RULES AND REGULATIONS GOVERNING ENTRIES AND EXHIBITS

It is the aim of the management to get as many local exhibitors as possible in all Departments, but each year we lack space.

We especially URGE exhibitors to engage space in ample time to eliminate last minute confusion. When space is filled entries will be closed.

Entries in livestock departments close Monday, unless otherwise specified. Stalls and pens will be not be reserved unless application is accompanied by the required fee. All applications for pens and stalls should be sent directly to the superintendent as early as possible. The entries can be made at any time but you must have the space reserved. All assignments will be made by the superintendents of their respective departments. No article or animal can be removed from the position before 3 p.m. on Saturday. The superintendents are expected to make written reports signed by the judges, and file the same immediately with the manager.

No person shall act as a judge for awarding premiums of which he is in any way a competitor.

Blue ribbons are designed for first premiums, red ribbons for second premiums, white ribbons for third which will be affixed by the superintendent. Any award made for premiums contrary to the above rules will not be paid unless approved by the board of directors. No soliciting allowed on the grounds except by permission of the manager. Premiums will be paid as soon as possible. In case funds are limited due to unforeseen conditions, the fair board reserves the right to prorate the premiums. All livestock shown in the open class must be registered livestock. It is the responsibility of each exhibitor to conduct themselves so as to NOT endanger another exhibitor or his exhibit. Anyone violating this rule will be asked to leave the Fairgrounds, along with their exhibit for the remainder of the Fair and will forfeit all awards and prizes won.

PROTEST

Any exhibitor found guilty of fraud in entry of exhibition or violation of regulations will be denied prizes. Any ungentlemanly conduct toward the judges or management by exhibitors will be cause for withholding any premium award. Protest against any entry or against any decision of the judges must be made in writing and a deposit of $10 must accompany the protest which deposit will be forfeited if protest is not sustained. Protest shall be filed with the president, vice president, and secretary. The decision of the committee on all matters shall be final.

5. Need to provide approximately 4 to 6 servings of entrée.

6. A list of ingredients must be included but DO NOT include the contestants’ name on card/paper.

Fontanelle Shelter st prize $50 • 2nd prize $25

1. Entries can be brought to the Fontanelle Shelter from 10-10:30 am

2. NO ENTRY FEE. Limit one entry per family. Contestants need to be over the age of 21.

3. All participants must prepare Bloody Mary on site. However, your garnishments can be premade and brought to the competition. No guidelines on alcohol, this is your interpretation of a Bloody Mary.

4. Garnish or a combination of garnishes may be used in the show cup or on the tray.

5. You will need to bring a large show cup, pitcher, jar or container of your choosing for the appearance judging of your bloody mary. Placed on your tray for presentation. You will need to bring a quantity of 6 to 8 cups for presentation and judging. Small cups that will hold approximately 5 to 6 ounces for the judges will be provided. Garnishments can be added to the judges sampling cups but not required.

6. Name your drink: write a menu style description of ingredients on a paper or index card. Does not need to be a recipe.

Entries accepted: Tuesday, July 1, 12-4 p.m. in the Community Building and Tuesday, July 8, 1-4 p.m. in the Community Building

1. Driftless Wild: nature, wildlife, animals and flowers of the Driftless Region.

2. Portraits and People of the Driftless.

3. Destination Driftless: landscapes, architecture, attractions or activities which define the Driftless Region.

Entrants must specify only one category for each photograph.

Photos will be available from 2-4 p.m. on July 12 in the Community Building JUDGING CRITERIA Photographs will be judged based on the following criteria: Creativity and originality; Composition; Technical quality; Relevance to the theme; Emotional impact. promotional purposes, including but not limited to, social media, website and print materials.

DISQUALIFICATION

1. Entries which do not adhere to the submission guidelines will be disqualified.

2. Any form of plagiarism or copyright infringement will result in immediate disqualification.

3. The use of excessive digital manipulation or photo editing which alters the reality of the image will lead to disqualification. The Winneshiek County Fair and Enterprise Media/Decorah Leader reserve the right to review the negative or digital properties of any photo.

AGREEMENT TO RULES

• By participating in this contest, entrants agree to be fully and unconditionally bound by these rules, and they represent and warrant that they meet the eligibility requirements. Judge’s decisions are final.

1. Contest has two age groups: A.) Age 6 and under B.) Ages 7-14

2. Entries must be brought to the Fontenelle Tent (east of the grandstand) from 12:30 to 1 p.m. Tuesday, July 8. Judging will start at 1pm.

3. NO ENTRY FEE. Limit of one entry per person.

4. Only LEGO® or Duplo® blocks may be used. Exhibits must be your own creation, not a LEGO® or Duplo® designed kit.

5. Include a label/sign that explains the idea/inspiration for your creation to help the judges make their determinations.

6. Exhibit must be placed on a base. This can be cardboard, wood, plastic, etc. or LEGO base plates and no larger than 24” X 24” and the building can be no taller than 24”.

4. Open to anyone.

3. MUST be completely home grown flowers and greens/filler.

5. Should be in a vase or container that can be donated to Aase Haugen. We cannot guarantee the return of vases. All entries become the property of Aase Haugen Senior Services and will be used to decorate the nursing home.

DIVISION 3 -

For Agriculture entries grown by the exhibitor, there will be a “Best of Show” premium $5.00; “Honorable Mention” $3.00.

• Quality counts for more than size in all classes.

• Any exhibits in this department must have been raised by the exhibitor in Winneshiek or adjoining counties.

• No article will be awarded a prize that is not worthy, regardless of competition or lack of it. Where there is no competition, only one premium will be awarded.

• No prizes will be given for exhibits which are short in weight or number given.

• Entries should be prepared using Extension 4-H bulletin 462 - “Harvesting & Preparing Vegetables For Exhibit” available at County Extension office.

• All entries will be judged on preparation and showmanship.

GENERAL RULES:

1. Each exhibitor is limited to one entry per class. Exhibitors are responsible for making entries in the correct divisions, sections, and classes. Classes with grade restrictions are for the grade just completed.

2. All plants must be grown by the exhibitor and grown in Winneshiek County or adjoining county.

3. Entries should be brought to Community Building on the fairgrounds on Monday, July 7 between 12 p.m. and 6 p.m. All items must be checked in and tagged.

4. The Fair Board and Volunteers will strive to assure the safety of all items after arrival and placement, but neither the Board nor Superintendent will be responsible for any loss or damage to exhibits.

5. Judging is Monday, July 7 at 6 p.m.

6. The Fair Board reserves the right to disqualify any entry.

7. Exhibits will be released at 3-5 p.m. Saturday, July 12 and must be removed by 5 p.m., July 12.

8. The horticulture (4A and 4B) and artistic division (4C and 4D) is open to all exhibitors, but not to professionals.

Section 4E and 4F is age 12 and under only Exhibits and any monies from premiums must be picked up Saturday, July 12, 2025, between 3:00 p.m. – 5:00 p.m. Any monies not picked up within 14 days after will be returned to the Winneshiek County Fair Board.

An event for the whole family on Saturday, July 12. Distances will be 3/4-mile for children 12 & under and 3 miles for all ages. Race headquarters is the Winneshiek County Fairgrounds. Packet pickup and late registration is 7:00 to 7:30 a.m. at the intersection of E Water Street & Sumner St. on race day. 3/4-mile starts at 8:00; 3-mile at 8:30. An awards ceremony and prize drawing will be held at the Fontanelle Shelter near the Cattleman’s Building shortly after the last participant finishes. Refreshments are provided. Awards for 1st-3rd place in each age division. • Show is open to anyone that is 21 years of age or younger as of January 1, 2025.

• All market steers, market heifers & commercial breeding heifers will be weighed at check-in, as they are shown by weight.

• Breeding heifers will be shown by breed & birthdate. Registration papers will be checked at check-in.

• Health papers are REQUIRED.

• Generators are recommended, as it is required that everyone stall & fit at their trailers.

ANIMAL HEALTH REQUIREMENTS:

HEALTH CERTIFICATES will be required for all animals before they are allowed to unload at the fairgrounds. All livestock must have a Certificate of Veterinary Inspection, showing individual identification for each animal and stating the animals are apparently free from symptoms of infectious or communicable diseases as determined on clinical inspection by an accredited veterinarian within 30 days prior to date of entry to fairgrounds. (Exception: Sheep require health inspection within 14 days prior to entry date to fairgrounds; Swine require health inspection within 7 days prior to entry date to fairgrounds.) ANY EVIDENCE OF WARTS, RINGWORM, FOOT ROT, PINK EYE, DRAINING ABSCESSES, OR ANY OTHER CONTAGIOUS DISEASE WILL ELIMINATE THE ANIMAL FROM THE SHOW. See specific species for additional health requirements. Please leave pets that are not entered in the pet show at home.
