Introduction

The Violence Against Women Act (VAWA) was enacted in 1994 with the primary goal of addressing the pervasive issue of violence against women in the United States. This legislation aimed to improve the criminal justice response, provide protective services, and promote research and education on intimate partner violence and domestic abuse (Segal, 2019). The policy was developed in recognition of the severe social problem of gender-based violence, which disproportionately affects women across all socioeconomic and cultural backgrounds (Baitz & Larrimore, 2017). Despite the legislative efforts, violence against women remains a critical social concern that necessitates ongoing policy evaluation and intervention.

Social Problem

Violence against women is a widespread social issue characterized by physical, sexual, and emotional abuse primarily inflicted by intimate partners, family members, or acquaintances. This social problem

manifests in various forms, including domestic violence, sexual assault, stalking, and trafficking. According to the National Coalition Against Domestic Violence (NCADV), nearly 1 in 4 women experience intimate partner violence during their lifetime (NCADV, 2021). The social repercussions include health consequences, economic costs, and societal trauma, which undermine the well-being and safety of women and their children. The persistence of this issue indicates the need for comprehensive policy approaches to eliminate violence and support survivors (Segal, 2019).

Goal

The primary goal of VAWA is to reduce violence against women through a multi-faceted approach that includes criminal justice enforcement, victim support services, and preventative education. This policy aims to enhance protective legal mechanisms, improve access to resources for survivors, and foster community awareness. The overarching objective is to create a safer environment for women by addressing the systemic and societal factors that perpetuate violence (Segal, 2019).

Power Struggle

The power struggle relating to the Violence Against Women Act is centered around the societal norms and institutional structures that sustain gender-based violence. Opponents of the policy often challenge the framing of domestic violence as a social problem rooted in gender inequality, arguing instead that it is a private matter or an individual issue (Miller, 2018). Conversely, advocates and policymakers contest this view, asserting that violence against women is reinforced by structural gender inequalities and patriarchal power dynamics that marginalize women and diminish their agency (Connell, 2016). From a critical theory perspective, the struggle involves challenging societal norms that maintain male dominance and perpetuate violence, as well as confronting institutional barriers that hinder effective response and protection for victims. The critical model reveals that addressing violence against women necessitates not only legal reforms but also a fundamental transformation of societal power relations that perpetuate gender oppression (Segal, 2019).
