puts order on port operations. One of the major recommendations from the dialogue is to review the fees and possibly eliminate it in order to reduce logistics cost.

The DTI Supply Chain and Logistics Management Division (SCLMD) facilitated the release of P125M in fuel subsidy for delivery riders as part of the DOTR Fuel Subsidy Program. From the P2.5 Billion budget allocated to the transport sector, 5% or Php 125 Million was allocated to Delivery Service Providers sector, while 25% or Php 625 Million to LGU Tricycles, and 70% or Php 1.75 Billion to LTFRB Modes.

LTFRB sought the assistance of DTI because Last Mile Delivery Services (LMDS) form part of the logistics Services sector and DTI close collaboration on e-commerce.

To facilitate the delivery mechanism provision of the cash subsidy, the DTI, DILG, and DOTR through LTFRB signed a Memorandum of Agreement (MOA) to operationalize the fuel subsidy program. On 31 March 2022, the DTI transmitted to LTFRB the final list of driverbeneficiaries totalling 27,777 names and the proposed Fuel Cash Subsidy amount is P4,500 per rider-beneficiary.

In accordance with the roles set in the MOA, the DTI administered the following criteria in determining the list of eligible driver-beneficiaries. The LMDS were asked to screen in accordance to the following criteria:

a. Depending on the company’s business model, the driver included in the list either (i) regularly reports to work for at least five (5) to six (6) times

a week OR (ii) considered as “active” drivers or have had transactions for the last sixty (60) days;

b. With good rider behavior and had commendable performances based on ratings provided by customers they have served;

c. Has a clear record with the company; and

d. Able to comply with information requirements as prescribed by the Department of Trade and Industry (DTI) and Land Transportation Franchising and Regulatory Board (LTFRB).

To date, 27,554 (99.20%) out of 27,777 FSP beneficiaries already received their subsidy.

2022 was a year of legacy and transition. For the officers and staff, the men and women of DigitalPH, composed of some of DTI’s missioncritical units – the year that just ended was a productive year, as it was fulfilling.

Let me count the ways. The Business Name Registration Division (BNRD) reported a record-breaking year of business name registrations, the highest. We must take credit for the increased advocacy on the ease of getting your business name online, in 8 minutes! Starting a business should be simple has been our key message.

The e-Commerce Division likewise reported surpassing the 2022 targets set under the e-commerce Philippines 2022 Roadmap, as early as 2021, forcing us to revise targets using a high-growth scenario. According to the 2022 e-conomy report of Google Temasek and Bain, the Philippines and Vietnam are the frontrunners in the digital economy.

The Supply Chain and Logistics Management Division (SCLMD) has institutionalized public-private sector partnerships through the creation of Logistics Services Philippines, which put the DTI at the forefront of logistics services. Under DTI’s initiative, a National Logistics Strategy (NLS) has been drafted, a Food Logistics Three Year Plan is set to be presented to the President.

It’s all about strategy execution. This year, we reap the efforts of the past two years, when the DigitalPH team put into high gear the implementation of LSPH Ten Commitments, and the 22-action agenda defined under the e-commerce Philippines 2022 Roadmap.

Furthermore, our experience in the development, management and maintenance of our online system, allowed the BNRD to extend our digitalization experience and competencies, to the implementation of Digital Transformation Initiatives in the DTI such as the development of the Negosyo Center Online (in cooperation with ROG), the BMBE Online (in cooperation with BSMED), and our chatbot TIA (Trade and Industry Assistant), in cooperation with the KMIS.

These pages show the dynamism of the team behind these accomplishments. We share these in gratitude to all our partners in the private sector who provided support to all our endeavors, to fellow government workers in and out of DTI for the whole of government approach, to all our suppliers who delivered, and our development partners whose technical assistance we continue to value.

We are grateful for the trust and support and guidance of Former DTI Secretary Ramon M Lopez, and for the past six months, we are equally ecstatic about the priority accorded by DTI Secretary Alfredo Pascual on all three teams – business name, supply chain and logistics and e-Commerce.

On behalf of Team DigitalPH, we look forward to 2023! We aim to do more and better. We shall move faster, aim higher, and build a stronger team. Para sa bayan.

BEYOND NUMBERS

Aiming for Better UX for BNR ATBP

With the record-breaking year after registering 937,492 business names, 2022 would be a challenge to top. Historically, BN registrations in 2020 marked the highest percentage increase from previous year with 44%.

Take note that this was the start of the pandemic with series of quarantines and lockdowns. The year after, BN registrations slightly slid down with 5% decrease but still relatively high at 867,647 compared to 2019 pre-pandemic year.

The Business Name Registration Division (BNRD) owes this new all-time high achievement to the fast and easy registration process through the BNRS Next Generation portal; the continuous advocacy initiatives and dedicated people in the Regional/ Provincial Office and Negosyo Centers.

More than a mark in the BNRS history, these numbers are also indicators that more people are engaging in businesses, and similarly, more businesses are joining the formal economy. With Retail Selling in Sari-Sari Stores remaining as the most registered business activity and Barangay as the most selected territorial scope, it also proves that micro and small businesses are still major contributors to the economy. For BNRD, this record means a challenge to reach the 1Million BN registration mark. We will endeavor to achieve this in 2023. However, the 7% increase from 2022 record, definitely, cannot be achieved by doing our usual. We really need to innovate and be more creative.

Primarily, BNRD recognizes the need to continuously improve the registration policies and processes and align them with other business registration-related policies. While the online registration process is already streamlined into 8 minutes, like everyone may know, we still have an immense room for improvement. Thus, we will continue to find ways to further level up the BNRS Next Gen User Experience and reinforce system reliability and security measures through policy review and issuance, procedural manual updating and system enhancement.

There is also a need to scale up our advocacy and education campaigns for the transacting public and capability building for Negosyo Center personnel. We will beef up our recognition system to acknowledge their contribution in public service.

Finally, forging partnerships and strengthening collaboration with our stakeholders are also important action plans of BNRD.

The institutionalization of the One DTI Quality Management System Team for BN registration shall be our defining moment in the institutionalization of a ONE DTI approach. We will not only foster cooperation between BNRD and our field offices, we shall also establish partnerships with other government agencies by encouraging interoperability or integration—linking the BNRS Next Gen with other business registration online systems.

Through these programs, we are confident to ensure a better client experience that will translate to a higher registration rate in the upcoming years. And for all we know, 2023 may become another recordbreaking year for Business Name Registration.

containers, skills upgrade, and many more, a full understanding about the sector is needed. Education, training, familiarization and industry experience was necessary. In partnership with the Logistics Services Philippines (LSPH), the SCLMD team conducted roadshows, dialogues, workshops, and port visits. We hired people with background on logistics and supply chain. We acquired valuable information from the ground up through our exposures.

As the government began lifting restrictions in March 2022, businesses began to operate at full capacity and people were able to travel freely regardless of age or illness. I was still on study leave that time taking an online program, and when my leave ended in April, I began working full-time for the division the following month.

With the new administration that came in mid2022, I hoped that all the priorities listed in the e-commerce Philippines 2022 roadmap would be continually supported by the new president and new DTI secretary. The good news was that, amidst the feeling of uncertainty, 2022 was still a fruitful and productive year for the DTI Digital Philippines E-Commerce Office (DTI ECO) in terms of moving e-commerce forwards and promoting it in the country.

Due to the COVID-19 pandemic the past two (2) years has been challenging for all of us, and more so to the supply chain and logistics (SCL) industry. These MOAs aim to unite the programs of the DTI, DPWH, DOTr and CAB relative to the President’s directives to reduce logistics costs, promote ease of doing business and the government’s response to the LSPH Ten Commitments.

Our close collaboration with the DA-BAFE enabled us to draft the 3-Year Food Logistics Plan in line with the President’s directive.

More importantly, we are proud to be at the forefront of a National Logistics Strategy. Once the Plan is completed, the government will now have a clear blueprint that will provide efficient and sustainable solutions to each concern raised by the stakeholders.

As of December 2022, all action agenda outlined in the MADALI Roadmap have different programs and initiatives in various phases. I am proud to say that these projects evidently prove that the DTI’s goals for 2022 were actively pursued and largely achieved, thanks to the accelerated adoption of e-commerce due to the pandemic.

There are however, many achievements of the office that I am proud of, but there are two that I believe deserve a special mention.

After 15 years, the Philippines signed the United Nations Convention on the Use of Electronic Communications in International Contracts (2005) (UN ECC) in 2007. With its ratification, the Philippines becomes the sixteenth state party to the Convention. It will enter into force for the Philippines on February 1, 2023. A year was all it took for the ECO team, led by Asec. Jean Pacheco, to mobilize and take the initiative, emphasizing its significance in legally facilitating cross-border electronic transactions.

The proposed Internet Transactions Act has been approved on 3rd and final reading in the House of Representatives, and the Senate Committee on Trade under Sen Mark Villar, as sponsor of the measure, is poised to tackle the measure in plenary. As a consumer as well, who is rather reluctant to make online purchases, I look forward to the passage of the proposed bill as it will ensure fair e-commerce business practices. In addition, the creation of an E-Commerce Bureau will provide the needed manpower to support the growing needs of the industry. 2023 will be as busy as 2022, if not more. As the chapter on the Philippine e-Commerce Roadmap 2020-2022 comes to a close, the DTI will launch the e-Commerce Philippines 2023-2025 Roadmap to ensure the continuation of pandemic recovery and future-proofing activities. Given this new road map, stakeholders should expect continued efforts and further initiatives to boost e-commerce growth, create more jobs and protect online consumers.

There will be a lot of work for DTI ECO as we continuously strengthen engagement with a number of e-commerce partners and welcome new partnerships with large corporations and conglomerates, startups, development partners, and organizations. The exciting part is that the office will not just focus on the e-commerce sector but also on the other developing sectors that comprise the internet economy, such as the food and transportation industries, online media, online travel, and digital financial services.

As the DTI explores a variety of opportunities to build strategic action plans, policies, programs, and other support measures to maximize the benefits of e-commerce for the country, I look forward to working with a more proactive and dynamic team, as stakeholders anticipate continued efforts to advance our initiatives.

On 31 March 2022, the DTI through its Supply Chain and Logistics Management Division submitted to Land Transportation Franchising and Regulatory Board the list of driver-beneficiaries from the Delivery Service Providers sector qualified for the Fuel Subsidy Program (FSP). The FSP for Last Mile Delivery Services (LMDS) is budgeted at PHP 125 million, 5% of the appropriated budget of 2.5 Billion for the said program, under the General Appropriations Act (GAA) for FY 2022. As of 30 December, 27,554 (99.20%) out of 27,777 FSP beneficiaries already received their subsidy.

USAID O2: EVOLVING for E-Commerce: Transforming

Held on April 8, 2022, the 2nd EPC focused on updates on BSP’s digital financial inclusion initiatives to expand the adoption of e-payments in the country, BIR’s current invoicing system vis-à-vis e-invoicing and e-receipting, in support of the TRAIN Law provisions, and BOC’s e-commerce activities based on the result of the International Trade Center’s assessment (a joint agency of the WTO and UN and the implementing agency for the ARISE project).

The discussions also highlighted the need to strengthen e-commerce advocacy and communication programs and replace misinformation to build confidence and increase trust in adapting e-commerce. The MSME Digitalization Self-Assessment Toolkit, the Digital Transformation Framework, and the E-Commerce Job Outlook Survey for 2021 were also presented at the 2nd EPC. DTI Secretary signed the letter to Association of International Shipping Lines (AISL) dated 13 June 2022, encouraging the liners to consider CLA as an alternative to container deposits, the letter was released on the same day. The issue of container deposit refunds is a longstanding issue that the private sector has been raising to the DTI for the past years. The department believes that the CLA is a viable option in addressing the issue as it will drastically reduce procedures, time, and cost, as well as improve the competitiveness of SMEs.

On 12 May 2022, the DTI Foreign Trade Service Corps (FTSC), through the assistance of Assistant Secretary Raymond Albert Batac and Commercial Counsellor Norjamin Delos Reyes, conducted further due diligence on the CLA by coordinating with the Ministry of Transport (MOT) of Malaysia and conducting a site visit to D&D Control Sdn. Bhd.(parent company of CLA Phils.

The 3-day webinar series was organized to capacitate and enhance the understanding of our newly-appointed BN Processors on the guidelines and processes in evaluating and processing BN registration applications and other related transactions. It was attended by 675 unique BN Processor participants.

Attended by importers, exporters, and domestic traders, the event facilitated discussions on interventions in facilitating seamless international trade and domestic transactions. The main goal of the discussions was also to improve the movement of goods.

Meeting with Tiktok

Referred by IPOPHL DG, DTI e-Commerce Lead Assistant Secretary Mary Jean Pacheco, welcomed TikTok IP Protection Mohamad Nizam, Brand Cooperation Manager SEA, James Cheah, Brand Cooperation Manager SEA & UK and Toff Rada of ByteDance Philippines Inc., who presented TikTok policies, particularly on focus on IP Protection on TikTok Shop. TikTok is in the process of rolling out an e-Commerce platform tool. Intellectual property protection center which is a centralized tool for IP rights holders to raise and manage IP matters on TikTok shop. DTI e-Commerce endorsed the MOU between brand owners and platforms.

Conduct of BN Check

On 19-26 October 2022, the BNRD Staff including representatives from different Regional Offices (ROs) visited Provincial Offices and Negosyo Centers in Regions IVA, V, VII and XI as part of the BN Check. BN Processors were interviewed on the actual situation in providing business name registration services for walk-in applicants including the challenges they faced. This activity intends to identify necessary BNR policy, procedures and system improvements.

MOU signing between DTI and Center for International Private Enterprise (CIPE)

The Barangay Micro Business Enterprises Online Registration System (BMBE ONLINE) was launched which aims to automate the registration processes in securing BMBE Certificate of Authority. It provides a faster process for registration, thus reducing red tape in the bureaucracy. It also seeks to streamline the current BMBE registration procedures for a better end-user experience.

Brown Bag Meeting 4: Trade Facilitation

MOU signing between DTI and Center for International Private Enterprise (CIPE) to integrate a course on capacitating MSMEs in using digital tools and platforms to support their businesses’ engagement in e-commerce and to harness the power of digital economy.

The event tackled the topic of trade facilitation and invited regulatory agencies to discuss issues on cross-border transactions. There are many issues that surround trade facilitation beyond customs. Related are ease of doing business, logistics infrastructure, regional trade facilitation, port efficiency and digital transformation.

Brown Bag Meeting 5: Skills Upgrade and Logistics Workforce Development

The DTI SCLMD organized a meeting between DOTR Undersecretary Elmer Sarmiento and the private sector associations and organizations affiliated with LSPH. DTI Assistant Secretary Mary Jean Pacheco presented the various issues and concerns such as overloading policy, pass-through, and other concerns raised by -

the LSPH and previously discussed with DOTR Undersecretary, in preparation for the Food Logistics plan being prepared. The meeting was also attended by DTI Undersecretary Ireneo Vizmonte, and DPWH Undersecretary Maria Catalina Cabral.

DTI x Google Career Certification Program

Davao de Oro Investment Conference 2022

As part of DTI’s objective to create a cadre of digitally skilled workers, the department has partnered with Google in launching a Career Certification Program that aims to provide digital training to create new pathways for Filipinos to get high-paying jobs.

Supply Chain and Logistics Management Division (SCLMD) Supervising Assistant Secretary Mary Jean Pacheco, was invited by DTI Davao de Oro to speak during the Davao de Oro Investment Conference held at the Montevista Sports Complex. Logistics and Transport was one of the industries featured together with Coconut and Poultry.

The DTI SCLMD was invited by the BOC to attend a consultation meeting to address the issue of return of empty containers. In a separate meeting after, DTI-SCLMD reported BOC-related issues raised during the conduct of Supra Regional Consultations and Brown Bag Meetings, such as on container yards (CY), overloading policy, the high penalty in clerical errors, e-TRACC, and electronic Air Waybill (E-AWB). It was agreed that BOC will invite the DTI when it exercises its visitorial powers on CYs.

The BNRD met with the CEO of PROTO Mr. Curtis Matlock and Global Sales Director Ms. Jennifer Dantoc to discuss the DTI user experience. DTI team relayed the various enhancements needed. PROTO committed to provide the necessary training and will accelerate the adjustments as requested by the DTI.

Another team composed of 4 representatives from ROs visited and interviewed the BNRD staff and conducted a document review to check Head Office operations. Among the areas reviewed include process on policy review and monitoring, promotion and advocacy, training, technical support provision and system enhancement and maintenance.

The Department of Trade and Industry, in partnership with the Philippine Bar Association, hosted the eCommerce Congress which attended by 114 participants. In attendance were DTI Secretary, BIR Commissioner, e-commerce marketplace and members of the Philippine Bar.

During the second meeting of the One DTI QMS Team for BNR, the results of the BN Check conducted by BNRD and representatives of all Regional Offices were discussed. Some of the agreements during the meeting included the review and development of Measures Profiles that will be adopted as Quality Objectives and Dashboards of the BN Processors and issuance of a “No Cash Policy” including prohibiting the use of Office or Personal Gcash Account in Negosyo Center (NCs) without a Special Collecting Officer (SCO) or Cashier.

The DTI e-Commerce lead was invited by USAID and the Portulans Institute as a panel in the Southeast Asia launching of the NRI 2022, with a spotlight on the Philippines.

The NRI reported that the Philippines climbed 12 notches, increasing ranking from 83 to 71. According to the Portulan Insitute, “The Network Readiness Index (NRI) is one of the leading global indices on the application and impact of information and communication technology (ICT) in economies around the world, and in its latest version of 2022 the NRI Report maps the network-based readiness landscape of 131 economies based on their performances in four different pillars: Technology, People, Governance, and Impact.”

To conclude the COA IT Audit on the BNRS, an Exit Conference with Undersecretary Ireneo V. Vizmonte and Assistant Secretary Mary Jean T. Pacheco was conducted last 2 December 2022 via Zoom. High-level findings were discussed and focused primarily on improvements of the BNRS security features, documentation, online collections, compliance to digital payment policies, and others.

Following the Cabinet directive to formulate a 3-year food logistics plan, a high-level meeting was organized and attended by Undersecretaries of DTI, DOTR, and DPWH. The DA was represented by Director of DABAFE.

Visit to Candaba viaduct organized to understand the project. Pampanga’s 4th District Representative Anna York Bondoc sponsored the dialogue held at Bren Z Guiao Convention Center. In the afternoon, DTI facilitated dialogue attended by various government agencies. The e-Commerce Division convened regional offices to ensure regional lens is adopted in the 20232025 e-Commerce Roadmap. The event was attended by fourteen (14) regions (40 participants), who presented their respective assessments of the e-Commerce landscape in their regions. GCash held the GCash Digital Excellence Awards 2022, a recognition programme for government units and agencies that pioneered the use of digital financial products to help ensure safe and efficient delivery of their services. The DTI and its e-Commerce Office were chosen as the recipients of the Excellence in Digital Advancement for MSMEs and Digital Financial Inclusion Champions from the National Government Agency Sector.

DigitalPH team welcomed PSA officers to the DTI to discuss possible partnerships relative to the PHILSYS ID. The meeting agreed on the following: BNR system to include ID number, and ensure BN processors accept e-ID. SCLMD, as administrator of the fuel subsidy to coordinate with LMDS for a special session to register delivery riders. ECD to facilitate meetings with marketplace platforms for possible integration of system with the National ID.

The Webinar on the Guidelines and Procedures on the Provision of Technical Support via the BNRS Helpdesk was organized for BN Processors to discuss the standard process in the provision of technical support by the BNRD staff via the helpdesk. This aims to prepare all BN Processors during the expected influx of walk-in BNR applicants by first quarter of 2023.
