One Fish at a Time I’ve known too many anglers that try to somehow land on that special spot and limit out and more in a panicked and exciting rally. Yes, that happens, but most of the time only after you are in fish and pinpoint the beat area within a zone. On every guided trip there are high and low times throughout the day. Mostly governed by the lunar feeding tables, these times of fish feeding activity are when you need to be at the right place at the right time.

really, as time goes on, I’m watching the water in the Laguna come up higher on wetlands and spoil islands. It’s going to be an issue here in the future, and we need to start addressing it sooner than later.

Good news from down south! I just got off the phone with Gary, and he said that they are mobilizing around 2,000 tons of concrete and ceramic rip rap material, and something like 3,000 concrete cinder blocks that they are going to reef in the Rio Grande Valley reef out of South Padre here in the next week. Awesome! Most of the material is the low-relief stuff that they’ve been stockpiling, and the timing is perfect. Many researchers claim that the big red snapper spawn is in the late spring, and that the larvae are structure limited; meaning that if they land on sand, there’s no place to hide. But if they have some low relief structure (NOT high relief) that they have a much better chance of survival. Kudos to CCA-HTFT, TPWD, Friends of the Rio Grande Valley Reef, and Gary Glick for making it happen.

The full moon is also helping the tides come higher, but you have to watch the times you fish a little closer. We are micro-tidal on this side of the gulf, which means that the wind can affect the water level more than the tides sometimes. I was talking with someone the other day about

This BIG REDFISH was caught on the south shoreline of Baffin Bay. Shallow water is heating up and that’s where you will find redfish. Having an idea of when this is going to happen is only confidence and the opportunity to plan your fishing strategy through three day. First light bite should be at either a numbers spot or a big fish area. Fishing the edge between open water and shallow flats will put you in a situation to catch a big number of fish at the special time of day break. Have your rods ready bait fresh and everyone ready to go when you pull up. Getting lines in the water when they are feeding is crucial in keeping that small school of fish active. Take pictures, slam kids, and move around drinking later, re-bait and cast right back into the same spot you just caught one. When the bite slows bump down and try the same thing in a close and similar location, instead of running miles as fast as you can to another hole. The second strategy at first light is to get into shallow hunting grounds. Big mature fish will hunt shallow sand pocketed spots. Approach with extreme stealth and place baits

Look for your next move as you are fishing. Keep your eyes wandering past your casting distance for signs of the next spot where bait and fish will be. Taking one or two fish from a grass line means that favorable conditions for them exist. Moving down bit by bit will help you find that honey hole where they are concentrated. Big fish many times move together, or want to be in that one place with comfortable sitcoms and the all you can eat buffet. Researching those lunar feeding times, you will find peaks. The activity will be before the peak time. You will also see weather and tides moving during these periods, triggering fish movement as well. As summer season starts give me a call to get out and see the bay from a new and exciting way of thinking. We build boxes one fish at a time. Have a great week and GO GET WET!

the time to fish, and it’s basically when the moon is directly overhead for the major (which is at 4am this Saturday, for example) or when the moon is directly underneath for the minor (which is 11 hours later, at 3pm). Now, this is just a general guide, but I’ve found it to work in the past. Hopefully we can get our chores done and make it out Saturday afternoon and do some fishing, although it looks like we get another light front on Friday at midday which will muddy the water, and cause the tides to drop right back out. At least the weekend looks gorgeous and I hope that you loyal readers are able to get out and enjoy it. We had some really great birds in the yard this past week, including red breasted grosbeaks, orchard and Baltimore orioles, grey catbirds, common yellowthroats, and even a couple of Canada warblers. Maybe this next little front will bring us the last of the migrants, which I usually peg at American redstarts and black and white warblers. We’ll see.

Speaking of reefing, don’t forget that Kesley has some tagged snapper out at the Packery Channel reef for her study. The study is to determine what type of habitat these fish prefer, that way we can make more of it in the future. The tagged snapper may be closer to legal size, though most of them will still be under the 15” minimum to keep anyway. Make sure to note the tag number and release the fish. Contact Kesley at 361-825-3071 if you catch one of her subjects. Hopefully she can get this all nailed down over this next year, that way we can go back in for another round of reefing starting about this time next year, with the “good stuff”. So come on Kesley, finish up, let us know your results, and get your receivers out of the way so we can dump more material! Just kidding, but I’m sure you’re ready to be done. Thanks for the note Betsy Churgai regarding the tides. Yes, you’re right, it’s time for the high tides, but I think they may be getting more frequent? While erosion and the loss of wetlands are a serious issue, I enjoy the high tides for longer periods as it is easier to get into shallow water with my skiff, and I tend to catch more redfish when the water is high. Ha! But

Teachers could leave guns in car on school grounds

The Senate approved a bill on Monday that would allow public school teachers with a license to carry to store their handguns in their cars when parked on school grounds. In 2011, seeking a compromise between business owners

by the Senate on Monday. The federal 287g program allows US Immigrations and Customs Enforcement to delegate some authority to local officials to identify persons in the U.S. illegally, but only if the officer receives training at the ICE academy in South Carolina. It’s a fourweek training course, and though it doesn’t cost anything, counties still have to pay people to cover the officer-in-training’s shifts. SB 2094 by Edgewood Senator Bob Hall would create a grant program within the Office of the Governor to cover overtime pay and other associated expenses when a county sends an officer to receive this ICE training. It’s projected to cost just over $300,000 for the next two years.

who might ban employees from concealed carry while at work and licensed gun owners, the Legislature approved a bill that would let employees to keep their guns in their cars. Last session, that law was extended to cover employees at public colleges and universities. “This was an important compromise reached that respected the rights of everyone involved, it’s been settled law and it’s worked very well,” said Senator Bryan Hughes of Mineola. His bill, SB 1942, would further extend the compromise to include cars owned by public school teachers parked in school parking lots. Like private business and college campuses, it would require that the gun be completely out of sight in a locked car.

Also Monday, the Senate passed a bill that would allow schools to apply for additional funding to protect kids who have dangerous walks to school. Current law allows districts to apply for 10 percent more transportation funding to pay for transportation for children that live within two miles of school to avoid hazardous traffic conditions. SB 195 by Houston Senator Sylvia Garcia would expand this to include dangerous areas with a high risk of violence. This bill arose in response to the killing of 11- year old Josue Flores, who was stabbed walking home from an after school science club meeting in Garcia’s own Northside neighborhood. If a school can’t afford extra vehicles or drivers, the bill would also permit the funds go toward “safe passage” programs. “Because these dangers are more common than not in neighborhoods across our state, programs that implement safe passages have been created by community leaders, mostly mothers,” said Garcia. “These passages are intended to keep children safe during their walk to and from school.” She noted that in her neighborhood, eighty percent of students walk to school. All three bills now head to the House for consideration.

Island Legislators Sponsor Move to Expand Long-Term Protective Orders

The Texas legislature this week passed Senate Bill 712 authored by Senator Juan “Chuy” Hinojosa and sponsored by Representative Todd Hunter, both of whom represent The Island, was sent to the Governor’s desk with overwhelming approval from the Texas Legislature. SB 712 authorizes a court to render a protective order that exceeds two years if the court finds that the offender commits an act(s) constituting felony-level family violence. Lethal family violence felony offenses include strangulation, continuous violence against the family, continuous violation of a protective order, or enhanced assault family violence, among other felonies.

Tax Workshop This Saturday Chief Appraiser Ramiro “Ronnie” Canales and the Nueces County Appraisal District (NCAD) will hold a mobile office workshop for 2017 on Saturday May 13th from 8:30AM to 3:30PM at the Flour Bluff High School Cafeteria in Corpus Christi, Texas. This event is open to all residents and property owners in Nueces County and is aimed at providing a chance to settle value disputes without the need to travel. Employees and key staff from the district including appraisers from the Residential, Commercial, Market Analyst, Personal Property, and Exemptions departments will be on site to hold informal hearings regarding their property values as well as answer general questions. All attendees are encouraged to bring their 2017 Notice of Appraised Value along with any pertinent information such as photographs, contractor estimates, sales information, etc. regarding their property concerns.

“In Texas, 158 women were killed by their intimate partner and 1 in 3 adult women are victims of family violence. The most dangerous time for victims are the weeks leading up to their escape and the weeks following,” Hinojosa said. “Currently, courts may allow long-term protective orders, if there have been either two prior protective orders involving the same parties or if the offender has caused serious bodily injury to the victim. SB 712 will now include lethal family violence offenses to expand a protective order longer than two years to better protect victims.” This session, Senator Hinojosa is working alongside fellow Nueces County lawmakers, Rep. Todd Hunter and Rep. Abel Herrero, to move a number of bills forward to end family violence. The lawmakers have also worked closely with the Texas Council on Family Violence and the Women’s Shelter of South Texas in finding the best ways to end domestic abuse.

STATE May is Mental Health Awareness Month

The month of May is dedicated to raising awareness of mental health in America. Mental health affects how we think, feel, and behave every day. Mental health can be affected by genetics or life experiences. In many cases, there are ways to prevent and combat mental health disorders. Mental health is more than the absence of disease. Mental health professionals have determined that mental well-being includes: the presence of positive emotions and moods, like contentment and happiness; the absence of negative emotions, like depression or anxiety; satisfaction with life; and/or fulfillment and positive functioning. The mental well-being of individuals also affects their family, friends and communities. There are several external factors that contribute to mental health. Some of these include stress, social and economic factors, education, and nutrition. Ways to prevent negative impacts to our mental health are getting enough sleep, developing coping skills (i.e. keeping a journal or listening to music), getting some physical activity, and maintaining a well-balanced diet. Connecting with others, expressing kindness or gratitude, traveling, and discussing mental health can promote mental wellness, too. The National Alliance on Mental Illness (NAMI), states that 1 in 5 Americans experience a mental health condition every year. Some of the most common conditions are Attention Deficit Hyperactivity Disorder (ADHD), anxiety disorders, depression, and Posttraumatic Stress Disorder (PTSD). Many mental health disorders or illnesses are treatable. Knowing the early warning signs of these can help the individual suffering get proper help and improve the chances of recovery. Early warning signs include feelings and behaviors like: eating/sleeping too much or too little; pulling away from people and usual activities; having low or no energy; severe mood swings; feeling helpless or hopeless; and/or the inability to perform their usual daily tasks. There are a number of programs and resources to help prevent and treat mental health disorders. Having a conversation or finding the appropriate counseling services can help those in crisis. Sunday, May 7, 2:03 a.m. 14900 Leeward Drive Assault, Evading Arrest, Failure to Identify Corpus Christi Police Officers were dispatched to 14900 Leeward Dr. in reference to a assault call. Upon arrival officers observed a white Saab parked in front of the location and gave the license plate number to the dispatcher. Officers made contact with a male and female who advised that they were arguing. While officers were investigating they were contacted by dispatchers and advised that the vehicle was stolen. Officers went to contact the male and female. They were advised by the female that the male suspect jumped out the bedroom window. Officers checked the area and the vehicle and inside of the vehicle they found the suspects ID with his correct name and DOB on it. Officers spoke to the female who told officers that she had been assaulted by the suspect. She stated that she and the suspect had been dating for a couple of weeks. They went to the beach and the suspect became angry over some text messages. The suspect left in the Saab only to return a short time later and pound on the door. The victim let the suspect in and a physical altercation ensued. The suspect grabbed her by the arms and then began choking her. The victim had bruising to her arms and redness around her neck. Officers located the suspect down the street and brought back to the scene. Officers arrested David Gonzalez (0915-1982) and transported him to the City Detention Center.

Last Killer Whale Born at SeaWorld Takara, the 25-year-old matriarch of the orca pod at SeaWorld San Antonio recently gave birth to the calf at 2:33 p.m. Central Time, April 19, 2017. A team of veterinarians and animal care specialists were on hand for the historic birth and continue to monitor Takara and her calf 24-hours-a-day to help ensure a successful start. Guests to SeaWorld San Antonio can now view mother and calf. The calf’s gender is not

yet determined. The birth of Takara’s calf is the last killer whale birth at a SeaWorld park and it is also the last chance for researchers to study orca development in ways that cannot be done in the wild, helping to benefit wild whales as well as those in SeaWorld’s care. Takara was already pregnant when SeaWorld made its announcement that it would end orca breeding in March 2016.

Mobile Property Appraisals for Island Residents

The Nueces County Appraisal District (NCAD,) will offer an opportunity for all property owners to discuss their property value matters without the need to travel by bringing mobile offices to Flour Bluff and Port Aransas. On Saturday, May 13th from 8:30 a.m. to 3:30 p.m. the mobile offices will be set up at the Flour Bluff High School Cafeteria located at 2505 Waldron Rd. in Flour Bluff. Then on Saturday, May 20th from 8:30AM to 3:30PM, the mobile offices will be at Ancel R. Brundrett Middle School Gym located at 100 Station St. in Port Aransas, Texas. Nueces County property owners with limited mobility will now be able to handle their property value matters at one of these mobile offices during the month of May.

If there is a disagreement with property value or exemptions, the first action of a property owner is to file the Notice of Protest that was included in the Notice of Appraised Value. Next, gather evidence to support an exemption, a closing statement on the property, pictures of conditions of the property, bid for repairs and/ or current sales of like properties to support your position. It is strongly recommended to contact an appraiser as soon as possible at the Nueces County Appraisal District located at 201 N Chaparral, PH 361 881-9978. Upon receipt of a protest the Nueces County Appraisal Review Board (ARB) will schedule a date and time for a hearing. If there is a signed agreement of value with the Appraisal District appraiser there will not be a requirement to meet the scheduled ARB hearing. The ARB is an independent, impartial group of Nueces County citizens appointed by the local Administrative District Judge to resolve disputes between taxpayers and the Appraisal District. Under certain circumstances a postponement of the hearing can be made to a later date. If a taxpayer does not wish to attend the ARB hearing in person, the law allows the evidence be submitted in the form of an affidavit that is available at the Appraisal District. The affidavit must be signed by a Notary Public or an officer authorized to administer oaths and state if the taxpayer will or will not attend the ARB hearing. The affidavit does not waive the right to appear in person for the hearing. The affidavit must be submitted with the evidence to the Nueces County ARB at 201 N Chaparral, Corpus Christi, Texas 78401 before the scheduled ARB hearing. The evidence for an ARB hearing is the same as listed in the above paragraph. Upon completion of ARB Hearing, a Determination Order stating the results of the hearing will be provided to the taxpayer. If the taxpayer is not satisfied with the results of the Determination Order an additional appeal can be made by binding arbitration or District Court. Instruction on appeal will be provided with the Determination order. BBB offers tips for hiring a contractor during National Home Improvement Month By Kelly Trevino Regional Director, Corpus Christi Better Business Bureau Spring is often a busy time for homeowners and a great time to get some home improvement tasks done. In recognition of National Home Improvement Month, Better Business Bureau is a resource to use when looking for a contractor or remodeling tips. Whatever repair or installation you need done, BBB recommends consumers use a BBB Accredited Business. BBB’s Accredited Business directory includes contact information for the type of contractor you need, such as landscape contractors and roofing contractors. We also have a Spring Home Improvement site that includes a maintenance checklist, home remodeling ideas and quick links to finding a contractor. Although some home repairs and projects can be done on your own, or with a little help from Pinterest, bigger projects and routine maintenance should be completed by a professional. BBB advises you to keep the following tips in mind when searching for a trustworthy contractor: Do your research and compare costs. Start your search online at bbb.org to find BBB accredited contractors in your area. If you are referred to a business or contractor through friends, family or an advertisement, verify the business is in good standing by checking out customer reviews and complaint history. Get at least two or three bids from prospective contractors based on the same specifications, materials, labor and time needed to complete the project. Also, ask for customer references directly from the business. Consider using an insured contractor. Ask for copies of insurance certificates

and make sure they’re current, or you could be held liable for any injuries and damages that occur during the project. The FTC recommends contractors have personal liability, worker’s compensation and property damage coverage. If you need repairs done, contact your insurance company and make sure you understand your homeowner’s insurance policy and coverage. Review your contract thoroughly. Get everything in writing, including verbal agreements. Make sure it includes all the materials needed to complete the job, an itemized list of all costs involved, any subcontracted labor and a warranty for all work performed. Also, get a copy of the contract, the contractor’s insurance and any signed documents. Never pay in full upfront. Some contractors may require a down payment before work begins, but it should not be a significant portion of the total cost. This could be a red flag of a shady contractor. Instead, make payments that align with the progress of the work completed, and final payment when the work is finished to your satisfaction. CCA Chairman Testifies before Congress on Three-Day Red Snapper Season

Says three-day season in 2017 marks new low in federal management of popular fishery On the same day that NOAA Fisheries announced the shortest recreational red snapper season in history, Mark Ray, chairman of CCA Texas, was testifying before a Congressional hearing on dismal federal management of the fishery in the Gulf of Mexico. Ray told the House Subcommittee on Interior, Energy and the Environment, chaired by Rep. Blake Farenthold (R-Texas), that red snapper is a manmade fishery management disaster. “By any measure, the red snapper fishery in the Gulf of Mexico should be held up as a shining example of proper management and good conservation. But as this hearing demonstrates, that is not the case. We aren’t here today to highlight a conservation success story. Unfortunately, we are here because red snapper is known throughout the nation as a man-made fishery management disaster,” Ray said. “After decades under intense federal management, this is the best that anglers can hope for – a threeday season in federal waters in 2017. I don’t think anyone would declare the current situation a success. All we ask for is a system that allows all stakeholders the best opportunity to enjoy and use those resources. I am here today to ask of you to give us that chance.” NOAA Fisheries continued its march to completely shut down the recreational red snapper fishery in federal waters with its announcement that the recreational season for red snapper will begin on June 1 and last just three days in 2017. While the recreational season is being decreased from 9 days in 2016 to just three this year, it was also announced that the season for the charter/for-hire sector is being lengthened to 49 days while the commercial sector continues to enjoy year-round access to their privately held red snapper shares. The 2017 season for private recreational anglers is the shortest on record and at least one U.S. Senator wasted no time voicing his displeasure at the never-ending downward spiral of recreational fishing access under NOAA Fisheries. “I am deeply troubled and disappointed with NOAA’s decision to considerably shorten the federal recreational fishing season for red snapper in the Gulf. NOAA’s announcement today is unacceptable,” U.S. Senator Richard Shelby of Alabama said in a news release. “Over the years, I have consistently authored several provisions to improve the red snapper stock assessments and allowable catch limits. These actions include expanding the state boundary for catching reef fish out to nine

miles, which is not subject to the federal season. In fact, the recent FY2017 government funding bill makes this boundary permanent. NOAA’s rule is a significant step backward in our

I look forward to working with President Trump and Commerce Secretary Ross to develop a system that actually serves the U.S. recreational fishing community.” Over the past year, a series of investigative newspaper articles and TV reports has highlighted the highly controversial schemes favored by NOAA Fisheries that give shares of red snapper away to commercial entities to use for their own profit. Under these privatization programs, known as catch shares, almost threequarters of the entire red snapper fishery in the Gulf of Mexico is on the way to being privately held by commercial entities, further frustrating anglers who have watched their opportunity to pursue red snapper all but disappear under federal management. “With a three-day season and a federal system that seems committed to funneling access to our public marine resources to fewer and fewer people, there isn’t much for recreational anglers to work with under federal management as it currently operates,” said Bill Bird, chairman of CCA’s National Government Relations Committee. “Sen. Shelby has done a tremendous amount of work in the past to help recreational anglers and we truly appreciate his comments today. We are certainly encouraging other elected officials to join him in his efforts to work with the Trump Administration to chart a new course for the management of our marine resources.”

In 1845, a young German geologist was sent to Texas at the behest of Prince Carl of Solms-Braunfels (Founder of New Braunfels). His task was to investigate the mineral resources of this great unknown land and create an accurate map. This was the result. Dr. Ferdinand von Roemer’s explorations in the endeavor to create it won him the title, “Father of Texas Geology.” He accomplished his work with the aid of his “scientific mule.” The beast faithfully carried Roemer and his instruments over thousands of square miles of the Texas landscape. Later generations of geologists wondered at the accuracy Roemer was able to achieve in so short a time, and under such adverse conditions as the threat of hostile Indians.
