Stocks are flat as American investors move capital into the newly opened Chinese market, Shaquille O’Neal thinks the world is flat, Brexit is back on the table, credit card skimming devices are making another round on coastal bend gas pumps, the weeds in the back 40 are getting taller by the day, and spring break is winding down. We officially passed the March 21st start of spring, and it’s right on schedule. The last trees to pop are the two massive pecan trees in the alley behind my work, and sure enough there are little green buds all over the tips. I guess it’s time to get cranking.

places, but not here. Seems a couple spots in the hill country have had some hummers stop and hit the feeders there. I’ve had my feeder up for over a week now, but I haven’t seen or heard one yet. Doesn’t mean that they’re not moving through; just means I haven’t been around to see if they are or not. Chained to the desk and all…. And speaking of chained to the desk looks like a few more boats will be tied to the dock again this season. The National Marine Fisheries Service (NMFS) has already closed greater amberjack for this entire year. Yeah, the whole year. They claim that recreational fishermen caught almost a million lbs. of amberjack OVER their limit last year, and they take that from the next year (this year). So they claimed that we exceeded our quota of 1,255,600 lbs by 919,859 lbs (that we caught 2,175,459 lbs. of AJ last year). So they announced on Tuesday that they were going to close it for the rest of the year this Friday. Ya kidding me??!!! 1,100 TONS of AJ??! No way that that has happened here on the Gulf Coast this winter already…the craziness continues in Federal water fisheries management. I’ll be headed over to Tampa here in a month or so and try and defend our right to continue to catch and keep grey snapper (mangrove snapper). That’s evidently next on their list, to determine wonky numbers for and eventually shut down as well. I sat on the AJ SEDAR (South East Data, Assessment and Review) NOAA panel two years ago, so it seems that is their gestation period for terrible regulations after the meetings. Wish us luck, but keep your eyes open for future changes.

The Land Cut has started to flow with good catches of black drum and trout. This monster was caught mid day in the deepest part of the channel.

Keith and I got out on the boat this past Sunday, and the fishing was slow but the company was great. It was a windy one for sure! Wonder if it’s a true 3-at-30, but I’m kind of hoping not. I would like to get out and enjoy the outdoors without being sandblasted sometime before July this summer. But you know what they say about wishes. What I found interesting was the low water levels. It’s like we’ve totally missed out on the spring tides which usually come up for a good month or so. Have we skipped straight into “pre-summer”? Our migration was lack luster for sure. I’m guessing that all the birds were pushed south with the fronts last week, and then they’ve simply continued on north towards breeding grounds via inland routes, skipping us around here in the coastal bend. My oranges have gone untouched except for the golden fronted woodpeckers, which are also trying to drill a hole in my nest box that I put out for the tufted titmice. They had been lurking around late, and I was hoping that they would stick around and nest. However, with the woodpeckers banging on the nest box and the dozen of collared dove lurking in the tree around the feeder, they may have been run out of the area. I’ve heard spotty reports of humming birds showing up in various

Texas Coastline and Beaches: a Texas Treasure By Todd Hunter, District 32

Texas has over 360 miles of coastline that line the Gulf of Mexico, also known as the Gulf Coast. The coastline and beaches of Texas are important to our great state. These areas are home to wildlife and their natural habitats. Texas beaches are also popular tourist destinations. Preserving these natural areas is essential to our state’s wellbeing. Texas beaches are home to many creatures like birds, turtles, and fish. The warm climate of the sand, wind, and water of the Texas coast is unique. The climate draws many animals to this area. For example, the ecosystem of our state produces ideal turtle egg-laying and hatching sights. Hundreds of species of birds migrate to this climate each year. Several crabs, snails, oysters, and more can be found on the beaches. One snail that can only be found on Texas beaches is the lightning whelk. The distinctive shell of this snail is the official shell of the State of Texas! The beaches of Texas are important for our ecosystem, communities, and economy. It is essential to care for the coastline by not leaving trash, and to recycle properly. We must protect against pollution and coastal erosion. Coastal/beach erosion is the displacement or deterioration of sand. We rely on beaches, sand dunes and wetlands, for protection against major storms. These natural barriers mitigate the damages from major storms, like hurricanes. The dislocation of the sand also causes negative impacts to the farming and fishing industries and puts ports, roads and industrial infrastructure at risk. To combat this, the Texas General Land Office, Texas Beach Watch, the Texas Coastal Erosion Data Network, and local organizations

work together to create preventative barriers, like jetties, to slow the rate of erosion. The efforts to keep Texas beaches beautiful have paid off. Texas is nationally ranked in top beach destinations! On the southern coast, Corpus Christi and Port Aransas have several beach locations to visit. These include the Padre Island National Seashore, Mustang Island State Park, J.P. Luby Surf Park/North Packery Beach, Whitecap Beach, Padre Balli Park/Bob Hall Pier, I.B. McGee Beach Park/ Horace Caldwell Pier, North Beach, South Packery Channel Beach, and San Jose Island. Each of these locations offers outstanding views and recreational activities. Some of these include fishing, hiking trails, RV access/ camping, swimming, windsurfing/kiteboarding, kayaking/canoeing, and birding/wildlife viewing sights. Committee Considers Easing Handgun License Costs Texans seeking a license-to-carry (LTC) permit would see a much smaller fee under a bill considered by the Senate State Affairs Committee on Monday. The current fee of $140 to apply for a license that permits concealed and open carry of handguns in the state is among the highest in the nation, says bill author and Jacksonville Senator Robert Nichols. “These fees impose an undue burden on people’s constitutional right to bear arms as it relates to concealed carry or license to carry,” he said. “This will take Texas from having one of the highest fees in the nation to one of the lowest in the nation and still covers what I believe to be the real cost of running the program.” His bill, SB 16, would reduce the application fee to $40 dollars for the initial license, and cuts the renewal fee from $70 every five years to $40 as well. Nichols told members his original bill eliminated all fees for application and renewal, but with state revenue tight this year, he changed it to cover the cost to the Department of Public Safety for managing the program. It costs DPS $27 to conduct a background check on LTC applicants, and there are further incidental costs relating to processing and management which bring the total to about $40 per applicant.

In order to receive an LTC, a person must take a four to six hour class, pass a written test, and then demonstrate adequate proficiency with a handgun at a gun range. The State Affairs Committee considered a few bills that would relax or change some of these requirements for certain people. One, SB 263 by Senator Charles Perry, would remove the minimum caliber requirement for range qualification. Today, people are required to use a handgun of at least .32 caliber to demonstrate proficiency, but supporters argue that for people accustomed to using smaller caliber handguns, this may present difficulty at the range. Another bill by Perry, SB 264, would waive the range requirement for county jailers and state corrections officers, because that they already receive adequate handgun training as part of their profession. Similarly, Plano Senator Van Taylor offered a bill, SB 138, to exempt active and retired military service members from the proficiency demonstration if they have a military range qualification in the last ten years, because they would’ve already received much more rigorous firearms training in the military. All four bills unanimously.

Property owners will soon receive the Notice of Appraised Value from the Nueces County Appraisal District. The Appraisal District will mail about 106,000 appraisal notices for residential property in the first week of April. Appraisal notices for commercial will be sent on mid-May and personal property will be sent by early June. The appraisals for real property are determine by the mass appraisal method based on past sales and a cost schedule. Your city, county, school district and other local taxing units will use the Appraisal District’s value to set your 2017 property taxes.

Property owners who have questions or disagree with the appraised value of their property, the exemptions or any other action by the Appraisal District are urged to complete the protest form that is enclosed with the Notice of Appraised Value and meet with or contact an appraiser in the Appraisal District as soon as possible. If the questions or disagreements with other actions or not resolved by the appraiser a date and time to meet with the Nueces County Appraisal Review Board (ARB).will be provided by mail.

owner protests based on evidence presented. The notice of appraised value includes the Comptroller’s Property Taxpayer Remedies. The deadline for filing a protest with the ARB is located on the bottom left side of the Notice of Appraised Value. Failure to meet the protest deadline will require the property owner to submit a letter to the ARB explaining the reason for a late protest. The ARB will determine if a protest can be heard based on the evidence submitted by the property owner. The Comptroller’s publication, Property Taxpayer Remedies, explains in detail how to protest your property appraisal, what issues the ARB can consider and what to expect during a protest hearing. The publication also discusses the options of taking your case to district court, the State Office of Administrative Hearings or binding arbitration if you are dissatisfied with the outcome of your ARB hearing. No OTB Concert Series If you can’t bring The Island to the music then bring the music to The Island. The Island Presbyterian Church, 14030 Fortuna Bay, is sponsoring the No OTB Concert Series which will include three concerts at the church. The first is on April 20 when the King High School under the direction of David Hiser will perform and evening of Broadway show tunes and American standards. Then on May 18 Flour Bluff High school students, chosen by Fernando Fernandez will perform a variety of music and dance. Then on June 15 artists Natalie Lansford Rumfoeld and Michael Kris Perez will perform music from Beethoven and Chopin to sacred favorites. Each of the concerts begin at 7 p.m. and tickets are $50 per show, $100 for the entire series, and $25 for children under 12.

This is all in addition to the extra space the library will have for more shelving and seating areas. “We are ecstatic to be the recipient of this grant. The maximum amount of the grant application for furniture and shelving was $50,000.00 and to be awarded the full amount is amazing!!” says Jenny Dailey, Library Director. “I am proud and excited to be a part of this major project in our community. Everyone will be the beneficiaries of this expansion. We want the library to be the heart of our community.” The Friends of the Library have been working hard to raise funds for the project, also. They received a $30,00.00 grant earlier this year and are continuing their capital campaign to raise funds. Together, the Library Trust Fund Trustees and the Friends of the Ellis Memorial Library have committed $215,858.00 to go toward the construction of the library. We must still raise almost $300,000.00 in a short amount of time to cover the furniture, shelving, flooring, and other finishing work and obligations.

The Arbor Day Foundation is making it easy for everyone to celebrate the arrival of spring by planting trees. Join the Arbor Day Foundation in March 2017 and receive 10 free white pine trees or 10 white flowering dogwood trees.

“White pine trees or white flowering dogwoods will add beauty to your home throughout the year,” said Matt Harris, chief executive of the Arbor Day Foundation. “Dogwoods are known for their showy spring flowers and red berries that attract songbirds during winter. White pine trees are fast-growing landscape trees that will break heavy winds, making them an ideal addition to any yard.” The free trees are part of the nonprofit Foundation’s Trees for America campaign.

With planting instructions included, the trees will be shipped at the right time for planting, between March 1 and May 31. The 6- to 12-inch trees are guaranteed to grow or they will be replaced free of charge. Arbor Day Foundation members also receive a subscription to Arbor Day, the Foundation’s bimonthly publication, and The Tree Book, which contains information about tree planting and care. Rockport “Texas Settlers” Fest

Beginning Saturday, March 25, 2017, “Texas Settlers and Their Buildings: Old Rockport” will be on display at The History Center for Aransas County. A Member’s Preview begins at 9:30 with a welcome by Vickie Merchant, FHC President, at 10:00 a.m. Larry Irsik, AIA, Architexas, will be the Keynote Speaker. Mr. Irsik specializes in renovating historic homes and has recently renovated the R. H. Wood

Home as well as the Fulton-Bruhl-Hunt home in Rockport. “Texas Settlers and their Buildings: Old Rockport” focuses on the family and community life of Texas settlers as reflected in historic buildings. The exhibition looks at early Texas buildings for information about settlers’ visions of community and progress and their accommodation to the physical demands and economic realities of everyday life. Print resources that accompany the exhibit help audiences explore our cultural heritage, modern attitudes toward the past and our duty to future generations.

Architecture and homes built in Old Rockport from 1860 to 1930 will be showcased. Additionally, stories and photos of the homes’ owners will be on display. The exhibition will be available from Saturday, March 25 to Sunday, July 16, 2017. Additional correlating programs are scheduled throughout this time. This exhibition is supported in part through

a grant provided by Humanities Texas, the state affiliate of the National Endowment for the Humanities. Humanities Texas develops and supports diverse programs across the state, including lectures, oral history projects, teacher institutes, traveling exhibitions and documentary films. Ferry Art Contest is Open

The Texas Department of Transportation (TxDOT) this week announced the start of its seventh annual contest to select artwork to be featured on the towers of ferry boats in its Port Aransas ferry system. The contest is open to anyone and includes two categories – youth (age 18 and under) and adult (older than age 18). The deadline for submitting art work for the contest is 5 p.m. Central Standard Time on March 31, 2017. Winners will be selected soon thereafter. Entries must be formatted in the landscape/horizontal position to be considered.

The first art contest took place in the fall of 2010. Entries should depict people, places, plants, animals, environment, scenes, settings, events, or activities relevant to Port Aransas and TxDOT’s Port Aransas ferry system. Contest guidelines can be found on the TxDOT website and Facebook.

Winning entries in the adult division will be reproduced on the towers of the 20-vehicle ferries. Winning entries in the youth division will be displayed on one of the 28-vehicle ferries.

Three Chords and the Truth

Just like ringing a bell… One of the preeminent pioneers of Rock-N-Roll, Chuck Berry, passed away last Saturday. He died at his home in St. Louis at the age of 90. Once a staple of the iconic Chess Records Label out of Memphis, TN, Berry was one of the fellas that got the whole thing going. His signature “Duck Walk” and hard driving beat on such treasures such as “Maybelline”, “My Dingaling”, “Sweet Sixteen” and the historic “Johnny B. Goode” about a country boy who could “play that guitar just like ringing a bell”, will go down in history as the music that inspired such greats as Elvis Presley, Jerry Lee Lewis and Buddy Holly, just for starters. His music is literally timeless. Berry’s records are among a collection that was launched into space in 1977 on two Voyager Spacecrafts as part of the “Voyager Golden Records” project. Other artists selected by a committee headed by Carl Sagan of Cornell University include Bach, Beethoven, Mozart, Stravinsky and Blind Willie Johnson. Sagan and his associates also assembled 116 images and a variety of natural sounds, such as those made by surf, wind, thunder and animals (including the songs of birds and whales). To this they added musical selections from different cultures and eras, spoken greetings in 55 ancient and modern languages, and printed messages from U.S. president Jimmy Carter and U.N. Secretary-General Kurt Waldheim. Noted music historian, John Lomax, of the Smithsonian Institute, insisted they send some folk music along too, citing Rock-N-Roll as only being in its infancy. The record also includes the inspirational message Per aspera ad astra in Morse code. Go Johnny Go, my dear Mr. Berry, you will be sorely missed. You made a difference… a BIG difference.

So, now what? I hope everyone survived the monster known as Spring Break. There were a lot of wrecks and wheels falling off of golf carts this year, plus the jails are all full of drunks, but we made it through another assault with minimal bruising for the most part. The local retail stores, grocery and convenience stores, restaurants, hotels and bars all seemed to fair well. I’m pretty sure the city, county and state did pretty good, too. I saw a ton of police interactions both on the beach and in town through out the week and heard that real estate at the jails were in rare commodity.. lots of shuffling going on between them. Hats off to our boys in blue. We are all very proud of yall. You have a tough job and I don’t envy you at all. Thank you!. So now what? We get to get back to “normal” for a little while. On the horizon as far as the next barrage of touron go, I see our beloved SandFest on April 21-23 followed by Memorial Day Weekend on May 26-29. Windy March is on its blustery way out

and soon we’ll all be complaining about the heat and gang-bangers of summer. I plan to get up to Bastrop to see family as soon as I get verification that the bluebonnets and Indian paintbrushes are blooming. The road I take through Goliad, up to Cuero, Gonzales and Luling is nothing short of spectacular this time of year. Thank you Lady Bird Johnson! It’s a great time to be alive, boys and girls. Count your blessings with every breath and tell your loved ones that you love them everyday. And help somebody if you can. This would be a good time to give a shout-out to our pal, Davin James, who is going in for heart bypass surgery this week. Send him your prayers.

The Independent Thieves played Shorty’s last Friday at Shorty’s on Friday and reggaemasters, The Chanklas, there on Saturday. Also on Saturday, Matt Hole and his Hot Rod Gang, sat Giggity’s on fire with their non-stop rockabilly Matt Hole played Giggity’s chaos. Matt’s new sidemen on Saturday (well not that new anymore), Cody Strong and J.M. Muniz have really gotten comfortable in their own skin. I keep milking J.M. to do some stand-up bass acrobatics for me to “outphoto” his shot on the floor at the Executive Surf Club. I know he has it in him. And one last mention… the BIG ten piece party band, Cruise Control, also gave us a rock solid show at the Porch on Saturday. Their harmonies and musicianship just seems to get better every year. They don’t have any gimmicks and play it pretty straight, but the final product stands up anywhere. Kudos!

Coming this weekend… On Friday the 24th, we get a dose of Louisiana with the ever so swampy, Captain Legendary (Baton Rogue, LA). Led by the talented Charlie Hagar, this band is a perennial fave. Also on Friday, a guy I’ve been look forward to seeing, Steve West, will play Shorty’s. James Little told me about that one. And speaking of James Little (which I seem to do a lot), Preacher Keen will play he’ll be at the Giggity’s this Friday. 361 Bar on Friday and country/blues sensation Preacher Keen (Austin, TX) will be at Giggity’s on Friday. On Saturday watch for Beach Stone Rise at the Porch, Todd Dorn at Giggity’s, Treble Soul at the 361 and the Thieves at Shorty’s. Be safe out there.
