21 YEARS! A significant milestone for Dial Before You Dig Vic/Tas, previously and well remembered as MOCS, occurred this year...we turned 21! This anniversary reflects a very different organisation from its inception with the embracement of new technology and becoming an increasingly prominent service in the community. Dial Before You Dig Vic/Tas has grown to encompass over 180 members, the most in any given state across Australia a large increase from the original “Big Four�. As such we decided it best to look back through our past, to reflect and celebrate this achievement with a gala dinner at Leonda on the Yarra. In addition and more importantly, we undertook a film project, with the assistance of the wonderful people at Heydon Films, to interview notable past people who have heavily influenced the direction of the company from its inception that was screened on the night. The film was screened on the night and looked to our past, our present and took a view to our future.

CHAIRMAN’S

REPORT

It is with great pleasure I present to you the Dial Before You Dig Vic/Tas Annual Report. After the demise of the Global Financial Crisis, it is pleasing to announce that we have found our way through the recent national and international financial challenge and emerged with our capability from a financial and service delivery aspect, thoroughly healthy and intact. Throughout this period our commitment to members, the community and key stakeholders was undiminished. In addition we have also celebrated 21 years of business, which bears testimony to a robust and relevant community organisation. In the case of Dial Before You Dig Vic/Tas, we have further established our presence as the essential first step in the excavating industry as further evidenced by the solidifying of our relationship with government departments. From the stable results of last year, we have more positive results this year reflecting in part the upward trend of the Australian economy. 2009/10 has been a significant year for the Victoria-Tasmanian Association as being one where we have really taken bold steps to further consolidate our position. Through strategic partnerships across Victoria and Tasmania, through a better understanding of our customer base and by placing and emphasising an even bigger reliance upon safety for the community, we have shown our desire to ensure the Association remains relevant, viable and accountable. Given the improvement in our business of the past financial year, in terms of strategy and direction, we are well positioned for the year head. In this report, I would like to refer and focus on the six key areas of the Association referenced in the strategic five-year plan for 2007 to 2011.

AREA 1 ENSURING SERVICE QUALITY FOR USERS With the aim of continual improvement of our services to attract new Members and satisfy our Users, the Association’s Service Guidelines have now been widely accepted and implemented. The guidelines outline the responsibilities of both our Users and Asset Owners, and set appropriate standards that our Users and Asset Owners will be required to comply with. The association rolled out version 2.6 of the DigSafe web service, which resulted in an increase in operating performance and user satisfaction. This was the result of a major development project being undertaken to improve the usability of the web service with the National Body AADBYDS, driving these changes.

AREA 2 DEALING WITH POTENTIAL THREATS AND CONSTRAINTS The past year has seen the Association put measures in place to proactively reduce any potential threats and constraints. These measures include continuing to build partnerships with strategic stakeholders, such as EnergySafe Victoria and WorkSafe Victoria. One of the aims of these partnerships is to reduce the risk of injury to workers through damage caused annually to networks of underground assets. The partnerships also ensure the risks associated with excavation incidents are minimised. The Association renewed its Memorandum Of Understanding (MOU) with Energy Safe Victoria (ESV) which will see the two organisations work in a collaborative fashion to develop, evolve and implement the Dial Before You Dig Vic/Tas Register of Incidents. This Incident Register will, when implemented, provide an accessible way to track trends associated with any damage to underground pipes and cables and will assist Dial Before You Dig Vic/Tas to be able to tailor information to both our Members and Users, highlighting worrying trends occurring with underground asset damage and develop steps to minimise the occurrence of damages. AREA 3 EXPANDING DIAL BEFORE YOU DIG’S INFLUENCE In 2009/10 Dial Before You Dig Vic/Tas continued to improve its partnerships in Victoria with WorkSafe Victoria, EnergySafe Victoria and the Municipal Association of Victoria (MAV). We also continued to work

with Workplace Standards Tasmania to develop strategies to minimise the risk of damage to underground assets within the gas and electricity industries in Tasmania. In addition, the Association increased its joint activities with industry bodies such as the Institute of Public Works Engineers of Australia (IPWEA), Housing Industry Association (HIA), Civil Contractors Federation (CCF) in Tasmania and Victoria to deliver appropriate messages and training to our wide user base. These partnerships strengthen our relationship with the Victorian and Tasmanian Governments and Industry Associations and provide our Association with opportunities to participate in joint promotional and awareness activities and more importantly, the development of industry policies and guidelines. AREA 4 DEVELOPING A FRAMEWORK FOR ACCOUNTABILITY The Dial Before You Dig Vic/Tas Service Guidelines were launched on 12 June 2009 by the Honourable Peter Batchelor, Minister for Energy and Resources. These Guidelines have been received favourably by all and provide a system that will provide consistency and minimum standards for enquiry responses from our members and recommend actions to minimise the risk of damages and injuries on the work site. The guidelines outline: • The responsibilities of people and companies planning to dig, including excavators, planners and engineers; • The responsibilities of Asset Owners, including water, gas and electricity companies; and • Information about Dial Before You Dig in Vic/Tas and the service it provides.


AREA 5 EXPANDING OUR RANGE OF SERVICES To ensure the viability of the Dial Before You Dig Vic/Tas service into the future, the Association, in conjunction with the National body, the Association of Australian Dial Before You Dig Services (AADBYDS), has begun to investigate additional services for our Users and Asset Owners, which will complement the current service we provide. This investigation will endeavour to deliver options for State Associations moving forward that will lead to new service opportunities, therefore widening our scope to expand our Member base and increase our number of Users. This process will involve working with our Users and Members to ensure we meet all of their needs. AREA 6 INCREASING MEMBERSHIP In 2009/10 Dial Before You Dig Vic/Tas attracted 10 new applications for membership, across four different membership classes. These 10 new members now see a total membership base of 181 for the Dial Before You Dig Vic/Tas service, across our seven membership classes. Though pleased with the increase in membership we have experienced this year, it will remain a major focus of the Board and the Association to continue increasing our membership base further, so we can consistently improve the breadth of service to our Users, especially in the water and local government classifications.

With the recent developments and proposed change in legislature in NSW, we have seen some leverage of that goodwill toward the Vic/Tas government’s landscape. Along with increasing membership, there is a focus and commitment to improve service delivery platforms with the new Version 2.6 DigSafe application. The Board and Management team continue to work with the National body (AADBYDS) to ensure service levels are maintained or improved and that Members and Users requirements are acknowledged and addressed. A desire to combine increased and effective service delivery, together with a focus on encouraging use of our service via the web, will remain an ongoing strategic goal for the Association. I am pleased to have retained the support of the Membership and the Board of Management in my capacity as Member Director (Electricity Industry) and current Chairperson. The Association’s accountability was reinforced through the Governance Sub-Committee in 2010, the establishment of the Finance Sub-Committee and the continued efforts of our Executive Sub-Committee. In conclusion, I wish to express my gratitude to the Board of Management and Staff for their commitment and support for the Association, and to our Members and Users whose commitment and patronage enable the service to retain a reputation as one of the world’s best. STATE MANAGER’S With the passing of a milestone, also comes reflection and time where we need to assess where we have been, to ascertain where we are going. As with the Chairman’s report, we are indeed celebrating a milestone, one that many Not For Profit Organisations would look upon with envy and others with pride. When we started out, we were called Melbourne One Call Service (MOCS) and our service was operated under the guidance and tutelage of our founding utility companies (Telecom, MMBW, Gas & Fuel and the SEC), at their own expense. As with most 21 year olds, one could say we are now entering our prime, getting into our stride and ready for real life to begin. In many ways, 2009-10 was a very busy and satisfying year, with new milestones achieved in operations, the introduction of our new branding, the updating of our enquiry lodgement system to v2.6, and more importantly, working to face the challenges associated with remaining relevant in this era of new media and technology.

On an organisational level, the Association is now firmly entrenched at the Essendon Airport Business Park. The Association’s resources increased with the permanent appointment of Spiro Lambropoulos to the Marketing team, to help improve the communication of our service to both our Members and Users. With the extra staff on hand, it has seen the Association make greater use of media (both traditional and new), in addition to providing an in-house creative talent. The appointment has also allowed myself, as State Manager, to give additional focus to strategic issues identified as part of our 2007-2011 strategic plan. Again, one of the major ongoing objectives of the Association in recent years has been the continued effort to increase our percentage of online enquiries. It is pleasing to report the number of online enquiries rose to 73 per cent, up from 57.7 per cent in 2008/09. This continued growth vindicates the Association’s increased marketing and advertising activities over the past 12 months.


Along with increased participation and sponsorship at trade shows and conferences across Victoria and Tasmania, advertising activities for Dial Before You Dig Vic/Tas in 2009/10 have included radio in metropolitan areas and television throughout regional Victoria and Tasmania. The focus on increases in online enquiries will continue with more work planned for 2010/11 by converting the high volume users who currently access the Dial Before You Dig Vic/Tas service via phone and fax to lodge their enquiries online. The use of the web to lodge enquiries has become quicker and easier with the introduction of DigSafe V2.6 during 2009-10, whilst maintaining the level of control with Users. As well as experiencing online enquiry growth, the Association also recorded an overall increase of 19.5 per cent on all enquiries (164,394) compared to the previous financial year. Our ongoing growth in overall enquiries gives us the greatest growth of all the states over the five year period, which includes the recent global financial crisis. This growth has resulted in the Association achieving a five-year average increase of 11 per cent per annum, the best State Association over this period. Another highlight for the Association continues to be our corporate sponsorship of Targa Tasmania and Epic Beach beach volleyball. These sponsorships provide excellent, positive and wide-ranging exposure of the Dial Before You Dig Vic/Tas brand throughout Tasmania.

The Association was again involved with the 2009 HIA Housing Awards in both Victoria and Tasmania. Continuing the sporting theme, we proudly sponsored Vega FM/Classic Rock’s footy tipping competition enhancing our radio exposure, in addition to getting our brand in the email inboxes of all tipsters twice a week. Looking forward to 2010/11, with the new challenges that will arise in the shifting digital landscape, Dial Before You Dig Vic/Tas sees itself well positioned to continue its steady and sustained growth. We will continue our push to decrease the amount of damage that occurs to underground infrastructure through targeted information sessions, improved training packages and our ongoing marketing and advertising activities. The coming year will also see the Association, in conjunction with the national body, continue its investigations into the new services we could provide to our Members and Users, which will also broaden our capacity to attract new Members. I’d like to thank the Staff and Directors of the Association for their ongoing support and the effort they have continued to provide in the face of challenging economic times. MEMBERS

MR SCOTT REID Chairman Scott represents the Electricity Industry and is employed by Jemena Pty Ltd. Mr Reid has 27 years of experience in the electricity industry and in his current role as National Manager, Asset Data Services, he is responsible for the management of geo spatial data relating to Jemena owned/managed assets including local and interstate gas and electricity networks. In addition the Asset Data Services group is responsible for the delivery of Dial Before You Dig’s information, Design Drafting and Operations property management functions. Scott first joined the Board in November 2002 and has been the Association’s Chairman since November 2003. MR JASON HARRIGAN Vice Chairman and Treasurer Jason represents the Telecommunication Industry on the Board and as Telstra’s Network Manager for PSTN S12 and DMS has in excess of 30 years experience in the telecommunications industry. This has involved extensive periods in internal and external construction along with radio, mobiles, transmission, PSTN & DMS operations and project management roles. Jason joined the Board in November 2005 and has been the Association’s Vice Chair and Treasurer since November 2007.

MR KELVIN WARD Kelvin represents the Local Government sector. He is employed by Knox Council as the Manager Engineering Services. He has over 31 years experience in local government in Victoria. He first joined the Board in February 2007. MS KAREN STIFF Karen represents the Water Industry and is employed as the Property Manager at Yarra Valley Water. Karen manages the Property team who are responsible for creating and updating the Property Information Management System with the Property related data in order for Billing to take place. Karen joined the Board in March 2007. MR NEIL PENDERGAST Neil represents the Oil and Gas Industry and is employed by Tenix as a Technical Manager. He is experienced in all aspects of engineering, operational and retail gas distribution and transmission systems. Neil has worked in a variety of roles in gas operations within Asset Management, maintenance and construction contract delivery into a number of gas companies. He has also worked closely with the regulatory bodies and is a member of the Australian Standards and the Australian Pipeline Industry Association Ltd. Neil joined the Board in November 2005.

MR KEN EDGLEY MR ADRIAN GRANGER Adrian is a Board Member of the Civil Contractors Federation Tasmanian Branch, a position he has held since 2000. Adrian’s career started in the late 1970’s with the Tasmanian Government as a Cadet Draftsman and since then he has worked as a consultant, and runs his own Civil Engineering Consulting firm and Civil Contracting business. Adrian is also a member of the Building and Construction Industry Council, the Tasmanian Building and Construction Industry Training Board, Road Construction Industry Forum, the Australian Institute of Company Directors and OZ Help board. Adrian joined the Board in November 2006 and represents the Non-Asset Owner Class.

Ken is one of two Co-opted Directors nominated annually by the Board and has filled this role since November 2005. Prior to 2005, Ken was the director representing the Non-asset Owner Class and was nominated by the Civil Contractors Federation. Ken has been a director of Dial Before You Dig since the formation of the original Melbourne One Call Service. While now working part time as a consultant to small civil engineering construction companies, Ken has worked in construction for the past 39 years. After many years of service, Ken resigned from the Board in November 2009. MR DAVID HURBURGH David was appointed to the Board as the second Co-opted Director in July 2006 and is the Senior Sustainability Consultant for Digital Economy and Infrastructure Development in the Department of Economic Development, Tourism and the Arts with the Tasmanian Government.

During 2009/10, the Association received 164,394 enquiries, an increase of 19.5 per cent on 2008/09, which reflects the great growth we encountered before the effects of the recent GFC which showed minimal growth between 2006-08. These enquiries produced 715,026 referrals to Members of the Association, an increase of 9.9 per cent on 2008/09. The average number of referrals from each enquiry was 4.70, which is 0.3 per cent lower than 2008/09. ENQUIRIES PER FINANCIAL YEAR

SUPPORT & UNDERSTANDINGS Work continued throughout 2009/10 to build strategic partnerships with specific Victorian Government Departments and Authorities with the objective of ensuring stakeholders and the community, through increased awareness and strategic support, supported the future of the organisation and protected the community’s valuable underground services.

Having launched Dial Before You Dig’s Service Guidelines in June 2009, we have endeavoured to protect the lives of Victorians and prevent damage to essential underground services with its promotion and further implementation at every possible instance throughout the year. On Thursday 10 June 2010 a Memorandum Of Understanding (MOU) was signed that Energy Safe Victoria (ESV) will assist Dial Before You Dig in a collaborative fashion to develop, evolve and implement the Dial Before You Dig Register of Incidents. The continuance of this agreement for a further three years demonstrates the commitment from both parties to improve the safety of underground assets in the community and also cements Dial Before You Dig as an essential first step to excavation.


MARKETING During the year we continued to focus the marketing of the Dial Before You Dig Vic/Tas service through advertising, sponsorships and participation at various industry forums throughout the year. We enlisted the support of Members on several occasions, asking them to assist in marketing the service by providing information to their customers and participating at trade shows and Dial Before You Dig awareness sessions directly targeting the excavation community. Many of our Members have been extremely helpful in assisting us spread the word and for this we are enormously grateful. We hope we can continue to call upon you all to assist in promoting of the Dial Before You Dig service in any way possible. With a revamped and target specific radio campaign for the second half of the financial year, we have seen a corresponding growth which links in with our media plans and in particular, the movement toward using the web.

In addition to working more closely with our Members to promote awareness and usage of the service, relationships with various industry groups such as the Civil Contractors Federation, the Housing Industry Association and the Master Plumbers and Mechanical Services Association of Australia have continued to develop. BRANDING As seen by the photos in the fold out section of this report, we have developed a branding video to assist in the introduction of our business to those who may not be entirely familiar with us. This corporate presentation will assist in recruiting new Members, reinforce our standing as the essential first step in excavation whilst it also benefits in having a strong relevant feel in today’s age of new media. EPIC BEACH GAMES Since 2005 Dial Before You Dig has sponsored the Epic Beach Volley Ball competition. This year the event was moved away from the labour day weekend and Moomba and into a charity day at St Kilda in association with the Good Friday appeal. With signage displayed at all of the venues, the Dial Before You Dig logo on all competitor and organiser uniforms, along with the provision of showbags and other giveaways for participants, the event provided extensive exposure for the Association and our service. The Epic Beach Volley Ball competition has become an integral part of promoting the important Dial Before You Dig service and the messages of awareness and safety to the community.

TARGA TASMANIA - REX WINS 4 IN A ROW Dial Before You Dig Vic/Tas sponsored Rex Broadbent and Duane Rodgers again this year in the Targa Tasmania, with Rex Broadbent being successful in the Classic Competition for the 4th year running. Again he obliterated the field with his main competitors either not being able to keep up or crashing out. Duane finished in the Top 10 in Early Modern, 1st in his Category and 1st in his Class. To support our sponsorship of the teams competing, Dial Before You Dig placed advertising in the program guide and newspaper features for the race, had advertising running on TV and radio, and coordinated access to the teams for interviews on radio and TV. HIA HOUSING AWARDS HIA Tasmania Dial Before You Dig sponsored two categories in the HIA Tasmania Awards for 2009 – Outdoor Project of the Year and Residential Building Designer of the Year. The Awards were presented by Adrian Granger and David Hurburgh. HIA Victoria Dial Before You Dig also sponsored a category in the HIA Victoria Awards for 2009 – Outdoor Project Award. These are just some of the many activities Dial Before You Dig is involved in with the HIA, which includes a number of trade nights for HIA members across Tasmania and Victoria during the year.


INDUSTRY EVENTS To further the promotion of the Dial Before You Dig service to the primary target groups of excavators, tradespeople and farmers, the Association attends several specific industry events each year, which are also supported by a number of our Members, who provide promotional material to attendees. These awards provide the Association with the ideal vehicle to demonstrate the ease of lodging requests for plans via the website and the opportunities to answer questions about the service we provide. ADVERTISING Our advertising is primarily targeted at the excavation community with a particular focus on small to medium business, however it also includes farmers, architects, designers, engineers and the general public. Messages continue to promote the web as the preferred method for people to lodge enquiries as it provides quicker turnaround times from information, and greater accuracy for the proposed excavation site for the person lodging the enquiry. EDUCATION

AWARENESS SESSIONS This year saw a continuation of our Education Awareness sessions to staff and contractors with local government, plumbing and electrical apprentices through TAFE, builders via the HIA and civil construction company staff and contractors. A number of TAFE Colleges in Victoria and Tasmania now include Dial Before You Dig as part of their induction for plumbing and electrical apprentices, as well as covering the course in appropriate topics. These sessions are designed to highlight the potential problems associated with excavations and the important role that the Dial Before You Dig service plays in overall safe work practices. Our service is one of the first steps as part of the planning for works, and these sessions promote the four P’s of safe excavation: Planning, Potholing (to physically locate underground assets), Protection and Proceed. Through our film initiative we have updated our training video to better reflect the present and where we are headed into the future. AUDIT REPORT TO THE MEMBERS OF DIAL BEFORE YOU DIG VIC/TAS INC. SCOPE We have audited the financial report of Dial Before You Dig VIC/TAS Inc. for the year ended 30 June 2010 comprising the Statement of Comprehensive Income, Statement of Financial Position, Cash Flow Statement and notes to the financial statements. The Association is responsible for the preparation and fair presentation of the financial report in accordance with Australian Accounting Standards (including the Australian Accounting Interpretations) and the Associations Incorporations Act VIC 1981. This responsibility includes establishing and maintaining internal control relevant to the preparation and fair presentation of the financial report that is free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances. Our responsibility is to express an opinion on the financial report based on our audit. We conducted our audit in accordance with Australian Auditing Standards. These Auditing Standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor’s judgement, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error.

In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair presentation of the financial report in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES

The financial report is a general purpose financial report that has been prepared in accordance with applicable Australian Accounting Standards, Australian Accounting Interpretations and the requirements of the Associations Incorporation Act VIC. Australian Accounting Standards set out accounting policies that the AASB has concluded would result in financial statements containing relevant and reliable information about transactions, events and conditions to which they apply. Compliance with Australian Accounting Standards ensures that the financial statements and notes also comply with International Financial Reporting Standards. Material accounting policies adopted in the preparation of these financial statements are presented below and have been consistently applied unless otherwise stated. The financial statements have been prepared on an accrual basis and are based on historical costs, modified, where applicable, by the measurement at fair value of selected non-current assets, financial assets and financial liabilities. The following is a summary of the material accounting policies adopted by the association in the preparation of the financial report. The accounting policies have been consistently applied, unless otherwise stated.

Investments Non-current investments are measured on the cost basis. The carrying amount of investments is reviewed annually by the Committee to ensure it is not in excess of the recoverable amount of these investments. The recoverable amount is assessed from the quoted market value for shares in listed companies. The expected net cash flows from investments have not been discounted to their present value in determining the recoverable amounts. Property, Plant and Equipment Each class of property, plant and equipment is carried at cost or fair value less, where applicable, any accumulated depreciation. Plant and Equipment Plant and equipment is measured on the cost basis. The carrying amount of plant and equipment is reviewed annually by the association to ensure it is not in excess of the recoverable amount from those assets. The recoverable amount is assessed on the basis of the expected net cash flows which will be received from the asset’s employment and subsequent disposal. The expected net cash flows have not been discounted to present values in determining the recoverable amount. Depreciation The depreciable amount of all fixed assets including buildings and capitalised leased assets, but excluding freehold land, are depreciated on a straight line basis over their estimated useful lives to the economic association commencing from the time the asset is held ready for use. Properties held for investment purposes are not subject to a depreciation charge. Leasehold improvements are depreciated over the shorter of either the unexpired period of the lease or the estimated useful lives of the improvements.

Employee Benefits Provision is made for the Association’s liability for employee benefits arising from services rendered by employees to balance date. Employee benefits expected to be settled within one year together with benefits arising from wages and salaries and annual leave which will be settled after one year have been measured at amounts expected to be paid when the liability is settled plus related on-costs. Other employee benefits payable later than one year, have been measured at the present value of the estimated future cash outflows to be made for those benefits. Contributions are made by the company to an employee superannuation fund and are charged as expenses when incurred. Employee benefits outstanding at the end of the financial year are as follows:

Cash For the purpose of the Statement of Cash Flows, cash includes deposits at call with financial institutions and other highly liquid investments with maturity within less than three months which are readily convertible to cash on hand at the investor’s opinion and are subject to an insignificant risk of changes in value, and borrowings which are integral to the cash management function and which are not subject to a term facility. Revenue Interest revenue is recognised on a proportional basis taking into account the interest rates applicable to the financial assets. Revenue from the rendering of a service is recognised upon the delivery of the service to the customers. All revenue is stated net of the amount of goods and services tax (GST). Goods and Services Tax Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense. Receivables and payables in the Statement of Financial Position are shown inclusive of GST. Income Tax No provision for income tax has been raised as the Association is exempt from income tax under Division 50 of the Income Tax Assessment Act 1997.
