INTRODUCTION The Queensland Call Before You Dig Service incorporated (QCBYDS) is a not-for-profit association of member companies that own or manage underground services. QCBYDS was established in 1997 to provide a free one-stop referral service in the interest of greater public safety and the reduction of damage to electrical and communication cables, water pipes, gas lines, oil pipes, industrial pipelines, drains and sewers.

Over the last 8 years QCBYDS has striven to achieve its vision of being recognised, as a leader in the delivery of infrastructure information services throughout the state. We have now set ourselves a challenge by adopting a new vision, which dictates that by 2011 we will “be the automatic choice for access to information about the location of infrastructure�. The Service trades as Dial Before You Dig Queensland. It provides a single phone number 1100, fax 1300 652 077 or website that excavators can access from anywhere in Australia. The specifics of the work site are recorded and members with assets in the area are notified. This one stop referral service is free and is an easy way for all excavators to obtain details about any underground assets before starting work.

Our Values: Innovation, reliability, transparency, consistency, ethical dealings, integrity, respect and trust. The Australian Association of Dial Before You Dig Services (AADBYDS) was formed in 1999, to help make Dial Before You Dig more consistent across Australia. In cooperation with the AADBYDS, QCBYDS Incorporated is working to create service improvements, promote web-based software and operate from a single national communications centre for the whole of Australia. Now in its ninth year of operating, the Dial Before You Dig Service in Queensland (registered trading name of QCBYDS Inc) has realised growth in plan requests of 10% during the year. That growth created increased referrals to our members and became the biggest year yet in terms of total requests made and referrals generated. The web-based Digsafe software has enabled in excess of 48% of all incoming requests to be lodged directly on-line, with the effect of saving operational costs. We have grown past 22,000 enquiries per million of population, which is higher than most had previously anticipated. Despite consistent population growth caused by interstate migration and development, growth next year is projected to reduce to around 8%. The South East Queensland infrastructure and development plan and various other large projects in the state will no doubt produce growth for some years yet, as we gear up for the accompanying services required over the next decades. Increasing water infrastructure pipelines linking major reservoirs will be a key feature of development next year along with additional gas pipelines for both industry and residential services.

CHAIRMAN’S REPORT The South East Queensland Infrastructure Development Plan promises to bring growing infrastructure development to the south-east of the state for some years to come. New water pipelines from Ipswich to the Gold Coast were commenced with others proposed in various places for the future. Some of these pipelines will occur in North Queensland too, as the Burdekin River and its storages are channeled south to places like Bowen and surrounding areas. Water recycling pipelines have been installed by a number of member councils to better use the resource for irrigation or industrial purposes and others are considering similar ventures. A new desalination plant on the Gold Coast will bring other pipelines that need the additional protection provided by Dial Before You Dig too. Treating and reusing water from coal seam deposits is just another sign that water is even more critical to our way of life and every drop must be preserved and used carefully. The wastewater pipeline from Brisbane to the Lockyer district seems to be even more possible, as the drought across Australia deepens. The demand for cleaner energy is driving the development of further gas pipelines across the state and a number of coal seam-gas operations have come on-line for projects associated with the Braemar and Kogan Creek power stations. Enormous amounts of work have occurred for building more high voltage power infrastructure to link the national grid, with even more planned for the next few years. Similarly the approval for the Brisbane river tunnel and northern busway project is linked to other development projects that will have impacts on underground infrastructure over the coming years.

Dial Before You Dig has grown stronger through greater awareness that has translated into service usage, and the web-based Digsafe software has played a big part in that. Our alliances with the Queensland Civil Contractors Federation, Institute of Public Works Engineering Queensland and the Local Government Association of Queensland have all been valuable in supporting the role that DBYD plays in the community. The strengthening of processes between the state and national association (AADBYDS) have been achieved this year through the ‘Strategic Directions’ workshops, which have created a greater focus on our common objectives. One of those objectives is the operation of an efficient and cost effective single national communications centre. A contract has been let with Datacom Australia to operate the contract from September 2006 for the next three years, thus ending our relationship with the previous operator. Western Australia is the only state not operating from the common centre at this time, but they have given a commitment to be involved from July 2007 and this should improve economies of scale. This report will show that Queensland continues to achieve high growth for plan contacts, while operating efficiently and cost effectively on behalf of our members. In particular our Web take up has grown from 41% to 54% in the 05-06 financial year against a national result of 37% and 47% respectively. I commend our Manager for his work in promoting and growing the service. I commend the directors and for the support offered to me over the last year, particularly in relation to alignment to the AADBYDS strategic direction. Our General Manager has placed Queensland in a very good position financially with market growth and cost management. The Year in Review Among the usual activities for promotion and awareness, was our aim this year to focus on two specific areas that the Board believed to be important to further the objectives of Dial Before You Dig in Queensland: 1. S trengthen and grow strategic partnerships at both the membership and promotional level and, 2. Grow web usage for the service and reduce dependency on other forms of lodgement for plan requests. During July 2005 the service became a Continuing Corporate Member of the Institute of Public Works Engineering Queensland Branch (IPWEAQ). This new partnership provided many new opportunities to be involved with IPWEAQ functions and conferences, while offering access to editorial and involvement with publications. We have a stronger relationship that offers more opportunities to promote the service to Engineers and Technical Managers of councils and their associated partners than ever before. Our second big strategic partnership began with a 3 year sponsorship of the Arcadian Surf Lifesaving Club based in Townsville. The club is the oldest in the region and they have a diverse range of programmes that work with the local community, while patrolling beaches on the Strand in Townsville and Alma Bay on Magnetic Island. The Club competed in 6 major north Queensland titles from Mackay to Port Douglas as well as the national titles at Kurrawa Beach (Gold Coast) in March and at Coolum on the Australia Day weekend. Our contacts with GITA (Geospatial Information Technology Association) have also strengthened through greater contact and discussion this year. We believe that these types of strategic partnership have added to the contribution of our other valued partners, and these are the key to our future where strengthened alliances produce better asset protection through increased awareness and cooperation.

The growth in people accepting the web option has been much stronger than we anticipated and this has been to our advantage. Increasing web lodgement is more convenient for users, is turned around faster to our members and reduces our operational costs. The web-based Digsafe software offers members the opportunity to automate their plan responses if they choose to do so. Governance Report During the year your Board conducted eight (8) meetings (2 by teleconference) to deal with strategic and operational matters. The Board also conducted two workshops to deal specifically with the strategic plan and conduct a risk assessment for the DBYD business. The strategic plan was necessary to focus the priorities of Dial Before You Dig over the next five years and this will set the agenda for our business plans. The Strategic Plan was built on three workshops that

THE YEAR IN REVIEW (cont) were conducted nationally, and these provided a framework where state plans could be blended with a national approach for the key areas of marketing, governance and call centre support. The risk workshop was conducted with the help of an external consultant and this session provided a sound basis to identify and manage the elements of risk into the future. The annual general meeting of members was held on September 13, 2005 and no other general meetings were called during the year. Roger Frith stood down as Chairman of the Queensland Board, after 4 years in the role and five continuously on the Board. Roger has been our longest serving Board member and chairman, who provided strong direction and commitment during some of the busiest years of our development. Gary Searston was appointed Chairman and has diligently fulfilled his duties on the state and national boards. Tom Williams (Energex) and Roger Frith (Origin Energy) stood aside from the board this year, while Chris White (Civil Contractors Federation), Chris Druery (Energex) and Darryl Woodrow (Origin Energy) took up new seats on the Board. All those appointed have brought experience, expertise and commitment to the Board and their contribution has been very much appreciated. We do thank every Board member, the Chairman and other office bearers for their commitment and diligence to the matters affecting DBYD. New initiatives and documents developed through the year have been: • A summary of board minutes has been distributed to members after each meeting, as a means of providing regular information about Board activities • S trategic Plan for 2006 – 2011 was developed and documented prior to the Business Plan • Participation occurred with development of the national Strategic Directions document • Business Plan for 2006-07 was produced and distributed to members • Risk profile was developed from risk workshop (and added to business plan) • A paper has been prepared for development of a succession planning strategy.

Service Promotion: Dial Before You Dig continues to be promoted to contractors, training establishments, the building sector, rural producers, local government, state government and the insurance industry. Farm field days, trade shows, community open days, industry forums and conferences, newspapers, magazines, sponsorships and other publications continue to be the main contact mediums into the community and specifically the excavation industry. Our members were kept informed by two User Group meetings, bi-monthly board minute summaries and four newsletter releases during the year.

THE YEAR IN REVIEW (cont) Advertising – The target of print advertising has primarily been the rural industry, construction industry and councils. Two periodic publications ‘Council Leader’ and ‘Final Trim’ magazine have contained regular advertising and occasional editorial. Our association with the QMBA enabled DBYD to be involved with advertising in the ‘Build It’ directory for the building industry. Similarly we have secured editorial and advertising in the ‘Farm Buying Guide’ produced by AG Force and the Cane Growers. Our advertising appears in the CFMEU pocket diaries (60,000 produced), Queensland Council of Unions directory and in the UBD directory for SE Queensland. We receive free promotion in publications on many occasions from our members and supporters. Some recent examples of these have been: • Energex mentioning DBYD in a bill insert • Telstra producing posters and information supporting DBYD • IPWEAQ providing editorial in their newsletter to members • Lambert Locations featuring DBYD at their race day promotion • Growcom (fruit & vegetable growers association) who provided a story about DBYD in a recent newsletter • State Government – DETIR using DBYD logo in updated industry brochures • A number of council’s displaying DBYD brochures at their front counters. •T rade shows have focused on similar audiences with the dual message of service awareness and in the case of councils, membership benefits. Reprints of Operational Guidelines, Flash CD’s and Awareness books were arranged for increased distribution. Limited TV and radio advertising has been arranged through our national marketing alliance for targeting of specific areas in the state.

Soccer sponsorship

Sponsorship - We have continued sponsorships with Wynd Racing, Primmer Racing, Pacific Surf Club, Local Government Week and the Ipswich Knights Soccer Club. Pacific Surf Club will not be renewed in 2006-07, as we have made a major commitment to the Arcadian Surf Club in Townsville. The Arcadian Club has greatly increased awareness in north Queensland through a number of local events, but they have also participated in a carnival at Coolum on Australia Day and the National Surf championships at Kurrawa Beach in March. Because of mechanical and personal issues, Shane Wynd wasn’t able to compete in Queensland this year, although he has participated in other states for DBYD. Mark Primmer has expanded his race team and while suitable events weren’t available this year, he intends to be involved during 2006-07 in the state. The Ipswich knights play at events across Brisbane and actively promote the DBYD service at home and away games. The club is top of the table around Brisbane this year (to date) and they actively strive to deliver value for their sponsors. The DBYD award for Certificate 2 in Civil Construction was presented to Peter Rasmussen (Leightons) at the annual QCCF awards night in April. Our annual sponsorship of this award has strengthened links with the civil construction industry while recognising training as fundamental to our future. Sponsorship of Local Government week provided the opportunity to get promotional gear to councils, while being mentioned in publications and events as a sponsor. Because of our support for Local Government week, the service was able to provide 700 satchel inserts for delegates to the LGAQ state conference planned for August. Some events where DBYD was featured during LG Week were: • Regular newsletter mail-outs to councils including logo (and editorial in one edition) • The DBYD logo on all advertising, posters, stickers etc • A DBYD banner was displayed at launch of LG Week in Queen Street mall • Involvement with breakfast functions in Brisbane & Cairns • Additional information and collateral provided to Cook Shire, Livingstone Shire, Pine Shire and Logan City, who featured the service in each of their five libraries.

p Digsafe awareness sessions have been conducted at central locations for surrounding councils to be involved. A number of these have been conducted with Telstra this year. Sessions have occurred at Boonah, Stanthorpe, Warwick, Toowoomba, Townsville and Kingaroy. Other presentations were made to Roadtek Toowoomba, GITA and BMD Constructions Brisbane. p Around 40 councils and 15 other asset owners have been contacted about membership or have had submissions for membership presented to them during the year. Regular follow up has continued with existing contacts in various ways.

Web Focus – Digsafe software has been widely accepted by users across the state and we have achieved an amazing average of 48.3% lodgement via the web this year. An active focus has continued to achieve this level of usage to date, but our goal is to average 52% or better next year. Flash CD’s explaining web lodgement are still popular and continue to be provided at awareness sessions, trade shows, council visits and by direct mailout. That sustained focus has helped achieve our current strong result.

Digsafe Matters – One of the features enjoyed by our members since the introduction of Digsafe, is the ability to opt for self exclusions. By completing an exclusion listing that notes names, ID numbers and company name; a member can filter out any notifications generated by their own staff (on the listing). This has the ability to limit referrals where they already have access to their own plans, while saving the referral cost from DBYD. The exclusions that occur are not charged to the member utility. On average 1,200 to 1,300 exclusions occur each month in Queensland, and a member can update their listing as often as they need to without charge. The introduction of Digsafe Version 2 during February provided more people with access as, modifications were made to software that increased the operating speed and minimised screen pop-ups from occurring.

Collateral – Collateral continues to remain popular and we supply varied supplies to different groups and individuals who support the Service. Machinery and bumper stickers continue to be supplied in large numbers to members, the manufacturing industry, machinery suppliers, contractor’s, plant hire groups and supporters. Collateral requests are received from the web with increasing regularity and this is an indication of growing awareness. Some examples of collateral issues this year have been to: • Queensland councils – 137 DBYD information packs distributed through Local Government Association of Queensland to all councils • Various councils – requesting information to distribute during special events or as prizes for competitions • Brochure display - Around 75 councils place DBYD brochures on their front counter • Council engineers – Around 350 satchel inserts provided at various IPWEAQ conferences from Bowen to Chinchilla and Caloundra • LGAQ state conference – 700 satchel inserts provided for delegates • Industry groups – Insurance companies, operator training groups, apprentice and trade groups, TAFE colleges, agricultural colleges, nurseries, fencing contractors, builders, machinery manufacturers and distributors, location providers, consulting engineers, design groups, building approval companies, job placement companies, surf clubs and many others (including our own members) have been supplied with DBYD collateral to help promote the service. It is not uncommon for machinery operators to request stickers for their vehicles and plant. A franchise owner recently requested stickers for all vehicles providing garden and fencing services under their name. Some 5,000 machinery stickers have been provided this year to large manufacturers like Komatsu, Digga, Kanga, Auger Torque and Dingo to name a few. Many members and supporters continue to be supplied with bumper stickers that appear on builders and plumbers vehicles to pole hole borers and everything in between.

New initiatives – We are always looking for cost effective ways to increase awareness and participation with the Service. There are hundreds of requests for collateral every year, but we are also looking for niche areas where awareness could be more effective. Four new initiatives occurred this year to fill these niches: 1. T he introduction of white corflute signs with the bold red and black DBYD logo for building and industrial sites grew out of an initiative in South Australia. The signs come with eyelets on the corner and can easily be ziptied to fences or barriers. Forty signs were provided to one major building contractor alone this year and are freely available for the building and construction industry. 2. Calendars promoting DBYD were produced for the first time and proved to be a real hit with our members and contacts. All the artwork, images and content were produced in-house with the assistance of our graphic designers and printers. This local initiative will continue again this year for all states. 3. It has long been recognized that education is the key to understanding, and this is particularly true of children. To capture the imagination of children and also provide a link to the adult members of the family, we have developed a kids colouring book that features a number of scenarios where services are damaged through careless digging activity. All the artwork in the book was done by a fourteen year old in Western Australia, who has a style and feel that kids connect with. Our first edition also incorporated a press out truck featuring the Primmer Racing rig, to provide some extra activity. It is our intent to further develop this book that has been well received by children and adults alike. I have had a number of shire councilors who have commented favourably on the colouring book. 4. The Queensland newsletter went national on the DBYD website from December 2005. Queensland has been the only state to consistently produce a quarterly newsletter, so this has been widened to include information for other states on a regular basis. The newsletter not only gets emailed to our top 10,000 regular users, but is also posted on the DBYD website for people to access on an ongoing basis.

It is worthy of note that all these initiatives have been achieved by cooperation at a national level through input from the various states at the quarterly marketing meetings. A number of new promotional issues are being developed and among these is an alliance with a temporary fencing company. If this is successful, the DBYD signage will appear on construction sites where temporary fencing is used from Victoria to Queensland. Brian Zeller General Manager

We have audited the financial report, being a special purpose financial report, of Queensland Call Before You Dig Service Inc. for the year ended 30 June 2006 comprising the Statement by Members of the Committee, Income and Expenditure Statement, Balance Sheet, Notes to and Forming part of the financial statements. The committee is responsible for the financial report and has determined that the accounting policies used and described in Note 1 to the financial statements which form part of the financial report are appropriate to meet the requirements of the Associations Incorporations Act Queensland and are appropriate to meet the needs of the members. We have conducted an independent audit of this financial report in order to express an opinion on it to the members of Queensland Call Before You Dig Service Inc. No opinion is expressed as to whether the accounting policies used and described in Note 1 are appropriate to the needs of the members. The financial report has been prepared for the purpose of fulfilling the requirements of the Association’s Incorporation Act Queensland. We disclaim any assumption of responsibility for any reliance on this report or on the financial report to which is relates to any person other than the members, or for any purpose other than that for which it was prepared. Our audit has been conducted in accordance with Australian Auditing Standards. Our procedures included examination, on a test basis, of evidence supporting the amounts and other disclosures in the financial report, and the evaluation of significant accounting estimates. These procedures have been undertaken to form an opinion whether, in all material respects, the financial report is presented fairly in accordance with the accounting policies as described in Note 1 so as to present a view which is consistent with our understanding of the Association’s financial position, and performance as represented by the results of its operations and its cash flows. These policies do not require the application of all Australian Accounting Standards and other mandatory professional reporting requirements in Australia. NOTES TO AND FORMING PART OF THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30 JUNE 2006 NOTE 1: STATEMENT OF SIGNIFICANT ACCOUNTING POLICES This financial report is a special purpose financial report that has been prepared in order to satisfy the financial reporting requirements of the Associations Incorporations Act Queensland. The committee has determined that the association is not a reporting entity. The financial report has been prepared in accordance with the requirements of the Associations Incorporation Act Queensland and the following Australian Accounting Standards. AASB 1031 Materiality AASB 110 Events after the Balance Sheet Date No other applicable Australian Accounting Standards, Urgent Issues Group Consensus views or other authoritative pronouncements of the Australian Accounting Standards Board have been applied. The financial report has been prepared on an accruals basis and is based on historic costs and do not take into account changing money values, or except where specifically stated, current valuations of non-current assets. The following material accounting policies have been adopted in the preparation of this financial report. (a) Income Tax The association adopts the liability method of tax-effect accounting whereby the income tax expense shown in the income and expenditure statement is based on the operating profit before income tax adjusted for any permanent differences. Non-member income of the association is only assessable for tax, as member income is excluded under the principle of mutuality. (b) Fixed Assets Office equipment is carried at cost less, where applicable, any accumulated depreciation. The depreciable amount of all fixed assets are depreciated over the useful lives of the assets to the association commencing from the time the asset is held ready for use. (c) Revenue Interest revenue is recognised on a proportional basis taking into account the interest rates applicable to the financial assets. Revenue from the rendering of a service is recognised upon the delivery of the service to the customers. All revenue is stated net of the amount of goods and services tax (GST).

In the circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense. Receivables and payables in the statement of financial position are shown inclusive of GST.
