I have been working in downtown Stockton for over twenty years, and during that time I’ve watched the revitalization progress with a mixture of pride and dismay. While we have had many successful projects, the recovery has been agonizingly slow.

However, this past year Downtown Stockton has finally arrived at its “sweet spot.” Prices in San Francisco and the Bay Area have prompted investors to look further afield for affordable properties and driven creative types into relocating out of the City. Suddenly Downtown Stockton is looking good!

New residential projects are under construction, our downtown schools are in high demand, a high-quality daycare has opened, new restaurants are popping up on the scene, and the Stockmarket has brought retail back to the Downtown District. Under the expert guidance of our CEO, Cindi Fargo, the Downtown Stockton Alliance is now running on all cylinders. The staff is dedicated to keeping downtown clean and safe, spurring new economic development, and marketing the Heart of our city. We are beginning to see the labor that has gone into downtown revitalization efforts finally coming to fruition. We applaud our stakeholders and our many public and private business partners working together to foster a healthy and lively downtown community. It is with pleasure that we present the Downtown Stockton Alliance 2015 Annual Report and 2016 Budget and Work Plan.

OUR MISSION To promote business, housing, arts and entertainment to help create a vibrant, sustainable, urban community in Downtown Stockton. HISTORY The DSA is a public/private partnership uniting almost 1,000 property owners and downtown businesses. The DSA was incorporated in 1996 as a 501(c)(6). The Downtown District was voted into creation in 1997, renewed for a second five-year period in 2002 and most recently for a ten-year period in 2007 by the Stockton City Council with 84.6% of the property owners vote. PBID Funded by a Property Based Improvement District (PBID) which allows property owners to self assess on properties providing additional clean and safe, economic development and marketing services to their district and the community.

Your choice to invest in the Downtown Property Based Business Improvement District (PBID) keeps Downtown looking clean and feeling safe, pumps life back into the heart of the city through marketing, promotions and special events, and funds economic development and policy initiatives.

We thank you for the opportunity to serve as your management team for the Downtown PBID. We are your strongest supporters and spend our working lives protecting and enhancing your investments. Together, we are a great team. As we move toward new projects and our recertification in 2017, we look forward to working even more effectively with each of you for a prosperous future in downtown. Let’s look at our successes in 2015. Issues of greatest concern to downtown property owners remain the focus for DSA. The Board and staff continue to work on initiatives including parking improvements, the homeless/transient and housing issues, and the future use or demolition of the existing courthouse. DSA Clean and Safe Team provided thousands of hours of service to the community. Daily, our Team cleans sidewalks, removes and repaints graffiti, prunes trees, and removes weeds. The Team picked up more than one hundred thousand pounds of trash and large discarded objects over the last year. Our Ambassadors serve the business community every day providing information, directions and tours, acting as eyes and ears on the street, preventing and reporting incidents, and working closely with Stockton Police Department (SPD). SPD has provided exceptional service through the Downtown Bike Patrol Team funded jointly by the DSA, City of Stockton Parking Authority and the Stockton Police Department. This service will continue to grow in the future as Measure A funds enable full restoration of staffing within SPD and gradual expansion of the bike patrol unit in Downtown. Events included the new Love You Baby restaurant dine-out, Full Moon Riders monthly bike rides, and Stocktoberfest. DSA supported the development of the Stockmarket, a great attraction in Downtown, by providing printing, staffing, and equipment. Numbers of social media followers have soared. We expanded print media coverage. Art projects included new street banners, a farmers market mural, and utility box designs. Thank you to our valued partners, volunteers, and investors for supporting DSA initiatives. We look forward to continued pursuit of economic vitality in our District.

2016 WORKPLAN PRIORITIES CLEAN AND SAFE • Continue increasing services, expand day/night staff to do more power washing, litter and graffiti removal. • Improve sites with chronic litter problems, new trash compactors, receptacles in selected locations. • Fund new security patrol contract, add night and weekend surveillance throughout the district. • Work with the City and Stockton PD to add more downtown Bike Patrol officers. • Lead policy changes related to homelessness, transients, mental health and housing in a humane manner to improve the environment for downtown business and investment. • Continue to cut incidents of graffiti through detection, quick response and removal. • Outreach to downtown property owners to reduce deferred maintenance, eliminate code violations and unsafe/unsightly conditions, improve lighting, and increase use of technology in crime prevention and detection. ECONOMIC DEVELOPMENT • Improve downtown parking policies and management in close partnership with the City. • Recruit creative entrepreneurs and improve downtown as an arts and cultural destination. • Implement the first Downtown Focus Block project. • Encourage downtown investment creating incremental, mixed use development. • Strengthen existing business clusters and increase retail recruitment. MARKETING AND PROMOTIONS • Implement Love You Baby restaurant promotion. • Continue Full Moon Riders monthly bicycling events. • Rebrand DSA: logo, website, and collateral materials. • Develop a new DSA signature event. • Grow internet presence increasing social media interactions and website traffic. Expend all media outreach. • Identify, program and activate performance venues. PUBLIC POLICY • Advocate for policies improving access to affordable, well managed downtown parking. Utilize parking as an asset supporting business recruitment, investment and easy access by the public. • Identify and promote policies encouraging housing development, supportive services and reentry for the homeless and transient population. • Address the issues of the courthouse demolition, promote construction of the park identified in the original plan. • Encourage city policy promoting infill development and adaptive reuse of historic buildings. • Complete district recertification in 2016-2017.
