D R Consultants & Designers, Inc. (DRC) established its transportation practice in the greater Los Angeles area with a full range of projects devoted to improving the region’s transportation infrastructure, alleviating congestion, and enhancing safety. DRC’s engineers specialize in planning, design, program/project management, and construction management for all forms of transportation infrastructure, including heavy and light rail, streetcars, highway, and roadway projects.
DRC has designed and rehabilitated line segments, including tunnels, viaducts, aerial guideways, embankments, grade level rights-of-way and related roadway improvements, and rail alignment for transit improvement programs. Projects have been completed for commuter, light rail, and subway systems primarily for the Los Angeles Metropolitan Transit Authority (METRO).
Our mass transit portfolio began with the METRO B (Red) Line planning and design team. We went on to complete the civil design segments for the LAX / Crenshaw Corridor, A (Gold) Pasadena Line, Memorial Park Station, the B (Red) Line Segments 2 and 3, Engineering, Environmental Services and Construction Management for the C (Green) Line and G (Orange) Line, Airport Metro Connector, and the D (Purple) Line Extension 2. METRO awarded DRC a Highway Programs Planning and Deliverables Prime Contract for design and engineering.
DRC has been involved extensively in highway and roadway design and construction support in and around the Port of Los Angeles. Projects include being the Prime Consultant for Caltrans District 7 Program and Project Management, the SR-47 Harbor Blvd/Front Street Interchange, I-110/SR-47 Connector/John Gibson Interchange, I-110/C Street Access Ramp Improvements, Front Street Beautification and Pedestrian Street Improvements, and Knoll Hill Road Widening and Site Improvement. DRC completed its work on the SR-710 Extension project and the roadway component to the Asilomar Blvd Stabilization project along an ocean bluff in Pacific Palisades.

Caltrans District 7 Program and Project Management
DRC, as prime consultant, is providing PPM Services to support Caltrans District 7 with maintaining, developing, and constructing proposed transportation facilities. Along with our subconsultant TRC, we perform under assigned, authorized task orders, consultation, research, professional, and technical services required for PPM Services to improve the State transportation system throughout the counties of Los Angeles and Ventura.
The scope of services includes providing personnel and equipment necessary to provide project management deliverables to maintain the scope, cost, and schedule of transportation project delivery from preliminary engineering through construction phases. As Prime Consultant, we will join our subconsultant to assist Caltrans, through prudent and professional project management, with satisfying all appropriate agencies and ensure compliance with all applicable Federal, State, and local laws, codes, standards, and specifications. Front Street Beautification and Rehabilitation Project

Under our previous POLA On-Call contract, DRC completed 100% PS&E for the Front Street Improvement project in 2015. POLA selected DRC, under our 2019 On-Call contract, to revise, extend, and update the Front Street improvement project, between Pacific Ave. and Swinford St., in conjunction with the SR47 construction project. This scope of work covers all tasks related to developing final PS&Es and a Los Angeles Bureau of Engineering B permit for the proposed improvements. DRC’s scope of work included: roadway geometric approval, pavement reconstruction, securing a B permit, street lighting design and traffic control, drainage design, utility coordination/relocations, landscape design, and specifications.

DRC provided utilities engineering for the LA METRO Crenshaw/LAX Transit Corridor Project. The project adds 8.5 miles of track and eight stations to the Metro rail system near Los Angeles International Airport in a densely populated area, home to virtually every type of utility, from water to electricity to telecommunications. Performed the work smoothly with various stakeholders, from Southern California Edison to the City of Los Angeles. Agencies impacted approved the utility designs. The corridor’s complex route travels underground and above grade. DRC’s Jim Fowler, PE, served as the Roadway Lead. He supervised designs for street intersections, turn lanes, roadways, park and ride facilities, geometrics, cost estimates, design scope, subconsultant coordination, and contracts. He coordinated with the contractor to provide best and alternative designs to minimize cost.

I-110 Freeway/SR-47 Connector/ John Gibson Interchange and I-110/C Street
Access Ramp Improvements
Caltrans, in cooperation with Los Angeles Harbor Department, combined two intersections at C St. and Figueroa St. and John S. Gibson Blvd., Harry Bridges Blvd., and Figueroa St. with one new intersection that realigned Harry Bridges Blvd. and John S. Gibson Blvd. to the C St. interchange. The project removed the existing northbound off-ramp and provided a new, direct off-ramp from northbound I-110 to eastbound Harry Bridges Blvd. This involved widening the existing Union Oil undercrossing and constructing a new separation structure over the realigned John S. Gibson Blvd.
Over four years, DRC provided roadway, design, and site improvements; utilities maintenance and improvements; sustainable design and LEED standards; project documentation and specifications review; utilities coordination (utility agreements, relocations); construction management; claims support; performance tracking; forecasting, project controls; communications with stakeholders and funding partners (e.g., Board of Harbor Commissioners, California Transportation Commission).

La Paz Road and Bridge Widening
Project Management and Civil Design Lead
As Prime, DRC managed the widening of La Paz Rd from four to six lanes, between Chrisanta Dr. and Muirlands Blvd. The project widened overhead structures that cross over the railroad tracks. La Paz Rd. is an important arterial roadway, providing access to and from I-5 for the City of Mission Viejo. The team, including subconsultants, provided professional services for all environmental tasks, surveys and mapping, roadway and drainage design, ROW engineering, geotechnical investigations, stage construction and maintaining traffic, bridge and retaining wall design, and developing seismic retrofit schemes for the existing left and right bridges. Project work also required coordination with Caltrans Permit Division to accommodate modifications to the I-5 NB off-ramp at Muirlands Blvd.

SR-47 Harbor Blvd/Front Street
Interchange PSR, PA&ED
DRC provided design support to the SR 47 Harbor Blvd./Front St. Interchange Project Study Report (PSR) and PA&ED efforts for the Port of Los Angeles per the standards described by governing agencies, Caltrans, and the City of Los Angeles, among others.
As prime, DRC also completed design and engineering for the adjoining Front St. widening and the Knoll Hill St. Improvement projects, contributing to a thorough technical integration while the Front St. Project was under construction. Horizontal design was completed according to California NAD83 Zone 5 per the Caltrans Survey Manual. Vertical design will be in Mean Lower Low Water conforming to the port’s engineering standards and in Mean Sea Level for storm drains per the City’s Bureau of Engineering (LABOE).

Knoll Hill Road
Widening, Site Improvement, Retaining Wall Design
As prime consultant, DRC provided conceptual, preliminary design, and all signature design phases for this project. The work included preparing construction documents (PS&Es) for the widening and reconstruction of the existing Knoll Hill Road and site development at the top of the hill. The award-winning project included over one-half mile of roadway widening and reconstruction, site design, and grading for three Little League baseball fields, utility design and relocation, parking lot design, and building retaining walls.

Gaffey Street, the entranceway to San Pedro from the terminus of the 110 Freeway for thousands of vehicles daily, has been part of POLA’s on-going program to enhance the parkway into a scenic destination for tourism to be enjoyable for pedestrians and cyclists, plus a Welcome Park serving as a cultural landmark. Storm Damage Repair Program
Civil and Structural Engineering Support
As Prime Consultant, DRC provided civil engineering services under a pre-qualified on-call consultant contract. Funded by FEMA, the Storm Damage Repair Program mitigated damage caused by winter storms. The program consisted of approximately 60 projects totaling $50 million in construction costs. The projects highlight designs of streets, curbs, gutters; site grading; geotechnical; erosion control, surface improvements; and utility relocations. The majority of the projects were designs of storm drains and sanitary sewers following BOE guidelines, including earth-retaining bulkheads consisting of steel beams placed in concrete-filled drilled shafts and of concrete lagging between the beams. DRC staff provided civil and structural engineering support services with drafting construction plans to repair, rehabilitate, and replace street facilities damaged by winter storms.

with Non-Complaint ADA Ramps
DRC was a subconsultant on an extensive street improvements project for the City of Los Angeles. Our lead civil designer, Jimmy Todorov, PE, prepared a utility base map showing as-built utility lines at 22 intersections, sent Utility Notification letters to eight utility companies, and evaluated existing drainage for conflicts with the proposed ADA ramps. He prepared a summary matrix of responses from each utility company and follow-up to them as necessary. Intersections included Figueroa St. & Gage Ave., Foothill Blvd. & Hubbard St., West Pico Blvd. & Normandie Ave., Culver Blvd. & S. Earldom, N. Colfax Blvd. & Cabrini Dr., among others.

Asilomar Boulevard Stabilization
Project Civil Engineering
The stabilization project was an LABOE pilot program that involved a feasibility study to install several Deep Soil Mixing (DSM) improvement zones and determine their ability to strengthen weak soils in similar areas prone to land movement within the City. This area, located within the Asilomar Boulevard right-of-way, approximately 50feet wide by 250-feet long, is an area with soft soil. DRC, as a subconsultant on a contract with LABOE’s Geotechnical Division, developed a street site plan for soil stabilization with cross-sections that showed where and how the wells of cement slurry should be injected.

Kinney Street Improvement Projects Civil Engineering
DRC’s civil design lead, Jimmy Todorov, PE, designed emergency repairs for 260 feet of a hillside 10-foot-wide residential roadway with a sharp turn, which was severely damaged by heavy rainstorms in January 2023. The project required designing two new retaining walls, widening the road to 20 feet—complying with the city’s road standards—researching utilities and design of four ADA curb ramps for the intersection of Kinney Street and Crestmore Place, and relocating a two-inch gas line and an overhead power line.
EXP, in collaboration with DRC, provided comprehensive project management, engineering services, utility coordination, and community outreach under TOS 2 for restoration and reconstruction of Kinney Street, part of which had shifted downhill and was significantly damaged. The project included 2 segments of Kinney Street including widening and additional safety features, and reconstruction of the Kinney Street/Crestmoore Place intersection including sidewalk, ADA ramps, and pavement rehabilitation.

D (Purple) Line Extension –Section 2
Civil Engineering
DRC performed design work on the Wilshire/Rodeo station on the D Line Extension (formerly Purple), Section 2 project, extending the high-capacity rail system westward, 2.67 miles of twin-bored tunnels underneath Wilshire Boulevard, from the Wilshire/La Cienega station to new stations at Wilshire/Rodeo in Beverly Hills and Constellation Blvd in Century City. Tutor Perini Corporation/O&G Industries is managing construction of the $2.6-billion design-build project.
DRC was responsible for the design and engineering of all street improvements, temporary and permanent utilities, storm drains, and sanitary sewers at the intersection of Wilshire Boulevard and Beverly Drive along Wilshire through Canon Drive and Crescent Drive.

Airport Metro Connector
96th Street Transit Station Engineering
Given the high volume of daily vehicular trips to and from Los Angeles International Airport (LAX) and the absence of a convenient rail connection, the proposed project will increase transit ridership and provide reliable and convenient transit options to and from the airport.
Led by senior project manager, Jim Fowler, PE, DRC is providing contract plans for the construction of the on-site dry utility lines (natural gas and electrical) for the Airport METRO
Connector (AMC) Transit Station that will connect LAX to LA METRO’s regional rail system. The station also will connect a planned
LAX Automated People Mover that LA World Airports will build and operate, consolidated bus transit services and several pedestrian and bicycle amenities in the LAX area.

Airfield and Terminal Modernization Program (ATMP) Landside Improvement Project Design
and Design Support during Construction
The Landside Improvement Project is an integral component of the ATMP and overall ground transportation system and in proximity to high-volume streets entering LAX: Sepulveda Boulevard, Century Boulevard, Jetway Boulevard, and 96th Street. These improvements modernize the transportation technology to reduce airport-traffic congestion and backups/queuing in Central Terminal Area (CTA) and on public streets. They will provide safe and convenient access to the airport with an improved roadway system that separates local traffic from airport traffic.
DRC is responsible for sections of roadway improvements that include ramps, bridges, sidewalks, landscaped areas, paved areas, right-of-way exhibits, speed limit exhibit, local access drawings for local businesses, cross section drawings, and demolishing existing facilities. Vincent Thomas Bridge Deck Replacement and Seismic Sensors Upgrade
DRC is preparing a Project Management Plan (PMP) for the bridge’s deck replacement on State Highway 47 near the ports of Los Angeles and Long Beach. It defines precise roles and responsibilities for agency leadership and the management team and documents procedures and processes to deliver the project from PA/ED through construction under the CMGC Construction Delivery mode. The PMP follows the latest FHWA guidelines: project requirements; communication protocols; scope, risk, quality, schedule, cost, and resources management.
DRC is developing a Cost, Schedule, Risk Assessment (CSRA) to identify potential project cost and schedule risks, to evaluate the probability of such risks occurring, and to assign a range of costs if they occur. Estimate Review, the DRC Team, and their representatives will perform an independent review of the schedule and estimate and then give a CSRA Presentation to Caltrans and FHWA. Results of the Presentation and comments will be presented in a follow-up report documenting all results and incorporating comments. This includes: reviewing relevant project documentation; reviewing and validating the base cost estimate, including prior costs and preliminary engineering costs; assisting Caltrans with identifying required CSRA Meeting participants, and including FHWA representatives; developing a Monte Carlo simulation model, inputting the project’s base cost and schedule; facilitating the CSRA workshop’s validation of base cost, scheduling estimates, and quantifying key project risks; producing risk-based cost and schedule estimates using the model, documentation review, and CSRA workshop; presenting the project team’s initial results for review; and drafting, and addressing the project team’s review comments and completing a report summarizing the CSRA.

San Pedro Waterfront, Downtown Harbor Construction Support
The Downtown Harbor is the centerpiece of a greater “LA Waterfront” Master Plan at the Port of Los Angeles. Improvements created 1.6 acres of new water surface, bringing the water closer to the people and existing activities in Downtown San Pedro. Provided Construction Support services for the Los Angeles World Airports’ Coordination and Logistics Group, which reviews Area Shutdown Requests to reduce passenger disruptions. DRC conducted Project Reviews of design submittals for airport terminal projects and updated information on a weekly Public Construction Bulletin report and on a 90-day look-ahead report for inter-department notification of road disruptions. Interstate 10 Freeway Construction Management and Engineering
DRC’s Louis Flores, PE served as the Construction Manager and Construction Engineer for the PCC pavement replacement of 20 miles of the Interstate 10 Freeway. The project involved the outside two lanes in both directions of the eight-lane freeway through the San Gorgonio Pass that came out to 80-lane miles. He worked with his team to conduct constructability reviews prior to advertising the first concept. Louis advised the District Director to cancel bid opening, revise design, traffic handling, estimate, and re-advertise. He then managed the construction of revised project that involved slab replacement in various locations of inside two lanes in both directions of the same 20-mile construction zone. This project also involved reconstructing median shoulders and constructing Type 60 PCC median barriers; reconstructing and widening outside shoulders; plus reconstructing, widening, and upgrading numerous freeway onramps and offramps.

State Route 138 Widening
Construction Management and Engineering
DRC’s Louis Flores, PE served as the Construction Manager and Construction Engineer for this highway safety project to widen 13 miles of conventional state highway from two lanes to five lanes located from Interstate 15 in Cajon Pass to Phelan. The project involved the construction of shoulders, acceleration and deceleration lanes at intersecting county roads, with junction at State Route 2. It also replaced Sheep Creek Bridge, a four-span precast girder on PCC bents, supported by CIDH piles over Sheep Creek, together with widening of two more cast-in-place PCC bridges. The project was planned and designed to address sensitive environmental needs, such as relocating 800 Joshua trees and providing temporary nesting boxes for endangered bats relocated during bridge widening. Louis also managed the emergency re-construction of damaged highway improvements on this route from the Cajon Pass fire of 2016 and subsequent Cajon Pass flood of 2017.

State Route 138 Realignment

DRC’s Louis Flores, PE managed and supervised the construction of 2.1 miles of a new two-lane conventional highway, involving three new bridges with shoulders, precast girders on CIP PCC bents, supported by CIDH piles over environmentally sensitive drainages with numerous historic cultural Native American sites throughout the entire work zone. They had to construct several precast box drainage structures, cast-in-place drainage structures, CMP culverts, and PCC headwalls. The project involved the demolition the old 2.1-mile winding highway segment that required reconditioning the land to a natural state, including the restoration of existing drainage. The team found Native American human remains within the old highway alignment and had to coordinate re-burial with the San Manuel Tribe.

DRC’s Louis Flores, PE served as the Construction Engineer to construct a two-lane mountain highway precast girder bridge on PCC bents supported by CIDH piles over an environmentally sensitive creek bottom with intermittent flow. The bridge was constructed in stages, demolishing one half of bridge, keeping one-way traffic control with a traffic signal operating 24/7 on the remaining half. The team had to construct the new bridge half and switch traffic to the new bridge. Then they re-established one-way traffic signal control operating 24/7 while demolishing the remaining half bridge. Finally, they constructed the new second half of bridge to connect to the first half.

I-405 Improvement Project
Federal Stewardship and Oversight
DRC’s Scott McGuire was the lead for Federal Stewardship and Oversight for the Federal Highway Administration on this project. He ensured federal requirements were met for delivery and for the disbursement and refinancing of the TIFIA loan. This Major Project added one new General Purpose lane and one new toll lane in each direction along the 16-mile corridor of I-405 between State Route 73 (SR-73) and Interstate 605 (I-605). The new tolled express lanes were combined with the existing high occupancy vehicle (HOV) lane to create two Express Lanes in each direction in the I-405 median from SR-73 to I-605. The I-405 Express Lanes included single lanes connecting to/from the SR-73 to the I-405 at the southern end of the 405 Express Lanes and to/from the I-605 and the SR-22 at the northern end of the 405 Express Lanes. The Project also included replacing 18 bridges, constructing new and widened bridges, improvements to the auxiliary lanes, relocating utilities, constructing new sound walls, and additions to the Transportation Demand Management systems.

Geotechnical Support Services
DRC, as prime consultant, provided geotechnical support services to update the existing Port-wide Ground Motion Study. This report reflects information in the Palos Verdes Fault Map and Response Spectrum & Time History data for Operating Level Event (OLE), Contingency Level Event (CLE), and Design Earthquake (DE) for the entire Port of Los Angeles. This involves collecting and reviewing geologic and geotechnical data, performing probabilistic seismic hazard analysis, using criteria and specifications for bridge construction to develop acceleration response spectra (ARS) and relative displacement spectra (RDS), and preparing a case study to evaluate the impact of AASHTO versus ASCE 7-16 ground motions on container wharves’ seismic performance.

Above-Water Inspection and Condition Assessment
The DRC-led team in 2020 provided a regular above-water inspection (RAWI) and an above-water principal inspection (AWPI). Structural components inspected included a Level I visual/tactile inspection of the concrete piles above the waterline, pile caps, beams, topside deck, deck soffit, and bulkhead/pendant wall above the waterline, as well as the slope protection/revetment above the waterline. DRC submitted an interim and final report that allows POLA to schedule maintenance as necessary

Operational Improvements
DRC’s Jim Fowler, PE, supported designs for the port’s container laydown area and access roads. Coordinated design work with U.S. military, the Government of Guam, and public stakeholders to increase operational use within limited space and to preserve the area’s environment.
