According to the ACA Code of Ethics (2014), confidentiality and its limits are addressed in Section B.1.c, which states that counselors should disclose

client information only with the client’s consent unless mandated by law or ethical duty. The Code emphasizes safeguarding client records and only releasing information when permitted or required by law (ACA, 2014, B.1.c). This indicates that, absent a court order or legal directive, the counselor should not disclose records without the client’s explicit consent.

From the perspective of Virginia’s laws, the state’s practice act and regulations prioritize client confidentiality while allowing disclosures under specific circumstances.
