INDIA’S FLAVORFUL M&E EDGE

FLAVORFULM&EEDGE

At NAB 2025, India’s presence is stronger than ever, showcasing the country’s vast potential, technological advancements, and policy-driven initiatives aimed at fostering growth in the audio-visual industry

India’s media and entertainment (M&E) sector is experiencing an unprecedented transformation, emerging as a global powerhouse driven by innovation, government initiatives, and strategic collaborations.

The sector has witnessed a compounded annual growth rate (CAGR) of 10-12% over the past decade, making it one of the fastestgrowing industries in the world.

According to a recent EY-FICCI report, the industry is expected to reach $70 billion by 2030, driven by increased digital consumption, expanding broadband penetration, and rising disposable incomes. The OTT market alone is projected to touch $15 billion by 2030, positioning India as one of the largest digital entertainment markets globally.

The sector comprises over 900 television channels, 40+ OTT platforms, and nearly 1,200 FM radio stations. The demand for regional content is also surging, with vernacular OTT platforms seeing 40% year-on-year growth, further contributing to the expansion of the industry.

At NAB 2025, India’s M&E industry stands tall, offering a compelling mix of creativity, technology, and market opportunity.

Prime Minister’s Vision: Creating a Global M&E Powerhouse

Prime Minister Narendra Modi has emerged as a champion of India’s media and entertainment (M&E) sector, reinforcing his vision of ‘Create in India for the World.’ Under his leadership, India has positioned itself as a global powerhouse in content creation, leveraging its rich cultural heritage, skilled talent, and technological prowess.

PM Modi’s strategic push for India’s creative industries has led to transformational initiatives such as WAVES (World Audio-Visual Entertainment Summit), which amplifies India’s role in global AVGC (Animation, Visual Effects, Gaming, and Comics) leadership. His strong advocacy for ‘Create in India for the World’ has accelerated the international success of Indian content, fostering cross-border collaborations, opening new markets, and driving exponential growth in exports of films, digital media, and gaming.

DRIVING ITS GLOBAL APPEAL. THIS EDGE STEMS FROM A COMBINATION OF LOW LABOR COSTS, AFFORDABLE INFRASTRUCTURE, AND A SKILLED YET COMPETITIVELY PRICED WORKFORCE

India Cine Hub: The Evolution of Film Facilitation Office (FFO)

Rebranded as India Cine Hub, the former FFO continues to streamline filming processes, attract foreign productions, and position India as a premier destination for international film and content production. Enhanced incentives, simplified regulations, and single-window clearances have further bolstered India’s appeal for global filmmakers.

The Hub, established by the Ministry of Information & Broadcasting, Government of India, is a key initiative to promote and facilitate film shootings in India for both global and Indian filmmakers. Operated under the National Film Development Corporation (NFDC), it serves as a singlewindow clearance system to streamline the process of obtaining permissions, accessing resources, and exploring India’s diverse filming locations.

The ICH aims to make India an attractive destination for film production by offering support for feature films, TV/ web shows, series, and co-productions. It provides services like script evaluation, liaison officer support (with expenses borne by the government if assigned), and assistance with local permissions.

The Indian Institute of Creative Industry: Bridging the Skill Gap

The upcoming Indian Institute of Creative Industry (formerly NCoE) will serve as a premier institution catering to AVGC professionals. With a hub-and-spoke model, it aims to provide cutting-edge training, research, and international collaborations, ensuring India remains a talent hub for the global M&E industry.

The IICT is envisioned as a premier institution akin to the Indian Institutes of Technology (IITs), but focused on creative technology. It will be located in Mumbai’s Film City, Goregaon, with a financial allocation of Rs 400 crore from the central government. The institute aims to drive innovation in fields like film production, digital content, visual effects (VFX), animation, audio-visual storytelling, media innovation, and Web 3.0 technologies.

It’s part of a broader push to position India as a global hub for the creative economy. The IICT will not only be an educational institution but also a center for cutting-edge research and industry collaboration, with regional hubs planned in cities like Hyderabad.

State Policies Driving AVGC

Growth

Several Indian states are strategically establishing themselves as hubs for Animation, Visual Effects, Gaming, and Comics (AVGC) by implementing progressive policies, offering tax incentives, and developing dedicated infrastructure.

Karnataka leads with its AVGC Centre of Excellence in Bengaluru, providing stateof-the-art facilities like motion capture and post-production labs, supported by the Karnataka Startup Policy 202227, which includes subsidies and a streamlined single-window clearance system.

Maharashtra, home to Mumbai’s Bollywood ecosystem, leverages its 2015 IT policy to promote AVGC, offering tax breaks and hosting over 600 studios, bolstered by institutions like Whistling Woods.

North East India: The Next AVGC Frontier

North East India, with its rich cultural heritage and breathtaking landscapes, is rapidly emerging as a promising hub for the Animation, Visual Effects, Gaming, and Comics (AVGC) sector.

The region’s diverse traditions, folklore, and natural beauty provide a unique canvas for film production and digital content creation, making it an untapped resource for storytelling and creative innovation as of April 1, 2025.

Government incentives are pivotal in this transformation. Schemes like the North East Special Infrastructure Development Scheme (NESIDS) and the Prime Minister’s Development Initiative for North East (PM-DevINE) fund infrastructure projects in connectivity, power, and digital access, enhancing the region’s appeal for AVGC activities.

States are also offering subsidies and tax breaks, aligning with national efforts like the AVGC Promotion Task Force, which

Telangana drives growth through its IMAGE Policy, establishing the IMAGE City in Hyderabad with high-quality infrastructure and incentives like land allocation and power exemptions, attracting both Indian and foreign studios.

Tamil Nadu is crafting its AVGC-XR Policy 2023, planning clusters and a Centre of Excellence, capitalizing on its VFX and post-production strengths in Chennai.

These specialized clusters, backed by financial incentives (e.g., Karnataka’s 15% capital subsidy, Telangana’s up to Rs. 30 crore investment subsidies), robust digital infrastructure, and a skilled talent pool, position India as a cost-effective, high-quality destination for global studios and content creators.

With the national AVGC market eyeing a $26 billion valuation by 2030, these state-led efforts enhance India’s appeal for investment, fostering innovation and job creation in the creative economy.

aims to create 20 lakh jobs nationwide by 2030.

Infrastructural development is accelerating this shift. Improved road networks (e.g., 4,000 km under construction), railway expansions, and digital advancements—like 5G labs and broadband expansion in rural areas— are bridging logistical gaps. Guwahati’s 3D printing Centre of Excellence and plans for AVGC-focused clusters further bolster production capabilities.

Skill training initiatives are equally critical. Programs like the North East Entrepreneurship Development Programme (NEEDP) and Tele-education projects in Assam and Sikkim are upskilling youth in animation, VFX, and gaming.

Collaborations with institutions like IIM Calcutta Innovation Park and the upcoming National Centre of Excellence for AVGC in Mumbai aim to harness the region’s talent pool.

With its cost-effective production potential and growing ecosystem, North East India is poised to become a growth engine for AVGC, contributing to India’s ambition of capturing 5% of the $800 billion global market while showcasing its unique identity on the world stage.

India’s Thriving Startup Ecosystem in M&E

India’s dynamic startup ecosystem is fostering innovation across content creation, gaming, AIdriven animation, and immersive storytelling. Platforms like India AVGCXR Startups and incubation centers are nurturing disruptive ideas, drawing global investors, and accelerating industry growth.

India’s startup ecosystem in the Media & Entertainment (M&E) sector is experiencing a dynamic surge, driven by digital transformation, a massive audience base, and supportive government policies.

India boasts the world’s third-largest startup ecosystem, with over 1.28 lakh startups, including a significant number in M&E. This sector is projected to grow at an 8.3% CAGR, reaching $43.03 billion (Rs. 3,65,000 crore) by FY28, fueled by digital media, OTT platforms, online gaming, and animation/VFX.

Expanding Market Access and Global Collaborations

Streaming giants like Netflix, Amazon Prime Video, and Disney+ Hotstar are tapping into India’s diverse content ecosystem to bolster their global footprint, leveraging co-production treaties, content localization, and Indian IP-driven storytelling to reshape entertainment trends as of April 1, 2025.

Co-production Treaties: India’s 17 coproduction agreements (e.g., with the UK, Canada, and Italy) enable cost-sharing and talent exchange, reducing production costs by up to 40% via incentives like cash rebates. Netflix’s The Archies (2023) and Amazon’s The Family Man showcase how these treaties blend Indian narratives with global appeal, accessing international tax benefits and markets.

Content Localization: With India’s 1,600+ dialects and 22 official languages, platforms localize content to penetrate its

Key drivers include India’s 78 crore internet users, 55 crore smartphone users, and the world’s cheapest data costs, enabling a mobile-first consumption trend—82% of entertainment app time is spent on mobiles.

Startups like STAGE, a hyperlocal OTT platform with 4.4 million paying subscribers and Rs. 180 crore in annual recurring revenue, exemplify the rise of regional content.

Others, such as Filmboard Movie Technologies and Quidich Innovation Labs, both National Startup Award winners in 2022, are innovating in film production and broadcast technology. The sector has also birthed seven unicorns, reflecting its high-growth potential.

Government initiatives like Startup India and increased FDI (100% allowed in M&E) bolster this ecosystem, alongside a vibrant funding landscape—$2.8 billion raised by gaming startups alone in the past five years. With digital media overtaking traditional formats (38% of M&E revenue in 2023), India’s youthful population and rising disposable incomes continue to propel this thriving sector forward.

78 crore internet users. Disney+ Hotstar offers regional dubs (e.g., Tamil, Telugu) for hits like The Mandalorian, while Netflix’s Sacred Games and Amazon’s Made in Heaven mix Hindi and English with local idioms, resonating globally. This approach drives 60-70% of their Indian viewership from Tier-2/3 cities, a model now exported to Southeast Asia and Africa.

Indian IP-Driven Storytelling: Streaming giants are mining India’s rich storytelling heritage—mythology, literature, and regional cinema—for universal appeal. Netflix’s Baahubali: Before the Beginning (pre-production) and Disney+ Hotstar’s Mahabharata adaptations amplify epic narratives, while Amazon’s Panchayat exports small-town charm. Indian IPs contribute 15-20% of their global original content, with 80% of Netflix’s Indian slate targeting international audiences by 2025.

This strategy fuels subscriber growth— Netflix added 6 million Indian users in 2024 alone—and positions India as a content powerhouse, with localized Indian stories like RRR and Kantara influencing global trends in culturally rooted, high-impact entertainment.

Cost-Effective Production Advantage

India continues to offer worldclass production facilities at highly competitive costs. With an abundance of skilled professionals, cutting-edge VFX studios, and technology-driven production pipelines, India is a preferred destination for international content development.

India’s cost-effective production advantage in the Media & Entertainment (M&E) sector is a key factor driving its global appeal. This edge stems from a combination of low labor costs, affordable infrastructure, and a skilled yet competitively priced workforce.

Producing a feature film in India costs significantly less than in Western markets—averaging $5-10 million compared to $50-100 million in Hollywood—while delivering highquality output in areas like VFX, animation, and live-action shoots. For instance, VFX work in India is 30-50% cheaper than in the U.S. or Europe, with top studios like Red Chillies VFX and PhantomFX offering world-class services at a fraction of the cost.

The availability of diverse locations—

mountains, deserts, urban hubs— eliminates expensive set construction, often reducing location costs by 40-60%.

A vast talent pool, including 2.5 million STEM graduates annually and over 1 million freelancers in M&E (e.g., via platforms like Upwork), keeps wages low yet skilled—editors or animators earn $500-1,000 monthly versus $4,000-6,000 in the West. Government incentives like the Film Facilitation Office and up to 40% cash rebates under co-production treaties further slash expenses.

Coupled with advanced tech adoption (e.g., virtual production) and a weak rupee (enhancing export value), India’s cost advantage makes it a go-to destination for global studios and OTT platforms seeking quality at scale.

Digital Transformation and AI Integration

India’s rapid digitalization, coupled with advancements in AI, ML, and cloud computing, is revolutionizing content production and distribution. AI-powered dubbing, virtual production, and blockchain-enabled rights management are some of the innovations driving India’s M&E sector forward.

WAVES: India’s Global Platform for Creative Exchange

The World Audio Visual & Entertainment Summit (WAVES) 2025 is an inaugural global event hosted by India, scheduled for May 1-4, 2025, at the Jio World Convention Centre in Mumbai. Spearheaded by the Ministry of Information & Broadcasting and aligned with Prime Minister Narendra Modi’s vision, WAVES aims to position India as a leading hub for media, entertainment, and creative innovation.

Inspired by platforms like the World Economic Forum in Davos, it seeks to unite top media CEOs, entertainment icons, creators, policymakers, and innovators from around the world to foster collaboration, trade, and dialogue.

The summit will spotlight India’s strengths in film, digital media, animation, gaming, VFX, and regional content, while promoting technological

advancements like AI, virtual production, and immersive experiences. Key features include the Global Media Dialogue (culminating in the WAVES Declaration 2025), over 30 Create in India Challenges to boost the creator economy, WaveXcelerator for M&E startups, and the first-ever e-Bazaar for 24/7 global content trade.

With India’s M&E sector projected to reach $43 billion by FY28, WAVES 2025 is set to amplify the country’s creative prowess, nurture talent, and drive international partnerships, reinforcing its role in the global creative economy.

With favorable government policies, rapid digital adoption, and a thriving content ecosystem, India’s M&E sector is poised for unprecedented growth. NAB 2025 serves as a platform for Indian industry leaders to showcase the nation’s capabilities, foster collaborations, and attract investments that will shape the industry’s future.

As the world tunes into India’s storytelling prowess and technological innovations, the country is well on its way to becoming a global leader in the media and entertainment space.

INDIA’S AVGC-XR INDUSTRY POISED FOR GLOBAL DOMINANCE

India’s AVGC-XR industry is poised to take the lead in the global creative economy, supported by policy initiatives, innovation, and a vision aimed at transforming storytelling and technology says Sanjay Jaju, Secretary, Ministry of Information & Broadcasting, Government of India

India’s animation, visual effects, gaming, and extended reality (AVGCXR) industry stands at the threshold of a transformative era, according to Sanjay Jaju, Secretary of the Ministry of Information & Broadcasting.

Speaking at GAFX 2025 in Bengaluru, Sanjay Jaju emphasized the sector’s potential in driving economic growth, fostering global cultural exchanges, and positioning India as a leader in the global media and entertainment landscape.

“Waves World”: India’s Global Media and Entertainment Summit

Sanjay Jaju announced the launch of “Waves World,” a global media and entertainment summit scheduled for May 1 to May 4 in Mumbai. This significant event will unite stakeholders from diverse entertainment sectors, including television, film, gaming, social media, generative AI, and live events. The summit, featuring prominent industry leaders and policymakers, seeks to foster collaborations and create business opportunities.

He elaborated on the philosophy behind Waves World, emphasising that its core mission extends beyond economic growth to include the pursuit of inner harmony and cultural exchange. The summit will integrate music, storytelling, and digital media to serve as a platform for fostering innovation and unity across borders. An advisory board comprising executives from Netflix, Amazon, and Sony has played a crucial role in shaping the event’s vision, ensuring it aligns with the industry’s evolving needs.

Create in India Challenge: Highlighting India’s Creative Talent

The government has initiated the “Create in India” challenge as part of a larger effort to strengthen India’s creative economy. This initiative encourages content creators from various fields—such as animation, gaming, filmmaking, and music—to present their talents. The challenge has garnered remarkable participation, serving as a testament to India’s creative potential, with thousands of entries submitted. Finalists will have the chance to showcase their work at Waves World, highlighting India’s capacity to generate world-class creative content.

India’s Soft Power and the Orange Economy

Sanjay Jaju emphasised India’s rich historical legacy of storytelling, which

is deeply intertwined with cultural milestones like the Indus Valley Civilisation, Sama Veda, Mahabharata, and Ramayana. He stated that this rich heritage offers a strong foundation for the country’s aspirations in the AVGCXR industry. As India is set to emerge as the world’s third-largest economy, harnessing its creative industries will be essential for driving further economic growth.

Prime Minister Narendra Modi’s focus on the “orange economy” in his Independence Day address highlights the government’s dedication to fostering a world-class media and entertainment industry. The Ministry of Information and Broadcasting is playing a crucial role in ensuring that Indian content creators and animators gain a global platform, allowing the country’s narratives to reach international audiences while reinforcing India’s message of peace and harmony.

Indian Institute of Creative Technology (IICT): Addressing Skill Shortages

In response to the necessity for a strong educational framework to bolster the AVGC-XR industry, Sanjay Jaju has announced the creation of the Indian Institute of Creative Technology (IICT). Positioned as a leading institution similar to IITs and IIMs, IICT will focus on the creative sector, providing advanced education and research opportunities.

INDIA IS POISED TO BECOME A GLOBAL LEADER IN MEDIA AND ENTERTAINMENT, THANKS TO ITS ADVANCED INFRASTRUCTURE, GOVERNMENT SUPPORT, AND COLLABORATION WITHIN THE INDUSTRY. THE FORTHCOMING WAVES WORLD SUMMIT, THE GROWTH OF IICT, AND THE ONGOING EMPHASIS ON INDIGENOUS CONTENT CREATION THROUGH INITIATIVES SUCH AS CREATE IN INDIA ILLUSTRATE A STRATEGIC PLAN AIMED AT REALISING THIS VISION

IICT seeks to bridge skill gaps through partnerships with international universities, the establishment of industry-focused incubation centres, and the implementation of AI-enhanced curricula. The institute intends to implement a hub-and-spoke model to create centres of excellence in various states, thereby guaranteeing access to high-quality education in media and entertainment technology. The initiative will facilitate collaborations with prominent global companies, including Deloitte, Nvidia, Autodesk, Adobe, and Foundry, thereby enhancing India’s technological capabilities in content creation.

Support

for Policy and Institutions in the AVGC-XR Ecosystem

Sanjay Jaju highlighted the importance of establishing policies to ensure long-term growth in the industry. The government is currently engaged in developing policy frameworks aimed at offering financial incentives, advancing infrastructure development, and enhancing skill programs. India aims to enhance its share in the global media and entertainment industry from the current 2% to a more competitive 4-10% by fostering an ecosystem that supports startups and innovation.

One of the main goals is to decentralise media and entertainment production beyond metropolitan areas, allowing smaller creative hubs to develop.

Bengaluru, known as India’s startup capital, is being urged to engage in initiatives such as Wavex, an accelerator program aimed at nurturing nextgeneration media and entertainment enterprises.

The Future of India’s AVGC-XR Industry

Sanjay Jaju expressed optimism about India’s future in the AVGC-XR sector. India is poised to become a global leader in media and entertainment, thanks to its advanced infrastructure, government support, and collaboration within the industry. The forthcoming Waves World Summit, the growth of IICT, and the ongoing emphasis on indigenous content creation through initiatives such as Create in India illustrate a strategic plan aimed at realising this vision.

As India advances in merging technology with creative storytelling, the country is poised to become a hub for media innovation, serving not just the Global South but the entire world. According to Sanjay Jaju, the upcoming decade will see India take centre stage in the media and entertainment industry, propelled by its dedication to nurturing talent, investing in advanced technology, and crafting engaging narratives that connect with audiences globally.

WAVES BAZAAR A TURNING POINT FOR INDIA’S CREATIVE ECONOMY

With the announcement of $1 billion funding, global co-productions, and AI-powered content expansion, WAVES Bazaar is set to transform India’s creative economy

For years, India has been a powerhouse of creativity, talent, and innovation in media and entertainment. However, we have always found ourselves traveling to different corners of the world to showcase our work, seek collaborations, and secure funding. This changes now. The WAVES Summit, happening from May 1-4, 2025,

at the Jio Center in Mumbai, brings an unprecedented opportunity for India’s media and entertainment sector. At the heart of this event is WAVES Bazaar, a dynamic marketplace that will serve as a catalyst for growth, international partnerships, and the global expansion of Indian content.

A Unified Platform for a Diverse Industry

The WAVES Bazaar is a revolutionary concept. Traditionally, professionals in film, OTT, television, animation, gaming, VFX, comics, advertising, and events had to participate in multiple global markets, traveling far and wide to connect with potential collaborators. With WAVES Bazaar, all these verticals converge in one place, offering a seamless environment to network, fund projects, and create business opportunities.

For small studios, freelancers, and emerging content creators, this platform provides direct access to international production and distribution. The announcement of $1 billion funding will fuel fresh ideas, supporting both individuals and companies in their creative pursuits. Whether it’s signing co-production agreements, selling content, or securing international outsourcing deals, WAVES Bazaar is designed to empower and elevate every stakeholder in the industry.

THE GLOBAL RECOGNITION OF INDIAN STORYTELLING, ANIMATION,

AND GAME DEVELOPMENT HAS GROWN EXPONENTIALLY. WE ARE NO LONGER JUST A SERVICE PROVIDER; WE ARE CREATORS OF INTELLECTUAL PROPERTY WITH IMMENSE CULTURAL SIGNIFICANCE. INDIA HAS SIGNED CO-PRODUCTION AGREEMENTS WITH 17 COUNTRIES, AND AT WAVES BAZAAR, WE WILL TAKE THIS COLLABORATION FURTHER, DEVELOPING INTERNATIONAL PARTNERSHIPS THAT WILL REDEFINE HOW OUR CONTENT IS PRODUCED AND DISTRIBUTED.

Empowering India’s Soft Power

The global recognition of Indian storytelling, animation, and game development has grown exponentially. We are no longer just a service provider; we are creators of intellectual property with immense cultural significance. India has signed co-production agreements with 16 countries, and at WAVES Bazaar, we will take this collaboration further, developing international partnerships that will redefine how our content is produced and distributed. Beyond business, the event is also fostering talent through skill-based competitions in animation, XR, gaming, and other creative fields. Over the last few months, more than 30 challenges have taken place across different cities in India, culminating in the WAVES Summit. This is proof that the vision of WAVES has expanded beyond a business event—it is a movement that is empowering artists, folk creators, and digital content makers to reach new heights.

AI and the Future of Creativity

Artificial Intelligence is often viewed with skepticism, with many fearing it will replace jobs. However, at WAVES, we will demonstrate how AI is not a threat but an enabler. Those who embrace AI in their production processes will thrive, as it offers cost efficiency, improved quality, and faster content creation. AI-driven localization will allow Indian content to be instantly adapted into multiple languages, breaking global barriers and making our stories more accessible worldwide.

Through WAVES Bazaar, we are also forging a strong connection between India’s IT industry and media sector. The combination of creative arts and technology is the future, and this platform will showcase how these two industries can collaborate to redefine content production, distribution, and consumption on a global scale.

From a Consumer Economy to a Creative Powerhouse

Hon’ble Prime Minister Narendra Modi’s vision for India’s media and entertainment sector is clear: we must shift from being a consumer economy to a creator economy. Today, our contribution to the global entertainment industry is around 2-3%. With the structured approach of WAVES and its long-term vision, we have the potential to capture 12-20% of the global market within the next five years.

This is just the beginning. WAVES Bazaar is not a one-time event; it is the foundation of a continuous effort to establish India as a leader in media and entertainment. For the first time, our industry has a unified platform where businesses, artists, and entrepreneurs can find the resources, support, and opportunities to take their work to the world stage.

The Indian creative industry has waited for this moment for a long time. Now, with WAVES Bazaar, we are not just participating in the global market—we have a vision to shape it.

CREATE IN INDIA THE WAVES OF A CREATIVE FUTURE

Big ideas, bigger WAVES—India’s creative economy surges forward with a global platform at WAVES 2025!

India is on the brink of a creative renaissance. The launch of a national campaign, “Create in India”, by the Indian Prime Minister marks a historic moment, designed to elevate the country’s creative technology industries to global heights. It is a call to action for storytellers, designers, performers, animators, technologists, and visionaries to come together and shape a new era of entertainment expression and experience.

At the heart of this movement is WAVES (World Audio Visual Entertainment Summit), set to take place from May 1 to 1–4, 2025, at the Jio World Convention Centre in Mumbai.

As the name suggests, this shall be the annual “high tide” for the cultural and creative industry.

A Movement in Motion

WAVES is more than an acronym. It’s a living metaphor. Just as ocean WAVES are created by the transfer of wind energy to water, WAVES is powered by the transfer of creative energy from imagination to execution. The campaign embodies the belief that storytelling, design, media, and performance can ripple outward, shifting perceptions, inspiring change, and generating lasting cultural impact.

“Create in India” represents a powerful partnership between government and industry — united in their vision to lead the next global creative technologies.

The campaign positions creativity not just as an artistic pursuit but as a vital economic driver, a diplomatic soft power, and a key to the future leveraging India’s creative talent and reaping the demographic dividend.

A Collaborative Platform for the Creative Economy

Aligning with PM Narendra Modi’s vision of showcasing India’s creative strength on the global stage, WAVES is set to make its grand entry at the Jio World Centre, Mumbai, from May 1st to 4th, 2025. It will serve as a

collaborative platform where global giants and creative minds from across the world will converge in India, reflecting the dynamic spirit of the nation’s creative community. Participants will engage with a diverse range of industry leaders, policymakers, and innovators, spotlighting advancements in animation, gaming, entertainment technology, and both regional and mainstream cinema.

The Science of a Storyware

Like ocean WAVES, creativity also has stages of evolution. WAVES is a perfect metaphor to describe the flow of Indian content:

Q “Capillary WAVES” are the early ripples — short films, animation, VFX, music videos, game design, Instagram reels, YouTube shorts, pitches for markets and creative prototypes. WAVES has been aggregating these capillaries through nationwide challenges and contests, promoted by the Ministry of Information & Broadcasting. The finalists at the event shall be those that bubble to the top from among thousands of creators who participated across the country across all facets of storytelling disciplines.

Q “Gravity WAVES” emerge when these small ideas find momentum. At the WAVES Bazaar, creators and companies will pitch, trade, and collaborate on scaling ideas into immersive productions and globally viable IPs.

Q “The Wave Crest” represents the cultural peaks – success at the box office, TRPs, views and likes, etc. The majestic peak that rises to its maximum before becoming one with the universe, only to be followed by a succession of others….

The WAVES event shall be a global confluence. Its positioning is to be the “Davos of the creative sector”. Across its various offerings, producers, investors, writers, coders, animators, and technologists shall collaborate in synergistic new formats.

The Business of Creativity

WAVES is structured to drive measurable outcomes. From B2B deal-making and coproduction opportunities to policy dialogues and content showcases, the summit is designed to turn creativity into commerce. As in physics, waveforms are defined by amplitude, frequency, and reach. Similarly, in the creative realm, success is measured in impact, resonance, and global visibility.

“Create in India” provides the environment to nurture this. By fostering platforms, global market access, various funding avenues, and the opportunity to think in an atmosphere of open expression, India creates the ‘space’ for creative industries to scale with confidence.

Global Reach, Local Soul

While WAVES points to global ambition, its foundation is deeply rooted in India’s cultural wealth. The stories, myths, music, and artistry of India have always had universal resonance. What’s new is the medium: animation, XR, immersive environments, AI-generated content, gamification, virtual production and real-time, next-gen storytelling.

Each wave that crests during the summit will reflect the unique rhythm of Indian creativity — original, emotional, grounded, and technically world-class.

WAVES – ONE Melody, MANY Voices

This is a creative interpretation of what WAVES means to me as one that has represented the case for a global summit to the Central Government for many years.

THOUGHT LEADER

THE NEXT 100 YEARS OF INNOVATION VIA COLLABORATION CONTINUES at NAB Show

Join

us in Las Vegas from April 5 to 9 to collaborate on the future

The National Association of Broadcasters (NAB) has a long history of innovation. We celebrated NAB’s 100th anniversary at the 2023 NAB Show in Las Vegas. In the first 100 years, NAB played a pivotal role in developing, promoting, and expanding the use of innovative technologies that inform, entertain, and engage audiences around the world. And that work continues today, as we are well underway with the next 100 years.

In the fall of 2023, NAB was honoured by the Academy of Television Arts & Sciences with the presentation of the Philo T. Farnsworth Corporate Achievement Award and the Engineering, Science & Technology Emmy Award. I had the privilege of accepting that award along with members of our technology team.

In my remarks that evening, I noted that through the development and implementation of new tools, techniques and standards, we’ve been able to use the same 6 Megahertz (MHz) channel to evolve from black and white with mono audio to colour with stereo, to high definition with 5.1 surround sound, and to ultra-high definition with object-oriented audio.

We are indeed doing so much more with that same scarce spectrum resource through continued innovation and investment in technology.

For example, last year we were delighted to partner with In-

tel to bring live 8K coverage of select events from the 2024 Olympic Games in Paris to the NAB Technology Lab in Washington, D.C. The 2023 NAB Show germinated the seed for that idea. It is only fitting to say that it all started in Futures Park, a special exhibition area that features emerging technologies that are not yet commercially available. Ravindra Velhal of Intel was exhibiting on behalf of the 8K Association in Futures Park, and we struck up a conversation about the possibility of doing something from Paris that would move the industry forward. We proceeded to collaborate and, with Ravi’s leadership, were able to deliver a “glass-to-glass” 8K Ultra High-Definition experience. By “glass-to-glass”, I mean that the images were initially captured by native 8K cameras and delivered and displayed on a native 8K television set with no upscaling.

The 8K video format was 7680 x 4320, 10bit HDR at 60 frames per second, resulting in a raw bit rate of approximately 48 Gb/s. In Paris, Intel used Versatile Video Coding (VVC) to shrink the live raw feeds by about 1000:1. This made it possible to send a 20–60 Mb/s livestream over the internet. In NAB’s lab, the live stream was compressed and decoded on a PC with an Intel® CoreTM i9 processor. It was then shown on a regular 8K TV.

One of only two locations in the United States to offer this experience. The collaboration was successful, and we were able to share this effort with policy makers and technologists from organ-

isations such as NASA and the Federal Communications Commission (FCC). They were delighted with the results and the ability to witness the future of television firsthand.

Moving into 2025 and taking a related step, in February NAB filed a petition with the FCC seeking a full transition to ATSC 3.0. There are already over 400 programme channels being broadcast from 100 transmitters in 80 markets in the U.S. These transmissions are available to approximately 77% of all television households in the U.S.

That sounds great, but it’s only possible because broadcasters have agreed to share channels, which limits what they can do with the new standard. They are still required to offer their services in ATSC 1.0.

A full transition to ATSC 3.0 will mean each broadcaster no longer has to share their channel and can make full use of their spectrum to deliver advanced services that will better serve their communities.

This includes options like 8K Ultra HD broadcasts, broadcasting to mobile phones, interactive apps that combine broadcast and broadband, and advanced broadcast data services like the Broadcast Positioning System (BPS TM) that can add a new level of security to the economy and the country.

In 2021 Pamela Kumar, Director General of Telecommunications Standards Development Society, India (TSDSI), gave the keynote address at NAB’s Broadcast Engineering and IT (BEIT) Conference as part of NAB Show. She

NAB was recognised with an Engineering, Science and Technology Emmy Award in 2023. Pictured left to right are: Lynn Claudy, Senior Vice President, Technology; Sam Matheny, CTO; Kelly Williams, Vice President Technology Policy and Standards; John Clark, senior vice president, Emerging Technology

spoke passionately about globally harmonised standards as an objective and about global collaboration and consensus building as the mechanisms. Since then, TSDSI has recommended ATSC 3.0 for use in India to broadcast directly to mobile devices. Additionally, there has been strong collaboration between Sinclair Broadcast Group and Saankhya Labs on software-defined radios and building mobile handsets equipped with ATSC 3.0. This collaboration, both on foundational standards and commercial applications, will yield success in India, the U.S., and other nations, like Brazil and South Korea, which are also deploying ATSC 3.0.

This year, Futures Park will once again be in the West Hall of the Las Vegas Convention Centre, and we are delighted to have exhibitors from

around the globe participating, including the 8K Association (W3492), the Ultra HD Forum (W4051), the Korea Radio Promotion Association (W3957), the University of Oregon Reality Lab (W3946), and several others.

NAB will also be demonstrating BPS in our PILOT booth (W4042). And the opening session of our BEIT Conference on Saturday morning will feature a live 4K Ultra HD conversation with astronauts on NASA’s International Space Station and a panel about the future of delivering large-scale live events like the moon landing.

I invite you to attend the NAB Show, Futures Park, and the BEIT Conference, not just for a visit, but also to collaborate.

REVOLUTIONIZING 8K LIVE BROADCASTING

Intel’s cutting-edge AI technology not only improved the viewing experience but also paved the way for the future of 8K high-definition streaming across nine countries.

As the Official Worldwide AI Platform Partner for the Paris 2024 Olympic and Paralympic Games, Intel redefined broadcast standards through revolutionary 8K streaming. This technological feat was led by Ravi Velhal, Intel’s worldwide content technology strategist and 8K lead, who played a crucial role in bringing this ambitious initiative to life.

Pioneering 8K Live OTT Broadcast for the Olympic Games

In association with OBS (Olympic Broadcasting Services) and RHBs (Rights Holder Broadcasters), Intel pioneered 8K OTT live broadcast delivery of selected Olympic Games Paris 2024 events to nine countries, including India. Additionally, in collaboration with GloboTV, the Games were streamed to the 8K TV consumer base in Brazil. This partnership with NAB marks a major step in democratizing 8K live broadcasting and carrying NAB’s century-long legacy forward.

A New Era of “More, Better, Faster Pixels” Broadcasting

Watching the Olympic Games in 8K resolution was an unparalleled experience. Every detail, from the athletes’ perspiration under stadium lights to the crowd’s passionate cheers, was preserved with crystal clarity. Once a distant vision, Intel’s collaboration with

Ravi Velhal pioneering 8K high-definition streaming

Olympic Broadcasting Services and other broadcasters turned it into reality.

Intel showcased the world’s first 8K OTT broadcast using H.266/VVC (Versatile Video Coding) during Paris 2024. Encoding and streaming 8K content required compressing raw feeds of 48 gigabits per second into a VVC-enabled livestream of just 40 to 60 megabits per second—a staggering 1,000:1 compression ratio achieved in milliseconds. This breakthrough was powered by Intel’s 5th Generation Xeon CPUs, setting a new benchmark for live sports broadcasting.

The Technical Marvel of 8K Streaming

Broadcast-grade cameras captured footage in 8K at 60 frames per second,

Ravi Velhal Intel’s 8K Poineer and his team with Thomas Bach, President IOC and Yiannis Exarchos, CEO OBS TV (Olympic Broadcast Services)

combining high dynamic range (HDR) with 32 audio channels for an immersive experience. These raw feeds were processed by a specialized encoder, “broadcast in a box,” powered by Intel processors.

Before the Games, Velhal explained, “Our goal is to make 8K mainstream. It’s about providing live 8K streaming in the highest quality at the lowest bandwidth, allowing fans worldwide to experience the Olympics like never before.”

A Legacy of Innovation

Intel’s commitment to enhancing the Olympic experience is longstanding. During Tokyo 2020, Intel collaborated with OBS to webcast 416 hours of content, handling 4.7 petabytes of data. In Beijing 2022, Intel delivered the world’s first fully produced 8K virtual reality broadcast feed.

With Paris 2024, Intel solidified its position as a pioneer in 8K streaming. This technology not only transformed live viewing experiences but also laid the foundation for future broadcasting standards.

The Future of Low-Latency Streaming

Achieving ultra-low latency in live broadcasting remains a major challenge.

During the Olympics, the delay from camera to TV was reduced to mere seconds—once thought impossible. Intel’s collaboration with industry partners helped overcome this barrier.

“Paris 2024 demonstrates that the future of low-latency, high-definition 8K livestreaming is now,” Velhal stated.

Throughout the Games, Intel’s AI platform processed petabytes of data frame by frame, ensuring fast-moving visuals were streamed with precision while minimizing delay.

A Vision for the Future

Intel’s groundbreaking work will leave a lasting impact on sports broadcasting. By leveraging advanced technology to deliver stunning 8K content, Intel enhanced viewer engagement and set the stage for future innovations. This historic deployment of 8K live streaming reached audiences in the UK, France, Germany, Malaysia, India’s Whistling Woods campus, and Brazil via TV Globo.

With Ravi Velhal leading the charge, Intel turned the Paris 2024 Olympics into a defining moment in sports broadcasting, ensuring audiences worldwide experienced the Games like never before.

CUT, EDIT, ENHANCE: AI JOINS THE DIRECTOR’S CHAIR

AI can cut costs, speed up VFX, and assist with storytelling—but directors will always be the true visionaries behind the camera says Dr

S. Raghunath

Dr S. Raghunath Professor of Strategy at the Indian Institute of Management Bangalore and Chairman of the South Asia Board Academy of International Business.

Artificial Intelligence (AI) is revolutionising the entertainment industry by reducing costs, enhancing creativity, and personalising content. Studios and independent filmmakers are increasingly leveraging AI in scriptwriting, casting, editing, special effects, and distribution.

Will directors and producers lose their creative control?

The answer is a resounding “No”, as directors will focus more on orchestration & storytelling while using AI as a real-time visual collaborator. Producers

will become AI strategists, using AI for budgeting, marketing, and data-driven decision-making. The best films will still require human intuition, emotion, and unpredictability. Directors who use AI to enhance their vision, not replace it, will push movie making forward. AI is expected to assist creativity, not dictate it. The best filmmakers will find a balance between AI-driven efficiency and human artistic expression.

Director Jon Favreau (“The Mandalorian”) used AI in virtual production. He used NVIDIA Omniverse and Unreal Engine to make virtual

AI IN MOVIE MAKING IS NOT ABOUT REPLACING CREATIVITY BUT ENHANCING IT. THE INDUSTRY WILL CONTINUE TO EVOLVE AS AI

IMPROVES EFFICIENCY, REDUCES COSTS, AND ENABLES HYPER-PERSONALISED, INTERACTIVE STORYTELLING

sets instead of real locations. He also used AI-driven cinematography to simulate natural lighting in real time, which made it possible to blend CGI and live action more smoothly and cut down on post-production work. He reportedly allowed onthe-spot cinematography decisions, keeping the director’s artistic control, enabling unique storytelling choices without budget constraints.

Director Robert Zemeckis in (“The Irishman”) – used AI for digital de-ageing. He used AI-powered deepfake de-ageing for actors like Robert De Niro & Al Pacino. There was no need for makeup or body doubles. AI altered actors’ faces in postproduction to depict different timelines without needing younger actors. The director maintained actor authenticity instead of using fully digital doubles.

It is obvious that AI automates tedious tasks such as editing, VFX rendering, scheduling, and budgeting, freeing up directors and producers to focus on storytelling and their artistic vision. AIgenerated storyboards, pre-visualisation, and digital sets allow movie makers to experiment with different cinematographic styles, camera angles, and visual aesthetics before shooting. AI can suggest alternative plot structures, character

arcs, and twists based on audience preferences or past successful films. When used creatively, it can inspire nonlinear storytelling, interactive films, or procedural narratives.

AI tools like NVIDIA Omniverse, Runway ML, and Audio2Face provide directors with more control over visual effects, animation, and realtime cinematography. AI can augment a director’s vision by suggesting lighting adjustments, digital cinematography, or alternative scene edits.

Small studios and independent filmmakers can now create high-quality VFX, digital sets, and AIpowered animation without a massive budget. Directors and producers must control AI, not the other way around.

Here’s how they can ensure AI serves creativity rather than replaces it.

AI-generated storyboards & pre-visualisation help test creative ideas before filming. AI-assisted cinematography lets directors preview lighting, camera angles, and VFX in real time. AI script analysis helps refine pacing and plot without replacing the writer. For example, an independent filmmaker can use Runway AI to generate different visual styles before choosing a final aesthetic.

AI should not dictate final edits, character emotions, or storytelling arcs. Directors should override AI suggestions when artistic choices conflict with AI recommendations. AIgenerated music should complement human composers, not replace them. A director might use AI-assisted editing (e.g., Adobe Sensei) for rough cuts but personally refine the final sequence for emotional impact.

AI can replace expensive CGI or green screens but should not replace actors or practical effects entirely. AI should speed up workflows without replacing the need for human

cinematographers, editors, and artists. AI can be used for marketing & audience insights, but storytelling should remain human-driven. A small studio using AIdriven VFX for set extensions instead of building full sets but still relying on actors’ real performances

Every great director has a distinct visual style. So AI should enhance, not homogenise it. AI tools should be customised to fit the director’s artistic vision, not force them into a generic, AI-optimised look. AI can be used for experimental storytelling, but human intuition, emotion, and spontaneity should drive decision-making. A filmmaker might use AIenhanced rotoscoping to create a unique aesthetic rather than relying on AI’s default styles.

Bottom line: AI is a tool, not a storyteller. Directors must ensure their human perspective remains central. The best films will balance AI efficiency with human artistry. AI can democratise movie-making, making highend production accessible to smaller studios without

replacing the director’s creative decisions. AI will not reduce creativity—unless movie makers let it do so. Directors and producers who embrace AI as a creative ally will push filmmaking into new and exciting directions. The most innovative films of the future will be those where AI enhances storytelling, not dictates it.

AI-facilitated movie-making is at the inflection point where value innovation is a distinct possibility, emphasising the simultaneous pursuit of differentiation and low cost to create new market spaces for the entertainment industry.

AI in movie making is not about replacing creativity but enhancing it. The industry will continue to evolve as AI improves efficiency, reduces costs, and enables hyperpersonalised, interactive storytelling. Studios that embrace AI-driven value innovation will lead the future of entertainment.

Caution: Excessive reliance on AI-generated scripts may lead to movies becoming predictable and repetitive. AI analysing box office trends might overuse clichés. If

AI dictates how scenes should be shot, edited, or composed, it could reduce a director’s personal style. AIgenerated cinematography may prioritise “optimal” shots over artistic risk-taking.

AI can predict which movies, actors, and themes will be successful based on past data. This could lead producers to prioritise commercially safe films instead of original, risky, or unconventional projects. If AI starts creating synthetic actors, AI-driven deepfake performances, or fully AIgenerated films, does the human director still have authorship? Can an AIgenerated film truly be “artistic” if it’s optimised purely for audience engagement?

The final question is: Will AI reduce the creativity of directors and producers?

AI may not replace creativity, but it will change how creativity is applied in movie making. Whether AI enhances or diminishes creativity depends on how directors and producers integrate it into their workflows.

INDIA’S M&E INDUSTRY A BILLION SCREENS, ENDLESS OPPORTUNITIES

With digital overtaking TV, AI reshaping content, and global ambitions rising, India’s M&E sector is poised for unprecedented growth

The Indian Media and Entertainment (M&E) sector is undergoing a transformative shift, driven by digital innovation, evolving consumer preferences, and technological advancements. The latest FICCI-EY report, Shape the Future, highlights key trends shaping the industry and outlines its growth trajectory for the coming years.

The Rise of Digital Media and Content Innovation

Digital media has officially surpassed television to become the largest segment of the M&E industry, contributing 32% of total sector revenues in 2024. This marks the end of television’s 25-year dominance, signaling a fundamental shift in content consumption habits. Digital platforms are redefining engagement through interactivity, gamification, and advanced

analytics, providing consumers with content tailored to their preferences. Prominent industry leaders emphasize the role of technology and globalization in expanding the reach of Indian content. Kamal Haasan, Chairman of FICCI M&E South, envisions a screen-agnostic audience unified by digitalfirst experiences that transcend linguistic and geographic barriers. Meanwhile, Kevin Vaz, Chairman of FICCI M&E Committee, highlights India’s growing presence on the global stage with recognitions at Cannes and the Oscars.

The Growth of TV and Sports Consumption

Despite digital media’s rise, television continues to hold substantial ground, with TV screens expected to grow from 190 million in 2024 to 214 million in

2026. The resurgence of cinema and regional content consumption is evident, while sports broadcasting has undergone a revolution with real-time statistics, multi-language commentary, and high-quality mobile coverage. The merger of Star India and Viacom18 is set to redefine sports broadcasting, leveraging digital advancements for greater audience engagement.

Emerging Business Models and New Revenue Streams

Subscription models are evolving to keep pace with changing consumption habits. Digital subscriptions grew by 15% in 2024, with paid video subscriptions increasing by 11 million to reach 111 million across 47 million Indian households. The rise of Free AdSupported Television (FAST) channels and the creator-led economy is reshaping traditional revenue models.

In advertising, new media now accounts for 56% of total ad revenues, surpassing traditional media’s share. However, television advertising has declined by 20% due to falling ad volumes and the shift to connected TVs. Innovations such as SME advertising platforms and bundled content packages are expected to enhance monetization opportunities across segments.

Live Events, Print, and Gaming: Industry Adaptation

The live events segment grew by 15%, driven by government and election-related events, personal celebrations, and ticketed experiences. Similarly, Out-ofHome (OOH) media saw a 10% rise, with digital OOH growing by 78%, contributing 12% of total revenues. Radio revenues also witnessed a 9% growth.

India’s M&E industry stands at an inflection point, driven by technological disruptions, digital transformation, and evolving consumer behaviors. With a billion screens of opportunity, the industry is set to reshape itself through strategic investments, policy advocacy, and innovation

Meanwhile, the print industry continues to adapt, with advertising revenues growing by 1%, despite a decline in subscriptions. Rising cover prices and falling circulation have led to increased diversification, with print companies now generating up to 8% of revenues from events and community engagements.

Gaming remains a key pillar of the M&E sector, though its transactionbased growth slowed due to regulatory challenges, including a 28% GST on deposits and the proliferation of illegal offshore betting sites.

Animation, VFX, and Theatrical Developments

India’s strengths in animation and VFX are positioning the country as a global content hub, although the Hollywood writers’ strike led to a temporary 9% decline in demand. Meanwhile, the Indian film industry is shifting toward quality over quantity, with fewer films being greenlit due to rising production costs and declining pre-sales opportunities.

The theatrical landscape is poised for expansion, with low-cost theaters expected to emerge in Tier-III and IV cities, increasing audience reach from 100 million to 175 million. Scaling of film TVOD (Transactional Video on Demand) and the growth of connected TVs and wired broadband will further boost monetization avenues.

Future Projections and Industry Evolution

The M&E sector is projected to grow at a CAGR of 7%, reaching INR 2.68 trillion (US$31.6 billion) in 2025 and INR 3.07 trillion (US$36.1 billion) by 2027. By then, digital and online gaming will contribute 46% of total revenues, while traditional media will account for 41%. Advertising is expected to make up 52% of total revenues, while subscription models will shrink to 35%.

Television will continue to evolve, with Direct-to-Mobile (D2M) services increasing accessibility beyond households. The OTT subscription market is set to grow, with households increasing from 47 million in 2024 to over 65 million by 2027. Print and radio will diversify further, with nontraditional revenue streams playing a critical role.

A Billion Screens of Opportunity

India’s M&E industry stands at an inflection point, driven by technological disruptions, digital transformation, and evolving consumer behaviors. With a billion screens of opportunity, the industry is set to reshape itself through strategic investments, policy advocacy, and innovation. The continued rise of digital platforms, regional content, and AI-driven media technologies will define the future of India’s entertainment landscape, ensuring its place as a global powerhouse in content creation and distribution.

DIGITAL MEDIA HAS OFFICIALLY SURPASSED TELEVISION TO BECOME THE LARGEST SEGMENT OF THE M&E INDUSTRY, CONTRIBUTING 32% OF TOTAL SECTOR REVENUES IN 2024. THIS MARKS THE END OF TELEVISION’S 25-YEAR DOMINANCE, SIGNALING A FUNDAMENTAL SHIFT IN CONTENT CONSUMPTION HABITS
