T

he DINION HD 1080p Day/Night surveillance camera from Bosch Security Systems will be honored with two prestigious awards for its outstanding product design: the German Design Award and the Dutch Good Industrial Design Award. Both juries, comprised of highly renowned design experts, emphasized the great attention to detail in all components, ranging from the lens and image sensor down to the casing.

The German Design Award is the German Design Council’s highest international form of recognition and will be granted on 15 February 2013 in Frankfurt/Main. The DINION HD 1080p’s remarkable and innovative design set it apart from the competition in the “Industrial Goods and Materials” category. The jury recognized the camera for supplying HD images with excellent color differentiation, even in moderate lighting conditions. The product also impressed with its precise execution, seamless transitions and clear lines.

The Good Industrial Design Award is the hallmark for industrial design in the Netherlands. The DINION HD 1080p is honored in the “Professional Products” category. The prize, which is awarded annually by the Design Cooperation Brainport at the Dutch Design Week in Eindhoven, celebrates products that display a high level of craftsmanship and professional expertise. Bosch Security Systems’ design expertise is founded on many years of experience and commitment. In 2010, the award-

winning DINION HD 1080p replaced the iconic DINION camera, which had dominated the surveillance appliances market for years. The concept focuses primarily on strong design elements that are carried out throughout the series, building a strong Bosch brand identity. The new camera boasts fully redesigned casing, providing enough space for the sophisticated high-definition technology inside.

In the industry, the DINION HD 1080p is recognized for its best-in-class digital imaging technology, delivering high-resolution images even under challenging lighting conditions. The camera uses the latest CMOS-based HD sensor for a sharper, more detailed picture with a 16:9 image format. Multicasting, Internet streaming and iSCSI recording (CCTV storage) are all fully supported, and the camera’s built-in Intelligent Video Analysis incorporates features like “idle object”, “line crossing”, “flow detection” and “crowd detection” to help operators monitor highly frequented environments.

Bosch Security Systems’ design of the DINION HD 1080p camera has been recognized repeatedly by international award bodies. In 2012 it received the red dot design award for its elaborate and innovative product design. This year also, the camera received the MTP Gold Medal Award, given at the trade fair Międzynarodowe Targi Poznańskie in Poznan, Poland. Hikvision Expo : Resounded Grand Success in Kolkata, Bengaluru and Chennai

Hikvision organized the Hikvision Expo event in Kolkata, Bengaluru and Chennai in the month of December 2012, for all the stakeholders of security Industry. The multicity event got overwhelming response from distributors, dealers and system integrators.

Hikvision Expo kick started in Kolkata on 17th December, then in Chennai on 19th December followed by Bengaluru on the 21st December 2012. The tremendous response at the Expo was evident through the jam packed seminar. Hikvision’s core technical experts were present to educate about product features and demonstrated the live functionality of products thereby allowing the channel partners to learn and be trained in Hikvisions’ latest technologies.

Overall, the Hikvision Expo was a highly enriching experience for distributors and dealers. The System Integrators were satisfied and intrigued by the product demonstration, seminars and training in their city.

With the successful project launch on 18 January 2013, the diamond city of Surat in Gujarat will benefit from a stateof-the-art 24x7 video surveillance and security command center.

“There is a need to enhance the safety and security of Surat City based on its large population and

concentration of key industries, such as diamond, textile, engineering, and oil and gas,” says Mr. Rakesh Asthana, Police Commissioner, Surat City. “The Surat Safe City Project is an investment designed to help ensure the safety of our people and bring a greater awareness of security amongst our citizens. This project of the government of Gujarat has been executed successfully as a public partnership by the Surat Police Commissionerate,” along with Surat Traffic Education Trust, Innovative Telecom and Verint as a technology partner.

The initial phase of the Surat Safe City Project consisted of 100+ closed circuit television (CCTV) cameras covering all major traffic junctions along with critical entry and exit points in the city. In subsequent phases, the Surat City Police Department and Surat Traffic Education Trust plan to extend the coverage in the city, which has a population of approximately forty five lakh (or about 4,500,000), by integrating the project with the proposed state government surveillance and command center network in Gandhinagar. The city administration plans to increase the number of surveillance locations to 5,000 by the end of the project implementation.

Barix IP voice alarm and emergency intercom solution enhances security for Maldives Islands resort company

B

arix is helping the parent company of a Maldives Islands resort boost property security through the power of IP audio. The system, installed by Maldives-based systems integration firm EIT Private Limited, integrates two-way Audio over IP technology from Barix as part of an intrusion alarm solution for the business offices of Bandos Island Resort and Spa. The complete solution also includes CCTV video and remote monitoring components.

EIT Private Limited installed a security system following recent burglaries at the resort’s headquarters, located in the 13-story Jazeera Building in the capital city of Male’. The Barix solution employs two Annuncicom PS1 devices, with one at the main Jazeera Building control center and a second in a control center on resort grounds, where all remote monitoring takes place. The PS1 enables a direct connection for intercom communications between the two control centers over an eightmile (13-kilometer) distance.

EIT Private Limited Director Mohamed Afzal estimates that the Barix solution saved his customer five thousand dollars ($5,000) versus a legacy audio system, eliminating interference concerns in the process.

Long-distance audio is streamed between the two PS1 devices over a WiFi link from Ubiquiti Networks, costing far less than communicating by mobile phone or PSTN networks.

Ultimately, the Barix solution provides his customer with the high audio quality needed to reliably communicate and prevent theft today — and the flexibility to grow the system moving forward.

“Barix offers the best option for a customized IP audio solution in security, with open software that allows us to integrate and customize their hardware,” said Afzal. “Most vendors don’t provide that kind of flexibility. In this case, Bandos Island Resort and Spa no longer have to depend on others or worry about the questionable reliability of SMS-based mobile communication to report security incidents. The PS1 ensures that guards can better communicate (at no additional cost), and more effectively catch suspects during a forced entry or theft.”

Afzal added that Barix provides flexibility in audio streaming, allowing users to choose any type of format or compression depending on the customer’s network strength.

“Too many other products have fixed bit rates for audio, and in many cases the customer’s network cannot accommodate the bandwidth needed to handle the streams,” he said. “Barix offers plenty of audio streaming options so that customers are not forced to invest in network upgrades or buy additional hardware.”

SIP (Session Initiation Protocol) calls can be initiated to allow communication with multiple receiving devices. Remote access control at the main office building entrance is also made possible with the Barix installation.

Afzal concluded that set up was extremely simple, with streaming enabled between the two PS1 devices within minutes of configuration.

“The PS1 devices detect each other over the network almost immediately once set up and powered on,” he said.

SEI certifies thermal imagers to new NFPA criteria used by the emergency responders

he Safety Equipment Institute (SEI) is pleased to announce that the first certifications have been issued to the new NFPA criteria for fire service Thermal Imagers, NFPA 1801, Standard on Thermal Imagers for the Fire Service, 2013 Edition. The revised NFPA 1801 standard was issued by the NFPA Standards Council on May 29, 2012, with an effective date of June18, 2012.

The 2013 edition of the standard includes design and performance requirements covering various modes of operation (TI Basic and TI Basic Plus) and image quality. Required testing includes Image Recognition Test, Vibration Test, Impact Acceleration Resistance Test, Corrosion Test, Viewing Surface Abrasion Test, Heat Resistance Test, Heat and Flame Test, Product Label Durability Test, Cable Pullout Test, Effective Temperature Range Test, Field of View measurement, Thermal Sensitivity Test, and Durability Test.

The independent testing of Thermal Imaging Cameras used in the fire and emergency services was conducted at SEI’s contract testing laboratory, Intertek Testing Services, located in Cortland, NY. The staff at SEI and Intertek closely monitored the progress of the new standard through participation on the Technical Committee on Electronic Safety Equipment of the NFPA, and are well-equipped for testing to the new standard.

In addition to initial compliance testing of all Thermal Imaging Camera (TIC) models, manufacturers who participate in the SEI certification program must pass a rigorous quality assurance audit of their manufacturing facility and operate in accordance with ISO 9001. Also, all products carrying the SEI label are required to be re-

certified annually. This means that all products must be re-tested annually, and the manufacturing facility must continue to successfully meet all SEI quality assurance requirements during follow-up audits.

A+A 2013 in Düsseldorf continues to head for growth Focus on Corporate Health & Fashion

+A in Düsseldorf is continuing to head for growth. A+A 2013 is the international number one event for a safe and healthy working environment (trade fair & congress from 5 to 8 November). By the beginning of December 2012 exhibitors had already reached the record figure of the previous year (A+A 2011), at 57,500 square metres. Again, just over 1,600 exhibitors are expected who will be presenting and highlighting a broad spectrum of products and services in a range of areas: personal protective equipment, corporate security, special equipment for disaster relief and health at the workplace.

Certain aspects, however, will be more at the focus than on previous occasions, says Joachim Schäfer, Managing Director of Messe Düsseldorf: “One market that has been growing, in particular, is Corporate Fashion & Image Wear. In this highly fashion-focused area of work clothes and protective clothing the products of our exhibitors and the A+A Fashion Show will win new target groups for A+A, e.g. decision-makers from companies requiring customised clothing.”

Set against the background of demographic change and a general rise in health consciousness, even greater importance will now be attached to one particular “classic” in the A+A programme: “More and more companies are beginning to see corporate health management as a vital success factor. It’s a matter of sustaining employee performance and of counteracting physical and

There will be a theme park in Hall 10, called Workplace Design, collaboratively organised, among others, by the publishing company Dr. Curt Haefner-Verlag together with Ergonomics Departments of various universities and the Deutsche Netzwerk Büro (German Networking Office). Its focus will be on ergonomic workplace design, on examples of solutions for a variety of industries and on stress profiles, ranging from office workplaces, assembly lines and supply chain packing stations to an example of how lab activities might be organised. Moreover, the theme park will include a forum with best practice presentations from the daily lives of companies.

Corporate Health exhibitors, too, will be present in Hall 10, with suitable visual highlighting for trade visitors. One immediate neighbour will be the Health & Safety Meeting Point as a central port of call for non-commercial exhibitors, such as professional and trade associations, German statutory accident insurers and the International Labour Organisation.

Exhibitors of Personal Protective Equipment (Safety) will occupy Halls 3, 4 and 5 (this hall will be shared with Corporate Fashion and the A+A Fashion Show) as well as Halls 7.9, 9 and 10.

These Safety products and services (personal protection) will be arranged in parallel with Security, i.e. corporate security and special equipment for disaster relief, in Halls 6 and 7a.

This is also where two further features will be situated: the well established theme park Fire & Disaster Relief (Hall 6, in partnership with the German Association of Plant Fire Services WFV and the German Federal Relief Agency THW) and the Safety & Security Innovation Park (Hall 7) with live demonstrations and presentations of innovative products and services.

The partner country of A+A 2013 will be Turkey – a country with a large economically active population, above-average economic growth over the last few years and ambitious political targets to improve occupational health & safety standards. It is therefore seen as a lucrative future market for protective equipment and for safety & security solutions. A+A will include a German-Turkish dialogue on health and safety, with the participation of important professional associations, institutions and government.

Another integral part of A+A, in addition to the trade fair and its theme parks, will be the international A+A Congress, which attracted over 5,000 delegates last year. There will be just over 60 series of events, covering the areas of health, safety and ergonomics. As before, much attention at the A+A Congress will focus on an event that has received considerable international interest: the conference of the International Labour Organisation (ILO) as a dialogue and information platform on worldwide trends in preventative healthcare. This year’s emphasis will be on occupational diseases.

The main target group of A+A includes experts in occupational health & safety and security management, HR managers, buyers from industry, company doctors, owners of small businesses, staff councils, works councils, fire-fighters, relief workers and the police force.

When A+A was launched in 1954, it was set up as a nationally focused event on “Occupational Health & Safety and Occupational Medicine”, but it has since then developed into an internationally influential thematic and market platform for health and safety at work. Process : The biggest challenge today in India is the process of establishing the hierarchy of controls. Many a times the users deploy controls without technically establishing the risk / exposures. Thus, often these ‘PPE’ over or under protect the user. The ‘PPE’ issued to workers are often considered as uncomfortable due to this challenge. incorrect selection due to lack of technical assessment of hazards.

Cost vs Price : India is a price sensitive country and it should be like that. However it is important to understand the difference between cost and price. Price is what you pay at the point of purchase and cost is a measurement over the product life-cycle. Many a times we go wrong in understanding that we need to see overall payback considering product value, usage safety enhancement and lower maintenance cost.

Awareness : “We know everything”, “I have worked 20 years and nothing has ha’PPE’ned to me” “This is not my priority” – these are common feedbacks and are clear signals of low awareness and attitude. These statements also boast of overconfidence. The deficit of knowledge results in non-usage of ‘PPE’ and leads to chronic / acute occupational diseases, unsafe conditions and / or even fatalities. Awareness of ‘PPE’ is a big challenge in India as participation and balance between supply side and user side still has a long way to go.

Information & Training : Right product may have been identified but till product usage is not properly established or the user is not educated in its benefits it offers to him / her and information on regular up-keep and timely disposal is not provided the ‘PPE’ shall have lost its value hence this area needs further reinforcement with the involvement of both the provider and the enforcer. Products are often supplied without usage, storage, maintenance information; this also needs to be further improved upon. Internal communication to the users on product specifications and limitations of use needs further reinforcement.

Q. What is the current statue role in the field of PPE? Statue Enforcement : The statute in India – The Indian Factories Act – 1948 has got very limited mention on the subject of ‘PPE’. Often in growing economies people follow only what are the basic requirements in the statute resulting from exposure and exploit this to their advantage. A strong Statue ensures strong adoption and enforcement of usage of the right protection. In India the enforcers of the statute which is basically the Department of Industrial Safety and Health though have undertaken an uphill task of educating and enforcing still have a lot to be done and they also recognize their own limitations to enforce this issue as there are different priorities before them.

IN FOCUS Q. What is the status of PPE standards in India?

Standards : As we all know that BIS - ISI is the organization governing standards of ‘PPE’ though it is a well known fact that a majority of the standards need an update. The modern ‘PPE’ which are largely used are yet not covered. The standards which exist are not more than replicas of international standards though it may be difficult in practice to follow / implement them in India.

The most important fact is that working conditions of a typical Indian worker vis-à-vis his counterpart in any developed nation differs in every manner. The fact that an average Indian worker works for longer duration, in more extreme conditions with a limited budget are very important points to be considered during development of a standard.

It is time now that priority should be given not only to develop the appropriate standards but also have the right infrastructure / laboratories to test and qualify the ‘PPE’ as per Indian Standards and again these standards must be followed in letter and spirit.

Q. What is the way forward according to you?

Way Forward While we have recognized the INTENATIONAL way of approaching ‘PPE’, the national challenges and advantages we have to also draw a road map to reach where we want to few of the steps to meet international practices and standards could be as follows.

Adopt Process All the stake holders in the ‘PPE’ vertical need to know the importance of adopting a systematic way of approaching this vital issue. The basic risk assessment at so many small medium enterprises and large enterprises has to be adopted. The very process of establishing, selection of ‘PPE’ needs reinforcement and thus all stake holders need to insist on this.

Role of enforcers The new Factories Act is getting upgraded and is going to be tabled soon in the parliament. It is the right time to elaborate the ‘PPE’ subject and its aspects like usage, standards and the details of ‘PPE’ need to be suggested.

Enforcing agencies need to priorities this issue. To start with at least a soft copy of existing local standards need to be acquired by them, studied, commented and implemented.

Draft Standards BIS or other agencies who govern the standards of ‘PPE’ need to expedite covering new ‘PPE’ and also upgrade standards of the existing ones to meet International INDUSTRIAL SAFETY REVIEW | JANUARY 2013 | 67

IN FOCUS standards. The Indian conditions need to be very much considered while doing so. Simply adopting to a international standard may always not be the right way. Various International standards need to be studied and then a local standard needs to be established.

Role of NGO, Associations etc.

Various NGOs need to spread awareness in workers and, good case studies need to be circulated for motivation. Awards for innovation and best practices shall go a far way.

This could be followed with simple user guides to disclaimers and providing training in ‘PPE’, to help users reach the right selection process as per International guidelines.

This is then to be sustained in every production cycle to ensure the user develops the trust and feels safe while using a particular ‘PPE’ from a particular manufacturer.

On his end the user needs to be very careful firstly in expressing his requirement which could be done by studying the hazard carefully and then laying down standards to meet his requirement. Then the user or provider has to be particular in internally communicating about the use and advantages of ‘PPE’ to all users. The selection criteria and the specification of ‘PPE’ needs to be studied although ‘PPE’ sits last in the hierarchy of control it still is the saviour in many-many ways.

The recent spate of incidents, highlight the need for video surveillance in public transport – busses, trams, taxis and trains. Cameras would act as a deterrent to criminal activity and inappropriate behaviour. This would provide both the passengers and the driver with an added sense of security.

Further, in the event of an ‘incident’ the stored images can provide valuable evidence to both track and convict the criminals. It can also be used to monitor driver performance, the bus staff and to verify that they do charge all passengers for their travel.

Solution Brief

Video surveillance could be effectively carried out with the installation of one or more cameras inside the vehicle. A DVR/ NVR would be suitably located in the vehicle for storage of the video signals. In some cases, the DVR/NVR would have the capability to interface with a GPS device and for transmission of a selected video stream over a wireless link to a central monitoring station.

Typical installation.

A typical installation in a single decker bus comprises of four cameras each located on the windshield, carriage, front and exit doors. The camera installed on the windshield would monitor whether the driver goes through a red light or tends to drive too close to the vehicle in front. The camera fixed above the driver monitors the passengers entering the bus. dispute) throughout the bus and the camera at the exit keeps an eye on the behaviour of passengers going off the bus. The video data would be stored on a ‘mobile DVR’ which would have the ability to seamlessly integrate with a GPS device and a wireless transmitter. One or two cameras may suffice for a taxi while the number may be higher for a Van or Tram car.

Most manufacturers also offer ease of integration with both wireless transmission and GPS to ensure that the images recorded are marked with the bus stop (location) information and the time. Software for monitoring the vehicle, from a remote location, in ‘real time’, is also readily available.

Conclusion.

Vehicle Tracking.

In addition to ‘on board surveillance’, GPS and wireless transceiver on board the vehicle would enable tracking of the vehicle in ‘realtime’. The location of the vehicle could be plotted, in real time, on an e-map. This could also provide useful ‘performance’ information on both the driver and vehicle: • Create a ‘virtual fence’ to trigger an alarm in the event the vehicle deviates from its approved route.

• Track vehicle speed, sudden braking and unauthorized ‘stops’.

• Monitor arrival times.

In spite of the existence of the National Building Code of India and several fire safety regulations enacted by various state governments and local bodies, the fires and explosions are mounting day by day through out the country. Hence, sincere efforts are to be made by one and all to prevent the fire and explosions in the country.

INTRODUCTION :

There are three types of hazards viz., fire, explosion and toxic release, occur in industry in particular chemical process industries. In many instances, more than one of these hazards occurs in tandem of each other.

Fires occur in industry, more frequently than explosions and toxic releases, although the consequences in terms of loss of life are generally less. Hoverer, if the ignition of escaping flammable material is delayed, an unconfined vapour cloud of flammable material may be formed, which if ignited, can cause violent explosion, resulting in extensive damage. The fire is the first major hazard in the chemical / process industries and causes more serious accidents than explosions or toxic release, although the accidents in which the greatest loss of life and the damage occur are generally caused by explosion.

Fire is normally regarded as having a disaster potential less than explosion or toxic release. It may be remembered here that the world’s worst industrial disaster – Bhopal Gas Tragedy - occurred on the night of 2 - 3 December 1984, due to toxic release of the chemical “methyl isocyanate” and over 5,00,000 people were exposed to this chemical.

However, ‘toxic releases’ are not dealt in this article. The scope of

this article is confined to Fire and Explosion hazards only.

2. FIRES AND EXPLOSIONS IN INDIA :

Fire is a serious hazard in India and on an average about 25,000 people dies every year due to fires and explosions. India has witnessed several devastating fires and explosions that have claimed hundreds of innocent lives and property damages. Some of the major fires and explosions occurred in India are given below along with few images of the incidents (See Fig. 1 to 6).

April 14, 1944 : A major explosion occurred in the Victoria Dock of Bombay when the freighter SS Fort Stikine carrying mixed cargo of cotton bales, gold, and ammunition including around 1400 tons of explosives, caught fire and destroyed in two giant blasts, scattering debris over 2 square miles, sinking 27 other ships in Victoria Dock and neighboring Princes Dock and setting fire to the area killing around 800 people and injuring about 3000.

November 9, 1988 : A fire occurred on a light naphtha storage tank of BPCL Refinery at Mumbai. The tank was overfilled and consequentially The ready reckoner for safety & security industry

TECH UPDATE over pressurized because of the faulty indication tank level gauge, which was repaired a couple of days prior to the incident. The tank roof ruptured releasing a large amount of hydrocarbon vapour spread over an extended area and ignited. - 35 persons killed and 23 injured. Out of the 20 tanks located in the farm area, 5 were damaged.

November 6, 1990 : A leak occurred on a pipeline transporting ethane and propane to the gas cracker complex of IPCL petrochemical plant at Nagothane, Maharashtra. A vapour cloud formed and ignited at an off site gas treatment plant and compression facility. The cracker was not damaged by the resultant vapour cloud explosion, but serious damage was done to off site units 31 persons killed.

December 23, 1995 : A fire broke out at the Rajiv Marriage Palace in Mandi Dabwali, Haryana, where the DAV School was holding its annual prize distribution function. A synthetic tent which had been setup inside the building caught alight, when an electric generator shortcircuited. The fire spread quickly and blocked the main entrance. Many of the deaths were caused by the stampede as 1,500 people tried to escape through the single exit door.

killed, and over 300 injured, (See Figure 1).

June 7, 1997 : A fire broke out in the yagasala of the Brihadeeswara Temple, Thanjavur. Inflammable materials likes’ ghee, condiments and thatched roofs helped the fire spread fast. Most of the victims died after inhaling carbon monoxide; while a few were killed in a stampede. – 40 killed, 85 injured, (See Figure 2).

June 13, 1997 : A fire engulfed the Uphaar Cinema at Delhi due to a blast in a transformer in an underground parking area in a five story building, which housed the Cinema hall. Most of the victims were trapped in the balcony and suffocated to death when poisonous smoke engulfed the hall - 59 killed and over 100 injuring in the subsequent stampede, (See Figure 3).

September 15, 1997 : A large LPG leak occurred at the manifolds area below a sphere containing about 1000 tones of LPG, at HPCL Refinery at Vishakhapatnam. The resulting vapour cloud spread to an area of about 250 m radius and exploded on ignition – 57 people were killed. The explosion damaged 4 other spheres a number of liquid petroleum storage tanks and several buildings.

April 10, 2000 : A devastating fire broke out at a tent of ‘Brand India Fair’ at Victoria Park, Meerut. The cause of the fire was due to an electrical short circuit within the structure. The fire also led to the explosion of gas cylinders at the makeshift kitchen at the site which soon engulfed the area turning the park into an inferno. At least 100 people were killed, (See Figure 4).

January 23, 2004 : A major blaze engulfed Padmapriya Marriage Hall at Srirangam, near Tiruchi, in Tamil Nadu. The probable cause of the fire was due to a short circuit which resulted from a wire of videographer’s camera - 62 people including the bridegroom were killed and 45 severely injured.

October 29, 2009 : A fire broke out at the Indian Oil Corporation’s oil depots giant tank holding 8000 kilolitres of oil, in Slopura Industrial Area on the outskirts’ of Jaipur, Rajasthan. The blaze continued to rage out of control over a week and during the period half a million people were evacuated from the area. The Meteorology department recorded a tremor measuring 2.3 in the Richer scale when the first explosion occurred which resulted in shattering of glass windows nearly 3 kilometers from the accident site – 12 killed and injuring over 200, (See Figure 5).

in Sivakashi, Tamil Nadu, triggering a major fire. The blast reduced 40 to 48 sheds in the fireworks unit to rubbles in no time. - About 50 people killed and more than 75 injured, (See Figure 6).

Fires can take several different forms, such as jet fires (flames), pool fires, running liquid fires, flash fires, fireballs, vapour cloud explosions and boiling liquid expanding vapour explosions (BLEVEs), which are outlined below:

December 9, 2011 : A blaze started in the basement of building of AMRI Hospital, Dhakuria, Kolkata and quickly spread, trapping hundreds of people – 94 patients and staffers were killed.

July 30, 2012 : A coach of Delhi – Chennai Tamil Nadu Express caught fire near Nellor in Andhra Pradesh at the wee hours – 35 passengers were killed and 25 injured.

September 5, 2012 : A powerful explosion tore through one of the biggest fire works factories, Om Sakthi Fireworks Industries Crackers

to overheat and burst a boiling liquid expanding vapour explosion (BLEVE).

Jet fires or flames have been involved in a number of accidents.

Perhaps the most dramatic were the large jet flames from the gas riser on the Piper Alpha Oil Platform in the North Sea (See Fig. 7). On the night of 8th July 1988, a series of violent explosions and a large fire destroyed the oil platform. Only 62 crew members survived out of the 229 persons on board. Many workers were trapped because rescue helicopters could not approach when confronted with flames 100 meters high. The majority of those who survived jumped from the platform into the rough sea.

JET FIRES :

There is a wide variety of situation in which a jet fire or ejected flame, can occur, either by design or accident. The principal situations in which flames occur by design are burners and flares. Ejection of flammable liquid from a vessel, pipe or pipe flange, can give rise to a jet flame if the material ignites. Jet fires dissipate thermal radiation away from the flame’s visible boundaries.

The energy transmitted could be hazardous to both life and property.

Scenarios involving jet flames are not easy to handle, since a large jet flame may have substantial ‘reach’ sometimes up to 50 meters or more. A jet fire would appear as a long narrow flame through a small aperture / hole / orifice. In other cases jet flames from pressure relief valves have cost adjacent vessels

POOL FIRE :

A pool fire occurs when a flammable liquid spills onto the ground and is ignited. A fire in a liquid storage tank is also a form of pool fire, as in trench fire. A pool fire may also occur on the surface of flammable liquid spilled onto water.

A pool fire is defined as “a pool of flammable liquid burning with a stationary diffusion flame or the combustion of material evaporating from a layer of liquid at the base of fire”.

TECH UPDATE phenomenon. A pool fire burns with a flame, which is often taken to be a cylinder with a height, twice the pool diameter. In still air, the flame is vertical, but in wind it tilts. Wind also causes the base of the flame to extend beyond the downwind edge of the pool, thus exhibiting flame drag. With some pool fires blowout can occur a wind speed of about 5m per second.

The characteristics of pool fire depend on the pool diameter.

The liquid burning rates increases with the diameter until for large diameters it reaches a fixed value.

The heat radiated from the flame behaves similarly.

A pool fire can take place in a storage tank, as for example, in a tank, which has lost its top, as a result of either internal or external explosion (See Fig. 8). The fire may also take places in a bund. In both the above cases, the boundary of the pool is clearly defined and the shape of the pool may be circular or rectangular.

Other types of pool fire occur after a liquid is discharged on the ground, the shape and depth of the pool being determined by the local contours.

of down-wind ‘spill over’ or ‘flame drag’. This spill –over increases the effective diameter of the pool fire by 50% of the bund diameter.

The pool fires have occurred at many places and the one occurred at Cleveland, Ohio, USA, in 1944 is important to remember. In this fire about 3,000 T of LNG ‘spilled over’ from several storage tanks and caused large scale pool fires. The accident resulted in 128 deaths and 400 injuries.

Pool fires, especially in bunds, which are either circular or square, have an approximately cylindrical shape. In the absence of wind, this would be an upright cylinder. But usually wind is present and the cylinder is oblique / tilted / inclined.

A notable feature of pool fire is that

RUNNING LIQUID FIRES :

A running liquid fire involves the spread of flame across the surface of a flammable liquid spillage. In spread and extent, the fire is greatly influenced by local topography. As the spread is often promoted by, drains and trenches, it is necessary to consider the radiative effects from fires spread in this way.

Thin flames are less radiative than thick flames. Hence, drains can be built with narrow necks, opening into larger volumes below the surface. The design shall allow for presence of firewater and for separating immiscible liquids when desired.

FLASH FIRE :

Flash fire is also known a vapour cloud fire. Flash fire is defined as “the combustion of a flammable vapour and air mixture in which flame passes through the mixture, at less than sonic velocity (speed of sound in the medium), such that negligible over pressure is generated”. A flash fire, occurs when a vapour cloud forms from a leak and is ignited, but without creation of significant overpressure. If such overpressure occurs, the event is a vapour cloud explosion (VCE), rather than a vapour cloud fire (VCF).

occurrence. If the ignition is prompt, the cloud may be modest in size, but if the cloud has time to spread over an appreciable part of the site and is then ignited, a major cloud fire may result. This occurs in only a very small proportion of ignited release.

In a flash fire, the gas burns, but does not explode. The heat radiation or the flames may cause severe burns. It may also cause sudden depletion of oxygen. When controlled quickly, the flash fire may not cause serious damage to the main plant and equipment, but can extensively damage electrical cables and other vulnerable items of equipment.

In the petrochemical industries, flash fire can occur at collection points, compressor stations, refineries, etc. Industrial flash fire and explosions result from the accidental release and ignition of flammable fuels. The size and duration of the flame that result from this ignition is determined by the amount of fuel available, the efficiency of combustion, and the environmental and physical characteristics of the site of the flash fire or explosion. The temperatures attained by flash fire have been estimated to range from 550 to 1050˚C, although higher temperatures are believed to occur. If the flash fire or explosion is sufficiently intense, the heat produced may cause regular clothing to melt or begin burning. Large and destructive vapour cloud fires occurred at Port Newark, New Jersey, in 1951 and at Mexico City, in 1984.

FIRE BALLS :

A fireball burn at about 1400 ˚C, and are extremely dangerous because of their rate of burn and amount of radiant heat generated. A fireball is inevitable from BLEVE’s involving flammable liquids. TECH UPDATE flammable liquids so hazardous. The bulk of the cloud is too fuel rich, so they can only burn around the outer envelope. The cloud will also be lighter than air because of its heat content so that it will lift off to give the appearance of a mini – atomic bomb; complete with mushroom cloud and stem made up of burning fuel reaching up to it from the ground ( See Fig. 9).

According to Leith Higgins, Principle Scientific Officer of Fire and Energy Services Authority (FESA) of Western Australia, a BLEVE involving 50 tonnes of LPG would produce a fireball of 200 meters in diameter that would burn for about 14 seconds. During that time it would have a radiant heat content output of about 1, 70,000 megawatts.

There are two types of events, which may give rise to fireball. One is, the ignition of a release on a liquefied gas pipeline, where the jet flame is preceded, by a fireball in which un-ignited gas is burned. The other is an eruption in hot oil giving rise to release of burning vapour.

A distinction needs to be made between fireball resulting from the bursting of a pressure vessel and one resulting from a formation of a vapour cloud. In the first case, the bursting many occur under fire conditions and be part of a BLEVE or it many occur in the absence of fire.

of a vessel, and buoyancy forces predominate in one formed from a vapour cloud.

Incidents involving fireballs are not uncommon. They normally occur as part of a BLEVE when vessel ruptures after it has been engulfed in fire or has been subjected to a directed flame. The vessels principally liable to such conditions are storage vessels, rail tank cars, and road tankers.

A massive BLEVE fireball occurred at Crescent City, Illinois, USA in 1970 with an estimated diameter of 150 – 200 m. The diameter of BLEVE fireball incidents at Houston, Texas, USA in 1971; Kingman, Arizona, USA in 1973 and Bet, Montane, USA, in 1976, was about 300m. The disaster at Mexico City, in 1985, involved a series of fireballs from BLEVEs. The estimated diameter of fireballs at Donnellson, Iowa, USA was 610 m.

8. VAPOUR CLOUD EXPLOSIONS :

The relative importance of the vapour cloud explosion (VCE) hazard has grown in recent years.

Until the early 1980’s, a vapour cloud explosion (VCE) was generally referred to as unconfined vapour cloud explosion (UVCE). However, since the combustion of a vapour cloud, the occurrence of overpressure tends to occur due to the presence of structures and obstacles and of partial confinements, the term “unconfined”, is now generally omitted.

A vapour cloud explosion is defined as “an explosion of a cloud made up of a mixture of flammable vapour or gas in air”. In other words, when a cloud of flammable vapour burns, the combustion may give rise to an overpressure or it may not. If there is no overpressure, the event is vapour cloud fire, or flash fire, and if there is overpressure, it is a vapour cloud explosion.

one of the most serious hazards in the process industries. Vapour cloud explosions do occasionally occur and they tend to be very destructive. A feature of vapour cloud is that it may drift some distance from the point where the leak has occurred and may thus threaten a considerable area.

A vapour cloud explosion occurs when a sufficient amount of flammable or combustible material is released, mixes with air and is ignited. When the flammable vapour cloud is ignited, it can explode, producing a blast wave which can cause major destruction at a large distance.

Vapour cloud explosions could be of the two types viz., (1) Confined explosions – these are the ones, which occur within some sort of containment, such as a vessel or a pipe work. Explosions in building also come under this category, and (2) Unconfined explosions – these are the ones in, which the cloud burns in the space or open air, with sufficient rapidity. Normally, the peak pressures of confined explosions are higher and may reach hundreds of kN/m².

The difference between a gas explosion and vapour cloud explosion has to do whether the material is a gas or liquid at ordinary temperature and pressure. Methane and propane would be considered as a gas but fuels such as gasoline, hexane, and cyclohexane are liquids which can vaporise forming a vapour cloud.

The shape of the vapour cloud before ignition is not spherical but is influenced by wind or air movement and by nearby structures. The fire will burn at all locations where the vapour cloud concentrations are about half the lower explosive limit or higher; however, ignition takes place between the lower and upper explosive limit values.

probably does not exceed 15 psi above atmospheric. At the edge of the cloud the overexposure is likely to be 10 psi or less. The Table No. 1 gives some of the major industrial vapour cloud explosions.

accident at a chemical plant near Flixborough. U.K. The accident involved the rupture in a 20 inch bypass pipe dumping almost 40 tons of cyclohexane which vaporized.

The resulting vapour cloud found an ignition source; the blast and fire destroyed the entire chemical complex killing 28 people and injuring 89 (See Figure 10).

vapour cloud explosion and fireball occurred at the Philips 66 Petroleum Chemical Complex at Pasadena near Houston, Texas, killing 23 workers, one worker missing and injuring more then 130 others, (See Figure 11). The accident was investigated by the Occupational Safety and Health Administration (OSHA), the Environmental Protection Agency and other agencies. According to OSHA report, the vapour cloud resulted as a sudden gas release of an estimated 85,000 Ibs of a flammable gas mixture (hydrogen, ethylene, hexane, and isobutylene) through an 8 inch open valve. The vapour cloud (estimated to be roughly 1100 feet long, 800 feet wide, and 5 feet high) drifted downwind for about 90 to 120 seconds before contacting an ignition source. The vapour cloud plus additional flammable gas inside tanks at the valve source exploded with a force equivalent to 2.4 tons of TNT based on blast damage.

Windows were shattered and bricks were ripped out in an administration building 0.5 miles away. Fragments were thrown as far as six miles away.

Another major conflagration caused by a series of explosions on 11 December 2005 at the Hertfordshire Oil Storage Terminal, Buncefield in England with a capacity of about 60, 000,000 imperial gallons fuel.

TECH UPDATE occurred near tank 912 which led to further explosions which eventually overwhelmed 20 large storage tanks.

The explosion measured 2.4 on the Richter scale. The incident described as the biggest of its kind in peacetime Europe (See Figure 12) and certainly the biggest such explosion in U.K. since 1974 Flixborough disaster.

9. BOILING LIQUID EXPANDING VAPOUR EXPLOSION (BLEVE) :

The term ‘BLEVE’ is an acronym for boiling liquid expanding vapour explosion coined by three Factory Mutual (FM) researches viz.: James B Smith, William S Marsh, and Wilbur L Walls. BLEVE has been defined and explained by various experts and some of them are quoted below: Wilbur L. Walls while working with NFPA made many presentations on BLEVEs. According to Walls “for a BLEVE to occur, the container has to be under pressure, the pressure has to exceed the strength of the container, and the container has to be weakened in some way (impact, corrosion, fire)”. Walls further claims that BLEVEs occur with many types of liquefied gases, flammable and non flammable.

Queens University at Kingston, Ontario, Canada, hold the view that a BLEVE occurs when a vessel holding a pressure liquefied gas fails catastrophically. According to Birk, “a BLEVE is a physical explosion of compressed vapour and rapidly vaporizing liquid. Upon vessel failure the vapour space sends out a shock wave from the liquid flashing to vapour. If the material is flammable, a fireball may follow it (See Fig. 13).

The rapid explosion can also cause projectile effects.”

In the General Hazardous Materials Behaviour Model by Ludwing Benner, the BLEVE would be considered as a ‘release event’ as a result of the container’s failing.

According to Benner, the magnitude of the release depends on the characteristics of the product, the state and quality of the product, the flow or release rate, the propulsion force, and even whether conditions.

David Lesak, a nationally known hazardous materials author, lecturer, and course developer, defines a BLEVE as a pressure release from catastrophic container failure. The result of a BLEVE is total devastation to the immediate area with potentially large loss of life and property.

The size of the BLEVE is dependent on the size and weight of the container along with the amount of liquid that remains inside the container at the moment of the BLEVE. Generally speaking, the bigger the container, the bigger the BLEVE. BLEVE is an explosion caused by the rupture of a vessel containing a pressurised liquid above its boiling point. A BLEVE is a combination of fire and explosion with an intense radiant heat explosion within a relatively short time interval. In other words it is used to describe the sudden rupture of a vessel system containing liquefied flammable gas under pressure due to flame

impingement. The pressure burst and the flashing of the liquid to the vapour, creates a blast wave and potential missile damage. It also results in immediate ignition of the expanding fuel – air – mixture leading to intense combustion, which ultimately results in a fireball.

The phenomena of BLEVE can occur within a vessel or a tank, in which a liquefied gas is kept above its atmospheric boiling point. If the pressure vessel fails as a result of a weakening of the structure, the contents are instantaneously released from the vessel as turbulent mixture of liquid and gas, expanding rapidly and dispersing in air as a cloud.

When this cloud is ignited, a fireball occurs, causing an enormous heat, radiation intensity within a few seconds. This heat intensity can cause several skin burns and deaths at several hundred meters from the vessel depending on the quantity of the gas involved. A BLEVE can therefore be caused by a physical impact on a vessel or a tank which is already over-stressed or damaged. It can also be caused by fire impinging upon or engulfing a vessel and thus weakening its structure.

Thus the essential features of a BLEVE are: (1) the vessel fails (2) the failure results in flash – off of vapour from the super heated liquid and (3) if the liquid is flammable, the vapour ignites and forms a fireball. The effects are: (1) BLEVE (2) fragments and (3) for flammable liquids, a fire ball. The BLEVE create an over pressure. The phenomena associated with this are: (i) the expansion of this vapour (iii) for flammable liquids, the combustion of the vapour. These events are not completely simultaneous, but have been measured as separate effects.

TECH UPDATE of the vessel itself. The pressure at the instant of burst is high and the reaction force is often large enough to cause the main part of the vessel to rocket. A BLEVE arising something from the fire engulfment of a vessel containing a flammable liquid also gives rise to a fireball.

Although most BLEVEs involve a liquid, which is flammable, this is not a necessary feature of a BLEVE. Even rupture of a vessel containing super heated water can constitute a BLEVE. Likewise, although engulfment in fire is the common cause of BLEVE, it too is not a necessary feature.

Any rupture of a vessel containing a superheated liquid may be traced a BLEVE. The events that can lead to a BLEVE are : (1) Fire exposure, (2) Vapour space explosion, (3) Overpressure (4) Mechanical damage, (5) Collisions, (6) Overfilling, (7) Runaway reactions, (8) Overheating and, (9) Corrosions. The highest frequencies of BLEVE incidents were due to explosions and damage to tanks. Explosion and damage BLEVE incidents resulted in high injuries.

Overfilling and fire BLEVE incidents resulted in high fatalities.

Over the years many BLEVE’s have occurred and have taken many lives including fire fighters. Some of the BLEVE incidents are outlined below: The BLEVE at Feyzin refinery in France on January 1966 has received particular attention. In this accident an operator when drawn water from the bottom of a propane sphere control, a vapour cloud formed, ignited and flashed back to the vessel.

The pressure in the vessel rose and the relief valve lifted, but the metal of the vessel lost strength and some 90 minutes after ignition the vessel burst. The accident killed 18 and injured 81 people and caused the destruction of five of the spheres.

There have also been instances where release from one storage

vessel has led to a fire which has caused BLEVE of an adjacent one such as the case at Texas city, Texas in 1978, where overfilling of an LPG sphere led to a fire which caused the BLEVE of an adjacent sphere which resulted the death of 7 and injury of 10 people. In another case BLEVEs have occurred due to engulfment in a vapour cloud fire.

Such a fire occurred at Port Newark, New Jersey, in 1951 and led to the destruction of over 73 horizontal bullet tanks, many by BLEVE. Engulfment in a vapour cloud fire was also the cause of destruction, largely by BLEVE of 6 storage spheres and 48 horizontal cylindrical vessels holding LPG at the PEMEX storage (bottling) plant at Mexico City, on 19th November 1984, which killed 650 people and injured about 7000 (See Fig. 14.)

BLEVES also happen in transport, when flammable material is released and ignited following an accident, so that transport tank cars, often when a jet flame from the relief valve on one tank has played on another. A derailment of rail tank

The three BLEVE’s occurred at Albert – City, Iowa in April 9, 1998, Burnside, Illinois in October 2, 1997, and Ste. Elisabeth de Warwick, Quebec, Canada in June 27, 1993, was investigated by National Fire Protection Association (NFPA), USA. The NFPA Team, who investigated these accidents, made many observations. According to them in each case, the propane was used to heat building. In each case the tank’s relief valves were operating when fire fighters arrived, but they could not stop flames from impinging on the tanks and weakening the tank shells.

Fireballs several hundred feet in diameter are not uncommon, and deaths from burns have occurred to persons as much as 250 ft from the larger containers.

The size of a BLEVE depends upon the weight of the container pieces and upon how much liquid vaporizes when the container fails. Generally speaking, the bigger the container, the bigger the BLEVE. 10. CONCLUSION :

There are several forms of fires and explosions. Jet fires or flames; have been involved in a number of accidents. A large jet flame may have a reach up to 50 m or more. A pool fire can take place in a storage tank and in a bund. The characteristics of pool fire depend on the pool diameter. A flash fire occurs when a vapour cloud forms from a leak and is ignited without creation of significant overexposure. The most dangerous and destructive explosion in the chemical process industries are vapour cloud explosions. Vapour cloud explosions and fires are responsible for most of the largest property loss events world wide.

A BLEVE occurs with many types of liquefied gases, flammable and nom flammable. The size of the BLEVE is dependent on the container and the bigger the container, the bigger the BLEVE’s. A fireball occurs as a part of BLEVE when vessel ruptures and generally occurs on storage vessels, rail tank cars and road tankers. Over the years many BLEVE’s have occurred and have taken many lives including fire

India has witnessed several devastating fires, explosions and toxic releases which not only claimed the life of hundreds but also huge property loss. In spite of the existence of the National Building Code of India and several fire safety regulations enacted by various state governments and local bodies, the fires and explosions are mounting day by day through out the country.

Hence, sincere efforts are to be made by one and all to prevent the fire and explosions in the country.

The Port of Los Angeles encompasses 7500 acres, 43 miles of waterfront and features 27 cargo terminals.

It is always not the case of ‘PPE’ quality but often the case of incorrect selection due to lack of technical assessment of hazards.

Cost vs Price: India is a price sensitive country and it should be like that. However it is important to understand the difference between cost and price. Price is what you pay at the point of purchase and cost is a measurement over the product life-cycle. Many a times we go wrong in understanding that we need to see overall payback considering product value, usage safety enhancement and lower maintenance cost.

Awareness: “We know everything”, “I have worked 20 years and nothing has ha’PPE’ned to me” “This is not my priority” – these are common feedbacks and are clear signals of low awareness and attitude. These statements also boast of overconfidence. The deficit of knowledge results in non-usage of ‘PPE’ and leads to chronic / acute occupational diseases, unsafe conditions and / or even fatalities. Awareness of ‘PPE’ is a big challenge in India as participation and balance between supply side and user side still has a long way to go.

Information & Training: Right product may have been identified but till product usage is not properly established or the user is not educated in its benefits it offers to him / her and information on regular up-keep and timely disposal is not provided the ‘PPE’ shall have lost its value hence this area needs further reinforcement with the involvement of both the provider and the enforcer. Products are often supplied without usage, storage, maintenance information; this also needs to be further improved upon. Internal communication to the users on product specifications and limitations of use needs further reinforcement.

Statue Enforcement: The statute in India – The Indian Factories Act – 1948 has got very limited mention on the subject of ‘PPE’. Often in growing economies people follow only what are the basic requirements in the statute resulting from exposure and exploit this to their advantage. A strong Statue ensures strong adoption and enforcement of usage of the right protection. In India the enforcers of the statute which is basically the Department of Industrial Safety and Health though have undertaken an uphill task of educating and enforcing still have a lot to be done and they also recognize their own limitations to enforce this issue as there are different priorities before them.

standards of ‘PPE’ though it is a well known fact that a majority of the standards need an update. The modern ‘PPE’ which are largely used are yet not covered. The standards which exist are not more than replicas of international standards though it may be difficult in practice to follow / implement them in India.

The most important fact is that working conditions of a typical Indian worker vis-à-vis his counterpart in any developed nation differs in every manner. The fact that an average Indian worker works for longer duration, in more extreme conditions with a limited budget are very important points to be considered during development of a standard.

It is time now that priority should be given not only to develop the appropriate standards but also have the right infrastructure / laboratories to test and qualify the ‘PPE’ as per Indian Standards and again these standards must be followed in letter and spirit.

SUSTAINABLE GROWTH Sustainable growth can only be achieved by adoption of Global Practices and participation. There needs to be a visible shift in the attitude of all stake holders in the implementation of what is good for them leading to growth and productivity. As boundaries of nations get shrunk, trade becomes global; it has become extremely important to benchmark international standards or in fact exceed it.

Quality It is a funny thing about life: if you refuse to accept anything but the best you very often get it. What is needed is the will to get it. The need of the hour is to accept quality which is established globally by years of usage and feedback and the Technology behind it. It can straight away be implemented in India, we don’t have to waste our time and resources to re-invent the wheel.

Cost v/s price The idea of cost v/s price as explained above is recognized and accepted as we definitely get a better cost advantage by bench marking an international standard and the product therein.

Comfort Most of the ‘PPE’ standards internationally have stringent test conditions considering the human comfort. By enhancing comfort the adoptability of ‘PPE’ increases dramatically and implementation need not be harsh.

TECH UPDATE Safety Safety is paramount and apex for any ‘PPE’ user as the user depends on his / her ‘PPE’ for reduction of risks and exposure. By adopting International Standards we assure higher performance from the ‘PPE’ and thus, reinforce user confidence.

Easier adoption by global employees Today’s employee is a global employee. A common standard of ‘PPE’ helps him / her work in different geographical locations with the same ‘PPE’ and this reduces an important aspect of training and adoptability.

Way Forward While we have recognized the INTENATIONAL way of approaching ‘PPE’, the national challenges and advantages we have to also draw a road map to reach where we want to few of the steps to meet international practices and standards could be as follows.

Adopt Process All the stake holders in the ‘PPE’ vertical need to know the importance of adopting a systematic way of approaching this vital issue. The basic risk assessment at so many small medium enterprises and large enterprises has to be adopted. The very process of establishing, selection of ‘PPE’ needs reinforcement and thus all stake holders need to insist on this.

Role of enforcers The new Factories Act is getting upgraded and is going to be tabled soon in the parliament. It is the right time to elaborate the ‘PPE’ subject and its aspects like usage, standards and the details of ‘PPE’ need to be suggested.

Enforcing agencies need to priorities this issue. To start with at least a soft copy of existing local standards need to be acquired by them, studied, commented and implemented.

Draft Standards BIS or other agencies who govern the standards of ‘PPE’ need to expedite covering new ‘PPE’ and also upgrade standards of the existing ones to meet International standards. The Indian conditions need to be very much considered while doing so. Simply adopting to a international standard may always not be the right way.

Various International standards need to be studied and then a local standard needs to be established.

Role of NGO, Associations etc.

Various NGOs need to spread awareness in workers and, good case studies need to be circulated for motivation.

Awards for innovation and best practices shall go a far way. Association could liase effectively with government bodies and end users to create a sounding board.

Role of Manufacturers and Users Responsible manufacturers should make few things a must in their system; First and the foremost is the understanding of the product and what it is supposed to ultimately deliver besides implementation of guidelines in every aspect of requirements for the safety of the user. This could be followed with simple user guides to disclaimers and providing training in ‘PPE’, to help users reach the right selection process as per International guidelines.

This is then to be sustained in every production cycle to ensure the user develops the trust and feels safe while using a particular ‘PPE’ from a particular manufacturer.

On his end the user needs to be very careful firstly in expressing his requirement which could be done by studying the hazard carefully and then laying down standards to meet his requirement. Then the user or provider has to be particular in internally communicating about the use and advantages of ‘PPE’ to all users. The selection criteria and the specification of ‘PPE’ needs to be studied although ‘PPE’ sits last in the hierarchy of control it still is the saviour in many-many ways.

Eleanor Everet said ‘For safety is not a gadget but a state of mind’. The shift will happen only if all and sundry believe in the above and join hands in its implementation and enforcement.

As mentioned earlier in my paper we don’t have to re-invent the wheel when Technology is readily available. What is needed is the will to adopt and make a resolve that we shall achieve our goals come what may and when it is concerning the Human safety why not? This is not a single individual’s job it is a combined effort of the Industry and the Statue and the stake holders who may like to believe that if they want Productive gains then they will have to believe in the safety of their workforce as only a protected workforce can give growth and lead to profits not only for themselves but for the nation at large.

As retailers focus on protecting people and property inside the store, they sometimes overlook the potential risks that customers may face in the parking lot, stairwells, and sidewalks. Offering a safe, secure experience to customers as they proceed from their car into the store is just as important as maintaining safety inside the store, as a bad experience can turn customers away, erode brand equity, or even trigger litigation and loss.

Naffco, a major local manufacturer of fire safety products, forecasts an eight percent increase in sales during 2013, said Khalid Al Khatib, chief executive of Naffco, which has a 35 to 40 per cent share of the market.

The UAE’s fire equipment and systems market is estimated to be worth Dh2 billion, according to Al Khatib.

In the GCC, the market for fire detection and suppression systems is expected to reach $1.12 billion (Dh4.11 billion) in 2013, according to the organizers of the Intersec exhibition inaugurated yesterday.

“High-rise buildings and fire security in general has increased our exports by 50 to 60 percent for fire fighting and security products,” according to one Naffco manager, who declined to be named. “If there is a fire anywhere, these products can turn any one of us into a fire fighter. It’s easier to deal with a small fire than face a big one.”

Businesses can save millions of dirhams in training their staff to put out fires rather than face the cost of damages from an uncontained fire, experts suggested.

Commercial construction and new private-sector housing — two of the largest sectors in the construction industry — experienced the majority of these losses. This loss in construction activity has had negative implications for the fire protection industry, reducing demand and leading to subdued and negative growth for fire protection products.

Airports require special fire protection systems standards and government guidance are also dominant issues within the fire protection industry, with wideranging implications. he company’s SPV - L&T Deccan Tollways Ltd (L&T DTL) will be executing four laning of 145 km road on NH-9 connecting Sangareddy to Karnataka/Maharashtra on DBFOT basis. The project includes four laning of the existing two lane stretch along with allied facilities like bus bays, rest areas, safety features, etc. The completion is targeted in 30 months and toll collection shall commence after that for a period of 22.5 years. The Concession Agreement was signed on the 2nd February 2012 between NHAI and L&T DTL. The construction has not yet started.

he company has got the mandate to develop greenfield all-weather Kachchigarh Port in August 2010 by Gujarat Maritime Board (GMB). The concession is for a period of 30 years extendable to 50 years.
