Queensland Call Before You Dig is a non-profit association of members who own or manage underground services right across the state. The Service trades as Dial Before You Dig Queensland. It provides a single website, phone number 1100, fax 1300 652 077 or that excavators can access from anywhere in Australia. The specifics of the work site are recorded and members with assets in the area are notified. This one stop referral service is free and is an easy way for all excavators to obtain details about any underground pipes or cables before starting work. Vision:

To be the first point of inquiry before any excavation work commences. Mission : To facilitate access to information from our members, that promotes safe excavation and the protection of underground services. across Australia. In cooperation with the AADBYDS, QCBYDS is working to create service improvements, promote web-based software and operate from a single national communications centre for the whole of Australia. Over the last year, a Business Operations Manager and resident Information Technology Manager has been working for the AADBYDS to further support these goals and the state associations. Now in its eighth year, the Dial Before You Dig Service in Queensland (registered trading name of QCBYDS Inc) has realised growth in plan requests of 15% during the year. That growth created increased referrals to our members and became the biggest year yet in terms of total requests made and referrals generated. During the year the Service changed over to web-based Digsafe software and we successfully migrated our call centre processing to a centralised operation with other states. The long and valuable relationship with Mondial Assistance concluded in October, as Queensland consolidated with three other state associations into the Call Centre Solutions (CCS) operation administered by the AADBYDS. Contact growth over the next year is projected at 12%, with consistent demand fuelled by state growth along with continued interstate migration. The new South East Qld infrastructure and development plan will no doubt produce growth in DBYD Queensland for some years yet, as we gear up for increased population and the accompanying services required over the next decades.

17 A recent article in ‘Underground Focus’ magazine spoke about the last 30 years of ‘Call Before You Dig’ in America, noting that a dramatic membership increase among municipality utilities had recently occurred after many years of resistance. This increase was largely due to education, information and partnership according to Claudette Campbell, executive director of the Utilities Protection Centre. Campbell said that for every two steps forward it seemed we took five backwards in convincing utilities of the benefits of one call. While uptake of DBYD by councils in Queensland hasn’t been as fast as we would like, it hasn’t been anywhere near the experience of the US either. In Queensland the Dial Before You Dig Service is in it’s eighth year and we believe the signs are evident of the same growing acceptance among local government too. During the year we had an 18% membership increase and there are currently a number of councils who are progressing down the path of listing with DBYD. We know that gaps exist in the Service and these won’t be filled until everyone with underground assets lists with the Dial before You Dig Service. We are increasing the education aspect through involvement with trade shows, advertising, sponsorships and the like, while partnerships with groups like the LGAQ, QCCF, IPWEAQ and others is developing strong relationships. Meetings continue to occur with asset owners to provide information about industry trends and changes with legal environments that can affect them. In the next year we will strengthen relationships with the IPWEAQ and accept a new sponsorship deal with the Arcadian Surf Club in Townsville. There are changes in the excavation industry too that are becoming increasingly evident, and these alter the way many excavators approach their jobs. Tone location of metallic pipes and cables has been around for many years leaving other pipe and cable compositions largely unlocatable. The new generation Ground Probing Radar (GPR) devices have become cost effective and reliable for location of any underground facility. Added to this has been

the increasing reliance on Vacuum Excavation (VE), as a means to pothole or excavate safely around services. Both GPR and VE have contributed to an improved safety regime and their use is increasing among excavators. So while location methods have changed, has DBYD been able to grow and change too? In November 2004, Queensland joined with 3 other states to use Digsafe software from a common communications centre. This change has meant that most people now have access to lodge plan requests on-line through the web feature of Digsafe. The next generation of Digsafe (V2) will be available in September with improved searching and screens along with faster operation. Digsafe is a product that will continue to grow to meet the changing needs of the excavation industry. A 15% growth in demand for plans along with a 31.7% growth in member referrals, has made 2004-05 one of our milestone years. Next year we have forecast growth to reduce slightly based on housing and construction projections, despite this outlook Queensland is likely to have relatively strong growth for some years to come. The service passed the 20,000 inquiries per million of population during the year and is set to go even higher. This report will outline the growth and activities conducted to reach our goals during the last year and highlight the success of your Service. NOTE 1: STATEMENT OF SIGNIFICANT ACCOUNTING POLICES This financial report is a special purpose financial report that has been prepared in order to satisfy the financial reporting requirements of the Associations Incorporations Act Queensland. The committee has determined that the association is not a reporting entity. The financial report has been prepared in accordance with the requirements of the Associations Incorporation Act Queensland and the following Australian Accounting Standards. AAS 1 Profit and Loss or Other Operating Statements AAS3 Accounting for Income Tax AAS5 Materiality AAS8 Events Occurring After Reporting Date No other applicable Australian Accounting Standards, Urgent Issues Group Consensus views or other authoritative pronouncements of the Australian Accounting Standards Board have been applied. The financial report has been prepared on an accruals basis and is based on historic costs and do not take into account changing money values, or except where specifically stated, current valuations of non-current assets.

The depreciable amount of all fixed assets are depreciated over the useful lives of the assets to the association commencing from the time the asset is held ready for use. (c) Revenue Interest revenue is recognised on a proportional basis taking into account the interest rates applicable to the financial assets. Revenue from the rendering of a service is recognised upon the delivery of the service to the customers. All revenue is stated net of the amount of goods and services tax (GST). (d) Goods and Services Tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Tax Office. In the circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense. Receivables and payables in the statement of financial position are shown inclusive of GST.

The following material accounting policies have been adopted in the preparation of this financial report. (a) Income Tax The association adopts the liability method of tax-effect accounting whereby the income tax expense shown in the income and expenditure statement is based on the operating profit before income tax adjusted for any permanent differences. Non-member income of the association is only assessable for tax, as member income is excluded under the principle of mutuality.

In November 2004, Dial Before You Dig Queensland amalgamated it’s call centre operations into the national centre operating in Melbourne. All states (except Western Australia) now operate from a single communications centre. Migration occurred during the last week of October and that went largely without incident or difficulty for members and users of the service. The transition also coincided with the introduction of Digsafe software (our national standard) for Queensland, to enable users to have access to direct lodgement on the web. Our goal is to increase web lodgement and gradually reduce other forms of contact, which add complexity and cost to processing. September 22, 2004 (AGM) and November 24, 2004 to vote on constitutional changes. Roger Frith not only served as Chairman of the Queensland Board, but was also appointed Chair of the national association (AADBYDS) as well. Kym Schubert accepted responsibility to represent DBYDQ, on the occasions when Roger could not attend national meetings. At the close of the year John Reid from Brisbane City, resigned from the Board because of an employment change and we will also lose Tom Williams representing Energex, who is likewise standing aside for Chris Druery. All these men have brought experience, expertise and commitment to the Board and their contribution has been very much appreciated. We do thank every Board member and the Chairman for their commitment and diligence to the matters affecting DBYD. During the year your Board conducted nine (9) meetings (2 by teleconference) to deal with strategic and operational matters. The Board also met in sub-committee another 6 times to plan the transition of the Queensland call centre and deal with other matters. Additional to these was a full day director’s training session and a separate retreat for strategic planning and policy issues. There were two general meetings of members held on

15 Service Promotion: Dial Before You Dig continues to be promoted to contractors, training establishments, the building sector, rural producers, local government, state government and the insurance industry. Farm field days, trade shows, community open days, industry forums and conferences, newspapers, magazines, sponsorships and other publications continue to be the main contact mediums into the community and specifically the excavation industry. Our members were kept informed by three User Group meetings and four newsletter releases during the year. It is the intent of your Board to issue a summary of minutes for all of their meetings in future, to keep you aware of the matters they are dealing with.

Country’ magazine have contained regular advertising and occasional editorial. Our association with the QMBA enabled DBYD to be featured on a large site safety poster that has a distribution of 10,000 across the state. Trade shows have focussed on similar audiences with the dual message of service awareness and in the case of councils, membership benefits. Reprints of Operational Guidelines and Awareness books were arranged for increased distribution. No TV or radio advertising was arranged or paid for this year.

Sponsorship - We have continued sponsorships with Wynd Racing, Primmer Racing, Pacific Surf Club, Local Government Week and the Ipswich Knights Soccer Club. Queensland also benefited from sponsorships of the Moyura and Bondi clubs by DBYD NSW/ACT, as these participated in the Surf championships at Kurrawa Beach in March. The Moyura club won a silver medal in the under 19 men’s boat crew, which was a great boost to all involved. This was also the first event where the DBYD promotional tent was used. Shane Wynd appeared at three race events this year and Mark Primmer at one. Mark brought his car to Logov Expo this year to support our stand and this certainly helped us win best indoor stand at show. The Ipswich knights play at events across Brisbane and actively promote the DBYD service at home and away games. The award for Certificate 2 in Civil Construction was presented to Guy Strange at the annual CCF awards night in April. Our annual sponsorship of this award has strengthened links with the civil construction industry while recognising training as a cornerstone for our future in this industry. Sponsorship of Local Government week provided the opportunity to get 6,000 pieces of promotional gear to councils, while being mentioned in publications and events as a sponsor. Because of our support for Local Government week, the service was able to provide 700 satchel inserts for delegates to the LGAQ state conference.

Sessions have occurred at Nerang, Warwick, Highfields, Brisbane, Maroochydore, Maryborough, Bundaberg, Gladstone, Mackay, Townsville, Ingham, Tully, Cairns, Murgon, Roma and Charleville. Ninetyseven councils (out of 125 statewide) were invited to attend the 16 sessions conducted across the state.

13 Web Focus –Digsafe software has been widely accepted by users across the state and we have achieved an amazing average of 39.6% lodgement via the web since November. An active migration strategy has been operating to achieve this level of usage to date, but our goal is to average 43% in 2005-06. During October and November 8,700 emails and some 2,000 faxes were sent to our high volume users encouraging them to use the web for future lodgement and some 1,000 flash CD’s were distributed. That strategy has helped achieve our current strong result. However, every 5% growth in web usage from here will be hard work requiring constant monitoring of our high volume users for phone, fax or email. It is our goal to keep focussed on growing the web, as this is the fastest most efficient and cost effective means of processing inquiries. Digsafe Matters- One of the features enjoyed by our members since the introduction of Digsafe, is the ability to opt for self exclusions. By completing an exclusion listing that notes names, ID numbers and company name; a member can filter out any notifications generated by their own staff (on the listing). This has the ability to limit referrals where they already have access to their own plans, while saving the referral cost from DBYD. The exclusions that occur are not charged to the member utility. On average 1,200 to 1,400 exclusions occur each month in Queensland, and a member can update their listing as often as they need to without charge. Collateral – During the year collateral was provided to 116 separate requests across the state. Everything from posters, brochures, pens, keyrings, rulers and stickers were dispatched and these are in addition to trade shows and other industry events. Machinery and bumper stickers continue to be supplied in large numbers to members, the manufacturing industry, machinery suppliers, contractor’s, plant hire groups and supporters. Collateral requests are received from the web with increasing regularity and this is an indication of growing awareness.

New initiatives – We have made some key decisions about strengthening strategic partnerships and reviewed some of our advertising publications. Dial Before You Dig has accepted an invitation from the Institute of Public Works Engineering Australia Queensland branch (IPWEAQ) to be become a corporate member with them in 2005- 06. This alliance will further strengthen the ties we have with IPWEAQ and enable us to address other important issues together. The rural sector has been targeted through the ‘Farmers Buying Guide’ for 2005-06 in place of Blues Country magazine. The guide is supported by Ag-Force and is a handbook (with business contact numbers) containing information about subjects as diverse as farm safety, family and support, education and rural law. DBYD have arranged editorial for farm safety (about the DBYD Service) along with our usual Kostas advertisement in the guide. Another new publication sponsored by the Master Builders is called ‘Build It’, a building information directory. The directory features a full page DBYD advertisement, as well as supporting logos from other associate member advertisements. Another large sponsorship has just been established with the Arcadian Surf Lifesaving Club in Townsville to lift the DBYD profile in North Queensland. Brian Zeller General Manager

We have audited the financial report, being a special purpose financial report, of Queensland Call Before You Dig Service Inc. for the year ended 30 June 2005 comprising the Statement by Members of the Committee, Income and Expenditure Statement, Balance Sheet, Notes to and Forming part of the financial statements. We disclaim any assumption of responsibility for any reliance on this report or on the financial report to which is relates to any person other than the members, or for any purpose other than that for which it was prepared. Our audit has been conducted in accordance with Australian Auditing Standards. Our procedures included examination, on a test basis, of evidence supporting the amounts and other disclosures in the financial report, and the evaluation of significant accounting estimates. These procedures have been undertaken to form an opinion whether, in all material respects, the financial report is presented fairly in accordance with the accounting policies as described in Note 1 so as to present a view which is consistent with our understanding of the Association’s financial position, and performance as represented by the results of its operations and its cash flows. These policies do not require the application of all Australian Accounting Standards and other

mandatory professional reporting requirements in Australia. The audit opinion expressed in this report has been formed on the above basis. During the year Enertrade, Education Qld and Qld Nickel all included extra pipelines or cables to boost their assets listed with Dial Before You Dig. There are sound discussions continuing with other councils who indicate an interest in listing with DBYD, as they review their asset protection strategies on an ongoing basis. During the year Enertrade, Education Qld and Qld Nickel all included extra pipelines or cables to boost their assets listed with Dial Before You Dig. There are sound discussions continuing with other councils who indicate an interest in listing with DBYD, as they review their asset protection strategies on an ongoing basis. 13 Web Focus –Digsafe software has been widely accepted by users across the state and we have achieved an amazing average of 39.6% lodgement via the web since November. An active migration strategy has been operating to achieve this level of usage to date, but our goal is to average 43% in 2005-06. During October and November 8,700 emails and some 2,000 faxes were sent to our high volume users encouraging them to use the web for future lodgement and some 1,000 flash CD’s were distributed. That strategy has helped achieve our current strong result. However, every 5% growth in web usage from here will be hard work requiring constant monitoring of our high volume users for phone, fax or email. It is our goal to keep focussed on growing the web, as this is the fastest most efficient and cost effective means of processing inquiries. Digsafe Matters- One of the features enjoyed by our members since the introduction of Digsafe, is the ability to opt for self exclusions. By completing an exclusion listing that notes names, ID numbers and company name; a member can filter out any notifications generated by their own staff (on the listing). This has the ability to limit referrals where they already have access to their own plans, while saving the referral cost from DBYD. The exclusions that occur are not charged to the member utility. On average 1,200 to 1,400 exclusions occur each month in Queensland, and a member can update their listing as often as they need to without charge. Collateral – During the year collateral was provided to 116 separate requests across the state. Everything from posters, brochures, pens, keyrings, rulers and stickers were dispatched and these are in addition to trade shows and other industry events. Machinery and bumper stickers continue to be supplied in large numbers to members, the manufacturing industry, machinery suppliers, contractor’s, plant hire groups and supporters. Collateral requests are received from the web with increasing regularity and this is an indication of growing awareness.

New initiatives – We have made some key decisions about strengthening strategic partnerships and reviewed some of our advertising publications. Dial Before You Dig has accepted an invitation from the Institute of Public Works Engineering Australia Queensland branch (IPWEAQ) to be become a corporate member with them in 2005- 06. This alliance will further strengthen the ties we have with IPWEAQ and enable us to address other important issues together. The rural sector has been targeted through the ‘Farmers Buying Guide’ for 2005-06 in place of Blues Country magazine. The guide is supported by Ag-Force and is a handbook (with business contact numbers) containing information about subjects as diverse as farm safety, family and support, education and rural law. DBYD have arranged editorial for farm safety (about the DBYD Service) along with our usual Kostas advertisement in the guide. Another new publication sponsored by the Master Builders is called ‘Build It’, a building information directory. The directory features a full page DBYD advertisement, as well as supporting logos from other associate member advertisements. Another large sponsorship has just been established with the Arcadian Surf Lifesaving Club in Townsville to lift the DBYD profile in North Queensland. Brian Zeller General Manager

Sponsorship - We have continued sponsorships with Wynd Racing, Primmer Racing, Pacific Surf Club, Local Government Week and the Ipswich Knights Soccer Club. Queensland also benefited from sponsorships of the Moyura and Bondi clubs by DBYD NSW/ACT, as these participated in the Surf championships at Kurrawa Beach in March. The Moyura club won a silver medal in the under 19 men’s boat crew, which was a great boost to all involved. This was also the first event where the DBYD promotional tent was used. Shane Wynd appeared at three race events this year and Mark Primmer at one. Mark brought his car to Logov Expo this year to support our stand and this certainly helped us win best indoor stand at show. The Ipswich knights play at events across Brisbane and actively promote the DBYD service at home and away games. The award for Certificate 2 in Civil Construction was presented to Guy Strange at the annual CCF awards night in April. Our annual sponsorship of this award has strengthened links with the civil construction industry while recognising training as a cornerstone for our future in this industry. Sponsorship of Local Government week provided the opportunity to get 6,000 pieces of promotional gear to councils, while being mentioned in publications and events as a sponsor. Because of our support for Local Government week, the service was able to provide 700 satchel inserts for delegates to the LGAQ state conference.

15 Service Promotion: Dial Before You Dig continues to be promoted to contractors, training establishments, the building sector, rural producers, local government, state government and the insurance industry. Farm field days, trade shows, community open days, industry forums and conferences, newspapers, magazines, sponsorships and other publications continue to be the main contact mediums into the community and specifically the excavation industry. Our members were kept informed by three User Group meetings and four newsletter releases during the year. It is the intent of your Board to issue a summary of minutes for all of their meetings in future, to keep you aware of the matters they are dealing with.

Country’ magazine have contained regular advertising and occasional editorial. Our association with the QMBA enabled DBYD to be featured on a large site safety poster that has a distribution of 10,000 across the state. Trade shows have focussed on similar audiences with the dual message of service awareness and in the case of councils, membership benefits. Reprints of Operational Guidelines and Awareness books were arranged for increased distribution. No TV or radio advertising was arranged or paid for this year.

In November 2004, Dial Before You Dig Queensland amalgamated it’s call centre operations into the national centre operating in Melbourne. All states (except Western Australia) now operate from a single communications centre. Migration occurred during the last week of October and that went largely without incident or difficulty for members and users of the service. The transition also coincided with the introduction of Digsafe software (our national standard) for Queensland, to enable users to have access to direct lodgement on the web. Our goal is to increase web lodgement and gradually reduce other forms of contact, which add complexity and cost to processing. September 22, 2004 (AGM) and November 24, 2004 to vote on constitutional changes. Roger Frith not only served as Chairman of the Queensland Board, but was also appointed Chair of the national association (AADBYDS) as well. Kym Schubert accepted responsibility to represent DBYDQ, on the occasions when Roger could not attend national meetings. At the close of the year John Reid from Brisbane City, resigned from the Board because of an employment change and we will also lose Tom Williams representing Energex, who is likewise standing aside for Chris Druery. All these men have brought experience, expertise and commitment to the Board and their contribution has been very much appreciated. We do thank every Board member and the Chairman for their commitment and diligence to the matters affecting DBYD. During the year your Board conducted nine (9) meetings (2 by teleconference) to deal with strategic and operational matters. The Board also met in sub-committee another 6 times to plan the transition of the Queensland call centre and deal with other matters. Additional to these was a full day director’s training session and a separate retreat for strategic planning and policy issues. There were two general meetings of members held on

17 A recent article in ‘Underground Focus’ magazine spoke about the last 30 years of ‘Call Before You Dig’ in America, noting that a dramatic membership increase among municipality utilities had recently occurred after many years of resistance. This increase was largely due to education, information and partnership according to Claudette Campbell, executive director of the Utilities Protection Centre. Campbell said that for every two steps forward it seemed we took five backwards in convincing utilities of the benefits of one call. While uptake of DBYD by councils in Queensland hasn’t been as fast as we would like, it hasn’t been anywhere near the experience of the US either. In Queensland the Dial Before You Dig Service is in it’s eighth year and we believe the signs are evident of the same growing acceptance among local government too. During the year we had an 18% membership increase and there are currently a number of councils who are progressing down the path of listing with DBYD. We know that gaps exist in the Service and these won’t be filled until everyone with underground assets lists with the Dial before You Dig Service. We are increasing the education aspect through involvement with trade shows, advertising, sponsorships and the like, while partnerships with groups like the LGAQ, QCCF, IPWEAQ and others is developing strong relationships. Meetings continue to occur with asset owners to provide information about industry trends and changes with legal environments that can affect them. In the next year we will strengthen relationships with the IPWEAQ and accept a new sponsorship deal with the Arcadian Surf Club in Townsville. There are changes in the excavation industry too that are becoming increasingly evident, and these alter the way many excavators approach their jobs. Tone location of metallic pipes and cables has been around for many years leaving other pipe and cable compositions largely unlocatable. The new generation Ground Probing Radar (GPR) devices have become cost effective and reliable for location of any underground facility. Added to this has been

the increasing reliance on Vacuum Excavation (VE), as a means to pothole or excavate safely around services. Both GPR and VE have contributed to an improved safety regime and their use is increasing among excavators. So while location methods have changed, has DBYD been able to grow and change too? In November 2004, Queensland joined with 3 other states to use Digsafe software from a common communications centre. This change has meant that most people now have access to lodge plan requests on-line through the web feature of Digsafe. The next generation of Digsafe (V2) will be available in September with improved searching and screens along with faster operation. Digsafe is a product that will continue to grow to meet the changing needs of the excavation industry. A 15% growth in demand for plans along with a 31.7% growth in member referrals, has made 2004-05 one of our milestone years. Next year we have forecast growth to reduce slightly based on housing and construction projections, despite this outlook Queensland is likely to have relatively strong growth for some years to come. The service passed the 20,000 inquiries per million of population during the year and is set to go even higher. This report will outline the growth and activities conducted to reach our goals during the last year and highlight the success of your Service. The depreciable amount of all fixed assets are depreciated over the useful lives of the assets to the association commencing from the time the asset is held ready for use. (c) Revenue Interest revenue is recognised on a proportional basis taking into account the interest rates applicable to the financial assets. Revenue from the rendering of a service is recognised upon the delivery of the service to the customers. All revenue is stated net of the amount of goods and services tax (GST). (d) Goods and Services Tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Tax Office. In the circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense. Receivables and payables in the statement of financial position are shown inclusive of GST.

The following material accounting policies have been adopted in the preparation of this financial report. (a) Income Tax The association adopts the liability method of tax-effect accounting whereby the income tax expense shown in the income and expenditure statement is based on the operating profit before income tax adjusted for any permanent differences. Non-member income of the association is only assessable for tax, as member income is excluded under the principle of mutuality.

It provides a single website, phone number 1100, fax 1300 652 077 or that excavators can access from anywhere in Australia. across Australia. In cooperation with the AADBYDS, QCBYDS is working to create service improvements, promote web-based software and operate from a single national communications centre for the whole of Australia. Over the last year, a Business Operations Manager and resident Information Technology Manager has been working for the AADBYDS to further support these goals and the state associations. Now in its eighth year, the Dial Before You Dig Service in Queensland (registered trading name of QCBYDS Inc) has realised growth in plan requests of 15% during the year. That growth created increased referrals to our members and became the biggest year yet in terms of total requests made and referrals generated. During the year the Service changed over to web-based Digsafe software and we successfully migrated our call centre processing to a centralised operation with other states. The long and valuable relationship with Mondial Assistance concluded in October, as Queensland consolidated with three other state associations into the Call Centre Solutions (CCS) operation administered by the AADBYDS. Contact growth over the next year is projected at 12%, with consistent demand fuelled by state growth along with continued interstate migration. The new South East Qld infrastructure and development plan will no doubt produce growth in DBYD Queensland for some years yet, as we gear up for increased population and the accompanying services required over the next decades.
