ABOUT THE BOARD The Des Plaines Park District Board of Commissioners is comprised of five elected individuals, each serving a six-year term. The board is responsible for the development of Park District policies, long range planning, and monthly review of Park District Financial and Operations Reports. Board meetings are held on the third Tuesday of each month, at 7:00pm in the David L. Markworth Boardroom at the Administrative & Leisure Center. All are welcome, and you are encouraged to attend these public meetings.

F rom the desk of the Board President November 2010 On behalf of the Board of Commissioners of the Des Plaines Park District I invite you to review the information that is included in this season’s edition of the Spectrum. I hope you will find a program, activity or special event that interests you or a member of your family. During the last several months, the Park District has responded to the economic downturn by offering discounts at all of our facilities through a program called “Recreation Relief”. The Property Tax Levy was increased less than onehalf of one percent over the previous year, even with planned Park Improvements scheduled. West Park was completely renovated this past summer with site improvements that include: a one-half mile walking path, two new ball fields, lighted basketball courts and tennis court, three picnic shelters, bocce ball court, ice skating area and our first 100% handicapped accessible playground, funded in part from a grant from CVS Pharmacies. Our second attempt at Fall Fest at Lake Park was another wonderful success as the Chamber of Commerce and the History Center worked in cooperation with the Park District to offer three days of family activities, live entertainment, carnival, food/drinks and open air market. Lake Park, at the corner of Lee and Howard streets will undergo park improvements in the Spring of 2011 with the help of a grant from the Illinois Department of Natural Resources. Site enhancements will include a picnic shelter, walkways, gazebo, and fishing pier. Kylemore Greens Park is in the process of a site renovation with a new playground, landscaping and basketball court. Planned completion is scheduled for Spring of 2011. Chippewa and Iroquois Pools have been in the news in recent months as the future aquatic needs of the community are explored. Both facilities are over 10 years past their expected useful life. On November 3, a Public Forum was held to discuss the building of a brand new, state-of-the-art Chippewa Pool, and in the coming months the community will be invited to give input into the features of the pool through an online questionnaire that will be offered as we move towards the completion of that new neighborhood pool in 2013. The Park Board and staff are proud of the upgrades and improvements that are made within the park system on an annual basis, and attempt to keep recreational program fees as reasonable as possible. Due to the economic concerns facing our residents, the Board continues to monitor ways to cut back on both operational costs as well as capital expenditures. As always, we appreciate your comments, suggestions and ideas.

Classes are for beginning and intermediate users of Photoshop Elements, who want to get the most out of this wonderful software and use digital technology to make better photographic images. This is not a class on how to use your computer. To take this class you must have a Laptop Computer with Adobe Photoshop Elements (6 or 7) already installed and ready to use. You will learn how to maximize the look and appeal of everyday images, and you’ll learn how to optimize photographic images to the level of fine art. Aquatic Programs Learn to Swim Programs Level 1: Introduction to Water Skills Level 1 helps students feel comfortable in the water using basic swimming and water safety skills. Level 2: Fundamental Aquatic Skills This class introduces the basics of swimming including floating without support, combined arm and leg action, and forward motion. Level 3: Stroke Development Building on the basics from Level 2, students learn coordination of the front and back crawl, introduction to butterfly, treading water, and beginning head first entry. Level 4: Stroke Improvement Level 4 helps to develop confidence in the strokes learned in previous levels, improve strokes, and increase endurance. Basics of turning at the wall are introduced. Level 5: Stroke Refinement Participants refine their performance of all the stokes–front crawl, back crawl, butterfly, breaststroke, elementary backstroke, and sidestroke–and increase their distance. Flip turns on the front and back are introduced. Level 6: Swimming and Skill Proficiency In this level swimmers continue to refine all six strokes so students swim them with ease, efficiency, power, and smoothness over greater distances. Level 6 is designed with “menu options” that focus on preparing students to participate in more advanced swimming and diving courses.

Parent/Tot • Ages 6–36 months Basic water adjustment and swimming skills are taught through songs and games. The primary focus of this class is to make your child feel comfortable in the water. Pre-swim • Ages 3–6 years We offer two levels of our popular preschool swim program. Parents are not in the water during these classes. This course is designed to give the novice canoeist or kayaker the basic safety information needed to have fun on the water. Youth Tournaments School District 62, in conjunction with the Des Plaines Park District, has been hosting tournaments for the past six years. These tournaments are an extension of the school curriculum and provide the opportunity for students to engage in team play, while demonstrating leadership skills. Dog Obedience Training Sheryl Phelps, Instructor • Owners must be at least 10 years old and accompanied by an adult for class. • Dogs must successfully pass the previous level before advancing. • Do not buy any equipment prior to the first class. Rally/Intermediate Learn Rally, the newest sport for your dog, following a set course of signs. Novice level is all on-leash, and very positive for the dog. M-NASR serves children, teens and adults with physical, mental and emotional disabilities, their families and their community recreation agencies by providing a wide range of recreation and leisure programs for people of every age, talent and interest. M-NASR conducts programs year round. Special services include summer camps, special event and holiday trips, after school and day off from school programs for people of every age, talent and interest. Our participants enjoy dances, organized clubs, dinners at local restaurants and the friendship and company of their peers, adding to the richness and joy of their lives in the process. We also offer inclusion services to those who need assistance to participate in programs offered by their Park District. M-NASR holds programs throughout our service area, many near or in Des Plaines Park District facilities. We operate several accessible vehicles and offer door–to–door transportation for many activities.

Liponi Foundation for Special Recreation The Liponi Foundation for Special Recreation was formed in 1990 to facilitate participation by children and adults with disabilities in recreation programs. The Foundation is named after the late Sam Liponi, who was generous in his support of the Maine–Niles Association of Special Recreation. That support continues, through the work of the Foundation. This not–for–profit, tax exempt body is governed by a board of trustees representing the communities that M-NSAR serves: Des Plaines, Golf–Maine, Lincolnwood, Morton Grove, Niles, Park Ridge and Skokie. If you are interested in supporting individuals with special needs by attending Foundation fundraisers or by making a donation please call Stella Lipomi, Foundation Treasurer, at 847-966-5522.

General Information Tree of Life Program Through the Park District Tree of Life program you can commemorate a special of Life Program event,Tree individual or group by having a tree planted in any one of the districts 58 parks. The program is a great way for individuals to enhance the environment, become involved in their community and beautify the neighborhood parks. The program provides the donor with a bronze leaf for a personalized inscription. This leaf becomes one of the many bronze leaf plaques that surround a tree sculpture displayed in the lobby area of the Administrative and Leisure Center or at the Prairie Lakes Community Center. The Tree of Life program fee is $300, and includes a 20 year replacement guarantee on each tree donation. In addition, donors have the option of purchasing a cast bronze plaque, to be located at the base of each tree, at an additional fee of $275. The deadline for Spring planting is April 1, and the deadline for fall planting is September 1. Please Note: due to the popularity of Prairie Lakes and Lake Park for planting memorial trees, the need for tree donation at these park sites has diminished. Planting locations are limited at these two park sites and we may not be able to accommodate your request. However, we have now expanded our program to include existing trees, other site amenities and park benches. The fee per bench is $650 and includes a personalized engraved plate, which is attached to the backrest of the seat. Building, Facility and Room Rentals

Since Park District programs have first priority, and generally use all buildings, Monday through Friday, more facility rentals are available on Saturdays and Sundays. Kitchen facilities are designed for limited food preparation. Equipment provided: a range, an oven and a refrigerator. Facilities are not available on legal holidays. The Banquet Facility at Golf Center Des Plaines has a 100 person capacity. Food and beverages, including alcohol, are provided by the Club Casa Cafe under the proprietorship of Pat & Julie Ergastolo, who also own the popular Casa Royale Banquets in Des Plaines. Rentals are available throughout the week. Call 847-298-5700 for additional information on meetings and banquet reservations.

The Prairie Lakes Theater seats up to 298, and is available for daily and weekly rentals to groups, individuals, and organizations for special events, training programs, concerts, plays and musicals. Please contact Shelli Sarg, Prairie Lakes Manager: 847-391-5711.

Dog and Animal Ordinance

Des Plaines Park District Code Section 8.03 states: No person shall bring or permit a dog, cat or other animal within any park (or school) or playground controlled by the Des Plaines Park District, whether on a leash or otherwise except during regularly schedules dog obedience classes or shows. The Des Plaines Park District and School District 62 operate 58 park/school sites within the corporate limits of the City of Des Plaines. Leashed dogs and cats are only allowed within the former city–owned 11 parks. These properties are: Arlington Triangle, Cornell Park, Hoffman Parkway, Kutchin Park, North and South Cul de Sac Parks, Orchard Court, Prairie Triangle, Teton Park, Westfield Gardens Park and Yale Court. No dog shall be allowed on city streets or other public places such as city–owned parks, hotels, restaurants, railroad depots, theaters, public conveyances and the like, or property other than that of its owner unless on a leash no longer than 8 feet long. No cat is allowed to run at large unless neutered and inoculated for rabies and wearing a current tag. Cats do not have to be restricted to the owner’s property if they are wearing their tag, No cat or dog, whether on a leash or not, licensed or unlicensed, should be within a store where food is sold (with the exception of guide dogs, properly harnessed).


Statement on Fees & Charges

General Information Trip Registration

Youth and family trip registrations are taken at the Leisure Center. Registration coincides with program registration dates. Trips that were offered during a previous session have ongoing registration until filled. Sorry, we are unable to accept trip registrations less than one week prior to the activity.

Senior Discounts

All Senior Citizens 60 years or older receive a 25% discount on classes and programs unless otherwise specified. This discount is not applicable for trips, discounted programs, and contractual classes. Identification is required at time of registration.

Proof of Residency

Proof of residency is necessary to establish residency before your registration can be processed. Please include a copy of one of the following with your registration: current voter’s registration card, copy of a current driver’s license, copy of current utility or phone bill or real estate tax statement showing taxes paid to the Des Plaines Park District.

Park District Boundaries

Residents of the Des Plaines Park District are defined as individuals who reside within the Des Plaines Park District boundaries and contribute financial support to the Park District through property taxes. Residents of the City of Des Plaines may not be residents of the Des Plaines Park District. Anyone living west of Mt. Prospect Rd. is NOT a Des Plaines Park District Resident. Errors and Adjustments

While we do our best to be accurate in all of our printed literature and on our website, some errors do occur. Occasionally, changes to the programs, fees, and schedules are required. We apologize for any inconvenience that these errors and changes may cause.

Photography Policy

Photographs and videos are periodically taken of participants during programs, special events, trips or at the parks. These photographs may be used in Park District publications and local newspapers.

Participant Guidelines

Equal Access – The Des Plaines Park District works with a variety of individuals and agencies to ensure that recreational programs and services are available and accessible to all persons, regardless of age, gender, religion, race, socio–economic status and level of physical or mental ability.

Behavior

Participants are expected to exhibit appropriate behavior at all times: • Show respect to all participants and staff. • Refrain from using foul or obscene language. • Refrain from causing bodily harm to participants or staff. • Show respect to equipment, supplies and facilities. • Refrain from disparaging remarks that include comments against an individual’s race, ethnic background, religion, physical appearance, or disabling condition.

Discipline

A positive approach will be used regarding discipline. The Park District reserves the right to dismiss a participant whose behavior is a safety concern. Each situation will be evaluated on its own merit. Appropriate action will be taken as soon as possible.

Children’s Release To Authorized Parents It is the responsibility of the custodial parent to provide the Park District with documentation as to whom a child should be released to in situations that involve a non–custodial parent and court restrictions.

Americans with Disabilities Act

If you or a family member have a disability and are interested in participating in or attending a Park District program, the Park District will make reasonable accommodations to facilitate that opportunity. To assist the Park District staff, we urge you to contact us in advance of program participation and discuss the necessary accommodations. The ADA Coordinator for the District is Linda Traina, who will work closely with the Maine–Niles Association of Special Recreation Integration Specialist to provide for individual needs. The Des Plaines Park District complies with all ADA guidelines for accessibility.

Individuals who are Deaf or Hard of Hearing

The Maine–Niles Association of Special Recreation (M-NASR) has a relay message system for individuals with hearing impairments who use TTY/TDD’s. This service enables us to answer any questions a resident has about Park District programs. Please call M-NASR at 847-966-5522 voice mail, or the TTY/TDD number at 847-966-8897. Facility Regulations

• Smoking and alcohol consumption are prohibited in any Park District building, with the exception of the Golf Center Des Plaines. • Hats are prohibited inside facilities. • Headphones must accompany radios. • Program participants will not be paged in the building, except in an emergency. • Children under 8 must be accompanied by an adult. • Shirts and shoes are required.

Park Regulations

The Des Plaines Park District operates its own park security to enforce ordinances on city, park, and school properties. Please remember: • All parks close at sunset, unless otherwise posted. • All dogs are prohibited from park and school properties. • Motorized vehicles are prohibited on park property and pathways. • Handicapped parking is enforced. • Feeding of wildlife is prohibited. • Alcohol consumption is prohibited. • Golf practice in parks is prohibited. • Skateboards are not permitted on playgrounds, tennis courts, the Memorial Pavilion or park benches.

The basic philosophy of the Des Plaines Park District is to offer diversified year round leisure services, including recreational programs and facilities, ensuring that all citizens have an equal opportunity to take advantage of these services. However, since the demand upon the District is greater than the public’s ability to support that demand through tax dollars, and tax revenues are greatly limited for all types of governmental service, it is necessary to charge fees. These fees supplement other sources of revenue used by the District and are a means to continue to provide and expand basic services on an equitable basis.

Refunds

NOTE: In order to receive any refund, you must complete a Refund Request Form. The form, which includes the complete policy, is available at any of our facilities as well as from our website: www.DPParks.org 1. Satisfaction Guaranteed. Participants will receive a full refund if they are dissatisfied with the program after the 1st class meeting, and we receive a refund request form at least 24 hours before the 2nd class meets. An Administrative Fee of $2 per class or program will be charged for all refunds. 2. After the first week of a program/class no refunds will be granted unless the program/ class is cancelled. Refund requests received after the first week of a program will be honored if the request is due to a medical condition. A doctor’s note must accompany the request. 3. No refunds for gift certificates will be allowed. Gift certificates may be used toward any Park District facility, program or trip. 4. A refund request for trips or one–day programs must be received 48 hours prior to the day of the program; refunds will be prorated based on the program costs incurred prior to receipt of the request. 5. Refunds take approximately 2 weeks to process, and are mailed in check form or credited to your credit card account. 6. If you have an outstanding balance, a refund will be applied to that balance. 7. Creative Corners Preschool, Summer Camps, and Soccer programs have exceptions to the $2 Administrative Fee stated above.

If you are placed on a waiting list for any program and you made payment by: • Credit Card: The program was not charged to your account • Check or Cash: You will be refunded your payment amount two weeks after the start of the class. 1. If the program you choose is filled, you will be given your second choice. 2. If both choices are filled, or you did not list a second choice, you will be put on a waiting list. Payment will be refunded two weeks after the start of the class, or applied to any outstanding balance you might have. 3. If an opening occurs, we will contact you by phone. Re–registration may be required. 4. If the program is cancelled, or changes, we will contact you by phone. Payment will be refunded or applied to any outstanding balance you have. 5. All registrations must be completed on the registration form, with the waiver signed. 6. About Non–Resident Program Fees Persons living outside the Park District boundaries can pay up to 25% more than the resident rate for most programs & facilities. Non–residents can also pay a yearly fee of $125, which will give them “resident” status. Additional Payment Information 1. The Park District reserves the right to change a payment fee in order to reflect the correct fee. 2. If program fees differ between your 1st and 2nd choice, please pay the higher fee. If you are enrolled in the program with the lower fee, we will refund the difference. 3. A $25 service charge is assessed on all checks returned due to insufficient funds. Scholarship Information Program scholarships are available for individuals unable to afford program fees. Scholarship requests should be submitted at least three weeks prior to all program registration. An approved scholarship is required for camp registration at a reduced fee. Approved scholarship applications do not guarantee acceptance into programs; all general registration procedures should be followed. Scholarship applications may be obtained at the Leisure Center or Prairie Lakes Community Center during business hours, or by calling 847-391-5711.

N ew this year: The Optimist Club of Des Plaines Holiday Tree Lot is moving to Lake Park! This popular

annual holiday tradition will open on Friday, November 26, at the Lake Park Memorial Pavilion on Lee Street. Beautiful trees, handmade wreaths and garland will be for sale through December 23. All proceeds benefit children. Monday–Friday 4:00–8:00pm; Saturday 9:00am–8:00pm; Sunday noon–8:00pm. Free pictures with Santa on Saturdays, from 11:00am–2:00pm.
