The Department of Science and Technology (DOST) was originally established as the National Science and Development Board on 13 June 1958 It was later reorganized on 17 March 1982 to become the National Science and Technology Authority vested with broader policy-making and program implementing functions NSTA was elevated as a department on 30 January 1987 under Executive Order No 128, paving the way for the creation of the DOST Regional Offices throughout the country to provide effective response to scientific and technological needs of the country
DOST Region V (DOST-V) is one of the 16 regional offices of the department, charged with the mandate of providing central direction, leadership and coordination of scientific and technological efforts and ensure that their results are geared and utilized in area of maximum economic and social benefits for the people
Guided by this principle, DOST-V has two major functions:
Pursue implementation of the DOST’s programs and projects on the delivery of science and technology services that will help alleviate poverty and improve the quality of life of Bicolanos.
Develop institutional linkages through strategic partnership with MSMEs, LGUs, NGOs/POs, the academe, and other government agencies.
DOST’s S&T service network was expanded on 31 July 1990 when Republic Act No. 6959 led to the establishment of Provincial Science and Technology Centers (PSTCs) in every province of the country.
DOST-V extends its services across the region through the PSTCs located in key areas in the six provinces of Bicol: Albay, Camarines Norte, Camarines Sur, Catanduanes, Masbate, and Sorsogon

This 2021 accomplishment is not merely an achievement but a herald for new horizons and new avenues for ST&I-centered advancement. As the nation veers toward the new normal, DOST-V has fortified the Bicol Region with scientific and technological actions toward countryside development. Perennial initiatives such as the industry-aimed SETUP were complemented with much-enthused implementation and brainchild regional initiatives, the latter of which the Building Resilience and Innovation to Drive Growth of Enterprises in Bicol or BRIDGE Bicol was foremost.
Though the effects of the pandemic continued to disrupt our everyday living, the DOST Regional Office in Bicol untiringly radiated ST&I with utmost vigor for the profit, well-being, and progress of the Bicolanos

Words cannot simply describe the unwavering dedication of the DOST Regional Offices in bringing the benefits of Science, Technology and Innovation across the country Always at the helm in providing access to the myriad services of the department, they are the face of scientific progress and technology-based development at the grassroots level
Despite being in the aftermath of the devastating pandemic, this year as always proved fruitful for our ST&I undertakings, not only in Bicol, but across all the regions in the country
Bicol Region’ scientific advancement is fortunate to be under the capable headship of DOSTV The regional office’s accomplishments for 2021 prove this, and is greatly evident in the effective realization of the agency’s programs and projects and the untiring enthusiasm of its implementers and personnel.
ST&I’s transformative power shone through DOST-V’s committed diffusion of DOST initiatives in the six provinces of Bicol from big-ticket programs like SETUP even up to small-scale interventions such as tech trainings and online seminars Moreover, the regional office went beyond to expand DOST’s repertoire of ST&I support by developing its own innovative programs and projects, such as BRIDGE Bicol, and adopting national strategies to suit the needs and pressing concerns of the community
Being the frontrunner of “Science for the People” in Bicol, DOST-V has truly made a difference in the lives of its clients, partners and stakeholders; an effect that resonates with the department’s vision of inclusive advancement powered by science, technology and innovation.
With the dawning of the new normal comes inevitable changes in our planning and operations. Nonetheless, with the competence and commitment of the Bicol regional office, there is no doubt that we can make it work towards the fruition of our aspirations for Science, Technology and Innovation

The year 2021 saw the much-awaited rollout of vaccines in the country and the world over, making it a year of hope that beacons the end of the pandemic As the health sciences sector intensified its efforts to attain that ultimate goal, DOST-V equally toiled to contribute to the country’s economic recovery from the ill-effects of COVID-19 While many at that time doubted the power of Science, Technology and Innovation against this adversity, we at DOST-V worked hard to fortify the people’s trust in its life-saving wonders by proving true to our tagline, “Siyensyang Maaasahan sa Kabikolan,” our mantra for 2021 and beyond
Though it was no easy task as the challenges of 2020 persisted until 2021, we built on the achievements and lessons learned to deliver our projects and services with greater effectiveness and efficiency towards the new normal we maintained and improved the implementation of the DOST-V Quality Management System and achieved more compliance with government laws, strengthened our network and linkages with partners and stakeholders, and made extensive use of digital solutions in ICT These, to name only a few, greatly helped us to meet and even exceed our targets despite limited fiscal space and workforce
As the pandemic turned businesses upside-down in general, 54 local MSMEs in Bicol turned to DOST-V for technical assistance in 2021 by availing of the Small Enterprise Technology Upgrading Program (SETUP), and through it, they generated a total of Php 41 7M in gross sales and created 698 jobs along with the 206 other firms enrolled in the program that year Sixteen SETUP-assisted firms even graduated in 2021, unscathed by economic uncertainties To our dear SETUP cooperators, it heartens us to see your businesses thrive during these critical times, and some of you have even reached milestones! Your trust in Science, Technology and Innovation has served you amazingly well
To the 575 beneficiaries from the 14 communities under the Community Empowerment Through Science and Technology (CEST) program, you have no doubt achieved greater advancement and resilience with DOST-V's interventions for 2021. May you remain good stewards of the blessings of ST&I, and gain even greater benefits as your communities build more competence against the challenges of the present and the future.
To our ever-reliable partners and stakeholders in the ST&I ecosystem, we cannot thank you enough for helping us deliver more than what was expected of us. To the 118 hardworking men and women of DOST-V; it is my pride and honor to have worked alongside you in 2021.

The transfer and commercialization of technology as an excellent avenue to sprout feasible livelihood opportunities for the people, which is an efficient way of tackling the adverse economic effects of the pandemic and, ultimately, improve the lives of people was used to disseminate numerous S&T information, provided technical advice, coordinated with other government agencies, MSMEs, academe, and other stakeholders on S&T matters, and delivered alternative solutions to ensure that research and development continued to thrive We at PSTC-Albay maintained linkages with local and national organizations that directly and subtly alleviated the socio-economic conditions of our stakeholders

S&T Director Masbate As public servants, we need to be agile despite the bottlenecks to ensure the unhampered delivery of services to our clients. The year 2021 was another year of challenge with the lingering pandemic As public servants, we need to be agile despite the bottlenecks to ensure the unhampered delivery of services to our clients Although most of our SETUP clients are still struggling, one managed to penetrate the mainstream market in Legazpi City, whose products are now going the rounds of SM Markets to showcase the proudly Masbateno-made beef tapa and corned beef To top it off, we also managed to graduate nine beneficiaries! Our steadfast commitment to serve our CEST communities despite the odds culminated in some notable livelihood projects implemented and funded for implementation to help the residents in Burias Island, Aroroy, and San Jacinto in Ticao Island We have finally finished the installation of two units of Combo Rice Mills (a Filipino invention from PhilMech), in Mobo and Palanas that would help popularize brown rice consumption in the province Our networks are becoming stronger resulting in several projects and activities in coordination with DAR, DepEd, DICT, DEBESMSCAT, and LGUs We are entering the new normal and with it, may God keep our future brighter through science, technology, and innovation 6 DOST-V 2021 Performance Report

Overcoming the challenges was a very significant achievement for PSTC Sorsogon. May the coming years bring us promising opportunities in STI.
We at PSTC-Sorsogon came up with a strategy on how to bring Science, Technology and Innovation closer to the people, despite the challenging pandemic Workplace adaptation to the new normal was challenging, but we did not back down from our commitment to provide the programs, projects, and services of the department We took certain risks to continue serving the needs of our clients and stakeholders, and in doing so, we increased productivity and competitiveness of our undertakings
ICT and online portals were an opportunity to aid us in disseminating and influencing individuals MSME’s, NGA’s, NGO’s, LGU’s and academe, to name a few for worthwhile collaborations Through technology transfer and commercialization, we have given the community new ways to make a living, effectively addressing the adverse economic crisis of a pandemic
Strong partnerships in the implementation of DOST projects like SETUP, CEST, S&T Scholarships, DRRM, and S&T consultancy services, among others, were made possible through networking and linkages with partner organizations such as DTI, DAR, academic institutions, and the local government

in its mission to improve the quality of life in the Bicol Region through Science, Technology, and Innovation (ST&I).
With the workforce learning to navigate and thrive amid the new normal, and harnessing opportunities particularly digital technologies and innovations in Information & Communications Technologies (ICT) the agency continuously delivered on its commitments for the Bicolanos. CY 2021 propelled DOST-V to combat the challenges of the previous years in the delivery of its various programs and services, giving rise to a shared success with our customers, partner institutions, communities, firms, and stakeholders.
We were challenged in the wake of the pandemic. But undoubtedly, these trials bore potential to innovate, formulate strategies, and identify prospects towards the realization of our goals to a more effective and efficient implementation of programs, projects, and services in the years ahead.

The DOST-V centered on the developmental impact of SETUP implementation. Likewise, it sustained the delivery of other programs and various S&T support services that catered the needs and interests of its stakeholders. S&T services reached out to different sectors with cooperators increasing in numbers as DOST’s banner program SETUP provided innovation system support to micro, small and medium enterprises (MSMEs) in the region.
For CY 2021, DOST-V has undertaken seventy-one (71) technology interventions wherein fifty-four (54) firms were assisted against the target of 52 or 102% under SETUP regionwide: Albay (8); Camarines Norte (8); Camarines Sur (10); Catanduanes (9); Masbate (9); and Sorsogon (10). In sum, total assistance for MSMEs for CY 2021 amounted to P42.64M. All approved projects are funded this year.

DYH Fish Products is an established leader and pioneer in the fish processing industry in Bicol since 2002. Owned by Ms. Yolanda H. Hernandez, it is located in the Municipality of Calabanga, Camarines Sur.
Before becoming a beneficiary of DOST’s SETUP, the company practiced conventional fish processing, using ice-filled Styrofoam containers for both fresh and dried fish. This practice resulted in accelerated product deterioration and profit loss As the firm continued to expand, Mrs Hernandez decided to rent a walk-in freezer from a private company, which unfortunately incurred additional operating expenses and raised production costs
In 2015, DYH sought the assistance of PSTCCamarines Sur to avail of the SETUP intervention. This resulted in the acquisition of the firm’s own walk-in freezer, which in turn contributed to an increase in generated gross sales of 301% and production volume of 70%
The company was able to provide a livelihood by hiring 56 additional employees from the community New dried fish products were added to their product line, such as boneless pagotpot, biti, kalaso, tamban, and pusit Their market reach also expanded to the NCR and Regions I and IV

Nag-avail po kami ng SETUP assistance para makapag-expand ng production. Tumataas na po kasi ang demand pero mabagal yung way namin ng pag-produce. Noon, nakakapag-produce lang kami kapag mainit at maganda ang panahon tapos hanggang 3 kilos lang. Dahil sa assistance, nagkaroon kami ng maganda at food grade equipment na required talaga ng FDA. Gamit ang equipment, anytime pwede na kami mag-produce na inaabot ng hanggang 15 kilos per batch. Nakatulong din ang oven sa mabilis na pag-bake ng cookies at pag-roast ng sili. Bukod sa mataas na sales at mas quality na produkto, mas mabilis at on time na din kami nakaka-serve at deliver ng order.
Maraming salamat po sa DOST-SETUP. Malaki po ang naitulong ng equipment sa production namin. Sana po ay marami pa pong maliit na MSME ang makapag-avail ng SETUP. Keep up the great work po.

Nagsimula po kami since 2002 hanggang sa ngayon po. Almost 19 years na po ang aming negosyo. Habang tumatagal, nagkaroon na po kami ng maraming buyers at mas nakilala pa ang aming mga produkto (boneless bolinao, pagotpot, dried dilis at espada). Noon, nag rerenta kami ng freezer sa Naga at Milaor kaya lang, nahihirapan kami dahil magastos sa gasolina at konti lang ang pwedeng ilagay na dried products.
Dahil sa SETUP, nakapag-avail kami ng walk-in freezer, nakakapag-stock na kami ng maraming produkto at tumaas narin ang aming kita. Nakatulong po ito sa mga tao dito sa aming komunidad dahil nagsilbi itong livelihood sa kanila. From 20 to almost 100 na workers na ang natutulungan ng aming negosyo. Dahil din sa SETUP, "nag maray" (bumuti) ang income namin kaya nakapagpundar na po kami ng mas malaking lugar para sa patuyuan ng mga isda, nakabili rin ng delivery truck para makapag deliver ng 2-3 tons ng dried fish sa Manila, Quezon Province, Pangasinan at minsan sa Baguio.
Nang maka-avail kami ng SETUP, naging mas maganda ang takbo ng negosyo namin. "Dakula pong tabang ang DOST samuya" (Malaking tulong po ang DOST saamin). Nagpapasalamat po kami.

Noon hndi lang palay ang aming negosyo,naging dealer pa kami ng Coca Cola products nang almost 15 years. Bago pa kami nagkaroon nitong SETUP na ito (Mechanical Dryer) marami na kaming client kaya marami na kaming nabibili na palay . Ang pinaka problema namin pag harvest season ay pag maulan, hindi kami makabilad ng palay. Karamihan sa aming palay ay nagiging LASI at ito ay mahirap na ibenta sa tamang presyo. Marami [din] kaming stocks ng palay na hindi maganda ang quality. Dahil po sa tulong ng DOST na nagbibigay ng asistensya, naisipan po namin mag avail nitong Mechanical Dryer. Dahil dito, naging maganda ang production ng aming palay. Dahil [sa] maganda ang quality ng aming mga stocks na dried palay para sa milling, nakakapag-produce [na] kami ng magandang quality ng bigas. Napakalaking tulong po ng SETUP mula sa programa ng DOST. Napabilis at napagaan po ang produksyon ng mga produkto na itinatanim namin. Hindi na rin po kami nahuhuli at naaabala sa pagtanim. Bagamat mahal po ang presyo ng fertilizer ngayon, nakakapagtanim parin kami dahil sa tulong ng makinarya na nakuha namin sa DOST. Naibebenta na rin po namin ang aming mga ani. Marami pong salamat sa DOST sa napakagandang programa para sa mga farmers.

Ang una kong negosyo ay isang snack house na kalaunan ay naging restaurant. Noong 2017 at 2018, nagsimula akong gumawa ng naiibang flavor ng ice cream tulad ng giniling na roasted corn o “hinagom” sa local dialect, “batwan” o souring fruit at, beef “tapa”. Dahil sa kakaibang flavor na ito, marami ang nagkagusto kaya naisipan na mapa improve pa ang kalidad. Lumapit kami sa DOST-Masbate at nakapag avail ng SETUP assistance noong 2019 at nakapag Phase II ngayong 2021.
Napakalaking biyaya ng SETUP sa aking negosyo. Nagkaroon kami ng mga modernong equipment at nakapagpa-nutrition fact analysis pa. Umangat ang aming produksyon [mula] sa 1.5 litro araw-araw, ngayon ay 60-70 litro na. Tumaas din ang aming taunang kita mula Php 69,676.00 hanggang Php 476,490.00. Bukod diyan, nakadevelop din kami ng iba’t ibang variants ng ice cream tulad ng cacao, carmelado, cookies and cream, avocado, mango, at buko na tinatangkilik na ng maraming mamimili dito sa Masbate.

Natuto kaming magnegosyo ng tinapay at cake mula sa aking sister-in-law na meron ding bakery business sa Iriga, Camarines Sur. Nagsimula kaming magbenta ng donut, binangkal at pandesal sa tapat lang ng aming bahay noong 2007. Ang aking asawa naman po ay nadagdagan ang kaalaman sa paggawa ng cakes at pastries noong nag-training siya sa Purefoods, General Milling Company at Universal Robina Corporation.
Noong 2019, biglang tumaas ang demand ng mga tinapay namin kaya nagdecide kami na ipaayos ang display area. Taong 2021 nang nakilala namin ang DOST-SETUP at hindi kami nag atubili na mag-avail ng technical assistance. Ang mga modernong kasangkapan sa paggawa kagaya ng stainless steel working table, planetary mixer, meat grinder, electric dough rounder, bread proofer, gas oven, cooling rack at stainless steel cake storage ay nakatulong upang makagawa kami ng mas magagandang kalidad ng tinapay at cakes.
Ngayon, hindi na kami aligaga sa bakery kahit marami ang orders lalo sa mahahalagang okasyon. Binago ng SETUP ang takbo ng aming negosyo. Naging maayos at lumago pa. Diyos mabalos po sa DOST-V!

The Regional Standards and Testing Laboratories (RSTL) and Regional Metrology Laboratory (RML) are the Bicol Region's foremost providers of technical support to food manufacturing, trading, and other industries; researchers and students; and production sectors through chemical and microbiological testing, and calibration.
The DOST-V regional laboratories implement quality assurance programs and quality control activities, and adopt good laboratory practices to generate accurate and precise test results. As the only ISO/IEC 17025:2017 accredited government laboratory in the region, RSTL-RML continues to pursue and expand its quality service at par with global standards.

The provision of consultancy services is not only for SETUP adoptors, but is open to community-based enterprises, private and public agencies, and start-ups needing technical assistance.

BRINGING SCIENCE CLOSER TO THE BICOLANOS: 2021 PRE-NSTW AND BRICE
DOST-V once again successfully cascaded Science, Technology and Innovation to the Bicolanos with the 2021 Pre-National Science and Technology Week (Pre-NSTW) Celebration back-to-back with the Bicol Regional Invention Contest and Exhibits (BRICE), conducted via cybernetic platform and social media on 12-14 October 2021. This marked the second time that the DOST-V held the Regional Science and Technology Week virtually. No less than DOST Secretary Fortunato T. de la Peña and Usec. for Regional Operations Engr. Sancho A. Mabborang graced the event, together with partner agencies from the DOST system and the local S&T consortia

REVITALIZING THE BICOL SCIENCE CENTRUM
To keep up with the current S&T advancements and breathe new life into the centrum, the DOST-V, the Philippine Council for Industry, Energy, and Emerging Technology Research and Development (PCIEERD), and LGUNaga City collaborated for the project “Revitalization and Improvement of Existing Bicol Science and Technology Centrum ” The project aims to revive and improve the existing BSTC through the provision of updated and stateof-the-art exhibit materials to increase awareness of the general public on science, technology, and innovation

Bicol Region is home to one of the longest-standing Regional Science Centers in the entire country. The Bicol Science and Technology Centrum (BSTC), a center of interactive science education established in partnership with the City Government of Naga, has welcomed and entertained science enthusiasts and visitors for 25 years. With the lot provided by LGU-Naga City and beginning only with the Main Science Gallery, the centrum eventually expanded to become the region’s foremost destination for educational tours

NRCP'S RESEARCH CARAVAN GOES TO BICOL
DOST-V teamed up with the National Research Council of the Philippines (NRCP) to conduct the virtual NRCP Basic Research Caravan in Bicol on 20 January 2021, which was attended by LGUs, SUCs/HEIs, and other active implementers and advocates of R&D in the region
Bannered with the theme “Nurturing Regional R&D Niches,” the event featured the results of the research “Preliminary inventory and diversity of ciliated protozoans in Lake Lanao: its spatial and temporal variations and its bio-indication on lake’s water quality” by NRCP member Dr Fema M Abamo, orientation on NRCP membership, and opportunities under the R&D Leadership Program (one of the components of S4CP) implemented by NRCP
Among the speakers were Legazpi City Mayor Hon Noel E Rosal and DOST-V Regional Director Mr Rommel R Serrano.
The results of the 2020 NRCP R&D Survey in Bicol, which identified local issues to generate possible R&D programs/projects that can be implemented in the region through science-based outputs, were presented by DOSTV OIC-Chief SRS Ms. Ma Theresa D. Alcantara. The event was targeted to promote NRCP and its programs in the region and reinforce partnerships between and among the LGUs, academe, and DOST-V.

Piloted in 2020, the iFWD PH program supports the establishment of technologybased enterprises owned or managed by Overseas Filipino Workers (OFWs) or their families. For CY 2021, three (3) OFWapplicants from the region successfully completed Phase 1 (Capability Building for the Development and Management of a Technology-Based Enterprise).
Of the three completers, Mr Joel F Garcera of Naga City, Camarines Sur, was among the 20 OFWs who signified interest and readiness to proceed to the second phase, Innovation Funding for Technology-Based Enterprise P250,000 00 (70% for equipment, 30% for testing and consultancy services) from the Congressional Insertion Fund was released to DOST-V for the funding of Mr Garcera’s proposal
Phase 1 completers will be assisted by the regional offices through the PSTCs in the conduct of the technology needs assessment (TNA), as required for Phase 2.
To date, thirty (30) OFWs have applied through the portal, with eighteen (18) having completed the documentary requirements. They will subsequently undergo training sessions under Phase 1, where topics on Core Business Development and TeknoLokal will be taken up.

Ma Bernadette S Navera started in DATBED as a student of Camarines Sur Polytechnic Colleges (CSPC), when her project “Oyster Mushroom Production" was approved under the program’s Stage I Her endeavor soon blossomed into the successful establishment of her own enterprise, the Exotix Organicum Mushroom Farm located at Sta. Elena, Buhi, Camarines Sur.
Project SARAi (Smarter Approaches to Reinvigorate Agriculture as an Industry in the Philippines) is an action research program funded by the Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (PCAARRD) which aims to craft crop advisories for priority crops, focusing on integrating local weather data and drought forecast with farm management activities, specifically nutrient and water management, and proactive pest and disease monitoring.
In the region, the project’s implementation is spearheaded by PSTC-Albay, in close coordination with the rest of the Provincial S&T Centers in Bicol

DOST-V focused on improving internal disaster resiliency, investing in capacitating both facilities and employees through the conduct of drills and orientations, and proactive initiatives such as procurement of equipment and safety kits. The agency also holds the vice-chairpersonship of the Disaster Prevention and Mitigation cluster of the Bicol Regional Disaster Risk Reduction and Management Council (RDRRMC).

DOST-V conducts regular budget reviews to ensure efficiency in resource allocation, utilization, and compliance with government laws, rules, and regulations. The programs, projects, and activities of the agency are planned and implemented in accordance with the approved budget and cash program and regularly coordinated with project leaders/coordinators to achieve the desired outcome and mandate for the effective, efficient, and economical management of financial resources.
Under the 2021 General Appropriations Act, DOST-V has a total allotment of Php. 169,059,142.03 which was broken down to Personal Services, Maintenance & Other Operating Expenses, and Capital Outlay.
Additional funding of Php. 5,357,309.42 was received from the Central Office through the Sub-Allotment Advice for the implementation of various projects in the region The agency was able to obligate Php. 167,564,865.23 out of the Php. 154,287,779.00 allotment received for the year. On cash utilization, a total of Php. 225,443,368.93 disbursement authority was granted to DOST-V. Cash utilization was recorded at Php. 197,338,894.79 including payment on prior year obligation

For Calendar Year 2021, the DOST V have a total increase in budget by 59% that was utilized in the delivery of various science and technology programs and services that benefited the Bicolanos More science and technology interventions were realized through the Small Enterprise Technology Upgrading Program and Regional Standardards and Testing Laboratory as it entails a 58% increase in the total income.
