Abstract

This report seeks to understand the perceptions of Salt Lake City (SLC) parks, trails, and natural areas users around issues of stewardship and equity, among other topics. From August 26 to October 15, the Community Engagement in Planning students enrolled in the Master’s Program in the City and Metropolitan Planning Department were the SLC Public Lands Division feet on the ground and conducted one-on-one intercept surveys in our public spaces. Reached out to organizations to share information on the project and hang posters, collected surveys, and conducted focus groups with traditionally underrepresented communities. Outreach included pop-up events and trail intercepts where we meet outside about Reimagine Nature to solicit community input at events hosted by Public Lands (1) ice cream and food truck pop-up events, (2) trailside snacks activities, (3) intercept surveys in our public spaces and, (4) micro engagement focus groups with underrepresented communities. Students collected 635 intercept interviews on their own and over 3,733 responses to the digital survey in partnership with the Public Lands Division—totaling 4,368 responses. The course alone made over 236 connections with organizations, posted 215 social media posts and 54 participants of our focus group that centered on the west side (Rose Park, Glendale, Poplar Grove, Fairpark, Jordan Meadows and Westpointe) and Central City. All together we made 4,871 interactions. The study presents findings, recommendations, and concludes that it is more important than ever to focus on stewardship and equity within the Public Lands Master Plan.

The “Community Engagement in Planning Series” consists of publications by students, faculty, and partners about a semester long community engaged project. This publication was created by the Community Engagement Course at the City and Metropolitan Department at the University of Utah for the Salt Lake City Public Lands Division. Staff members of the Public Lands Division and DesignWorkshop provided guidance and advise. 1. INTRODUCTION The City of South Salt Lake (SSL) is located in the center of Salt Lake County. The City is 6.94 mi²abutting Salt Lake City to the North, Millcreek City to the East, Murray to the South, and Taylorsville to the West. South Salt Lake is the final community that Mill Creek runs through before reaching the Jordan River Confluence.

SSL’s geographical orientation makes it an important steward of the Creek.

This the principal factor as to why enhancing and preserving Mill Creek as one of the only natural amenities should be a priority. The goal is to approach a greenway along Mill Creek through an equitable lens, and ensure that ecological and community values are upheld throughout the visioning process. Additionally, the institutional systems that make up SSL, comprising local and regional entities, have already established support for the improvement and preservation of natural spaces and the overall connectivity of communities.

1.4 MAIN FINDINGS Based on the data collected from community overview, existing planning documents, site visits, and other data analysis, six findings were made about South Salt Lake’s existing conditions. These observations do not include community engagement efforts, but rather clarity as the current condition of SSL.

1- Current Condition of the Creek Mill Creek runs through residential, industrial, institutional, and commercial parcels. Though much of the stream is day-lighted, there are points along its flow where it is channelized and partially or fully covered. Detailed Google Earth analysis of SSL’s entire portion of the stream provided for a suitable visual analysis of the conditions of the creek and the surrounding features. It was especially helpful for visualizing the barriers to public access along western portions of Mill Creek in the city. To gain a better understanding of the condition of the creek, site walks were conducted along the creek, where accessible. Creekside conditions on the eastern portions of the Creek, closer to Fitts park, are in somewhat better ecological conditions, although some cement-culverted and channeled sections are present. Some restoration efforts have been made, but further ecological improvements would be beneficial. Moving west from 200 East the creekside conditions reflect the lower residential density and higher commercial and industrial uses. More impervious surfaces lead directly into the creek and banks are in poorer condition. A long, roughly 300 ft, culverted and fully channeled section running between Main Street and State Street and large amounts of detritus are consistently present in the section past Main Street. This block is adjacent to Opportunity Area #2 (See ƐĞĐƟŽŶ ϰ͘ϮͿ. Past West Temple, the Creek is not accessible to the public and is abutted by a water treatment plant and railroad/industrial areas.

2- Land Use Land within the buffer zone is primarily commercial and residential.

Commercial and industrial parcels are aggregated in the western half of the buffer zone, while single-unit and high-density housing are aggregated in neighborhoods on the east side. Institutional land is scattered throughout the city, with 3 parks, including Fitts Park, located within the stream half mile buffer zone. Based on the land use, particularly the huge industrial presence on the west side of the city, increased interest in focusing attention on the east side of the city. ;^ĞĞ &ŝŐƵƌĞ ϭ͘ϰͿ͘ The existing conditions of parks and green space is shown in a map in Appendix 8.2.3 According to the POTC Master Plan, SSL has approximately 1.6 parks per 1000 residents, which is far less than Salt Lake County which has 6.7 parks per 100 residents and the US which has approximately 16.2 parks per 1000 residents. Public land used for parks is a priority for the city for this reason.

3- FLUM (Future Land Use Map) Based on future land use maps, connectivity is an important goal for South Salt Lake. West of Interstate 15, the creek and the future trail diverge suggesting that recreation and connectivity may be higher priorities than establishing a riparian zone or even improving the human-creek interface.

The FLUM does include several mixed-use areas located near State street, which runs north to south through the center of the city. There are also proposed Trax stops along this strip of proposed mixed use. Another area of interest is the eastern-most parcels along Mill Creek in SSL. Here there is another proposed mixed-use block where the stream is currently covered by a strip mall parking lot. The map can be found in Appendix 8.2.2.

4- Population Density Population density is higher in the eastern region of the city. The block group that contains Fitts Park and a small secondary stream has one of the highest population densities in the city. Based on the land use map, there is a high number of single-unit housing in this block group and the surrounding groups. According to the Moderate-Income Housing

Plan, there has been a massive increase in the number of high-density developments in South Salt Lake near the downtown area and along State Street. The population density distribution may change as development continues (see Appendix 8.2.3).

5- Median Ages of Block Groups Analysis on the median age in SSL and those of the selected block groups provide insight into the age-conditions prevalent. The table below shows that the median age of SSL is 32.3 years old but that ranges +/- roughly ten years for the block groups. Median age for each block group can help guide outreach efforts to younger or older populations depending on which direction it skews. Additionally, the median age of the total Hispanic population is lower than that of the whole city, suggesting a prevalence of a younger Hispanic population. Furthermore, the discrepancy noted for the total population is extreme when considering only the Hispanic population. This suggests that the Hispanic demographic make-up may be very skewed towards older and younger generations. Planning actions to address these extremes can be guided on a block group-by-block group basis using information like that in the table below. Finally, using these stats can help in framing what the future-needs may be for the Hispanic community. Younger generations may begin to add to families or move out of the city, whereas older generations may need more services and support from families in the future.

6- Housing Comparison The ten-block groups selected contain 66.2% of occupied households in SSL. The statistics for the block groups selected are very similar to the citydata, in many cases only differing 1% from the city-wide stats. Of the tenblock groups, 59.4% renter-occupied and 40.6% are owner-occupied (see Appendix 8.1.5). This suggests that most of the residential stakeholders are renters. The high percentage of renters in the selected area can contribute to increased push-back against green infrastructure projects that may increase rents. Block group 1117.012 and 1117.013 have the highest median household rent as a percentage of income, 42% and 41% respectively

(Appendix 8.1.3)–higher than 30% of their income. Six out of the ten block groups spend around or more than 30% of their income on housing.

According to the 2016, Moderate Income Housing Plan, 90% of renters are burdened by rent who spend more than 30% of their income on housing costs. So, these selected areas need more affordable housing, along with the rest of the city. Goal one (Community Development 2016, pg. 31) of the Moderate Income Housing Plan, Increase Housing Opportunities for Households Earning up to 50 percent AMI and for households with critical needs, can help handle the selected

block group’s housing condition. It is also important to note that there is a mobile home community located along Millcreek adjacent to the east of State Street of predominantly senior residents. This area most likely provides crucial affordable housing for the senior and income-stressed populations of SSL. Preservation and or equitable consideration for all the mobile home developments in SSL need to be incorporated into the Trust’s mission.

4. OPPORTUNITY AREAS Using the broad vision outlined above, areas of opportunity were identified throughout SSL. The opportunity areas were determined based on their geographic locations, current conditions/land use, and anticipated future land use. The purpose of the opportunity areas is to provide a variety of benefits to the community while preserving and enhancing the creek. The four areas vary in size and scope, however, they are all supported by the vision objectives and align with the community’s vision.
