I was digging through my phone for a picture for my article, and started going back a little too far. Like to the summer. I found myself really enjoying the memories that the pictures were bringing back; reminders of the river trip up to the Frio, lots of fishing with the Zeps, golfing, fish “Frydays” at my house, Sharkathon, the Key West trip, and lots and lots of just plain goofing off. And then I noticed that I haven’t been taking too many pictures lately. I guess 2017 is just off to a rough and busy start, but I believe it will pick up.

Farah’s Fishing Adventures The seasons pass at pivotal points, this week’s recent extreme low tides are a sign that we are moving up into spring. After this week’s full moon the tides will come back filling the back bays with a flood of new life. Look for the fishing to be blooming with schools of trout and drum migrating along the shorelines and deep channels. The fishing is good now and only on its way to extraordinary. Anchoring up and using bait should find you along the Intracoastal Canal. Look for small changes in the sides of the channel that would accumulate schools of small baitfish. Sandy edges, blown out holes alone the edge, and side channels are good indications that fish will be holding in groups. Do not rush up and spook everything along the edge, anchor quietly and cast to the structure. After you’re done pull up and mark the spot on your GPS. Next time you will be able to easily position yourself in the right spot. Low tides are a great time to get out and see the structure below your normal line of sight. The land cut is a long drive but has been well worth the trip. This is bay bait fishing at its best. The entire Upper and Lower Lagoons are connected bye this narrow canal,

Easy limits of box trout are coming from 5ft of water along the King Ranch Shoreline. fish funnel. The sweep of new spring life will flow through this area and be some of the best fishing all spring. On the upper end using live shrimp drifting will also be very productive for trout, reds, and drum. For the next few weeks the magic depth is going to remain 4-5ft of water. The extreme shallows hold some great fishing but most boats and noisy fishermen will spoil those fish making catches hard. The best time of year to learn how to use soft plastics is now. The best thing is becoming one with your bait using your imagination and tricking those fish into attacking your lures. With a little instruction you can become a good angler and have the confidence you need to just leave the dock with a handful of plastic worms. There has been some conversations regarding the Packery Channel monitoring contract lately. While people are still digging in and getting to know what’s going on, I was recently reminded that in order to maintain positive status with the Texas General Land Office (TGLO), then the City is required to complete the beach monitoring program in order to qualify for Coastal Erosion Response and Planning Act (CEPRA) and FEMA funds. CEPRA funds are typically used for beach nourishment projects, like nourishing the beach in front of the seawall. This is something that we like to have as an option. CEPRA funds can be used to complete the dredging of Packery Channel. Something ELSE we like to also have as an option. Senate Rolls Out School Choice Bill Parents could receive part of the money spent on public education to send their kids to a different school under a plan unveiled by a group of Senators and Lt. Governor Dan Patrick. Patrick said that this plan seeks to give all students in Texas the right to seek a quality education. “We already have school choice in Texas. If you are rich enough, you send your child to private school,” he said. “But if you’re not wealthy enough to do that, then you don’t have any options. Every parent has a right to send their child to the school that they think is best for them.” Senate Bill 3 aims to create school choice through two methods. The first will allow parents to receive a portion of the money intended to educate their child at a traditional public school, which averages about $9,000 per year. This money would be placed in a trust account and could only be used for educational costs, like private school tuition or online courses. The amount received is based on need, ranging from 60 percent of the cost for educating a student at a public school in a year for families above twice the poverty line, to 75 percent for poor families, and 90 percent for families with disabled children. Bill author and Senate Education Committee chair Senator Larry Taylor of Friendswood says that the state will split the cost with districts in the first year. He added that the lack of school choice programs in Texas is holding the state back. “Thirty other states have school choice programs across this nation. We are behind the curve,” said Taylor. “If Texas wants to remain economically sound…we need to pass school choice legislation, to give our students the opportunity to receive a great education tailored to their specific needs.” The second method would allow the creation of tax credit scholarship accounts, where people or businesses can donate money to the education of eligible children in exchange for a tax write-off. This amount would be capped at $100 million per year to start and would be open to kids who are below the 200 percent federal poverty line threshold, are in foster care or are the children of service members. The bill must now be approved by the Education Committee before it can head to the full Senate for consideration. Also Monday, Senators on the Finance Committee were disappointed to learn that there has been scant progress in keeping track on some of the state’s most vulnerable children. At an interim hearing last October, members were shocked to learn that more than five hundred kids at risk of great bodily harm or even death were lost to the state’s Child Protective Services system. Following that meeting, the state acted to increase funds to hire investigators and case workers to help locate and protect these children. These funds were conditional on performance measures: ninety percent of priority one kids must be seen face-to-face by a CPS case worker within 24 hours by May 1, with that threshold rising to 95 percent by August 1. The Department of Family and Protective Services Executive Director Hank Whitman was before Senate Finance for his agency’s appropriation requests, and again Senators were dismayed to learn that there are still 400 to 450 of these priority one kids unaccounted for. Whitman said that even with the help of law enforcement, it’s very difficult to locate these children. That didn’t sit well with Finance Chair Jane Nelson. “We gave you everything you said you need to do that. That is our highest priority. We need to find these kids,” she told Whitman. “We’re going to continue to prioritize these kids, but hear me: we’ve given you what you said you need….Your agency gets a total of $3.8 billion. If I had my way, we’d put all 3.8 billion in to finding these kids and protecting them. If we don’t do that, what else is important?”

STATE Heart Health Awareness By Todd Hunter, District 32

The month of February is American Heart month. Since the National designation in 1964, several organizations, like the American Heart Association and Center for Disease Control, have raised awareness of cardiovascular health. Cardiovascular disease, more commonly known as heart disease, is the number one cause of death in the United States (US).

Living with heart disease can be difficult. However, there are many ways to control the disease and prevent further hospital visits. For example, taking small steps like drinking less soda or eating less salt are good practices. Initiating these lifestyle changes can be a daunting task, but there are resources available to help. Helpful tips can be found at the following link: http://www.everydayhealth. com. These healthy living tips have helped to reduce the mortality rates caused by heart disease by 70% since 1968. Continuing to educate ourselves on the signs and symptoms of heart disease will continue to reduce the amount of people living with this disease. Educating people and spreading the word of this disease will also help. Finally, getting an annual hearthealth screening gives everyone a chance at a happier, healthier, and longer life span.

Heart disease includes heart attack, stroke, high blood pressure, and chest pain. It is estimated 85.6 million Americans are living with heart disease. Women are also highly affected by this disease. In fact, 1 in 3 deaths among women in the US is caused by heart disease each year. The goal of Heart Month is to help our citizens live longer, healthier, and happier lives. This is achieved through raising awareness and education. Years of research and medical developments have enabled health care providers to identify methods to reduce American’s risk of contracting heart disease, early diagnosis, and management of symptoms. Americans can reduce their risk of heart disease by making healthier choices. For example, 32.6% of adults in the US have high blood pressure. Sodium/salt is the biggest cause of high blood pressure in Americans. Another common food that has been linked to heart disease is sugar. Those who regularly consume high amounts of added sugar are much more likely to develop symptoms. In addition, tobacco products, like cigarettes and e-cigarettes, can cause heart disease. Therefore, limiting intake of salt, sugar, and tobacco can significantly reduce the risk of contracting heart disease and other major health problems. Many people are unfamiliar with the symptoms of heart disease. Educating ourselves on what to look for and getting heart check-ups regularly is essential. Americans should begin regular cardiovascular screening tests at age 20. These examinations are recommended to include tracking the levels of blood pressure, cholesterol, and blood glucose. Further exams can be conducted. In addition, recognizing the symptoms of heart disease can help reduce the

Eagle Ford Rig Count up for the Week

The Eagle Ford Shale rig count gained four last week, data showing 65 rigs running as of Friday.

A total of 701 oil and gas rigs were running across the United States last week, an increase of eight over the previous week. 145 rigs targeted natural gas (three more than the previous week) and 555 were targeting oil in the U.S. (five more than the previous week). The remainder were drilling service wells (e.g. disposal wells, injection wells, etc.) 351 of the rigs active in the U.S. were running in Texas.

Eagle Ford Oil & Gas Rigs

Seven rigs in the Eagle Ford region targeted natural gas this week with the commodity trading at $3.39/mmbtu. 58 Eagle Ford rigs were targeting oil with WTI oil prices dipped slightly to $53.17. A total of 58 rigs are drilling horizontal wells, one are drilling directional wells and seven are vertical. Karnes County leads with 14 rigs in production. College Students Continue to be Targeted by Employment Scam By Kelly Trevino Regional Director, Corpus Christi Better Business Bureau With the spring semester in full swing, college students across Texas are getting back into the groove of classes and studying. And, many students hold part-time jobs while attending school; unfortunately, scammers see this as an opportunity to target them. According to the FBI’s Internet Crime Complaint Center (IC3), scammers post fake online job advertisements on college employment websites, or students receive job recruiting messages to their student email accounts. Typically, the job sounds very convincing. According to the Federal Trade Commission (FTC), scammers will charge upfront fees for services or training materials. They claim they can guarantee job placement after you pay; however, the promised job never materializes and the business doesn’t return your calls. If you need to pay first to get the job or have to provide your credit card or bank account number, that’s a red flag.

Land Commissioner George P. Bush Raises Veteran Land and Home Loan Limits Land Commissioner George P. Bush announced this week that Texas veterans are now eligible for low-interest land loans up to $150,000. Commissioner Bush increased the land loan limit from $100,000 to $125,000 in his first act as chairman of the Texas Veterans Land Board (VLB) in 2015 and he’s raised it again two years later. Additionally, the VLB Veterans Housing Assistance Program (VHAP) loan guarantee was increased from $417,000 to $424,100, the current maximum VA conforming loan amount. “In Texas, honoring veterans is in our DNA,” Commissioner Bush said. “From the days of the Republic to the present day, we provide vets with additional services and benefits above and beyond those provided in other states. As Chairman of the VLB I have made it my mission to improve the benefits we provide and work to ensure that more of my fellow veterans are aware of the great benefits they earned serving our great country.” Texas has always taken care of her veterans. In 1836, the Texas General Land Office was formed, in part, to make sure veterans of the Texas Revolution received the land rights they were promised in exchange for their role in the liberation of Texas. The Texas Veterans Land Board was created in 1946 to do the same for Texas veterans who helped liberate the world. Today, the VLB serves more than 1.7 million Texas veterans of all ages. “No other state can match what the VLB offers: low-cost land, home and home improvement loans; skilled nursing in long-term care

facilities, and cemeteries - all exclusively for Texas veterans and their spouses,” said Matt Elledge, Senior Deputy Director of the VLB. “Additionally all of our programs are self-funded, which is great news for Texas taxpayers.” The cornerstone of benefits for veterans in Texas is the VLB’s ability to offer belowmarket interest rate loans for land and home purchases, and home improvements. The VLB operates eight Texas State Veterans Homes that serve more than a thousand veterans and their families needing long-term, high-quality care. The VLB also provides free burial of veterans with full military honors at Texas State Veterans Cemeteries in Abilene, Corpus Christi, Killeen and Mission. In Texas, more than 200 employment-related scams across the state have been reported to BBB Scam Tracker since 2016. In addition, BBB has received more than 2,000 reports of employment scams nationwide, totaling more than $10.8 million in losses. Texans have reported losing more than $40,000 to this scam. Better Business Bureau offers students the following advice to avoid falling victim to an employment scam: Research the business first. If a company or organization is mentioned in an ad or interview, contact that company directly to find out if the company is really hiring through the service. When using social networking sites and online employment sites, be sure to check the website of the company posting the advertisement. Many scammers use names that are similar to reputable companies to trick job seekers. Be cautious when responding to unsolicited emails. Even if the business name is wellknown, don’t click on any links in the email until you’ve verified the business and can confirm that the email came from a legitimate source. Legitimate employers will need Social Security numbers for tax purposes and may need a bank account number to deposit paychecks for new employees, but be wary of any requests for such information from companies that you haven’t met with in person. Don’t pay upfront fees. No legitimate job offer will require out of pocket expenses from

Never wire money to someone you don’t know. If anyone you don’t know asks you to wire money, that’s an automatic red flag. Scammers know it’s extremely difficult to track money sent via MoneyGram or Western Union. Once money is sent via a wire transfer, it’s nearly impossible to get your money back. Even if you’ve been given a check to cover the amount you’re wiring, never send money to someone you don’t know personally. The check could be fraudulent, leaving you liable for the money. Protect your documents. Keep important personal and financial documents safe, and store them under lock and key. Consider keeping sensitive documents—like your birth certificate or Social Security card—in a safe deposit box or at home with parents. Also, have sensitive mail sent to a permanent address, such as your parents’ home or a post office box. School mailboxes aren’t always secure and can often be accessed easily in a dorm or apartment. Always shred paper documents that include personal financial information such as your bank account number, credit card and Social Security number, and any credit card offers that come in the mail. Be wary of the “perfect offer.” Job seekers should be cautious of any posting advertising extremely high pay for short hours or minimal required experience. Remember, legitimate businesses don’t make promises or guarantees about jobs. If it sounds too good to be true, it probably is. TPWD Proposing Changes to Hammerhead Shark and Grouper Regulations

The Texas Parks and Wildlife Department (TPWD) is seeking public comment on proposed modifications to hammerhead shark and grouper regulations. The proposed changes would alter the current size and possession limits for hammerhead sharks and grouper to be consistent with federal regulations. This will reduce confusion for anglers fishing in state and federal waters and enhance compliance, administration and enforcement. All public input will be considered prior to any action by the Texas Parks and Wildlife Commission at its March 23 public hearing. The proposed changes to the 2016-17 Statewide Saltwater Recreational Fishing regulations include: Increasing the minimum size limit to 99 inches for scalloped, smooth, and great hammerhead sharks;

establishing a bag limit of catch and release only for Nassau grouper and; increasing the minimum size limit to 24 inches for gag grouper.

Additional details on these proposals will be published in the Texas Register and available for review in February and in narrated presentations to be archived on TPWD’s website. TPWD Closing Oyster Harvest in St. Charles Bay

The Texas Parks and Wildlife Department (TPWD) is closing TX-31 in St. Charles Bay to commercial and recreational oyster harvest on Monday, Jan. 30. 2017. This closing is based on samples collected in January 2017 by TPWD in response to concerns expressed by the oyster industry. Chapter 76, Parks and Wildlife Code, and the Oyster Management Proclamation, Section 58.21(c)(1), provide for the emergency closure of an area to oyster harvesting when it can be shown that the area is being overworked or damaged. TPWD and the Oyster Advisory Workgroup, a group of Texas commercial oyster fishermen

and dealers, have established criteria based on the abundance of market-sized oysters (greater than 3 inches) and the percentage of small oysters (2-2.9 inches) for determining when an area should be closed. “This closure is designed to provide some protection to undersize oysters so they can reach legal sizes. The area will be closely monitored by TPWD and will reopen when criteria thresholds are met,” says TPWD’s Coastal Fisheries Deputy Division Director Lance Robinson. Maps showing these areas can be found on the Department of State Health Services web site (http://www.dshs.state.tx.us/seafood/default. aspx).

Serving as a major fundraiser for children in our community, the Kiwanis supports assistance with the special needs of Court Appointed Special Advocates (CASA) clients, local sponsorship for the Texas General Land Office Adopt-A-Beach Clean Up on Padre Island in the Spring and the Fall, Explorer Post 133 (a police officer lead at-risk Boy Scout Troop), Timon’s Ministry, the Flour Bluff High School and Junior High School Math & Science Team, Boy Scout 949, Key Club at Veterans High School, the Island Foundation, Center for Coastal Studies at Texas A&M (life jackets for children), the Seashore Middle Academy Math Team and Science Olympiad, supply once a month food bags for students at Flour Bluff, Children’s Easter Egg Hunt, and a Children’s Breakfast with Santa.

Where are all those sandballs coming from??? Where are all those sandballs coming from They seem to be everywhere. You may have seen them on the beach balanced on a sign or piece of driftwood… or maybe stuck on the tip of a giant metal hook at your local ice house. They started popping up about a year and a half ago and have now taken on a life of their own. The reason is because the guy with the sandiest hands around, Kenny Fain, is a man possessed. He loves to roll up sandballs and balance them on anything he can. Today in front of the pier, he was ecstatic about having just balancing three on a stick and one on a rope. No easy task.

I’ll get back to you… Kenny is an amiable and gentle beach bum who has a lot of time on his hands…and sand. He stays on the move living up and down the beach with his little dog, Melmen, leaving a most artistic trail of sandballs along the way. In the last year he’s perfected his water to sand ratio and now makes some pretty mean sandballs that holds up amazingly well to our elements, considering that they are after all… made of sand. I asked him how many sandballs do you think you’ve made? That one got him thinking, “No idea…but I’m sure I make at least 100 a week. I’ll start counting them and get back to you.”

We have some good stuff coming up. First and foremost, Terri Hendrix and Lloyd Maines will play Third Coast on Saturday, the 4th. Folks, get your tickets early because this is a show you DO NOT WANT TO MISS. Terri is the sweetest songbird on the planet and I could write volumes here. I have the distinction of hiring Miss Hendrix for her first paying gig. I paid her a whopping $50 to open for Marcia Ball at Billy Blues (San Antonio, TX) back in 1994. I’ve also known Lloyd Maines since the 70’s in Lubbock when he played pedal steel in the Joe Ely Band. Lloyd can play anything with strings on it and is an absolute maestro in every capacity. Just check out all the high profile artists that he has produced. I want to also mention that James Little will be at Giggity’s on the 4th and Robert Earl Keen will be at Brewster Street on the 17. Be safe out there.
