We are writing to inform the Dobson Ranch community that Executive Director Fran Pawlak is no longer employed with The Dobson Association, Inc. as of July 25, 2024.

At the Open Session meeting on July 25, the Board of Directors approved a motion to contact City Property and Advantage Property Management (APM) to obtain a contracted Interim Community Manager for a short-term solution until we determine the next steps.

The Board President, Sam Javelosa, met with staff, and a Board representative will be present in the Administration office until we have a community manager in place. We thank you for your understanding and patience with staff during this transition period. Please contact the Board of Directors with any questions or concerns. ASSOCIATION PRESIDENT

SYSTEMS MIGRATION AND ADMIN SPEND REDUCTION INITIATIVE

The Dobson Association. Inc. Board of Directors conducted a joint session with the Budget and Finance and Master Planning committees on July 18, 2024 for a Special Open Session to discuss and evaluate proposals received from two financial/ property management companies. We are looking to migrate our financial systems, as well as other core business functions that are currently spread out between several vendors. Each of the companies also presented an additional proposal that included providing a Community Manager for the Association. Our primary goal with this initiative is to reduce excessive administration costs and consolidate our systems into a unified technology platform that is more accessible to homeowners and the Board.

Because this contract exceeds $20,000, our Purchasing Policy requires a Request for Proposal (RFP) and three quotes from vendors. The Association requested proposals from companies in the fall of 2023, however, no RFP was developed and submitted to the companies at that time, in violation of the Purchasing Policy. To remedy this, the Board is forming a Task team to develop a Request for Proposal that outlines the Association’s scope of required services in detail. We will then submit the RFP to the companies that we received initial proposals from in order to rebid the services. This is to ensure that the companies are providing the Association with everything we need and allows us to complete a more efficient comparative analysis of services and cost.

Transition from In-house to Outsourcing

The Dobson Association started transitioning from in-house financial operations to outsourced financial operations with Barkan, a financial/property management company, in August 2021. We also outsourced our payroll operations to Paylocity and our HR function to Amerisource.

Reasons for Outsourcing:

• Efficiency: These companies have dedicated teams to handle these functions rather than one or two in-house Dobson Ranch employees.

• Expertise: These companies have expertise in these functions with consistent systems and processes. In Barkan’s case, they have strong financial reporting, internal controls and compliance to ensure that our financial operations comply with accounting standards and state and federal tax laws.

• Cost and Spend Reduction: Leveraging these companies helps the Association manage headcount and avoid administrative expenses by not needing to hire a team of accountants, payroll, and human resources personnel.

History

Last year, in the summer of 2023, Barkan informed the Association that they were migrating to a new platform. The Board decided that instead of reconfiguring our systems, it would be in the best interest of the Association to look into migrating the financial systems to another financial management/property management based in Arizona. The Executive Director then identified potential companies based on input from our banking partner. In the fall of 2023, the Executive Director

met with five companies and requested preliminary proposals for the financial systems migration without submitting a Request for Proposal, as required by our Purchasing Policy.

On June 13, 2024, Advantage HOA, Barkan, City Property, and Associated Property Management (APM) presented proposals at our Board Workshop. The Board decided to pursue City Property and APM, based on being locally owned companies with the technology and resources capabilities to support Dobson Ranch.

On June 21, 2024, the Board requested an additional proposal option from the financial management companies that would include an onsite Community Manager. On June 27, 2024, City Property presented a website portal demo and presentation to the Board at our Open Session. On July 11, 2024, APM presented a follow up proposal at the Board workshop.

All these meetings were open to homeowners, live-streamed with Vimeo recordings posted on our website, and complied with all notice requirements.

Additional opportunities for Cost Savings

Dobson Ranch is currently paying $372,800.00 annually in Systems and Software and contract admin services to support our operations. With this level of admin current spend in these categories, we have a tremendous opportunity to reduce cost by integrating these separate systems and processes into one technology platform and leveraging these services with the potential companies. The financial/property management companies that are being evaluated have technology platforms that integrate the financial and other HOA systems at significantly lower costs than our current spend. Moreover, they have support teams in accounting, escrow, collections (which are currently in-house), and compliance. This will eliminate the need for our contracted administrative personnel.

The technology platforms from these companies offer enhanced user access for HOA transactions and documents that can be tailored to homeowners, Board of Directors, committees, staff, and vendors through separate portals. This would provide realtime access in a one stop shop. In the upcoming weeks, the Board will work with the Task team to develop the Request for Proposal to define the scope of services. The RFP will then be sent to financial/property management companies who will re-submit their proposals and costs. The Board, Budget and Finance, and Master Planning Committees will then review the proposals and submit recommendations. Throughout this process, input from stakeholders: homeowners, employees, and committees will be considered prior to making the final decisions. At this stage, no decisions have been made and no discussions have been conducted by the Board on the pros and cons of each proposal and the potential impact of the proposals on the community and the budget. The Dobson Ranch HOA is privileged to have a team of people dedicated to serving the Dobson Ranch Community. A team of passionate individuals grounded in serving others and always looking for new ways to improve life here on the Ranch. It is a daily occurrence where new challenges bring the team together, sparking conversations and finding the best solution. Each team player has strengths; a solid team emerges when everyone comes together. We want to highlight the critical work done by Dobson Ranch employees.

Teaching: A Communities Priority

Dobson Ranch is fortunate to have the La Casita Preschool within our community, led by teachers Jessi and Bari. They provide a safe, loving environment for children to be cared for and the opportunity to develop to their fullest potential physically, emotionally, socially, intellectually, and creatively.

The Maintenance Team: Keeping the Community Pristine

The Maintenance Team is essential in ensuring certain aspects of the community are well-maintained and functional, such as common areas, pools, restrooms, lakes, and outdoor activity areas. Our team consists of Rodrigo, Gustavo, Chancey, Martin, Gonzalo, Felipe, and Marc as their supervisor. By promptly addressing any maintenance issues and ensuring the cleanliness and safety of shared spaces in Dobson Ranch, the Maintenance Team significantly contributes to the overall quality of life for residents and the community’s aesthetic appeal.

The Front Desk: A Welcoming Face

The Front Desk person is often the first point of contact for residents and visitors to Dobson Ranch. Tonya Gallagher, who joined the administration team in May, has taken on the role of Front Desk administrator. This role is crucial to the care of our members. Whether handling assessment inquiries, homeowner concerns, or assisting with various in-office administrative tasks, Tonya ensures that members of the HOA are valued and heard. As you stop in the office or call over the phone, you will be greeted with a smile and Tonya’s joyful personality at our Front Desk.

The Compliance Officer: Upholding Standards

Like our maintenance crew, who keeps Dobson Ranch wellgroomed, our Compliance Officer, Jonathan Lefler, plays a crucial role in maintaining the integrity and aesthetics of the community. By ensuring all residents adhere to the CC&Rs, the Compliance Officer helps preserve property values and the community’s overall appeal. Jonathan has a keen eye for detail and a fair but firm approach to enforcing guidelines. The person in this role often receives negative attention for sending

out violations. Still, Jonathan understands how this role plays a part in the bigger picture and carries a joyful attitude in the office and your neighborhood in this summer heat.

The Recreation Department: Enhancing Quality of Life

No HOA is complete without activities and a recreation department. This team is responsible for setting up and organizing certain recreational activities. Jackie Hutton is our Recreation Facilities Supervisor, and Dion Jaramillo oversees the amenities in Dobson Ranch as Recreation Lead. This team, also comprised of four part-time members, Jada, Dustin, Peter, and Mercedes, fosters community and provides residents with opportunities to socialize, stay active, and enjoy their Dobson Ranch amenities. The Recreation Department’s efforts contribute significantly to residents’ overall satisfaction and quality of life.

The Financial Department: Managing Resources Wisely

The Financial Department ensures that the HOA’s funds are managed responsibly and transparently. Akina handles the budgeting, accounting, and financial reporting, providing the financial stability necessary for Dobson Ranch to function effectively.

The Communications Administrator: Keeping Everyone Informed

Effective communication is the backbone of any successful organization, and Chad Turner plays a key role in this area. His experience in community-driven marketing and background in media production make Chad a valuable asset to the Dobson Ranch HOA team.

The success of our HOA relies on the synergy created by all team members working together towards common goals. From the Front Desk person who provides a warm welcome to the Financial Department that ensures our fiscal health, every role is vital. The Dobson Ranch HOA is proud to display such a committed team, and their hard work and passion continually inspire. COMING SOON: A NEW AND IMPROVED DOBSON RANCH WEBSITE

In the fall of 2023, the Board of Directors approved the production of a new Dobson Ranch website. A recommended company called Granicus was chosen for this project as their experience with other local websites, such as the City of Mesa, the Tempe Center for the Arts, the City of Tempe, and the City of Yuma, had positive remarks. The project officially kicked off in October of 2023, but unfortunately, it was immediately delayed due to a lapse of personnel in the Communications Department. Upon hiring a new Communications Administrator in January of 2024, the project was restarted under his supervision.

Between January and June, the Communications Administrator and a representative from Granicus met weekly to discuss, plan, and build how the new website would function and align with their shared goals and the staff of the Dobson Ranch HOA. As you can see in a section of the website below, the website retains the Dobson Ranch color palette while focusing on high-priority items that homeowners use most.

The Communications Administrator’s goal is for homeowners to find what they need within one or two clicks. These expectations are always the hopes for every website. The representative from Granicus and Chad Turner, the Communications Administrator, had compared multiple websites and a website the HOA staff suggested to emulate; while combining all of these features, styles, and functionality... a new Dobson Ranch website was designed. The homepage will feature Quick Links, a condensed navigation, and a section for the latest News and Events.

In June, the website entered the building stages at Granicus, and all current website pages are in the process of being transferred. We hope the transition is without issues and we are excited to release the new website to all Dobson Ranch homeowners. A soft release goal set by Granicus for August is likely possible. However, a reminder that each website page must be approved to match the goals set by the Communications Administrator, Board of Directors, and HOA staff before it is officially launched.

As many readers know, Dobson Ranch sends out two emails per week: a formal one on Tuesdays and a simple one on Fridays. These emails are filled with the most recent HOA News and Event Information and include various other announcements and notices that pertain to Dobson Ranch and the City of Mesa.

LAKES

OXYGEN SATURATION

One of the most important parameters that Lake Managers pay attention to in a water-body is the oxygen saturation. Dissolved oxygen in the water column is important for maintaining a healthy lake and mitigating issues with the fishery, odor production, and nutrient cycling from the lake sediment layer. Oxygen is naturally dissolved into the water column at the surface of a water-body through diffusion from the atmosphere. Additionally, aquatic plants and algae can introduce oxygen to the water column through photosynthesis.

During the summer months, the amount of oxygen in the water column naturally drops as the potential oxygen saturation decreases as temperature increases. At the extreme temperatures we have in the valley, the water column may only be able to reach 60% of the oxygen saturation when compared to our cool weather months. Additionally, higher temperatures in the upper water column can prevent the natural cycling of dissolved oxygen at the surface from reaching the lower depths of the lake. This disruption in the water column is known as a thermocline. Oxygen levels below a thermocline reaches a level below 4.0mg/L as DO, there is no longer enough oxygen in the water column to support the fishery and fish losses would be expected.

In-lake aeration systems are commonly used to disrupt the thermocline, lifting colder water from the bottom of the lake to the surface allowing for oxygen addition from the atmosphere before falling back to the lower levels of the lake.

Previous diurnal aeration studies have been completed at Dobson Ranch in the past and they did not indicate the need for bottom aeration in all of the lakes at that time.

FREE TREES? FREE CLASS?

FREE CALCULATOR? HOW COOL IS THAT?

We are in the thick of summertime heat, yet the season is moving right along. The Dobson Dolphins’ Award Ceremony was Friday, July 19 (Go Dolphins!) and some school districts have already started. Alas, going back to school no longer signals the start of fall; we all know there are a few more hot months to endure.

One way to keep cool is by planting desertadapted trees. There is such a difference in temperatures between communities where there are trees and those where there aren’t as many. Trees provide shade, lower the heat island effect in the Valley, and improve air quality. Another bonus is that carefully positioned trees can save up to 25% of the energy a typical household uses. Lowered electric costs? Yes!

Take advantage of SRP’s Shade Tree Program and receive two free desert-adapted trees. Upcoming webinar dates are August 1 and 24 and tree sapling pick-up is in the fall. Register today at www.srp.net/ shadetrees.

If you participate, don’t forget to be part of the City of Mesa’s Trees are Cool initiative. Our city has a goal of planting 1,000,000 trees by 2050. By a quick calculation, this equals 21,738 new trees throughout Dobson Ranch (City of Mesa = 138 sq miles and Dobson Ranch = 3 sq miles). Finally, do you know how much water your household uses compared to how much you should be using? This month’s water saving tip is to use Mesa’s Know Your H2O Water Calculator to find out. This easy-to-use tool helps you estimate your household’s “optimal” water use. Simply enter your water use from the past year (use My Utility Portal to get this information) and answer a few questions, such as number of occupants, if you have a pool, landscape type, etc., and the water calculator does the rest. If your monthly usage happens to be higher than the estimate, there are tips to help reduce water use. Plus, you can order a free water-saving kit!

Mesa is Hosting Water Donation Events to Help People in Need Amidst RecordBreaking Temperatures

Mesa’s Hydration Donation Campaign needs more water as the community demand for bottles of water is at an all-time high. To help meet the demand, the City of Mesa is hosting two drop-off events to make it easier for the community to donate cases of water:

Wednesday, Aug. 21 from 6:30 a.m. to 8:30 a.m. at the Mesa Convention Center, 263 N. Center St., between Buildings B and C. Wednesday, Aug. 28 from 7 a.m. to 9 a.m. at the Mesa Arts Center, 1 E. Main St., in the south parking lot.

Since the start of the collection on May 6, the lifesaving campaign has received 363,849 bottles of water. That is just over halfway to the goal to collect 700,000 bottles of water. Mesa is asking residents to please donate bottles of water or contribute online to help people in need, especially the unsheltered, enduring harsh conditions in another recordbreaking summer. Mesa Animal Control Reminds Residents to Keep Pets Safe in the Heat

With triple digit temperatures now a daily occurrence, the City of Mesa and Mesa Animal Control are reminding residents to protect their pets as the thermometer rises in Arizona. The heat can affect pets in many ways, from causing dehydration to burning their skin and paws. And while pools can be refreshing on a hot summer day, they can also pose the risk of drowning for some dogs, especially certain breeds.

“Dogs, cats and other pets are precious to our family and friends and this is the time of year we need to take the extra effort to make sure they stay safe while they are outdoors,” said Mayor John Giles.

Applications Being Accepted for East Valley Veterans Parade

The East Valley Veterans Parade Association is now accepting applications for entries to the 17th Annual East Valley Veterans Parade. This year’s theme is “Arizona Heroes - Global War on Terrorism” to recognize those who served in the wars in Afghanistan and Iraq, and their families.

Applications must be submitted ONLINE by Oct. 22 to be eligible. The application does not guarantee acceptance into the parade. All entrants are responsible for learning the parade’s rules and regulations.

The East Valley Veterans Parade on Nov. 11 traditionally attracts more than 90 entries and is attended by thousands along Center Street and First Street in downtown Mesa. More parade information is available at evvp.org.
