Shipwrecks Texas Style Editor’s note: When it comes to beach combing in South Texas there is always one thought in the back of everyone’s mind; maybe I’ll find a Spanish doubloon. So in the interest of channeling the inner child of beachwalkers across our state we are running the first part of a list showing every shipwreck along our coast. The remainder will be in the next issue.

On the Rocks

We were bombing around in the canals the other day, and came across a figure on someone’s dock. I was with some millennials, and I remarked that I thought the figure looked like “Chef Boyardee”. None of the guys I was with knew who that was. I asked them if they had ever eaten Spaghettios, which they all knew what that was. But no clue on the Chef Boyardee. These kids these days, I tell you. Maybe I’m just getting old, and realizing that the disconnect between generations gets more sour every year with age. Way to be glass half empty there, I know. Or maybe it’s the fact that

side, this should result in the first real fallout of the season. Start looking around in the trees today, tomorrow, and Friday, and you’re likely to see some vibrantly colored birds. They will be very small, so get out those binos. And get those feeders up! Those hummingbirds will be tired when they show up en masse. The brown pelicans are headed back our way at a high rate of speed on the southeast winds. I always say that when they migrate south in the fall and winter that they are headed to Mexico to drink margaritas with Juanita on the beach for the winter. Lucky dogs...err, birds….

We were bombing around in South Padre Island yesterday, doing some surveys on the beach for Cameron County. There has been some massive erosion on the beach and dunes down there! Some of the areas were pushing 6 feet of erosion into the dunes. The winter storms were pretty rough on the system when I was down there in December, but the ones that followed it were a lot harsher. We are lucky up this way to have such a large beach and healthy dune system. That’s why it’s important NOT to drive in the dunes and destroy the dune vegetation; it’s literally what holds them all together. This wonky weather is also keeping things weird this season so far. Remember me writing about the loop current not being normal a few episodes ago? Well, some other folks are catching on as well, and we’re all wondering what the effect will be. I’m thinking the loop current won’t block the ingress of Sargassum and we’ll be up to our eyeballs again by summer. One Chef Boyardee holding down the dock! of those times I hope I’m wrong. as you get older, you start to lose more and more Folks, at the end of the week, sometimes people. Comptroller’s Office Compares Texas with Other States in Key Areas The state of Texas leads the nation in total energy production and new residents, according to an updated 50-State Scorecard unveiled today by the Comptroller’s office. Texas also ranks high in its growth in employed workers and gross product, according to the web tool, which uses data from a variety of sources to score each state in six key categories: population and demographics; business and workforce; economic indicators; tax and debt; and, new this year, quality of life and natural resources. The Comptroller’s office originally released the 50-State Scorecard in June 2015. “Texans should be proud of our state’s rankings in this newly updated 50-State Scorecard,” Texas Comptroller Glenn Hegar said. “Our abundant natural resources and tremendous economic opportunity are some of the reasons why so many people move to Texas every day. But challenges remain, and this tool allows us to identify not only areas where we are doing well, but also areas in which we can improve as a state.”

STATE Nutrition Awareness Month in Texas By Todd Hunter, District 32

March is National Nutrition month. Being informed on the basic nutritional facts is important since our food choices affect our lives in many ways. Nutrition is an important issue in our state. Texas has also been helpful in promoting good nutrition for our citizens. The diversity of Texas’ geography bountiful amounts of naturally grown foods that are both delicious and wholesome. Our farmers grow nutritious vegetables and fruits in our wellkept Texas soils. This enables these foods to have healthy amounts of essential vitamins, minerals, and antioxidants our bodies need to function properly. Foods rich in these nutrients are broccoli, blueberries, spinach, cauliflower, tomatoes, peaches, squash, onions, tree nuts (pecans, almonds, etc.), oranges, pumpkin, sweet potatoes, and many more. You can find the best times to buy these foods at: http://www.gotexan.org/Portals/1/PDF/ produce%20availability%20brochure%20 2015-nocropmarks.pdf. Our meats come from our virtuous oceans, lakes, land, and farms. Chicken/eggs, beef, fish, pork, and turkey are all rich in protein and other vitamins and minerals. Along with our homegrown fruits and vegetables, these foods are unprocessed so none of the nutrients are stripped away, ensuring optimal health benefits. There are some major ingredients and processed foods to avoid. The most prominent of these is added sugar. This product is very common in many items found at the grocery store. Foods with added sugar are often highly caloric and have harmful effects on our organs. Foods with high fructose corn syrup and other artificial sweeteners have been linked to severe health problems like obesity, cardiovascular (heart) disease and type two diabetes. These sweeteners are replaceable! Using foods like raw honey or stevia are better and are very

beneficial alternatives to use in baking or iced/ hot tea and coffee. Another food group is artificial trans fats, also known as partially hydrogenated oils. The negative side effects of this group is raising bad cholesterol and lowering the good cholesterol. This could lead to health risks such as high blood pressure which can cause poor blood circulation in our bodies. Regular consumption of trans fats have also been shown to lead to possible diabetes, Alzheimer’s disease, and obesity. Taking advantage of all the wonderful whole foods our state has to offer are beneficial in many ways. Making smarter nutritional choices can go a long way. Texas Senate Passes Tax Relief Bills

The Senate passed two bills this week intended to reduce the tax burden on property owners and businesses. Lt. Governor Dan Patrick has made tax reform a priority this session, and commissioned a statewide travelling interim committee to study the issue of rising property taxes. Patrick designated the legislation arising from that study Senate Bill 2, indicating it as one of his highest priorities for the session. Bill author and interim committee chair Senator Paul Bettencourt of Houston said Tuesday that property tax growth is out of control. “We need real reform now,” he said. “Homeowners pay in many cases eight, nine, ten percent more a year and many commercial property owners are paying fifteen to twenty percent more per year, year after year.” To rein in that growth, SB 2 would lower the threshold to trigger a rollback election. Under current law, if a taxing entity raises taxes more than eight percent in a year, taxpayers can gather signatures to petition for a rollback election. That lets voters decide whether they agree with the tax hike, and if not, it pushes the rate back to a calculated rollback rate. SB 2 would reduce the trigger to five percent, and would make the election automatic. It also moves the date of any rollback election to the uniform election date in November. The second major tax reform bill was also passed on Tuesday. SB 17, by Flower Mound Senator and Finance Committee Chair Jane Nelson intends to gradually end the franchise tax by dedicating revenue to buying down the rate in years with strong growth. Under the measure, in years where state revenue grows at least five percent over the previous biennium, half of revenue collected above five percent would be used to reduce the franchise tax rate. Nelson told members this creates a road map for ending the tax completely. “Many of us would love to see the franchise tax go away altogether, and under this legislation, we put it on a glide

path to elimination,” she said. Both measures now head to the House for consideration.

Two major bills passed out of Senate committees this week. The first is the state budget, Senate Bill 1. The Finance Committee unanimously approved the measure which would spend more than $106 billion in 2018 and 2019 for state services, almost three billion more than the original draft of the bill filed in January. Committee Chair Jane Nelson praised members for their hard work and for finding efficiencies in the way the state pays for many services, including health care and university spending. “We put several issues under a magnifying glass and not only did we come up with efficiencies and savings, in many cases I think we were able to improve the way we deliver services,” she said. Nelson said she intends to present the budget before the full Senate for a vote on Tuesday. The second bill is the main school choice measure for the Senate this session, SB 3. That bill, authored by Education Committee Chair and Friendswood Senator Larry Taylor and passed out of committee on Thursday, would create two programs to help parents pay for private school tuition. The first would use state money, allowing parents to apply for and receive a portion of the cost of educating their child in a public school for a year, which is around $9000. The exact amount depends on financial aid and disability status, but it ranges from sixty to ninety percent. The second program would be funded by private donations in exchange for tax credits to create scholarships for private school tuition. Those scholarships would be limited to 75 percent of the yearly cost to educate a child in public school, and would be open to certain at-risk student populations, like those in special education or foster care. The Senate will reconvene Monday, March 27 at 2 p.m.

Tax Appraisals to Begin Arriving in Mailboxes Next Week

The Nueces County Appraisal District’s Chief Appraiser Ronnie Canales would like to inform all residential property owners that the Appraisal District will be mailing out the 2017 Notices of Appraised Value to all Residential Property owners on Monday and Tuesday of next week, (April 3rd & 4th, 2017). Residential property owners should expect to receive their Notice on or after April 4, 2017. All other property types will receive notices later in April or in early May. The purpose of the notice is to inform property owners of the Appraisal District’s estimate of the fair market value their property, along with other information about property taxes and exemptions.

Mr. Canales requests that you review your 2017 Notice of Appraised Value closely, and says that his staff appraisers are available by phone or in person to discuss the information contained in the notice in general, however, in order for the Appraisal District staff to discuss the details of your individual property appraisal, you must FIRST file a written protest with the District. District appraisers will NOT be able to discuss your property value over the phone, however, you may leave a message to receive a call-back from appraisal district staff, in order to obtain basic information about filing a protest and what information will be required from you to support your written protest. In order to make any adjustment to your appraised value due to condition or maintenance issues, documentation will be required by the District in the form of hard copies of pictures and written repair estimates from bona-fide contractors. Pictures and estimates may be submitted in electronic form on a non-returnable USB drive only. Pictures and estimates will not be accepted if presented on any electronic

device other than a USB drive.

If you decide to file a protest, your notice provides instructions on how to file, and Mr. Canales urges all property owners to file EARLY in the process, in order to avoid a longer wait to see an appraiser. Residential property owners that already have a Homestead Exemption on their property are eligible to E-FILE their protest by following the E-Filing instructions included in the Notice. E-filing is ONLY available to properties that currently have a homestead exemption. For all other properties, you must mail or hand deliver the written protest to the district office at 201 N. Chaparral St., Corpus Christi, Texas not later than May 31st. If you need a protest form, you can obtain one at the Appraisal District office, or download the form from the District’s website at www. nuecescadistrict.com. The Appraisal District office is open from 8am until 5pm, Monday through Friday. The District may be contacted by phone at 361-826-2100.

Three Chords and the Truth

By Ronnie Narmour ronnienarmour@gmail.com

Bluebonnets here I come… I got up on Sunday morning to attend to my usual ritual of setting up the stage for Mike Williams’ brunch show at Giggity’s. As I sat at Shorty’s drinking coffee and pondering my next move, I was overtaken by a force that pretty

out of his mouth was, “Ronnie, I still have that little grey record player and I dig it out and play my 45’s on it every now and then, just to think about the old days.” And he invited me in for a glorious trip down memory lane. That must have been 1984 or so.

Coming this weekend…

Denny, Grady & Mathew… On this night in downtown Austin, there were maybe 20 people in the club and Denny was about to take the stage for the regular “Blue Monday” show. Except for the years that Denny went out to California to play with Bob

Mark McKinney played the Third Coast Theater last Friday in Port A. Photo by Woodie Lawson. Scattered shots… I’ve used up most of my room here, talking about the old days. Thanks for letting an old

The bluebonnets were blooming between Luling and Bastrop last week. much threw me and my dogs in the truck and headed north in search of something (anything) free of island drama. I hadn’t seen the fam in a while, so Bastrop here I come. The wildflowers were blooming and I just had to stop for a photo op somewhere between Luling and Bastrop when I saw a huge field of bluebonnets in front of a cool, old ranch house. Right then, I knew I had made the right move. I felt a wonderful calm come over me and the closer I got to home, the better I felt. And by the time Monday evening rolled around, I loaded up my brother-in-law Jim and headed into town to catch some music and see some old friends. For me, that meant a trip to my old stompin’ grounds, Antone’s Club, Austin’s Home of the Blues.

Antone’s, Austin Home of the Blues… We were greeted at the door by beautiful Ilse Haynes, a Scandinavian beauty who has been working the door at Antone’s since the days when such blues greats as Muddy Waters, Clifton Chinier, Eddie Taylor, Jimmy Reed and Junior Wells (etc) played. When we walked into the bar, the first one I ran into was a fellow I’ve known since the first days of Antone’s, back in the mid-70’s, guitarist Denny Freeman. Denny played in the house band, Paul Ray and the Cobras, with a young aspiring artist by the name of Stevie Va u g h a n . Denny and Stevie lived across the street from me on Jewell and Grady Pinkerton, Mathew Robinson and Ronnie back then, we Narmour at Antone’s saw each other on a daily basis. Nightclub in Austin last I remember Monday when Stevie turned 21, me and the other bartenders at Antone’s bought him a record player. It was one of those grey plastic jobs with a turntable that swung down and detachable speakers. I think we paid maybe $100 for it. When we gave it to Stevie, he was perplexed. “Why are y’all giving me this?” I told him, “Well Stevie, if anyone needs to be able to play music, it’s you… “, but actually the real reason was that Stevie had borrowed Denny’s record player and wouldn’t give it back, and we were tired of listening to Denny bitch about it. Years later, I went to see Stevie in his hotel room in Corpus, years when he was playing a show at the old Coliseum on Ocean Drive with Eric Johnson. He had gone double platinum by then and probably had a sound system you could hear on the other side of the planet… but when he opened the door and saw me, he welled up and the first thing

Denny Freeman and Grady Pinkerton played Antone’s Nightclub in Austin on Monday Dylan, he has been a stalwart every Monday at Antone’s, usually with Derek O’Brien or Johnny Moeller or a variety of other world class musicians that founder Clifford Antone had assembled. Understand, Antone’s has always been the clubhouse. Denny told me that he never ever called the club to see if he was playing that particular night… he’d just show up and play. That’s kind of what we all did. When Denny took the stage on Monday, he was joined by Grady Pinkerton (Lazy Lester) and Speedy Sparks (Fab T-Birds) because Derek has been called to Dallas a lot lately, to care for his mother. Jim and I got to the club in time to hear them play a half dozen tunes (mostly standards by the like of Dr. John, Jimmy Reed and Lazy Lester, etc). To say the least, I was in heaven. After these boys played, another old buddy of mine, Mathew Robinson, took the stage. Mathew is the fellow that gave me my nickname one night many years ago in Sao Paulo, Brazil. Needless to say, I go WAY WAY back with all these folks and this was the medicine I needed to get my mind right. Who knew? All it took was a short jaunt across the ditch and just don’t look back.

Of all the shows I saw: Captain Legendary, Steve West, Todd Dorn, Preacher Keen and Woodie went to the Mark McKinney show, I was most impressed by the Stone Beach Rise show at the Back Porch. They have a sort of island beat meets Shark Radio. I absolutely loved the vibe they created. And the bevy of hot chicas they got wiggling on the dance floor didn’t suck too bad either.
