Happy Holidays to all who are celebrating in the coming weeks! We hope you spend time with your loved ones and recharge for another great year of Uplifting the Human Spirit in 2023.

Looking back on a fantastic year, we could highlight hundreds of outstanding accomplishments. To name a few, we are officially serving the Eastern, Western, and Central communities of Maryland in partnership with the Maryland Department of Public Safety and Correctional Services. This multi-year project brings treatment services back into Maryland’s correctional institutions for the first time since 2016. In 2022, the Guidance/Care Center received the Certified Community Behavioral Health Clinics (CCBHC) federal award. The award enables us to continue our work as the lead agency in the Florida Keys, providing coordinated, comprehensive behavioral healthcare.

Our Latin America/Caribbean region made great strides in finalizing pending contracts with the local government. These contracts will enable us to expand services and help more people across the region. Their dedicated team sees 2023 as the year for strengthening current programs and ensuring programs with impending grant closeouts secure new funding.

Meanwhile, WestCare Pacific Islands had a fantastic year as they expanded services for Veterans experiencing homelessness with housing, employment skills, and placement assistance and are excited to continue expanding services in Guam, Palau, and Saipan in 2023.

Another great accomplishment comes from four of our regions: California, Oregon, Kentucky, and Tennessee for receiving the highly competitive Staff Sergeant Parker Gordon Fox Suicide Prevention Grant - congratulations to each of these programs! We look forward to seeing the many lives that will be changed with the extensive suicide prevention services to come.

In 2023, we anticipate the opening of The South Florida Center for Women & Children at The Village South as well as breaking ground for WestCare Ohio's new facility on Xenia Avenue, Guidance/Care Center's Heron House rebuild, and WestCare Nevada's Women and Children's Campus expansion.

The 2022 Christmas Boom Box Parade

WestCare Arizona has kicked off the holiday season! Every year, the Christmas Boom Box Parade presented by the Colorado River Women’s Council is sure to get us into the Christmas spirit! Staff and clients join us in decorating a float for the parade. This year’s theme was, “Polar Express.” Roads are shut down and the city celebrates the season by playing Christmas music and handing out candy to the public as they are lined up on the streets. It is just one of the many events throughout the busy holiday season that we participate in. WestCare Arizona is proud to be part of such an amazing community that thrives on helping people and uplifting the human spirit! The 2022 San Joaquin County Veterans Stand Down

them and their families with local resources available to them. This was a great opportunity for outreach as some of them were unaware of our services.

While in attendance, our team also had the opportunity to connect with Assemblymember Carlos Villapudua and Stockton Mayor, Kevin Lincoln. On behalf of our team, we’d like to send our heartfelt thanks to all of our community partners for their time and energy that they put into presenting this important annual event for our local Veteran community!

A Spiritual Visit

On Saturday, Nov. 26, Guara Bi - the Dominican Republic was visited by the Light Adventist Church It was a beautiful service in which they guided our participants who chose to be a part of their visit to reflect and draw closer to God. They shared the theme, “A Supreme Love for You,” talking about God as the anchor of salvation. Our participants in attendance were very receptive and we hope to have a visit from them again.

The Dominican Republic Gets a New Vehicle!

The Village South’s First Annual Turkey Drive

The Community Foundation of Broward sponsored The Village South’s First Annual Turkey Drive on Nov. 22. The Foundation’s generous donation allowed us to serve 200 families in our community, significantly impacting their Thanksgiving holiday. Families could pick up the food items in person at The Village South or have the items delivered by our clinical team if transportation was a barrier.

We’d like to send a big thank you to the Community Foundation of Broward. Collaborations with community partners such as them allow us to better serve our community and Uplift the Human Spirit of more people. We are looking forward to what next year’s Turkey Drive has in store for our community and those that we serve!

WestCare Georgia Promotes Education and Awareness at World AIDS Day Event

WestCare Georgia’s Youth Academy recently partnered with Agnes Scott College for a World AIDS Day observance called Coffee and Condoms During this event, our team gave away free donuts, coffee, and sex education information. In addition, we provided HIV testing and played educational games. This event was also made possible with support from Emory University and ViiV Healthcare. The event had an excellent attendance with over 100 students and the impact that we and our partners made was significant.

Boyd Gaming's “Wreaths of Hope” Contest

This year, the Family Alliance for Veterans of America (FAVA) participated in Boyd Gaming’s Wreaths of Hope initiative, a holiday wreath decorating competition. This campaign aims to support non-profit organizations in a creative and fun way throughout the holiday season.

FAVA staff, Kerry Gunderson and Robin Jaquis, took the lead in creating the most beautiful wreath they could in line with the communal spirit of FAVA. It was then delivered to the Diamond Jo Worth Casino in Northwoods, Iowa to be put on display for in-person voting and daily online voting. When all was said and done, our wreath won second place and the program will receive a check for $1,500. Boyd Gaming will also donate additional paper goods to the program, and the wreath will be auctioned off with all proceeds coming back to FAVA.

WestCare Illinois to Help Improve Employment Rates with New SAMHSA Grant

The Substance Abuse and Mental Health Services Administration (SAMHSA) has awarded WestCare Illinois a five-year grant to provide integrated Substance Use Disorder (SUD) treatment and workforce development services for adults diagnosed with a SUD and in need of employment with the goal of living independently. The individuals may face challenges to employment including but not limited to low income, homelessness, a lack of familial support, or being a justice-involved individual.

The program will accept referrals from existing WestCare Illinois programs, self-referrals, and other service providers with a focus on meeting the needs of residents of the Chicago neighborhoods of West Lawndale, Little Village, Pilsen, and Englewood as well as the City of Markham. These communities were selected for the focus of our efforts because they are representative of the systematic disenfranchisement that has created wide gaps in employment, health, and income levels on the west side of Chicago and in the southern suburbs. To illustrate this disparity, a City Lab article noted, “The south side and the southern suburbs, known for their concentrated poverty and racial segregation, have fewer opportunities. For instance, communities in the City’s north have between 10,362 and 31,427 jobs, while no area below the south side neighborhood of Hyde Park has more than 6,692 jobs. Thirteen of the 25 community areas in the south have less than 3,000 jobs each.” Additionally, these communities have significant lack of resources to respond to SUD and unemployment. For example, Markham and South Lawndale have no SUD providers. Consequently, both communities experience a significant rate of overdose risk.

To address the needs of these individuals, WestCare and its partners will implement Evidence-Based Programs (EBPs) to support at least 470 individuals over the next five years in SUD treatment and recovery to live independently and participate in the workforce. All programming will be trauma-informed, gender-specific, and evidence-based. Those EBPs include The Seven Challenges, Motivational Interviewing, Seeking Safety, Transforming Impossible to Possible: A Job Readiness Curriculum for the Workforce Development Field, and Career Foundations Making Your Education Work for You.

Treatment is only cost-effective when all of the individual’s needs are met, including the recovery support services of workforce coaching and development. Vocational needs are dynamic and no single entity can meet all of an individual’s needs. WestCare will partner with HopeTEC, a known entity within the Englewood community to deliver workforce development services. Program participants will be able to access a continuum of services depending on their individual needs and assessment. Outpatient SUD treatment will run concurrently with vocational services so that individuals can establish independent living as soon as possible. The average length of workforce development services is expected to be two months. Recovery coach services will be provided for the duration of program participation, which is anticipated to between four and six months. Program completion is considered to be employment. Our partners at HopeTEC will assist program participants to transition into the workforce.

WestCare Kentucky Says Goodbye to Daisy

On Nov. 8, a memorial service was held for WestCare Kentucky's beloved emotional support dog, Daisy. WestCare staff gathered to remember the Labrador retriever that touched countless lives. Rescued in 2018, Daisy quickly became a fixture at the Ashcamp and Lookout facilities, bestowing love on all she encountered. After being a part of the WestCare Family for four years, she passed away due to natural causes in early November. Daisy was laid to rest on the grounds of the Lookout facility. In the words of Life Skills Counselor, Shaun Doan, "Daisy was loving, caring, and forgiving. She would brighten your day. She was the best friend you could have. Daisy never met a stranger."

Project Homeless Connect

This time of year, it is crucial for all of us to stop and reflect on everything we may take for granted. A livable wage, stable housing, and family support could come to mind, but what about basics such as a shower, a warm jacket, and the ability to nourish our furry friends? Each year, the Nevada Homeless Alliance coordinates a massive, free event for the homeless population to gain access to these resources and services.

This year, I was privileged to attend and support their cause. It was a sight to see with hundreds of cars lining the parking lot at the Silver Nugget. Many providers offered services ranging from medical to basic needs, but all were eager to volunteer their time and energy to help our community. As I sat at our WestCare table and greeted the friendly faces of our fellow community providers, I felt a sense of pride and fulfillment. So many agencies were gathered and ready to meet the needs and wishes of the hundreds in attendance.

Once people started funneling through the tents, it was a steady stream of excited faces, ready to fill their bags with soap, razors, water bottles, and more. Some attendees stopped to chat with the providers about the important services that they came to offer while others were excited to spend 20 minutes under a mobile hot shower and receive a free haircut. Additionally, WestCare’s clinical staff offered crisis services on the spot, which was a blessing to many.

This event assisted hundreds of people, their family members, and pets by connecting services ranging from primary care and behavioral healthcare to hygiene and community referrals. This event is a year-round mobile resource fair, so be sure to monitor the Nevada Homeless Alliance’s website for information on the next event. It was an honor to witness WestCare's involvement in this community event knowing that we are furthering our mission of "Uplifting the Human Spirit" of thousands!

WestCare Pacific Islands (WPI) is committed to building a healthier community by standing alongside our local partners annually for World AIDS Day 2022's theme, "Equalize Putting Ourselves to the Test: Achieving Equity to End HIV ” The WPI family stays firm in our mission to be a resource for the education and prevention of HIV/AIDS

WPI's Steer team led this year's efforts for the organization by assisting in planning Guam's World AIDS Day activities WPI participated by waving with pride, creating signs for awareness, and advocating for the importance of getting tested during an HIV testing and outreach event Steer continues to advocate the message of protecting what we value in life and increasing access to protection This advocacy is a joint effort with the community as several establishments house Steer's jars with condoms for those that need them This effort allows patrons to learn more about HIV and join the global mission of stopping transmission of the virus

We hope this ignites our community's resilience and creates a greater force in the fight against HIV and AIDS!

A New Agreement Guarantees Connections to Care

The Administrator of the Puerto Rico Administration of Mental Health and Anti-Addiction Services, or the Administración de Servicios de Salud Mental y Contra la Adicción (ASSMCA), Dr. Carlos Rodríguez Mateo, and his staff recently visited the Guara Bi project in Caguas. Mr. Rodríguez participated in several activities and signed an agreement that allows the offering of services through the Office of the Multisectoral Council and the different programs of the agency, making them available to all participants of the organization. Through this agreement, Guara Bi will receive case referrals related to mental health, suicide prevention, recovery, and existing substance abuse programs at ASSMCA to effectively treat people who are either homeless or at risk of homelessness.

The 2022 District 2 Turkey Giveaway and Resource Fair

During the holiday season, family food security is a top concern for the neighborhoods that WestCare Texas’ team in San Antonio is proud to serve. November is a time when households come together and give thanks for the blessings of the year and look forward to starting a new chapter. As a health resiliency nonprofit, WestCare Texas knows that overcoming trauma requires meeting the needs of the community by providing food and fellowship which is why our San Antonio team partnered with City Councilman Jaylen McKee-Rodriguez from District 2, the San Antonio Food Bank, San Antonio Fire Department, San Antonio Metropolitan Health Department, the San Antonio Spurs, SAMMinistries, Head Start, Animal Care Services, San Antonio Water System, and many other vendors to impact the Eastside’s Thanksgiving holiday. Through combined resources, this partnership distributed 280 turkeys, 300 food bags on behalf of the San Antonio Food Bank, 280 food bags from WestCare Texas, and health information that covered sexually transmitted infections (STI) and COVID-19 vaccine information.

In response to the event, City Council’s District 2 office commented, “The District 2 Turkey Giveaway was a wonderful opportunity for our office to partner with WestCare Foundation to bring food and smiles to our eastside families. Through this event, we served over 700 members from our District and provided resources through our community partners. As always, we are grateful to all the volunteers who worked with us to make this event a success. It was a beautiful holiday event that defined the true meaning of giving.” Additionally, the San Antonio Spurs’ mascot, Coyote, joined in this fun day and gave away Spurs basketball tickets. Through this event, our team not only fed the community, but increased awareness of our services as well as polled the community for crime hotspots in local neighborhoods.

WestCare Texas’ team in Laredo was honored with a site visit from the White House’s Office of National Drug Control Policy (ONDCP) to review the Drug-Free Communities (DFC) Support Program and receive strategic input from us about the challenges faced by drug prevention organizations working next to the U.S.-Mexico border. During the visit, Laredo's Family Assistance & Community Empowerment (F.A.C.E.) Coalition members shared stories about the drug smuggling and human trafficking of children along the border. This meeting provided ONDCP with firsthand feedback to take back to the White House to address border security and trafficking. Coalition members in attendance included local law enforcement, educators, behavioral health professionals, local elected officials, school officials, businesses, and substance abuse prevention specialists.

The Strengthening Families Program Celebrates its Newest Graduates!

Our prevention staff successfully served 32 families this year through the Strengthening Families Program In celebration of these participants completing the program, we held a booster session at our local Tropical Ten Pins Bowling Center.

Families enjoyed a fun-filled event with bowling, arcade games, music, food, and more to continue fostering and encouraging the bonds built during group sessions. Staff came out to show their support to those families as well. We are very proud of the commitment and perseverance our graduates have shown and we look forward to how this positively impacts their families' lives.

WestCare Washington and Team Depot’s Winter Cleanup

WestCare Washington/WAServes has cultivated a unique relationship with Home Depot, its employees, and its foundation. Over the decades, this relationship has strengthened as we combine our shared values and distinct capabilities to serve our Veteran community.

After two and a half years, with the COVID-19 state of emergency lifted, we are moving ahead with Team Depot, Home Depot’s associate volunteer force. WestCare Washinton and Team Depot will honor those who have served with a Winter Cleanup event. Wintertime brings its challenges and for our senior population and low-income Veterans with disabilities, seasonal tasks such as raking leaves and cleaning out gutters can be overwhelming.

Tackling this issue, we have worked together to create a winter yardwork checklist to identify the needed improvements that will benefit our low-income Veterans and seniors. This collaboration will allow the winter cleanup magic to come to life! WestCare Washington continues to move forward with innovative projects such as this that will add value and impact our local Veteran population.

Development Grants & Resource

Grant Continuations Season

The Grants Department is busy preparing for the many competitive and non-competitive continuations to be filed. Unfortunately, the funders have grouped the due dates for many of these applications during the first 10 days of February, so our Grant Development Officers will be extra busy! The non-competitive applications are shortened application packages like annual reports, with WestCare filing almost four dozen each year. While these are non-competitive, it is still mandatory to maintain the multi-year grants.

In contrast, the competitive continuations are full applications where WestCare can renew existing funding. Thankfully, we have an excellent idea of what works and how each program should operate. While WestCare has received funding in the past, there is no guarantee that we will continue to receive the grant. Still, we always make a sincere effort to highlight our services and experience to the funder. We prioritize this application type since we have clients who depend on us to continue the program’s services. WestCare will complete around a half dozen competitive continuation applications this year.

'Continuation season' is the perfect time to make improvements and emphasize the results we have enjoyed with the grant funding. We can discuss efficiencies that demonstrate our experience and promote our strong programming.

In closing, the next couple of months will be a busy time for the Grant Development Officers and the program staff that have applications that need renewing. The Grants Department is here to help and we are looking forward to meeting with you over the next few weeks to create plans for developing continuations for 2023. Together, we will make the best of these opportunities.

The 2022 Southern Nevada Youth Homelessness Summit

On Nov. 17, WestCare Nevada participated in the 2022 Southern Nevada Youth Homelessness Summit: Powering the Movement in downtown Las Vegas. The informative summit, now in its sixth year and presented by the Nevada Partnership for Homeless Youth (NPHY), brought together southern Nevadan stakeholders to tackle the most significant issue facing our community: homelessness.

At the summit, we learned that homelessness has been a crisis in Southern Nevada for years, even before the COVID-19 pandemic, which inevitably worsened conditions. Right now, young people especially, are facing complex challenges due to an array of situations including a lack of affordable housing, living wages, and social services. These serious barriers disproportionately affect the community's most vulnerable population and it is up to us as a community to rise to the challenge of serving these individuals.

The summit held many workshops packed with information on how this movement will harness the power of community for innovative advocacy that empowers individuals to #bethemovement. The goal of this movement is to end youth homelessness, and the NPHY believes that we can do this if we pool our resources together.

Attendees learned many ways to join the movement through other events, trainings, or workshops. Ultimately, it will take considerable community involvement and the empowerment of young people to accomplish this goal.

Overall, the event was a great success, with over 50 organizations across Nevada in attendance Arash Ghafoori, the CEO of NPHY, put it best by saying, "It is really an opportunity to bring together all the necessary players and bring in even more of those players because not one sector of government, not one non-profit, and not one business can address this issue."

End of The Year Update

As the year draws to a close, we want to update you on our progress. Our staff workgroup was established in 2020 alongside the National Board of Directors' Diversity, Race, and Social Justice Committee

Our workgroup's purpose is to advance WestCare's commitment to building the most welcoming, affirming, and inclusive organization for our clients, communities, and workforce.

We see and hear the acronym "DEI" so often that it's easy to lose sight of what the abbreviation means. At WestCare, DEI is not just a catchphrase. Each word speaks to a distinct value and commitment. To put it simply (which is tough to do), DEI means:

Diversity: The presence of individual differences that enrich our organization. Equity: Ensuring access and opportunities are offered for all to succeed and grow.

Inclusion: Creating environments where all can be and feel welcomed and affirmed.

As we look ahead to the new year, our goal is to interact more with the WestCare Family. We’ll do this in a few ways. First, each issue of the WestCare Express in 2023 will include an article from our workgroup where we’ll share more about our DEI-related work. Second, in January, we’ll ask for your input in a very brief and confidential DEI Staff Survey The survey will include a handful of questions to help our workgroup plan and execute activities more effectively.

Also in 2023, we want to hear more from you. We encourage our WestCare personnel to share questions, comments, and ideas with us by emailing diversity@westcare.com or reaching out to one of the members noted above.

Introducing the Revised Signature Module on WestCare’s Intranet!

Over the past several months, the IT Department’s Software Development Team has been working closely with the Marketing and Communications Department to revise the email Signature module on WestCare’s Intranet. We are excited to announce that this new version has been launched and is now available for use. The updated Signature module will allow WestCare staff to easily input their contact information and automatically receive a branded signature block to use in their email. The new signature coincides with our effort towards cohesive branding and convenience for each of you. To get started, you can follow the steps below:

Using your WestCare-issued computer, visit our Intranet at https://secure.westcare.com and sign in with your credentials. In the left navigation menu, choose Signature Though some of your information will be pre-filled for you - you may update, add, or remove elements to your liking - including licensure, certifications, degrees, preferred pronouns, company name, cell phone number, and more. Most of this information is optional to include.

The addition of pronoun options to the module supports WestCare’s diversity, equity and inclusion program. By optionally choosing to list personal pronouns in your signature block, it helps avoid external assumptions while creating a space for others to share their pronouns with you. For more information, please visit westcare.click/pronouns.

Once you are finished with adding or choosing your information, click Continue Further instructions on page 16

Your signature block will now appear on the following screen. Click Copy to place this in your computer’s clipboard. You will receive a message saying, “Copy Was Successful.” Click OK

In Microsoft Outlook, begin a New Email, then choose the Signature icon from the Message ribbon. Choose the Signatures option from the drop down.

On the Signatures and Stationery popup that appears, you can either revise your existing Default signature (if present) or create a New one. Whichever option you choose, in the Edit signature area, ensure that the box is empty and then either right-click and choose Paste or use the keyboard shortcut, Ctrl + V, to insert your new signature block.

In the Choose default signature section of the popup, you can choose which of your signatures will automatically appear on New messages as well as Replies/forwards. When finished, click OK
