A charter can give you all the confidence you need to head out with success on your own. Pick varied styles and sizes of top waters but throw colors that you can see at the end of your cast. Staying shallow will keep you hunting the biggest of the pack, you will catch plenty of keepers but your chances of bringing a true giant to hand increases greatly. Leave pauses in your action, do not work the plug back and forth all the way back in fast, it’s a wounded baitfish.

Sheep head and pompano have been good now at times but an incoming tide is a must. When we get that first push of good green water they will flood the passes. Live shrimp under a cork along the jetty or ghost shrimp sucked off the beach are the best. The whiting and sand trout will be in the channels and deeper areas as well and the best bait for them is shrimp or small pieces of cut bait. Those small and easy to catch fish are great in the pan, and no limit on size and number. Fishing is rocking hard and fast this year with such a light winter, don’t let this spring sail bye, give me a call for my open days and LETS GET WET!

There have been other freezes here in south Texas though. The Seashore Turtle Patrol was a victim of the Federal hiring freeze, and Donna is having a hard time filling the positions to get people out on the beach and patrolling. She’s hoping to have some people in place by early April, but turtle nesting season could be just around the corner. They are going to have to rely on volunteers as much as they can early on in the season. If you have time and are interested, please consider volunteering for turtle patrols. Of course, they would really like you to be able to commit to a schedule. There are several training sessions coming up very quickly (you must go through the training to participate) starting on March 4th (for returning volunteers), and March 11-12 or 14-15th for new volunteers. Speaking of the Seashore and Donna, we will all get to see her soon enough, as this weekend is the Billy Sandifer Big Shell Clean Up. I just got my hot hands on the freshest copy of the Section Leaders assignments, and looks like Tyler and I are still scheduled for the 15-14MM, although it remains to be seen if enough people show up to fill the northern sections. the new light at Aquarius. While I heard about wrecks when they first turned it on, everyone I saw going through was adjusting to it just fine. Then again, it might have been the parade of law enforcement officers in the area that might have been “raising awareness” of the new circumstances and “ensuring compliance”. Ha! I saw that there’s been a petition to remove it already that appears to be gaining momentum on social media, but I’m not sure how far it will get in actually removing the light. Regardless of what anyone thinks, traffic is going to increase on the Island, and if not by means of even more traffic lights, there will need to be some kind of engineering solution to reduce the dangers of increased traffic. One idea that has been mentioned for years is reducing the speed of that stretch of road down to 45mph. In any event, there will have to be changes that are larger than just the light at Aquarius in the future, despite what’s going on right now. Jeff bombed in town, my dad was around, and Roadkill Willie brought his brother Gilbert out on the skiff for a little fishing adventure this past weekend. The weather included a fishjaw-locking-high-pressure system, but we got to get out on the water and enjoy a beautiful day on the water. Good times were had by all. Finally, all bills that did not have a specified date to go into effect become law on the 91st day post-session. For this Legislative cycle, the 91st day is Monday, August 28th, 2017. Important Dates for the 85th Legislative Session: Focus on Texas House of Representatives

There are many deadlines within the month of May, the last month of the Legislative S e s s i o n . Monday, May 8th, 2017 is the 119th day of session. This is the last day for the House of Representatives’ committees to report House Bills (HB) and House Joint Resolutions (HJR) to be placed on one of the House Calendars. The next two days, the 120th and 121st days, are the last days for the House Calendars committees to distribute their Calendars for HBs and HJRs. The 131st day of session, May 20th, 2017, is the last day for House committees to report Senate Bills (SB) and Senate Joint Resolutions (SJR). The following days, May 21st and 22nd, are the final days to distribute the House Calendars for SBs and SJRs.

lanky nephew while we whimpered, a first. I yelled at the other sister, the Churchy One, on the phone and hung up on her, not a first. I fought off penetrating kinda gossipy questions from my otherwise fun cousin I didn’t know was churchy. I had great meals with subsets of the family folks in many hip eating places all around Seattle, hopefully not the last time for all that. The week’s cast of characters included my ex, who was great, my cool niece who lives in Costa Rica, as in “far from all this”, who was shell shocked, and either tight lipped or drunk, her ex who is cool, my gnarly sea faring “cousins” who aren’t my real cousins but I picked them up from the first divorce. And the bright spot, young great-niece Maeve, toddling around and high-fiving us by spreading out her tiny fingers. Watch for the play off- Broadway next summer. But all through it, every moment, weaving over all the jangle of it, were invisible threads of Barb. Now Angel Barb. We were all connected. Something is over, done, unmistakably completely. But something is not over. How does that work? My take away, y’all, is that we all need each other, oddball pieces of work that we are. Hang on tight to the dear ones, at least now and then. Police Blotter Corpus Christi Police Officers Receive Body Cams Under DOJ Grant The last of 130 Body Worn Cameras purchased with a 2015 Department of Justice grant are being deployed to Officers of the Corpus Christi Police Operations Division this week. The Corpus Christi Police was one of only 73 police departments nationwide to receive funding under the initial DOJ Bureau of Justice Assistance grant award in 2015. In 2015, Congress, after urging by the President, appropriated approximately twenty million dollars in grant funding to assist local and state law enforcement agencies with the development of body worn camera programs. This followed several controversial police/citizen incidents across the nation, including Ferguson, Baltimore, and New York City. The $250,000 grant awarded to the Corpus Christi Police includes $125,000 in city matching funds. Prior to receiving the cameras, officers must complete three hours of state mandated training. The training includes information on the functions and proper operation of the camera, department policy, state open records law, the effectiveness of digital video evidence, the limitations of body worn cameras, and privacy considerations when recording. To pass the course, officers must successfully demonstrate the ability to record a video, and then properly tag and upload the video into the patrol car or desktop computer. Upon completion of deployment, over one third of the Department’s uniformed officers will be equipped with BWCs. The new Body Worn Cameras, which will replace the 78 BWCs loaned to Corpus Christi Police by Nueces County under a 2014 Texas Domestic Violence grant, offer several significant advantages to the previous model. Video from the new BWCs can be uploaded directly into the Officer’s patrol car dash cam system, saving officers time at the end of shift and keeping them in the field longer to respond to calls. The new cameras also have a detachable remote camera to allow officers alternative mounting options, and infra-red lights for better recording performance in low light situations.

Seawall vandals A group of vandals, said by residents to be teenagers, have been doing damage to property and to vehicles along the Michael J. Ellis Seawall in recent weeks. Police say they believe the same group has destroyed the beach sign in the seawall parking lot for the second time in four weeks. Police say they will increase patrols in the area until the culprits are caught.

National Weather Service Seeking Severe Weather Spotters! Spotter Training Available Across South Texas February through April

The effects of severe weather are felt every year by many Americans. To obtain critical weather information, NOAA’s National Weather Service (NWS) established SKYWARN with partner organizations. SKYWARN is a volunteer program with nearly 290,000 trained severe weather spotters across the country. These volunteers learn to identify potentially tornadic storms and other severe weather conditions before they occur. SKYWARN volunteer spotters help to protect the lives and property of the citizens of South Texas by relaying critical life-saving information in a timely manner to the NWS.

NAS Corpus Christi Hosts Air Show April 1-2 The U.S. Navy Blue Angels will roar back into South Texas the last week of March to headline the 2017 Wings Over South Texas Air Show aboard Naval Air Station Corpus Christi April 1-2. “We are planning a full day of events for both Saturday and Sunday,” said Capt. Steve Banta, commanding officer, Naval Air Station Corpus Christi. “And, we are holding the air show over the water once again this year! “We view our bi-annual air show as a base-andcommunity e v e n t , ” Banta added, “celebrating the continued partnership that we have enjoyed for more than 75 years.” All branches of the armed services and the air station tenant commands will be represented at the air show as well as numerous civilian performers. “The line-up is falling into place as acts are signed and commitments made, and we’re glad the Navy’s Blue Angels will headline the show,” said Lt. Animal Advice

“Oh, don’t worry, he won’t bite.” Editor’s note: Islander Dr. Doreen Kinkel (the Cubs fan) has a Ph.D. in Animal Science and taught at TAMU-Kingsville for 34 years (retired 2014) including a course in domestic animal behavior. By Doreen Kinkel “Oh, don’t worry, he won’t bite.” Famous last words. Why? All dogs bite. Or have the capacity to. A dog doesn’t have to be what most would consider a “vicious” dog to bite. My pat response used to be “All dogs bite.” I got called the b-word and others for that so now my response is “I have a Ph.D. in Animal Science and taught domestic animal behavior for 34 years. All dogs bite.” It is sorta’ pushy but apparently it is somewhat disarming because I don’t get called the b-word, at least not so I can hear, as they often mutter in response.

All dogs bite Anyone who works in a veterinary practice with dogs will attest, all dogs bite. Biting is one of the physical manifestations of aggression. While there are those dogs that don’t seem to need a reason to act aggressively, be “vicious,” and bite, even the most loving and mellow dog may bite. Aggression, and the potential to bite, has multiple “sources.” In animal behavior lingo the phrase “agonistic behavior” is used to describe behavior associated with conflict between two or more animals, the key here is to understand that it depends on how an animal deals with feeling conflicted that determines the outcome--they can act submissive and thwart an attack, they can turn tail and leave the situation avoiding a possible attack, they can stand their ground, they can threaten, or they can attack-there’s a whole range of possibilities. And they can be unpredictable. Threats and attacks are what most are familiar with as they blatant, they are not as subdued or nuanced as are avoiding eye contact or postural cues.

Why dogs bite What triggers a threat or attack is not as simple as an animal having an inherently short fuse, the “vicious” dog. A perfectly well behaved, gentle, calm dog can attack, can bite for reasons having nothing to do with being “vicious.” And the same “stimulus” or trigger that might cause aggression in one situation may not result in aggression in a different situation. Hungry animals become frustrated and their fuse, their threshold for acting aggressive, may be shorter than it might otherwise be; however, if they know the other animals, are familiar with them, they are less likely to be aggressive and the conflict does not escalate to a threat or bite. Thresholds for aggression are not fixed in a given individual, it depends on conditions and those conditions are subtle and not typically obvious to us humans. Following is a laundry list and brief explanation of some of the conditions that can trigger aggression, an attack, leading an otherwise calm, unassuming dog to bite. Social aggression: this is the classic pecking order type of aggression among animals who are familiar with each other, they know their social status and know their place and if they “violate” that status, aggression may result. Animals who are unfamiliar with each other, who have no known social status, who are strangers, are more likely to become enmeshed in testing each other physically and lead to an attack. Size doesn’t always matter, the Napoleon complex may play out with the smaller dog challenging a much larger dog--it’s attitude, not size, that matters. Personal space violations: Getting just a little too close for comfort--especially among strangers, can lead to an attack. Territorial aggression: Your home is your castle doesn’t just apply to people, dogs are territorial, too. And territory is portable, it isn’t just about a “home base,” it can travel with the animal so dogs out on a walk may feel threatened if an area familiar to them, that they consider their territory, is “invaded” by an “intruder.”

Limited access to resources or protecting “possessions”: food and water are obvious resources that limiting access to might incite aggressive behavior but things like favored resting places or that special spot to pee or poop is also a resource and preventing access to them, blocking them, could trigger aggression. Sexual aggression: mating behavior between males and females certainly has elements of aggression but here we’re considering more the male on male testosterone (intermale) induced aggression--compared to other species of animals that are castrated resulting in reduced aggression reduced post-castration, neutering male dogs does not result in as much diminishment in intensity of aggressive behavior. Aggressive behavior induced by testosterone is a result of testosterone’s effect on specific brain cells responsive to testosterone, cells that may remain responsive to even small amounts of testosterone like that produced by the adrenal glands even after testicles have been removed. Adrenal glands in females also produce small amounts of testosterone but brain cells in females have not been sensitized to testosterone in utero as are male fetuses. Idiopathic aggression: this is the catchall for aggression that occurs for no known, discernable cause, “brain damage” if you will. Dogs considered “vicious” may fall into this category when other causes are ruled out. Just so you know, there is a state statute (Health and Safety Code 822.13), that allows a person to kill a dog or coyote that has bitten a dog (or other animals). It was upheld in 2014 in a Court of Criminal Appeals of Texas case (NO. PD-1768-13). The phrase domestic animals in the statute includes pets like dogs and cats. Interestingly, the statute does not apply to a dog or coyote that has attacked a person.

(a) A dog or coyote that is attacking, is about to attack, or has recently attacked livestock, domestic animals, or fowls may be killed by: (1) any person witnessing the attack; or (2) the attacked animal’s owner or a person acting on behalf of the owner if the owner or person has knowledge of the attack. (b) A person who kills a dog or coyote as provided by this section is not liable for damages to the owner, keeper, or person in control of the dog or coyote. (c) A person who discovers on the person’s property a dog or coyote known or suspected of having killed livestock, domestic animals, or fowls may detain or impound the dog or coyote and return it to its owner or deliver the dog or coyote to the local animal control authority. The owner of the dog or coyote is liable for all costs incurred in the capture and care of the dog or coyote and all damage done by the dog or coyote. (d) The owner, keeper, or person in control of a dog or coyote that is known to have attacked livestock, domestic animals, or fowls shall control the dog or coyote in a manner approved by the local animal control authority.” Sooo...please don’t try to assure me your dog won’t bite. For reasons you may not know and may not ever understand, your dog may, in fact, bite. And I don’t want my dog to be the victim of your dog, nor do I want my dog to be so frightened by your dog that she does something totally out of character like bite your dog. She’s small and has lost a few of her teeth as she has gotten older but she still has her fangs. So now you know.

Whoopng Crane Fest this weekend… Registration is open for the annual Whooping Crane Festival scheduled for February 23-26, 2017 in Port Aransas, Texas. The festival is open to birders, photographers, families, and anyone who loves the outdoors and nature-related activities. As the festival has grown over the years, so has the variety of events. World renowned crane expert, Dr. George Archibald, will be one of the featured speakers. Festival attendees will have the opportunity to take guided boat tours to the Aransas National Wildlife Refuge to view the world’s last naturally-occurring population of Whooping Cranes on their wintering grounds. Additional festival activities include birding and nature boat and bus tours, interactive workshops and seminars, a painting and wine tasting class, a free nature-related trade show, and a family birding field trip. Bon Temps Roulet… Let the good times roll. It’s Mardi Gras time and around here and that’s big news. Let me repeat that… IT”S MARDI GRAS TIME!!! It’s time to break out the beads and get your mud bug on. Padre Island will celebrate with annual Port A Mardi Gras Parade their “Barefoot founder Janet Planet. Mardi Gras” Photo by Miles Merwin p a r a d e and party benefitting the Big Brothers and Sisters of America. There will be a parade on the beach at 11:00 AM on Saturday the 25th followed by the “King and Queen’s Ball” at Schlitterbahn later in the evening. The great roots and zydeco band from San Antonio, Miss Neesie and the Ear Food Orchestra, will provide entertainment. Get ready for that one. This annual event is always a hoot and a guaranteed world class party. And on Fat Tuesday proper, February 28th, Port Aransas will celebrate their annual Mardi Grasl parade, founded by the always animated Janet “Planet” Calvert some 21 years ago. Everyone is invited to be in this parade, just deck out your golf cart or vehicle in all things Mardi Gras and jump in line at the Gaff around 4:00. The parade takes off at 5:00. I’ve been a part of this parade for the last ten years and brother, it’s a blast. There will be thousands of people lining the streets of Port A as the “floats” pass

This year it will feature Dan Sullivan (Austin, TX), Eric Erdman and Brendan Mayer playing at the Third Coast Theater on Friday night (7-11). Also on Friday night the great Jerry Diaz (Port Arthur, TX) of Hannah’s Reef fame, will play Shorty’s from 7-11. I hope he brings his steel drum player. That guy is amazing. Plus, Dennis Davis will play Giggity’s on Saturday afternoon (1-4). That ought to keep all you Parrot Heads happy for a couple of days. Also on Friday, the great blues band, Duke E. Brown, will play Giggity’s, Ty Dietz will play the 361 Bar and songbird, Carol Elliott, will play her next to last Friday Happy Hour for the season in Giggity’s non-smoking Tiki Room (5-7). Be safe out there.

It was a treat having our brother, Uel Jackson, in town this weekend at the Wild Horse and the Drop Anchor. Our old friend, Ellie Goldsmith, got up and sang a few with him for old time’s sake. She has the voice of angels. Ellie is also a magnificent fiddle player. Over at Giggity’s last weekend, it was a country fest with Bubba Westly (Dallas, TX) on Friday and Todd Dorn (San Antonio, TX) on Saturday. There was some serious boot scootin’ going on over there.
