Manila, PH – After six months in Office as Secretary ad interim for the Department of Information and Communications Technology (DICT), the Commission on Appointments confirmed Rodolfo A. Salalima as DICT Secretary on December 7, 2016.

Secretary Salalima’s confirmation was reached without any objection or opposition from the members of the CA. Senate President Aquilino Pimentel III, Chairman of the CA, approved Salalima’s nomination and confirmation. The CA’s committees on Transportation and Communications, and Science and Technology recommended the nomination of Secretary Salalima.

Several interim officials were also confirmed, including Ernesto Pernia as Director-General of the National Economic and Development Authority (NEDA); Fortunato Dela Peña as Secretary for the Department of Science and Technology (DOST); and Wanda Corazon Tulfo-Teo as Secretary for the Department of Tourism (DOT).

The DICT adds three new Assistant Secretaries as Atty. Carlos Mayorico E. Caliwara, Engr. Allan Salim Cabanlong, and Engr. Alan Abonates Silor have been sworn into The Department of Information and Communications Technology as part of the executive board of the organization by Secretary Rodolfo A. Salalima last November 22, 2016.

Roles and Functions Atty. Caliwara will serve as DICT Chief of Staff and Assistant Secretary for Legal Affairs, while Engr. Cabanlong will serve as the Executive Director of the Cybercrime Investigation and Coordination Center (CICC). Both Engr. Cabanlong and Engr. Silor will focus on regional operations.

The addition of the new Assistant Secretaries completes the DICT Executive Committee comprised of Secretary Salalima, Undersecretary Jorge V. Sarmiento, Undersecretary Eliseo M. Rio, Undersecretary Denis F. Villorente, and Assistant Secretary John Henry Naga.

DICT holds Consultation on National Broadband Plan Participants were asked to provide inputs for the NBP, including recommendations on the three options or approaches on how to implement the plan. The three options are: building of backbones, establishment of government networks and services to “unserved” and “underserved” areas, and entry as a complete telecommunications player.

Representatives from the government and private sector met last November 28 and 29 2016 to deliberate on the initiative of the Department of Information and Communications Technology (DICT) to forge a National Broadband Plan (NBP).

The objective of the broadband network is to interconnect government offices across the country, increase internet penetration, especially in far-flung areas, and stimulate economic growth through the digital empowerment of the people.

“The stakeholders must agree on which option is viable for the nation based on government capabilities and resources.

The development approach that they choose must address the concerns of the stakeholders and the people in general,” Secretary Rodolfo A. Salalima stated.

1st DICT Summit Aims to Mitigate Traffic Congestion through ICT-Based Solutions The forum invited members from different ICT sectors.

Cisco Managing Director Amir Mohamed Elsaid presented the idea of Internet of Things as a means to alleviate traffic.

Congressman Cesar Sarmiento talked about the Transport Crisis Bill, which will initially address three metros – Metro Manila, Cebu, and Davao; along with other alternatives proposed in the bill. Commissioner Gamaliel Cordoba of the National Telecommunications Commission put forward the Philippine Broadband Adoption plan as well, noting the improvements that can be achieved once it is implemented.

The DICT along with ICT industry leaders convened at Makati Shangri-La last November 8 and 9 2016 to discuss possible solutions for nationwide traffic congestion. The summit highlighted ICT-based alternatives to realize the vision of free flowing road traffic in the country, which was consolidated through an Executive Order (EO) that will be recommended to the president.

In 2014, the National Economic Development Authority (NEDA) commissioned the Japan International Cooperation Agency (JICA) to create a study on the economic impact of traffic in the country. Results showed that Metro Manila loses at least P2.4B a day in productivity, while Cebu loses around P247M, citing vehicular volume as the main cause for traffic. Moreover, it was projected that economic costs could go as high as P6B per day if no mitigation plans are put in place.

The first ever Philippine National Cybersecurity Summit was held on December 8, 2016, at the Crowne Plaza Manila Galleria, Ortigas Avenue, Quezon City, with the primary objective of launching the National Cybersecurity Plan 2022.

Collaboration to achieve this goal is essential, as Secretary Salalima states: “I want that all concerns, all possible troubles are…within the view of [finding] a common solution […], because if we do not get our heads and our hearts together, these concerns will never leave us. This, I intend to do summit after summit, so that…after six years, [it can be said that we] have made the foundation for a better Philippines because you and I, the stakeholders of the telecommunications sector have gotten their heads [and hearts] together and have [benefitted] from the discourse so that we could perform to help others…even as you are in the private sector, you are also rendering public service to the government and the country.”

Immediately after the forum, the proposed EO was sent to DICT Launches Cybersecurity Plan 2022 Malacanang,National pending the signature of Executive Secretary Salvador Medialdea in lieu of President Rodrigo Duterte.

Through a multi-stakeholder approach, the event was designed to provide a platform for experts in the field to share best practices and raise awareness on the National Cybersecurity Plan 2022. The plan is being developed to address urgent needs to protect the nation’s critical infostructures, government networks, businesses and corporations and its supply chains, and every Filipino using the Internet.

Various stakeholders were on hand to present how cybercrime affects their respective industries, specifically the business sector, its impact on society on the track towards incorporating ICT in their daily lives, and the role of law enforcement has in addressing and thwarting such threats.

A Memorandum of Understanding (MOU) was signed between the DICT Sec. Rodolfo Salalima and Usec. Eliseo Rio, Jr., CICC Representative Asec. Allan Cabanlong, Cybersecurity Malaysia Representative for Government and ISE Representative Dr. Amirudin Abdul Wahab, and Mr. Philip Victor, a partner for cybersecurity trainings and certifications. The signing of this MOU between the two partner organizations aims to help the DICT-CICC to further develop a Cyber Resilient Philippines.

Secretary Rodolfo A. Salalima: The New Guy with Big Shoes to Fill For Secretary Rodolfo A. Salalima, taking on the position of Secretary of a newly established Department is all about giving back to the country and leaving a lasting legacy.

“There is a point in one’s life where you have to examine yourself, and even in your conscience, and say, ‘what have I done for my country?’ So I want to leave a legacy to the country by being in public service, and this is what made me to accept the position of Secretary of the Department of Information and Communications Technology (DICT).”

With a career spanning 40 years in the Telecommunications and broadcast service industry, Secretary Salalima’s credentials speaks volumes of his experience with Information and Communications Technology (ICT).

Legal Journeyman Being an astute lawyer, Salalima’s knowledge on the legal aspects of telecommunications and broadcast services has led him to hold high-ranking executive positions in various telecommunications organizations such as the Telecommunications and Broadcast Attorneys of the Philippines Inc. and the Philippine Electronics and Telecommunications Federation back in 1992 to 1996.

He was a member of the Executive Committee of the National ICT Advisory Council, President of the Philippine Chamber of Telecommunications Operators, Inc. (PCTO), and a Board Director of the Telecoms Infrastructure Corporation of the Philippines (TELICPHIL). Internationally, he was previously the Vice Chairman of the International Telecommunication Union (ITU) Council Working Group for the Amendment of the ITU Constitution and Convention at Geneva, Switzerland.

During his time in the private sector, Salalima served as chief counsel of Innove Communications, Inc. and as chief legal counsel and senior advisor to Globe Telecoms. Prior to this, he was the Vice President for Legal and Human Resources Department of the International Communications Corporation (now BayanTel).

After retiring from Globe in 2015, Salalima authored a book titled “Telecommunications in the Information Revolution,” which talked about the different aspects of the relation between the law and the telecommunications industry.

1. The matter of writing policies and planning, particularly on ICT, and how we could improve the use of ICT not only in the lives of private persons but in government so that we can move forward 2. The matter of public access. Let it be known that one of the mandates of the DICT is for the people, both in the urban areas and the countryside, to have access to the new technology, telecommunications services, and not only to have access to these services, but they should also have access to the equipment, the hardware which they can use to avail of the services.

The UN Council on Human Rights have declared that the right to telecommunicate or the right to communicate is a basic human right, because it is an incident of the freedom of expression, which is part of our constitution.

Secretary Salalima sees the bigger picture of ICT in the country:

3. Consistent with the mandate of the law, is the matter of resource sharing and building the capability of the government. There is a need for government to integrate and for us to share all the resources of government, be it in the form of databases, equipment, which have to be integrated. That is why we have the e-Government Program, among others, that’s why we also have Tech4ED. The other function for us is to promote the welfare of the people to protect their privacy, and to see that they are cybersecured.

Looking Ahead

“We have a long way to go, but I am glad that the Department was created under RA 10844. We are already enjoying the benefits of technology under the Internet Era, but as yet, we are still transitioning from an otherwise still imperfect internet and telco services, so I hope within 6 years from now, we would be able to address the complains of the people about the alleged slow internet speed and I hope by 56 years from now, we may also able to address our main task - the DICT was created by law to make our people functionally literate and educated in the proper use of ICT, from the private citizens to the people in government.” The DICT is the vanguard of change.

DICT EXECUTIVES RODOLFO A. SALALIMA – SECRETARY Secretary Rodolfo A. Salalima is the current Secretary for the Department of Information and Communications Technology. With over 40 years of legal experience in the Telecommunications and broadcast service industry, Secretary Salalima has held numerous executive positions in different Telecommunications organizations such as the Telecommunications and Broadcast Attorneys of the Philippines Inc. and the Philippine Electronics and Telecommunications Federation. He was also Vice Chairman of the International Telecommunication Union (ITU) Council Working Group for the Amendment of the ITU Constitution and Convention at Geneva, Switzerland.

Secretary Salalima also authored a book titled Telecommunications in the Information Revolution, which discusses the relation between the law and the telecommunications industry.

ELISEO M. RIO, JR. – UNDERSECRETARY FOR SPECIAL CONCERNS Undersecretary Rio has significant experience in the military, where he held various positions over a span of 30 years, where he was promoted to Brigadier General and was appointed as Chief of the Armed Forces of the Philippines Communication, Electronics and Information Systems Service from July 1999 to March 2000; and as Deputy Chief of Staff over the span of 2000. After retiring as Brigadier General, he was appointed as Commissioner of the National Telecommunication Commission which he held from February 2001 to October 2002. Following this, he was also Chairman of the Board of NextMobile (formerly Nextel, Philippines) from February 2006 to January 2007

JORGE V. SARMIENTO – UNDERSECRETARY FOR MANAGEMENT AND OPERATIONS Undersecretary Sarmiento served as Deputy Commissioner of the National Telecommunication Commission (NTC).

During his stint at the NTC, he initiated structural regulatory reforms in the telecommunications, broadcasts, and TV industries like updating of the NTC Rules of Practice and Procedure together with stakeholders. A Political Science graduate from UP, and Bachelor of Laws at the UP College of Law, he is a former Deputy Commissioner of the Bureau of Immigration, Assistant Secretary for Postal Services Office, and Commissioner of the Presidential Commission on Good Government (PCGG), with the rank of Undersecretary

DENIS F. VILLORENTE – UNDERSECRETARY FOR DEVELOPMENTAL AND INNOVATIONS Undersecretary Villorente was the former Deputy Executive Director for e-Government of the Information and Communications Technology Office. He is a graduate of the University of the Philippines College of Engineering, earning his MS and BS Electrical Engineering degrees in 2001 and 1989 respectively. He conceptualized and started the Integrated Government Philippines (iGov) Project, and established the Philippine Open Internet Exchange (PHOpenIX).

DICT EXECUTIVES CARLOS MAYORICO E. CALIWARA – ASSISTANT SECRETARY FOR LEGAL AFFAIRS Atty. Caliwara has been involved in the ICT Sector since the early 1990s. He was engaged as counsel by both local and international ICT companies, developing ICT-related contracts and agreements involving computer programmers, intellectual property management, and information security management and prosecution of its breaches. He was an advocate for the protection of Filipino intellectual property works that were pirated online in the mid-2000s, and in 2015, he was a consultant to the ICT Office’s Free Wi-Fi in Public Places Project where he closely worked with the project team on legal and technical matters. Concurrently, he is the Chief of Staff to the Secretary of the Department of Information and Communications Technology.

ALLAN SALIM CABANLONG – ASSISTANT SECRETARY Assistant Secretary Cabanlong is a former Police Chief Inspector and Chief, Web Services and Cyber Security Division of the Philippine National Police — Information Technology Management Service. He also has fourteen (14) years of ICT experience. He is a Professional Electronics Engineer (PECE), an ASEAN Engineer, and a graduate of Master of Science in Global Information as Telecommunications Studies (MSGITS) at the Waseda University in Tokyo, Japan. He was instrumental in the passage of the Cybercrime Prevention Act of 2012 and a recognized global expert in the field of CyberSecurity. To date, he played an important role in crafting the first National Cybersecurity Strategy Framework of the country which is to be launched on December 08, 2016.

JOHN HENRY D. NAGA – ASSISTANT SECRETARY Assistant Secretary Naga has substantive experience in the legal profession which involve cases in telecommunications and broadcast media. He has indepth knowledge in Legal, Government and Corporate Contracts, and has hands-on experience in Corporate Legal Management and Labor Relations Cases. He pioneered the conversion of all GMA TV Stations from analog TV to Digital Terrestrial Television Broadcast. He graduated Bachelor of Arts in Humanities with Professional Certificate in Management in the University of Asia and the Pacific, and graduated Bachelor of Laws in San Beda Collage, where he received an Academic Honor Award.

ALAN ABONATES SILOR – ASSISTANT SECRETARY Assistant Secretary Silor hails from Butuan. He has been very active in nongovernment organizations such as the Butuan City Chamber of Commerce and Industry, Inc., the Filipino-Chinese Chamber of Commerce of Agusan, Inc, where he was VP for Business & Government Affairs, and the Institute of Electronics Engineers of the Philippines, Inc. among others and was a former Station Manager for two local stations in Butuan.

He is also a former president of the Caraga ICT Council and is based in Butuan City, Agusan del Norte and a member of the Kapisanan ng mga Brodkaster ng Pilipinas where he served in the Audit and Standards Authority.

The DICT Family By: Alex Josef M. Pamandanan

What defines a family? According to Merriam-Webster there are eight (8) ways “family” can be defined. Out of all the definitions, one stands out: a family is a “group of individuals living under one roof and usually under one head”1. Similar to a family, is our office, the Department of Information and Communications Technology with Secretary Rodolfo A. Salalima who stands as our father. The one who provides us guidance and direction, to help the DICT grow, not only as a family but also including the members’ individual growths.

He is our father who constantly challenges us to raise the standard of our work and improve the system of how our family produces results.

From the time I have worked with the members of DICT, I understand why Assistant Secretary Caliwara introduces Secretary Salalima as the father of DICT and why we are a family. Our secretary, the father, who constantly guides us by his mandates and office orders for a smooth transition of our humble office and now department, whilst improving the current functions of the system. The members of the family, the staff, currently performs each job mandated to them, to keep the office afloat. In dealing with the other members, we treat each other as a family. Both in bickering and unity. Staying and sticking together in the ups and downs of our work. How we deal with each other is how we would deal with a sibling. The tendency to have disagreements is there, but the issues are resolved by the communication and/or the intervention of the higher ups is comparable to older siblings.

There is a study by Edward Goldsmmith on the family being the basis of social structure.

“To understand the true function and importance of the family, it is necessary to view it cross-culturally and cross-behaviorally, and in terms of the basic theoretical principles underlying the behavior of natural systems at all levels of organization—i.e. in terms of a General Model of Behaviour, embryonic though it may be at the present time. In doing this it becomes clear that the family is the basic unit of social behaviour.”2 What we draw out from this study is that the three (3) C’s of Sec. Salalima; Competency, Character, and Compassion, are the core values of each family. Our home is where we form our competencies, our character, and learn compassion to our work, co-workers, and other members of the family.

In the same way that an organization works, we as a unit must work toward a specific goal.

This is what the DICT family is about, to help unify us for a better tomorrow. To help the change which has come improve the lives of not only the DICT family but the Filipino family, for our nation to prosper and help build the society for our motherland, the Philippines, as one family.
