(TriceEdneyWire.com) – Despite the dizzying array of bargains and clearance sales to be found, Labor Day is no creation of our nation’s retail industry. Instead, it is an annual tribute to the working class American whose physical and largely manual labor built this country’s infrastructure and a labor movement that spurred social and economic achievements for all workers, regardless of job sector. After our celebration of labor and America’s slow but steady climb to newfound economic prosperity, we discover a dark cloud surrounding the silver lining: the prosperity of the American economy is not being shared equally. Too many people are working harder but falling further behind. Too many people remain at the distant margins of the job market, particularly in communities of color, where unemployment remains at crisis level. The unemployment rate in our country currently sits at 5.3 percent, its lowest rate since May 2008. But take a deeper dive into those numbers and the tale of two recoveries is clear and unmistakable. While the unemployment rate for Whites is at 4.6 percent, the Hispanic unemployment rate is at 6.8 percent and the Black unemployment rate is 9.1 percent – double that of White job seekers. The unemployment rates for Blacks and Hispanics are nothing if not discouraging and telling. The communities that were hit especially hard during the last recession are not benefiting from our economy’s rebound. The ability to secure work that provides a fair living wage is an asset to the worker, their family, community and, ultimately, our nation. We are an immensely stronger America when access to work is not excluded to some, but rather extended to all. That is why the National Urban League has proposed a 12-point Blueprint for Quality Job Creation. The plan offers a dozen dynamic and imaginative measures to benefit those most profoundly affected by the recession but left out of the ensuing recovery, while also remedying many of the underlying

W

ith revenues in excess of $5 billion and more than 2,200 employees in 48 states and six countries, World Wide Technologies (WWT) has been exceptionally successful. For the past six years, WWT has ranked at the top of the Black Enterprise 100s list of the nation’s largest Black-owned industrial and service companies. Fortune magazine also ranked WWT as one of the top 100 Places to work in America for three years in a row. Founder and chairman, David L. Steward of St. Louis, Missouri, began his early career working at Federal Express (FedEx). He created his company in 1990, and it is now the leading supplier of advanced technologies for the federal government. Steward has not had a cakewalk to success: he’s gone through a car being repossessed and had to go months without getting his paycheck, but he refused to give up. He took risks and never stopping having faith in himself and in God. Steward also created strategic alliances and attributes a great deal of his success to doing business with the Small Business Administration (SBA) through its 8(a) business development pro-

gram. Steward stresses the importance of building relationships and partnerships with a level of trust, integrity and comfort. The 8(a) program opened doors for him that he might not have been able to walk through alone. It helped him understand the unique government culture and assisted him with gaining subcontracting opportunities with the Department of Defense. While WWT is recognized as one of the industry’s fastest growing systems integrators, that is not what Steward talked about when he was inducted into the Horatio Alger Association, a group that honors the success stories of people who went from rags to riches. He spoke of how his faith in God was the secret to his success in business and life. In his book, “Doing Business By The Good Book: 52 Lessons on Success Straight From The Bible,” he shares his belief that he was put on earth to serve others. He sees his company as his pulpit to spread the impact and power of the Lord’s word. ROME – Pope Francis likes to get close to Catholics, whether showing up unannounced at Mass or stepping out of his popemobile to greet pilgrims. But security agencies know they can’t “put him in a bubble” to keep him safe when he visits the U.S. next month, said the U.S. ambassador to the Holy See. Papal spontaneity poses a considerable challenge, but Ambassador Kenneth F. Hackett said organizers are prepared for the pontiff’s every move. “The security people, who have been involved in the planning for a long time, recognize that it would be easier if we knew exactly what he’s going to do,” said Hackett. “But (the fact) that we know he may change the plan, at least gets us ready.” Being well-prepared is all they can do, “unless you put him in a bubble, and he doesn’t want to be in a bubble.” Hackett, nominated by President Obama and confirmed as ambassador in August 2013, says his day-to-day role involves interacting with people at the Vatican on U.S. foreign policy, in addition to working with the religious community in Rome. Being Catholic is not a requirement for a Holy See ambassador, but Hackett says his faith certainly helps him understand the way everything works. During his time in Rome, U.S. security officials have visited the Vatican to discuss the upcoming trip, which will see Francis travel to Washington, D.C., New York and Philadelphia. The ambassador highlights the unique situation in New York, where world leaders will hear the pope speak at the U.N. General Assembly. “New York is going to be exceptionally interesting because you have so many heads of state in Manhattan, then the pope comes, so it kind of magnifies and amplifies the difficulties for the police, the security and the people who live in Manhattan,” said Hackett. “But at the same time it’s awfully

interesting.” Francis is widely expected to use his U.N. platform to push for action on climate change, following the release of his groundbreaking papal letter on the environment in June. But there are also a number of other issues some Americans are hoping the pope will address, such as the position of women in the Catholic Church. Both the U.S. and the Vatican support a more prominent role for women, in Hackett’s view. Although noting that the Holy See still bans female priests, he said gender equality has improved to such an extent in the U.S. that there are now other priorities. “This is an interesting issue for Francis to understand; in the U.S. that’s generally not the first issue any longer,” he said, without specifying the dominant issue of the day. Hackett said that although most Catholic universities still have men at the top, the three largest Catholic organizations in the U.S. are run by women, including Catholic Relief Services, the international humanitarian agency, of which he was president from 1993 to 2012. He first joined the organization in Sierra Leone

in 1972 and went on to lead CRS’ humanitarian response to events including the Rwandan genocide and the Haiti earthquake. Since joining the diplomatic corps – an experience he deemed “very different from what I used to do” – Hackett said he had not given thought specifically to the role of women within his own embassy. Reflecting on the issue, he pointed to a good gender balance, with his deputy, public diplomacy officer and other staff being women. Hackett does not expect the pope to focus on differences of opinion between the Vatican and the U.S., such as gay marriage, but instead said the pontiff will “rush to where there’s agreement, when he feels strongly about an issue.” “I don’t know whether he would talk about police shooting unarmed civilians – Black civilians in particular – in Ferguson, Missouri, or wherever,” said Hackett. “My recommendation would be don’t go there; it’s very complicated. Deal with the issue of violence, maybe the criminal justice system, but trying to get to who struck whom, that gets complicated,” said Hackett.

Cover Truancy takes bigger toll on Black families By Freddie Allen NNPA Senior Washington Correspondent WASHINGTON (NNPA) – Truancy among Black students has far-ranging consequences, not just as a predictor for low academic achievement, but also for the longterm cost to American taxpayers, according to a new report by the Center of American Progress, a Washington, D.C.-based nonpartisan think tank. Blacks students are twice as likely to be chronically absent from school than their White peers, and “because absenteeism often leads to dropping out of high school, it is not surprising that high school graduation rates have a similar pattern of racial gaps as absenteeism rates.” The report titled, “The High Cost of Truancy,” detailed the consequences of chronic absenteeism, identified students most at-risk and offered a number of state-level policies that demonstrated the ability to reduce truancy and keep

students in the classroom. Carmel Martin, executive vice president for policy at the Center for American Progress, said that as students across the country prepare to go back to school, the public needs to recognize that too many children aren’t showing up to school and many more who attend the first days of school won’t attend on a regular basis. “The lifelong impact of truancy is alarming,” explained Martin. “It is a predictor of low student achievement, increased school drop-out rates and can be a gateway to the school-to-prison pipeline.” Truant students often have little control over financial and medical issues or a stressful home life that can impact their ability to attend school on a regular basis. The report listed a number of family or community conditions that contribute to chronic absenteeism including: “parents who do not highly value education; child abuse or neglect; siblings who performed poorly in school; a large number of

household members; chronically ill parents; low parental education attainment; foreign-born parents; providing child care for younger siblings; teen pregnancy or parenthood; violence near one’s home or school; homelessness; unreliable transportation; and having a family criminal history or an incarcerated parent.” Schools that fail to address bullying, have poor recordkeeping, or lackluster school attendance policies can also make it harder for troubled students to stay connected to the classroom. “In a recent study, one in five students who were excessively absent from school – missing seven days or more – were victims of bullying,” the report said. “For victims of bullying, missing school is an understandable defense mechanism that is within their control, particularly when bullying goes unnoticed by school officials.” Kamala D. Harris, California’s attorney general, said that truancy and absenteeism come at a high cost not only to our children’s

education, but also to the nation’s economy and public safety. Harris said that in California alone, high school dropouts cost the state $46 billion a year as a result of the burden they place on public safety systems, public health systems, social services and lost revenue from taxable income contributions to tax base. The Los Angeles Unified School District (LAUSD) worked to reform school policies on truancy when they found that their system of issuing truancy tickets and fines not only had an adverse effect on low-income and minority students in the school district, but also “deterred students who are running late from going to school due to fears of interacting with law enforcement.” The report stated, “In LAUSD, during the same time period in which officers issued 47,000 tickets, the truancy rate in LAUSD increased from 5 percent to 28 percent. A truancy ticket issued for $250 could engender $1,000 in additional court fees and missed days

of work for parents and guardians in order to attend court hearings, totaling a heavy price to pay for low-income families.” Following a successful campaign to cut down on excessive ticketing that “reduced student ticketing for truancy and tardiness by 80 percent,” students now receive counseling and other services designed to keep them in the classroom instead of court dates. Similarly, in Washington, D.C., school administrators work with K-8 students with poor attendance records to craft individualized plans that include “wrap-around services such as help with job searches, single parenting, transportation, filling out paper work, and parental education.” The CAP report recommended the adoption of a national definition for truancy, early warning systems to identify students at-risk for falling behind in the classroom, and policies that work to increase parental and guardian engagement in the educational process at school and at home.

By Terry Shropshire Special to the NNPA from the Atlanta Daily World UNION CITY, Ga. – The acting U.S. attorney for the Northern District of Georgia announced he is launching a probe into the Union City police officer shooting of an unarmed and cuffed Black man who was reportedly lying on his stomach in 2011. This comes, however, after a second Fulton County grand jury decided – again – not to indict officer Luther Lewis even though he shot teenager Ariston Waiters twice in the back. “My son did nothing wrong, and he was shot like an animal,” Freda Waiters told WSB-TV.

“They were very familiar about this case already and they will continue with the efforts and information our office has just given them,” private investigator T.J. Ward said told the media. The episode started in 2012 when Ariston Waiter allegedly began running after witnessing a fight just as police officers raced to the scene. The mother, Freda Waiters, has maintained it was unnecessary to shoot her son since he was incapacitated by the handcuffs and was lying on his back. Officer Lewis, however, has always claimed that the teen tried to turn over and reached for his gun. The grand jury has sided with Lewis for a second time. Fulton

County prosecutor had reopened the case when new evidence that was not revealed during the first grand jury hearing had become available. Unfortunately for the Waiter family, the time and effort proved futile as Lewis walked away unscathed, yet again. The family, however, vows to continue fighting and seeking to unveil what they say is the complete truth. “Ariston Waiters died senselessly, died violently and died at the hands of a rogue officer,” family spokesman Marcus Coleman said, according to the television station. “I just want the right thing done for my son. I want truth and the facts,” said Freda Waiters.

Pew study: Blacks, Whites differ in use of cell phones

owners say that their phone is frequently with them. Some 31 percent of cell owners say they never turn their phone off and 45 percent say they rarely turn it off. This “always-on” reality has disrupted long-standing social norms about when it is appropriate to divert your attention away from those in front of you. The study finds that people think different kinds of public and social settings warrant different sensitivities about civil behavior. For instance, fully 77 percent of all adults think it is generally OK for people to use their cell phones while walking down the street and 75 percent believe it is OK for others to use phones on public transit. But only 38 percent think it is generally OK for others to use cell phones at restaurants and just 5 percent think it is generally OK to use a cell phone at a

meeting. Not having to engage with those around you is apparently one popular reason that people like keep their phones on, and African Americans more than any other ethnic group cited this as a way they use their phone. In fact, Blacks were more than twice as likely as Whites (12 percent and 5 percent respectively) to say they use their to avoid interaction with others. Also, Black cell phone owners are nearly twice as likely to frequently use their phones to catch up on other tasks (31 percent) compared with Whites (16 percent) cell phone users. The results of the Pew study are based on a nationally representative survey of 3,217 adults on Pew Research Center’s American Trends Panel, 3,042 of whom are cellphone users.

In Montgomery County, 37,150 children are food insecure, which is more than in any other county in Maryland. “Food insecurity” is a term used by the United States Department of Agriculture that indicates that the availability of nutritionally adequate and safe food, or the ability to acquire it, is

limited or uncertain for a household. Over one-third of students in Montgomery County Public Schools qualify for the Free and Reduced Meals Program (FARM). The federally funded Summer Food Service Program (SFSP) was established to prevent children who rely on the FARM program from going hungry during the summer months when school is out of session. The TESS Center has served residents for over 30 years, providing access to social services and resources. The center staff assists clients through information and referrals, free tax preparation, legal services, senior services and services for young children and their families. EPA kicks off Campus RainWorks Challenge to develop innovative approaches to stormwater management

PA’s fourth annual Campus RainWorks Challenge now open to undergrad, graduate students The U.S. Environmental Protection Agency is launching its fourth annual Campus RainWorks

Challenge for undergraduate and graduate students to design green infrastructure systems to reduce stormwater pollution and increase resiliency to climate change. Student teams, working with a faculty advisor, will propose green infrastructure projects for their campuses, demonstrating how managing stormwater at its source can benefit communities and the environment. Registration for the 2015 Challenge opens Sept. 1, and ends Sept. 30. Registrants must submit their entries by Dec. 18, and winners will be announced on Earth Day, April 22, 2016.

Each first-place team will earn a student prize of $2,000 divided evenly among student team members and a faculty prize of $3,000 to support green infrastructure research or training. Second-place teams will win $1,000 for student teams and $2,000 for faculty research. Since 2012, more than 350 student teams have participated in the challenge. The competition raises awareness of green infrastructure on college campuses, trains the next generation of professionals on green infrastructure principles, and fosters interdisciplinary collaboration.

Large volumes of stormwater pollute our nation’s streams, rivers and lakes, posing a threat to human health and the environment and contributing to downstream flooding. Green infrastructure: Decreases pollution to local waterways by treating rain where it falls and keeping polluted stormwater from entering sewer systems; Increases economic activity, neighborhood revitalization, job creation, and open space; and Builds resiliency to the impacts

of climate change by reducing the burden on local water infrastructure, managing local flooding, reducing urban heat islands, and lowering energy demands. Green infrastructure practices include green roofs, permeable materials, alternative designs for streets and buildings, trees, rain gardens and rain-harvesting systems. Communities are increasingly using green infrastructure to supplement or substitute for “gray” infrastructure such as pipes, filters and ponds.
