General Instructions for filling in the Application Form This Application Form is part of the “application pack” for INTERREG IVC applicants. Before filling in this Form, please also read all programme related documents, especially: a) the INTERREG IVC Operational Programme and b) the Programme Manual . In particular, the Programme Manual will provide you with further guidance on the way to develop an INTERREG IVC project and to prepare the application form. The two above mentionned documents are available on the programme web site (www.interreg4c.net). Paper version Application Form The Application Form must be completed, printed out, dated, signed by a duly authorised representative of the Lead Partner, and stamped with the stamp of the Lead Partner‟s institution. It should be sent together with the annexes (cofinancing statements and project time plan) by mail/courier to the INTERREG IVC Joint Technical Secretariat (JTS) at the latest by the end date of the call. This will be checked through the date of postal stamp on the envelope. The JTS address can be found on the programme's web site: www.interreg4c.net

Co-finaning statements Co-financing Statements in original or fax version must be included in the mail sent to the JTS for all partners listed in Section 5 of the Application Form. The standard form of the co-financing statement available on the Programme website must be used, no amendments to the text are allowed. The figures listed in the co-financing statements must correspond to the individual budget figures of each partner given in Section 5 of the Application Form.

Project Time plan A project Time plan must also be included in the mail to the JTS. A template is available on the programme web site but each project is free to propose its own time plan. Electronic version An electronic version of the completed Application Form must be sent by email to the JTS at the latest by the end date of the call at the following address application@interreg4c.net Technical instructions • Applicants are asked to complete only the white fields of this Application Form. For technical reasons, most of the white fields have been split up into 2 or 3 sub-fields. As soon as the first sub-field is filled in, please continue in the next sub-field. • Grey fields are not to be completed. For the grey fields, certain information will automaticaly be transferred to these sections after details are entered in other fields of the Application Form. Formulae for automatic calculations have been included in the relevant fields. These fields cannot be changed or edited. • All input fields (white fields) are locked in order to ensure that all applicants have the same amount of space for describing their project and answering the questions. The number of characters (with spaces) is limited to 1000 characters per field. Any text exceeding this space will not be visible in the printout and therefore cannot be taken into account when assessing the operations. • All input fields must be filled in unless stated otherwise in the instructions field. As different Sections of the Application form depend on the type of interventions, it is strongly recommended that the applicants start by selecting the type of intervention they are applying to. • Certain questions in the Application Form must be answered by marking a tick-box. Checklist for submission Please make sure that you have fulfilled the requirements listed below before submitting the documents.

1.6 Brief summary of the project Please provide a brief summary of the project‟s background, objectives, partnership, main activities and expected outputs and results. It is strongly advised that this field is filled in after the entire Application Form has been completed. Note that should the project be approved, this summary will be published on the programme‟s website. Thus, it should be clear, self-explanatory and without references to other parts of the Application Form or to other documents. The project focuses on the modelling and management of natural risks due to earthquakes, environmental pollution, waste management and floods and fires in the regional scale. The project aims at the confrontation of the resulting damages from natural risks in the regional scale, because these could be excruciating and may be followed by human and material casualties,numerous injuries and other destructive side effects such as consequent floods, limitation of territorial development, negative socio-economical outcomes both in the regional and national scale and even desertification of certain areas. The scientific partners (Technological Educational Institutes of Pireus, Athens and Ionian Islands, Universities of Athens and Aegean, University of Cyprus, GRAM3RA, GUGRI and Polithechic University of Valencia) were involved in developing the project proposal and communicated with the regional policy making partners (municipality of Olympia, Zakintos Prefecture, municipalities of Camisano

Vicentino and Voula) for the further development of the project’s idea in accordance to the regional policy strategies and plans. The main objective of the present project is to create a model for managing natural risks caused by earthquakes, environmental pollution, waste disposal, fires and related floods. The sub-objectives of the project are the development of a theoretical and computation base for the understanding,creation of models for prediction and mitigation of seismic risks,understanding of air pollution mechanisms (radon,suspending particulate matter-CO,NOx,SOx,heavy metals,ozone and photochemical oxidants,air toxics-with estimation of associated risks,understanding of pollution's diffusion mechanisms in groundwater deposits,development of a water pollution surveillance network with a decision support system,use efficient techniques for the identification of pollutant substances in water horizons,development of on-line GIS landfill sitting tool with recycle infrastructures

design of a green area (Olympia) and selection of indexed natural risks based on a real-time GIS dynamical mapping. The project employes crosscutting actions to other priorities (water management, waste prevention and management) and cross-border activities through an Interregional approach between Greece, Italy, Cyprus and Spain. Section 2: Detailed Description of the Project 2.1 Rationale 2.1.1 Brief history of the project Please describe how the project idea and partnership was developed and how the partners were involved in developing the project proposal. The project idea was developed after the forest fires that recently (2007) struck the Ileia prefecture (Greece) and especially OLYMPIA the birthplace of the ancient Olympic Games. The resulting damages in the regional scale were excruciating followed by human and material casualties and numerous injuries. Other destructive side effects are still faced such as consequent floods, limitation of territorial development, negative socioeconomical outcomes both in the regional and national scale and even desertification of certain areas. Similar effects were also faced in the same prefecture 10 years ago (1997) after a series of catastrophic earthquakes. In addition, the territory (of agricultural and industrial economy) faces intense problems of environmental pollution (in surface and ground waters and in indoor-outdoor air) caused by the agricultural and industrial activities. It also faces difficulties in the disposal of wastes. Comparable are the effects of natural risks

(earthquakes, environmental pollution, waste disposal, forest fires and resulting floods) in the nearby prefecture of Zakynthos (Ionian Islands) and, generally, in the Mediterranean Basin (Italy, Cyprus, Spain). Additionally, South Italy and the island of Cyprus, are further characterised by extreme scarceness of surface water due to their karstic geological nature. In the aforementioned logic, Technological Educational Institutes of Pireus, Athens and Ionian Islands, Universities of Athens and Aegean, University of Cyprus, GRAM3RA, GUGRI and Polithechic University of Valencia) were involved in developing the project proposal in the field of mitigation of the effects of natural risks (earthquakes, environmental pollution, waste disposal, forest fires and floods) on human lives and activities in the regional scale. These communicated with the regional policy making partners (municipality of Olympia, Zakyntos Prefecture, municipalities of Camisano Vicentino and Cogoleto) for the

further development of the project’s idea in accordance to the regional policy strategies and plans. It should be mentioned that the mitigation of the effects of natural risks is a priority all around the world [1,2]. Among the actions that can be carried out, appropriate modeling and management plays a very important role. The further enhancement in the regional scale benefits the development of innovative strategies which can optimize territorial competitiveness and accumulated wealth. To address effective risk reduction a collaborative approach is required, where managing risk is seen as everyone’s business. 2.1.2 Problem description / issue addressed Please describe what problem(s) and/or issue(s) the project will address. Explain the background of the problem(s) / issue(s) and their relevance to the partnership and the INTERREG IVC programme. The project will address in Mediterranean Basin modeling and management of natural risks due to earthquakes, environmental pollution, waste disposal, fires and resulting floods in the regional scale towards the development of innovative strategies. Due to the issue diversity,collaboration of various scientific partners is required working in association with public policy making partners. Earthquakes are the most destructive phenomena of nature.Changes of the electromagnetic field in the interested area occur just before earthquakes and wideband electromagnetic emissions are measured representing a practical parameter for earthquake prediction (epicentre, intensity)[1].Also significant radon release in soil and thermal waters has been observed after earthquakes [2].Modeling and management of such issues will contribute to earthquake prediction and is important for strategies supporting emergency planning and action. Environmental pollution (natural, anthropogenic) occurs in air,

water and soil. Air pollution is due to harmful gases, aerosols and natural gamma radiation. Water and soil pollution is due to soluble chemicals from urban, industrial, agricultural activities and natural sources. Soil and water pollution also occurs due to waste disposal. All issues are of importance for regional environmental policies. The most serious air pollutants are [3]: 1.Radon 2. Suspending particulate matter 3. Volatile organic compounds (VOCs) 4. Carbon monoxide (CO) 5. Nitrogen oxides (NOx) 6.Sulfur oxides (SOx) 7. Pb and other heavy metals 8. Ozone and other photochemical oxidants.9. Air toxics. Natural sources (e.g. volcanoes, fires, dust storms, plants) emit air pollutants. Car exhausts, central heating systems are anthropogenic pollutants. Pollutant 1 is the most significant as it is the main natural carcinogen and the main source of natural radiation exposure [4]. It is present in soil, rocks, building materials and waters and decays to progeny which attach to

nature due to the catastrophic impact on the affected population. Consequently, modeling and management of the prediction of earthquakes (time, place, intensity) is significant. Significant is also the environmental pollution which is natural or anthropogenic and occurs in air, water and soil. Air pollutants (gases and aerosols) affect harmfully population both outdoors and indoors. Water pollutants are also important both for human consumption and because they affect groundwater quality. Moreover they are necessary for the support of habitat as well as for maintaining the quality of base flow to rivers. Of importance is modelling and management of solid wastes particularly for public authorities. Storage, collection transportation and final deposition are issues of major concern. Landfilling the globally widest disposal method, is used in many countries alongside Mediterranean Basin causing leachate generation, groundwater contamination methane and carbon dioxide (biogas) production.

Soil and water pollution due to waste disposal is a crucial issue for public authorities. Landfilling, chemical and biological processing has been already applied, yet storage, collection transportation and final deposition are the issues of major concern. Decomposition of organic matter combined with iron, mercury, lead, zinc, and other metals from rusting cans, discarded batteries, and appliances (spiced with paints, pesticides, cleaning fluids, newspaper inks, and other chemical) and the fire ignition due to biogas from open or closed landfills are also issues connected to natural risks. Overall objective: The main objective of the present project is to create a experimental model for managing natural risks caused by earthquakes, environmental pollution, waste disposal, fires and related floods. Expectations from the achievement of this objective are the:1.Improvement of regional policies.2.Regional economic modernization.3.Increase in regional competitiveness through integrated innovative interventions.4.Contribution on safer communities. A target action region is proposed (Ileia Prefecture, Greece especialy OLYMPIA municipality) for which a tangible framework (good practice guide and regional policy recommendation) of a transferability potential is expected to be cooperatively formed. Parallel actions will be undertaken in 3 additional regions (Italy-Sicily, Cyprus-Larnaka, Spain-Valencia) and the framework will be transferred for further development and specialization. General sub-objectives: 1. Forge partnerships and networks among key actors and sectors

involved in natural risk management. 2. Promote policy to advocate for greater attention and commitment to be given to natural risk management by leaders and decision-makers. 3. Improve practice to promote the development of innovative approaches and applications for reducing risk. 4. Manage knowledge and information about good practices, tools and resources for natural risk management. 5. Increase employment within the framework of the prospects that will come about from the introduction of new natural risk reduction methods. 6. Improve quality of life through the application of natural risk reduction methods. Specific sub-objectives: 1. Develop new theoretical and computation base for the understanding, creation of models and prediction of seismic risks. 2. Mitigate seismic risks on the basis of accurate 3-D modeling of earth structure and earthquake sources. 3. Understand the mechanisms of air pollution (radon, suspending particulate matter, VOCs

CO,NOx,SOx,heavy metals,ozone and photochemical oxidants,air toxics) and estimation of associated risks. 4. Understand mechanisms of pollution's diffusion in groundwater deposits. 5. Develop a network of water pollution surveillance stations. 6. Develop a decision support system for groundwater resources management and pollution prevention. 7. Use efficient techniques for the identification of pollutant substances in water horizons, such as phosphates, nitrates, insecticides or pesticides. 8. Develop a dynamical real-time GIS and multi-criteria landfill sitting tool which could be used in other annoyance activities sitting. 9. Recycle infrastructures on GIS base. 10. Design a green area based on the historical significance of Olympia. 11. Selecti indexed natural risks based on a real-time GIS cartography tool.

2.1.5 Intensity of cooperation Please describe the level of intensity of cooperation that you intend to achieve within your project (see chapter 2.1.1 of the programme manual) The intensity of cooperation of the proposed project will be medium. The cooperation comprises 14 partners from 4 different EU Member States. All partners will be involved and exchange experience for the development of new approaches in the issue of modeling and management of natural risks at the regional scale working in parallel in the proposed regions. The partnership will exploit the exchange, dissemination and transfer of good practices in terms of organisation of joint seminars, study visits, staff exchanges, joint training sessions, production of joint studies and surveys (in the regional scale). The exchange of experience will at first lead to the production of a case study (in OLYMPIA region) for which a regional policy tool (experimental model methodology and action) will be build.

This experimental tool (model) will be a new development approach and will include initiatives (experimental methodologies, techniques and management processes) and communication (development, publication and dissemination of joint leaflets, development of a web site). It is expected to lead to the production of methodology, action and information guides (good practice guides) together with recommendations for possible regional policies and production of strategic guidelines and action plans. The tool will be disseminated among partners(also in other EU members) for specialization and further development and among involved policy making partners. Finally, through the latter partners the model will affect parts of the EU population and even upper level policy makers.

2.1.8 Durability of the project results Please describe how the durability of the projectâ€&#x;s achievements will be ensured. How, when and by whom will the outputs be used and how will they be maintained after the end of the project? How will the results/impacts of the project be sustained? The clustering of several research organisations and local authorities from Italy,Greece,Cyprus and Spain,will lead to exchange of significant experience into the fields of natural risk modeling and management. Problems in natural resources quality are common throughout the INTERREG zone. The demand for natural risk management is continuing to increase as a result of the growing consumption by households, agriculture and tourism. In the Mediterranean areas, the problems are particularly acute.The project proposes integrated strategies for the management of natural risks.An overall quantitative and qualitative assessment of natural resources in the studied regions will be accomplished through this project, which in time will lead to better exploitation of the natural and anthropogenic environment. The project will give the chance to young scientists to gain an insight in the fields of earthquake prediction, air pollution, hydrology, groundwater modeling,

groundwater model validation,waste management,recent communication technologies and improved laboratory analysis and,thus,will offer a great support for their research work.The know-how will be a considerable asset for the establishment of relevant spin-off companies. Dissemination of the results will take not only the standard form of publications and conference presentations, but also through leaflets/brochures/CD's/press conferences/speeches and a web page, so that a wider audience can be reached. The web page will also be a method of exchanging data between the participants.The problems of natural risk management is global and has by no means yet been solved. In order to present the results of this project and to start a dialogue with other researchers in this field, a specialist workshop will be held at the end of the project.The workshop will be addressed to (i) the scientific community,(ii) local and regional authorities, policy makers, and environmental managers. The practical

exploitation of the developed strategies will initially follow wider publication and advertising through the INTERNET and through scientific journals. They will also follow a more dedicated form, of giving demonstrations to interested authorities and decision making organisations. A possible way to promote the developed natural risk monitoring / management system to all interested companies and organisations would be to launch an information campaign a few months before the end of the project.

2.2 Policy context 2.2.1 Contribution to the programme’s objectives and to the Lisbon and Gothenburg agendas Please describe how the project will help to achieve the objectives of the INTERREG IVC programme and contribute to the Lisbon and Gothenburg agendas. What added value will interregional cooperation bring in this context? The INTERREG IVC Programme is part of the European Territorial Cooperation Objective of the Structural Fund policies for the period 2007-2013. With focus on encouraging regional and local authorities to view interregional cooperation as a way for enhancing the development, it's overall objective is to improve effectiveness of regional development policies in the areas of innovation, the knowledge economy, the environment and risk prevention, as well as, to contribute to the economic modernisation and increased competitiveness of Europe,through exchange, sharing and transfer of policy experience. That way the successful experiences gained in the different regions can spread throughout Europe.

The project <Olympia>-Magna Graetzia will help to achieve the objectives of the INTERREG IVC Programme, especially the environment and risk prevention, as it will create an experimental model for managing environmental and natural risks caused by environmental pollution, waste disposal, earthquakes, fires and floods, towards the sustainable development of partnerships and networks among the key stakeholders involved in natural risk management, the promotion of policies for greater attention and commitment by leaders and decision - makers to natural risk management, the improvement of practices concerning the promotion of innovative interventions to cope effectively with reducing risk from environmental and natural disasters, the development of a innovative model managing knowledge and information about good practices, tools and resources from environment and natural risk management, the increase of employment and the improvement the quality of life.

The European Union is committed to sustainable development, which involves protecting and improving the quality of environment. That means safeguarding the earth's capacity to support life in all its diversity and respecting the limits of the planet's natural resources. The environmental strategic context rests on several key EU agreements and policies. The strategy for sustainable development (SDS) that was agreed in Gothenburg by the European Council in June 2001, completes the Union's political commitment to economic and social renewal by adding a third environmental dimension to the Lisbon Strategy and establishes a new approach to policy making. This approach is based on the principle that the economic, social and environmental effects of all policies should be examined in a coordinated way. So the project

<Olympia>-Magna Graetzia is consistent with the Lisbon and Gothenburg agendas as it promotes the sustainable development and proposes a methodology that takes into consideration in a coordinated way the economic, social and environmental effects of its actions. The model for managing environmental and natural risks that is going to be created with the actually contribution of all the members of the partnership and with point of report the world crandle of sports and culture Ancient Olympia, which was recently struck by natural disasters (fires). It will be transferred within the partnership for further development and specialisation. During development, all partners will act in the proposed regions cooperatively and supplementary one to the other and will reach the public authorities in order to build safer communities and reduce environmental and natural risks through exchange, sharing and tranfer of their scientific and practical experience.

Thus, they will have equal opportunities to improve their technical knowledge and their professional skills through their participation in this project. As the overall objective of the project is the creation of a experimental model for managing environment and natural risks towards the promotion of sustainable development at regional level, the outputs and results of the project are consistent with the Environmental policies laid down in the Gothenburg Agenda since they are promote environmental protection with a view towards sustainable development. The proposed project gives emphasis on the early diagnosis, prediction and management of natural risks. Predicting and/or stopping the degradation of natural resources at a premature stage is more effective than applying costly restoration measures after the damage has been completed. The project will succeed preventive maintenance of the natural resources through:

(i) continuous monitoring, (ii) methods to deduce trends from the obtained measurements, (iii) the definition of alarm thresholds, (iv) expert knowledge on remediation actions. The project will apply methods for the selection of optimal alarm thresholds. This is important for the minimization of false alarms. If a body of natural resource is wrongly considered to be of poor status unnecessary restoration measures may be taken, wasting considerable amounts of money. Conversely, if because of the wrong data natural resources are considered to have good status, then evidence of deterioration may be overlooked, together with possible damage to the environment and human health. Any such doubts will not only have the adverse effects on decision making, but will also result in a loss of public confidence.

The day - to - day implementation of project <Olympia>-Magna Graetzia is committed to providing equal opportunities in accordance with the European Union regulations. c) Management and coordination Please describe the main coordination tasks and the way the day-to-day management of the project will be organised. 1. Allocation of responsibilities Project management will be conducted by scheduled appointments of each partner with a representative responsible for the in-time completion of the project’s phases. A detailed definition of the obligations of each partner will be necessary for the progress of the project. To this end, 3-monthly management meetings, chaired by the project coordinator, will be organized. For each work-package of the project, a work leader will be appointed and will be charged with the task to deliver to the project coordinator a 3-monthly progress report. 2 Decision Making procedure. Each contractor will appoint a manager with responsibility for completing the work on time and within budget. Further definition of the work required will be agreed at the 3-monthly management meetings. These will be chaired by the coordinator. Decisions will be made by consensus wherever possible, though in the event that a vote is needed, each contractor present will have one vote.

In the event of major changes to the project work (e.g. withdrawn of a partner) an additional management meeting will be called to which the INTERREG Steering Committee representative will be invited. The consortium will seek to resolve problems internally, or by using minor subcontractors. However, the consortium reserves the right to invite additional partners to join the project if this becomes necessary or desirable. 3. System of Communication Communication will be through regular 6-monthly management meetings, supplemented by technical meetings on specific topics. During the project, staff from several different organisations will be working together in the same location. Since this face to face communication is the most effective, the regular management meetings will held only every 6 months. However, every 3 months a written progress report will be required from all partners covering progress against plan and financial expenditures. Written communication will be by email.

4. Information System A web page will be used for the exchange of data between partners and will be maintained where the progress and the results of the project will be exposed. The information system will serve for direct access to useful information and updated knowledge on project issues. 5. Mobilization Project partners will put effort for the dissemination and exploitation of the results. Dissemination will be through publications and conference presentations. An international workshop will be held at the end of the project, aiming at the scientific community and the regional authorities. Partners will launch a campaign so as to promote the results to all interested policy makers and organisations. For exploitation, an exploitation manager dedicated to this project will be appointed. c) Financial management Please describe the main tasks of the financial manager and the way the day-to-day financial management of the project will be organised. The main tasks of the financial manager of the project will be the quality control of the financial management of the project partners according to the EU regulations and requirements. The day-to-day financial management of the project will be organised under the financial rights of each country participating in the project and will be under the surveillance of the financial manager. This task is of a great importance because it benefits' the effectiveness of the project and the ongoing collaboration of the project partnership. This will be organised with respect to the day-to-day timetable and the working plan of the staff of each institute participating in the project. The financial manager will be responsible for the accounts, financial reports, the internal handling of ERDF funds and the national co-financing. The financial manager will work in close contract with the coordinator, the controllers and the partners in order to enable efficient financial management of the operation.

The financial manager will be familiar with accounting rules, international transactions, EU and national legislation for the management of ERDF, public procurement and financial control.

2.3.3 Strategic level Please describe the decision-making, monitoring and evaluation structure of the project, including the composition of the Steering Group, its competences and procedures. Structure of the project: Decision making Decision making for more intense cross-cutting actions will be carried out after meetings between involved partners. An initial meeting will appoint research route and demands. Collected data will be analysed in a specific way to the target of the convenient adaption as inputs in a cartographic tool focused on a environmental sustainable development. Decision making for this action will burden University of the Aegean Dept of Environment and Geography due to they prior experience. 2.3.4 Roles and tasks among the partners Please describe if there is any division of roles and tasks among the partners as far as coordination is concerned (e.g. partners responsible for administrative and/or financial tasks, components and/or activities). The management and coordination tasks will be carried out by the lead partner as described in section 2.3.4. The leader partner will manage and coordinate not only the implementation and transfer of good practices within partnership but also the financial as well as the communication and dissemination tasks. Specifically regarding communication and dissemination, not only will the lead partner distribute material (CD's,leaflets etc.) but also will coordinate the appropriate tasks of the policy-making (municipalities) and the scientific partners in their specific regions. The role of the lead partner will be organisational and task acting. On the other hand, each partner will define a certain work leader (good practice manager) and a communication (and dissemination) manager. Both managers will have the task of implementing the appropriate tasks organised by the lead partner to the regional scale. All partners’ managers will meet the corresponding managers of the lead partner and work

in close contact with them. These managers will specialise the tasks in the regional scale and transfer upwards to the specific implementation issues. Each partner will also define a financial controller as described in 2.3.1.c. The involved staff of each partner will bemotivated and act according to the instructions of the corresponding coordination, financial and communication managers of the partner. The staff will transfer to all managers the partial implementation issues and will work in close relation to them for the effective fulfilment of the project’s aims and objectives. During the knowledgegood practice transfer, each partner will act (according to this partner's prooved good-practice) cooperatively with the partners or similar expertise in the specific region partner's Country. Those partners demanding knowledge transfer for model development and specialisation, will be associated by the expertise (in these field) partners. The latter will travel and transfer the know-how

3.2.2 Component general description Please describe the content of this Component in further detail (e.g. issue tackled, proposed approach, nature of the planned activities). For further information on the Components, please refer to the Programme Manual. Communication and dissemination will take the standard format of scientific publications, conference presentations, leaflet/brochures/informative CD’s distribution, organisation of joint lunches, development of a web site for dynamical data presentation/inter-partner information exchange, organisation and implementation of press conferences/ public dialogue, organisation of a specialist conference for the dissemination of scientific data to the public authorities/general population and the production of methodological guides for the confrontation of natural risks/good practice guides/action-policy recommendations. The expected overall-dissemination aim will be the exploitation of the good practices and experiences (successfully transferred within scientific partnership) at first to the public-authority partners (municipalities and communities) and, through them, to the local population (through a door-to-door leaflet/brochure approach, an open dialogue, or, organisation of speeches

/seminars/local information points/contacts) and to the upper level policy authorities/makers (through official contacts). From the latter authorities it will be possible to transfer the good practices to populations of a wider basis achieving transferability aside from the regional scale offering, in that manner, benefits to the overall population of South-Eastern Europe. Project partners themselves will put effort for the dissemination and exploitation of the results in their local area. Partners will also launch a campaign so as to promote the results to all interested policy makers and organizations. Communication and dissemination will be managed by the Lead Partner. The lead partner will manage/mobilize the overall tasks as well as reports on exploitation plans/actions in the local scale which will be provided at the mid-term and at the end of the project from each partner. For better exploitation, an exploitation manager dedicated to this project will be defined.

Each partner will also define a communication and dissemination manager dedicated to the organization of communication and exploitation actions in the local scale. The 3-monthly progress reports will also include any developments on exploitation issues Moreover the web page and the information system will serve for direct access to useful information and updated knowledge on project issues.

3.3.2 Component general description Please describe the content of this Component in further detail (e.g. issue tackled, proposed approach, nature of the planned activities). For further information on the Components, please refer to the Programme Manual. The exchange of knowledge/good-practice and expertise will be carried out through bi-directional actions (horizontal, vertical). The horizontal action will be for the experience share between scientific partners and the vertical action for the exchange between local authorities. Horizontal actions. (Acts between research institutions) Study visits: Partners of similar expertise will act at the specific Country regions implementing the good practices (e.g data collection). These partners will implement cooperatively and in close contact to the Lead partner. When actions should be undertaken for which knowledge transfer should be performed other partners will take the responsibility of good practice tranfering. Towards this purpose, study visits/ pilot measurements/ joint studies for experience and good practices sharing will take place targeting to a homogenous way of data collection and recording. In parallel if it considered necessary that researchers will be travel among

regions sharing knowledge and practices between research groups. Meetings: Horizontal meetings will be organised among partners working in the same expertise (earthquakes, water pollution, wastes, etc). The scope will be the knowledge diffusion and the coordination of the work. Meetings. In the proposed every six-month meetings, knowledge, good practices, innovation and other scientific findings will be shared among partners in a third level of project dissemination. Scientific participants will analyse and share experience gain from specific area investigation. Horizontal actions. (Acts between communities) Meetings: Local authorities with representatives will organize working meetings aimed their experience share. Experience got from prior fires, floods, earthquakes, pollution etc confrontation or the organisation faced natural disasters and pollution. Ascertain of scientific support demand will be another important meeting issue. Web awareness: Existing municipalities’ web

sites could be an easy way for experience and good practices diffusion. Project web site could be connection point throw it scientific information flows to local leaders. (vertical action) Vertical actions (acts between research groups and local leaders) Vertical actions are composed of good practices and policy making tool transfer from research structure to the local authorities’ level. It will be succeeded by research results transferring after completion of the specified work packages. Transferring process could be achieved by vertical meetings organization, this will be performed in 2 levels Level 1, working groups and leaders from municipalities under investigation. Working groups and local leaders will be in a two way co-operation transferring results and accommodations focusing to the projects aims progress. Level 2, Collected experience and results carried out from working groups concerning widest research areas will be diffused to local policy makers in conferences.

3.4.2 Component general description Please describe the content of this Component in further detail (e.g. issues to be tackled, proposed approach, nature of the planned activities). Each partner should design methodological guidelines for the evaluation of the project throughout the duration of its implementation. This tool design will be in accordance of specific issues undertaken by each partner. In general project evaluation will be carried out in the level of each partner conducting the work packages by 1. Draft six - month reports. Working diary, includes staff, actions, results and anything useful for project - part evaluation 2. Maps, models, web sites as research evidence 3. Intermediate report thoroughly illustrated up to now the work done 4. Final reports after the end of each planned action. 5. For cartography action maps and models work as reports

Conferences will put in their agenda the evaluation of project’s progress. Evaluation process will be for each working package, partner, and the total project. A general evaluation report will be produced on the round-table discussion among partner representatives at the conference closure. In the other hand prospective way will be drought out. Close conference is responsible for total project evaluation. The degree of good practice diffusion among partners in the horizontal dimension and from research teams to the public authorities is of major importance. The aim to visualization the collected data in hazardous thematic maps is to create a useful tool. This will help public and authorities to perceive and confront risks from various natural and anthropogenic hazards, and natural disasters. Efficiency degree will be the utility of the cartographic tool delivered to the local policy makers

Project manager will keep all the report copies collected after each action deadline and summarize them for the next conference agenda.

The Technological Institution of Pireus (TEIP) is an institution belonging to the Greek Ministry of Education and Religions Affairs. The Administrative Committee of TEIP is based on Egaleo and covers the fields of Computer Science, Electronics, Mechanical Engineering, Electrical Engineering, Automated Systems and Architecture. Its mission is to run interdisciplinary research programs and provide education curricula for undergraduate, graduate and continuing education students. It provides appropriate equipment and administrative infrastructure needed for management/mobilization of the overall and individual partner tasks and for reporting on exploitation plans/actions in the regional scale. It has also appropriate financial network with specialised staff needed for the financial management of the project. In this manner, TEIP will be able to coordinate the administrative, financial, good practice exchanging as well as the dissemination tasks needed for the successful implementation of

the project. TEIP has experience in studying earthquake risks as electromagnetic variations prior to seismic events. It has equipment and experience in radon research needed for the management of seismic and environmental pollution risks. It has also equipment and experience in computer programming, which will be used in all phases of the project (eg. signal and data processing in earthquakes prediction, risk analysis and assessment, web site and GIS development). TEIP will contribute in the management of natural risks caused by earthquakes and environmental pollution through supporting of awareness-raising and emergency planning actions, developing and coordinating observatories for the better understanding and finally developing actions for minimising natural risks. TEI of Athens-TEIA has a long lasting (since 1982) experience in studying earthquake risks as electromagnetic variations prior to seismic events, including relationships between the precursory signal patterns and the preceding seismic activities and developing signal and data processing solution for earthquakes prediction. During the last five years a telemetric network is operated in Greece, measuring the electromagnetic field variations (EMV) at low and high frequencies using tuned loop antennas in low frequencies (LF) ( 3-10 kHz) and λ/2 dipoles in high frequencies (HF) (41 and 46 MHz). The developed technology is based on a data logger, which digitizes and stores the information. This network uses the already existing field facilities network of 11 digital field stations spread almost all over Greece. The communication of the new stations is based on a real time telemetry using leased telephone lines. By using multiplexing technique the seismological data are transferred in real

time at the baud rate of 9600 bits/s and simultaneously seven others information streams. The telemetric system has been designed to work unattended. TEIA will contribute in the management of natural risks caused by earthquakes through supporting of awareness-raising and emergency planning actions, developing and coordinating observatories for the better understanding of earthquakes and finally developing actions for minimising seismic risks. TEIA will benefit from the project through the exchange of experience with the other seismic-risk working partners, the specialization from the knowledge transfer in the interregional (as well as the regional) scale and through the communication and dissemination practices which will be followed and especially specially for those concerning the contact with probably sensitive populations and policy making public authorities.

TEI of Athens-TEIA has experience in Structural Funds financed projects. TEIA has cooperated in 16 research funds cofinanced at the rate of 75% for EU and additional 3 projects finaced 100% by Greek Authorities. TEIA has also experience in interregional cooperation through 1 one finaced project of Greek-German cooperation and has also experience in financed projects in the whole of the Greek territory (3 projects). A twenty years experience in both the theoretical and experimental activities on identifying pre-seismic electromagnetic anomalies in various frequency bands (from DC-ULF up to VHF) provides the specific background of the University of Athens-UOA for this project. Presently UOA is collaborating with other teams as well in Greece. This has as a result the existence of a telemetric network of approximately 12 EM measuring stations (from ULF up to VHF) of precursory EM anomalies. The role of UOA in this project will be to contribute and support of TEA (partner 2) in analysing and processing EM anomalies for pre-seismic fingerprints (inputs to WP 2200) and to provide the characteristics of the EM signals to be monitored (inputs to WP 1500). In particular, concerning the scientific part, UOA expertise will perform data analysis using modern methods for noise separation. Specific effort will be focused on the understanding and modelling of fracture through the experiment in order to

establish criteria for EM pre-seismic signal detection. UOA will contribute (as the close collaborating partner 2) in the management of natural risks caused by earthquakes through supporting of awareness-raising and emergency planning actions, developing and coordinating observatories for the better understanding of earthquakes and finally developing actions for minimising seismic risks. UOA will benefit from the project through the exchange of experience with the other seismic-risk working partners, the specialization from the knowledge transfer in the interregional (as well as the regional) scale and through the communication and dissemination practices which will be followed and especially specially for those concerning the contact with probably sensitive populations and policy making public authorities.

How will the partner contribute to the content of the cooperation and benefit from it? The Geography of Natural Disasters Laboratory is a research unit in the Department of Geography (DG). Its mission is to i) run interdisciplinary research programs on natural disasters and civil protection; ii) provide relative education curricula for undergraduate, graduate and continuing education students; and iii) disseminate information to the profession and public through service and outreach. It performs academic and research activities in Geographic Information Systems (GIS), satellite remote sensing and applied latgeo-informatics on environmental hazards management-including wildland fires. Laboratories are equipped with lates technology hardware and software infrastructure, including specialized apparatus and stations. The Waste Managment Laboratory (WML) is an integral part of the Department of Environmental Studies.The research focuses on the following areas: i)Estimation of the quantitative and qualitative characteristics of waste ii) Study of Waste Management Systems

The department of the Ecology & the Environment branch of TEI of IONIAN islands provides laboratory facilities for the environmental quality monitoring, as well as a GIS lab for the implementation of the project. All the analytical equipment provided at the moment has been financed at 75% by the European Regional Development Fund and at 25% by National Resources, and put on very recently – on April 2007

The TEI of IONIAN ISLANDS (TIO) is a newly established institution founded in 2003 and belongs to the Greek Ministry of Education and Religions Affairs. The Administrative Committee of TIO is based on Athens while the Departments are spread in three Ionian Islands (Kefallinia,Zakynthos and Lefkada) and cover the following scientific fields: Environment, Biological Agriculture,Administration,Public Relations,Sound Technology,Information Technology.TIO hosts 2.400 students whereas the total number of the educational staff members is about 250.

The Industrial Systems Institute is a public equivalent body with scientific and technological objectives which operates under the supervision of the Greek Secretariat for Research and Technology. The research activities of the Institute are: (i) industrial communication systems, (ii) industrial software, (iii) embedded systems, (iv) intelligent automation. The fields of technological activity of the Institute are: (i) real-time information and communication systems for industrial applications (ii) modelling and control of industrial systems (iii) integrated production systems and large scale systems (iv) embedded systems (v) industrial software. The proposed project requires advanced techniques for modelling the groundwater regime and for the in-time risk diagnosis and the efficient risk management. Moreover, there is need for reliable methods for data collection and transmission. It is clear that the technological expertise of ISI serves the project's goals.

ISI has worked in close cooperation with Ministries, Governmental agencies and European and International organizations, providing environmental management inputs for the development and implementation of national strategies and action plans. ISI team will be in close collaboration with the rest of the partners by providing and gaining knowledge in the field of groundwater management, collect the necessary information and will be involved in measuring the water pollution. The main activities of GAIA, Laboratory of Environmental Engineering, cover the development of systems for prevention and control of environmental pollution, the development of programs for the integrated management of wastewater and solid waste, the development and application of inventory programs concerning the production of solid waste (municipal and industrial) and industrial wastewater, the development of appropriate schemes for the integrated management of municipal solid waste and other priority waste streams at a local and national level, life cycle analysis, development of green technologies, risk assessment applied for environmental decision making and solid waste management etc. GAIA has worked in close cooperation with competent Ministries, Governmental agencies and European and International organisations, providing environmental management inputs for the development and implementation of national strategies and action plans. GAIA team will be in close collaboration

with the rest of the partners by providing and gaining knowledge in the fields of water and waste, collect the necessary information and will be involved in measuring the physicochemical characteristics of water in the areas under concern. The Department of Computer Science worked extensively in measurements of ionizing radiation and environmental monitoring, performing radon measurements all over the free part of the island of Cyprus. The work has been published. Furthermore, they have supervised University final year students whose assignment lay in the same field. Their work was also published. The experience gained will help in setting-up a new main station to perform environmental and other measurements, which will be analyzed by members of the group. The group aims towards developing a data bank of information and examining possible correlation with EMF measurements and examine whether there is a correlation with earthquake signals, in order to set up a warning system.

GAIA has extensive experience in European Projects: LIFE projects:(1)Development of methods and tools for the establishment of good environmental performance in the tourist accommodation sector in Jordan,(2)Life Cycle Assessment as a Decision Support Tool for the ecoproduction of olive oil,(3)Sustainable Construction in Public and Private Works through IPP approach, COST Action 636:Xenobiotics in the urban water cycle, ESF: Nitrogen in Europe, Assessment of current problems and future solutions. The Department of Computer Science has participated in many projects in collaboration with the International Atomic Energy Agency, involving participants from at least 20 Member States and handled all financial matters. From February 2005 to April 2007 they have been involved in a European Union funded project, SENTINEL, whereby monitoring of patient doses for different diagnostic examinations were requested and simultaneously monitoring the image quality of the diagnostic images.

Considered that the technical and scientific experimental competences of CRAM3RA in environmental field are diffused in different Departments and Faculties of the University of Catania, the role of CRAM3RA is in analysis, monitoring and mitigation methodologies for environmental risk with an interdisciplinary and synergic approach, although centred on the environmental chemical science. Besides, the CRAM3RA has the ability to communicate on the processes related to organization and innovative management of environmental risk, acting in the phase of research and advancement and in the application of applied methodologies. The CRAM3RA can also contribute to the content of the cooperation promoting the dissemination of results, organizing conferences and workshops and coordinating research activities and studies of analysis and environmental monitoring.

The CMMF (Multidisciplinary Center of Fluids Modelling) has a wide experience in the research about water and air. The main topics are related with water supply systems (analisys, design, operation and management), but also in water an air quality and pullution. One of the most important research lines that the CMMF is developing now is about Knowledge Discovery in Databases, Intelligent Information Systems and Data Minig, and its environmental applications.

The CMMF (Multidisciplinary Center of Fluids Modelling) can contribute with its expertise in all all the tasks related with models and environmental techniques (Water and air), as well as in horizontal tasks, directed to the intelligent management of the obtained information. The CMMF has experience also in the organization of meetings and congresses at international level, and also in dissemination and diffusion of the scientific and technic information (publications, websites, etc.).

How will the partner contribute to the content of the cooperation and benefit from it? C.U.G.RI. is a consortium between the Universities of Salerno and Napoli established in 1993. C.U.G.RI. mission is to supply operational, technical and financial help to the associated, in the field of the prediction and prevention large risks, particularly in sectors of: geology, geotechnical, hydraulic engineering, structural engineering and industrial engineering C.U.G.RI. is financially and administrative independent from the two partner Universities: the administrative base is in Penta di Fisciano near the main Campus of the University of Salerno. C.U.G.RI. operates through two operational bases one in Penta di Fisciano and the other in Napoli. C.U.G.RI. is governed through a Directive Board and a Scientific Board each Board is composed by 6 members (3 nominated by each University Rectors). The 2 Boards are renewed every 3 years.

C.U.G.RI. activity is funded through contracts with both public and private organization. As non-profit scientific Institution C.U.G.RI. also funds Research Grant for young researchers and the purchase of scientific equipment for the Laboratories of the two partner Universities. C.U.G.RI. through many contracts has developed a large expertise in the field of hydrology and hydraulics and in the monitoring of natural resources.
