PRECONSTRUCTION SERVICES
Identifying Opportunities, Creating Value
INFORMED ANALYSIS
Preconstruction is a critical time for discovery and solutions-focused thinking. Turner’s role is to remove the complexities involved in the execution and delivery of the construction process to allow for collaborative, data-driven decision making.
Turner project management leaders are a knowledge network of construction-focused professional engineers and architects, product experts, procurements specialists, process managers, integrated multi-disciplinary performance model technicians, and community engagement managers. Our teams leverage experience working on similar projects to bring innovative ideas and, at times, alternative solutions to the table.
This effort will require multiparalleled paths focused on maximizing the program, design optimization, balanced budget, value management, innovative procurement strategies, and in-depth constructability analysis for quality and efficiency.
Project Development & Planning
Our Philosophy: Optimize Opportunities Early in Design
TRADE PARTNERS + LABOR POOLS
As the construction market continues to grow, it is no surprise that as a result, trade labor is becoming more thinly spread. Turner combats this by ensuring subcontractor availability through our centralized Procurement Team. We have full-time professionals buying every day, maintaining constant communication with the subcontractor market, with real time understanding of workload capacity.
MARKET ANALYSIS
Turner publishes several major reports on a quarterly basis using national statistical data from sources such as the Bureau of Labor Statistics (BLS), AGC, Urban Land Institute (ULI), OSHA, and local industry market media outlets to highlight current trends in the industry, both nationally and locally.
Data points include statistics such as safety, labor force, trade wage rates, largest regional active and completed projects. The data is also used to showcase the amount of available skilled labor in the construction labor pool.
The construction cost forecast has been prepared for over 80 years and is used widely by the construction industry and Federal & State governments.
Turner produces a quarterly market condition report, providing a global view of for our clients to use in site selection and long term planning groups. Turner’s Building Cost and Equipment Indices are determined by several factors considered on a nationwide basis, including labor rates and productivity, material prices and the competitive condition of the marketplace.

Terms like “innovative approaches,” “prefabrication solutions,” and even “industrialization” are the terms that orbit the big bold idea of managing supply chains. In truth, assembling and managing the resources, capabilities, and technology through the complex construction supply chains requires a deep understanding and established infrastructure. It requires a manufacturing mindset that can “productize” a facility – looking at all the parts and pieces to construct buildings simply and repetitively.
Turner has a highly experienced team xPL Offsite that has been delivering off-site, prefabrication elements to the benefit of our clients. While typical applications include doors, frames, and hardware, MEP systems and facade panels, our projects have employed offsite applications ranging from bathroom pods, to modular mechanical penthouses, to entirely modular buildings - including two of the tallest modular towers constructed in the world.
Benefits of Offsite Implementation :
PREFABRICATION STRATEGIES FOR c GMP MANUFACTURING FACILITIES
Project Endeavor in Frederick, Colorado, is a 215,200 sq. ft. expansion of an existing pharmaceutical manufacturing facility. The addition includes a 172,000 sq. ft. manufacturing lab, a 31,500 sq. ft. central utility plant and warehouse, and an 11,700 sq. ft. tank farm.
The new space is designed to produce bulk active pharmaceutical ingredients (APIs) following Current Good Manufacturing Practices (cGMP) and Process Safety Management (PSM) standards.
The project team implemented a robust field assembly strategy using prefabrication and modular construction to enhance efficiency, quality, and adaptability. Key components, such as $70 million worth of prefabricated process piping and equipment skids, were fabricated off-site in California and then assembled on-site, reducing labor needs by 40% for certain packages.
The project also features advanced clean room technology with fire-rated panels imported from Europe. These panels are specially designed to withstand the chemical processes involved, ensuring they maintain integrity in the controlled environment.
Design Optimization & Sustainability Resources
DESIGN MANAGEMENT
Through Turner Engineering Group (TEG)
Our in-house engineering resources collaborate with the team’s design partners to generate optimized solutions to complex technical challenges during the preconstruction. This process enables identification of hidden design risks while examining the best option that suits a specific condition in all disciplines of project development. Our reviews and evaluations can take on different forms: Technical Reviews, Risk Analyses and Operations/Systems Reviews
RISK FOOTPRINT + RESILIENCE ANALYSIS
Our RiskFootprint Report identifies the natural hazards and risks of a building or project location. The report includes both historical climate data and future climate estimates. Using information from the RiskFootprint report, we will prepare a Resilience Analysis that provides recommendations in relation to the natural hazards and risks as well as our client’s priorities and building resilience goals. Turner also prepares feasibility reports providing technical feedback on existing conditions with a focus on adaptive reuse objectives. We evaluate the program and identify the potential high risks. The goal is to aid our clients in pursuit of a high performance, energy and resource efficient, resilient projects.
EMBODIED CARBON + SUSTAINABILITY
Turner is redefining sustainability and elevating what it means to be a “green” builder. We are committed to reducing embodied carbon in building projects. We will outline reduction, re-use, and sequestration strategies in early design. As we identify optimizations and design and procurement strategies, we will also provide alternate systems and provide a holistic approach to quantifying greenhouse gas emissions. We will use our technical expertise to create a healthy, prosperous, and sustainable future for our people, clients, and the environment
