Introduction The Queensland Call Before You Dig Service incorporated (QCBYDS) is a not-forprofit association of member companies that own or manage underground services. QCBYDS was established in 1997 to provide a free one-stop referral service in the interest of greater public safety and the reduction of damage to electrical and communication cables, water pipes, gas lines, oil pipes, industrial pipelines, drains and sewers.

Over the last 10 years QCBYDS has striven to achieve its vision of being recognised, as a leader in the delivery of infrastructure information services throughout the state. We have now set ourselves a challenge by adopting a vision, which dictates that by 2011 we will “be the automatic choice for access to information about the location of infrastructure”. The Service operates as Dial Before You Dig Queensland, and provides an easily accessed website, phone number (1100) and fax (1300 652 077) for lodgement of plan requests. The specifics of the work site are recorded and members with assets in the area are notified so they can respond with information about their own underground services. This one stop referral service is a free and reliable way for all excavators to obtain details about any underground pipes or cables before starting work. The ‘Guide to excavation near underground services’, on the state government website clearly states that the DBYD service should be used for this purpose.

This year has seen two very important milestones for Dial Before You Dig in Queensland: 1. t he first occurred in February 2008 when Dial Before You Dig celebrated ten years of operational service in Queensland and, 2. A change occurred in the management role. Back in February 1998 the service began operating with the support of the State Government and eight foundation members in a bid to reduce the increasing infrastructure damage caused by digging activity. Today we have some seventy eight (78) members spread across our state. A 10 year celebration function was held during February to mark this decade of success. The retirement of Brian Zeller as the founding manager of Dial Before You Dig in Queensland, occurred in October. Brian was integral to the success and recognition of the Dial Before You Dig in Queensland over its initial ten years. Leading up to his retirement, Brian had put in place a succession plan to allow for a smooth transition commencing in September. The new manager appointed to Dial Before You Dig is Paul Newman, and he comes into the role after working for Telstra’s Network Integrity division for a number of years. Paul’s role in Telstra was coordinating damage minimisation on Telstra assets, which worked closely with the Dial Before You Dig Service. This year the service has continued to grow with four new members added to the service, there have been very good discussions with at least six other utilities that have shown strong interest in becoming members in the future. Some of the major projects that are currently under construction in South East Queensland are causing increased demand for information about services. The South East Queensland water grid is now well under construction with several alliances responsible for completing the project, on average 80% of the pipeline is now installed and registered with Dial Before You Dig. Brisbane’s tunnel project for the inner northern busway, the upgrade of the Ipswich Motorway, the North/South Tunnel project along with the Gateway duplication have also created an increased demand for information. A number of rail and road projects (like the new airport link) along with others are being planned and constructed in South East Queensland. It is likely that the demand for information about infrastructure will continue to grow by around 8% in the state next year, despite a slowing in the national economy. This year has seen the Queensland Government realign existing council boundaries to form new amalgamated council regions. These amalgamations have had mixed responses from our member council’s of Dial Before You Dig. To this point in time we have not experienced any member deciding to withdraw their membership, but the risk of withdrawl has increased now that some of these council’s have amalgamated with up to seven other Shires. Sometimes only one council is a member of Dial Before You Dig, and rationalisation will have the potential for both positive and negative actions towards ongoing membership. On a positive note a number of our members that have amalgamated with other council’s are moving forward to get all their data collated to extend their membership to include the new extended regional council assets. The demand for Digging Awareness sessions by councils and other asset owners has continued to be very strong; TAFE Colleges have shown increasing interest in Queensland Call Before You Dig Service Incorporated Annual Report 2007 - 2008


delivering an overview to all apprentices/students about the Dial Before You Dig Service and have requested additional promotional material from the service to assist them. While this is encouraging, it all adds cost to the operation to provide the additional promotional material.

Our alliances with the Queensland Civil Contractors Federation, Institute of Public Works Engineering Queensland (IPWEAQ) and the Local Government Association of Queensland (LGAQ) have all been valuable in supporting the role that DBYD plays in the community. This year our relationship with the IPWEAQ was strengthened further by setting up an office for Dial Before You Dig in Local Government House, Newstead. Moving in with the IPWEAQ has provided office support for the manager which was much needed due to the growth the service has experienced and streamlined the bookkeeping that was previously undertaken by an external provider. Moving forward, the IPWEAQ in conjunction with the LGAQ are planning to establish a Streets Opening Conference in Queensland with the assistance of DBYD. This conference has been in place for over 100 years in NSW and Dial Before You Dig is an integral requirement of the process that will be established. The strengthening of processes between the state and national association (AADBYDS) has been achieved this year through the ‘Strategic Planning’ workshops. Western Australia became the last state to join the other states in the national communications centre. Queensland has continued to achieve very good results against the national average where our web enquiries have increased to on average 69.5% of all enquiries. This is a 10% increase over the previous year.

The non-ticket enquiry rate has increased slightly and to date we haven’t been able to identify why this has occurred. I would like to take this opportunity to commend all the directors for the support they have given me over the past year and their attendance and interest that is vital to our on-going success. As this year was very much a case of changing the guard, a succession plan had been implemented to ensure a seamless transition for the managerial position. A new manager was selected and commenced in the role during early September where a three week handover period with the outgoing manager Brian Zeller, was completed Over the past four years, the Dial Before You Dig service had operated from a home office, but business growth and the need to have more in-house support created the opportunity to establish the office with one of our industry partners. The partnership between Dial Before You Dig and the Institute of Public Works Engineers Association Queensland (IPWEAQ), enabled us to move our business into their headquarters at Local Government House, Newstead. This move has been extremely positive in continuing to build a strong relationship with both the IPWEAQ and also the LGAQ. We have continued to promote the web as the prime contact medium for lodging enquiries, and this has proved to be very successful; the increase from an average of 60% (2006-07) to 70% this year has contributed to around $40,000 being saved in operating costs compared to the previous year. However, we believe we are getting to a point where we may be close to reaching a ceiling for web enquiries, despite attaining 73% in June. Our financial position remains very sound and the savings we are realising from the increased web enquiries are offset by the additional costs we now incur as a result of paying office rent, administrative support and part time consultancy fees. All these however, are indicators of continued growth and maturity for the DBYD Service, as we expand to meet the increasing demands of excavation activity. During the year we have continued to promote the ‘Digging Awareness’ presentations both in South East Queensland as well as Central Queensland, and when tallied some 30 presentations were delivered. Most of these sessions were delivered as a partnership between Dial Before You Dig and Telstra; however we have also received support from Energex and the APA Group. Our intention is to continue promoting these sessions in the civil construction industry since feedback from those who have attended is always very positive and each session is a proven method of spreading the DBYD message to the excavation community.

Governance Report. During the year the Board conducted six (6) regular board meetings to deal with strategic and operational matters. The Board also conducted a workshop to deal specifically with development of a marketing strategy for 2008-09. The Board made the decision to use a portion of the additional surplus generated by the web enquiry growth to further advertising initiatives in the marketing budget for 2008-09. Among these new initiatives is increased radio advertising in central and northern Queensland along with some television advertising in rural and remote areas. This additional funding would produce the largest marketing budget to date with an increase of approximately 26% over the previous one. The annual general meeting of members was held on September 12, 2007 and no other general meetings were called during the year. Gary Searston has continued as Chairman and has diligently fulfilled his duties on the state and national boards. There were no changes to the elected board members this year. We do thank every Board member, the Chairman and other office bearers for their commitment and service to the members of Dial Before You Dig in Queensland.

Dial Before You Dig continues to be promoted to contractors, training establishments, the building sector, rural producers, local government, state government agencies and the insurance industry. Farm field days, trade shows, community open days, industry forums and conferences, newspapers, magazines, sponsorships and other publications continue to be the main contact mediums into the community and specifically the excavation industry. A Radio campaign was run in South East Queensland to promote the service during the continuing civil construction boom in South East Queensland. The Classic Adelaide was jointly supported by Qld and the other states to provide a great advertising opportunity to the motor-sport enthusiasts. Rex Broadbent driving the DBYD sponsored Porsche continued to provide good coverage for the service, despite his lower than expected 6th placing this year. Our members were kept informed by two User Group meetings, bi-monthly board minute summaries, general meeting minutes and four newsletter releases during the year. Digging Awareness sessions while time consuming, are very effective in reaching people who plan, design, construct and maintain various surface and underground features that have potential to affect the integrity of underground services.

Advertising: The target of print media advertising continues to be the rural sector, construction industry and councils. This year we have decided to cut back on some of the publications we had previously been associated with. Our advertising for the past number of years has been focused on the cartoon theme of ‘Freddy’ and this character in his blue kaftan has been a valuable marketing tool for our service, where he certainly has highlighted the ‘safe digging’ theme. Nationally this year we decided it was time to retire Freddy and come up with a fresh marketing strategy where two advertisements were accepted that depict digging dangers occurring when people don’t use the DBYD service. The new advertisements are titled ‘Take A Stab’ and ‘She’ll Be Right’ which are shown in this report. Given our association with Local Government the ‘Council Leader’ magazine has been a good medium to promote the service within the local government sector. Recent amalgamations are still reflecting uncertainties for councils where Dial Before You Dig must be seen as an integral part of council’s risk management strategy. Letters have been mailed out to all member council‘s to provide an understanding about how the amalgamations will impact their particular council from a Dial Before You Dig perspective. We have secured editorial and advertising in the ‘Farm Buying Guide’ produced by AGForce and the Cane Growers Council. Our advertising appears in the Plumbing Trades Employees Union pocket diaries (13,000 produced), and in the UBD street directory for South East Queensland. We receive free promotion in publications on many occasions from our members and supporters. Some recent examples of these have been: • A DBYD banner was displayed at the launch of Local Government Week as well as the breakfast function held at Parliament House • Some members display our logo on their invoicing documents to their customers • IPWEAQ supports us with prominent logo visible at conferences • Around 70 council’s display DBYD brochures at their front counters • Many members and industry supporters display DBYD bumper stickers on operational vehicles •N umerous machinery manufacturers and suppliers now fit DBYD stickers to excavation plant. The list of companies continues to grow annually. Trade shows have focused on similar audiences with the dual message of service awareness and in the case of councils and other asset owners, membership benefits.

Sponsorship: We have continued sponsorships with Wynd Racing, Primmer Racing, Local Government Week (via the LGAQ), the Institute of Public Works Engineers Association of Queensland (IPWEAQ) and the Ipswich Knights Soccer Club. The Arcadian Surf Lifesaving Club sponsorship was renewed again in June for a further three years. The club will continue to promote the DBYD service in the North Queensland Region, where further emphasis has been put on the club to promote the logo and this has resulted in the club bus being sign written with our logo, as well as the surfboat cover. Both these new requirements will provide better exposure for the Service when the club is traveling to and from events. Shane Wynd came to Willowbank to compete in the Winter Nationals in June, despite only returning for his first event since recovering from major wrist surgery, Shane managed to reach the quarter finals before being eliminated and this was a huge blow for him after winning the national titles for Super Sedan class in 2006-07. The Ipswich Knights Soccer Club has once again given great value for their sponsors and particularly DBYD, where the club plays at events across Brisbane and actively promotes the service. The club regularly hosts major fixtures where a designated sponsor tent is set up to provide excellent exposure for sponsor’s while offering opportunity to distribute DBYD marketing merchandise. Sponsorship of Local Government week provided the opportunity to get promotional gear to councils, while being mentioned in publications and events as a silver sponsor of the annual activity. Next year we have been given an opportunity to deliver a short message at the launch of LG Week. Because of our support for Local Government week, the service was able to provide 500 satchel inserts for delegates to the LGAQ state conference planned for August. Some of the benefits where DBYD was featured during LG Week were: • Regular newsletter mail-outs to councils including logo (and editorial in one edition) • The DBYD logo on all advertising, posters, stickers etc • A DBYD banner was displayed at launch of LG Week in Brisbane • Involvement with a breakfast function at Parliament House in Brisbane • Additional information and collateral provided to Brisbane & Ipswich City Council’s, Major Training, Civil Contractors Federation, Telstra, APA Group, Department of Main Roads, Epic Energy, IPWEAQ and many other groups.

Digsafe Matters: The Digsafe Mapping system in 2008 has had two mapping layer updates that ensures the information used for the search system is as up to date as possible. The Digsafe software has been updated by PelicanCorp to address some small system issues; version 2.0.40 is the latest version which is currently live on the system and every update contributes to operating efficiency. The National Board is currently reviewing a proposal from Pelican Corp to upgrade the current version of Digsafe to a similar version that is used in the Dial Before U Dig service in New Zealand. According to Pelican Corp the updated version provides significant performance improvements and will reduce enquiry times while ensuring that the new platform can support Macintosh users for the first time. This enhancement may even improve our webbased enquiry numbers, as Macintosh users (around 3% of people with PC’s) have said they can’t use Digsafe in its current form. Batch processing of jobs continues moving forward as a project is commencing shortly to implement batch processing for specific user groups; and will include larger members such as power & communication companies. A significant new addition to the web site is access to a ‘DBYD User Kit’ that was developed by our National Sub Committee to provide new users and existing users with a guide to understanding DBYD. The site details its operations and explains how to lodge an enquiry as well as excavating in a safe manner.

Merchandise: Merchandise continues to be very popular as it provides us with the opportunity to supply different groups and individuals with material that promotes the Service throughout the community. Bumper and machinery stickers are becoming even more popular, as companies are realising the importance of using the service and placing this reminder before their own staff and contractors. Many of the suppliers of civil machinery and hire companies are requesting large volumes of stickers to place on machines prior to sending them into the work environment. Throughout the year we have supplied merchandise to over 80 different organizations many of whom are directly associated with the civil industry, however organizations like TAFE colleges, Insurance bodies and Civil Train regularly request merchandise to promote our service through their particular businesses. Given that we have been strong supporters of the IPWEAQ we have attended four conferences throughout Queensland, which has provides excellent access to technical, engineering and management staff while allowing us to provide around 300 satchel inserts for each conference delegate.

In recent times Dial Before You Dig has been invited to attend the Keep Australia Beautiful “Clean Site Demonstration Day’s”. These days are partnered by the Environmental Protection Agency and Construction Skills Queensland. Clean Site promotes best practice environmental management on building sites through demonstration, information packages and presentations. In general these days take place on a construction site which reflects a realistic view on how each and every work site should strive to achieve an environmentally and safe clean site. Having DBYD support this program has further promoted the importance of using our service in the construction industry as well as from an environmental perspective. The Civil Contractors Federation (CCF) producers a quarterly newsletter that is distributed throughout Queensland’s civil construction industry, over 700 copies are produced. DBYD has featured in the Winter edition with a dedicated full page containing both advertising and an editorial.

Increasing numbers of TAFE Colleges are realising the importance of the service and regularly request marketing merchandise to pass onto the students, and enables facilitation for Digging Awareness Presentations. Planning is underway to develop a short Powerpoint Presentation that will give an overview of the DBYD service that can be delivered by TAFE personnel.

During the year 4 new members joined the service. New members admitted at the time of this report are: The Shell Company of Australia Translink (Inner Northern Busway) Linkwater (Southern Regional Water Pipeline) Gold Coast City Council (Optic Fibre Network) Due to the amalgamations of many of Queensland Councils this year, some council’s who were interested in becoming members were very hesitant to move forward on membership until the amalgamation structure had been completed. Then DBYD membership would be just one of the many tasks that amalgamated council’s would need to address. It is worth noting that the total number of member’s has actually decreased during the year due to the amalgamations, but the areas of coverage have not. It is possible that amalgamated council’s will produce greater coverage of area in the near future.

NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30 JUNE 2008 NOTE 1: STATEMENT OF SIGNIFICANT ACCOUNTING POLICES This financial report is a special purpose financial report that has been prepared in order to satisfy the financial reporting requirements of the Associations Incorporations Act Queensland. The committee has determined that the association is not a reporting entity. The financial report has been prepared in accordance with the requirements of the Associations Incorporation Act Queensland and the following Australian Accounting Standards. AASB 1031 Materiality AASB 110 Events after the Balance Sheet Date No other applicable Australian Accounting Standards, Urgent Issues Group Consensus views or other authoritative pronouncements of the Australian Accounting Standards Board have been applied. The financial report has been prepared on an accruals basis and is based on historic costs and do not take into account changing money values, or except where specifically stated, current valuations of non-current assets. The following material accounting policies have been adopted in the preparation of this financial report. (a)

Income Tax The association is exempt from income tax for the current year. In prior periods the association adopted the liability method of tax-effect accounting whereby the income tax expense shown in the income and expenditure statement was based on the operating profit before income tax adjusted for any permanent differences. Non-member income of the association was only assessable for tax, as member income was excluded under the principle of mutuality.

(b)

Fixed Assets Office equipment is carried at cost less, where applicable, any accumulated depreciation. The depreciable amount of all fixed assets are depreciated over the useful lives of the assets to the association commencing from the time the asset is held ready for use.

(c)

Revenue Interest revenue is recognised on a proportional basis taking into account the interest rates applicable to the financial assets. Revenue from the rendering of a service is recognised upon the delivery of the service to the customers. All revenue is stated net of the amount of goods and services tax (GST).

Goods and Services Tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Tax Office. In the circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense. Receivables and payables in the statement of financial position are shown inclusive of GST.
