Black voter turnout has been steadily increasing and actually outpaced White voter turnout in 2012.

A

s we enter the 2016 political campaign season with numerous candidates for president of the United States in the Republican and Democratic parties, it appears once again that the political and economic interests of Black America are not being adequately addressed by either of the major political parties. It is as if the Black-American vote is being taken for granted. The Black vote is important first to the Black community and secondly to American democracy. The right to vote and the Voting Rights Act of 1965 did not come about without a struggle. Many brothers and sisters went to jail and paid a heavy painful price to acquire the right to vote. Some even died in the struggle to advance Black political and civic participation. In the civil rights movement, voting rights were deemed precious and a sacred moral responsibility to everyone of voting age. Today, there is need for the Black community to reassert the value and strategic leverage of the Black vote. It is one thing for the status quo to ignore the political interests of the Black community, but it is another when so many of us are

missing in action on Election Day. According to the United States Elections Project, Black voter turnout has been significantly increasing steadily from 48.1 percent in 1996 to 52.9 percent in 2000 to 61.4 percent in 2004 and peaking at 69 percent in 2008 when Sen. Barack Obama was elected president. In 2016, we should have no less than a 90 percent Black turnout. If that happens, the Black vote, more than any other single voting group in the U.S., will determine the outcome of the elections. We should recall that in the 2012 elections, for the first time in history, Black voter turnout was higher than White voter turnout – 66.6 percent to 64.1 percent. Why do all these voting statistics matter? The short answer is because if we can continue to increase our voter turnout we will be better positioned to advance the interests of the Black community. A few weeks ago, the Pew Research Center reported that for the first time in history, there are at least 364 counties, independent cities and other county-level equivalents in the U.S. that did not have a White majority population – “the most in modern history, and more than twice the level in 1980.” Ninety-two of the 364 counties are predominantly Black. This is lead-

ing to the election of more Blacks as county sheriffs, county chief executives, and other high public offices at the county and regional levels. Some would say it is poetic justice, but it is a rapidly changing racial demographics reality in terms of population density increases and Black elected officials are on the rise particularly in the 11 states that once made up the old Confederacy: Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Texas and Virginia. That’s not surprising when you consider that 55 percent of all African Americans reside in the South, up from 53.6 percent in 2000. It’s not surprising that some of the most intense efforts to suppress the Black vote is taking place in the South. Yes, Black Lives Matter. We must do whatever is necessary to improve the quality of life for our families and communities. Do not fall into the cynical attempts to persuade us that our votes do not count. Our votes do count and do make a big difference for the betterment of Black America. Yes, Black Votes Matter! Benjamin F. s states, cities and municipalities across the country raise wages to improve the lives of working people, it is worth highlighting how such moves affect low-income communities of color. Many argue that higher wages hurt job growth. Here’s why that argument is invalid. The Congressional Budget Office, in an extensive review of the available research on the effects of minimum wage, found that many studies found job gains as job losses, with the average estimate being that increases in the minimum wage have no measurable effect on employment. Digging more deeply into the studies’ various methodologies, the CBO noted that the best and most convincing studies looked specifically at instances in which minimum wages were increased in localities where bordering jurisdictions did not raise their minimum wage. The CBO found that in those studies, no significant employment effects were observed in the localities that raised their minimum wage compared with employment in the bordering communities. On that basis, the current consensus among economists is that raising the minimum wage has negligible effects on employment. During the expansion of private-sector employment that began in 2010, and is now at record length, many states and localities have raised their minimum wage. Despite this, the sector most sensitive to increases in minimum wage—the fast-food restaurant sector—has seen the greatest job growth of any sector. Job growth in those states with higher minimum wages is not lagging job growth in states that have failed to raise their minimum wage. Minimum wage continues to be presented as a creator or destroyer of jobs. In reality, job growth is driven by rising incomes and growing customer bases that demand products— prompting businesses to respond by hiring more people to increase their output and serve the growing customer demand. create jobs or expand customer bases. An error often repeated within the Black community confuses the notion of not employed with unemployed. These concepts differ, and economists use them to understand the policy solution. The Black community suffers from a very high unemployment rate— the share of people actively trying to find work. While the number of unemployed people per job opening has come down, it remains higher than when the labor market peaks at slightly fewer than two unemployed people per job opening. The Black community also suffers from a low labor-force participation rate, which is the share of people either employed or looking for work—who are active members of the labor market. Because of high unemployment rates, Black workers are far more likely to accept low-wage work than White workers. Among households with full-time workers, 9.2 percent of Black families live in poverty compared with 3.4 percent of White families; among female-headed households in the Black community, it’s 18.1 percent. At every level of educational attainment, Black income is less than White income, just as Black unemployment rates are higher than those of Whites. Lower-

ing Black people’s wages will not close the unemployment gap faced by Black working families. Blacks will work for less, but that doesn’t mean Blacks will work for anything. Some are not active in the labor market because of discouragement over limited job openings. However, many are discouraged not over job openings but wages. Non-employment includes both those who are unemployed-actively looking for work-and those not in the labor force at all, such as young people who would rather pursue more education than take low wages, mothers who can’t afford transportation and child care expenses at low wages, and non-custodial fathers who wouldn’t net an income at low wages after paying for transportation and child support. Raising wages will increase Black labor-force participation. More Black workers will continue to be engaged in job search if jobs are to pay higher wages. Working and being poor can be a poverty trap itself. Those who want to help the Black community should work to raise the wages of the jobs that Black people are into. Raising wages for Black workers means that money will support the growth and survival of businesses in their community.

Pope Francis to Congress: Be politicians, not partisans By David Gibson

WASHINGTON (RNS) – In his historic speech to a joint meeting of Congress last week, Pope Francis seemed to heed warnings to tame his often fiery rhetoric on topics such as capitalism and climate change. But his State of the Union-style address – the first ever to the House and Senate by a Roman pontiff – was in the end, cold comfort to conservatives who had hoped their sharp criticisms might influence his agenda. Instead, in a nearly hour-long speech, Francis carefully laid out a vision of political cooperation for the common good – one that highlighted economic injustice as a chief threat to family life, that stressed the moral imperative to care for the environment, that denounced profits “drenched in blood” from the arms industry and that forcefully argued for America to welcome, not reject, immigrants. “We, the people of this continent, are not fearful of foreigners, because most of us were once foreigners,” Francis told a packed House chamber, reminding those present that most of them are descendants of immigrants and that he, too, is the son of Italian immigrants who fled Benito Mussolini’s fascism to settle in Argentina. “(W)hen the stranger in our midst appeals to us, we must not repeat the sins and the errors of the past,” said Francis, referring to anti-immigrant episodes in America’s history. “We must resolve now to live as nobly and as justly as possible, as we educate new generations not to turn their back on our ‘neighbors’ and everything around us.” “Building a nation calls us to recognize that we must constantly relate to others, rejecting a mindset of hostility,” the pope said, speaking at the podium where the president delivers his annual State of the Union speech. Along the way, Francis also called for the abolition of the death penalty and signaled support for the Obama administration’s diplomatic breakthroughs with Iran and Cuba – the latter a development that the pope helped broker, and both of which have been strongly criticized by Republicans.

And despite expectations, and hopes among some that Francis might sharpen his talk with a clear denunciation of abortion and euthanasia – two issues in the news thanks to the controversy over secret Planned Parenthood videos and a right-to-die bill in California – the pope made only a passing reference to those issues. “The golden rule,” he said, “also reminds us of our responsibility to protect and defend human life at every stage of its development.” He also seemed to nod at the issue of gay marriage, lamenting that “fundamental relationships are being called into question, as is the very basis of marriage and the family.” Yet that language paled compared with his denunciation, for example, of gun violence and the weapons industry “Why are deadly weapons being sold to those who plan to inflict untold suffering on individuals and society?” asked Francis. “Sadly, the answer, as we all know, is simply for money: money that is drenched in blood, often innocent blood. In the face of this shameful and culpable silence, it is our duty to confront the problem and to stop the arms trade.”

The entire event was an extraordinary piece of political and religious theater: an Argentine pope from the Vatican, flanked over each shoulder by Vice President Joe Biden, a Catholic and a Democrat, and by a tearful House Speaker John Boehner, a Catholic and a Republican, and facing a Congress that has more Catholic members than ever, but also more who are vocally opposed in many ways to Francis’ teachings. Indeed, an Arizona congressman, Rep. Paul Gosar, a Jesuit-educated Catholic, announced that he would boycott the talk – which has been the hardest ticket in town to snag – because he was upset with the pope’s high-profile effort to combat global warming. If other Republicans were eager to be in the audience, and perhaps get in a photo with the pope, many of them have also taken public issue with Francis over his teachings on economic injustice and immigration, for example. Meanwhile, liberals and Democrats have eagerly embraced the pope’s social justice priorities and have downplayed Francis’ opposition to abortion, for instance.

HBCU football teams take beatings for money

ike many teams at HBCUs across the nation, Howard University’s football team lost its first two games of the season by embarrassingly large margins; for Howard, a combined score of 118 to 0. The second trouncing, a 76-0 loss to Boston College, made national news when referees shortened the game to avoid injuries and further embarrassment. Meanwhile, Morgan State, a perennial MEAC powerhouse, lost 63 to 7 in its first game and 67 to 14 a week later. Other HBCU teams posted similar results. In all, they lost by combined scores of 492 to 92 in the first week. These HBCUs, as well as predominately White, small college teams take those beatings annually because they need the money. The teams are paid millions and millions of dollars to play games they are expected to lose against big name football programs like Air Force, Georgia, Boston College, Michigan, Alabama and others. The football teams are being paid to play in “guaranteed games,” as experts called them. In these football and basketball games, schools with much larger athletic programs pay schools with small athletic programs large sums to play early-season games at the larger-budgeted school’s stadium for what they consider an easy win. Just recently, Southern University collected a $650,000 check to play the University of Georgia in Athens. It lost 48 to 6. The practice isn’t new or hid-

den. Solomon Brannan, former head coach of Morris Brown College’s football team and others say larger-budgeted schools have been shelling out anywhere from $500,000 to $1 million for a game. Last year’s college football seasonopeners cost Big Ten teams a total of $12.9 million, according to ESPN. Many HBCUs and other lowerdivision schools have an athletic budget around $4-5 million, said Lut Williams, long-time observer of Black college sports and publisher and editor of Black College Sports Page for 22 years. Big Ten and other higher-division schools, by comparison, that can have budgets over $100 million. So, even though these guaranteed games mean losses on the teams’ records, the schools often depend on these games to fund a large part of their athletic department, said Williams. “Some feel that it’s a necessary part of their athletic budget,” said Williams. “So, they play several of those games, especially teams on the lower end of the budget spectrum. A team that just moved up, like Savannah State, needs that money more.” The smaller-budgeted schools face a multitude of risks when playing these teams, one of the most significant being injuries that could make future wins harder to obtain. Howard, for instance, reportedly had six players injured in its first two games.

We’re at a disadvantage from the start, but we have to do it because we need the money and we’re not getting it from anywhere else. “We can’t compare on dollars and cents, and America is about the dollar.”

WASHINGTON -- With California Sen. Barbara Boxer stepping down after 23 years in Congress, a number of Democrats are lining up for her spot. Among the Democratic contenders who have announced so far are California Attorney General Kamala Harris, Congresswoman Loretta Sanchez and mathematician Akinyeme Agbede. A number of Republicans are also vying for the seat, including Rocky Chavez, a state assemblyman; Tom Del Beccaro, former chairman of the California Republican Party; John Estrada, a businessman who ran unsuccessfully for congress in 1994 and 1998; Mark Hardie, an attorney and author; Don Krampe, who ran for the Senate in 2012; Tom Palzer, a retired urban planner; and George Sundheim, who also once headed the California Republican Party. Political experts say at this point in the race, Harris, the first woman and first person of color to hold her office, is the clear front-runner. Robert Smith, a San Francisco State University professor and expert on African-American politics and Congress, is one who gives Harris the edge. “The political establishments are united around Kamala Harris, and therefore she doesn’t have to do anything except not make any

mistakes,” said Smith. Michael Madrid, an expert on Latino voting trends and California state and local politics said a number of factors in the race favor Harris. Geography, gender, race and status will be important aspects in this race, Madrid said. Harris is from San Francisco, and she has the support of the areas highly political residents. San Francisco and the surrounding Bay Area have high voter turnout and dense representation in California government, he pointed out. “[One] advantage is that she’s a woman of color, which I would

argue helps her reach beyond the geography into non-traditional constituencies, meaning people of color in Southern California and the central valley,” he said. Sen. Diane Feinstein and House of Representatives Minority Leader Nancy Pelosi have supported Harris’ past campaigns for attorney general. She is popular amongst White liberal voters and Black political leadership alike. Her strongest opponent is Sanchez, who is an experienced congresswoman in Southern California who has the advantage of the Latino vote, which may spike in the coming election, said Ma-

drid. Historically, Latino voter turnout is low, but as the community grows, “the gap between the population density and political representation grows,” he said. According to the Public Policy Institute of California, Latinos make up 38 percent of the state’s population, but only 17 percent of its voters. “They’ll vote overwhelmingly for Sanchez but no one knows if it’ll be enough,” he said. Sanchez remains lesser known to Northern Californians, who are far outside her current constituent base, and likely to rally

behind Harris as their Democratic nominee. “Sanchez is not very well known in California in general but amongst African-Americans in particular,” said Smith, “So, this race is really Kamala’s to lose. Sanchez is not a credible opponent.” Political analysts say despite the number of Republicans in the race, the contest is clearly between the Democratic candidates, of which Harris is in the lead. “I can’t think of a Republican that can even contemplate giving her a serious race,” said Smith, “no Democrat either.”

cern aligns with our 2015 State of Black Women Report findings that among states with African-American populations exceeding 20 percent, few offer adequate health insurance coverage for Black women. African-American millennials appear to be trending away from identifying with political parties – over a quarter (26 percent) responded they do not identify with any political party. Black women are interested in Presidential candidates who commit to: 1) improving law enforcement/community relations, 2) reducing taxes for low and middle income people, 3) increasing the minimum wage to at least $15/ hour.

WASHINGTON (NNPA) – Consumers aren’t looking for health problems when they shop at dollar stores or keep older furniture, but a cocktail of chemicals seeping from these items offer exactly that. From lead and mercury to fire-resistant chemicals, these substances have been generously mixed into the manufacturing process for decades, contributing to a host of illnesses, disorders, and public health issues. And according to small-sample studies from Duke University, University of California-Berkeley, and the Centers for Disease Control and Prevention, Black and Latino children are born with, and/or later absorb, twice the level of blood contamination as White children. Scientists aren’t sure why. “What we have seen is there’s a higher incidence of learning disabilities with lead, and that’s already been proven,” said José Bravo, executive director of Just Transition Alliance, a labor and environmental activist group. “African Americans and Latinos bear the brunt of the effects of lead. So when you hide it in products in the dollar store … we are concerned, because we know dollar stores target our communities.” Based in San Diego, California, Bravo also serves as the national coordinator for the Campaign for Healthy Solutions, an effort to encourage discount stores to adopt safe products and practices. This year, the group issued a report on dollar store health hazards, in which they tested discount products purchased across California, Kentucky, Maine, New Mexico, Texas, and West Virginia, from the nation’s four largest dollar store chains (Dollar General, Dollar Tree, Family Dollar, and 99 Cents Only). Of the 164 items tested, 81 percent had at least one toxin at levels above the informal but widely accepted norm. These toxins – which include lead, polyvinyl chloride (also known as PVC plastic, or vinyl), and phthalates

– are used to protect the product from wear-and-tear, or maintain its colors or textures over time. But these substances have been linked to immunity and hormonal disorders, infertility, cancer, learning disabilities in children, and more. Further, the toxins can pass from mother to infant via breast milk and the umbilical cord. In 1975, California became the first state to require flame retardant chemicals in all furniture sold there. Because the state is such a large market, manufacturers made their entire inventory compliant with the standard. For decades, fire safety compliance included a flame retardant chemical bath for furniture foam, stuffing, and cushions. The requirement was made optional in 2013. Furniture must now bear tags that say “TB117” – meaning, there are almost certainly flame retardants in the foam – or “TB117-2013” plus an explicit statement confirming or denying the agents. “The goal of the flame retardants is to give you a little bit of extra time [in a fire],” said Eve Gartner, a New York-based staff attorney for nonprofit environmental justice/advocacy organization, Earthjustice. “The California standard … required that the foam part of the furniture could withstand a small open flame for 10 seconds before your chair goes up in flames. But studies showed [the chemicals] don’t really give

you that extra time.” Last winter Bravo’s coalition sent a letter to Dollar General, Dollar Tree, Family Dollar, and 99 Cents Only corporate offices requesting a meeting to discuss these issues. They have not received a response. “If I talk to people generally, in the street, and I ask them the question, ‘Do you feel you are safe from chemicals?’ a large response would be, yeah, that’s what the government does,” said Bravo. “But the reality’s different. People have to start getting violently sick and dying, and then the government says, ‘oh, we’ll take this off the market, it’s causing deaths.’” The best way for consumers to protect themselves is to discard and/or replace harmful items. But low-income consumers can rarely afford to do this, or purchase safer items at higher cost. “We rarely look at the tags, just the aesthetics, and then purchase. But go to the side, or go to the rear, and look at that tag,” Ayers emphasized. “You can also ask the salesperson, where did this come from? Is my family safe? Does this have flame retardants? Be aware of what you purchase.” Ayers added that people should contact local, state, and national elected officials to put this issue on their radars. The CPSC is also accepting public comments on the Earthjustice petition through October 19.
