y Dear Brothers and Sisters in Christ: As adopted daughters and sons of God, each October we begin the activities of Respect Life Month with the observance of Respect Life Sunday, celebrated on Oct. 6 this year. At Masses that day, thousands of parishes across the country begin a year-long educational and prayer campaign in support of life. As chair of the bishops’ Committee on Pro-Life Activities, it is my pleasure to introduce this year’s theme, which echoes Pope Francis’ call for all people to “Open your hearts to life!”

We live in a society of unbelief, where the unborn, the sick and the elderly are often unwanted and endangered by acts of violence or neglect. Earlier this year, we marked the 40th anniversary of the tragic U.S. Supreme Court rulings Roe v. Wade and Doe v. Bolton. Without grounding in What does it mean to open the Constitution, natural law or our nation’s human rights traditions, these decisions made it legal to end our hearts to life? Perry Signs Historic Pro-Life Legislation into Law as Planned Parenthood Decides to Close Three Facilities

T

exas Gov. Rick Perry, joined by dozens of Texas legislators, signed HB 2 into law July 18 as Planned Parenthood announced impending closure of three facilities in Texas.

HB 2, authored by Rep. Jodie Laubenberg (R-Parker) and sponsored by Sen. Glenn Hegar (R-Katy), raises the standard of care for women in Texas receiving abortions by requiring that all abortion facilities be licensed as ambulatory surgical centers.

Additionally, the bill bans abortions after the fifth month of pregnancy, requires that abortion physicians have admitting privileges at a hospital within 30 miles of the abortion facility, and requires that the physician administering abortion-inducing drugs comply with FDA regulations.

Abortion facilities will be required to meet the same safety standards as ambulatory surgical centers beginning Sept. 1, 2014. The remaining provisions of the bill went into effect 91 days after the special session ended.

he Third Hispanic Congress of the Americas for Respect Life and Evangelization at the Plano Center on Aug. 16–18 featured more than a dozen speakers who talked about ways to counter the abortion culture and social justice topics such as immigration reform, care for the poor, religious conscience and religious liberty.

The conference was sponsored by the Diocese of Dallas, the Diocese of Fort Worth and the Catholic Pro-Life Committee, and an estimated 2,000 people attended.

In his homily during the opening Mass, Cardinal Seán Patrick O’Malley said that on the issue of abortion there are encouraging signs starting to appear 40 years after the U.S. Supreme Court declared the practice legal.

According to the Guttmacher Institute, “nearly half of pregnancies among American women are unintended, and about four in 10 of these are terminated by abortion.”

In 2010, 25 percent of abortions were obtained by Hispanic women.

“Life is the greatest social justice issue,” said Aurora Tinajero, principal organizer of the congress and director of Spanish Ministry for the Catholic Pro-Life Committee. “When life is threatened, it affects the other social justice issues.”

The three-day congress concluded with a Mass celebrated by Galveston-Houston Archbishop Cardinal Daniel DiNardo, as Phoenix Bishop Thomas Olmsted, El Paso Bishop Mark Seitz and Sacramento Bishop Jaime Soto concelebrated.

Grand Prairie native Cynthia Gonzalez said the debate around social justice issues speaks to the urgent need for Catholics of all ages to take an active approach to their faith; to learn more about it, and to live it.

Corina Esquivel of Kyle, which is in the Diocese of Austin, who attended the conference with her husband, James, said meeting that need starts with protecting and nurturing the family.

“I think the family unit has been under attack from the culture,” she said. “If our kids aren’t taught that God’s mercy extends over and above any decision that has been made, that the Church embraces all of us, then they’ll have no hope for the future.”

Cardinal O’Malley, Archbishop Lori to Congress: Adopt Policy of Health Care Conscience Rights Act Washington • September 27, 2013

reserving religious freedom and the right of conscience for all who take part in our health care system” is an increasingly grave concern as Congress considers “must-pass” legislation in the days ahead, said the chairmen of two committees of the U.S. Conference of Catholic Bishops (USCCB).

In a Sept. 26 letter to the House and Senate, Cardinal Seán O’Malley of Boston and Archbishop William E. Lori of Baltimore said the policy of the Health Care Conscience Rights Act (H.R. 940/S. 1204) should be incorporated into mustpass legislation such as the Continuing Resolution and debt ceiling bill. Cardinal O’Malley and Archbishop Lori chair the USCCB Committee on Pro-Life Activities and Ad Hoc Committee for Religious Liberty, respectively.

“Protection for conscience rights in health care is of especially great importance to the Catholic Church, which daily contributes to the welfare of U.S. society through schools, social services, hospitals and assisted living facilities,” wrote Cardinal O’Malley and Archbishop Lori.

Claudia Lizárraga Meserole Is the New Education Coordinator in the Office of Pro-Life Activities and Chaste Living Born in Mexico City, while her father pursued a medical degree at the national university (UNAM), Claudia Lizárraga Meserole grew up in a devout Catholic home with active pro-life parents and five siblings. She was raised in El Paso, attending Catholic schools from Pre-K thru 12th grade.

Austin became her home in 1979, where she received her Bachelor of Science Degree in Applied Learning and Development, with a minor in English, from The University of Texas’ College of Education. As a certified teacher, she spent many years working in both state and private schools, and was a member of the founding faculty at Holy Family Catholic School in North Austin.

Meserole and her husband, Craig, have been parishoners at St. Vincent de Paul Parish since 1996. They have 3 children (2 adopted), and 1 granddaughter.

Will You Have to Pay for Abortions in Your Health Plan?

I

t’s enough to confuse anyone. Some supporters of the new health care law known as the Affordable Care Act (ACA) say it will not spend taxpayer funds on abortion coverage. Yet we’re hearing that Americans purchasing a health plan on the “exchanges” now being set up in most states must pay a monthly surcharge for elective abortions. What are the facts?

First, the good news. Twenty-three states have passed laws to exclude most abortions from all plans on their health exchanges. In these states Americans will be able to choose from a full range of health plans without surgical abortions.

(Tragically, even these plans are covered by the Administration’s “contraceptive mandate,” which includes some drugs like Ella [ulipristal] that can cause an early abortion. That mandate continues to be disputed in Congress and the courts.)

Even in the other states, the ACA requires at least one plan to exclude most abortions; other health plans may exclude them, at the option of the insurer.

The bad news: Most secular insurers will probably cover elective abortions (unless forbidden by state law), as they did before passage of the ACA, because they think abortion is cheaper than childbirth (and far cheaper than live dependents who may need care as they grow up). And the ACA makes this situation worse, in four ways.

First, the health plans that cover abortion on demand will receive federal tax subsidies when the enrollee meets income requirements. So, in violation of the policy in every other federal health program, your tax dollars will subsidize plans that cover abortion.

Second, if you find yourself in one of these abortion-including plans, you will be required to pay a surcharge for other people’s abortions. The charge will start at a minimum of $1 a month and increase as needed. Congress made this charge “separate” so it can claim that no taxpayer funds are going to abortions themselves.

Yet insurers are forbidden by law to allow anyone to opt out of the payment.

Despite claims that there won’t be ‘taxpayer funding of abortion,’ the ACA expands federal support for abortion, and restricts the freedom of those who object to paying for it. ... You can urge your state and federal legislators to fix this situation, so universal health care truly becomes the life-affirming reality that Catholics and so many others have hoped for. And we can all pray that those in our government, and the insurance industry, will be enlightened to see the fundamental difference between healing and killing.

Third, the ACA forbids the insurer to give you any special warning that your plan covers abortions. The abortion coverage can only appear in the fine print along with all other “services.”

Fourth, the ACA forbids the insurer to tell you how much you are paying for abortions. It must charge you for the full amount of your coverage (abortion plus everything else), then divide the funds into separate accounts later. This is designed to prevent you from refusing to write the separate check for abortions.

In short, there will be tax subsidies for health plans that cover abortion, and many Americans will be forced by law to pay premiums for abortion itself. Despite claims that there won’t be “taxpayer funding of abortion,” the ACA expands federal support for abortion, and restricts the freedom of those who object to paying for it.

So if you don’t have employer coverage or another group health plan, and must choose an individual plan on your state exchange, what can you do? You can find out if you live in one of those 23 states. If not, you can find a plan in your state that doesn’t cover elective abortions. (Catholic and other pro-life organizations may be able to help with this search.) You can urge your state and federal legislators to fix this situation, so universal health care truly becomes the life-affirming reality that Catholics and so many others have hoped for. And we can all pray that those

and share the truth about human life. We must continue to show love and mercy, especially with those who have been involved in abortion. All members of the Church can bring healing to the world by upholding the beauty of human life and God’s unfailing mercy.

Only a tender, compassionate love that seeks to serve those most in need, whatever the personal cost, is strong enough to

overcome a culture of death and to build a civilization of love.

Let us open our hearts and reflect on how God might be calling each of us to witness the sacredness of human life and assist in pro-life efforts. We may be called to help parents welcome their unborn child as a miracle of God’s creation, to visit the elderly or aid those who are sick and suffering, to pray and fast for life, to advocate to our elected officials or to assist educational efforts in our parishes.

We entrust all these efforts to the intercession of Mary, the Mother of God, and her husband St. Joseph. They are models of virtue and holiness who gave everything to welcome Jesus into their lives despite the hardships. With their assistance, may each of us have the courage to open our hearts to life.

Vivimos en una sociedad de incredulidad, donde los no-natos, los enfermos y los ancianos, con frecuencia, rechazados y puestos en peligro por actos de violencia o negligencia. A principios del año marcamos el aniversario cuadragésimo de la trágica decisión de la Suprema Corte Roe v. Wade y Doe v. Bolton. Buscando en nuestros corazones por Marie Cehovin

E

l 14 de septiembre, la Fiesta de la almas y reconocer Exaltación de la Cruz, recibí la nuestro anhelo de bendición de unirme a Matteo Cristo resulta en abrir Cehovin en el Sacramento del Santo nuestros corazones a la vida? A decir verdad, Matrimonio.

En la diócesis Claudia Lizárraga Meserole es la nueva Coordinadora de Educación de la Oficina de Acitvidades Pro-Vida y Castidad Nacida en Ciudad de México, mientras que su padre trabajaba en obtener un grado médico en la Universidad Nacional Autónoma de México (UNAM), Meserole creció en un hogar Católico devoto, con activos padres pro-vida y cinco hermanos.

Meserole y su esposo, Craig, han sido parroquianos de St. Vincent de Paul desde 1996. Tienen tres hijos (dos de ellos adoptados) y una nieta.

Perry firma una Legislación Pro-Vida como Ley Mientras que Planned Parenthood Decide Cerrar Tres Instalaciones Austin • 18 de julio, 2013

E

l Gobernador de Texas, Rick Perry, acompañado por docenas de legisladores texanos, firmó la HB 2 como ley, el 18 de julio mientras que Planned Parenthood anunciaba el cierre inminente de tres de sus instalaciones en Texas.

La HB 2, de la autoría de la Representante Jodie Laudenberg (R-Parker) y patrocinada por el Senador Glenn Hegar (R-Katy) eleva el estándar del cuidado para las mujeres en Texas recibiendo abortos, al requerir que todas las instalaciones donde se realizan abortos posean una licencia como centros ambulatorios quirúrgicos.

Además, la propuesta de ley prohíbe abortos posteriores al quinto mes de embarazo, requiere que los profesionales de la salud que realizan abortos tengan privilegios de admisión en un hospital dentro de 30 millas de la instalación donde se realizan abortos, y requiere que los profesionales de la salud administrando drogas que inducen abortos cumplan con los requerimientos de las regulaciones de la FDA. 12

Las instalaciones donde se realizan abortos serán requeridas a cumplir con los mismos estándares de seguridad que los centros ambulatorios quirúrgicos a partir del 1 de septiembre de 2014. Las restantes provisiones de la propuesta de ley entraron en efecto 91 días después de que la sesión especial concluyó.

“La propuesta del Congreso 2 se basa en el éxito de sesiones previas que hemos ganado ya que hemos trabajado duro. Éstas incluyen la ley del sonograma, las leyes del consentimiento de los padres y la notificación, remover fondos para Planned Parenthood, y la Ley para la Protección Prenatal (personhood o cualidad de ser un ser humano),” dijo Joe Pojman, director ejecutivo de Texas Alliance for Life.

l tercer Congreso Hispano de las Américas de Respeto a la Vida y Evangelización llevado a cabo en el Plano Center del 16 al 18 de agosto, contó con más de una docena de oradores que hablaron sobre maneras de contrarrestar la cultura del aborto y sobre asuntos de justicia social, tales como la reforma migratoria, el cuidado de los pobres, la consciencia y la libertad religiosa. La conferencia fue patrocinada por la Diócesis de Dallas, la Diócesis de Fort Worth y el Comité Pro-Vida Católico. Un estimado de 2,000 personas atendió dicha conferencia.

En su homilía durante la Misa de apertura, el Cardenal Sean Patrick O’Malley dijo que, sobre el tema del aborto, existen signos alentadores que empezaron a aparecer hace 40 años después de que la Suprema Corte de Estados Unidos declarara la práctica legal.

De acuerdo al Instituto Guttmacher, “cerca de la mitad de los embarazos entre mujeres americanas no son planeados, y cerca de 4 de cada 10 son finalizados por un aborto”. En 2010, 25 por ciento de los abortos fueron obtenidos por mujeres hispanas.

“La vida es el tema más importante de justicia social,” dijo Aurora Tinajero, organizador principal del congreso y directora del Ministerio Hispano para el Comité Católico Pro-Vida. “Cuando la vida se ve amenazada, otros temas de justicia social se ven afectados”.

El congreso de tres días concluyó con una Misa celebrada por el Arzobispo Cardenal de Galveston-Houston, Daniel DiNardo, mientras que el obispo de Phoenix, Thomas Olmsted, el obispo de El Paso, Mark Seitz y el obispo de Sacramento, Jaime Soto, concelebraron.

Cardenal O’Malley, Arzobispo Lori al congreso: Adoptar una política de la Ley del los derechos de conciencia en el cuidado de la salud Washington • Septiembre 27 de 2013

En una carta del 26 de septiembre a la Cámara y al Senado, el Cardenal Seán O’Malley de Boston y el Arzobispo William E. Lori de Baltimore, dijeron que la política de la Ley del los derechos de conciencia en el cuidado de la salud (H.R. 940/S. 1204) debe ser incorporada en legislación del tipo “debe pasar” tal como la Resolución Continua y el proyecto de ley del techo de la deuda. ¿Tendrá Usted que Pagar Abortos en Su Plan de Salud?

E

s suficiente para confundir a cualquiera. Algunos que apoyan la nueva ley del cuidado de la salud conocida como la Ley de Asistencia Asequible (ACA por sus siglas en inglés), dicen que no gastarán fondos de los contribuyentes en cobertura para abortos.

Aún así, estamos escuchando que los americanos comprando un plan de salud en los “intercambios” que están ahora estableciéndose en la mayoría de los estados, deben pagar un cargo extra mensual para abortos electivos ¿Cuáles son los hechos?

Primero, las buenas noticias. Veintitrés estados han pasado leyes para excluir la mayoría de los abortos de todos los planes en sus intercambios de salud. En estos estados, los americanos podrán elegir de entre una amplia gama de planes de salud sin abortos quirúrgicos. (Trágicamente, incluso esos planes están cubiertos por el “mandato contraceptivo” de la Administración, el cual incluye algunas drogas como Ella [ulipristal] que pueden causar un aborto temprano. Ese mandato continúa siendo disputado en el Congreso y las cortes). Aún en otros estados, la ACA requiere al menos un plan que excluya la mayoría de los abortos; otros planes de salud pueden excluirlos, a opción del asegurador.

Las malas noticias: La mayoría de los aseguradores seculares probablemente cubrirán abortos electivos (al menos que se encuentren prohibidos por la ley estatal), como hacían antes de que pasara la ACA, por que piensan que el aborto es más barato que el nacimiento de un niño (y mucho más barato que dependientes vivos que podrían necesitar cuidados mientras crecen). Y la ACA empeora la situación, de cuatro maneras.

Primero, los planes de salud que cubren el aborto a demanda recibirán subsidios de impuestos federales cuando el afiliado cumpla con requisitos de ingreso. Así que, en violación de la política en muchos de los programas de salud federal, sus dólares de impuestos subsidiarán planes que cubren abortos.

Tercero, la ACA prohíbe a los aseguradores darle algún aviso especial de que su plan cubre abortos. La cobertura de abortos sólo puede aparecer en la letra pequeña junto con los otros “servicios”.

Cuarto, la ACA prohíbe a los aseguradores que le digan a usted cuánto está usted pagando por abortos y muchos americanos se verán forzados por ley a pagar primas de seguro para el aborto mismo. Así que, si no tiene cobertura por parte de su empleador o de otro plan de salud grupal, y debe escoger un plan individual en el intercambio de su estado, ¿qué puede hacer? Puede investigar si vive en alguno de esos 23 estados. De no ser así, puede usted encontrar los 2 planes en su estado que no cubren abortos electivos.
