Sandlin preps for new adventures after guiding the successful integration of two leading fuel haulers

I call an expert when I have a question. With our annual Cargo Tank Repair Directory in hand, you can do the same.
I love it when an issue comes together.
That’s what happened here when industry veteran Ray Watson, general manager at Stainless Tank Specialist, told me about the meteoric rise of his boss’s tank repair and leasing enterprises in the Dallas and Houston areas while I was still searching for relevant content. And after learning more about owner Cody Fulghum, I knew I’d found the perfect cover story (page 12) for this year’s Cargo Tank Repair Directory issue. But our conversations also raised a few questions for me, namely: Why are spinner heads falling into internal tank trailer valves, are high-pressure MC-331 cargo tanks more challenging to repair and maintain than DOT 407 chemical tanks, and what about DOT 412 fiberglass-reinforced plastic (FRP) tanks?
Since I don’t love unresolved issues, I reached out to a team of experts from A-One Chemicals & Equipment, Exosent Engineering, and Kraft Tank Corporation for answers to these queries. Here’s what they said:
1. Spinners in valves: The head in question here (page 16) is used for pre-solve or passivation, according to A-One’s Ed Wickham. It’s threaded or cam-locked onto a post, or simply attached to a hose, so it can easily come off if improperly secured, causing problems for tank owners and washes. The heads aren’t cheap, or quickly replaced, and cleaning facilities often have only one; and repairs or parts replacements are costly when they end up lodged in valves. Perhaps the technician didn’t notice or was afraid to speak up. Either way, the damage is done.
Bringing together leading carriers and vendors is all part of the plan.
2. MC-331 care: Pressure vessel maintenance isn’t as daunting as you might believe, Exosent’s Uv Doron opined. In addition to regular DOT inspections, these tanks do require regular hydrotesting and magnetic particle inspections. But they are not as prone to pitting as 407s, and they’re built to withstand extreme pressures, so they last for decades—up to 60 years in some cases. Additionally, Exosent’s designs boast a 33% lower center of gravity than competing tanks, so they’re less likely to roll over and incur costly repairs, or penalties up to $300,000.
3. FRP upkeep: FRPs are no more difficult to inspect or repair than lined stainless steel tankers, Kraft’s Brian Pursley maintained. FRP failures can lead to exorbitant repair costs, up to $40,000 in some cases, but so can failures in rubber liners. Additionally, FRPs are easier to wash out, typically requiring only ambient-temperature water—no steam or cleaning solutions—and Kraft’s new seamless Omni Tankers eliminate relining, etching, clumping, and virtually all corrosion in a lightweight, highly durable “armored-thermoplastic” package.
I don’t know about you, but I feel better now. I’m also certain any fleet manager who’s pondering unexplained damages or equipment diversification has far more nuanced questions they’d like to ask an expert. Well, now they can. Dupré Logistics recently partnered with New York-based investment firm Stonepeak, which specializes in infrastructure and real assets, and named Chris Sower interim CEO, replacing Mike Weindel. Terms of the transaction were not disclosed. Dupré provides energy distribution services, onsite and private fleet services, and strategic capacity brokerage services to a diverse group of blue-chip customers throughout the United States. The company, headquartered in Lafayette, Louisiana, has an extensive presence on the Gulf Coast and widespread coverage across the rest of the country. Today, Dupré maintains a fleet of more than 700 trucks and 1,000 professional drivers, and partners with more than 16,000 preferred carriers.
“Stonepeak’s partnership with Dupré represents an exciting new chapter for the company, and I couldn’t be prouder of the work our team has done to get us to this point,” Reggie Dupré, Dupré founder, said in a news release. “I would like to thank Mike for his contributions along Dupré’s journey to date, and I wish him the best in his future endeavors.
“What started as a two-truck operation has now become a sophisticated, multi-segment business. We are now ushering in a new era at Dupré with new
leadership, and with change comes opportunity. With Stonepeak’s extensive supply chain expertise and experience with similar transportation and logistics businesses, we’ll have an expanded toolkit at our disposal to be able to even better deliver for our customers.

Reggie Dupré started the company in 1980 as a family-owned gasoline hauler with 10 employees. The company added chemical hauling in 1985 and acquired a dry freight carrier in 1986.
“Over the last 40 years, Dupré has established an impressive footprint, becoming an integral part of the supply chain in the Sun Belt. Their continued quality and delivery of mission-critical services has resulted in a loyal customer base and an established position as a regional industry leader,” said Graham Brown, Stonepeak managing director. “We believe that Dupré will be a great complement to our growing transportation and logistics portfolio and look forward to working hand-in-hand with Reggie, Chris, and the Dupré team to take the company to the next level.”
Trimac Transportation recently completed a six-week pilot program testing handsfree communication technology aimed at enhancing driver safety and operational efficiency.
Conducted in Fairburn, Georgia, the pilot evaluated Storyboard Chat’s voice-activated messaging application that enables drivers and dispatchers to communicate without manual device interaction. The pilot involved 15 drivers using the technology to send and receive text messages via voice commands. This hands-free solution eliminates the need for manual device interaction, enhancing real-time communication, route adjustments, updated arrival times, and responses to unexpected conditions—all without drivers taking their eyes off the road.
Trimac’s team of professional drivers in the pilot program found benefit in the tool, the carrier reported. “I like that you can communicate without texting or pulling over—it’s just safer than a phone call,” Trimac driver Shelton Davison said in a news release. Billy McDonald, another company driver, echoed the sentiment. “You’re not taking your eyes off the road,” McDonald said. “You are staying focused. In my opinion, it’s just a lot safer doing it this way.”
Dispatchers also reported improved communication efficiency. “Using the software has been fantastic because it allows me to communicate with drivers while they are in their cabs, eliminating concerns about their safety during those interactions,” Braxton Johnson said. “It has also improved

The technology requires no additional hardware or software and integrates with in-cab electronic logging devices installed across Trimac’s fleet. Trimac approved a phased rollout of the technology, beginning with regional implementation before expanding to the local level.
“Partnering with Trimac was a great opportunity to support their goals around safety and efficiency,” said J.P. Gooderham, Storyboard founder and CEO. “At Storyboard, we’ve worked hard to build a platform that feels natural for drivers to use and genuinely helpful for dispatchers managing the day-to-day.”
Heniff Transportation Systems recently revealed the recipients of its scholarship awards for the 2025-26 academic year.
The carrier established its scholarship program in 2018 to offer tuition assistance to children of the Heniff Companies’ employees for continuing education in college or at a vocational school. To date, the program has awarded $433,000 in scholarships to 65 people.
“Congratulations to this year’s group of scholars,” Bob Heniff, Heniff founder and CEO, said in a news release. “As this program matures, it’s very gratifying for the whole organization to see the scope of the scholarships that help so many students pursue their studies at some of the best universities in the country.”
Heniff scholarship winners are selected based on varied criteria that include academic performance, participation and
leadership in school and community activities, work experience, and noteworthy personal or family circumstances. Recipients will be able to apply tuition assistance toward study at accredited two- or four-year colleges, universities, or vocational/technical schools. The scholarships are renewable throughout the recipients’ collegiate tenure.
The program is managed by Scholarship America, a non-profit organization that helps students fulfill their college dreams.
The organization works with partners like the Heniff family of companies to lower barriers to a college education and give students the support needed to succeed.
Bulkmatic, a bulk trucking and rail logistics specialist headquartered in Griffith, Indiana, recently claimed the American Trucking Associations’ prestigious President’s Trophy. Bulkmatic, the first dry bulk carrier to receive the award, ranked as the top carrier in the 25-to-50-million mile category.
“We’re incredibly proud to receive this recognition, as safety is at the heart of everything we do at Bulkmatic,” Brian Daugherty, Bulkmatic president, said in a news release. “This award reflects the hard work and passion of every employee, especially our drivers and safety team members.”
ATA, the nation’s largest national trade association for the trucking industry, awards the President’s Trophy annually to only the top motor carrier in each of three categories based on miles traveled. Each demonstrates superior safety performance across key areas such as driver qualifications, safety management, vehicle maintenance, and accident records. The rigorous selection process, conducted by a distinguished panel of industry leaders, law enforcement, and Federal Motor Carrier Safety Administration officials, highlights Bulkmatic’s commitment to safety.

Trucking HR Canada recently revealed this year’s fleets named as Top Fleet Employers (TFE) for 2025. The group of 108 fleets, which includes several bulk haulers, is the largest TFE group in the program’s 12-year history.
“A bedrock of the TFE program is to encourage the rise of exceptional HR best practices across the country and showcase top performers,” Trucking HR Canada CEO Angela Splinter said in a news release. “We’re definitely seeing the outcome of that work as more fleets with HR excellence seek this prestigious, national recognition. While we celebrate their accomplishments—these fleets enjoy the significant return that excellent HR practices and policies have on their business.”
Top Fleet Employers is a national initiative that recognizes fleets with HR policies and practices that meet the highest standards within the sector. It is not a competition, but a rigorous review process where applicants are evaluated on multiple criteria: Skills development, workplace culture, employee engagement, recruitment practices, compensation, sustainability, community engagement, and innovative HR policies. Employees also provide feedback about their workplaces.
This year’s TFE class represents regions across Canada and fleets of all sizes. Fleets that are being recognized for five, 10, or more years earn Top Fleet Employer of Distinction status. This year, there are 25 10-plus-year Top Fleet Employers of Distinction and 39 five-plus-year Top Fleet Employers of Distinction.
The list includes KAG Canada, Tandet, Alchemist Specialty Carriers, Trimac Transportation, 4Refuel, Castle Fuels, Linde Canada, and Coastal Mountain Fuels.

desire to further his family’s CV legacy, STS leasing and repair is flourishing on Houston’s east side
BAYTOWN, Texas—Cody Fulghum, owner of STS Tank Leasing, is the first person at work every morning. Long before the sun rises and the roosters crow, he’s sweeping the shop floor, organizing equipment, tidying workstations, or completing paperwork—all while setting an inspirational example for every employee.
“The guys love it,” said Curtis Doucet, STS trailer pickup and delivery driver. “A lot of people never see their boss. They’re always gone, always on the golf course or something like that, but not Cody. He keeps work shirts in his truck. He’ll count pits and do writeups, and he has a CDL, so he’ll pick up trailers if I’m not available.
“He’s willing to jump out there with the guys, and that makes a big difference.”
Kyle Corey, STS general manager, and Luis Lopez, STS shop foreman, concur, insisting Cody’s earnest dedication has earned everyone’s respect, from employees to customers and vendors, and raised the bar for teamwork and communication. “No one is more important than anyone else,” Corey said. “The porter
outside is as important as the owner inside. We are all important, we all play a role, and we’re all willing to pick up the slack and do what needs to be done, which makes this a wonderful place.”
Thanks to Cody’s industrious approach, STS also is the fastest-growing tank trailer service provider in the Houston area. Cody commissioned a 12,000-sq.-ft., 10-bay tank-cleaning facility—now operated by Depot Connect International—on his sprawling 45-acre property off Interstate 10 only five years ago; moved into a 10,000-sq.-ft., eightbay shop and office headquarters in 2022, and recently completed a neighboring 12,000-sq.-ft., 10-bay garage to house his latest enterprise: STS Tank Repair. and David Lopez also opened Stainless Tank Specialist outside Dallas in January 2022.
“It has been a meteoric rise over the last five years, and most of these guys have been part of it,” Cody said. “This is what I pitched to them when we started, and to see it coming to fruition is exciting. It’s a special deal for all of us, so everybody shows up every day, they all know the mission and what we’re trying to accomplish, and everyone just goes flat out. I have the best guys in the industry.”
Cody’s family knows trucks. His great grandfather, Jay Plant, started Truck Salvage in 1954 in Houston. Plant was known as the “King of McCarty Drive” back in the day, according to Cody’s father, Mike Fulghum, who founded Southern Truck Sales in 1992 in Channelview. Mike’s dad, Billy Fulghum, also was in truck salvage; and his son, Brandon Fulghum—Cody’s older
brother—now runs Southern Truck Sales after Mike excited in 2012. “We were born and bred into the truck business—all the way through,” Mike said.
Trailers, however, are Cody’s redemption story. He grew up detailing trucks and running parts in his father’s business and always wanted to be like Mike. But Cody wasn’t always as focused, and he and Brandon were perpetually ultra-competitive, so when Mike decided to sell Southern Truck Leasing to his eldest son, he proposed a divergent path for Cody: Buying and leasing tank trailers, which Mike attempted years earlier. Seeing the opportunity as his last chance to advance the family’s commercial vehicle legacy, Cody accepted. He started STS Tank Leasing with 10 tankers purchased from Enterprise Transportation, which was preparing to sell its chemical division to Transport Service (now part of Kenan Advantage Group).
“To Cody’s credit, he went out, hit the streets, and found himself some customers,” his father recalled with pride.
Success didn’t come easy. Cody knew little about tank trailers early on, and he was competing with far larger lessors out of a two-bay facility at his family’s truck dealership. But through his persistence and determination, STS continued adding clients and equipment; and eventually landed John N. John in Crowley, Louisiana, as its first large, momentum-boosting carrier customer. Then, with help from Mike, and tank trailer industry veterans Watson and David, STS entered the repair business in a 2018 move that enhanced its reputation with leading bulk haulers.
“Somehow, everything just came together for us,” Cody said.
Still, he wasn’t finished. Dissatisfied with the lack of nearby tank washes, and resulting delays in turnaround times, Cody and Mike acquired their first 20 acres off I-10, 16 miles east of Southern Truck Sales, in 2019 to build the tank-cleaning facility DCI operates, further accelerating growth. Only two years later, construction began on STS’s first dedicated facility after Cody bought two adjacent properties; and he and
Mike founded Fulghum Industrial Park, which now is a one-stop shop for tank services in a booming area 30 minutes from Houston, and the home of Certified Crane & Rigging Services and Mike’s new business, Panther Construction.
“A lot of it is teamwork, but a lot of it is Cody,” Watson said. “He runs wide open. He doesn’t stop, and he doesn’t say no.
“He’s one of those guys who’s going to get it done.”
Watson began working on tanks in high school, landed his first job with Sprintank, then part of Sprint Industrial Services, spent 13 years with Baker Tanks, and joined Brenner’s Houston operation in 2011. But after surviving two acquisitions in six years—first Walker, then Wabash—he was ready for a new opportunity. He found it at STS. “I met with Cody and his dad, and it just felt
right,” he shared. “They took a chance on me, and I took a chance on them. I remember Cody calling me the next day and saying, ‘I need you, but I don’t know how I’m going to pay you,’ and I said, ‘Don’t worry, we’ll figure it out.
“‘Let’s just get this thing going.’”
Together, they did exactly that, allowing STS—which then had 50 tanks in its fleet—to survive and thrive amid a tough 2018 leasing environment. Then, after Watson helped STS grow into its Baytown facility, Cody sent him and David north to start Stainless Tank Specialist. “Tony Eno, a mentor of mine who also worked for my father, stopped by one day and told me he had a truck dealership [Iron Horse Truck Sales] up in Wilmer with two bays he wasn’t using,” Cody said. “That night, KAG called and said, ‘We’re sending you a lot of trailers in Houston. What do you think about opening a shop in Dallas?’
“I said, ‘I’ll call you right back’—and immediately phoned Tony.”
That was Christmas 2021. One week later, Watson and a team of welders were on their way. Stainless Tank Specialist now boasts seven employees—including Watson (who serves as general manager) and David, who first met at Brenner— and a new six-bay facility. Meanwhile, Cody was gearing up to expand his nowOEM-quality setup in Baytown. The new STS Tank Repair facility cleared final inspections in mid-April. “It’s almost like we outgrew this place as soon as we moved in,” said Cody, who still shared a cramped office with three employees in the STS Tank Leasing building when Bulk Transporter visited.
The two sister repair operations offer R-stamp cargo tank repairs and HM-183 inspections, maintenance services, equipment installations, and new Fullbay-powered estimations. They can handle warranty work, bespoke fabrications—thanks to time- and money-saving Accurpress Advantage and Accurshear machines added in 2023— and remedy rising problems, like spinner heads lodged in internal vales.
“We don’t deceive our customers,” Watson elaborated. “We’re always honest
with them. “This business is all about service. That’s what I’m about, and so is Cody—caring for people the old-fashioned way.”
The STS Tank Leasing fleet now includes 166 trailers and counting; and Cody says the new repair facility, and addition of another industry veteran, will spur greater success. Joe Burgess, STS sales manager, joined the group last

year, bringing with him more than 30 years of tank trailer experience, including stints with tank truck carriers Heniff Transportation Systems, Matlack Systems, Schneider National, Service Transport Company, and Slay Industries; and tank service providers Polar Service Centers, Global Tank Leasing, and Southern Tank Leasing, which Republic Services purchased in 2019. Rob Sandlin has seen it all. The tank truck veteran boasts over 40 years with Florida Rock & Tank Lines, which evolved into one of the largest fuel haulers in the Southeast in his 22 years as president, culminating with the company’s acquisition by United Petroleum Transports (UPT) in December 2023. Sandlin also is a long-time advocate for the bulk transportation industry, serving as National Tank Truck Carriers and Florida Trucking Association chairman.
Now he’s ready for all new adventures—with his grandkids.
But like the grizzled hero in any good Hollywood story, Sandlin had one last job before rolling into the sunset.
“I promised [UPT Executive Chairman] Greg [Price] I would help him transition this business,” Sandlin told Bulk Transporter. “But I’ve been here more than 40 years. I only had one other job out of college.
“So there are other things I need to do.”
With the long transition process nearly complete, Sandlin announced his April 30 retirement in February. “The success
we’ve experienced over the course of my career at [former parent] Patriot [Transportation] and Florida Rock and Tank Lines has been very rewarding and something I am immensely proud of,” Sandlin said at the time. “I will miss the daily challenge of building an organization and helping people reach their career goals. I will also miss the interaction and relationships built over the years with our team and customers.
“But the company is in good hands with Greg Price, [UPT President and CEO] Matt Herndon, and their team. I wish them great success.”
Herndon expects it—thanks to Sandlin’s leadership through the UPT-Florida Rock integration, which he insists already is a compelling success story filled with twists and turns: A long history of mutual respect; dramatic deal-making complications; a complex union of people, systems, and equipment; and the transformational creation of one of the largest for-hire fuel-hauling operations in the U.S., with tankers running coast to coast across the South.
“His knowledge of all things Florida Rock made a big difference,” Herndon said.
“I’ve only been here 3 1/2; years, but I spent 27 years at PAM Transport, and there wasn’t a process or procedure there I didn’t know. I built half of them. With Rob at Florida Rock for more than 40 years, he built most of that operation. So it was invaluable to have him around through the transition, along with the fact that these two companies are very similar in nature.”
Art of the deal
Sandlin and Greg’s long-standing friendship, bolstered through their years of NTTC involvement, made the deal possible. “We never competed. That helped because we were able to build a great relationship,” Sandlin said. “So, when the time came, it was an easy conversation to have.” Their gentlemen’s agreement held until summer 2022, when Herndon learned about the passing of longtime Florida Rock CEO Ted Baker while mulling ways to boost UPT’s market share in the Southeast, where he says drivers are easier to recruit.
“I decided to call Rob and start the discussion,” Herndon recalled. “I wanted to know if there was any opportunity there.” As it turns out, there was. But they had to get the Baker family—Patriot’s founders and majority stockholders—on board first. “They weren’t in the business of selling businesses,” Sandlin said. “They were in the business of running businesses.
“So we had to make sure they were comfortable with the idea.”
Selling Florida Rock to UPT made perfect sense to Sandlin. “I’ve been here 40 years, so I didn’t want to sell the business to somebody who would come in, rip it apart, fire everybody, and change the culture,” he said. “And the way Greg, Matt, and [UPT Executive Vice Chairman] David [Price] put their organization together, I knew our cultures were closely aligned.” For UPT, the acquisition was a strong geographic and commodity play, accelerating its expansion into new markets and diversification into new product categories, Herndon said.
The only real roadblock was Florida Rock’s listing on the Nasdaq exchange.
“Our prior experience with acquisitions didn’t help when it came to purchasing a public company,” David said. “It’s a different ball of wax and another level of intricacies in terms of the protocols you have to follow, documenting all your minutes for the shareholder meetings, and the disclosures.” Those SEC filings, combined with ensuring Sarbanes Oxley compliance and fair value for all parties, extended the process—and left the Prices sweating for weeks.
“There was a ‘go-shop period,’ where we had to make the deal public so someone else could potentially come in and buy it out from underneath us,” David said. “Thankfully, that didn’t happen.”
Florida Rock was accustomed to operating as a publicly traded company, so it never hampered service, Sandlin said. But going private did allow him to hammer down on the UPTFlorida Rock integration. “It eliminated the public-company work that we did quarterly and annually, the meetings, the paperwork, dealing with outside investors—all things I spent a lot of time on.
“That freed me up to take care of our people.”
The $65.9 million acquisition was the largest pickup in UPT’s history, surpassing the addition of Abilene, Texas-based Oil
Transport in 1997. Their combination created a top 10 tank truck carrier by revenue, fleet size, and load count. Herndon estimates UPT and Florida Rock combine for 2,000 loads per day—and put more than 13 million gallons of fuel in the ground every 24 hours—with a fleet of over 800 trucks, 1,000 trailers, and 1,100 company and contracted drivers.
They also boast more than 30 terminals across 11 Southern states.
Completing a union of that scope is a considerable undertaking, one that took most of 2024, and is ongoing in several ways, Herndon said. But two key factors served to expedite their integration.
First, Florida Rock came with its executive team mostly intact. Former CFO/COO Matt McNulty departed in May 2024 to join another Baker family business, but Jeff Paulsen, who arrived in April 2024, quickly filled his COO role and also
stepped in as Florida Rock president when Sandlin retired. “I couldn’t be happier with how Rob maintained Florida Rock’s leadership and culture,” Herndon said. “As a family-owned business, that was important to us.” Second, the family didn’t merge the two carriers, instead preserving their identities as sister operations under a newly formed holding company. “That’s the beauty of this transaction,” Herndon said. “We didn’t touch any of Florida Rock’s operating entities, so their terminals are intact, their people are still there, and their day-to-day activities didn’t change much.”
UPT acquired its name from Sun Oil Company in 1980, when the family still operated Oklahoma Tank Lines, the legacy company Greg’s father, Keith Price, founded in 1966. The Prices ran both logos under one DOT authority until rebranding in 2012. But David insists this situation is dissimilar. “We ran OTL and UPT until there was too much overlap. We were too close to each other, so it didn’t make any sense,” he shared. “This is a much different because UPT and Florida Rock are two separate companies with their own leadership structures and markets.”
Added Herndon: “Florida Rock’s people are proud of their name—and we committed to them we’re not changing it.”
The sisters did, however, merge many back-office systems and functions under their corporate parent. They selected Paycom as a singular payroll program, combined benefit and
insurance plans, and streamlined equipment purchasing as part of an efficiency-boosting assimilation. Both companies used TMW’s transportation management system, but they had to make their software “speak the same dialect,” and migrate UPT from on-premises servers to Florida Rock’s cloud-based version; and they continue to utilize different electronic-logging device (ELD) and camera technology. “You have to ensure you’re doing things that are in the best interest of the overall

company, while not creating too big a problem in any one operating entity,” Sandlin said. “Because change is not always perceived as good.
“So you have to be sure the changes you do make are working well.”
Better together
Herndon gave their efforts an A-minus, saying there were a few “hiccups” because integrations are never perfect. “Could we have done better by running redundant systems for a while? Sure. And maybe that’s something we try next time,” he said. “But that’s expensive, too, and can also cause other issues.”
David, however, is pleased with their progress. For him, the value created was worth any minor complications. “At the end of the day, everyone’s satisfied with how the first year went, and I’m hoping to maintain that momentum,” he said.
Ongoing collaboration will only accelerate improvement, he added. “We didn’t come in and say, ‘You’re going to start doing it the UPT way,’” David said. “Our mentality is we can learn from each other, and we’re still doing that. UPT has picked up things from Florida Rock, and vice versa, that improved our operations for customers and drivers—our two most important constituents.
“If we don’t have either of them, we have nothing.”
Internal benefits include expanded maintenance and emergency response support, enhanced equipment buying power in vendor negotiations, and exponential opportunities for career advancement or relocation—just to name a few. “We haul a lot of chemicals from Texas to Florida, and historically we came back empty most of the time,” Herndon divulged. “Now we have some synergies working where we can backhaul loads from Florida to Texas.”
Synergies extend to external relationships. With only a 40% overlap in their existing customer bases, UPT and Florida Rock gained access to new customers, who, in turn, receive extended service and capacity. “From a best-practices perspective, we
can learn from each other’s customers,” Herndon elaborated. “Maybe Florida Rock does something well on a customer’s scorecard, or maybe they figured out the best way to avoid a crossdrop at a specific site.
“Those are things we can adopt on our side that benefit everyone.”
Their constructive cooperation includes honoring the handshake agreement between Sandlin and Greg. “You’ll see one or the other in each state,” Sandlin said. “We’re not going to compete with each other for business.” And their unification is reflected in newly rebranded Florida Rock trucks, which now feature UPT’s aquatone blue and logos that combine Florida Rock’s signature “FR” with UPT’s wavy red lines—an idea Sandlin suggested.
“We held our first combined leadership meeting last October, when we established our goals for 2025, and it went very well,” Herndon said. “The culture was there, and everyone was engaged and excited about our future—and future acquisitions—but we couldn’t have done it without the employees on both sides coming together as one team, one family, working toward common goals.
“It’s not us against them—and that resonates with our people.”
Florida Rock is UPT’s largest acquisition to date. It won’t be the last.
“This isn’t a one-and-we’re-done type of thing,” David vowed. “We want to continue growing geographically and commodity-wise.”
Herndon said he had three signed non-disclosure agreements on his desk in March, allowing UPT to “take a peak” at potential add-ons. He also planned to enter into a buy-side agreement to increase UPT’s pool of prospects. “We’re going to hire a third-party broker to find some good acquisitions for us,” he said. “The ones we have aren’t bad. LA PORTE, Texas—Nothing gets accomplished in Washington. Or at least if often seems that way to people outside “the swamp.”
Will Lusk insists this notion isn’t entirely accurate.
In his keynote address at the 2025 Tank Summit, National Tank Truck Carriers’ director of education and government relations said the organization is making “exciting” progress on several key legislative and regulatory fronts, despite the highly partisan political environment, spotlighting as examples newly signed legislation—long championed by NTTC—that eliminates duplicative security screening, and reenergized efforts to secure a dry bulk axle variance.
“I’m going to caution you, don’t believe the news when they say that Washington is dysfunctional. There are sound bites to support it, and there are a lot of sensational stories in Washington, but it’s not as bad as it seems.
“And I’m proud to say the future is bright for our industry. It really is.”
The second Tank Summit, hosted by Kraft Tank and Drōv Technologies at Kraft’s new Houston-area facility, was equally productive, connecting 80 attendees from leading tank truck carriers with innovative equipment and technology providers, including
ConMet, Dixon Valve & Coupling, PT Coupling, and SAF-Holland. PT Coupling unveiled its “revolutionary” SafeHeat TTS in-transit heating system, and Dixon detailed novel overfill capabilities in development.
“This summit was designed with you guys in mind,” Brian Pursley, Kraft director of sales, told the gathered crowd. “It’s a unique opportunity for all of us to connect, essentially share ideas, and dive into some of the most important issues our industry is facing.”
The April 16 Summit included lunch, Lusk’s appearance, short presentations from participating vendors, and happy-hour networking. Fleet representatives were encouraged to ask questions, share what is and isn’t working for them,
what’s changing, and collaborate with suppliers to help shape the future of tank truck equipment, technology, and safety. “We’ve proudly partnered with industry leaders like SAF-Holland, ConMet, Drōv, and Dixon, not only because Kraft believes in their products, but also because we believe in what they stand for.
“Together, we want to help our customers run safer, smarter, and more efficient operations.”
takes on Washington Lusk also touched on tariff impacts, Federal Excise Tax (FET) repeal, and the need for creative solutions with both issues. “Congress is listening,” he said. “We don’t have all the answers [for FET repeal] just yet, but there are bills being introduced in Congress … that are going to initiate that conversation to help get rid of the fat, and that’s wonderful news for everybody here in this room.”
Legislators also are listening to NTTC’s concerns about electric trucks, particularly regarding the potentially deadly combination of high-voltage batteries and tankers filled with hazardous materials. And NTTC is listening to the many drivers, fleet operators, and law enforcement personnel who overwhelmingly support using pulsating trailer brake lamps to improve safety, Lusk said.
“It’s come to a point where we’re thinking, ‘If it’s saving lives, and we have the statistical analysis to prove it saves lives and reduces collisions, why aren’t we doing more with it?’” he wondered. “It just makes sense. So NTTC will be filing for an extension of its [FMCSA] exemption … and as soon as that’s approved, faster than your head can spin around, we’re going to be filing for a rulemaking. Because we can’t piecemeal this with another exemption every five years.
“If it works, let’s make it into a rule and even the playing field.”
The industry standard for heating products like chocolates, waxes, and acids in-transit isn’t working—but Dave Palmer has a solution.
Palmer, PT Coupling transportation products market manager, holds over 27 patents related to improving safety in the tank truck industry, and his latest creation is the SafeHeat TTS, which Palmer unveiled during the Tank Summit. “We think it’s going to change the industry,” he said.
Currently, fleets typically must tap into a truck’s coolant system and use antifreeze heated by the engine and circulated through the trailer’s piping to keep products at desired temperatures. But this method leads to blending coolants from different engine OEMs, potentially damaging new emissions systems, and leaves drivers refilling coolant reservoirs with the engine running—sometimes on the roadside while perched precariously on a steer tire.
“This is an industry-accepted practice,” Palmer lamented.

load temperatures through an innovative inverter/heater design that uses its own antifreeze to preserve heat—instead of stealing it from the truck’s engine. The fully electric, corrosion-resistant system features a 12-volt power input, built-in filtration, two temperature gauges, and a fluid-level gauge; and it easily mounts to the back of the cab using the hose rack’s U-bolt bracket, without any drilling or custom fabrication, in only four hours, Palmer said.
The unit on display during the Tank Summit also featured a TankTronics tanker control module, which unlocks remote product-tracking and temperature-monitoring capabilities.
“We’ve got two in the field right now—one for two years, another for 18 months—with perfect results,” Palmer shared. “Now we’re going to produce 10 more. We don’t want to go into full production until fleets come by and say, ‘This is everything you said it was.’
“So we want to find 10 fleets that are interested in working together.”
Palmer also touted PT’s new high-velocity crude pumping system, which he said moves crude oil at up to 512 gallons per minute—a claim backed by frequent collaborator Phillip McCracken, Energy Transfer senior fleet manager. “Dave and I have worked together on several projects in the past, with innovations to pumping systems, and we started this project about 2 1/2 years ago,” he told Bulk Transporter. “So far, we’ve reduced our loading times by 30% and increased our fuel mileage by 2 miles per gallon by using Dave’s processes.”

The 109-year-old equipment manufacturer based in Chestertown, Maryland, is collaborating with technology providers
like Drōv to develop next-generation capabilities, including telematics and communications integrations, self-diagnostics and testing, level and temperature management, remote sensors, product identification, and anti-theft provisions. The goal is to improve operational efficiency, reduce errors and loss, and unlock predictive maintenance.
McCracken said he was impressed by Dixon’s efforts, too. “We may end up running a pilot with Dixon’s overfill
system,” he said.
Overfill advancements will allow fleets to detect faulty probes before they reach the loading rack, more accurately measure the retain in tank compartments, monitor product temperatures— which impact load weights—and distinguish different fuel types, helping prevent cross drops. “We can differentiate between diesel and gas today,” Dollinger said. “We’re not quite there with the technology that will separate

The Detroit Arsenal Army Contracting Command in Michigan awarded the 10-year, $588 million hybrid contract to Heil. The estimated completion date is March 21, 2030, with option years to be completed by 2035, the manufacturer reported.
“We are proud to partner with the U.S. Army’s product team, Petroleum and Water Systems (PAWS), on this new contract,” Kevin Tumlin, director of defense sales and business development for Heil parent Engineered Transportation International, said in a news release. “For decades, Heil Trailer has been manufacturing defense products that are in use all over the world.”
Heil’s TFDS is a ground-refueling petroleum trailer with aviation fueling capabilities. The TFDS units will be produced at the EnTrans manufacturing facility in Athens, Tennessee, which has been fulfilling contracts for the U.S. military since 2001.

Wabash recently partnered with UP.Labs to co-develop Wabash Venture Lab and two startups focused on enhancing configuration workflows and aftermarket parts optimization across Wabash’s technology platforms.
Initiated in fall 2024, the partnership is part of Wabash’s ongoing transformation strategy centered on long-term customer value, operational efficiency, and sustainable growth, the manufacturer reported. Wabash and UP.Labs are co-creating two AI-driven startups designed to simplify operations, elevate customer service, and enable smarter, faster decisions across Wabash’s extensive network of partners and customers. These ventures are reimagining the behind-the-scenes logistics infrastructure that powers the products and services people depend on every day.
“Our collaboration with UP.Labs gives us a faster and lower risk path to creating value for our customers and partners,” Mike Pettit, Wabash chief growth officer, said in a news release. “Rather than try to build the right solutions entirely in-house, we’re working with proven venture builders to co-create tools tailored to the needs of our business. From quoting trailers and truck bodies faster to ensuring the right parts are available when and where they’re needed, we’re unlocking smarter, more agile ways to enhance the customer experience and drive innovation.”
The first venture is a next-generation AI-powered tool that streamlines how customers and dealers specify made-to-order trailers and truck bodies. It intuitively guides users through the most relevant configuration options using real-time trade-off visualizations, reducing the time spent generating and reviewing quotes, and helping sales teams and customers move more quickly and confidently through the specification process.
Wabash expects this streamlined, top-of-funnel experience to unlock efficiencies across the entire manufacturing value chain, including production scheduling, supply planning, and parts manufacturing. Acting as the connective tissue between CPQ, ERP, and CRM systems, the solution bridges critical feature and data gaps.
Wabash’s second venture is designed to transform the aftermarket industry with an intelligent software platform that uses predictive analytics to orchestrate the production, distribution, and pricing of aftermarket parts in real time. Designed to unlock untapped value across fragmented supply chains, this innovation is poised to accelerate parts revenue and efficiency for Wabash.
The new software addresses an opportunity for OEMs with rapidly expanding parts and service operations, particularly those lacking robust intelligence across their supply chain or distribution networks. This includes mid-sized trailer manufacturers, engineered equipment makers, specialty vehicle OEMs, and emerging automotive brands who have struggled to meet rising demand with their existing systems.
The UP.Labs model combines corporate expertise with entrepreneurial speed and agility to identify high-impact challenges and build bespoke startups powered by vertical AI and advanced analytics. For Wabash, this approach delivers faster access to breakthrough technologies purpose-built for its unique ecosystem and the ability to bring them to market quickly.

The ventures are already in development with UP.Labs and expected to deliver initial MVP (minimum viable product) capabilities later this year. Over time, Wabash will have the opportunity to bring these startups fully into its ecosystem, expanding its digital capabilities in support of long-term growth.

Bulkmatic recently promoted Chief Information Officer Ryan Strauss to president. He succeeds Chris Kravas, who recently moved into a transitional role pending his retirement later this year. Kravas has been president of the Indiana-based company since 2017. Texas TransEastern recently named John Gusman director of fleet maintenance. With 30-plus years of experience, Gusman brings a wealth of knowledge and expertise to TTE’s maintenance team. He previously served as director of fleet maintenance at Mission Petroleum in San Antonio.

With a long career encompassing leadership roles in Fortune 100 companies and private equity-backed organizations, Goetz brings extensive expertise in driving sustainable growth, leading organizational transformations, and achieving excellence in operations, marketing, and sales, DCI reported. Goetz currently serves on the board of directors for Vestis Corporation and is a national board trustee for the Boys & Girls Clubs of America. American Trucking Associations recently hired Patrick Kelly as vice president of energy and environmental affairs and David Capati as senior manager of energy and environmental affairs. Kelly previously served as the senior director of fuel and vehicle policy at the American Fuel & Petrochemical Manufacturers, and Capati previously was a senior environmental associate for JPMorgan Chase and a senior regulatory affairs analyst for Toyota Motor North America.
The Truckload Carriers Association recently selected Karen Smerchek, president and owner of Veriha Trucking, as TCA chairman for the 20252026 term.
