President’s Report The COVID lockdowns and restrictions have been disruptive and frustrating, but compared to the wider world we are very lucky to call Australia home.

We are particularly fortunate in Western Australia, where we have had no community transmission for over 10 months, and enjoy freedoms that are the envy of the world.

Many events and activities for Members and their dogs have resumed, not quite to pre-pandemic levels, as snap lockdowns and border restrictions come and go from State to State and make the certainty of holding events with interstate travellers problematic.

One thing that has not gone away, and remains a concern, is the proposed Stop Puppy Farming Bill.

Your Executive remains actively engaged in keeping the concerns for our Members and their dogs up to all Candidates and sitting Members from all Parties, and to the highest levels of Government.

This will remove politics from the debate and address the concerns of our thousands of Dogs West members.

Members, if you have not already done so, please, step up and contact your local Member and Candidates to advise them of your concerns. Ask them to support changes to the Bill that will fix the problem, and save a lot of distress for all Dogs West Members.

Discuss the issue with family, friends and companion owners, and ask if they would support a change to the proposed Bill, and contact those standing for election and voice their concern and support for Dogs West.

Your Council is committed to raising the profile of Dogs West in the community, whilst also ensuring that our Members adhere to our Code of Ethics and Rules and Regulations, to maintain our “gold standard” (Lisa Baker, MLA).

More news of these initiatives will be released in due course.

Dogs West believes there is an opportunity for the next Government to include exemptions for Dogs West members to the Draft Bill before it is reintroduced to the new parliament.

Chief Executive’s Report Since my last report, I have been reminded again of the strength of community spirit within Dogs West membership.

During the 5 day lockdown, a number of events had to be cancelled or postponed. It is never easy to advise people that the event they have been looking forward to is not able to go ahead, and while opinions can vary about how things should be dealt with, it was great to hear reports of the support shown to club committees making the difficult decisions.

The next challenge was the Wooroloo bushfires, affecting a portion of our membership by evacuations, loss of property and almost a full week of emergency alerts. Again, the support shown was nothing short of amazing.

Offers of accommodation for those affected flooded the ‘dog’ facebook groups immediately; donations to stockfeed outlets in the affected areas providing supplies; Royal Canin provided free dog food to members in need; fund raising trials planned.

Sadly, there is always a certain type of person who will try to take advantage of the challenges life throws at us. In the office, we have noticed an marked increase in ‘scam’ websites and adverts, including instances of valid Dogs West membership numbers being used without their knowledge or permission of the member. This is of serious concern to Dogs West.

The ANKC Code of Practice for Responsible Dog Ownership states: 32. It is mandatory for an ANKC Ltd Member Body Membership Number to be displayed on any advertisement for dogs whatever the media and all members must include the following wording in their advertisements: “Please contact Dogs [insert State/Territory] on email: [insert email address] to verify my membership”.

When Dogs West office staff receive these requests to verify breeders’ details, we check as many details as possible to verify the person using the membership number IS the member. We routinely ask for the name of the member the puppy buyer is dealing with, the telephone number used, and the email address and check these against our records. If we are unable to verify, we will suggest more details be gained before we can verify.

We do our best to protect both our members, and puppy buyers, from unscrupulous scammers. You can help us by ensuring your details are kept up to date. If you have recently changed email or telephone number, just send us an email, including your membership number.

- Conformation Judges Training Working Party The Conformation Judges Working Party be allocated $100 for a small function in recognition of the additional work undertaken due to Covid restrictions, ZOOM lectures etc.

GENERAL BUSINESS - Staff Xmas Function - Approved - Covid Restrictions - reintroduction of contact registers for particular WA businesses and venues to maintain a mandatory contact register for staff and patrons from 5 December 2020.

- Appreciation Function - the annual function of appreciation to working party volunteers and affiliated clubs. The date of 9th January 2021 was agreed on for the function.

- New ring equipment- At a recent event under the pavilion stormy weather caused the new ring equipment to blow across the pavilion. Sand bags or weighted stands to be investigated.

- Dog Amendment (Stop Puppy Farming) Bill 2020 The President gave an update. The bill is on the list of business for Legislative Council again this week.

DECEMBER 2020 BUSINESS ARISING - Regulations re Set-up for Shows Members to be addressed via an upcoming E-newsletter that Governing Council had considered issues surrounding early set-up for events as per regulation C12 i.e. new dressage ring equipment taking additional time to set up, health and safety implications, some members not complying with the regulations.

Rather than amending the regulation, members be reminded not to enter the area until all work had finished and all machinery has been removed from the area. Matter to be reconsidered if it continues to be a safety issue.

Members also to be reminded not to arrive at the grounds earlier than the advertised ‘Gates open’ time for weekend events as causing a traffic hazard waiting for gates to be opened.

Finance Committee - Western Classic 2021 Budget approved CORRESPONDENCE - Concerns re new requirements for Chief Stewards at sanctioned events Letters of concern received from Retrieving Club of WA, ANKC RAFT WA Representative Field Trial, ANKC RAFT WA Representative Retrieving, ANRTWP and United Field Trial Club of WA. The Stewards Training Working Party call a meeting with the clubs/representatives to discuss the new regulation and rationale and address any concerns.

- N Barr – Request for dispensation to CAWA Regulation R2.1 Request for dispensation to allow registration of a litter bred while membership was lapsed approved.

GENERAL BUSINESS - Suspended Regulations re Proprietary Interest THAT, due to continuing uncertainty regarding travel restrictions limiting the contracting of interstate judges, (c), (d) and (f) ONLY of the CAWA Regulation B16.5.1.2 be suspended until 30 June 2021.

- Multi Discipline Championship Title A submission be forwarded for consideration at the ANKC Ltd Board meeting of June 2021 that a ‘Multi Champion’ title be added to the ANKC Ltd Regulations Part 6, Section 7.

- Concerns re amended CAWA Regulation B 16 Letter of concern received from J Houston and D Hyde regarding motion carried at 25 November meeting of Governing Council at Item 7.3. The amendment conflicted with the ANKC Ltd Rules for Rally, Obedience and Agility.

- Dog Amendment (Stop Puppy Farming) Bill 2020 President spoke to the Governing Council regarding the proposed legislation. As the proposed amendments to the Bill had now ‘fallen’ following they now needed to be re-tabled at the Lower House.

It was important for this next stage for Dogs West protect our brand and remain respectful with all political parties as we may need to work with them in the future regarding the legislation.

It is important that no Dogs West members risk damage to the brand by bringing ‘Dogs West’ into disrepute. Our reputation is all important and needs to be preserved.

26th July - Retrieving Club’s Novice & Restricted stakes. Judge R Johnson set some interesting runs for the Novice dogs. Anthony Nesbitt, with his GSP Dora (Demorz All The Rave), winning 1st place on 178 points. In 2nd place was Alex Deasy and Roux with 175 points, and 3rd place went to Shaun Gibbon with his Labrador Max (TalulaPark The Hitite) with 164 points.

For the Restricted stake , Ray began with triple retrieves for the first two runs, with a variety of game. A runoff for 1st place had to be conducted, with the outcome being, in 1st place on 163 points, Maggie Hankinson and her Labrador Solar, ahead of Kerry Webster and her Labrador, Tux, (Brigodee Diamonds Bow Ty N Tux) in 2nd place, also on 163 points,

Restricted had only 4 entries, and the weather conditions did not get any better for this stake, particularly the wind, which made whistle commands almost non existent. There was only one finishing dog today, and gaining their RRD title with the win, was Ricki (Boomermagic BoomsRicochet) handled by Colin Hankinson on 137 points.

The two All Age events the following weekend were the highlight events of the year. The Flash Memorial conducted by the Labrador Club, was judged by M McClure and R Courtman. Eleven dogs entered and four challenging runs had everyone on their toes. In 1st place on 210 points was Flash (Ellishea Wyatt’s Flash) and Heather Ellis. 2nd place on 206 points was Heather’s other dog, Phoenix,(Ellishea Just Cussy), and in 3rd place on 195 points was the Labrador, Tux, (Brigodee Diamonds Bow Ty N Tux) and Kerry Webster. Best Veteran was Phoenix, Best Non R.T. Champion was Tux, and team winners were Phoenix, Flash, and Ozzie (a cocker spaniel owned by Mark Jackson) The next day the Linc Sullivan Cup was conducted by The Retrieving Club with R Courtman judging and 10 dogs entered. Quite open ground allowing some lengthy retrieves, with creeks and fallen timber creating barriers for the dogs. The winning dog here on 215 points was Spirit (Boomermagic Irish Spirit) owned by Maggie Hankinson. 2nd place went to Addi (Boomermagic Booms Addiction) on 214 points, and owned by

1st to 5th qualifying placegetters in each height in each qualifying trial will automatically qualify for the finals.

If a dog places in the top 5 in both qualifying trials, no wildcards will be given.

The remaining finalists for each class will be chosen on a points based system accumulated from the three qualifying trials. Dogs with the greatest number of points will rank the highest.

If a dog qualified for the finals does not compete in the finals, no substitution will be allowed.

MEMBERS’ CODE OF ETHICS (latest amendment August 2020)

SECTION H - CODES OF ETHICS HM MEMBERS’ CODE OF ETHICS (effective 1 March 2008) HM1 ACKNOWLEDGMENT Each person, when signing an application for membership or renewal of membership of the Canine Association of Western Australia agrees to the following: · to be bound by the ANKC Ltd regulations and rules · to be bound by the Constitution, Rules and Regulations of the Association · to be bound by the Association’s Code of Ethics · To allow the inspection of the member’s premises as required for the purpose of investigating compliance with the regulations and the code of ethics. 04/17 HM2 CODE OF CONDUCT 2.1 A member shall not knowingly or recklessly misrepresent the ANKC or the member’s Member Body.

2.2 A member shall not engage in any behaviour that is contrary to the standards accepted by the community.

Members and others defined in HM2.3 will not engage in bullying or harassing or unacceptable behaviours towards other members, staff, volunteers or contractors or disorderly conduct. · Bullying is defined as repeated inappropriate behaviour direct or indirect, whether verbal, gesture, physical or otherwise, conducted by one person or persons against another person or persons.

This includes, but is not limited to:

Cyber bullying – placing an offensive or hurtful public message, image or statement on a social network site or other public forum where that message, image or statement can be viewed and/or repeated by other people will be regarded as bullying behaviour. · Unacceptable behaviour is defined as any behaviour that a reasonable person, having regard for the circumstances, would see as victimising, humiliating, undermining or threatening. · Disorderly conduct is defined as disturbing the peace or endangering the morals, health or safety of others. (07/15) 2.3 Members shall be responsible for any and all actions by themselves, their family members or guests when attending sanctioned events and their interactions with other members at all times.

This includes but is not limited to: · Littering · Damage · Unacceptable behaviour · Bullying 2.4 A member shall not indulge in false or misleading advertising relating to the conformation, characteristics or performance of that member’s dog.

2.5 A member shall not misrepresent nor malign the conformation, characteristics or performance of another member’s dog.

2.6 A member shall at all times and in all forums, including at DogsWest approved events, in dealings in wider forums including chat lists on the internet and in all other communications, conduct themselves in a manner respectful of the reputation of the ANKC and DogsWest members, judges, staff and officials. 08/11

2.7 An exhibitor is not to contact a judge after the announcement of that judge’s appointment by any means that may be interpreted as promoting that exhibitor or exhibitor’s exhibits. This includes social networking sites, email, and all electronic forms of communication as well as traditional forms of communication. Should a judge receive such an approach, they are required to make a report to the appropriate member body and disciplinary action may be taken against the exhibitor. 08/11 2.8 Members shall constantly strive to improve their knowledge of their chosen breed or breeds, and their knowledge of the requirements for the care, welfare and betterment of dogs.

2.9 Members shall ensure that all dogs under their control are properly controlled, housed, fed, watered, exercised and receive veterinary care as and when required. A member shall not knowingly allow any dogs under their care to roam at large.

2.10 A member shall permit any person authorised in writing by the Administrative Officer, following a resolution of the Governing Council, to enter and inspect any premises owned or occupied by the member for the purpose of investigating compliance with HM2.9 of this Code.

2.10.1 During the conduct of the inspection the member will permit the authorised person to record any necessary details by tape, video or photographs.

2.10.2 Failure to permit the inspection of the premises without reasonable cause shall result in suspension of the member’s privileges until that inspection has taken place. 04/17 2.11 The registered owner of a dog shall remain ultimately responsible for said dog, including if left in the care of another person.

2.12 A member shall take all appropriate lawful measures to assist a dog in distress.

2.13 A member shall positively enhance the reputation of dog breeders and owners by ensuring that dogs owned by the member are not a danger or nuisance to the community.

When the dog is away from home a member shall ensure that it is kept on a leash and/or effective control at all times.

2.14 A member shall not participate in nor support any activity that involves cruelty or damage to animals, excluding legal hunting activities.

2.15 A member shall not surrender dogs owned, in the care of or bred by the member to a pound or animal refuge. Breed Rescue Clubs run by ANKC Ltd members are exempt (04/20) BREEDING 2.16 A member shall breed primarily for the purpose of improving the quality and / or working ability of the breed in accordance with the breed standard, and not specifically for the pet or commercial market. A member retains the right of free trade, to advertise directly and sell dogs not kept for line maintenance purposes by that member.

2.17 A member shall not breed with a bitch unless the bitch has reached adequate maturity for that breed as determined by the member’s Member Body. The minimum breeding age for bitches across all breeds is twelve (12) months at the time of mating. Except in extenuating circumstances or with the approval of Governing Council prior to the mating, a member shall not breed from any bitch causing it to be mated before it is twelve months of age. 08/14

2.18 A member shall not breed a bitch causing it to whelp · more than twice in any eighteen month period without the prior approval of the member’s Member Body. (07/16) 2.19 Number of Litters 2.19.1 A member shall not breed a bitch causing it to whelp more than five (5) times.

2.19.2 It is the responsibility of the current registered owner to verify the number of litters a bitch may have had prior to their ownership of said bitch.

2.19.3 Extenuating circumstances 2.19.3.1 A member may apply to Dogs West for permission for a sixth (6th) litter.

The application is to include:

- a veterinary certification of fitness for further breeding issued in the last 30 days

- the positive identification of the bitch – microchip

- reasons for the need for a sixth litter 2.19.3.2 The member must have obtained written permission for the sixth (6th) litter PRIOR to mating the bitch 2.19.3.3 The permission is valid for a period of six months – after this permission must be re-applied for.

2.19.3.4 Under no circumstances will the registration of a seventh (7) litter be permitted. (04/17) 2.20 Maximum Breeding Age 2.20.1 A member shall not mate a bitch over the age of seven (7) years.

Note: after the bitch’s seventh birthday. (07/18) 2.20.2 It is the responsibility of the current registered owner to verify the number of litters a bitch may have had prior to their ownership of said bitch.

2.20.3 Extenuating Circumstances 2.20.3.1 A member may apply to Dogs West for permission to mate a bitch over seven years of age. The application is to include: · a veterinary certification of fitness for further breeding issued in the last 30 days · the positive identification of the bitch – microchip · reasons for the need for a litter from a bitch of this age 2.20.3.2 The member must have obtained written permission PRIOR to mating the bitch 2.20.3.3 The permission is valid for a period of six months – after this permission must be re-applied for.

2.20.3.4 Under no circumstances will permission for a further litter be granted. (04/17) 2.21 First generation (father/daughter, mother/son, brother/sister) matings are not permitted. ANKC Ltd Member Bodies will not register the progeny of father/ daughter, mother/son, brother/sister matings on the Main Register unless application was made to the Member Body and approval was given prior to the mating on the basis of health or genetic reasons to the benefit of the breed.

Any breach of this regulation will constitute an offence by the member(s) who are the owners of the sire and the dam of the litter.

The progeny resulting from such a breach will be registered on the Limited Register and endorsed ‘never to be upgraded’ and any further penalties as may be determined by the member’s Member Body. Refer ANKC Part 6 – 8.4 (Added 10/10, Amended EAP 12/14) 2.22 A member shall not permit any of that member’s pure bred dogs to be mated to a dog of a different breed, to a cross bred dog, to a non ANKC registered dog of the same breed, or to a dog not on the ANKC Main Register without the prior approval of the Association.

2.23 Breaches of Regulations 2.18, 2.19, 2.20, 2.21 and 2.22 are considered to be a serious breach of the Code of Ethics. For that reason, offences in relation to each of the separate regulations will be considered cumulatively in applying penalties to the Registered Breeder/Member.

Any puppies not registered on the Main Register are to be registered on the Limited Register with the endorsement ‘Not to be upgraded to Main register’.

08/11, 04/13 2.24 A member shall take responsible action to reduce the incidence of hereditary diseases in accordance with the ANKC Code of Practice for Hereditary Diseases.

2.25 A member shall not, within Australia, sell or otherwise transfer from that member’s care any puppy under eight [8] weeks of age without the approval of the member’s Member Body.

Puppies are to be microchipped and vaccinated prior to leaving the Member’s care.

2.26 A member shall not export a puppy under the age of eleven [11] weeks, or such greater age permitted under the livestock import requirements of the country to which the puppy is being exported.

Code of Ethics

2.27 A member shall not knowingly sell a dog to any person residing in an overseas country known to be involved in the utilisation of dogs for the meat trade without first satisfying the member’s Member Body that the purchaser is a member of an ANKC recognised canine controlling body in the overseas country. The member and purchaser must further acknowledge in writing to the member’s Member Body that the intention of the sale is for the improvement of the quality of that breed in the overseas country, and not for any other purpose.

2.28 A member shall ensure that persons acquiring dogs from that member understand the requirements for the care, welfare and responsible ownership of the dog, and that they have the time and facilities, e.g. adequate fences, sufficient room and proper shelter, to fulfil their responsibilities.

2.29 A breeder shall be expected to maintain reasonable contact with the purchasers of dogs from that breeder and to offer continued advice and reasonable assistance.

2.30 A member must register all puppies bred by that member that are living at the date of registration. Such registration must include all living puppies from the litter on the one litter registration application form and must be applied for within six [6] months of the date of whelping.

2.31 A member shall provide to all recipients of dogs sold or otherwise disposed of by that member, written details of: 2.31.1 The breed characteristics; 2.31.2 Current Vaccination certificate signed by a Veterinary Surgeon evidencing that the dog has been immunised against Canine Distemper, Hepatitis and Parvo Virus 2.31.3 Microchip number verification – transfer is the responsibility of the vendor in accordance with R19.

2.31.4 Responsible dog ownership information; and 2.31.5 All documentation required by the member’s Member Body, including 2.31.5.1 a written receipt clearly stating whether the dog was sold with or without a Certificate of Registration (Main or Limited) - “with or without papers” shall mean the Certificate of Registration 2.31.5.2 any other conditions of sale and/or agreements (04/17) 2.32 A member shall not incorrectly describe nor knowingly misrepresent the characteristics of a breed.

2.33 A member shall ensure that all dogs sold or disposed of by that member are in the best possible state of health. Where a dog with a health issue or disability is disposed of the member must obtain from the recipient written and signed acknowledgement of the condition of the dog.

2.34 A member shall not: 2.34.1 Sell or dispose of a dog to a commercial pet wholesaler or retail pet shop. Nor shall a member’s dog/s be advertised, displayed or sold on commission by a commercial dog wholesaler or retail pet dealer.

[07/15] 2.34.2 Allow a dog owned by that member to be given as a prize or donation or to be auctioned.

GENERAL 2.35 A member who provides or makes available a dog for use in a film, advertisement, promotion, or any media or public display must ensure that: 2.35.1 The dog is portrayed in a manner consistent with its breed characteristics and temperament as described in the Standard for that breed; and 2.35.2 The dog is presented in a manner that is unlikely to create a negative reaction to dogs generally or that breed in particular and that if there is any likelihood of a negative impression, this is at the same time corrected through the development of a story line that presents the dog or breed in a balanced manner.

2.36 A member shall oppose all activities which involve cruelty to dogs or in which dogs inflict damage on other dogs or other animals excluding the hunting of vermin.

2.37 A breeder must include their ANKC Ltd Member Body Membership Number in any advertisement for puppies whatever the media and all members must include the following wording in their advertisements:

“Please contact Dogs West on email: k9@dogswest.com to verify my membership.”

2.38 A member shall not use or cause to displayed, in any form or in any media, their Dogs West membership number in relation to any progeny, real or planned, from a dog not on the ANKC MAIN register. (06/20) 2.39 A member shall not declare, make or infer any relationship, in any form or in any media, between their membership of The Association, The Association and any dog not eligible for entry onto an ANKC register.
