eDITorIal jharkhand set to be the next big skill destination of india Driven by the vision of Prime Minister Narendra Modi, the Government of Jharkhand under the leadership of Chief Minister Raghubar Das is steadily marching ahead on the development path.

To bridge the huge skill gap and fulfill ambitious skilling targets, the Jharkhand Skill Development Mission Society (JSDMS), meant to function as an autonomous organisation under the Department of Planning and Development, Government of Jharkhand, is coming up with a comprehensive ‘State Skills Policy’.

It aims to improve outcomes, expanding skill infrastructure with scale and speed, strengthening the skill development ecosystem, improving aspiration for skill development and incubating barefoot entrepreneurs.

The big change is being insured via three schemes -- Saksham Jharkhand Kaushal Vikas Yojna (SJKVY), Mega Skill Centers (also known as Deendayal Upadhyay Kaushal Kendras, DDUKK), and Employability Excellence with College Education and Learning (EXCEL).

In this light, the Jharkhand Skill Development Mission Society (JSDMS) under the aegis of Government of Jharkhand has come up with a Special Souvenir on “Jharkhand’s Skill Development Initiatives”.

It must be mentioned the State government, as a policy, has been always welcoming newcomers and entrepreneurs to rise together. It is to accelerate process of being the most preferred investment destination.

Motivated by the directives of our visionary Chief Minister, the State administration is working aggressively to redesign its business policies and business process reengineering is already taking place.

It must be mentioned that the current budget allocated for Skill Development in the State is Rs 700 crore which is expected to be increased to Rs 1,000 crore in 2018.

Moreover, this special souvenir includes interviews of Chief Minister Raghubar Das, Dr Neera Yadav, Minister, School, Higher and Technical Education and Skill Development, Government of Jharkhand, Raj Bala Verma, Chief Secretary, Government of Jharkhand and Ajoy Kumar Singh, Secretary, Higher, Technical Education and Skill Development, Government of Jharkhand.

We are also carrying some of the success stories to highlight how our efforts are making a difference to the lives of children. The rags to riches tales narrating the different stories of how youngsters of poverty stricken families have been benefitted after getting prepared as skilled manpower due to training provided under various government schemes.

Also, this souvenir explains how in its endeavour to support ‘Skill India’ as part of the country’s quest to emerge as a hub of skilled workforce in global arena, Jharkhand is setting an example for other states to follow.

With a hope of a bright future for all, irrespective of caste or creed, Jharkhand is determined to deliver the best in the service to the citizens and for enhancing the glory of the State for New India.

harkhand is among the fastest growing economies in India, characterised by a young demography. 57 per cent of the State’s population belongs to age group of 15-59 year. Around 70 per cent of the population is below 35 years.

The growing demand of skilled workforce in various industries is compelling the youth to have relevant skill training during their studies. It is necessary to develop skills of Jharkhand’s youth to make them employable. At the same time, it is necessary for the government to have a dynamic approach that evolves according to the students’ age and qualification.

To utilise and engage the existing unemployed population in the workforce through relevant skill training, the Jharkhand Government has launched various initiatives and schemes. The government is focussing on various aspects as the State is blessed with huge natural resources such as minerals, forests, horticulture, water resources etc. Value addition to these resources in the form of skilled workforce is expected to enable the State to develop fast. Jharkhand can be classified into eight major zones based on raw material deposits and industrialisation:

saksham jharkhand kaushal vikas yojana: Saksham Jharkhand Kaushal Vikas Yojana has been launched to empower youth of Jharkhand by making them skillful and employable. It will help them to contribute towards the economic growth of their State and the country. The scheme aims to employ 70 per cent of successful trainees through placement-linked and self-employment mechanism in various trades.

The scheme also aims to provide quality skills training to youth of the State in the age group of 18-35 aligned with the National Skills Qualification Framework (NSQF) and in line with industry needs. deen dayal Upadhyay kaushal kendra (Mega skill centre): JSDMS intends to set up, operate, maintain and manage Mega Skill Centres under Public Private Partnership (PPP) mode. Each centre will be developed in minimum area of 15,000 square feet with an annual intake of 2,000 students. Along with focussing on inculcating skills among youth of the State, the centres will also focus on developing entrepreneurship traits. The centres are supposed to emerge as centre of excellence for the skill training in their respective sectors.

of Jharkhand. The initiative will provide skill development training to 12th passed candidates enrolled in different degree programmes at college level. The programme will offer both soft skills and trade skills training to the students along with their regular course of study targeting five State universities, 100 colleges and approximately 51,000 students in four years. Also, 50 per cent students of colleges will be admitted in the EXCEL skill development programme giving an added benefit to the colleges to improve their placement record. commercial driving centre (cdc): A good number of drivers are required to improve mobility and transportation all over India. The Government of India has planned to train about 69.49 Lakh drivers all over the country. In Jharkhand, Commercial Motor Vehicle Training Centres (CMVTC) are proposed at different districts.

The centres through their residential and nonresidential training programmes will provide skill to approximately 4,000 candidates annually.

There will be a special focus on female candidates belonging to SC/ST/OBC categories and almost 10,000 female candidates are proposed to be trained at CMVTCs.

FUTUrE INITIATIvEs: ITE, singapore: JSDMS has started interactions with Institute of Technical Education (ITE), Singapore to develop world class training facilities and to create better employment opportunities in the State. The primary focus of the collaborations will be building Center of Excellence, which would have multiple deliverables with promised outcomes.

Implementation of PMkvy-2 in jharkhand: The flagship scheme of PMKVY-2 is proposed to be implemented through the State Skill Development Missions for 25% of the State target.

Multitude of skilling schemes operating through various departments are being implemented under a well thought out action plan to harness the existing skill development/vocational training ecosystem. In this wake, the Jharkhand Skill Development Mission Society (JSDMS) has been constituted under the chairmanship of Jharkhand Chief Minister Raghubar Das with the vision to increase employment opportunities for youth, reduce outward migration of young talent, increase per capita income matching the national level and empowering the youth through skill development.

The JSDMS is the apex body for all skill development activities within the State and acts as the guiding centre for all other departments.

JSDMS is determined to boost the skill development sector of the State and is progressively working to meet the target of skilling 20 lakh people in five years. Some of the key skill development programmes operational in the State are detailed below:

Majority of the workforce in India is in the informal sector. Low income women workers in the informal sector, due to irregular nature of work and little bargaining power, are amongst the most vulnerable groups in the Indian economy.

Possible Measures for Women’s Inclusion 1. development/Alignment of competency standards, content and curriculum: • To bring in gender sensitivity elements, standards need to be developed.

• Conducting study of career mobility possibilities both horizontal and vertical for the women trainees in the state qualification frameworks and development of transnational standards for female labour mobility can go a long way in ensuring participation.

• Incorporation of content related to soft skills and life skills across skill programmes.

• The potential use of modern technologies & techniques like Massive Open Online Courses, mobile training centres, digital classrooms will be assessed through a gender lens.

2. standardisation of Training Infrastructure: • Identifying areas of improvement to make infrastructure women friendly and easily accessible across all programmes.

3. Mobilisation: • A review of the communication strategies being adopted by the State government and local training providers at the individual level and the behavioural change models (nudge models) needed to achieve outcomes will be examined.

• The use of technology and social media in mobilisation will also be studied to glean

out new approaches to support female mobilisation.

4. IcT Enablement: • Capturing data on a periodic basis to enable monitoring of progress on the gender dimension.

• Data points will include women trainee/job seeker profile, easy and quick search for job vacancies, comparison of own skill profile against market demand, online application manager. It shall get together the employers, trainees, employment exchanges and recruitment agencies.

Promotion of skilling among Marginalised sections of society: Skilling youngsters from SC/ST backgrounds warrants contextualising of the design and curriculum, training and counselling due to the barriers and challenges the youth face in these regions.

Possible Measures for sc/sT Inclusion • Introducing special mechanisms in the delivery of training to increase participation, including mobile training units, extension schemes, and in-plant training • Monitoring progress in increasing the participation and integration of SC/ST in training and employment and holding training institutions accountable for equitable intake of SC/ST • Promoting training in non-traditional fields through the establishment of specific training programmes and pilot support schemes; training programmes could include personal development and life skills training modules and literacy training • Introducing more work-based learning and linking trainees with mentors/masters to gain experience of a specific trade; integrating business, self-employment and entrepreneurial concepts into training activities.

Promotion of skilling among differently-abled People: Inclusion of people with disabilities in skill development has to be on twin track. It should have specific initiatives for people with disabilities exclusively; while ensuring that mainstream skill development programmes are also inclusive and non-discriminatory.

Measures for Persons with disabilities (Pwd) Inclusion • The National Policy for Skill Development and Entrepreneurship provides for the creation of a horizontal SSC comprising stakeholders and representatives of relevant SSCs so as to identify specific trades for each category of differently abled candidates where they can improve their competencies through skill training and get rehabilitated/employed for a sustainable livelihood.

• Use of latest technology in training, content generation and monitoring of trainingfocussed on PwDs • Synergistic participation of the Private Sector and NGOs in the training and placement process The main objective of Jharkhand’s skill initiatives is to ensure sustainable economic growth driven by pool of empowered youth with industry specific skills. The Government through its initiatives is also focussing on the marginalised section of the society.

The government is also trying to create a sound environment for skill development and entrepreneurship and increase opportunity for employability. The Government is committed to train over 20 lakh young aspirants from across the State through robust institutional mechanism and training infrastructure at par with the global standards.

Roadmap foR JhaRkhand’s development The Government of Jharkhand in its roadmap for development of the State is considering skill training as one of the most important factors along with corruption-free government and a sound industrial policy, says Jharkhand Chief Minister Raghubar Das in an interview with Elets News Network (ENN).

What is your vision for Jharkhand for next five years?

In line with the vision of Prime Minister Narendra Modi, “Sabka Sath Sabka Vikas”, Jharkhand Government has taken forward the growth story of the State. Our objective is to work for public welfare. I am grateful to the people of Jharkhand for their faith and support in our government. Today, Jharkhand Government is committed to uphold these high standards of governance and at the same time committed to serve people better.

in Jharkhand, the State has witnessed many good things. One of the biggest achievements is to head the first stable government in the state since its creation.

Besides, we’ve restored people’s confidence in governance which had eroded over the preceding decade. Apart from emerging as a transparent and corruption-free government, we’ve also won the confidence of investors by developing infrastructure and a sound industrial policy. This, in turn, has created jobs. We’ve laid a network of roads for better connectivity within the State. We also have plans to bring electricity and piped drinking water to every household.

What are your focus areas for Jharkhand?

The State government is on a mission to turn coal rich state into “the power of India”.

Jharkhand has been blessed with every natural resource such as coal, bauxite, iron ore, manganese and gold.

The other three areas where Jharkhand has great potential are -- Agriculture, Industry and IT. To stimulate investment in these sectors and develop infrastructure such as roads and power are also important and we are on right path for the same.

“Skilling Youth, Enabling Growth” is the tag line of State’s skill development mission. What is being done and what are the plans to skill more youth of the State?

The Government of Jharkhand has decided to impart skills training to around 20 lakh youths over a period of five years in the sectors like Agriculture and Animal husbandry, Industry and MSME, health, Paramedics, Infrastructure, Road and Transport, Tourism, Power and utilities, Water and Environment and Banking and Financial services.

We are in the process of setting up 50 Mega Skill Development Centres in the State. We are also inviting private players for partnership to build Skill Development

Centres in existing academic institutions i.e. higher, Technical and ITIs. How the State government is linking education with skill development programmes at different levels? What are the major policies for promoting Skill Development Mission of Jharkhand?

We are taking every possible measure to make our youth employable. Earlier, our youth were forced to migrate. But now, we are skilling them in different sectors to make them self-dependent.

Our government is also supporting private universities to strengthen the education sector. Since education is the backbone of anybody’s personality and we want to ensure that the education makes the children of Jharkhand capable enough to face challenges of global economy.

The use of latest technology has made education easier. In this tech-savvy era, the role of teachers has metamorphosed from guide to facilitator. Now the time has come to change the scenario and the roots of primary or secondary education should be strengthened.

We are doing capacity building of teachers across schools in the State. The literacy rate of Jharkhand is very close to the national average. We are trying to reduce the student-teacher ratio in primary and secondary education. We are also establishing more kasturba Gandhi Balika Vidyalaya (kGBV) schools to reduce girl dropout rate. The Government has opened Jharkhand Balika Awasiya Vidyalayas in remote blocks to improve the quality of education in low literacy and tribal dominated blocks of the State The Government is making all out efforts to improve Gross Enrollment Ratio (GER) in higher education track. The Government has set the target of 32 to achieve by 2022.

What are the policies that make the Jharkhand a preferred investment destination? What efforts are being made to bring more industries in the state?

Jharkhand’s strong base of entrepreneurial people, excellent infrastructure, stable governance, business friendly policies make it the best destination for doing business. We are always welcoming the newcomers and entrepreneurs to grow with us. Jharkhand is moving very fast to be the most preferred investment destination.

We are bringing reforms in all sectors.

We have come out with several new policies to encourage industry, exports, solar energy

What measures are being taken up by the State government to improve Ease of Doing Business (EoDB) ranking?

In the ease of doing business ranking of States, currently, we are at 7th position, but in labour reforms, we are already ahead of Gujarat and are ranked first in the country. We got a 100 per cent score as we made everything online and removed inspections in many cases. The emphasis is on self-certification.

We are working very aggressively to redesign our business policies. Business process reengineering has already been taken place and I am confident that very soon we will improve our ranking in ease of doing business.

As a Chief Minister of the most promising State, what are the major decisions being taken up to make Jharkhand Government as transparent, sensitive, decisive and progressive Government?

With the vision of “Greater the use of IT, lesser the corruption”, we have set up a CM Desk and more than 150 grievance lines. At the end of every month, I meet all the departments and we have a video conference with district collectors who have to explain cases that have not been sorted out in 30 days. I believe that every department is working day and night in the direction of bringing transparency and making the processes citizen-friendly.

Prime Minister Narendra Modi said the Higher education should trigger the spirit of innovation and entrepreneurship, ensuring students’ employability. What role does your department play in skilling and providing jobs to the youth under Jharkhand Skill Mission?

The outline of the Entrepreneurship and Innovation building programme is proposed to be a two-step approach. First, it should be boosting the ease of doing business for the existing enterprises in the State. Second, it should provide requisite training and skill base for generating new entrepreneurs who can absorb the skilled youth as well as contribute to the economy of the state by boosting the secondary and tertiary sector. Jharkhand is emerging as the Skill Destination of India. The Government of India is also emphasing on Skill India Mission, how is the State implementing this mission and making youth skilled?

The Government of Jharkhand has an ambitious target of skilling 20 lakh youths in next five years which includes 12 lakh by the Department of Higher, Technical Education and Skill Development and remaining 8 lakhs by other departments.

The Mission is leveraging upon its various Skill Development programs like SJKvY (Saksham Jharkhand Kaushal vikas Yojana), DDU-KK (Deen Dayal Upadhyay Kaushal Kendra), EXCEL (Employability Excellence with College Education Learning) and CoE (Centre of Excellence) to achieve its target.

What are the plans and framework of the Government to make skill training a matter of choice among youth?

India is perhaps the only country in the world where Skill development is terminal in nature.

It is imperative that vertical and horizontal mobility pathways are developed to make Skill development a career choice. Youths getting Skilled through a competency based skill development course should have options for vertical mobility to Skills Universities. Similarly, a credit framework for logical horizontal movement between Skill development and technical/ academic education is the need of the hour.

We also need mass outreach campaign to explain the opportunities related to Skill development to the communities. Role models pertaining to youth within the community who have done well for themselves through skill development program should be advocating the benefits to their friends, families and community at large. Youth winning medals at World Skills makes us all proud and are perfect role models for Skill development ecosystem.

What is the skill development plan of Jharkhand Government for women and differently able people of the state?

Women have been traditionally getting skilled in services and light manufacturing like apparel. I think time has come to break all glass ceilings.

Why can’t we have women welders, electricians, carpenters, etc? Women are second to none and we will collaborate with relevant industries to substantially increase women participation in all spheres of skill development. Training for persons with disabilities is a highly specialised job given the need for specially equipped trainers, suitably tailored infrastructure, custom designed courses, etc. We have resolved to set up benchmark training centres for differently abled people. They have repeatedly proved themselves equal or better than normally abled people in multiple professions. We want to provide many more such opportunities to differently able people of the state.

The Government of Jharkhand is focusing on creation of quality education ecosystem. How project initiated by the Jharkhand Skill Development Mission Society (JSDMS) will help in achieving the effective outcome?

I think JSdMS is on the right track. They are setting relatively large scale aspirational skill development centres. Focus in on providing relatively longer duration courses with significant on the job training and apprenticeship. The hours for soft skills/ IT/ Life Skills have been significantly enhanced which I think is very important. Their effort to rapidly set up skill development centres in colleges with courses of more than 400 hours Life Skills/ Soft skills training will go a long way making our graduates’ job ready. We want to take our efforts to the next level through collaboration with high capability international partners like ITE, Singapore with whom we propose to set up a brown field project in very near future with Greenfield project to train 12,000 youth coming up in a few years.

We need a very strong Labour Market Management System to serve as backbone to manage the complex ecosystem of skill development in the state. Technology should

SHApING up THRouGH The Government of Jharkhand is targetting to ensure 20 lakh youth are skilled through its various training programmes. Not only different government departments but the corporate are also contributing to initiatives of the State Government, says Ajoy Kumar Singh, Secretary, Higher, Technical Education and Skill Development, Government of Jharkhand.

What is the mandate of your department for skill development of youth of Jharkhand?

We have got a mandate to skill 20 lakh people in next five years i.e. by 2022. In order to achieve that mandate, the government has also time and again reiterated that all the budgetary allocations were made to the Jharkhand Skill Development Mission Society (JSDMS) and different departments.

Now, this mandate is not only for the society but the entire target has to be achieved by JSDMS along with other departments like urban development department, rural development department, and health and welfare department. out of this 20 lakh, 12 lakh will be trained by JSDMS whereas training of rest will be done by the aforementioned departments. In order to achieve that, the department has initiated various training programmes one of which is Saksham Jharkhand Kaushal Vikas Yojana (SJKVY), started in December 2016.

Another scheme is Mega Skill Centre also known as Deen Dayal upadhyaya Kaushal Kendra and we have to establish one such training centre in each of the districts of the State. Recently, we have established 14 Mega Skill Centres across the state.

Third one is Employability Excellence with College Education and Learning (EXCEL) programme in association with Tata Institute of Social Sciences.

The programme is for the students pursuing graduation, passed their 10+2 but don’t want to pursue higher studies and for the students who have graduated but are unemployed due to lack of skills. So broadly speaking, these are the three main programmes for the skill development of youth in Jharkhand.

Which departments are involved in imparting skill training in Jharkhand? Throw some light on their role in brief.

Apart from JSDMS, urban development department is a major department involved in skill development of Jharkhand’s youth. urban development department is executing Deen Dayal upadhyaya Grameen Kaushalya Yojana. Rural development department is another major department contributing to the skill development mission of the State. The third department is the ITIs, a major contributor to the skill development programme.

These three are the major departments.

There are other departments like Industry Department, Health Department and the Agriculture Department that are contributing to

The first and foremost reason that we are taking is to develop the State as skill hub of India and for this purpose we want to have a world class skill development centre in the State. We have signed a Mou with Institute of Technical Education (ITE) Singapore and they will be establishing a Brownfield project and a Greenfield project in Ranchi that will be the apex institutes for the skill development in the State. Chief Minister of Jharkhand has also announced to establish a Skill university in the State by next year. So these two will be the apex level institutions to guide skill development programmes and will act as the certifying agency. other than this, at mid-level there will be Mega Skill Centres. These will be the big centers with the capacity to train around 2,000-3,000 people.

We want to establish more such Mega Skill centres in Jharkhand to provide residential training so that anybody from any part of the State can pursue skill training. We have also increased the duration of the training programme. Initially, the duration was 300 to 400 hours but now the training is of 500 to 600 hours. We have also added soft skills as a component in the training programme so that youth of Jharkhand do not lack in these skills. Around 150 hours of soft skill training is provided in these programmes.

We have received positive feedback on Mega Skilling Centres, so now we want to increase the number of these centers by 40 or 50. These centres provide training to lots of people that’s why the centres will play a major role in achieving the target of skilling 20 lakh people by 2022.

Thirdly as we have talked about Saksham Jharkhand Kaushal Vikas Centres which are the smaller centres established blocks or villages to provide easy access of skill development training programmes to citizens.

So in order to achieve our vision, it will be our way. Moreover, we are also linking the training programmes to jobs and we have also introduced a component of on job training.

How “HUNAR” as a platform is benefitting the citizens and government of Jharkhand in skill development training and fulfilling the requirement of skilled labour?

The youth population in the State is fairly large as 1.08 crore people are between the age of 18 to 35. This is a perception all over India that skill programme is not job oriented, means the youth are not getting jobs, they are only getting training. In order to break that psychology, we are going to organise Skill Summit 2018. During the summit, we will give offer letters to 25,000 youth.

We received very good response for skill training and trained students from colleges and polytechnic are also participating in different placement melas. All over the State, we are having placement drive from the 1st November. Many of which are conducted and around 14,000 students are placed through these drives.

HuNAR brings employer and student on common platform. Employers and students can register online and may participate in interviews. After clearing the interview, the students will get the offer letter immediately.

How is the response for this HUNAR platform?

Excellent, especially for the campus drive we have undertaken. College principals are very enthusiastic and entire scenario is going to change because of this.

Industry engagement will act as a catalyst to create placementled training initiatives for skill aspirants of Jharkhand. How the Government is planning to partner with business communities and employers in this regard?

A motor vehicle training centre has tie up with Mahindra. At the centre, Mahindra will be providing all the equipments The benefit of industry sponsored training centres is that the trained students are either recruited by the organisation itself or by any other organisation of the same industry.

Another training centre in Madhupur has tie up with the health services. These training centres were set up in such a way that theyhave industry tie up from their inception.

What initiatives are being taken for the skill training of economically weaker section and minority community of the society?

All our programmes are as per the norms of Government of India. We are also providing uniforms to the candidates coming tour training centres.

We have opened 14 placement centres and regular placement drives are conducted at these training centres throughout the year. We are also giving daily incentives of Rs 200 to every candidate appearing in these placement drives.

There are many cases of skilled students who don’t want to go outside their native State for jobs.

What steps are taken to overcome this?

We have faced similar kind of problem in our placement drives. So, to resolve the issue, Chief Minister of Jharkhand addressed the industries and business houses of Jharkhand on December 22 to employ citizens of Jharkhand. We have signed Mous with companies for establishing the industries within the State and train youth of the State and prepare them as industry ready resource.

It will help such candidates who don’t want to go outside the State in getting the local jobs We are also trying to train the people in such a way that they get better salaries outside their native States. It is useless to send the skilled youth outside the State on the salary they are getting locally. Level - 3 trained candidates are getting a salary of Rs 8,000 to 10,000; Level - 4 are getting Rs 11,000 to 15,000 and level - 5 are getting Rs 15,000 to 20,000. We are

training the candidates in level - 3 and Level - 4.

From next year our strategy will be to train people at level - 4 and more people to level 5 to get a respectable livelihood. In order to achieve the same we have increased the course durations and at the same time we are encouraging to get enrolled for level - 5 training.

It will also help the candidates to go outside the state willingly.

20 lakh is the target JSDMS is going to achieve by 2022 but what are the targets for 2019? What message you would like give to youth of Jharkhand?

Government is ready to provide skill training to youth as per their requirement and choice. At the same time, the Government is also trying to provide jobs to at least 70% people. 20 lakh is a big target but we are trying to develop the infrastructure in such a way that the target can be achieved easily in a phased manner.

In just one year we achieved our previous target and through the summit we are going to celebrate it as the youth day by providing 25,000 certificates. This will change the public’s perception towards the skill training programme and will also boost us to achieve the targets.

30 JSDMS must conform to the National Skill Qualification framework (NSQf) and Common Cost Norms. Training is conducted through Training Service Providers (TSPs), which can be private companies, NGos or government institutions.

Selection of TSP for executing skill development schemes does not involve any price discovery. It is an empanelment process through scheme specific RfP wherein the endeavour is to select Training Service Providers with proven track record. Target allocation to the TSP is done after proper assessment of its capacity to train.

Centre accreditation is through the SMART portal and associated processes of NSDC. Quality Assurance including centre infrastructure requirements, curriculum/ content, course duration, Train the Trainer and assessments is done through respective Sector Skill Councils (SSCs). Pay-out to TSPs is done as per payment milestones and per hour cost rates defined under Common Cost Norms.

Mobilisation of trainees is done by the TSP and selection of candidate is done after proper counselling, as per his aspiration and minimum qualification requirement of the respective trade of training. Support to the mobilisation process is also made by the state government

What are the current schemes being undertaken by the mission society?

Currently, three schemes are being run by the State. first is Saksham Jharkhand kaushal Vikas Yojna (SJkVY) under which training centers are located up to block levels throughout the State so that training can be imparted at the doorsteps of the trainees.

Second, Mega Skill Centers (also known as Deendayal Upadhyay kaushal kendras, DDUkk), which are aspirational centres of minimum 15,000 sq ft area setup with corporate support for knowledge transfer and placements. Third is Employability Excellence with College Education and Learning (EXCEL), under which training for soft/communication skills, and domain skills is given to college going students.

The first two programmes are both residential and non-residential, whereas EXCEL is a purely non-residential programme.

What key challenges are faced

by JSDMS in improving the skill ecosystem in the state?

The major challenge we are facing right now is the lack of infrastructure to take care of huge skill gap and fulfill the ambitious skilling targets. There is an urgent need of establishing a large number of quality training centres covering a wide spectrum of job roles. Though the national skill ecosystem along with NSQf and its range of Qualification Packs (QPs) provides plenty of options, development of curriculum for Job roles assessed to be in high demand in Jharkhand and not yet included under the NSQf, pertaining to traditional arts and crafts in Jharkhand and offering more broad based and relatively longer duration skill development courses through suitable merging of QPs or stacks of National occupational Standards (NoS) is an important issue.

As is the case in rest of country, people prefer conventional education to technical skill development. It has more to do with prestige than employment. The youth needs to be taught that almost all the jobs today require skills in one form or the other, which could be either technical domain skills or the soft skills. What are the steps being undertaken to overcome aforementioned challenges?

To address these issues the state is coming up with a comprehensive ‘State Skills Policy’, which will be launched in the skill summit. We aim at improving outcomes, expanding skill infrastructure with scale and speed, strengthening the skill development ecosystem, improving aspiration for skill development and incubating barefoot entrepreneurs. The state is giving incentives for capacity creation under Mega Skill Centres, embedding skills in academic education through EXCEL programme, preparing for Industry 4.0 through Centres of Excellence (CoEs) and entering into placement tie-ups with quality employers.

Tell us about the future plans, new initatives and policies of JSDMS. We have many things lined up to make Jharkhand the ‘Skill hub’ of the country. Some of these are; Embedding Skills in Academic Education, Vocationalisation of Secondary and higher Secondary Education, integration of apprenticeship as part of competency based skill development courses, centres of excellence for training of trainers, opening of Migration Centres, making it mandatory to hire National Skills Qualification framework certified youth trained in Jharkhand for all relevant entry level jobs with the State Government entities and also with contractors pertaining to the workforce deployed on projects awarded by the State Government. We are also aiming at international collaboration for training and content development and placements and opening skill universities which will be developed as umbrella organisations for curriculum, content and certification in tandem with NSDC and SSCs.

Since it is a placement linked programme, courses are conducted for trades which are market relevant, offer good salary package and match youth aspirations.

The scheme focuses on youths of the State in the age group of 18-35 years. Skill Development courses are aligned to highimpact sectors including Tourism & hospitality, Telecom, Security, Retail, Plumbing, Logistics, IT/ITES, Electronics, Domestic Worker, Construction, Capital Goods, BfSI, Beauty & Wellness, Automotive, Apparel, and Agriculture etc.

Another factor which is taken into account while selecting a trade is the placement tie-of TSPs with various employers.

Saksham Jharkhand Kaushal Vikas Yojana (SJKVY): The skilling programme picked up pace in the State with the launch of SJkvy (Main phase) by Chief Minister Raghubar Das on 27 December, 2016. JSDMS signed MoU with 39 Training Service Providers (TSPs) running National Skills Qualifications framework (NSQf) compliant skill development programmes in about 30 industrial sectors providing benefit to about 25,000 youths of Jharkhand, aged between 18 and 35.

Deen Dayal Upadhyay Kaushal Kendra (DDUKK): JSDMS made a big leap in skill sector with the launch of five DDUkk also known as Mega Skill Centres, on 15 July, 2017. As of now 15 such centres are running in the State, providing training to about 7,000 youths.

Each DDUkk works in line with the vision of Prime Minister Narendra Modi. These centres provide scale, speed and standard to the skill programmes in the State. The infrastructure facilities at DDUkk required a minimum area of 15,000 sq ft for training of 2,000 candidates in every centre annually delivering multi sector curriculum of at least 576 hours duration, with Industry alignment.

Employability Excellence with College Education & Learning (EXCEL): It is a unique programme designed for 10+2 pass out college-going and non-collegiate students of the State. The scheme helps students who do not want to continue with traditional education

in the college in choosing alternate career options. Other than trade skills, the programme provides 405 hours of soft skills and life skills training to the college students to make them employable as per the industry requirement.

The scheme aims to benefit 51,000 youths in nearly 100 colleges in next four years.

Center of Excellence (CoE): With a vision to provide world-class training programmes to the youth of Jharkhand, JSDMS, has signed MoU with Institute of Technical Education (ITE) Singapore. The expert team of ITE has conducted On Site Situation Analysis of skilling in Jharkhand from 1-4 August 2017 and submitted its report on the 9 October, 2017. The project envisages a brown field development in ITI hehal in 2018 and a Green field development in Pundag in the next three years, providing world class training in seven industrial sectors. The CoE will also encompass a Training of Trainers Academy (TOTA) and a Research and Development Centre for evolution of a robust skill ecosystem in the State. The programme envisages not only placement in Jharkhand and India but meeting overseas industry expectations as well. It will help the youth of Jharkhand to get attractive salary package and better lifestyle.

Skill Summit 2018 The Government of Jharkhand hosted a very successful Global Investors Summit (GIS) Momentum Jharkhand in february 2017 and signed 210 MoUs attracting investment from all over the world. Three ground-breaking ceremonies have been held, realising those MoUs on the ground. The industries being set up in Jharkhand will require skilled human resource as a key component for a sustainable economic model. The visionary leadership of the State has quickly realised the need and has formulated a mutually supportive strategy to skill the youth of Jharkhand, matching the expectations of those industries. Skill Summit is planned to be held on the very next year of Momentum Jharkhand to bring the focus on skilled human resource for the industries.

Expert Opinion UNESCO Strategy for Technical and vocational Education and Training (TvET) 2016-21 aims to support the effort of member States to enhance relevance of their TvET system to equip all youth with the skills required for employment, decent work, entrepreneurship and lifelong learning and contribute to the implementation of the 2030 Agenda for Sustainable Development.

There are 17 Sustainable Development Goals (SDG) adopted in September 2015 in New york and SDG 4.4 calls for a sustainable increase in the number of youth and adults who have relevant skills. One major reason for youth unemployment is structural unemployment, which means the skill gap between workforce and industry requirements.

JSDMS is making efforts to bridge the structural unemployment gap, with Industry Connect. The Government of Jharkhand as a prelude to Skill Summit 2018 has carried out Employers’ Conclave and Industry Specific Campus Placement Drives all over the State.

Along with this, the society set up 14 Campus Placement Centres, organised Sector Skill Council Summits and conducted various other direct industry engagement programs, which has delivered positive results in terms of placement of youth.

The Jharkhand Government has drafted a skill policy to be launched during the Skill Summit 2018. The policy is supposed to attract investment in the skill sector as well as lay a roadmap for skill ecosystem in the State. The concept note has also been prepared for setting up Skill University in the state, which will usher in the path of horizontal and vertical career movement for skilled youth. JSDMS through hUNAR portal provides a convergence platform for all the State Government Departments to build a robust skill ecosystem.

NSDC aims to promote skill development by catalyzing creation of large, quality and for-profit vocational institutions, says Manish Kumar, Managing Director & Chief Executive Officer, National Skill Development Corporation (NSDC), in an interview with Elets News Network (ENN).

Since the launch of Skill India Mission, how much National Skill Development Corporation (NSDC) has achieved so far as per its vision? the Skill India Mission was launched in July 2015 to expedite government’s effort in providing skill training to the youth. With a mission to position India as the skill capital of the world, the Skill India Mission was instituted to expand the scale and reach of the initiatives effectively. So far, over 1.24 crore people have received training through various programmes. the National Skill Development Corporation (NSDC), under the aegis of the Ministry of Skill Development and Entrepreneurship (MSDE) has collaborated with industries, corporate houses, states, government bodies as well as other

ministries to ensure its effective implementation.

As on December 2017, over 19 lakh candidates received skilled training under pMkVY 1 and another 14 lakh has been trained in its second phase till now. Further, over 5 lakh skilled workforce has received formal certification under the Recognition of prior Learning (RpL) component of pMkVY. the government has also established 200+ state-of-art pradhan Mantri kaushal kendra (pMkk) and another 250 such centres are in pipeline. the government plans to have one such centre in every district of India.

During 2014-17, 453 women received skill training across 10 NVtIs/RVtIs.the number of ItIs has increased from 10,750 to 13,353 and efforts are being made for ItIs to grant certificates equivalent to class 10th and 12th of CBSE. Also, India International Skill Centers (IISC) have been set up for people who wish to work in foreign countries. the NSDC helps them hone their skills as they embark on undertaking job opportunities in another country. We are planning to establish 100 such centres across the country. there has been an added emphasis on promoting entrepreneurship among country’

NSDC is being set up to implement Skill India Mission. What are the challenges faced by the mission? What strategies are followed by NSDC to overcome those challenges?

India boasts of a huge demographic dividend and has the second largest workforce in the world. However, with the improvement in technology, automation has taken over most of the labour oriented jobs, which makes it necessary to up-skill and re-skill the work force all across the globe. At the same time it is very important to bridge the gap between skill training and job opportunities available. this gap is hampering the recruitment of even suitably trained candidates in an industry.

NSDC is working towards addressing these challenges and to bridge the existing gaps. Sector Skill Councils have been set up to identify the demands and opportunities that each sector entails and ensure that the most relevant and recent skill training is provided to the candidates. the training curriculum is regularly updated, and the opportunities are identified and leveraged.

Efforts are being made to skill, re-skill, up-skill as well as multi- skill employees to ensure that they sustain their jobs and grow further.

To bridge the industry-academia gap, NSDC conducts skill training courses in Public-Private Partnership (PPP) models. Please give details about such courses.

NSDC is trying to develop an enabling environment for skill development which is based

on relevant and up-to-date industry practices. the National Skill Development Coordination Board is being set up under chairmanship of the Deputy Chairman of the planning Commission in the public private partnership mode (ppp). the board will formulate strategies on skill development and monitor implementation of the same. Further, it ensures that proper skill training is being provided to candidates and simultaneously suggests strategies to address regional and social imbalances that might potentially hinder its effectiveness.

Under this model, the NSDC collaborates with a public-sector unit or a corporate house where they provide training to the candidates as well as opportunities for employment. these initiatives help the students to know their areas of improvement provide them exposure of industry expectations. the Udaan Initiative for the youth of Jammu & kashmir (J&k) is one of the recent initiatives that follows the ppp model and provides skill training and helps in creating job opportunities for graduate and postgraduate youth of J&k.

Jhankhand is a state that is bustling with opportunities and the skilling opportunities are abound in the state. Jharkhand Skill Development Mission entered an MoU with the NSDC to improve the employability of the candidates undergoing skills training. the NSDC has identified Construction, tourism, travel and Hospitality, Mining, Real Estate, transport and Logistics, It-ItES, Food processing, Healthcare, and Banking and Financial services as major verticals that attract youth in terms of job opportunities in the state and will further collaborate with JSDMS to provide more opportunities to the youth in the state.

Skill training is a necessity in today’s scenario.

Department of Labour, Employment and Training has taken various initiatives for the employment and skill training of youth in Jharkhand, says Rakesh Kumar Singh, Special Secretary – Labour, Employment and Training, and Director - Employment and Training, Government of Jharkhand. the workers in unorganised sector, we are getting them registered and opening their bank accounts linked with Aadhaar cards for the safe and timely credit of their wages. We are also running different social security schemes for the benefit of workers in organised and unorganised sectors.

What is the role of Department of Labour, Employment and Training in protecting the rights of workforce in organised and unorganised sector of Jharkhand?

According to the minimum Wages Act, it is ensured that wages are paid according to the skill category of workforce. We also ensure that the salary of workers in factories and shops is credited into their bank account. For

How the skill training is helping the workforce in getting exposure to employment opportunities?

The skilled workers have more chances of getting employed over unskilled workers. We are working extensively on skill training of workforce like for the ITI pass out trainees; we ensure that different recruitment camps are held regularly for their employment in different companies, organisations, factories or industries.

A number of such drives have been conducted and more are proposed to be organised. We have contributed to the vision of Jharkhand chief minister of awarding appointment letter to 25,000 youth. Since November 1, we have awarded appointment letters to a good number of ITI pass outs who are now employed in different companies.

Soft skills are now an essential part of skill training, what is the role of Department of Labour, Employment and Training on that front?

We are inviting counselors in employment exchange programmes. We have also developed counselling centres to council the trainees. counselors help the trainees in improving their behaviour, language skills and if required suggest them to enroll in any short term training course for the same. We also refer candidates to JSDmS for soft skill training. In ITIs, seminars and talk shows are conducted for the candidates

What is the department’s road map for realising the chief minister’s vision of skilling 20 lakh youth of Jharkhand till 2022?

We have 59 Government ITIs and around 250 private ITIs which train around 30,000 candidates annually. by 2022, we have been given the target to train 2 lakh candidates out of 20 lakh which is achievable as per our current rate.

“Skill Summit 2018” is one of its kind conferences in India, what role will the conference play in bringing all the stakeholders on a common platform?

During momentum Jharkhand, different industries have participated in search of skilled manpower. We are trying to bring reputed employers across the nation. The summit will help the nation to know the immense potential Jharkhand has in the form of skilled workforce.

It will boost the hiring of work force from the State as per the industry demand. The summit is expected to fulfill chief minster’s vision. It will take Jharkhand’s skill development programme to a new level and people will also get aware about the importance of skill.

employability among youth?

We act as a bridge between prospective trainees/employees and employers. So far, we have organised 43 employment exchange programmes. The portal jharkhandrojgar.nic. in has around 4 lakh registered youth under different categories such as nurses and as per different ITI trade. Whenever an employee registers on the portal in search of employees, we send SmS to all the trainees as per the eligibility criteria. The department then organises recruitment camps for selection of candidates as per their skills. For example, Apollo has recruited 21 nurses out of the trainees registered on our portal through a recently held employment exchange programme.

We have established Ranchi ITI as model ITI for which government of India has provided the financial grant. We are focussing on initiatives like centres of Excellence. At centres of Excellence, trainees get exposure of trades along with training of soft skills and computer operations. In current financial year, we are developing nine more ITIs as model ITIs.

In recently concluded “momentum Jharkhand” campaign, both Indian and international industry leaders reposed tremendous confidence in ths state by signing over 200 mous that in turn promises employment of over six lakh youth in new industries to be set up in the state in next five years. with some of the best institutions like BIt messra, XLRI Jamshedpur, Indian Institute of mining dhanbad and Ranchi university, Jharkhand is investing more to improve its education system and to set up more technical and higher education institutions of global repute. However the state, over the years, has witnessed the migration of its youth to work in different parts of the country on low wages. driven by Prime minister Narendra modi’ vision, “matching job creation with industry demand is the key to end unemployment”, the Jharkhand Government is resolutely preparing youth for all sectors that are in great demand in India and overseas. the Government is also nurturing the future-ready skills in youth as Industry 4.0 is going to change the ways we will work, interact and communicate in future.

In this light, Jharkhand chief minister Raghubar das has declared that the state Government will train “at least one member of every poor family to make them independent”, so that they can get jobs anywhere or start their own venture. He drives the vision” By strengthening the youth we will be able to strengthen the state”.

It’s vital to have overview of the state’s present skill ecosystem and few of the salient features of the skill Policy which provides tremendous value and benefits to all stake holders – Youth, training Providers and Entrepreneurs looking forward to make investments in skill domain: Creating new Capacities for Scaling Skills to new heights: state already has 15 mega skill centres. with a view to skill candidates in different sectors under one roof, the state has put its goal towards setting up 100 mega skill centres in five years.

Expanding Current base of Sakasham Centers: Based on Nsdc/sector skill councils framework, the programme will get additional support from state’s organisations through mobilization and placement. Providing job offers to 25,000 youth of Jharkhand is a step in that direction only.

Jobs for Future: the world is moving towards aligning on its own due to Industry 4.0 revolution. the revolution will bring forth new technology requirements such as Adoption of machine Language, Robotics, Block chain, Iot and Artificial Intelligence. In order to grab the opportunity, the Government of Jharkhand has already started establishing centres with siemens software Ltd, oracle, cIsco, HPE and others. Nearly 20 such centres are training the students in aforementioned areas. the Government is looking forward to expand such centres and sign with other leading firms of India and overseas.

Building Skilled Brigade of Youth Known as a mineral rich State, Jharkhand came into existence in 2,000 by the Bihar Reorganisation Act on November 15, 2000.

Spread over a total geographical area of 79.70 lakh hectares and having a population density of 414 people per square kilometer, the State of Jharkhand is being transformed to emerge as a Skill Hub. With a male population of over 1.69 crore and female population of over 1.60 crore, under the leadership of Chief Minister Raghubar Das, the State government is committed to benefit the youth through its various skill training programmes. Though there is always scope for improvement and every effort can be emulated with time, it makes an interesting reading to learn how some of them have benefitted with the Jharkhand government’s skill training programmes.

When a youngster tells you how his or her poverty stricken family struggled for a long time due to sole breadwinner, it feels painful. But when the same youngster narrates you how some skill training benefitted the family, it offers a sense of gratification to the administrative system as well.

It maybe noted Jharkhand government runs various skill development schemes through various departments with a vision to produce a huge number of skilled labour-force in the State.

Under skill development schemes the government imparts skill training to citizen to make them employable and to build a prosperous society.

Limited accessibility of information to people, lacked transparency in government departments and the demand of effective monitoring of schemes are few reasons that has motivated Jharkhand government to come up with a IT solution to resolve such issues.

She wished to be educated, even when her survival was in question. Aladi Tudu is from a small village called ‘Edalbera’ in Jharkhand’s East Singhbhum district. Her dream was to work in the hotel industry which was fulfilled through Pratham’s Hospitality Training Programme.

Mithila Kunkal belongs to a poor family of seven, with her father being the only earning member. Her family’s monthly income is Rs 5,000. Despite, abysmal financial conditions, she managed to complete her education till 10th grade.

Aman’s journey started when a mobiliser from Pratham went to his village, Majhgaon. He used to do some daily wage work at a local market. Lack of opportunities in his village and his meager salary prompted him to attend Pratham’s orientation programme.

Enrollment in housekeeping department at PACE Centre, Jamshedpur made her learn new things. She got a job at Hotel Mirasol, Daman, after successful completion of the course. For her it’s like a dream coming true.

Duggi Hansda is a student of PACE Hospitality Skill Center, Jamshedpur (JH.) She belongs to a poor family with her father as the only earning member. She lives in a small village called “Murkum” in Jharkhand’s Seraikela district.

Puja Kumari Pan comes from a small village called Kumirta in West Singhbhum district of Jharkhand. She has seven members in her family. Her father was the only breadwinner. She was only 14 when she had to start assisting her family in their agriculture work. She managed to pass class 12th with some the help of teachers and uncle.

She belongs to a small village in the eastern part of Jharkhand. Her father passed away when she was of 11 years only. In a family of five members, her elder brother is the only source of income. She passed Grade 10th and 12th with good marks and wanted to study further.

There are six members in her family and she was fourth amongst them.

Despite, abysmal financial conditions, she managed to complete her education till the 10th grade. She was keen to start earning so as to be able to contribute to her family income and support her family. During her training at the centre, she improved her knowledge, inculcated English speaking skills and become accustomed to computers.

Rajeev Sahu comes from a middle class family of six in Jharkhand’s West Singhbhum district. His education was affected due to financial condition. But somehow he managed to study till Standard 12. He would assist his father as a photographer for livelihood.

Susmita Birua belongs to Jharkhand’s East Singhbhum district. Her elder brother was the only breadwinner for family. Despite abysmal financial conditions, she managed to complete her education till 10th grade. She was interested in the Food and Beverage service course and got herself enrolled in PACE Hospitality skill Centre.

Manjari hails from a rural family in Jharkhand. Given the meager income of her family she could not foresee a bright future ahead. She then learnt about the Centum WSI Vocational Skill Training Programme being held in her district. She enrolled herself in the Sewing Machine Operator Course under Jharkhand Skills Development Mission scheme.

Along with the training in the course of her choice, she learnt Computer and English language that made her confident to work in the industry. After completing the training, she got an opportunity to work in a reputed hotel.

Empowered with her vocational skilling, today she is independent and employed with a renowned company. She earns a respectable salary in comparison to her peers. Her outlook, personality and communication skills have significantly improved. Her career growth has exceeded her family expectations and now looked upon as an inspiration.

He decided to enroll in food and beverage service training as he wanted to work in a place where he can develop communication skills.

After initial parental hesitation and persuasion, he was enrolled in training programme and learnt basics of computer and English language at the centre. In two months, he completed the training successfully and cracked job interview.

Hailing from Jharkhand’s Chatra District, Avinash Kumar Sinha is today 12 pass out. He learnt about training programme from his friend when he was unemployed.

After completing his training, he got successfully employed in JBM Pune.

When she came to know about the Government of Jharkhand’s JSDM scheme for rural youth wherein people get placement linked training, she was very skeptical at first but after a friend came along as her guide and counsellor, Rehana enrolled for the Centum WSI Skilling programme. After successful completion of the training programme, she got placed in a good organisation. Empowered with the Vocational skilling provided by Centum WSI, Rehana leads a good life now and is the pride of her family.

Hailing from Lotwa village in Jharkhand’s Gumla district, Etwari Kumari once worked as a bonded labourer in Delhi.

She was released with the help of government and an NGO. Belonging to a poor background, she didn’t have the qualification to get a good job.

Thanks to Labour Department of Gumla and District Planning Office, Gumla, that helped her in getting enrolled in the training programme of Saksham Jharkhand Kaushal Vikas Yojna (SJKVY) running in Visionary Skills, Gumla.

Sarita Topno is a graduate. But she did not have any skill to get employed.

She wished to work in a corporate environment. One of my friends told her about Saksham Jharkhand Kaushal Vikas Yojna and that free training with food and accommodation is provided by Jharkhand Skill Development Mission.

“I reached Visionary Skills, Ranchi situated at Birla Campus, Ranchi. During counselling, I was told that after training we will get placement facility as well.

I received training in Retail sector. I appeared in the examination just after completion of training. Within a week, based on my performance, Visionary has hired me in its corporate office.

After on-job-training of three months, I am working as Customer Relationship Executive. Currently I am doing my job very well and happy of being skilled and independent.”

“I received training of Sewing Machine Operator (SMO) free of cost and given free accommodation and food. In a campus placement, I was selected for Best Corporation as “Trainee Operator”.

Now, I am promoted as Sewing Machine Operator and drawing a salary of Rs 7,270 month and free accommodation, food and transport facilities.” She sends a part of her salary to family. “As an employed person, I feel happy, honoured and full of self-confidence. Providing Training, Ensuring Employment The State of Jharkhand is witnessing an unprecedented growth in skill development and employability of its one crore youth population. The Government of Jharkhand is providing training to ensure employment among youth of the State. To achieve this feat, Jharkhand Chief Minister Raghubar Das is focused on initially providing skill training to 20 lakh youths of the State. Therefore, the Jharkhand Skill Development Mission seeks to provide quality skills training to the youth in alignment with the National Skills Qualification Framework (NSQF) keeping in mind the needs of the industry.

Jharkhand Skill Development Mission Society (JSDMS) has been working in collaboration with Mega Skill Training Providers to further the Skill Mission for the youth of Jharkhand by reaching out to more and more youth and enable them to enhance their skills and job prospects. As part of this effort, skill development centres in different parts of Jharkhand are being set up so that youth need not travel far to get employability linked training. Also, crucial to this effort is providing vocational skill training to underprivileged youth from economically disadvantaged backgrounds, for employment or self-employment and helping youth build confidence and develop the foundation skills needed to succeed in the professional world.

Striving to support ‘Skill India’ as part of the country’s quest to emerge as a hub of skilled workforce in global arena, Jharkhand is setting an example for other states to follow. Technology is being widely used to make the trainings of youths much more effective, scalable and qualitatively superior. Unique technology blended with innovative learning methodology across various training initiatives has been helping the State to bring about a positive impact. Besides providing quality training to youths, finding suitable placement for them in reputed companies in Jharkhand in particular and the country in general is the foremost goal of the skill development mission in Jharkhand.

I feel honoured to introduce Visionary Knowledge and Management Services, an organisation that has been serving India and creating skilled manpower for six years now. The journey began with a mission to create literate India and now we are striving to support “Skill India” in its quest to emerge as a skilled workforce in global arena.

Jharkhand Government has declared a war on poverty and is determined to win it with weapons of skilled manpower. Honourable Chief Minister of Jharkhand Raghubar Das is emphasising on providing skill training to 20 lakh youths of the State. Taking this as a challenge, Jharkhand Skill Development Mission Society (JSDMS) has embarked upon its ambitious project ‘Saksham Jharkhand Kaushal Vikas Yojna (SJKVY)’ to empower the youth of Jharkhand with skill-based vocational education.

One of the primary roles of Visionary is to develop a strong interface between the Government and the industries which require such technically qualified skilled human resources for their development and sustainability in the competitive market.

Skilled manpower is a key resource and highly sought after within India and around the Globe. Our challenge is not only to provide state-of-theart training to the beneficiaries from remote and LWE-affected areas, but also to place them in respective industries and helping in self-employment and post-placement support. We also guide the industries to improve the quality of on-job training (OJT) at their work places.

We reiterate our objective to render our services that will ultimately benefit the Society, the State, the Country and the Skill Ecosystem by providing quality skill development to train people to work in fields where they will be valued for their specialized knowledge and skills.

It gives me immense pleasure indeed to express my inner appreciation and gratitude to JSDMS and to Hon’ble Chief Minister Raghubar Das for putting their best efforts in creation of qualitative and quantitative skilling environment to all stakeholders and to organise CPD for providing an employment opportunity to thousands of youth from Jharkhand specially from tribal community on the occasion of National Yuva Diwas, 12th Jan 2017.

Our company Ranchi Security Pvt Ltd is engaged in quality skilling since last five years through its various centres and schemes thereby providing an opportunity of employment to thousands of unemployed youth of Jharkhand. We are the first to start skill training of female security guards in country. We have witnessed a drastic socio-economic change in life of skilled candidates on their placement.

The dream of an Ex-Serviceman like me appeared to be true when I established a Skill Centre in LWE area in my native village Marda, Block Raidih, district Gumla and mobilized hundreds of poor tribal youth for skill development through Government scheme and offered them campus placement. Pratham’s skill development operations in Jharkhand started with a DC level partnership in the district of Simdega in year 2015. Now, JSDMS has provided an opportunity to Pratham to scale its operation in the state of Jharkhand. Now, it has four centres across the state. The partnership has helped Pratham to reach out to youth in areas where mobilisation is very tough. But with JSDMS’s support Pratham is able to run its centre to full capacity. Thanks to JSDMS’s constant engagement with Pratham (the TSP), Jharkhand has now become a focus-state for Pratham. In the past five years in Jharkhand, Pratham has trained 1,500 youth with the placement record of above 90 per cent and by 2020, Pratham plans to train 3,000 youth in the state of Jharkhand.

The State of Jharkhand is witnessing an unprecedented growth in Skill Development and Employability of its’ one crore youth population under the visionary leadership of the Hon’ble Chief Minister, Chief Secretary, Secretary Higher, Technical Education & Skill Development, Mission Director Jharkhand Skill Development Mission Society (JSDMS) and the entire JSDMS Team.

We are grateful to JSDMS for providing us an opportunity to partner with them as a Mega Skill Training Provider in the pursuit of the Growth & Development of the State of Jharkhand. The unstinted support from JSDMS in furthering the Skill Mission for the youth of Jharkhand has encouraged us to reach out to more & more youth & enable them to enhance their “Hunar” and job prospects. Pratham provides vocational skill training to underprivileged youth from economically disadvantaged backgrounds, for employment or self-employment and helps them build confidence and develop the foundation skills needed to succeed in the professional world. As an organisation known for massive impact in education and skilling, Pratham trains more than 20,000 youth in different sectors and provide them job opportunities. Holistic engagement (both inside and outside the training centre) is necessary to make any transformation in youth sustainable.

So, majority of Pratham’s training happens in residential centres to make impact more transformational.

52 We are proud to be associated with the Government of Jharkhand to skill the youth, to eliminate poverty and vulnerability in a sustainable manner and improve their quality of life under Jharkhand Skill Development Mission Society (JSDMS). Engaged with JSDMS since inception, we at Centum Learning are providing quality skills training aligned with the National Skills Qualification Framework (NSQF) and responsive to industry needs, we are also focusing on placement of trainees who have received skill based training through our eight centres across the state. We are happy to inform that we have given skills training to more than 2,500 candidates out of these more than 1,200 candidates have been interview for suitable placement and appointment letter has been issued by employers.

In the able leadership of our chairman Prof Yogesh Kumar, our mission is to provide quality training to trained our candidates for suitable placement & joining the reputed companies in the Jharkhand state as a particular & as a whole in the country in general. We are thankful and pay our gratitude to the State Government in the leadership of Dynamic and Visionary Chief Minister Raghubar Das who has given us an opportunity to serve the state.

The primary objective of Jharkhand Skill Development Mission is to empower the youth by opening up opportunities for employment and self employment through their skill development. Venture Skill India Pvt Ltd works on the same grounds and aims at skill development of Jharkhand’s youth.

Government of Jharkhand is working extensively to develop Jharkhand as the skill hub of India with focus on enhanced capability and productivity of the qualified youth.

We at Venture are also working hand in hand with the State Government to realise the dream of 100 per cent employment of educated youth in the State.

We offer a wide variety of skill development courses so that the youth can improvise themselves based on their educational qualifications and interests.

Employers’ Messages We at Orient Craft firmly believe that youth particularly in rural areas are required to bring in the mainstream for overall development of any nation. Inspired by this belief, seven years ago we started a programme to help unemployed youth in poverty stricken remote areas of India. Today, we run 12 development centres across four states that have so far trained over 20,000 young men and women. Out of 12, four centres are in Jharkhand (Chatra, Gumla, Hazaribag, and Lohardaga). The centres are providing training to around 4,500 candidates.

The training focuses on “Employment Worthiness” of candidates that leads them to get their first job and gaining foot in society at large. Thanks to all the efforts, today we are supported by 32,000 strong work force which is spread across 21 plants in five State. This workforce plays pivotal role and contributes significantly to us in becoming a leading garment manufacturing company of Rs 2,000 crore turnover and which today exports to 40 brands in three Continents.

Orient Craft is the front runner in skill development mission in Jharkhand and has set new benchmarks in real time employment of youth. In a ceremony held at Momentum Jharkhand, we inaugurated the first factory in IRBA, Ranchi on 19 August that employs over 900 workers recruited from local areas. The workers have

an equal gender ratio; most of these have been trained at our skill centres. The factory is running in full swing, producing 5,000 exclusive products for exports in European market.

Our vision for Jharkhand is in line with the vision of Chief Minister: To skill 25,000 youth in next five years through our new skill centres in Lohardaga and Simdega; To engender reverse migration of the State’s youth from other parts of the country by providing 15,000-20,000 jobs in our 25 acres Industrial Parkat Khelgaon, Ranchi; and to lead the way in promoting Ranchi as a new hub for apparel exports.

The “Apparel Policy 2016” and ease of doing initiatives introduced by Jharkhand Government have also helped us to achieve our vision.

We recenly have approached Jharkhand Skiil Development Mission to recruit apprentices and delighted to see the Skill Development eco system of Jharkhand i.e. JSDMS’ initiatives, Mega Skill Training Centres, training methodology and most importantly enthusiastic youth. We have recruited more than 350 NAPS Apprentices including 14 girls and placed them in the Manufacturing Plants of JBM Group at Pune (Maharashtra) and Vithalapur (Gujarat) location.

Candidates from Jharkhand are performing well and adapting the technology at fast pace. Selected candidates are working on Die Maintentance, Robotic Welding, MIG Welding, Quality Control and Sheet Metal Press Operations for Automotive Component Production. From now on, we shall be recruiting the candidates through JSDMS regularly. Our experience
