Improving Accuracy of Bulk Pile Inventory Using Image/Laser Based Technologies
T
aking inventory at Atlanta-based Oldcastle Lawn & Garden’s 30-plus mulch and soil yards used to require hours of manual measuring with a walking wheel and yard stick, then counting and recounting the collected data. After switching to an image-based measurement system, “They are now able to walk around a stockpile with an iPhone in two to three minutes, and entire sites can be measured in 10 to 15 minutes using a drone,” said David Boardman, CEO of Stockpile Reports, of Redmond, Wash., which utilizes a patented digital platform for managing inventory and tracking production based on images from the ground and air. Labor and time spent to measure inventory was greatly reduced and the need for recounts was eliminated after Oldcastle, which does business as Jolly Gardener, implemented Stockpile Reports’ system, Boardman said. “Newly freed-up labor resources allowed Oldcastle to focus on other inventory variables such as damages, vendor shortages or quality issues, weather, compaction and processing,” he said. “For the first time, Oldcastle was able to quantify volume changes of their product as it moved through the life cycle of production. Losses in inventory were accounted for and explainable to the company’s management and finance team.” Similarly, Firmatek LLC, of San Antonio, provides laser-based inventory measuring and mapping systems for landfills and for aggregate stockpiles at mines and quarries. Rob Wyssbrod, president and COO of the company, said the company also has sizable clients who sell soil, mulch and fertilizer.
By Ken McEntee “Every business has to manage its inventory,” Wyssbrod said. “In a grocery store, or at Target, you can go and count the number of boxes or soup cans. But for mines and landfills, how do you measure that? A pile is an abstract, three dimensional huge object. Using truck mounted lasers and/or drone photogrammetry, we have gotten very good at being able to scan and survey large objects like mulch piles and provide detailed reports on them.” The use of drones to fly over a mulch yard to take aerial photos has captured the attention of the curious. But capturing photos and laser images is just the beginning of the inventory management process. The real benefit of the process, Boardman and Wyssbrod agree, is derived from analyzing the data to get accurate pile volume measurements and other information. Both Stockpile Reports and Firmatek use algorithms to convert the imagery into third-party reports and operational
insights that clients can use to improve their operations. “At our core, we’re an image processing company,” Boardman said. “We have Ph.D. engineers on our team writing algorithms to look at every pixel of the pictures we collect and perform analytics. Once the pictures are on our servers, algorithms process those images to do things like compute the quantity or the volume of a pile or identify risks in the pile, like if somebody left equipment on the pile, or if there’s standing water around the pile. All those things can be identified by the computer automatically from those images to create a stockpile report.”

He said frequent inventory measurement data also provides companies with actionable data to track against operational key performance indicators, such as: • How much does the chipper really chip per hour? • Is my vendor shorting me or sending me an inferior spec? • How do my inventory compaction rates change through the production process due to actions such as driving over the product, moving it, coloring it, bagging it, etc.? “Timely and accurate measurement data will provide answers to all of these questions,” Boardman said. “Armed with the correct data, your production managers take steps to improving Key Performance Indicators and eliminating variances in the physical inventory.”

How It Works
T
he process begins with the collection of images. Stockpile Reports collects digital photographs using drones, polemounted cameras and iPhones. Firmatek uses LiDAR (Light Detection and Ranging) and drone aerial data to measure piles and transform aerial data into 3D models. Ground scanning can be done using LiDAR scanners mounted onto a truck. “An optical head spins hundreds of turns per second,” Wyssbrod said. “It’s like a laser version of radar and it’s connected to GPS. The result is a very accurate, detailed image with dozens of points per square inch.” Laser equipment also can be mounted onto drones. Once the images are collected, whether by drone, stationery camera, iPhone or scanner, they are uploaded to the service provider for analysis. Stockpile Reports and Firmatek generate maps and reports for every pile at a yard. The client can access the information through its account on a computer. One client’s account that Boardman demonstrated revealed a property map and a listing of each of the company’s 158 piles at multiple locations. “Our system identifies the piles, their measurements and tags whether there is a issue with the pile that could impact product quality or that could impact your ability to get a good confident measurement,” Boardman said. “For example, is there vegetation growing out of a pile? The photos will reveal that. You also will see a 3D image of the pile. So the person overseeing 180 stockpiles walking the yard and keeping his data on his whiteboard can now send a drone out every day and get fresh numbers on all those piles every day and have complete reports at his fingertips.”

“Landscape materials facilities tend to have many more stockpiles on hand at any given site than our other industries,” he said. “Typically there’s one person trying to figure out how to build all the right piles, how to age them for the right number of days, how to make sure they’re the right dye colors, make sure they don’t get contaminated and how they’re all going to show up at this little processing facility and go into three bagging lines and making sure they end up on a truck on a certain date. The amount of planning is just phenomenal. The person who is doing all that, I view them almost as a chef. They’ve got their recipe, they’ve got everything written on whiteboards or maybe a spreadsheet, or maybe it’s just in their head that they’re keeping track of all this. In some cases, companies are using walking wheels and estimating the height of 150 different piles. It’s just not good enough data when you can do something that is a lot easier and far more accurate.” Must landscape materials companies that are starting to use image-based inventory management today are just getting comfortable doing inventory counts to reduce financial fluctuations, Boardman said. But, he said, that is just scratching the surface of the data that is available. “Traditional drone flights do a great job of replacing a manual walking wheel or tape measure with a digital one, but these measurements are just a snapshot of your business and thus, little data,” Boardman said. “Big data tells a more complete story and fills in the gaps. Oldcastle found that they weren’t necessarily losing inventory, it was just being compacted or the load may not have been what was expected on the invoice. With big data, they can track how much is lost or gained due to processing, compaction rates, vendor deliveries, etc. ‘What ifs’ can also be researched, such as what’s the optimum aging amount and what’s the ideal storage procedure. A user can track densities by plant, region or season, such as a wet winter vs. a dry summer.” The frequency of collecting data with Continued on page 26

MSC Elects New Leadership
A
t its January meeting, the MSC Board of Directors elected new officers to lead the Board for the coming year. By unanimous consent, the new officers are: President, Jim Weber, Ohio Mulch Supply, Columbus, OH; Vice President, Byron Morgan, Mountain West Bark, Rexburg, ID, and Secretary/Treasurer, Joe Ertel, Oldcastle Lawn & Garden Products, Sauget, IL. MSC also welcomed Brad Volker of New Earth Compost in Conroe, TX, as a new director on the board. Brad filled the vacancy created by the resignation of Harvest Consumer Products late last year. Last but not least, the official retirement of Chris Littlefield as the MSC Board representative for Kellogg Garden Products, will bring the substitute appointment of Andrew Godfrey as the official Kellogg rep before the board in May.
Transportation Issues Continue
B
ecause freight plays such a significant role in the mulch and soil industry, much of the Council’s focus last year was on key regulatory and legislative opportunities impacting our freight status. The key arguments and impacts of freight activities and issues were presented in testimony to the FMCSA last September and subsequently reported in the last issue of S&MPNews. Since then, we have learned that only 144 comments were submitted to the FMCSA regarding the advanced notice of proposed rulemaking (ANPRM) on the definition of agricultural commodities. That is significantly fewer responses than we expected and may not convey a message of urgency for the agency to move on to actual rulemaking on the topic anytime soon. The major impact of including mulch and soil products in the definition of agricultural commodities is that industry trucking (during the growing season) would be exempt from HOS and ELD regulations on all shipments less than 150 air miles from the point of origin. Since 60 percent of the industry’s annual production is shipped in the 17 weeks from March through June, any inability to deliver product due to transportation regulations has a significant impact. Because FMCSA may not feel pressure to act based on 144 industry responses to the AMPRM, the MSC is pursuing an alternate path suggested by Congressman Glenn Thompson (R-PA). Most agencies respond to pressure from Congress; so, the Council is working with Rep. Thompson’s office to complete a multi-signature letter from Congressmen and Senators urging the agency to move forward expeditiously. At the same time the Council is working with the FMCSA, we are also pursuing support for the Agricultural Trucking Relief Act (ATRA) of 2019 (H.R.1673 & S.2025). This legislation is designed to expand the definition of agricultural commodities to include horticulture, 4

aquaculture and floriculture products. The ATRA is not a bill that will be passed on its own, but it is very likely to be attached as an amendment to an infrastructure, highway reauthorization or other funding bill as a rider, if it has sufficient bi-partisan support and co-sponsorship. Presently, the House version (H.R.1673) has 34 co-sponsors and the Senate version (S.2025) has 9 co-sponsors. MSC legislative counsel advises that doubling the number of co-sponsors for each bill will significantly increase the likelihood of both being attached to legislation in 2020; so, MSC is working to recruit as many Congressmen and Senators to sign-on as co-sponsors as possible. AAPFCO COIR Definitions
T
he Association of American Plant Food Control Officials (AAPFCO) represents the feed and fertilizer offices of the 50 state agriculture departments. Its objective is to promote uniform definitions, model laws and model regulations across the nation. If your company is involved in the production of any chemical or natural fertilizer, growing medium, potting soil or soil amendment, you should be familiar with AAPFCO and its Official Publication. The current OP is #73, and in February the AAPFCO membership will vote on tentative status of the new definitions of: • COIR: The processed husk of coconuts (Cocos nucifera) consisting of pith and/or fiber • COIR BUFFERED: Coir that has been treated with a watersoluble calcium salt (such as calcium chloride, calcium nitrate, etc.) in solution for the purpose of displacing/removing excessive sodium and potassium ions. MSC seeks industry support at the New Orleans AAPFCO meeting to approve the definitions as proposed.

he MSC Standards Committee has updated and harmonized definitions and other guidelines of the Uniform Voluntary Product Guidelines for Horticultural Mulches, Growing Media, and Landscape Soils (UVPG) with AAPFCO, NIST and other sources. The Council seeks member and industry comments on the proposed changes and is circulating a comment draft to members and stakeholders. Secretary Perdue Statement on EPA WOTUS Rule
W
ashington, D.C. – U.S. Secretary of Agriculture Sonny Perdue recently praised the Environmental Protection Agency (EPA) for defining the Waters of the United States (WOTUS) rule with the Navigable Waters Protection Rule: Perdue stated, “President Trump is restoring the rule of law and empowering Americans by removing undue burdens and strangling regulations from the backs of our productive farmers, ranchers, and rural land-owners. The days are gone when the Federal Government can claim a small farm pond on private land as navigable waters. I thank President Trump and Administrator Wheeler for having the backs of our farmers, ranchers, and producers and for continuing to roll back Federal overreach. With reforms and deregulation, Americans once again have the freedom to innovate, create, and grow.”

O
n January 23, 2020, the U.S. Environmental Protection Agency (EPA) and the Department of the Army (Army) fulfilled a promise of President Trump by finalizing the Navigable Waters Protection Rule to define “waters of the United States” (WOTUS). For the first time, the agencies are streamlining the definition so that it includes four simple categories of jurisdictional waters, provides clear
exclusions for many water features that traditionally have not been regulated, and defines terms in the regulatory text that have never been defined before. Congress, in the Clean Water Act, explicitly directed the Agencies to protect “navigable waters.” The Navigable Waters Protection Rule regulates these waters and the core tributary systems that provide perennial or intermittent flow into them. The final rule fulfills Executive Order 13788 and reflects legal precedent set by key Supreme Court cases as well as robust public outreach and engagement, including pre‑proposal input and comments received on the proposed rule. The Navigable Waters Protection Rule protects the environment while respecting states, localities, tribes, and private property owners. It clearly delineates where federal regulations apply and gives state and local authorities more flexibility to determine how best to manage waters within their borders. Assertions have been made that the new rule will reduce jurisdiction over thousands of stream miles and millions of acres of wetlands. These assertions are incorrect because they are based on data that is too inaccurate and speculative to be meaningful for regulatory purposes. The final rule along with state, local, and tribal regulations and programs provide a network of protective coverage for the nation’s water resources.

New Jersey Bill Requires Large Food Waste Generators to Recycle

renton, NJ – If passed, a new bill introduced in the New Jersey assembly would require certain large food waste generators to separate food waste from other solid waste and send the material to an authorized food waste recycling facility that has available capacity and will accept it. The bill, AB2371, applies to food waste generators producing 52 tons or more of food waste annually and are within 25 road miles of an authorized food waste recycling facility. These large food waste generators would also be able to perform enclosed on-site composting, or anaerobic or aerobic digestion of source separated food waste or recycle food waste using alternative authorized food waste recycle methods. The bill would authorize a large food waste generator to petition the Department of Environmental Protection (DEP) for a waiver of the recycling requirement if the cost of transporting the food waste plus the fee charged by an authorized food waste recycling facility located within 25 road miles of the large food waste generator is at least 10 percent more than the cost of transporting the food waste for disposal as solid waste plus the disposal fee charged for solid waste disposal in the State for noncontract commercial waste by a properly licensed transfer station, sanitary landfill facility, incinerator, or resource recovery facility located within 25 road miles of the large food waste generator. AB2371 also amends New Jersey’s definition of Class I renewable energy to include electricity produced from methane gas from a composting facility, an anaerobic digestion facility or an aerobic digestion facility that converts food waste or other organic waste to energy.

Changes in Driving Hours Could Help Reduce Trucking Costs
I
n response to trucking industry input, federal regulators are considering relaxing hours of service rules this year, reports SBOnline.com. When the mandate for installed electronic logging devices (ELDs) took effect in 2018, the informal observation was that many truckers would quit. But the opposite happened. Most truckers adapted to the new safety rule that limits driving to no more than 11 hours a day within a 14-hour workday, followed 10 hours off duty. And the number of drivers increased. In February 2018, there were 1.47 million U.S. truckers, up 1.4 percent from the same month a year earlier, according to seasonally adjusted Bureau of Labor Statistics data. Trucker employment grew, adding almost 19,000 jobs since the previous year, a 2018 Trucks.com article explained. In 2019, a survey of the trucking industry surfaced concerns about driver shortages, hours of service, driver compensation and detention or delays at customer facilities. The survey was conducted by the not-for-profit American Transportation Research Institute. Looking to optimize logistics and save on insurance and other costs, the trucking industry has pushed for allowing more road time. In response, the FMCSA proposes these changes: •
Extending short-haul exemption, where drivers are not required to keep logbooks. The updated exemption increases the limit on air-mile radius from 100 to 150 air miles and allow short-haul drivers to be on duty for 14 hours.
•
Relaxing requirements for driver breaks and sleeper berths to allow one off-duty break, lasting between 30 minutes and three hours, that would allow the driver to pause the clock on his or her 14-hour window.
•
Implementing a Beyond Compliance program to incentivize fleets with clean safety histories, and that also employ collision warning and ELDs. A new FMCSA rule to deprioritize a truck’s chance of getting inspected may be finalized in coming months.

Stable Log Prices Expected in Northwest this Year

ancouver, WA – The Northwest timber industry is likely to see log prices stabilize after a two-year rollercoaster ride and subsequent slide, market analysts say, according to a Capital Press article. Presentations at the industry’s January’s “Mapping the Course” conference held in Vancouver, discussed log prices, workforce composition, safety, federal forests land issues, mill operations, transportation and energy issues. The conference was a collaboration of the Washington Western Forestry and Conservation Association, Wood Resources International, and the Washington D.C.-based Forest Resources Association. Speakers described a more optimistic year ahead, with less recession worries and stabilizing prices, but some possible bumps in the road with legislation affecting logging. The average price for Douglas fir sawmill logs settled to under $650 per thousand board-feet by summer of 2019, representing a slip from 2018 highs of $850 per thousand board-feet. The experts said lagging housing starts, along with inclement building weather as dampening log prices last year. Housing construction is expected to strengthen in 2020 and the supply of logs from the Southern U.S. and log exports across the Pacific Ocean are expected to be down. Several proposed ballot initiatives, such as expanding no-harvest buffers along streams and restricting pesticide spraying will impact the industry. Legislation aimed at reducing carbon emissions is expected to come to vote again after failing last year, as well. Meanwhile, log exports to China — an important foreign market — have weakened due to trade restrictions and Chinese port closures due to corona virus. The China market is not expected to rebound sharply because it has been sustained by government spending more than demand.

Paul-Minneapolis, MN – As Emerald Ash Borer infestation destroys more trees, the cities of St. Paul and Minneapolis are deciding what to do with increased waste wood, reports a Star Tribune article. A supplier to the utility, Xcel Energy, St. Paul Cogeneration converts the diseased waste wood into approximately 33 megawatts of electricity and up to 65 megawatts of heat. The excess thermal energy from the generation of electricity supplies enough hot water for approximately 45% of District Energy St. Paul’s heating needs of its 32 million square feet of customer building space. The biomass plant’s contract with the utility will end in three years, however. Before that happens, elected officials are seeking a $5 million annual state subsidy which they say is needed to make the biofuel competitive with solar and wind energy prices. If St. Paul Cogeneration loses its contract with the utility or has to reduce operations, officials and community members are afraid that wood refuse that is trucked in from across the state — much of it diseased ash trees — will stack up in Minneapolis-St. Paul. About 260,000 tons of wood waste annually goes to Environmental Wood Supply to be ground up and processed into fuel. If approved, the biofuel subsidy could take the form of taxing the purchase of new trees, similar to the fees paid on tires or oil that go toward their disposal.

British Columbia Companies Turn Slash into Pulp for Biofuel

amloops, British Columbia – Three Kamloops companies will be turning wood waste into biofuel with support from the UK Crown agency, Forest Enhancement Society of BC (FESBC), reports KamloopsThisWeek.com. The Kamloops projects are among FESBC grants totaling more than $233 million for forestry. FESBC recently allocated $2,737,764 in grants to help Kamloops contractors maintain operations, add jobs and increase wood fiber that otherwise would have been burned. The grants are “incremental funding,” which essentially makes up the difference between what the market can bear for the product and the actual cost. The wood fiber will be sourced 80% from “slash,” or undersized trees, crooked trees or trees that are rotting. Domtar Fibre received a $1.25 million grant to grind low-value logs, branches and bark at remote logging sites and haul the material to its Kamloops pulp mill. The resulting biofuel is expected to generate enough electricity to Domtar’s Mission Flats Road facility and sell excess power back to BC Hydro. The contract with FESBC runs until March 2021 and impacts 11 jobs. Arrow Incremental Haul received $3 million in funding for three projects through FESC that will directly or indirectly add 27 jobs. The grant supports access to low-grade hemlock and other pulp logs from the North Thompson, Adams Lake and Lillooet Timber Supply that will be hauled to Arrow’s woodchipper in Kamloops. FESBC awarded $1.4 million to a Westwood Fibre Resources project that impacts 12 jobs and will convert about 325,000 cubic meters of treetops to pulping chips.

Maryland Facility, Rust Belt Riders Among Awardees Recognized at USCC’s COMPOST 2020

aleigh, NC – Prince George’s County’s Composting Facility and Ohio’s Rust Belt Riders joined programs in New York and compost experts in Oregon and Colorado who were honored by the US Composting Council at the organization’s annual Awards Ceremony in Charleston, SC. Awardees are nominated by peers and honored each year at the US Composting Council’s Annual Conference and Tradeshow. This year’s program was held at the North Charleston Convention Center on January 30. Composter of the Year - Large Scale was awarded to the Prince George’s County Compost Facility, processing 70,000 tons of yard trim and food scrap each year in aerated static pile systems to produce LeafGro and LeafGro Gold. The H. Clark Gregory Award, which recognizes grassroots education and awareness of composting, was presented to Jodie Colon of the NYC Compost Project at the NY Botanical Garden in New York City. For 15 years Jodie has educated hundreds of Master Composters and thousands of Bronx residents about composting, supporting 55 community compost sites and working with hundreds of volunteers. Finger Lakes Compost received the Organics Diversion Program of the Year Award for the education and outreach that has led to
hauling commercially and residentially generated organics to a nearby facility and collaborations to reuse grain bags and sell finished compost in the community. The Composter of the Year-Small Scale Award was given to Rust Belt Riders, which began in 2014 on bike-powered routes that grew to a fleet of four trucks hauling more than 190,000 lbs of food scrap per year from 160 locations in the Cleveland region. Since 2018, Rust Belt Riders has been processing 35,000 lbs of material monthly on a 500-square-foot permitted area. The Hi Kellogg Award was presented to Jack Hoeck, who has been producing compost for 43 years for Rexius, Inc. in Oregon. This award is bestowed on individuals who have left a lasting, positive impact on the U.S. composting industry; Jack was a founding member of the Composting Council of Oregon, a 20-year member of the USCC, where he has been president and vice president, and currently serves on the USCC Certification Commission. Dr. Robert Miller received the Rufus Chaney Award, for sustained excellence in the field of compost research. He has been instrumental in the creation of the TMECC (Test Methods for the Evaluation of Composting and Compost) protocol and the Compost Analysis Proficiency Program (CAPP) which underpin the USCC’s Seal of Testing Assurance Certified Compost program.

digital imagery can vary from company to company, Boardman said. For example, a yard might fly a drone-mounted camera over its yard once a year to prepare for end-of-year inventory reporting. Or it may do monthly or weekly fly-overs to record current conditions. “In addition, some companies will use an iPhone to take photos whenever a delivery takes place,” Boardman said. “Or maybe they just turned a pile and they’re trying to understand what’s the compaction impact of these processes. They might run out there with an iPhone and grab a quick measurement, or they might click a button and have a drone pilot show up and fly. The measurement activity really tends to increase the longer the customer subscribes to our service.” Wyssbrod said Firmatek offers several different drone-based collection programs to its clients: • The customer can fly its own drone and upload the data to the “Firmatek cloud.” • The customer can lease a drone from Firmatek to fly itself. • Firmatek can fly the drone. • The advantage to the client flying the drone is flexibility. “A drone is dependent upon weather and wind,” Wyssbrod said. Being able to choose to fly or not fly, depending on the weather, is more convenient than having to cancel and reschedule a Firmatek flight when bad weather hits. the data is the expertise involved, which could result in better accuracy, Wyssbrod said. “If you want to fly your own drone, then send your data to Firmatek, we’ve found that you really do need to have somebody dedicated - preferably at least two people - who are well trained and know how to fly the drone and collect the data properly,” he said. “A main issue laying out control points that the drone can use as reference points in its images. If you buy your own drone it needs to have what’s called RTK, or Real-Time Kinematics (a satellite navigation technique used to enhance the precision of position data derived from satellite-based positioning systems). Accuracy is important in data collection - you can imagine on that a 100 foot long pile, a six-inch error in height will make a difference of scores more or less cubic yards of material than you really have.”
